Montana sapphires were first discovered in alluvial deposits in the Helena area in 1865 and subsequently were discovered in other alluvial deposits in southwestern Montana and also in a lamprophyre dike at Yogo in central Montana. From about 1900 until the late 1930?s, when synthetic sapphire began to come into widespread industrial use, Montana sapphire mines produced large quantities mainly for watch bearings with lesser production for the gemstone market. The Yogo deposit is now mined for the gemstone market and two of the alluvial deposits are mined to produce sapphires for the fee-sieving of sapphire-bearing gravel and for the direct sale of gemstones. The generally pale-colored sapphires from the alluvial deposits in southwestern Montana are heated to enhance their colors whereas the generally blue sapphires from the Yogo deposit require no treatment. Markets for sapphires from both the alluvial deposits and the Yogo deposit are strong. In spite of reported historic production in excess of 70 tonnes, mineable resources appear to remain at most major deposits. Also abundant untested lamprophyre dikes in central Montana may host sapphires similar to those at the Yogo deposit.

General observations on litigation, the discovery process, testimony and some repercussion’s are also given.

Lime, the versatile chemical is, generally speaking, a calcined or burned form of limestone commonly known as quicklime, calcium oxide or, when water is added, calcium hydroxide or slaked lime. Almost 40 different lime products are available, a fact which has contributed to the rather loose use of the term lime as well as to confusion and misunderstanding. The term is frequently, albeit erroneously, used to denote almost any kind of calcareous material or finely ground form of limestone or dolomite. Lime is made from high calcium or high magnesium limestone, generally having a minimum of 97% combined carbonate content. Normally, high calcium lime has less than 5% MgO. When the lime is produced from a high magnesium limestone, the product is referred to as dolomitic lime. Calcination/Hydration Calcination, or the production of lime, has its origins in the earliest days of alchemy, with the general reaction class having been identified in an Arabic text printed in 1000 AD. It was much later, however, in the mid-1700s to the mid-1800s before this basic reaction became understood from scientific perspective. The pro- duction of lime has been so basic and simple that its underlying scientific principles have over the years received only intermittent investigation. Rather, much of the thought and inquiry has been directed toward the development of kilns. Thus, it has only been in the last 25 to 30 years that lime has received any concentrated scientific investigation relative to the thermodynamics and kinetics of the calcination and hydration reactions. Particular emphasis has been focused upon energy consumption and fuel efficiency. Calcination refers to a broad class of reactions, of which the limeflimestone reaction is just one, wherein a substance is heated to less than its melting point, resulting is a weight gain or weight loss. In the calcination of limestone to produce lime, the basic chemical reaction is as follows: [ ] While there is nearly universal agreement bout the equilibrium conditions related to the limestone/lime reaction above, there have been numerous and varied calcination models developed for the reaction. Recent investigations have resulted in the development of the model shown in [Fig. 1]. From this model it can be seen that calcination is a function of both temperature and CO, pressure. It does not, however, provide any indication of the rate at which the reaction takes place. Calcination is strongly time variant with different limestones. In a very broad sense this relates to the fact that the calcination reaction starts on the exterior surface of the limestone and then proceeds toward the center. As the calcination reaction takes place, the CO2 released at the interface must make its way through the lime to the exterior surface. Since calcination is limited by gas diffusion to the surface of the partially calcined limestone, the natural impurities in the stone, differences in crystallinity, grain boundary chemistry, density variations, and imperfections in the atomic lattice all play a significant role in calcination rate. Therefore, the suitability of a given limestone as a source material for lime production can be determined only after completion of adequate burn tests designed to evaluate the various limiting factors. When a coal-fired kiln system is considered, the entire process of calcination is made even more complex by the introduction of additional chemical constituents into the calcination environment. The reader is referred to the references for a more detailed description of the complete calcination reaction and the differences inherent between differing kiln systems. In the foregoing discussion it was noted that CO2 is released during the reaction. This release results in a 44% weight loss during the complete calcination of a high calcium limestone, or a 48% weight loss for a highly dolomitic limestone. The trade term for this weight percent loss is loss on ignition, or LOI. This weight loss is frequently used as a measure of the completeness of calcination. Because the calcination reaction is chemically reversible, quicklime or burned lime is frequently referred to a being highly reactive, or unstable. The more stable form of lime, hydrated lime, is commonly preferred and generally specified by the user. Hydrated lime is obtained by adding water to quicklime to produce a dry, fine powder. Quicklime's affinity for moisture is then satisfied, although it still retains a strong affinity for CO2.

