The control of respirable coal dust in continuous mining sections involves careful analyses of the generation and transport of the dust, including airflow pattern analyses. Potential dust control devices must be evaluated based on their effect on both local dust transport and potential dust exposure of face personnel. The development of larger and more productive continuous miners increases the need for research on dust control and improvement of visibility in the face area. Two studies relating to underboom dust control are discussed. The first study involved the valuation of potential underboom dust control techniques to reduce operator exposure to dust and determining the relationship between the positioning of exhaust ventilation and the exposure of face personnel as a function of face and operating variables. The study involved full-scale laboratory experiments using a state- of-the-art data acquisition system. The second study related to the use of foam under a continuous miner boom and its effect on silica concentration and respirable dust. The foam study was performed in a coal mine. The laboratory studies involved the fabrication of a full-scale test facility and development of a computer based data acquisition system. This was followed by baseline data collection, smoke trace tests, detailed performance testing of various underboom dust control measures and data analyses. The underground foam test involved the design and installation of the foam generation and delivery system, testing, and data evaluation. The results of the studies are summarized in this paper.

The ASTM standard method D 5744-96 was developed to provide a well-defined kinetic test protocol, conducted under controlled reaction conditions, with the intent of generating reproducible results. The US Bureau of Land Management, American Assay Laboratories, and the Minnesota Department of Natural Resources cooperated in a intralaboratory and interlaboratory testing of the protocol. Intralaboratory testing was conducted on duplicate samples of gabbro (8) and siltite-argillite (5) rocks for periods of 20 to 125 weeks. The difference between replica& intralaboratory pH readings on drainage from the gabbro for the drip-trickle leach alternative typically did not exceed 0.1 units, although differences as high as 0.4 units were observed. The difference from the mean for rates of sulfate, calcium and magnesium release was typically within 10%. Intralaboratory results for the siltite-argillite samples were generally similar, although a one unit pH difference was observed for one sample. Three different laboratories tested a gabbro sample for 125 weeks, with a maximum difference from the mean pH of 0.5 units. The percent difference from the mean for sulfate and calcium release rates was typically within lo%, although values as high as 30% were observed. Data on intralaboratory and interlaboratory agreement on the flood rinse alternative of the method were limited. Replication on the sample tested was comparable to of better than that observed for the drip-trickle method testing of the same sample.

A comparison is presented of coal pyrolysis at temp¬eratures ranging from 4090 to 497°C and thermal dissolution of coal in tetralin at temperatures ranging from 350° to 450,°C, both utilizing a Utah high-volatile bituminous coal. The initial coal pyrolysis reactions are second order with an enthalpy of activation of 35.6 kcal per mole. The fraction of total product yield produced under second order conditions ranges from 67% at 409°C to 96% at 497°C. The process then gradually deteriorates to a first order reaction in the later stages with enthalpy of activation of 4.1 kcal, per mole. The initial reactions of solution of coal in tetralin are second order with an enthalpy of activation of 28.8 kcal per mole. The fraction of total product produced under second order conditions ranges from 63% at 350°C' to 94% at 450°C. The dissolution process then gradually changes to first order in the later stages with enthalpy of activation of 15.6 kcal per mole. A model is presented which relates the two processes and explains, the significance of the above similarities.

FTIR spectroscopy has been used for the characterization of adsorbed oleate at the fluorite surface. It has been found that modest changes in the adsorption density at high temperature and high oxygen potential do not provide a satisfactory explanation for the significant increase in the hydrophobic character of the system under similar conditions. Rather, FTIR spectroscopic measurements suggest that chemical interaction between adsorbed oleyl groups occurs at high temperature and/or oxygen potential and accounts for the increased hydrophobicity. Specifically, the intensity of the =CH bond of the adsorbed oleate diminishes at high temperature and/or high oxygen potential. Such a phenomenon was not observed in control tests with the calcium oleate soap. For extensive reaction at the fluorite surface, the presence of a new surface species has been identified. These results indicate that the fluorite surface catalyzes an oxidation and/or polymerization reaction between adsorbed oleyl groups which results in a more hydrophobic structure at the fluorite surface.

