Your committee doesn't assign any easy topics to us speakers. How do you define "successful" in what is essentially a losing game? I am reminded of the fellow who returned from a one-week vacation in Las Vegas, and proudly stated, "I only lost $150." To him, that was "success." I am afraid that workers' compensation is a losing game for employers, too, and success has to be defined in terms of how much or how little is lost. We have no chance of producing a profit for our employer. We will narrow down to some suggestions about conducting a workers' compensation program at the plant level, but first I want to discuss the general legal, social and legislative climate in which your plant program operates. Workers' compensation is a statutory program with its general parameters established by the legislature. These parameters are then amplified by the boards and commissions established to administer workers' compensation. What influences the legislature and the boards and commissions as they establish the framework in which we must function?

"Virtually every article you read on safety has a statement to the effect: “It’s obvious that safety pays”. If it is so obvious, why is it so hard to answer these questions? • How does the Maintenance or Operations Manager convince the Plant Manager to spend money from the annual budget for safety improvements? • How does the Plant Manager influence Corporate to prioritize safety improvements? • How does an engineering firm persuade the owner to spend more on design and equipment up front to reduce risk? There are many cultural and structural reasons why it is so difficult to prove the obvious. In my opinion the main culprits are: the almost universally used ‘Low Bid’ process, variations in reporting incident statistics between industries and countries, and, the Generally Accepted Accounting procedures (GAAP) [or International Financial Reporting Standards (IFRS)]. Conventional wisdom is it’s smart not to spend more than you need to meet the minimum regulations and maximize production. But buying on price alone often harms people, degrades the environment, and reduces the company’s bottom line. How can this be? You met the minimum safety requirements and saved money by buying on price. Don’t those savings go right to the bottom line? When you buy on price you get minimum quality, minimum compliance and are often backed corner with no reasonable options to rectify the problems that arise from buying on price instead of buying on long term life cycle cost. Culturally few companies actually ‘walk the talk’. It is trendy to have giant billboards at plant entrances proclaiming world class compliance with quality and safety standards. Annual reports are embellished with safety slogans and sustainability statements. Behind the front gates and the glossy annual reports the message is clear: produce or be replaced. Only a few companies go beyond the window dressing and actually endorse, from the top down, continuously improving their safety culture. Those that do embrace safety, show significant performance advantages over their competition that are reflected in their safety, productivity and environmental records and, ultimately their financial statements and share price. Current accounting (and reward) systems make it unlikely financial managers will accept non-conventional approaches to justifying expenditures on safety because they are driven to report “hard” numbers that can be documented and are within the “GAAP or IFRS Rules.” But in reality, accountants quantify soft or intangible costs all the time in their financial statements. Justifying safety investments is greatly enhanced by quantifying what most financial managers would call intangible costs. Government agencies have no problem assigning intangible costs to justify regulations to improve safety. How many times have you heard that the regulation is justified because the cost to industry is X while the benefit to the society is 2 or 3X? How can they say that without including intangible costs? We find it hard to believe these government claims of benefits to society because we have been trained to think about saving hard direct costs to justify investments."