In response to Public Law 95-87 (SMCRA), Colorado promulgated regulations governing the mining of Coal. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence. All permitted underground coal mines within Colorado have approved subsidence programs. Preliminary monitoring results indicate the subsidence mechanical predictions have been sufficiently accurate to preclude material subsidence damage. The State of Colorado has developed a practical approach to regulating subsidence, which stresses monitoring verification of predicted subsidence phenomena. However, shortcomings exist in our ability to precisely predict the secondary consequences of subsidence, including effects to structures, the hydrologic balance and the environment. Lack of accuracy in predicting these secondary consequences results in uncertainty, necessitating conservatism in permitting. To avoid increasingly stringent permit restrictions, future research should emphasize the secondary consequences of subsidence.

In order to overcome our reliance upon foreign energy sources for both crude supply and finished products, we must realize the goals proposed by Project Independence. In general this involves expanding production of existing and new oil, gas, and coal resources, utilizing and improving nuclear technology and the developing of new energy sources such as solar, geothermal, oil shale, tidal, wind and stimulation techniques. There is a continuing debate, both in the scientific community and the consuming public as to the potentiality of nuclear power generation being cost effective and environmentally and safety conscious. The development of new sources of energy does not occur overnight; it is rather a continuing effort in time and money to achieve the goal of providing energy to an ever increasing demand. The public has been accustomed to the availability of energy whenever and wherever it was needed. The era of "energy gluttony" has begun to fade into the realm of "energy awareness". Unfortunately, it required the action of another country to bring the picture that has been discussed many times in the past by energy suppliers into correct focus. Nevertheless, the public responded by conservation efforts to reduce energy wastefulness. Still, the demand for foreign importation of energy supplies is on the rise. What is our recourse? The largest known unexploited energy resource available in the United States is our coal resources. Moreover, the Department of the Interior has noted that 63 counties in Montana, Wyoming, and the Dakotas hold 60% of the nation's least expensive strip minable coal. This western coal is the most abundant and least costly Fossil Fuel in the United States. It is acknowledged that western coal is an important input in meeting the energy needs of our nation.

PROJECT DESCRIPTION Alignment The Strenger Tunnel forms part of the S16 four-lane expressway between Landeckand Bludenz. The construction of this important East-West connection started in 1973with the Arlberg Road Tunnel as its key constituent. Beginning in 1992, solutions for the section between Pians and Flirsch were investigated. Efforts to conserve nature and to avoid potential avalanche and landslide areas led to a solution detouring the villages in the Stanz valley. The starting points were predetermind by the intersections at Pians in the East and at Flirsch in the West. As a result of the expected traffic load and the comparatively high gradient of 2.9%, both one-way, two-lane tubes were constructed at once. The north tube is 5.851 m long, the south tube 5.775 m, see Figure 1. Federally owned mineral deposits generally fall into one of three categories: (1) minerals locatable under the General Mining Law of 1872; (2) minerals leasable under the Mineral Leasing kt of 1920; and (3) minerals salable under the Materials Act of 1947. Unlike valuable deposits of gold, silver, copper, iron, lead, etc., which may be locatable, industrial minerals are acquired through a variety of methods depending on use, composition, and date of acquisition. Table 1 may be used to establish the method of acquisition for most industrial minerals.

