The Niagara Tunnel Project (NTP) is a 10.4 km (6.5 mi) long, 14.4 m (47.5 ft)bored tunnel that will run under the City of Niagara Falls from the Upper Niagara River to the Sir Adam Beck Power Station. The completed project will enhance the capacity of the Sir Adam Beck Power Station by adding 500 m3 (17,657 ft3) of water per second through the tunnel. The paper describes the project in which the world’s largest hard rock TBM at14.4 m (47.5 ft) in diameter is being used to excavate the tunnel. Features of the project include the use of a High Performance (HP) Main Beam TBM, state-of-the-art ground support and tunnel logistics systems. A continuous conveyor is used for muck transport from the TBM to the disposal area. The paper will also discuss the optimization of the TBM system as the tunnel advances through the varying geology. In June 2004 the Ontario Government announced that Ontario Power Generation(OPG) had been given approval to proceed with the third tunnel under the city of Niagara Falls—the first two tunnels were constructed in the 1950s using drill and blast techniques. The third tunnel, appropriately named The Niagara Tunnel Project (NTP), consists of a 10.4 km (6.5 mi) long TBM-bored, concrete-lined tunnel with a finished diameter of 12.5 m (41.1 ft). In August 2005, OPG announced the selection of Strabag AG of Austria, one of the largest construction companies in Europe, as the contractor to build the NTP Project at a price of CAN $600 million. In September 2005, Strabag A.G. selected The Robbins Company of Solon, Ohio to design, manufacture and deliver a new 14.4 m (47.5 ft) diameter High Performance state-of-the-art Main Beam Hard Rock TBM to be used in the excavation of the tunnel. In order to meet the aggressive construction schedule as requested by OPG/Strabag, the TBM needed to be supplied as “ready to bore” within a 12 month period after the contract was awarded to Robbins.

Silicon is usually considered to be a useful metallic alloying element. To be more truthful, it is not a metal at all, but a semiconductor, whose electrical resistance (when pure) is high and decreases with temperature. We will join the metallurgists, at least for this paper, and refer to it as a metal. In its commercially available form, silicon is metallic in appearance, brittle, with a density of 2.33, less than that of aluminum. Silicon dioxide or quartz has a high heat of formation, which not only makes the metal a useful reductant for other materials, but also makes it difficult to reduce from its ore. The melting point is 1412°C, slightly less than steel, but substantially higher than aluminum or cast iron. The alloys of silicon with iron, usually called ferrosilicons, have some unique advantages. The melting points of most alloys are substantially below those of iron or silicon (Fig. 1). The two major compounds formed (FeSi and FeSi2) help somewhat in the reduction of silicon by their energies of formation, but the influence of these phases on the mechanical properties is more important. Four major groups of alloys are made -- silicon metal (>95% silicon), 75-85% ferrosilicon, 50% ferrosilicon, and silvery pig iron (12-22% silicon). The alloys between 50 and 65% silicon and between 25 and 40% silicon are normally avoided because of structural instabilities, presumably of the two compounds, leading to disintegration of the alloys on cooling.

Improved metals and other commodity prices have caused the mining industry to open new mines, re-evaluate development opportunities at potential mines and increase production at existing ones. This sense of renewed optimism is being seen at operations and development projects around the world. Except in the United States. The regulatory structure there has not allowed the domestic industry to share much in mining’s resurgence. It can still take up to 10 years to permit a new mine. And, while Clinton-era regulations regarding mill sites have been put on hold, existing mines that wish to expand operations still face significant regulatory and environmental hurdles. But things may begin to improve in the United States.

P&H MinePro Services Canada is supplying Syncrude Canada three more of its model4100BOSS electric mining shovels. The shovels will be delivered during 2003. Syncrude’s oil sands operations already use five P&H shovels. The first 4100BOSS shovel was commissioned at Syncrude’s operation in northern Alberta, Canada in October 2001. The unit loads more than 9 kt/hr (10,000 stph) of unblasted oil sands. Since it began operation, the 4100BOSS has shown a 28% production increase over the four P&H 4100TS shovels also on site.

