INTRODUCTION Background Tokyo, the capital of Japan, is one of the largest cities of the world. As many as 33 million people live in Tokyo and three neighboring prefectures although the city occupies only 0.6% of the area of the country. The network of Metropolitan Expressways serves as a major artery for daily physical distribution in Tokyo. The Central Circular Route of the Metropolitan Expressway (MECCR) is located innermost among the three circular routes in Tokyo (Figure 1). Once completed, MECCR is expected to drastically mitigate traffic congestion in the central Tokyo area and provide drivers wider varieties of options in route selection. Alleviating congestion is estimated to reduce 400,000 tons of carbon dioxide emissions annually. The eastern and northern sections and part of the western section of MECCR have been completed with the total length reaching 33 km. The western section will be extended southward by approximately 4 km in the spring of 2010. An 11-km-long western section of MECCR that is currently being constructed is composed mostly of tunnels. A large number of power supply, gas supply, telephone, drinking water and sewerage pipes have been placed under the Yamatedori avenue along which MECCR is being constructed. The shield tunneling method has therefore been adopted for constructing tunnels along the route. The method involves the advancement of a shield tunnel boring machine (TBM) through the ground simultaneously assembling segmental rings within the shield. The method not only enables the building of highway tunnels more quickly and efficiently than other methods but also minimizes the effects of construction work on the surrounding area and the environment. Constructing the tunnel using the conventional cut-and-cover method might have required large amounts of time and cost because relocating the numerous objects buried under the Yamatedori avenue might have been necessary during tunnel construction. It was also considered desirable to place the tunnel at a depth of 30 m or more from surface to prevent tunnel construction from adversely affecting railways because the tunnel was expected to cross eleven railways and subways. This is one of the reasons for selecting shield tunneling as an effective method. The shield tunneling method was finally adopted for a length of 7 km in the 11-km western section of MECCR. The shield tunneling method was also employed in the Ohashi Tunnel located southernmost in the 11-km western section of MECCR. This paper describes the construction of the Ohashi Shield Tunnel.

Water only cyclones, sometimes referred to as hydrocyclones, are one of the newest types of coal processing equipment. These devices have achieved wide acceptance as fine coal cleaners in the past decade. Many metallurgical coal plants employ water only cyclones to process 0.5 mm x 0 size coal. Some of these plants have as many as 40 to 50 305-mm-diam units with each unit receiving as much as 9 t/h of raw feed. The growth in the utilization of hydrocyclones is due partly to the energy shortage, partly to the general increase in over-all coal preparation, and also because of a need for a simplified fine coal (0.5 mm x 0 size) gravimetric separator. Large diameter water only cyclones are also available and in use to process feed sizes up to 32 mm in size. However, the size normally employed for cleaning 0.5 mm x 0 coal are 356 mm or 305-mm-diam for single-stage circuits. In two-stage circuits, the secondary units are normally the same diameter as the primary units or smaller, such as 203-mm-diam. By using the small diameter cyclones and treating a closely sized feed, 0.5 mm x 0 only, it has been found that the probable error or imperfection of the water only cyclones is comparable to that obtained on the same size fraction treated in a large 610-mm-diam heavy media cyclone washing 38 mm x 0. The water only cyclone can approach the efficiency of a heavy media cyclone when cleaning fine solids because it creates its own dense media by accumulating high specific gravity particles in the wide angle conical section of the cyclone. A cut-away cross sectional view of a water only cyclone is shown in Fig. 1. It is also true that when treating a wide range of sizes (38 mm x 0) in heavy media cyclones, the smaller size particles (0.5 mm x 0) separate in proportion to the split of the media through the cyclone rather than by particle density.

The coal industry is ever changing and complex. This article discusses some problems that must be faced and their projected economic effects. Coal's dominant market is for electric power generation. While growth rates in the 1980s will be nominal compared to historic growth rates, such growth will be substantial in absolute terms because it comes from a very large base. Higher growth is expected in the 1990s. History When looking toward the future, an examination of the past is helpful. Figures 1 and 2 present production and consumption statistics (expressed in short tons) on bituminous coal and lignite in the US from 1945 onward. After an all-time peak of 572 Mt (631 million st) in 1947, total production dropped to 356 Mt (392 million st) in 1954. Sustained growth in total production did not begin until the 1960s. Coal production from under-ground mines declined from more than 400 Mt (440 million st) in 1947 to about 295 Mt (325 million st) during 1965 to 1970. A further decline ensued until a strike in 1978 reduced production to only 218 Mt (240 million st). Underground mines produced 283 Mt (312 million st) in 1983. Coal production from surface mines has increased steadily since the early 1960s. While some of this increase has come from mines east of the Mississippi River, most has resulted from surface mines developed in the West. Production from surface mines west of the Mississippi River was 224 Mt (247 million st) in 1982. Total coal production from under-ground and surface mines, other than Western surface mines, continues to approximate levels of 40 years ago. In spite of several wage increases, increasing productivity in surface and underground mines enabled the coal industry to hold the average value f.o.b. mine to about $5.50/t ($5 per st) from the end of World War II to 1969. Under-ground mine productivity peaked at more than 13.5 t (15 st) per man-day in 1969. The Coal Mine Health and Safety Act of 1969 was a major factor in underground productivity declining to 7.6 t (8.4 st) per man-day in 1978. However, pro-