The Iron Ore Company of Canada has now been operating a computer for the grading or blending of direct shipping ores for two years. This paper deals with the computer application pertaining to the grading of direct shipping ore. It consists of five sections. The first part deals briefly with a description of the operation of the Iron Ore Company of Canada; the second with the source and flow of the various data required to grade or blend ore; the third briefly outlines the computer programs used in this application; the fourth illustrates the mathematical approach used to properly blend ore. The final section briefly describes other technical computer programs.

The Rowland Coal Preparation Plant is located on Workman's Creek in Raleigh County, West Virginia, approximately 20 miles Northwest of Beckley and 10 miles Southeast of Ameagle. It is owned and operated by the Rowland Division of Consolidation Coal Company. This paper describes the plant flowsheet, process considerations that were evaluated in its development, and observations made during and since the plant was constructed. The final flowsheet was developed specifically to wash the coal from the Rowland Mine and contains several equipment combinations and applications heretofore never placed in a single, commercial operation. The major process equipment is presented in a functional description of the flowsheet. The coal reserves are leased from the Rowland Land Company and consist primarily of #2 Gas and Middle Eagle coals and various major splits of the Middle Eagle seam. The Rowland Coal Preparation Plant was designed to process 560 TPH of raw coal consisting of 50 percent #2 Gas coal intimately mixed with 50 percent Middle Eagle coal and containing lumps no larger than a 12-inch cube.

With the passage of recent national and state legislation aimed at tighter regulation of air pollution and smoke control, attention has been focused on a problem which has long confronted the coal industry--the disposal of coal waste with its inadvertent ignition. Even as recent as 1935, a decision from the Allegheny County Court of Common Pleas confirms the stand taken on control of burning coal refuse disposal areas. "The uncontroverted testimony is that there is no feasible method of operating a coal mine without a gob pile on the surface, as no use has ever been found for this troublesome by-product of mining; that every large coal mine has a large gob pile close to its tipple; that sooner or later these piles all ignite through spontaneous combustion; that practically every large mine in Western Pennsylvania has a burning gob pile, and that there is no known means of averting such a fire." 19* As a result of the past "no regulation policy," there are presently on the order of 500 burning refuse banks, of which 213, 142, and 49 are found in West Virginia, Pennsylvania, and Kentucky, respective¬ly. 18 Many of these refuse banks have burned for 40 years or more; many others may continue burning for a like period. It is estimated that the annual emission from these smoldering piles approaches 183,000 tons of pollutents which may produce many deleterious effects on the populace, property and vegetation in the proximity to the sources.16 To date, little progress has been made in alleviating the pollution from the currently burning refuse banks; however, numerous investigators who are researching the causes of ignition, as well as preventative disposal techniques (refuse compaction, layering and crushing to finer sizes) have met with some success in handling the newly discarded coal refuse.

This paper presents the results of a parametric study of the influence of natural features (stress field, rock strength, and strength and orientation of fractures) as well as the influence of induced features (undercut span, boundary slot, and other boundary-weakening measures) on the cavability of an undercut block of ore in mining by the block-caving method. The two-dimensional finite element analysis technique was used for this study. A coarse "mesh," along with linear homogeneous assumptions for rock properties, was used to model the problem of initiation of caving in a block of ore. Interpretation of the test results suggests that weakening the "abutments" of the block as well as certain orientations of natural fractures exercise significant influence on cavability. These findings hold promise for immediate application to known situations in block-caving mines.