INTRODUCTION Shrinkage mining at Inco Ltd.'s Crean Hill mine can best be defined as a horizontal breasting method utilizing the broken ore for the mining floor and to provide wall support, with draw from a series of boxholes or draw¬points at the base of the stoping block. In choosing to shrink a given block of ore, the initial investigation centers on the ore configuration and grade, the expected ground conditions in the stoping area, the expected profit compared to alternative mining methods, the future production requirements, development lead time, the availability and type of equipment in the area, and the availability of experienced miners. These factors are weighed against other mining methods and shrinkage mining is chosen when the advantages outweigh the dis¬advantages. These will be discussed in more detail later. At Inco Ltd.'s Crean Hill mine, shrinkage mining makes up 17% of total mine production and is decreasing due to the advent of advanced blasthole techniques, notably in-the-hole drilling. Shrinkage is an adaptable mining method that is currently employed in narrow irregular ore zones, as undercuts for in-the-hole blast¬hole stopes, in ore bodies that do not extend from level to level, and in areas where quick production is required with a minimum of capital outlay or minimum develop¬ment. Two major types are currently in use which are classified on the basis of type of draw system employed. These are the utilization of load-haul-dump (LHD) equipment drawing from drawpoints, and the slusher and train method drawing from boxholes into a slusher trench and loading into a train. A third method being phased out is drawing from chutes directly into a train. In all three methods the actual stoping operation remains the same. In the initial planning of a mining block, the ore body is first located using an exploration diamond drill¬ing program. This is essentially done at a 130-m (400¬ft) spacing and it gives an indication of the amount of ore, grade of ore, the configuration of the ore body, as well as other geological features such as ground condi¬tions which will affect future mining. This drilling is done from an exploration drift 165 m (500 ft) long in the hanging wall and covers a vertical extent of 330 to 670 m (1000 to 2000 ft). However, these data are not accurate enough for detailed planning. When the de¬cision has been made to mine, a preliminary develop¬ment drill drift is driven in such a position that it can serve the dual purposes of allowing the ore body to be drilled off in detail, or of later serving as a haulage or access drift. Diamond drilling from this drift is usually on a 15-m (50-ft) grid spacing and gives adequate information for detailed planning. Utilizing the drill data, a decision is made on the mining type. For a shrinkage operation, the stoping block is ideally 49 m (150 ft) in length and a maximum of 13 m (40 ft) in width. Lengths of 65 m (200 ft) are considered a practical maximum because of the length of time the back of the stope remains open during the min¬ing of a cut. A minimum length of 13 m (40 ft) is used because the amount of time spent in opening a new cut increases in comparison with the total stoping time. The maximum width of 13 m (40 ft) is used because ex¬perience with the ground indicates that generally stope backs tend to be unstable over greater widths. However, widths of 33 m (100 ft) have been mined. A minimum width of 5 m (15 ft) is used to allow an effective draw, but in unusual cases, a width of 3 m (10 ft) has been mined successfully. The dip of the ore should not be less than 1.04 rad (60°). Angles flatter than this will not pull properly resulting in inefficient mining because of ore hang-ups on the footwall side of the stope and the need for large stagings on the hanging wall. In considering shrinkage, mining ground conditions play an important role. Strong shearing, cross faulting, or dikes are avoided. These usually cause dangerous mining conditions and an alternative safer mining method which will give adequate support to these adverse ground conditions is employed. Production requirements are taken into considera¬tion when planning a shrinkage mining program. In it¬self, shrinkage mining is capable of producing ore in a relatively short time with little capital development. If quick production is required, this method can produce ore rapidly as all that is required is that the draw system be completed and the miners with jacklegs and stopers produce a limited amount of ore. The obvious disadvan¬tage is that not all the ore broken can be pulled from the stope immediately. However, a mining horizon with sev¬eral shrinkage stopes in different stages of production can adequately maintain scheduled tonnage require¬ments, the cycle being stopes under development, stopes actively mining, and stopes completed and pulling. When the decision has been made to use shrinkage mining in a given block, the haulage and draw system is driven. The proximity of the orepass system dictates whether the system is to be a LHD operation or a slusher trench operation. If the orepass system is in close prox¬imity to the stoping block, LHD equipment is employed because of its ability to operate efficiently over short haulage distances. A long tram to the orepass usually dictates a slusher trench operation with haulage by train. Internal orepass systems are used effectively with LHD equipment with a load-out and retramming taking place on a lower horizon. In addition, stoping blocks in older areas of the mine are developed track because of the capital cost involved in converting an existing level to trackless mining. DRIFT DEVELOPMENT USING LHD EQUIPMENT The haulage drift for a draw system using LHD equipment is driven parallel to the ore body in the foot¬wall at a sufficient distance to allow an 11.5-m (35-ft) drawpoint to be driven into the ore (Fig. 1). The actual position of the drift depends entirely upon the ore con¬figuration and the drift size depends on the equipment to be used. Drift sizes of 4.6 x 4.1 m (14 x 121/2 ft) for an St-4 and 3.8 x 3.6 m (111/2 x 11 ft) for an St-2 meet company and government clearance standards and allow sufficient space to accommodate a ventilation pipe. "Deep sea mining of polymetallic sulphides will change the physical and chemical conditions at the seafloor by creating scars when sulphides are removed, and potentially also by deposition of mine tailings at the seafloor. These changes will impact the existing ecosystems at the seafloor in and around the mined areas. Seafloor Massive Sulphide deposits that have been exposed to oxic seawater weather into Fe-metal-oxyhydroxides. However, the rates of weathering and release of heavy metals and other toxic compounds to the environment from freshly exposed sulphides in a deep-sea environment are not well studied.During a cruise to the Arctic Mid-Ocean Ridge in the Norwegian-Greenland Sea in July 2014 we will initiate in-situ experiments investigating the microbiological and geochemical processes involved in the weathering of freshly exposed massive sulphides deposits in a natural environment. This will be done by creating scars in naturally occurring sulphide deposits and by deploying weathering experiments at the seafloor. The sites will be revisited and re-sampled in 2015. The mobility and fate of heavy metals will be one of the main concerns of the study as well as constraining the time it will take for exposed sulphides to return to the chemical state present prior to mining. In this presentation we will present the experimental framework and the preliminary results from the July 2014 cruise. This project is part of the EU funded MIDAS (Managing impacts of deep sea resource exploitation) project."