During the ongoing research into the possible applications of Virtual Reality in underground operations, the AIMS Research Unit has developed a user-interface driven program which enables a user to input the geometry of underground mines, and add equipment and working processes in order to produce an accurate simulation of their operation. This paper describes the main features of this system (VR-MINE). Virtual Reality is a field which has grown out of three dimensional computer graphics techniques, and allows a user to move freely around a model held within the computer's memory. Movement around this model is carried out by the use of intuitive peripherals such as joysticks, with the user's view from their position within the model being produced in real time on a computer monitor or other device (such as a headset). This enables a user to interact with any three dimensional model and see the results of their actions immediately. VR-MINE is broken into two separate programs, both running under Microsoft Windows 3.1 or above. The first, the editor, allows the user to develop the mine layout and add equipment and personnel. The mine geometry is considered to be made up of various types of objects, for example a straight roadway segment which can be inclined, a junction roadway segment, and a turning segment. The geometry can then saved into a file to be loaded in by the second program of VR-MINE, the viewer. This generates a real- istic representation of the mine, with undulating floors and walls. It also has the ability to display multiple windows on the mine at the same time, which are arranged interactively. The simulation occurs within this program, with the user traversing the model in real time to examine possible areas of improvement in operations. This paper gives a number of examples of how the AIMS Re- search Unit has applied this technology to a range of underground mining scenarios to improve the safety of workers in the under- ground environment. The application discussed include computer graphics and Virtual Reality systems to training, risk analysis, visualisation, simulation, accident investigation and major hazard planning.

The Millenbach copper-zinc orebody is an ideal Canadian example of a stratabound base metal deposit in volcanic rocks. The mine, operated by Lake Dufault Divison, Falconbridge Copper Ltd. is located five miles north of the city of Noranda in northwestern Quebec. The deposit occurs within an Archean volcanic sequence which forms part of regional acidic volcanic center within the Abitibi greenstone belt. Preproduction ore reserves totalled 2,075,000 tons grading 3.5% copper, 3.6% zinc, 1.1 ounces per ton silver, and 0.02 ounces per ton gold. Stratabound lenses of massive sulphides together with underlying stringer sulphides are closely associated with a dome of quartz-feldspar porphyritic rhyolite approximately 3000 feet below surface. The paper describes the presently known geology of the deposit and includes documentation of sulphide mineralogy and textures as well as sulphide/ host rock relationships. The stratigraphy, petrography and chemistry of the volcanic host rocks are described with emphasis on the alteration intimately associated with the sulphide bodies. Although the volcanic stratigraphy is complex within the mine area, the presence of only low-grade metamorphism and the relative lack of structural deformation allow detailed interpretation of geological history. Presently recognized evidence strongly suggests that the sulphides were deposited at and near sea-floor, by hydrothermal solutions. The dome of porphyritic rhyolite appears to have been the most significant factor controlling sulphide localization.

The Greater Vancouver Water District is currently constructing the Seymour-Capilano Water Filtration Project to enhance the quality of drinking water in the Vancouver metropolitan area. The Seymour-Capilano Water Filtration Project comprises the 1,800 million litres per day Seymour-Capilano Filtration Plant, the 1,080million litres per day Capilano Pumping Station, twin tunnels with associated shafts, and the Capilano Energy Recovery Facility. The twin tunnels will convey raw water under pressure from the Capilano Reservoir to the Seymour Filtration Plant and return treated (filtered) water for distribution. The Twin Tunnels component of the project comprises twin, 3.7 m diameter, 7.2 km TBM bored tunnels, the 180 m deep Seymour Shaft as the main launch shaft, and two 4 m diameter, 268 m deep raise bore exit shafts at Capilano. The Twin Tunnels have been planned as predominantly unlined tunnels sited at depth entirely within granitic bedrock and cross under two major buried glacial valleys of breadths in excess of 1500 metres that are filled with glacial sediments to depths up to 200 metres. The maximum overburden along the tunnel alignment is approximately 400 metres. Comprehensive site investigations and studies were completed during the detailed design stage of the project. The construction of the twin tunnels started in the fall of 2004 and is planned to be completed by mid-2008.

Analytical models for transient groundwater phenomena, such as those of Theis, Cooper, and Jacob, are important but often limited tools for aquifer evaluation and drawdown prediction. Most were developed using simplifying assumptions which compromise their treatment of complex boundaries and most also contain functions that are mathematically complex and difficult to solve explicitly. Examples of such functions are the Bessel functions, the exponential integral, and similar well functions for leaky confined and water table aquifers. This paper describes the joint use of simple numerical techniques and numerical approximations of these functions to extend many analytical models beyond their conventional applications. The enhanced analytical methods represent many hydrologic problems more easily and realistically, permit a wider range of application, and often provide insight into the response of pumped groundwater systems without the need to resort to more complex numerical flow models. Use of the enhanced analytical methods usually requires the use of microcomputers due to the large number of computations. Examples presented here are the development and extension of type curves and the determination of drawdown distributions.