"To explore blast furnace slag as a secondary resource for rare earth elements (REEs), blast furnace slag containing lanthanum (La), cerium (Ce), erbium (Er) and neodymium (Nd) in concentrations of 17, 16, 4 and 44 ppm, respectively, was processed with sulfuric acid while optimizing the parameters of acid concentration, temperature and pulp density. The experiments showed that recovery rates of 92, 36, 35 and 52 percent for La, Ce, Nd and Er, respectively, were achieved at 1 to 5 weight/volume (w/v) percent pulp density using particles smaller than 250 µm and treating with 1 M sulfuric acid for one hour at room temperature. Raising the temperature to 95 °C promoted the dissolutions of Ce and Nd to 89 and 84 percent, respectively, for the same 1 M acid concentration and one-hour duration at 5 w/v percent pulp density. Cyanex 923 was preferred over Cyanex 301 for the purification of REEs from leach liquor. In another route, the leach liquor was subjected to precipitation with 0.5 to 1 M oxalic acid, resulting in a product with 4 to 5 percent concentration of REEs.IntroductionRare earth elements (REEs) are important materials in numerous high-technology applications, but they have high supply risk, giving rise to the study of new sources. The recycling of REEs has been well researched, especially on a small scale, but has not been widely implemented. Less than 1 percent of REEs were recycled in 2011 (Binnemans et al., 2013). REEs occur in a large number of minerals in oxidic compounds, such as oxides, carbonates, phosphates and silicates, and are present as mixtures at 10 to 300 mg/kg concentrations in many rock formations, such as basalts, granites, gneisses, shales and silicate rocks. The most abundant REE in the Earth’s crust is cerium (Ce), at a concentration of 20 to 70 mg/kg, followed by neodymium (Nd) and lanthanum (La), with heavier REEs being less abundant (Binnemans et al., 2013). Since the beginnings of, the human struggle for survival and improvement, mining has been one of the basic endeavors of life. Until relatively recent times it was classed as an art. Now we are at work trying to, raise mining to the level of an engineering science where it belongs if we are to prosper. It should be self-evident that this goal can be attained only through industrial progress: based on education and research. It is true that our industry, left to itself, will develop a few new ideas and techniques through the years. However, we mining' engineers are relatively few in number compared to the other disciplines, and the rate of our improvement by such "accidental" discoveries is simply tooslow to keep pace with the rest of our technical civilization. It will be evident in the remarks that follow, that the rapid development of mining education, research, and the industry are extremely interdependent, and will be largely controlled by the amount of cooperation, support, and cross-fertilization that can be developed among all three.

The mechanism shown here (Fig. 1) may not be all that it appears to be. To many of you it may look like a hopper car, a thing of mobility, in which you would ship coal, ores, limestone, or other bulk materials. It is approximately 50 feet long, 12 feet high, and can be placed on tracks which are on approximate 14 foot centers. But far too often in the past, and all too often today, this mechanism has been made to serve as an immobile storage box, with its primary role -- the transportation of products, seemingly incidental to the storage function. Our engineering training teaches us to conserve resources, despite some of the popular and misconceived philosophies being advanced these days. Those of you who work for companies with traffic departments know that they are always striving to reduce the price which is paid to move your mine products. Today, let's consider and analyze the ways in which the cost of transporting your mine products might be reduced, based on particular reference to coal. Bear in mind that in this context, cost and price are not necessarily synonymous. Until a few years ago, most coal and other bulk materials handled by railroads moved under standard tariff rules. These rules, which still exist today, provided transportation vehicles (railroad cars) for extended periods at no added price to the shipper or receiver. With the federal climate change legislation in progress, there is a need for demonstration-stage technologies aimed at providing clean energy from coal. Our research aims to experimentally illustrate the feasibility of capturing CO2 on a novel sorbent system from a gaseous stream. The gas is then released resulting in a regenerated sorbent and a pressurized stream of pure CO2 to be used for storage. The proposed sorbent is a ceramic honey-comb structured monolith coated with CaO supported on a high-surface area alumina. CaO is a natural acceptor of CO2 and our design ensures the physical stability and chemical reactivity of CaO over a large number of CO2 capture/release cycles. Furthermore, the use of the monolith ensures a uniform flow through the reactor, minimizes pressure drop across the reactor, and maximizes the surface reactive area. In this paper, we will present the results from a flow-through laboratory-scale reactor that establishes the efficiency of the proposed system to capture CO2. Future applications of the reactor include integration within the new-generation coal gasification power plants, such as IGGC, as means of providing decarbonized electricity.

