As diesel exhaust contains a mixture of several materials of varying degrees of toxicity which interact to a currently undefined extent in their effects on health, the prescription of a quantity of ventilating air to dilute the exhaust to a safe level is necessarily, to some extent, arbitrary. Some jurisdictions rely on the application of a safety factor to a single "governing" component (usually nitric oxide for most modern diesel engines). Others specify that the total of the "adjusted" concentrations (actual concentration divided by maximum permissible concentration) not exceed "one" for related constituents (irritant gases for example). Neither of these approaches, however, takes account of the interaction of the gaseous constituents with diesel soot (although many studies verify such interactions), nor do they provide any economic incentive for reducing pollutants which are not included in the criteria for ventilation. Because of these factors, the Canadian Department of Energy, Mines and Resources awarded a contract for a study of the current literature bearing on the "Health Implications of Exposure of Underground Mine Workers to Diesel Exhaust Emissions" (1). One goal of this study was the formulation of a new ventilation criterion. The contractors, Ian W. French and Associates, studied more than 1500 literature citations which they interpreted in a 350 page report and summarized in a companion 1600 page annotated bibliography. In the recommendations section of the report, they defined a new 'health effects index' or ventilation criterion "V" as follows: [ ] The contractors consider that a "V" between 3.0 and 4.0 poses a moderate threat to health which could be alleviated by the use of protective equipment such-as filter helmets. If V exceeds 4.0, an increase in ventilation quantity to reduce the pollutant levels is indicated. In the case of mines with a quartz content in excess of 20% in the ore, the contractor recommends that a term. [Quartz]/ [Threshold Limit Value Quartz] be added to the equation, and [2.0 = ?v? = 30] be the range justifying protective equipment, with added ventilation if "v" exceeds 3. A degree of pragmatism was inherent in the development of the equation, as the contractors recognized that the components of the index, if it is to be useful in the near term, should be within current routine underground environmental assay capability.

Twenty field-scale tests were conducted in a 28 MW pulverized coal power plant in Healy, Alaska, to examine mill power consumption in relation to coal grind size. The intent in this field-scale study was to verify if grind size truly impacted power consumption by a detectable amount. The regression model developed from the data indicates that grind size does impact mill power consumption, with finer grinds consuming significantly more power than coarser grinds. However, other factors such as coal hardness (i.e., the lower the Hardgrove Grindability Index, or the harder the coal, the higher the power consumption) and mill throughput (i.e., the higher the throughput, the higher the power consumption) had to be included before the impact of grind size could be isolated. It was also observed that combining amperage and flow rate into a single parameter, i.e., specific amperage, hurt modeling. Cost analysis based on the regression model indicate a power savings of $19,972 per year if the coal were ground to 50% passing 76 mm rather than the industry standard of 70% passing 76 mm. The study also demonstrated that size reduction constituted a significant portion of the power consumption.

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. Earlier we described the uranium mineralogy of an areally broad sampling of Crownpoint ore, including the characterization of organic carbonaceous material associated with the uranium mineral. (1) We also reported on the leaching behavior of Crownpoint ores with a mild alkaline leaching system, oxygen (02)-sodium bicarbonate (NaHC03). (2) There was a wide range of leaching responses, with samples from some areas leaching at a slow rate with low uranium recovery. Evidence indicates that in these samples the organic material is intimately associated with the uranium mineral and shields it to some extent from contact by the leachate. (1,2) One method to obtain faster leach rates and higher recoveries is to use a chemically severe leaching system such as sodium hypochlorite (NaOCI) as an oxidant. (3) The use of sulfuric acid (H2SO4) and an oxidant for leaching ore in surface milling operations is widely practiced to effect high recovery of uranium (U308) from the ore. (4,5,6) The U308 is mobilized as the disulfate complex, U02(S04)224-, or possibly, the trisulfate complex, U02(S04)34-, is the soluble species. (7) Sulfuric acid leachate formulations were used in the first in-situ leaching operation in the Shirley Basin in Wyoming. (8) More recently H2S04 formulations have been used in the Rocky Mountain Energy field tests in the Powder River Basin (Bear Creek) and in the Teapot forma¬tion at Nine Mile Lake site near Casper. (9,10) Laboratory studies related to the use of H2SO4 for in-situ leaching have been reported (11-17) and Yan has .reported packed column leach studies on Crownpoint ore using H2504 and oxidant. The Appalachian coal region is an area here the small mining operation dominates. The large number of small operations makes the coal industry in chat area very competitive, the industry concentration ratio being low. This feature is reflected in the nature and behavior of the coal supply and demand viz a viz the coal market. The vast majority of the small coal operations in Eastern Kentucky for example, are contractors. The circumstances under which a large mining company can elect to use contractors to supplement their coal production are examined. The pros and cons of small underground single unit mines and larger multiple unit mines are discussed.

