"Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. INTRODUCTION Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them” (Agricola 1556). In 2015 it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate. “Most commonly, the SLO is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders.” (Bice 2014) A generation ago I learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three legged stool is a very stable structure.In 2015 it seems that we have added some other legs to the stool. The JORC code addresses “social, and governmental factors” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves”. The Canadian CIM Guidelines refer to “environmental, legal and social data” (CIM 2003).Compared to these the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the Competent Person."

By now you, no doubt, are asking, 'Where did Murray get this bit of philosophy?' Well, I obtained it from an editorial entitled. "The Worst of Times", which was published in the Harper's Magazine in 1847. That's right, 1847! The parallelism between the situation in our country at this time and in 1847 is un- canny. But wait, there is one major exception the size of government. To my knowledge, the citizens of 1847 were not stifled by the extreme governmental excesses that we are experiencing today.

The New Lead Belt of Missouri, situated in the heart of the Clark National Forest, stands as a dynamic example of how mining activities can successfully coexist in a restricted wilderness area. After 16 years of intensive drilling activity, mine development and surface plant construction, many would agree that the mine-plant design philosophy of St. Joe has minimized the imbalancing effects to the ecology and the wilderness appearance of the Ozark area. In a recent dedication speech of St. Joe's newest operation, it was stated: 1 "this Brushy Creek Mine, as well as nearly all of the mines in this district, lies within the boundaries of the Clark National Forest. Here the Forest Service has an outstanding and realistic program for multi-use of Federal lands. Mining, lumbering, recreation and conservation coexist in, what I consider, a delightful wilderness environment. I believe that this same type of usage could be permitted on all government land without seriously detracting from its natural beauty." Each and every activity in the process of discovery, exploration, development and finally operating a mine and process mill could have drastically degraded some phase of nature's environment were it not for the well developed and executed plans of the mining people involved. This is not to say that everything has been kept in perfect balance; but most certainly the industrial impact on what was once a wilderness area has been held to a minimum. What follows is the story of how each phase of this gigantic development was handed by industry people. Through their interaction and cooperation with government agencies, educators and researchers, allowed not only the ecology of the area to be protected, but the aesthetic beauty of the Ozarks to remain intact.

As a scientist and an engineer whose responsibilities include the consideration of air pollution and its control, I am frequently called upon to answer variations of two basic questions, These questions may I be set forth as: (1) How much air pollution does the coal industry cause? (2) How serious is the air pollution problem to the coal industry? At first these questions may seem elementary and almost trite, but serious consideration of them will show that they are technologically involved and I further complicated by the subjective base to which they must be evaluated.

Outputs from industrial activities planned in the Riley Ridge natural gas project are modeled to determine the potential locations of air pollution impacts on the Bridger and Fitzpatrick Wildernesses in Wyoming. The nature of modeling, especially with regard to its realism, is discussed. Alpine lakes which, along with their watersheds, have minimal buffering capacity are being studied because of their sensitivity to acidic deposition from proposed new air pollution sources. A hypothesis which relates a source's emissions to deposition and lake chemistry in a worst-case sense is presented. Research designed to test the hypothesis and reduce uncertainties is outlined and progress reviewed. Focus is placed on the meteorological transport and atmospheric deposition parameterization contained in the hypothesis.

The most common method of treating mine drainage to prevent water pollution consists of neutralization and aeration. This process removes the acidity, iron, aluminum, and some other heavy metals, but does not render a water suitable for domestic or industrial use because of the high dissolved solids, hardness, and sulfate in the treated water. The Environmental Protection Agency (EPA), has been sponsoring and conducting research since 1966 on the use of reverse osmosis (R.O.) for the treatment of mine drainage. This process has been found to be highly effective in the removal of nearly all the dissolved solids. In addition, since R.O. is a concentrating process, potentials for recovery of valuable heavy metals are possible. This paper is a review of the state-of-the-art on the treatment of mine drainage by reverse osmosis.

Spatial variance of rock properties is an important characteristic of rock which addresses the heterogeneity of mechanical and physical properties and their effect on underground mining. Assessing spatial variance can be useful for both locating potential difficult grounds and performing reliability analysis in the mining support system. This study shows a microscale numerical model for rock material based on continuum mechanics. To consider the spatial correlation factor of mechanical properties in realistic rock mass, this study introduces a spatial correlation concept into the traditional type III extreme value distribution model. Based on the improved microscale random model, we conducted a series of numerical uniaxial compressive tests and one longwall mine model to investigate the progressive failure of rock. The results show that spatial correlation factor can significantly affect the load-deformation curves and fracture patterns. The spatial variance model was applied to a longwall mine that included several cutting sequences to observe the influence of the spatial variance on roof behavior. The cohesion and friction random fields induced failure that propagated randomly through the immediate roof in different entries. The results showed that the spatial variance provides an accurate prediction of erratic roof falls in coal mines.