An economic, real-time probe drill monitoring system was developed for Metropolitan Water District’s Arrowhead Tunnels project to quantitatively evaluate ground conditions ahead of a TBM. This system digitally records hydraulic feed, rotation, and percussion pressures and calculates drill advance rates during drilling. These data are computer synthesized to develop a digital representation of the ground ahead, and the resulting “picture” of the ground is distributed to the project team to assist with tunnel construction decisions (i.e., targeting grout holes, optimizing mine-cycle lengths, and avoiding becoming stuck). The analysis and interpretation procedure has now been calibrated and refined using over 5,000 m (3 miles) of geologic face mapping data.

This paper presents the design and installation of an underground ventilation remote monitoring and control system at the Waste Isolation Pilot Plant. This facility is designed to demonstrate safe underground disposal of U.S. defense generated transuranic nuclear waste. To improve the operability of the ventilation system, an underground remote monitoring and control system was designed and installed. The system consists of 15 air velocity sensors and 8 differential pressure sensors strategically located throughout the underground facility providing real-time data regarding the status of the ventilation system. In addition, a control system was installed on the main underground air regulators. The regulator control system gives indication of the regulator position and can be controlled either locally or remotely. The sensor output is displayed locally and at a central surface location through the site-wide Central Monitoring System (CMS). The CMS operator can review all sensor data and can remotely operate the main underground regulators. Furthermore, the Virtual Address Extension (VAX) network allows the ventilation engineer to retrieve real-time ventilation data on his personal computer located in his workstation. This paper describes the types of sensors selected, the installation of the instrumentation, and the initial operation of the remote monitoring system.