Any improvement in the accuracy of commercial comminution calculations under the Third Theory must be accomplished either by increased precision in energy input measurements, or by a better evaluation of the total new crack length produced, as indicated by the feed and product size distributions. Since at the present time feed and product sizes are approximated solely by the microns 80% passes, the most promising opportunity for increased accuracy lies in consideration of their plotted size distribution characteristics. This paper shows how more accuracy can be obtained over an increased range of feed and product sizes from size distribution studies.

The procedure to arrive at an energy efficient autogenous grinding plant is carried out in the following steps: First Step - Determine power requirements to grind a particular ore. This work carried out on small samples ground in a 450 mm diameter Aerofall Hill and the results are checked against a standard Bond Index test. Second Step - A bulk sample from the ore zone is ground in a 1.8 m diameter pilot mill. This work is carried on until the power objectives as indicated from the first step have been realized. Third Step - Correlate the pilot mill data, with the data from the numerous samples ground in the small 450 mm mill and arrive at design criteria for the commercial plant. Ensure commercial mill design will be suitable to obtain similar results as those obtained in the pilot mill.

10.1-SHAFT SINKING AND RAISING BY CONVENTIONAL METHODS VICTOR L. STEVEN 10.1.1-SHAFT SELECTION A great deal of thought and planning should go into the selection of a mine shaft to provide the most effective use over the greatest, period of time. It sometimes is better to make an additional capital expenditure in the initial shaft program to achieve the greatest overall shaft usage. It is possible to sink a shaft which could be used for mine development, and initial production and later convert it to a ventilation, service or escape shaft. It is important to consider a second shaft in the original planning to provide ventilation, an escapeway and services for overall efficient production and safety. A second shaft usually is required to comply with state and federal mining laws. The main items to consider in shaft selection are: 1. Installation from surface or underground. 2. Vertical or inclined (sec Sec. 10.1.4L for discussion of factors involved in choice). 3. Tonnage to be hoisted. 4. Size of mining equipment to be lowered through the shaft to the underground workings. 5. Amount of water to be handled in the mining operation. 6. Ventilation requirements. 7. Type of ground the shaft is to be sunk through. 8. Position of shaft with relation to ore body. After the main features of a shaft arc determined, such as vertical or inclined, shape, size, type of lining and support, compartments, and shaft. facilities (air, water, ventilation, pump lines, power cahles, etc.), then :I sinking plant and procedures should be planned. At this point it should be decided whether the company will sink the shaft with its own crews or award the job to a competent shaft contractor. Company sinking generally will cost less if competent shaft men are available. Money also will be saved in plant costs, such as for hoist, headframe, compressed air, buildings, etc., as these will be part of the permanent plant and can be used in the sinking operation. Labor costs generally will be lower than contractor construction rates. The advantage of having a contract, or is the speed of completion of the project. Contractors usually have headframes and hoists ready to move on the job immediately and have trained crews ready to complete the project in the shortest possible time. Next, the type of surface sinking plant (hoist, headframe, etc.) should be selected and a determination made whether it is to be temporary or permanent. In most cases it is less expensive to install the permanent, headframe and hoist, and use them for sinking. The type of actual sinking equipment to be used should be evaluated for the most efficient sinking cycle, e.g., mucking method, drilling method, and lining or support means. The proper cycling of drilling, mucking and lining is extremely important in obtaining the most favourable sinking costs. 10.1.2 - GROUND STABILIZATION AND WATER CONTROL Prior to the shaft-sinking operation an investigation should be made into ground-water conditions. The Dew Chemical Company has been engaged in explosives research since 1953. The incentive for this research was based on the desire to find additional markets and uses for magnesium metal of which Dow is a heavy producer. The thermodynamic calculations for explosives incorporating light metals indicate energies approximately twice that of non-metallized explosives currently being used. Early in 1960, we acquired additional patent rights from independent inventors and decided to set up a development station at Virginia, Minnesota, to conduct a commercial testing and market evaluation program with this new product. The actual manufacturing of the explosive was to take place in the bore holes. Due to the complexities involved in controlling the manufacture of the explosive in the bore hole, performance was sometimes in doubt. Furthermore, our experience indicated that the metallized explosive systems could not be evaluated by the standard laboratory methods then being used, and it was necessary for us to look for more suitable research methods. Tests were conducted on several known methods for explosive evaluation. The most promising were the Navy underwater method for energy evaluation, and a modified Livingston crater method intended to compare explosive performance in rock. After shooting over two thousand charges of eight to 60 pounds under water and in taconites and granites with many types of explosives, we have developed a metallized explosive which is now being manufactured at a pilot plant in Virginia, Minnesota, and is being evaluated commercially.