In December of 2007, a joint venture of J.F Shea, Skanska and Schiavone referred to as S-3II, was awarded a $1.15 billion (? 886,880,000) contract to construct the run-ning tunnels and station structures for the Number 7 Line Extension Project in New York City by the Metropolitan Transportation Authority Capital Construction (MTACC) and New York City Transit (NYCT). As part of the contract, a technically complex and critical connection of the new tunnel to the existing, operational 7 Line subway was required. This paper describes the innovative design approach that was conceived to carry out the underpinning and excavation works both within the east-west 7 Line subway tunnel and beneath the north-south, 4 track, 2 level Times Square Station for the A, C & E trains. This underpinning provided temporary support to the subway substructure as the grade of the tunnel invert was lowered up to 10 feet (3 meters) into the rock sub-grade to allow the future subway to pass under the basement of the world?s busiest bus terminal. In addition, the creation of a new portal connecting the existing subway tunnel and the subterranean level of the Port Authority Bus Terminal by means of underpinning structural footings and horizontal spiling/poling of existing ground will be discussed.

INTRODUCTION Mined underground chambers specifically designed for the purpose of storing liquefied petroleum gas (LPG) at ambient temperatures have been in use for over thirty years. The first caverns were developed by Warren Petroleum of Tulsa, Oklahoma, in 1948, for its plants in Texas. The basic concept of an LPG-storage cavern is to create a space in an impervious formation at a depth sufficiently below the water table so that if any movement of fluid occurs the ground water will enter rather than the gas escape from the cavern. In the past, the primary reason for LPG storage underground has been its attractive cost advantages over steel storage on the surface. At current prices the cost of storing 7.949 ML (50,000 barrels) would be equivalent, whether stored on the surface or underground; whereas 79.494 ML (500,000 barrels) of storage underground costs only one-fifth of surface storage. It is usually uneconomical to excavate less than 79.494 cu m (50,000 barrels) of storage space. The fixed costs - engineering, mainshaft and ventilation shaft - are a substantial part of the total cost, whereas the incremental costs for excavating additional storage are relatively low. Recent concern over the hazards posed by the handling and storage of LPG and liquefied natural gas (LNG) has led to a new interest in the underground storage of these gases. HISTORICAL PERSPECTIVE Environmental protection is not a newcomer to the minerals industry, there having been numerous examples dating from decades ago. Sometimes the awareness of a need for preservation or restoration derived from the ethics and principles of the engineers and management responsible for development and operation of a property. On the other hand, pressures to clean up industrial messes frequently were applied by special interests such as farming and ranching, recreational and conservational groups, and local governing bodies. Mineral industry environmental controls in this century have therefore been a patchwork of good intentions and bad, clean operations and dirty ones. The Hoboken siphon converter for converting copper matte while effectively capturing sulfur dioxide at a relatively high concentration was developed in Olen, Belgium in 1928, a full sixty years ago. The alternative was closure of the Hoboken smelter by Belgian government health officials who had become intolerant of sulfur dioxide emissions which were causing serious respiratory ailments in the river valley in which Olen is situated. As early as 1958, the Anaconda Company had a full-time botanist on its metallurgical research staff with the responsibility of learning how to vegetate the extensive tailings deposits at Anaconda, Montana. By that time, considerable progress had already been made in restoration of Silver Bow Creek, which at one time was “dead” for as far as 40 miles down- stream from the point of entry of acid mine drainage in Butte.