Introduction The kinetic approach, to understand a process in detail, has been extensively used in the unit operations of many engineering systems. In green pelletization, the kinetic studies have been mainly oriented towards quantifying the growth mechanism (Kapur and Fuerstenau, 1964; Sastry and Fuerstenau, 1977; Capes and Danckwerts, 1965; Kapur and Fuerstenau, 1966; Kapur, 1972) and in a few cases, relating the rate of growth with added liquid content (Kapur and Fuerstenau, 1964; Newitt and Conway-Jones, 1958). Studies on the kinetics of green pelletization, in terms of the order of the kinetics are virtually non-existent. Sastry and Fuerstenau (1970) classified the agglomeration process into "free in-space" (dilute particle system) and "restricted-in¬space" (highly dispersed particle system) and noted that the former is a second-order process while the latter corresponds to a pseudo first-order rate process. The present paper attempts to describe the kinetics of green pelletization, in terms of order of the kinetics, using pyritiferrous shale as the material system. Experimental Pelletization experiments were carried out using -100 mesh pyritiferrous shale, in a laboratory disc pelletizer, at four intervals of pelletization time (15, 20, 25 and 30 min). The green pellets obtained were size analyzed. The size distribution of pellets has generally been represented by a single parameter such as the mean granule diameter, ratio of maximum and minimum pellet diameter, etc. In the present study, the d50 (50% passing size) of pellets has been considered to represent the size distribution of pellet. Since the late 1970's, the Roof Control Division (RCD) of MSHA's Technical Support has been performing linear analyses for the enhancement of miners' safety. This remote sensing process uses Landsat data to predict areas of potentially hazardous ground conditions in underground mines. To date approximately 700 analyses have been completed by the RCD, with nearly 75 being performed with the current equipment, software and methodology which was updated in early 1995. While success is difficult to measure, requests for linear analyses continue to come from large and small mining companies which suggests the industry's acceptance of the process.

The degree of economic, progress of a nation is measured by its possession and use of energy, sources. The future of coal in the West hinges on its ability to participate and grow in the energy market. A source of energy is, in the long run, only as good as the ability of the industry to develop its reserves economically. The economic development of the tremendous coal reserves, literally hundreds of billions of tons of coal in the States of Colorado, Utah, Wyoming, Montana, New Mexico, and Arizona, poses a very real question in the light of the known mining technology of our day. Basically in America today, coal is mined from the earth either by the strip mine or underground mine method; in the West, the large long-term, contracts now in force with utilities are mostly from coal mines utilizing the strip mine method. However, the preponderance of the known coal reserves of the West are located deep underground and will have to be mined by the various; underground mining processes. The problems encountered in the West with regard to underground mining vary from state to state but, on the whole, do not present what might be considered a miner's bonanza. I do not mean to' infer that the underground coal of the West is unmineable, but I do want to emphasize that the tremendous reserve figures do not present a true picture in the light of present day technology.

Thank you Mr. Stevens. It's a pleasure for me to be speaking to this meeting of the Society of Mining Engineers of AIME this afternoon, and the Gypsum, Association is grateful for the invitation. A brief word about who we are: the Gypsum Association is the trade association for the gypsum industry - the manufacturers of gypsum board and lath a-d plaster. We have a membership of eight companies. These eight companies produce about 90% of the gypsum products manufactured in the United States ... closer to 94% actually. Our headquarters is in Evanston, Illinois. We have an east coast office in Washington, D.C. where the eastern manager handles technical and building code matters and maintains liaison between all of the government agencies and departments and our industry. We also have a west coast office in Los Angeles where our west coast representatives is heavily involved with the Uniform Building Code and ICBO. And then in the Evanston office our manager of technical and building code services, Herb Carlsen, bites his nails and loses his hair over these problems and various other projects that come in, such as conversion to metric and various other things. We also have a research associate at the National Bureau of Standards in Washington who is currently concentrating his efforts on the combustibility of building materials. His studies involve current testing methods, definitions, data analysis, and proposed new testing methods,.' It is anticipated that this program will lead to a better understanding of non-combustibility of building materials and systems. I mentioned that our members represent over 90% of gypsum products,' manufactured in the United States; it might be well to point out a couple of statistics about what that really means. From Alaska to Florida and California to Maine, the National Forest System (NFS) is host to unprecedented levels of prospecting and development. The NFS is large (191 million acres), geologically attractive from the mineral standpoint and relatively unexplored. Significant recent finds and developments involve silver, gold, platinum group metals, molybdenum, cobalt and phosphates. Exploration and development are closely regulated, but most of the NFS is open. The Forest Service endeavors to be a good host to the mineral industry, but increasingly is asked or forced to delay or disapprove mineral projects to protect the environment.