Ten years ago, only 3% of Consol's underground coal production resulted from using the longwall mining method. Today, that figure has grown to 45% and has helped the Pittsburgh-based concern fuel an upswing in productivity. The company reported that productivity at its underground mines, excluding labor strike periods, increased 24% between 1978 and 1981. Last year, an additional 8% increase was achieved. Efforts such as improved safety, training, engineering, and maintenance programs as well as the closing of unproductive mines has contributed to these gains, according to Joseph M. Richards, Consol's executive vice president of operations. But, Richards adds, a great part of the credit goes to longwall mining. What is Longwall Mining? To fully appreciate the advantages of longwall, one needs an understanding of how mining is done by other methods. For instance, in both conventional and continuous mining, rooms or tunnels are dug in the coal seam. Pillars of coal are left standing to support the roof as mining moves forward in the seam. In conventional mining, a slot is cut in the base of the seam and holes for blasting are drilled. After blasting, the coal is loaded. A more efficient method - continuous mining - uses a machine that combines cutting and loading. Longwall mining, by contrast, works backwards from the end of a panel. Two parallel sets of tunnels (development panels) are cut into a seam with continuous mining machines, then connected with a set of crosscuts at the far end. Min¬ing then proceeds back toward the entrance. Longwall mining employs some very productive machines. Large drum shearers, for example, run on a track along the length of the coal face for some 150-180 m (500-600 ft). The shearers cut the coal which falls onto a conveyor system or pan that also runs the entire length of the face. The longwall crew works under a roof of heavy steel supports called shields. As the coal is removed, shearers, pans, and shields are moved forward by hydraulic rams. The roof is allowed to collapse behind the shields. In addition to increasing production, longwall mining is considered to be safer because the miners work under strong steel shields. New designs have made them more rugged and maintenance free, as well as more stable on soft mine floors. Early roof supports, called chocks, had gaps in the roof canopies. The new roof shields now cover the entire working area and are better able to prevent roof material from falling into the working area, thereby improving safety and productivity. Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). There are many opportunities for computers to assist in dragline mine planning. Three important areas particularly lend themselves to computer assisted study. These are overall mine design and planning, the computation and display of range diagrams and the calculation of production and production variability. The computation of range diagrams is of particular interest because of the importance of matching the dragline and site geometries. This paper examines the uses of range diagrams in dragline mining and illustrates the application of computer techniques to the computation using one such program as an example. The use of computer generated range diagrams for machine selection, pit design and in parameter analysis is discussed. Directions for further development are also provided. There is a great deal that can be done to additionally enhance the ability to provide accurate designs for the dragline operation. One area that needs special attention is the dumping of overburden around access ramps into the pit. This situation is one of the most difficult dumping sequences and affects machine selection and pit operation. It is also suggested that programs that simulate the production schedule of the drag-line would be useful. It is concluded that large overall mine planning programs are very important in dragline mining. However, smaller programs designed for a specific, task are also important tools in many cases. These are easy to learn and use, well adapted to the PC environment and provide useful information, both for design and for daily planning.

R.C. Rex, Jr. V. Rajaram's paper does not accurately reflect the status of Eastern oil shale development as it stands today. Today, there are numerous firms and research organizations pursuing development of the Eastern oil shale resource. Details of the current projects can be found in the symposium proceedings for the 1985 Eastern Oil Shale Symposium held in Lexington, KY, in November 1985. Additionally, the comparison of the Paraho and HYTORT processes is invalid because the HYTORT process design used it not an accurate representation of the HYTORT process. I will briefly address this point. It is disconcerting to see the author reference hydroretorting work conducted at the Institute of Gas Technology (IGT) (circa 1978) in the introduction, which indicates hydroretorting (the HYTORT process concept) yields of up to 250% of the Fischer Assay oil yield, and then turn around and base the remainder of the paper on the 1981 "Synthetic Fuels From Eastern Oil Shale Report," which depicts the HYTORT process as yielding only 115% of Fischer Assay. Indeed, work conducted at IGT to 1981 indicates commercial oil yields for the HYTORT process would be in the range of 200% to 210% of Fischer Assay. A more thorough literature search by the author would have yielded a 1981 publication by Schora et al., entitled "Update on the HYTORT Process" presented at the Symposium on Synthetic Fuels From Oil Shale in Nashville, TN, October 1981. This paper thoroughly discusses the shortcomings of the referenced study with respect to the HYTORT process. For the interested reader, I can also recommend a June 1984 report entitled "An Economic Comparison of Five Process Concepts for Using Eastern Oil Shale," published by Los Alomos National Laboratory (LA-10106-MS, Parkinson et al., NTIS No. DE84-015981). This study applies a realistic HYTORT design (circa 1982) and indicates that HYTORT is the most econom¬ical method of processing Eastern oil shales (about $20/bbl less than Paraho). Additionally, completion of the HYTORT feasibility study in June 1983 by Phillips Petroleum Co., Bechtel Group Inc., HYCRUDE Corp., and IGT has resulted in development of designs that will make the use of HYTORT on Eastern oil shales even more economic. HYCRUDE Corp., a second-tier subsidiary of IGT, is involved in commercialization and licensing of the HYTORT process and is active in efforts to develop the Eastern oil shale resource. As such, I am disappointed to see outdated material that has the potential for adversely affecting development of Eastern oil shale resources published in MINING ENGINEERING. I can only hope that this response will serve to mitigate any negative opinions that may have been formed. Today, activity in commercializing Eastern oil shales dominates the oil shale scene in the US and indicates a realization of the potential for these shales. Reply by V. Rex, Jr. I hope that Hycrude's work will lead to the funding of a pilot plant to demonstrate that yields of greater than 200% of Fischer Assay can be achieved in a commercial plant using eastern US oil shales.