Recent events pertaining to U. S. energy needs and development of alternative energy fuel resources have made the American public more aware of past and present coal mining operations, and their impacts on the nation's economy and environment. This awareness has developed rapidly due to increased government involvement and consequent media coverage. This is true particularly in the Western states and in Texas. One of the consequences of this increased public awareness is public concern over the perceived and real consequences of mining operations. Emphasis has been placed on potential releases of toxic and hazardous substances, and possible carcinogens. The result of this public concern is a mounting effort at both state and Federal levels to promote stricter laws regulating the mining industry.

When looking for indicators for the mining business ? and these days who isn?t? ? one might need to look no further than the SME Annual Meeting. Held in Phoenix, AZ Feb. 28 to March 3, the meeting was, by almost any measure, a record-breaking success. Attendance included 4,937 industry professionals. Many of whom, feeling rejuvenated following the worst economic recession since the great depression, were greeted with a record 630 exhibits and 103 technical sessions covering all aspects of the mining and minerals business. Adding to the general optimism of the future was a celebration of the past and re-cent achievements in safety and health. The theme of this year?s meeting was ?Celebrating 100 Years of Mining Research? and the emphasis on advancements in safety was evident from the keynote address that kicked off the conference, to the field trips, to the Resolution and Safford mines that concluded the meeting.

Recently, the President of the Portland Cement Association, Robert D. Maclean, gave the keynote address at the Rock Products Eighth International Cement Industry Seminar. He said, after listing the seven plagues our industry is suffering, "none of these items I have listed is a sales or marketing problem. Further, none is a problem that can be relegated to long-term study by public or private research agencies. They are here-and-now problems to be faced daily by producers, researchers, equipment manufacturers and consultants. THE DAY OF THE PRODUCTION MAN IS HERE." (1)

The La Perla Mine, owned by Altos Hornos de Mexico, S.A., is located approximately 100 miles east of the City of Chihuahua in the State of Chihuahua, Mexico. The mine began operations in 1958. Existing ore beneficiating facilities, consisting of heavy media and jig plants, upgrade the ore prior to shipment by rail to the Altos Hornos steelmaking complex in Monclova. Sizable reserves of two distinct ore types, which were not amenable to treatment in the existing beneficiating plant, or usable in the blast furnaces, have been mined and stockpiled in order to uncover the treatable ores. One of these ore types has been labeled "Diseminado" ore, and is low grade containing approximately 42% Fe with sulphurs ranging from 1 to 2%. The other ore type has been labeled "Pulverulento" ore, and is high grade containing approximately 65% Fe and 0.1% S, but at 80% minus 325 mesh, is too fine grained for efficient sintering. Late in 1968, Arthur G. McKee & Company became involved with the problem of improving the above ores for their efficient and economical use in Altos Hornos' blast furnaces. Early in 1969 representative samples of Diseminado ore were obtained for laboratory bench-scale testing at the University of Minnesota, Mineral Resources Research Center. Concentration tests incorporating magnetic roasting, wet magnetic separation, high intensity separation, high tension magnetic separation, anionic flotation of apatite, cationic flotation of silica and oleic acid flotation of iron were performed. Laboratory testing was concurrently carried on at La Perla Laboratory, which resulted in plans to construct a 10 TPD pilot plant. The pilot plant was operational in September, 1969. Analyzing laboratory results as well as pilot plant results, Altos Hornos and Arthur G. McKee & Company metallurgists agreed that the most promising flowsheet for the low grade Diseminado ores entailed wet magnetic cobbing, desliming, and oleic acid flotation of the non-magnetic fraction. In 1910 the United States Bureau of Mines was created. It was the outgrowth of a social problem stemming from the fact that 25,000 men were killed in coal mining accidents for the period 1900-1910. Something had to be done and congress responded to the people's demands by creation of this new regulatory agency. At that time mine operators felt the new agency was too strict but nonetheless new rules were developed and enforced and results were obtained by the industry which reduced fatal accidents to less than 250 per year by 1970.*Social reaction by the general public brought about legislation which created the Federal Coal Mine Health and Safety Act of 1969 This legislation was a direct reaction to the Farmington Disaster. Operators and miners alike said "we cannot operate under this law. It is too strict, requirements are unrealistic, production will suffer, .there will not be any improvement in health and safety, etc." Consider the facts: 1. Health and safety have improved. The 1972 frequency and severity rate was the best ever for the bituminous coal mining industry, Figure 1. 2 .Production per manshift has dropped in underground coal mines. For example, in West Virginia from near 16 tons/m.s. in 1967 to nearly 11 tons/m.s. in 1971-72. However, not all of this loss can be attributable to the Act, but certainly some is. (2) The betterment of the safety of coal mining was a prime motivation behind the coal law and from that standpoint the law has been partially successful, but the loss in productivity has been a real burden to the mine operator. Everyone should recognize that the law says little in regard to production--it only relates to health and safety. Production is management's responsibility.