The Sales Comparison Approach to estimating the value of a mineral property must always be attempted1 . In addition to other parameters, the approach depends heavily on the availability of transaction data. The consideration for the mineral property must be in form of cash, cash equivalent or other consideration. In other words, “What dollar amount did the property sell for?” Mineral properties are generally real estate, albeit frequently buried deeply under the overlying surface real estate, unless the property may be a quarry. In some states, transactions must be recorded in county courthouses, and the sale consideration must be included. In such cases, the appraiser’s job is made easy. In other locations, the sale considerations are withheld in the courthouse data; but occasionally a local transfer tax is collected and recorded. Again, the appraiser’s job is made easy by back calculation with knowledge of the legislated transfer tax percentage. The worst problem occurs when the consideration for a mineral real estate sale is totally withheld. That may occur in so-called nondisclosure states. Introduction The intent of this paper is to present the general strategy and method of implementation to achieve a "fast-track" mine development. The major objectives of a "fast-track" or rapid development schedule are to minimize front-end development expenditures and to realize an early cash flow from operations. The Borealis project of Houston International Minerals Corp. (HIMCO) is used as the working example to illustrate the development schedule. Borealis is a 2.3 kt/d (2,500 stpd) gold-silver heap leach operation near Hawthorne, NV, Pre-Feasibility Planning Proper early planning and identification of priority items were necessary to expedite project progress. On April 1, 1978, HIMCO leased the rights to the Borealis prospect and initiated exploration activities almost immediately. Since Borealis was showing excellent potential for mine development, an effort to clear the way environmentally was initiated during the summer of 1979. With the Borealis properties located within the Toiyabe National Forest, the US Forest Service (USFS) was recognized as the "lead" or respon¬sible agency for addressing the environmental issues. Early scoping of the environmental issues by both HIMCO and the USFS allowed HIMCO to take the initiative and address two potentially critical issues-archaeological and biological. Third party consultants, agreed upon by HIMCO and the USFS, were contracted to conduct archaeological and biological surveys. Desert Research Institute of Reno, NV, provided archaeological services, and JFL & Associates of Boulder, CO, provided biological services. These efforts began in the fall of 1979 and continued through the summer of 1980. Conservative Design Criteria By adoption of conservation design criteria, flowsheets and processing data required for detail engineering were firmly established with a minimum of impact on schedule. On Oct. 21, 1980, HIMCO formally initiated a feasibility study to evaluate the Borealis project. Four organizations were contracted for particular scopes of work: • John T. Boyd Co.: Ore reserve estimation, preliminary mine plan, and mine capital and operating cost estimation. • Bechtel Civil and Minerals: Conceptual engineering, processing capital and operating cost estimation. • Hazen Research Inc.: Metallurgical testing. • Sierra Pacific Power: Cost estimation for power supply. Metallurgical testing and conceptual engineering of both heap and agitation leach flowsheets were investigated concurrently. Numerous economic evaluations were conducted for both heap and agitation leaching at varying production capacities. The results indicated a heap leaching flowsheet treating 454 kt/y (500,000 stpy) yielded the best economics and was compatible with the "fast-track" development goal. Conservative design criteria was established to provide operating flexibility and ensure plant productivities. A summary of major design criteria is presented in Table 1. HIMCO assembled the results of the studies of the various consultants along with internally generated studies to produce the feasibility document. The decision to supply 100% equity by HIMCO rather than arrange project financing help to expedite the project. Cooperation Between HIMCO and Regulatory Agencies With cooperation and mutual trust established between HIMCO and regulatory agencies, the time required for environmental permitting was streamlined as much as practical. To expedite the required construction permits, HIMCO proposed to the USFS that HIMCO fund the total cost of an Environmental Assessment Report (EAR) and that issues be addressed at the technical level of an Environmental Impact Statement (EIS). The previous studies on the critical issues of archaeology and biology provided HIMCO with the information to satisfy the proposed approach. Houston International Minerals and the USFS agreed to have Environmental Research and Technology (ERT) of Fort Collins, CO, prepare a draft EAR for the USFS.