A review of the published literature on the mechanism of depression of sulfide minerals shows that a unified theory is not yet available. The various mechanisms that have been postulated include competition between depressants and collectors to adsorb at the surface sites, creation of thermodynamic conditions nonconducive for formation of a metal collector salt or formation of a hydrophilic coating on the surface. The hydrophilic coating may or matt not effect the adsorption of collectors. In yet another mechanism, the depressant nay participate directly in oxidation/reduction reactions between collectors and sulfide minerals. Examples from the literature are discussed to highlight oxidation/reduction effects in the depression of sulfide minerals.

Due to a tight ash constraint on the clean coal product and difficult middlings washability characteristics, a considerable amount of coal was being lost in the jig middlings at the Monterey No. 2 Mine. An investigation was conducted into circuitry to recover this lost coal with minimal effect on the total clean coal ash. A reverse two-stage hydrocyclone system cleaning at low specific gravities was selected. This system is currently recovering approximately 5.8 kg/s (23 tph) of 11.5% to 12.5% ash coal. The specific gravity of separation for the system is about 1.5 and the probable error is 0.13.

The Russia Wharf segment of the Silver Line Phase II Project for the MBTA incorporated ground freezing and underpinning during New Austrian Tunneling Method(NATM) tunneling through timber pile foundations, urban fill, and abandoned wharf structures beneath two historic 7-story buildings with steel frames and masonry facades. During construction, the project team implemented an extensive program to monitor, evaluate, and mitigate the ground and building movements caused by the various construction activities. Mitigation included freeze cycling and building raising/lowering to compensate for ground movements and safely maintain the serviceability and occupancy of the buildings. In this paper, we present the history of the freeze, tunnel construction, and thaw-related movements that occurred and the building response that we observed.

Corrosion and product contamination have been difficult problems for extractive metallurgy industries in the U.S. because of the highly active chemicals used. During the past twelve years, other industries, particularly the chemical and paper segments, began to combat this problem with some degree of success using newer materials of construction, including reinforced plastics. These materials are made by combining a corrosion resistant thermosetting resin with a glass fiber reinforcing material and are used to con¬struct hoods, stacks, blowers, tanks, towers, pipe, and equipment of the most complex configurations. For service in contact with aggressive chemicals, the equipment is most often fabricated with the bisphenol-A fumarate polyester resins because of their resistance to corrosive attack. Data from both laboratory work and case histories of field applications are presented-for many common chemicals found in extractive processes. Information is also presented concerning design standards and recommended construction procedures

The laboratory ball mill grinding of coal/water slurries is described for three coals. Emphasis is placed on the measurement of specific rates of breakage for various operating conditions. Corresponding rheological information is also presented based on data collected using a rotational viscometer. A rheological explanation of the influence of various slurry fluidity conditions on the specific rates of breakage is presented. This rheological approach has proved useful In both the identification of suitable chemicals for increasing breakage rates in coal/mineral slurry grinding and in the plant scale implementation of dense slurry grinding systems.