The paper covers mining operations and preparation of the ore prior to metallurgical treatment in the Process Plant. Mining operations are primarily concerned with the delivery to Ore Preparation of a balanced ore feed within fairly rigid specifications as to both ore type and chemical analysis. The mining method, systems of geological and engineering control, and the equipment employed are therefore reviewed in this context. In Part One of the paper the physical and geological characteristics of the orebodies, including the varied nature of the ore itself, are first described. Orebody evaluation, the calculation and classification of ore reserves, mining planning and forecasting to ensure continuity of production are covered, and the particular problems presented by sampling, the erratic distribution of ore values and the variation in the density of the ores are also mentioned. Mine design and ore excavation practice are described, together with the way in which they have evolved with recent developments in modern mining equipment. In Part Two of the paper, a detailed description of the Ore Preparation plant is given, centred around the concept of rubbling as a means of separation of the barren hard boulders from soft lateritic ore. Ore blending and ore reclamation operations are explained followed by a detailed description of the drying and crushing plant. The importance of the control of moisture content and ore sizing in the feed to the metallurgical plant is emphasized.

Rolling disc cutters are the business end of hard rock and mixed face tunnel boring machines (TBMs). Since their first successful employment on a TBM over fifty years ago, disc cutter technology has constantly evolved, allowing modern TBMs to excavate very hard and abrasive rock efficiently. Disc cutters have also been employed successfully on earth pressure balance (EPB) and slurry machines, cutting rock under water and ground pressure. The range of materials excavated by machines today is broader, excavation rates higher and cutter costs lower than ever before, proving the value of investment in cutter development. This paper describes recent improvements in disc cutter components including cutter ring materials and processing, as well as improvements in lubricants, bearings, seals and cutter condition monitoring. These developments have resulted in more reliable cutters capable of operating in a wide range of geological conditions. Ultimately these improvements result in a better value for both contractors and project owners.

INTRODUCTION During the normal course of a mining project, a feasibility study will be prepared that addresses all the aspects of the project including geology and mineral inventories, mining and geo- technical, metallurgical processing, infrastructure, environmental considerations and economic analyses. These studies are prepared for various reasons. Occasionally, a feasibility study will be prepared solely for use within a company as justification for development expenditures, however, these documents are frequently submitted outside the company either to raise funds from financial institutions or from public financing on one of the various securities exchanges. Mineral industry consultants are often called upon to participate in the preparation of feasibility studies or to conduct an independent audit and review of an internally prepared study. As the recoverable mineral resources form the foundation upon which the balance of a feasibility study is based, including the economic analysis of the project, the resource aspect of the study is examined very carefully by financial and securities organizations. The balance of this discussion is directed toward the various geological and resource estimation aspects of feasibility studies that experience has shown to be of particular importance. Much of this discussion will be directed toward open pit gold operations, although the principles are applicable to any type of deposit. 2.0 GEOLOGIC RESPONSIBILITIES IN FEASIBILITY STUDIES The principal geological effort in the preparation of a feasibility study is generally dedicated to the following areas: - Preparation of Geologic Reserve/Resource Estimates - Condemnation of Sites for Facilities, Access Roads, Leach Pads, Waste Dumps and Tailings Disposal - Collection of Geotechnical Data - Provision of Mineralogical and Petrological Data Pertinent to Metallurgical Processing - Selection of Appropriate Bulk Sampling Sites for Collection of Metallurgical Samples Each of these items will be addressed in detail in the following sections. 3.0 RESERVE/RESOURCE ESTIMATION An ore reserve estimate consists of the determination of a volume, or tonnage, and a grade for the deposit. There are numerous cases in the mining industry of projects that have experienced severe difficulties when operational ore grade, tonnage or metallurgical amenability have proven to be deficient compared to predicted estimates. An error in estimation of tonnage generally leads to more long term problems affecting mine life and production schedules. However, a significant error in the estimation of grade, particularly if mined grade is lower than anticipated, can have an immediate, and often disastrous, effect upon a project. INTRODUCTION The Metropolitan Boston Transit Authority (MIA) Red Line has served greater Boston commuter needs from its Harvard Square terminus since its opening in 1912. Since then, the population of Boston's northwest area has increased substantially, and with this growth have come dramatic changes in the type and distribution of urban land uses, including the number of households, jobs, shopping and recreational opportunities; these changes have created a need for improved transportation. Extension of the Red Line to better serve these communities has been a topic of discussion for nearly 40 years. In November of 1977, the Urban Mass Transportation Administration (UMTA) granted the MBTA approval and funding for the Red Line Extension Project. With funding in place, the MBTA proceeded with final engineering and construction of the section from Harvard Square to Alewife. When completed, the Red Line Extension will add 3.2 miles of new track to the MBTA system. Estimated final cost is about $400 million. On October 3, 1978, the MBTA received bids for the construction of Project 091-105, Harvard Square to Porter Square Tunnels and Shafts, which is part of the overall Red Line Extension. The Joint Venture of Morrison-Knudsen, White, Mergentime was the low bidder at $47,478,600. Official award of the contract came on October 25, 1978, with Notice to Proceed given October 31, 1978. Residual cyanide in cyanidation tailings can be detoxified by its oxidation to cyanate, as in the Inco and Degussa processes. However, cyanate, the product of detoxification and other oxidation processes, may be reduced to cyanide in reducing environments, e.g., deepwater discharge of cyanidation tailings. This study shows that the reduc-tion of cyanate to cyanide occurs and that the reduction rate increases with decreasing solution redox potential. Solutions with lower pH favor the reduction rate. No significant difference was observed between the results of tests prepared with distilled water and seawater, and the presence of cyanidation solid tailings does not show an effect on the reduction. Because cyanate can be reduced to toxic cyanide, causing environmental concerns, the deepwater discharges of cyanidation tailings must be handled carefully.