The impact of recent legislation on Florida phosphate industry operations has been dramatic. The most significant influences are described: the National Environmental Policy Act of 1969; the Federal Water Pollution Control Act Amendments of 1972; and implementation of the Florida Environmental Land and Water Management Act of 1972. Further discussion includes: critical examination of the recently completed EPA Areawide EIS; potential effects of the Resource Conservation and Recovery Act of 1976; the Surface Mining Control and Reclamation Act of 1977; current local and state laws; and summary of studies on radiochemical effects of mining, seepage from gypsum ponds, and dewatering of waste clays.

The White Pine Mine is situated in Ontonagon County, approximately six miles south of Lake Superior, in the Upper Peninsula of Michigan (Figs. 1 and 2). The ore body mined by White Pine Copper Company occurs in the lower - most 20 to 25 feet of the Nonesuch formation, a series of middle - to upper Keweenawan shales, siltstones, and sandstones. This paper elaborates on the solution of problems in ore grade control and mine planning arising from the presence of an essentially barren sandstone stratum within the ore body.

To address the problem of seepage failure that affects the stability of the fine-grained tailings dam, two kinds of prevention and treatment measures were proposed involving composite flocculants and composite curing agents. The orthogonal test was conducted to determine the optimal ratio flocculant (ORF) and the optimal ratio curing agent (ORCG). Then, numerical models were established to evaluate the effects of the prevention and treatment measures on the seepage and stability of the tailings dam. The results show that the mechanical properties and microstructure of the tailings are significantly improved by adding the ORF and ORCG. Furthermore, numerical studies suggest that the addition of the ORF and the ORCG to the tailings improves the factor of safety of the tailings dam, but the addition of the ORCG also increases the height of the phreatic line. It is also speculated that the addition of the ORF can prevent the formation of through failure zone in the tailings dam. Therefore, the optimal measure to prevent seepage failure in the tailings dam is adding an appropriate amount of the ORF, as it reduces the height of the dam’s phreatic line and lowers the risk of seepage failure. The typical area susceptible to seepage failure can be treated by adding the ORCG. However, it is important to ensure adequate drainage of the area and to maintain the phreatic line at a reasonable buried depth.

Preventing the spontaneous combustion of remnant coal, which is indicated by carbon monoxide (CO), is a significant issue for coal mining safety. The N00 longwall mining method with Z-type ventilation is advantageous for the prevention and control of CO; however, research regarding this topic is limited. To investigate the distribution of CO in a goaf and working face, a sealing material and technique for blocking the goaf were introduced after proposing a forming method for a Z-type ventilation system; furthermore, a monitoring method was designed and applied in the field. The results demonstrated that the CO concentration during mining in the upper corner and return airway ranged between 4–6 ppm and 3–7 ppm, respectively. More importantly, no CO was generated in the goaf. The results indicate that the advantages and mechanisms regarding the prevention of spontaneous ignition using the N00 longwall mining method with Z-type ventilation are as follows: (1) The adoption of the downward ventilation technique is not only beneficial for reducing the air pressure difference between both ends of the working face, but also prevents CO accumulation in the upper corner. (2) The basis of a spontaneous combustion disaster is eliminated owing to the absence of coal pillars reserved in the goaf. This study proposes a superior method for mitigating spontaneous combustion disasters related to remnant coal in the goaf in a coal mining field and contributes to the better understanding of the N00 longwall mining method for coal mining safety.