In a small tank, slurry is passed through the high shear impeller zone with small time intervals, and a large proportion is regularly exposed to air at the surface, and at relatively high shear rates. This accounts for significant differences in the performance of large and small tanks. It is preferable to derive data where possible directly from an operating plant rather than applying data generated in small tanks where allowances must be estimated for the above differences [and where slurry aging and often substantial cooling compared to hot freshly milled ore further distorts results]. Various measurements have shown that many gold slurries can suffer extreme variability, as streamers of bypassing material or boules of hold-up periodically condstitute the instantaneous discharge from a tank - the relatively high Yield stress of slurries [around 1 to 10 Pa] causes very incomplete homogenization of slurry in any tank, the worse the larger the tank and the more viscous the slurry. To provide a background for this subject, this monograph presents leach and adsorption models based on the fundamental physics and chemistry of these processes, and includes quantitative discussions of factors which can lead to deviations on scale-up. The Throughflow model which avoids the need for such alowances is then presented, as well as a Computer Programme applying this model, and which allows direct calculation of the effects of:

The challenge of the sustainable development framework in mining today is to see that the minerals sector as a whole contributes to human welfare and well-being without reducing the potential for future generations to do the same. If the minerals sector around the world is to contribute positively to sustainable development, it needs to demonstrate continuous improvement of its social, economic, and environmental contribution, with new and innovative governance systems. Canada is an international leader in mining and related technology. Metals and minerals is Canada?s second-largest earner of foreign exchange. Canadians, along with the rest of the world, are increasingly concerned about the environmental impact of mining activities. The Canadian Mineral industry has acknowledged the importance of its environmental responsibility by taking a broad range of innovative actions in order to ensure a sustainable development of its resources. This paper analyzes how the concept of sustainable development can be related to mineral enterprises. It discusses a wide range of issues under three main areas: perspectives on sustainable development; processes for furthering sustainable development; and assessment methodologies and indicators. This paper also presents a proposed framework and a core set of key sustainable development indicators that could be useful in efforts to measure progress toward sustainable development in mining. The paper concludes with a case study of some key sustainable development indicators related to the Canadian oilsands mining.

The Call for Papers described the session as "Top down applications; management tools for decisions, planning, investment/finance, and negotiations." In order to attract papers, and know which ones to include as well as those to reject, it was necessary to (1) define the executive suite, (2) review what had been done in previous APCOM symposia, and (3) find out what's happening now, what isn't being done, and what can be predicted. To accomplish this, especially the third task, senior managers throughout the mineral industry were generous with their time in telephone and personal interviews. Five papers were selected for presentation at the symposium and inclusion in the proceedings; the content is divided between the Executive suite in the mineral industry and those elements which apply to any Executive Suite. The Executive Suite is the top portion of the organizational tri- angle (I), those to whom the managers of functional areas such as exploration, production, finance, and marketing report. The make-up and specific activities within an executive suite reflect the organization and culture of its corporation. As there is no typical corporation, there is no typical executive suite; however, those who work within the executive suite typically do not have day to day operational responsibilities and either are, or report to, the Chief Executive Officer.