Carbon dioxide sequestration by conversion to carbonates has become a promising option for CO2 storage. Experiments were conducted to determine the feasibility of CO2 sequestration at ambient conditions using a Ca-rich industrial waste in a carbonate solution. The Ca-rich industrial waste used in this study was lignite fly ash. Fly ash was chosen because it is cheap, available near large CO2 point sources, already in powder form, and reactive due to amorphous properties. In the experimental set-up, CO2 absorption was inferred by monitoring feed and exhaust gas CO2 concentrations. The addition of an alkali to a fly ash-distilled water solution provided a 50% increase in CO2 absorption of the solution. Absorption time also increased by 50% compared to a fly ash-distilled water solution. TGA analysis was used to determine the extent of CO2 sequestration in the carbonate form. At a liquid to solid ratio of 20:1, the conversion of ?free? calcium to carbonates was 75%. A CO2 balance on the system concluded that at the current operating conditions 42% of the total CO2 fed to the system was sequestered in the carbonate form. SEM-EDS analysis of the fly ash particles before and after reaction with CO2 indicated that the carbonate compound being formed was calcium carbonate. The analysis identified rhomboidal structures on the surface of the fly ash particles after reaction with CO2, but not before. These rhomboids are characteristic of calcium carbonate formation and they had higher Ca, C, and O concentrations than the host spheres, suggesting calcium carbonate formation.

This section includes examples of discoveries of Kuroko- and Anyoz-type massive sulfides, and shale-hosted, zinc-lead deposits, and describes exploration models for each group of case histories. Exploration or empirical models can differ from genetic models, because ore guides and controls are emphasized in exploration models. Genetic models may form the scientific basis for exploration or prospecting models, although factors that are important to the localization of ore are stressed in exploration models. The paper by Sato (abstracted herein) on Kuroko deposits can be used as a general exploration guide for that type of deposit. It is clear, however, that no unambiguous stratigraphic control for Kuroko-type ore is given in the Sato paper. The paper by MacIntyre (an excerpt herein) describing Gataga, Midway, and Windy Craggy includes most of the elements of the shale-hosted and Anyox models. Although more recent work by the Geological Survey of Canada has modified the Windy Craggy stratigraphy, the Anyox model as applied to Windy Craggy is well described in the MacIntyre (1983) paper. Discoveries of ophiolite-, Ducktown-, volcanic-associated Ni- Cu-, and Besshi-type deposits are not included in this section. Conformable massive sulfide deposits are generally assumed to be syngenetic. Sulfides in the crosscutting feeder zones, however, are classed as epigenetic. Therefore, volcanogenic massive sulfides can contain both a syngenetic and an epigenetic component. Vital to the development of the epigenetic component is a heat source that propels the convection cycle that forms both components. In all massive sulfide discoveries described in this section, it is assumed that a volcanic magma fueled the hydrothermal fluids.