Large amounts of manganese-rich slag were generated from smelting low-grade manganese ore containing high iron and high phosphorus in electric furnace or blast furnace, which contain 25–40 mass% Mn. This paper describes an efficient hydrometallurgical process for the utilization of high manganese slag instead of conventional usage of pyrometallurgical route for manganese recovery. Pressure acid leaching of manganese-rich slag using air as pressurized gas is studied systematically. The effects of mass ratio of manganese-rich slag to pyrite, concentration of sulfuric acid, leaching temperature, partial air pressure, leaching time, and liquid-solid (L/S) ratio on the separation of manganese with other main impurity components were investigated comprehensively. Under the following optimal process conditions, weight of manganese-rich slag powder,100 g; mass ratio of manganese-rich slag to pyrite, 20:1; sulfuric acid concentration of 140 g/L; air pressure of 0.6 MPa; leaching temperature of 140 °C; leaching time of 1 h; L/S of 7:1; ore size of 75–80 μm; and stirring rate of 600 rpm, the extraction rate of Mn reached 94%, and the dissolution percentage of Si, Al, and Fe are as low as 2%, 6%, and 10%, respectively. The leaching slurry presented a good solid-liquid separation characteristic. The silicic acid formed during sulfuric acid leaching manganese silicates was converted to filterable dehydrated SiO2 particles which precipitated in the residue under the condition of higher temperature with higher pressure. The effect of adding pyrite may be to reduced iron ions and decreased the output of iron hydroxide colloid and also reduced MnO2 to manganese sulfate in sulfuric acid leaching. Thus the formation possibility of colloid such as silica gel and iron hydroxide was decreased, and higher yield of manganese sulfate could be achieved.

European Union's transition to a low-carbon and digital economy highly depends on securing the strategic autonomy of the Critical Raw Materials (CRMs) supply chain. This paper introduces a European Commission-funded research and innovation action, AGEMERA, which aims to create detailed geological and people's concerns maps to unlock the CRMs potential in Europe. Furthermore, the project will develop educational packages for schools and universities, publish online CRM-related games and news flashes, and arrange public events to ensure a basis for socially accepted and sustainable exploration and mining of CRMs in Europe. 1. IntroductionCritical Raw Materials (CRMs), crucial for shifting to a low-carbon and digital economy, should focus on maintaining Europe's overall supply-demand balance (Birol, 2022). Therefore, to proactively address the surge in demand and ensure the strategic autonomy of European industrial supply chains, the exploration and extraction of CRMs must be scaled out across the continent. Moreover, mobilizing Europe's domestic potential is vital for the EU to become more resilient and to establish open strategic autonomy as the demand for CRMs continues to increase quickly on a global scale (European Commission, 2021). Base metal extraction and mining have a long history in Europe. Nevertheless, CRMs mining projects have shown less success, although these have a lot of potential (Guzik et al., 2021). The main barriers are a lack of investment in mining and exploration, complicated and drawn-out national permitting processes, and low levels of public support (European Commission, 2020). It is necessary to have a vast amount of knowledge and intelligence about CRM's potential and market impact. Novel non-invasive geophysical survey techniques that enable sustainable exploration must be created and used to enhance mineral system models of ore deposits incorporating CRMs. The minerals policy framework significantly influences the mining industry's performance, stability, and sustainability. However, the EU Member States' mineral policy frameworks differ significantly (MINLEX, 2017). In addition, the Fraser Institute Annual Survey of Mining Companies offers concrete information on how managers and executives of mining companies view key policy areas that impact mining activities in the jurisdiction in which they operate or are familiar (Jackson & Green, 2015).