"Cyanide heap leaching of gold ores in areas with extremely low winter temperatures requires special considerations to prevent freezing of the leach solution. Factors that impact the solution temperature include ore temperature at the time of stacking and during operation, burial of drip irrigation lines, use of geomembrane covers and heating of the leach solution. Thermodynamic modeling was performed to simulate expected ore and solution temperatures under different operating strategies for Kaminak Gold’s Coffee gold project in the Yukon Territory. Mean monthly temperatures at the site ranged from a low of -22.5 °C (-8.5 °F) to a high of 13.6 °C (56.4 °F), while in situ ore temperatures ranged from -0.5° to about -1.5 °C (31 ° to 29 °F). The modeling results were used to optimize the operational parameters and indicated that a combination of drip line burial and heating of the leach solution during the winter months was required to maintain solution temperatures above freezing during the initial years of stacking, although as the size of the heap increased, heating was no longer necessary.Modeling objectivesThe successful operation of a cyanide heap leach under extremely cold winter temperatures requires the implementation of operational strategies to prevent freezing of the leach solution and the ore within the heap. Thermodynamic modeling of the heap provides the means to quantify the effectiveness of these different operational parameters on maintaining the required operating temperatures to avoid freezing within the heap. "Subsea tunnel needs to be built over 50km long to connect between nations and continents. However there are only 19 tunnels longer than 5km in Korea, and there is no history of constructing and operating a tunnel longer than 50km. As the concept of a subsea tunnel, which withstands high water pressure and has an extremely long length is completely different from that of a land tunnel, all kinds of the latest technologies for tunnel construction are required such as survey and analysis of geology, design and construction under high water pressure, ventilation and prevention of disasters within an ultra long tunnel. Therefore, this paper describes the determination of tunnel cross-section under a high speed railway, structural stability, ventilation and fire safety under construction and operation, etc. through the virtual project for the length of 108km subsea tunnel under high water pressure of maximum 20bars from Honam to Jeju island in Korea. 1. INTRODUCTION The Honam-Jeju virtual project is subsea tunnel project to link from Honam(land) to Jeju(island) extending the currently operating Honam high speed railway line, and the same express train(t=18, design speed 350km/h, total train length 200m) operating at Honam line is applied in this project. As Honam-Jeju site is approximately 80km in straight distance with 160m maximum depth, subsea tunnel project should determine the various issues such as air quality/ventilation, aerodynamics, temperature, drainage, fire & life safety, structural stability. Figure 1. is the plan of subsea tunnel, with be constructed using Shield TBM. This double tube-Single track is composed of cross passages (every 350m in general section and 40m in emergency station), service tunnel, pressure relief ducts (every 250m), cross-over tunnels, shafts and emergency stations. 2. ALIGNMENT AND SITE CONDITON This project is planned as an ultra long tunnel of total length more than 105km via existing islands between Honam and Jeju island because straight alignment requires an artificial island which has high cost and construction risk, by deep water depth, though this is the shortest distance (see Fig 2). Water depth and topography in project site is divided into two blocks by Chuja Island. In first block to Chuja Island, depth of the water is 40m on average and maximum 60m, which indicates gradual change of water depth relatively. Also, outcrop bedrock is widely distributed near island."

"Design of effective mine water treatment plants depends on the ability to reliably predict treatment outcomes, but systems with multiple chemical and physical treatment processes and recycle loops can be difficult to model. GoldPHREEQC is a modeling framework that integrates mass and flow routing capabilities of GoldSim software and water quality calculations provided by PHREEQC, and is well-suited to modeling parameters of interest in the mining industry, especially metals and sulfate. Physical processes such as membrane separation and greensand filtration are modeled by defining mass rejections for each parameter and flow routing based on vendor projections and bench- or pilot-scale equipment testing. GoldPHREEQC models chemical precipitation processes such as HDS metals removal and gypsum precipitation by (1) performing surface-aging and solubility calculations in PHREEQC and (2) using the GoldSim framework to direct supernatant and precipitate to subsequent process steps. Users can apply this modeling framework to predict effluent water quality, chemical requirements, sludge production, and required equipment capacity to support design, troubleshooting, and cost estimating. It can be organized to provide flow, load, and concentration information for each location, including effluent and byproduct streams, and outputs can be adapted to include power and chemical costs."

Rosebud Mining Co. (RMC) is based in Kittanning, PA. As of October 2013, it operated 24 active underground mines in Pennsylvania and Ohio. RMC?s Tracy Lynne Mine is located approximately 5 km (3 miles) east of Apollo, PA, (approximately 48 km or 30 miles northeast of Pittsburgh, PA) and mines the Lower Kittanning coal seam. The coal seam averages approximately 1.1 m (45 in.) thick and is of steam coal market quality. The mine is a single unit operation. Coal is mined using a continuous mining machine and is transported from the face to the conveyor belt using a continuous haulage system. Typical ventilation in the mine consists of an exhausting fan that draws air through isolated intake, belt and return air courses (Fig. 1).