For an industry that provides more than half of the nation’s energy needs, the U.S. coal industry still attracts negative publicity. However, the nation’s energy appetite continues to increase. And political leaders and the public are beginning to understand that alternative fuels will not be enough to keep up with that appetite. Does that mean the nation will now embrace the coal industry? No, according to speakers at the Rocky Mountain Coal Mining Institute (RMCMI) meeting. The industry still needs to sell the public on coal’s advantages over other fuels. And the industry must continue to develop technology that will allow coal to meet and exceed strict clean air and clean water regulations.

There is a tendency for managers of mining companies to regard the performance of a process plant as essen­tially fixed, with only incremental improvements to be realized by optimizing individual unit operations. However, a number of op­erations management methods are available that will substantially improve plant performance, through both productivity increases and cost reductions. Known collectively as "world-class manufac­turing" techniques, these include total quality control, just-in-time production and inventory management, the systematic develop­ment of innovative plant practices, and progressive management accounting and business control systems. The implementation of these techniques by plant managers and operators will enable the plant's performance to exceed levels that are currently believed to be maximized.

Kinetics and mechanism of gold and silver sorption from thiocarbamide solutions by activated carbon were studies using tne method of equilibrium-kinetic analysis. The intradiffusonal character of the process was determined and the kinetic and thermodynamic constants were calculated. The electrostatic component of the adsorption interaction was estimated by the electro - chemical investigations. The optimal parameters of the desorption of noble metals thiocarbamide complexes were determined. The intensification of gold and silver desorption process is reached through the use of activating additions to the eluent and electro - chemical polarization of activated carbon. Methods for complex and selective extractions of gold and silver from thiocarbamide solutions and pulps by activated carbons were developed.

Most of these phiosophies and techniques are known to today's managers but either have fallen into disuse or were never allowed to surface in the corporate environment of the organization. Managers should review and adopt the philosophies and techniques of Quality Management and use them to revitalize their organizations and bring about a "paradigm" shift in the way we manage, thereby achieving the goals listed above.

An ongoing research program at the Colorado School of Mines is investigating the application of low to moderate pressure water jets to assist the cutting performance of drag type cutter bits commonly used on coal mine cutting machinery. The results to date indicate that a water jet directed to impinge the rock in the immediate vicinity of cutter tip can provide significant benefits in terms of reduced cutting forces, prolonged bit life and less airborne dust, as well as reduced tendency of sparking during cutting. This paper describes the findings of this research effort designed to fully evaluate and optimize the parameters affecting the performance of a combined water jet assisted drag bit cutting system for coal mine applications.

A study of the feasibility of using acoustic signals to detect discontinuities ahead of excavation has shown that reflecting interfaces in a homogeneous rock can be easily identified. Moreover, discontinuity interfaces in a very complex field site (where the rock face was weathered, was full of jointed rocks, and had a destressed zone running along the mine walls) could be identified with a reasonable level of confidence, using a cross-correlation technique for signal processing. The results of this study go a long way toward proving the feasibility of the technique. However, further development work is needed to optimize an operating system in a hard rock environment where boring machines are used for excavation.

A procedure has been developed for the removal of zinc from acid solutions containing aluminum, silicon, calcium, magnesium, sodium, potassium and manganese ions and high concentrations of chloride ions. The first step of the procedure involves the precipitation of aluminum and silicon at pH 4.2. The second step, the removal of the zinc as zinc oxide, was studied in detail to get in- sight into the formation of oxychlorides. A diagram was developed giving the conditions at 75O C under which the formation of oxychlorides is avoided. Under optimal conditions a zinc oxide with less than 0.5 weight percent of chloride can be produced from 11 - 16 g/l chloride solutions.