"Diesel exhaust is a major cause of large number of occupational diseases. Acute and continuous exposure to Diesel Particulate Matter (DPM) can cause numerous health issues including respiratory disease, reduced lung capacity, heart disease etc. The National Institute of Occupational Safety and Health (NIOSH) and the International Agency for Research on Cancer (IARC) consider diesel engine exhaust as carcinogenic. In large underground metal and nonmetal mining operations, regulatory compliance regarding miner’s exposure to airborne particles especially DPM is a big challenge. Complex mine networks add more difficulties in controlling DPM. MSHA relies on the NIOSH 5040 method for DPM compliance. The NIOSH 5040 method is a shift average based method which inherits some limitations. Due to these inherent limitations of the NIOSH 5040 method the concept of real-time DPM monitoring is promoted in the mining industry. Several real-time DPM monitors have been used by the researchers and efforts still continues to improve their measuring techniques and understanding. Real-time monitoring of DPM is vital to gain understanding of rapid changes in the mine atmosphere. The current study highlights the advancement in real-time DPM monitoring and mainly covers a review of several studies in which DPM concentrations were measured by utilizing real-time DPM monitors. INTRODUCTION Ventilation of underground mines is an important aspect of mining operations. Mining is a continuous activity and the ventilation networks in modern mines change with extended developments. Proper understanding of the ventilation network is a key design factor of an optimum mine ventilation plan. An important task of underground mine ventilation engineers is to provide clean air with sufficient quantity to the underground miners (Khan M. U. and Gillies A.D.S. 2015). The amount of fresh air supplied to the mine should be adequate to dilute the concentrations of contaminants present in the mine atmosphere. In the United States it is estimated that diesel powered equipment is used in thousands of mining operations (Stephenson D. J. et al. 2006). Use of diesel powered equipment is an attractive option in underground mines due to its several advantages over other available alternates. Diesel engines are rugged, dependable and fuel efficient (McKinnon 1999). It is common for diesel engines in heavy duty trucks to have a life of 1.6 million kilometers (McKinnon 1999). Looking at the developments in other energy alternatives, it can be assumed that the underground mining industry will maintain its reliance on diesel powered equipment (Anon 2001). DPM is an important source of mine air contamination in many non-gassy underground mines (Khan M. U. and Gillies A.D.S. 2015). Diesel exhaust is harmful for humans. Acute and continuous exposure to diesel exhaust concentrations can cause several health issues. Some of the health diseases caused by DPM exposure are respiratory diseases, reduced lung capacity, heart disease, and lung cancer (National Research Council. 1981, Mine Safety. 2005). In addition, NIOSH regards diesel exhaust as “potential carcinogen” (Centers for Disease Control 1988) and IARC has declared that “diesel engine exhaust is carcinogenic to humans” (IARC 2012). NIOSH has also declared that the reductions in DPM exposure would reduce cancer risks (Centers for Disease Control 1988)."

Open-pit mine planning is a key process in the definition of mineral reserves and their efficient removal. Ore in open-pit mines is extracted bymining sequential pits called pushbacks. Pushbacks need to satisfy complex geometrical constraints to ensure the efficient usage of equipment. To date, no algorithms that both account for those constraints and maximizeNPV, are commercially available. Therefore, pushback design is done by engineers relying on their expertise to incorporate practical features intothe output of commercial tools. In this article, we present a new algorithm that produces close to optimal practical pushbacks and we illustrate its performance in real mines.

Talc is an important industrial commodity due to its wide-ranging intrinsic properties; however, the presence of iron oxide hinders its industrial utilization. Herein, we report the purification of Pakistani talc through acid leaching assisted by chlorination techniques. Among various acids (i.e., HF, HCl, H2SO4, HNO3, H3PO4, Aqua Regia, H3BO3, and CH3COOH), HF was the most effectual, removing up to 67% of iron oxide at optimized conditions of temperature, 90–95 °C; time, 120 min; HF concentration of 5%; and at a pH of 1. In the second step, chlorination of the talc sample was performed separately by both wet chlorination and dry chlorination. Wet chlorination was carried out using KMnO4 and HCl in slurry phase which shown about 52% removal of iron oxide, whereas dry chlorination with CaCl2 at high temperature attained about 48% removal of iron oxide from talc sample. Further, the wet chlorination of HF leached samples was also performed under optimized conditions which showed up to 87% iron oxide removal. The original and treated talc samples were characterized by EDX and XRD analysis to monitor the changes in the elemental and mineralogical composition of the talc. It can be concluded that HF leaching followed by wet chlorination is an effective method for the upgradation of low-grade Pakistani talc ores.

The roles of organic matter in ore deposits are complex and represent a specialized effort in the larger subject of the geochemistry of ore deposits. The organic carbon cycle can be considered with particular emphasis to ore deposits in order to understand the origin and genesis of the organic matter. Organic matter may play one, several, or none of the following important roles in the formation of ore deposits: leaching, transport, concentration, reduction, and precipitation of metals. For deposits that contain organic matter, detailed field relationships and laboratory characterization of the organic matter are required to make an ore deposit model that Includes the organic matter and specifies its role(s). Examples of the involvement of organic matter in several types of uranium deposits are contrasted as being direct or indirect, syngenetic or epigenetic, and necessary or unnecessary. Examples of organic matter in deposits containing gold and lead-zinc, and In metal rich shale are discussed with respect to ongoing work and critical questions.