The Gibralter Mines Ltd. complex is 61 km (38 miles) north of Williams Lake in central British Columbia, Fig. 1. The discovery of these deposits evolved in stages such that each stage revealed a bigger piece of the elephant. When the elephant was mostly revealed, Placer Development Ltd. brought the property into production. Although Gibralter is aporphyry copper deposit, it is certainly not a typical one. Copper and minor molybdenum mineralization occur in a foliated and saussuritized quartz diorite. Ore bodies tend to be tabular in form because foliation exerts a major control on localizing mineralization. A generalized geologic map of the Gibralter-Pollyanna area is shown in Fig. 2. Mineralization was first identified in 1917 in the Pollyanna area. Several shallow pits were sunk on flashy, but low grade, lenticular quartz veins. Duval Corp. made the initial commercial discovery, the Pollyanna ore body, on what were then called the Pollyanna claims. These claims, staked by R.C. Glen and C. Gennis in 1963, were the first to be optioned by Duval in British Columbia in October 1964. Placer Development joined Duval in late 1966 as a 50% joint venture partner, and after optioning the adjoining Gibralter claims, proceeded to evaluate and develop the four ore bodies that make up the Gibralter deposit. The Gibralter claims south of the Pollyanna claims provided the name for the Gibralter deposit.

In the context of this session on "Practical Placer Mining," a projection of the present into the future first assumes that there is a future for Placers. The second assumption is that there is the combination of adequate reserves and a willing, mining investment source to finance placers. This paper will point out the opportunities on both assumptions, illustrating my positive position on the future of gold placers. In order to focus this paper more effectively, I have chosen GOLD as the subject mineral. However, it is recognized that much of the technology for exploring and mining gold placers has been applied to other alluvial deposits; including platinum, diamond, tin, and various industrial minerals (which are often referred to as "placers" though this contradicts historical definitions). Over the past 10 years I have presented several papers on the general subject of placers, most of which are listed under References. These have included topics such as exploration, evaluation, small-scale gold placer mining and decision-making, mining and processing equipment designs, and dredge-mining operations. In an attempt to identify the more promising, undeveloped placer potentials in the world I have usually mentioned the USSR and China but qualified them as being either inaccessible, or, politically difficult to obtain. However, with recent developments in the USSR, the obstacles appear to be somewhat diminished.

Some basic terms used in cost management and accounting include: - Cost. A sacrifice made to acquire goods or services, measured by the price paid. Technically, the sacrifice is called a cost until the benefits from the goods or services have expired, at which time the sacrifice is called an expense. In this text, the terms "cost" and "expense" are used interchangeably. - Revenue. An increase in the value of the firm resulting from the sales of goods and services. - Income. The excess of revenues over costs for a specified period. The term is often used with modifiers to indicate specific quantities on an income statement (e.g., pretax income; net income). - Activity. A measure of production work. Traditionally, physical production volume (tons of ore or units of product) has been used as the measure of activity. Other measures include direct labor hours, equipment operating hours, and quantity of materials or supplies consumed. - Responsibility center. A segment of an organization that is responsible for a specified set of activities. In mining, individual operating divisions can be treated as responsibility centers, known as profit or cost centers. Departments within a division are generally treated as cost centers. - Cost center. A portion of an organization having responsibility for achieving specified levels of cost. - Profit center. A portion of an organization having responsibility for achieving specified levels of profit (revenues and costs).

Methods of utilizing flocculants as settling and filter aids for mineral processing slurries are reviewed. Broad chemical classifications and techniques for proper dilution, multiple addition, and combination treatments are discussed. A variety of custom built and commercially available systems for make up and delivery of flocculants to the application points are in use through- out the mining industry. Those concepts which, in the author's opinion, are particularly important to the successful make up and use of flocculants are presented in relationship to the available make up and feed systems. Actual industrial applications are included in the presentation.