Reclaimed mine sites have been evaluated so that the public, industry, and land planners may recognize there are innovative designs available for consideration and use. People tend to see cropland, range, and road cuts as a necessary part of their everyday life, not as disturbed areas despite their high visibility. Mining also generates a disturbed landscape, unfortunately one that many consider waste until reclaimed by human beings. The development of mining provides an economic base and use of a natural resource to improve the quality of human life. Equally important is a sensitivity to the geologic origin and natural pattern of the land. Wisely shaping our environment requires a design plan and product that responds to a site's physiography, ecology, function, artistic form, and public perception. An examination of selected sites for their landscape design suggested nine approaches for mining reclamation. The oldest design approach around is nature itself. Humans may sometimes do more damage going into an area in the attempt to repair it. Given enough geologic time, a small-site area, and stable adjacent ecosystems, disturbed areas recover without mankind's input. Visual screens and buffer zones conceal the facility in a camouflage approach. Typically, earth berms, fences, and plantings are used to disguise the mining facility. Restoration approaches the best land use as restoring to its original condition. Rehabilitation targets social or economic benefits by reusing the site for public amenities, most often in urban centers with large populations. A mitigation approach attempts to protect the environment and return mined areas to use with scientific input. The reuse of cement, building rubble, and macadam meets only about 10% of the demand for aggregate. Recognizing the limited supply of mineral resources and encouraging recycling efforts are steps in a renewable resource approach. An educative design approach effectively communicates mining information through outreach, land stewardship, and community service. Mine sites used for art show a celebration of beauty and experience-abstract geology. The last design approach combines art and science in a human-nature ecosystem termed integration. With environmental concerns, an operating or reclaimed mine site can no longer be considered isolated from its surroundings. Site analysis of mine works needs to go beyond site-specific information and relate to the regional context of the greater landscape. Understanding design approach can turn undesirable features (mines and pits) into something perceived as desirable by the public.

This chapter is concerned with the construction of the dynamic component of belt haulage systems. The dynamic system includes the belt line and tailpiece extension and retraction movements in a production system where mine management is continually placing the belt in the most effective operating position. Correct installation of the belt and tailpiece during an extension is very important for many performance reasons. Two of the most important reasons are to eliminate spillage and safely operate the belt line. This chapter is divided into three major discussions. The first discussion looks at analyzing the parameters of effective belt line construction. This includes a review of the parameters and management tools needed for proper scheduling of a move-up. The second major discussion topic centers on efficient procedures for a belt line extension. Topics such as site preparation, tailpiece breakdown and setup, stringing the belt line and structure, plus operating and maintenance tasks needed after the belt line is installed and running, are covered. The third discussion presents a list of conveyor and conveyor component manufacturers who provide services and products to the coal mining industry. Again, any discussion on underground haulage systems must generalize much of the site specific design approaches to be practical. This text will mention, where applicable, some of the alternatives available to construction engineers in designing belt line systems.

The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several stages—basic (mining), intermediate processing, manufacturing of finished goods and construction. The estimated growth rate for the real GDP of the United States for 2006 was 3.2 percent. The nominal GDP was about $13.2 trillion. The value of minerals mined in the United States in 2006 rose significantly because of increased unit price for some metals—particularly copper, zinc and other base metals. There was also a significant reduction in metals stocks. Infrastructure expansion and manufacturing in China and India have been absorbing a significant portion of world output. Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. For this reason a potential role for government lies in the redistribution of income among individuals. In some circumstances, however, market pro-

Caterpillar’s 797 327-t (360-st) mining truck is currently being tested at the company’s proving facilities. Mine evaluations began in the second quarter. The unit will be commerically available in North America in 2000 and worldwide in 2001. The new model is the largest of Caterpillar’s off high-way truck line. In addition, the company has replaced its 966F series II and 970 F wheel loaders with the966G and 972G models. 797 mining haul truck Caterpillar developed the 797 mining haul truck in response to mining companies seeking to reduce cost per ton in large-scale operations. The 797 is sized to work with loading shovels used in large mining operations. And Caterpillar will match the body design to the material being hauled, to optimize pay-loads.