Ground-water contamination from uranium operations could be avoided with proper site analysis techniques. Contamination from tailings disposal sites is carried downgradient within permeable hydrostratigraphic units which can be located and delineated with a combination of drill holes and borehole geophysical logs. Engineering safeguards can be designed into a disposal site by determining if permeable hydrostratigraphic units exist which will dominate the flow system and provide seepage paths for contaminates. It is more cost-effective to accurately assess seepage potential with geophysical logs before contamination becomes a problem than to be faced with a major clean-up effort after contamination has occurred. If a uranium waste impoundment already has a ground-water contamination problem, then borehole geophysical logs may be used to delineate the contaminated zones which need to be cleaned up. It is less expensive to withdraw the contaminated plume from only within the affected zones rather than attempt to dewater the entire area. Consequently, the geophysical logs are invaluable in assessing which zones should be pumped and where packers should be set for construction of piezometers to allow monitoring of water-quality changes. A surface geophysical technique is being tested and developed for monitoring of seepage frum uranium tailings impoundments. Geoelectric soundings and profiles from direct current resistivity surveys can locate anomalous areas for the placement of drill holes to better assess seepage. This reconnaissance technique should eliminate random hit-or-miss drilling at sites where monitoring is required. Tests and experiments are being done on developing the capabilities of this technique to incorporate complex resistivity data to assess cultural impedence noise which complicates simple resistivity data.

Geotechnical theory is reasonably well developed to evaluate the stability of rock slopes for surface mining projects. It is recognized widely that structural geology, groundwater pressures and seepage, and blasting are key factors that influence the stability of such slopes. However, our capabilities to model the structural geology, to determine rock strength along discontinuities and to model groundwater pressures and profiles are still very approximate. Plus, practical experience of the rock mechanics engineer is one of the most important inputs to the design of open pit mine slopes. To emphasize the use of practical experience, a number of case examples are reviewed here to illustrate key factors that must be evaluated. These case examples comprise a continuation of other examples presented in the Jackling lecture to the SME in 1986 by the author (Brawner, 1986). Example no. 1 In situations where the orientation of geologic discontinuities will not influence rock slope stability, extremely steep slopes can be developed, providing blasting and groundwater are controlled adequately. An excellent example of this condition is the Republic Pit of Cleveland Cliffs in Michigan. The rock slope in Fig. 1 isover400fthigh with a face angle of approximately 80". The rock is hard and massive, and blasting was carefully controlled. The original design of this slope was at45", a standard design angle at that time. The competency of the rock and the lack of critical geologic structure subsequently was recognized, and the much steeper slope angle was developed successfully. The rock proved to be so competent and the slope sufficiently stable that an underground crusher station was developed with entrance and exit tunnels excavated at the toe of the steep wall.

Candelaria, a century old mining camp in western Nevada, was famous for its high-grade silver veins. Continuing demand for precious metals resulted in renewed interest in the mining camp and it is now being mined with modern open-pit methods and heap leaching of disseminated silver ore between mined-out veins. The Candelaria operation, in Mineral County, NV, handles 32.7 kt/d of material and was designed, built, and functioning within a year of corporate approval. Occidental Minerals Corp., an Occidental Petroleum Corp. wholly owned subsidiary, is the project's general partner and Congdon and Carey is the only limited partner.