A new flotation collector, benzyl arsonic acid, was used for the flotation of ilmenite. ESCA, Auger spectroscopy, and chemical analysis were used to investigate the correlation between the variation in surface constituents and the flotation recovery of ilmenite. Experiments indicated that, as the ratio of surface Ti ions/surface Fe ions increases, flotation recovery increases. pH regulation with an inorganic acid was found to be effective in changing the ratio of surface ions, and, hence, the flotation recovery.

Floor heave can be a major problem in large open pit mines. Unrestrained floor heave can lead to flooding, equipment destruction, slope instability and subsidence. It is particularly troublesome in coal mines where the floor is frequently relatively flat, and is often underlain by major water Searing units. This paper examines methods of analysis used in computing floor stability, and sets out a simple rational method of evaluating the required level of water pressure control to maintain acceptable floor stability. The approach is illustrated by reference to the stability of the floor of the Morwell open cut lignite project in Southeast Australia, where this approach has been used successfully for over a decade.

High Pressure Water Jet Assisted Tunneling The high pressure water jet assisted tunneling project was conducted in a granite quarry near Skykomish, Washington, approximately 90 miles east of Seattle. A 7-ft diam tunnel boring machine was modified and equipped with high pressure water jets. The concept that tunneling rates can be improved by using high pressure water jets was validated, with an average increased advance rate of 50% to 60%. For some tests, the advance rate was more than doubled. A comprehensive economic analysis has shown that very significant savings are possible. At a 50% increase in advance rate, cost savings of 14% and 24% were projected for 10-ft and 20-ft diam tunnels respectively. These benefits were seen to be relatively insensitive to water jet equipment costs.

Competitive pressures involving product duality, uniformity and economics are increasing the interest in and accelerating' the adoption of automation by the cement industry. The demands of this industry on instrumentation and control manufacturers for more effective and reliable control of process variables is also increasing. The trend to replacing small grinding mills with a fewer number of larger mills is lowering the investment requirement per unit of capacity both for the mills and for their automation. Cement process control systems of today are more sophisticated than the equipment installed two or three years ago, not because the process itself is more complex but because todays demands require a higher degree of control action and accuracy. Because of increasing labor costs, an important objective of an automation program is a reduction in the process labor content. This can be realized by allowing the operator free time for other duties, by increasing the number of grinding circuits one operator can supervise and by removing to. a large extent the need for the operator to make process' adjustment decisions.

Numerous mineral deposits of somewhat limited extent and grade are associated with most of the Tertiary granitic intrusions in the Cascade Mountains of Washington. The Silver Star area in southwestern Washington is typical of many of these small, and at the present time, economically marginal mineralized areas. Small but fairly high grade deposits of copper, lead, and zinc sulfides are found within the borders of a small granodiorite stock, and in surrounding Tertiary volcanics. This paper will discuss these deposits and their genetic relationships with the intrusion.

Orebodies with intricate three-dimensional shapes (such as porphyry molybdenum deposits) are difficult to model using geostatistics or other computer-assisted methods. The strong trends in their spatial grade distributions occur as mathematically complex shapes and prevent the customary assumption of local stationarity that is required for accurate ore reserve estimation. "Zoned Kriging", a new method developed by AMAX, solves this problem directly by using the geologist's interpretation of the ore zones as a parameter in the kriging equations. The geological basis and methods used in the Climax ore zoning technique are reviewed and discussed relative to their application in zoned geostatistical modeling. The Zoned Kriging technique is described and demonstrated using data typical of mineral deposits.