The stress-relief method for the determination of the ground stress tensor is a common procedure in rock mechanics. In particular, the method of applying gauges to the end of a borehole is a well-established technique. Investigations, both experimental and theoretical, indicate that large discrepancies can exist in the determination of the ground stress tensor when the rock substance is not the ideal elastically isotropic material assumed for the reduction of data. The purpose of this paper is to extend the analysis of strain gauges applied to the end of a borehole to rock material more closely approximate to an orthotropic substance.

A wide variety of materials have satisfactory to superior insulating properties and can be used to control the flow of heat, provide energy savings, improve personal comfort and contribute to personal safety. Such materials range from completely organic products--both of natural origin and synthetics--to completely inorganic. In many cases, thermal protective systems are actually combinations of both. Obviously, those insulating materials which are principally inorganic have the inherent advantages of low to minimal combustibility as well as utility at vastly elevated temperatures. Both of these properties are highly desirable in providing not only thermal energy conservation, but also personal safety in residential and commercial applications. As the thermal insulation needs of man and industry have developed, there has been an ever-increasing demand on the minerals industry to provide the resources required to fill these needs. On a global scale, industrial minerals have become the fundamental base upon which today's thermal insulation industry has been built. The use of minerals to control heat flow range from the most unsophisticated applications to those requiring the ultimate in scientific technology. In many cases the minerals are themselves converted in- to the major insulating media; for example, fiber glass, rock wool or refractory fiber. In other cases, minerals are used as the chemical reactants to form the binder matrix which in turn provides the product strength required for adequate handling and installation; for example, calcium silicate bonded products wherein the binder is the reaction product of lime and silica. In still other cases, low density mineral products are added to a high density binder System to provide lower weight and better insulating properties; for example, the use of expanded perlite in concrete.

More than 100,000 residents of Springfield and surrounding communities live on karst (sinkhole) terrain on the Springfield Plateau in southwestern Missouri. The city occupier much of the headwaters area of Wilson Creek basin, which is underlain by the Burlington Limestone (Mississippian), a cavernous, massively bedded formation averaging 150 feet in thickness. Sinkholes, some as deep as 75 feet, pock-mark the uplands. Stony red residual clay mantles the pinnacled limestone bedrock. Surface water lost to sinkholes and losing reaches of upstream areas resurges in springs and estevellas (reversible sinkholes) in the lower reaches of Wilson Creek. The Springfield Southwest Treatment Plant, an activated sludge process sewage treatment facility, situated about mid-basin at the confluence of Wilson Creek and a tributary, South Creek, serves the entire city. Effluent from the treatment plant together with industrial, street-wash and other waste from the-headwaters of the basin have degraded both surface and ground water quality in much of the Wilson Creek watershed. The area affected includes Wilson's Creek Battlefield National Park and recreational reaches of James River below the mouth of Wilson Creek.

In its search for additional ways to increase understanding of rock behavior, the Twin Cities Mining Research Center has turned to the scanning electron microscope, an instrument rapidly finding application in research concerned with surfaces of materials. Since features indicative of the manner in which rocks fail may be recorded on the surfaces of fragments as disintegration proceeds, this microscope might be used as a tool for seeking and mapping these minute features. In pursuit of such features, we chose to scan a portion of the fracture surface from a quartzite disk compressively loaded to failure between two pins centered along the disk's axis. The resultant fracture appeared as a rough, diametric plane, and the fracture surface near one of the loading points was scanned with the microscope.

A beneficiation process has been developed to provide selective separation of unburned carbon from high loss-of-ignition (LOI)fly ash. Using froth flotation to achieve selective separations requires long residence times and high reagent costs. A proprietary reagent system has been developed to address these limitations. Based on the results obtained from laboratory and pilot-scale investigations, a flowsheet design has been developed to produce two distinct usable products from class F fly ash — low LOI ash and a high-carbon product suit-able for reburning or further upgrading.

The handling and disposal of mine water is a much larger problem than is apparent at first glance. Many more tons of water are removed from underground coal mines in the United States each year than tons of coal. In the old anthracite region of Pennsylvania the average was around 32.7 t (36 st) of water for each ton of coal produced, while bituminous mines average about 4.5 or 5.4 t (5 or 6 st). Water encountered in the mines may come from several different sources. In mines with light cover and without a firm solid roof, rain may seep directly into the workings. This is also true of deeper mines where pillar falls have broken the roof to the surface. The top under creek beds is generally faulty and broken and water comes through the roof at this point. Deeper mines are frequently overlain by water-bearing strata and pillar breaks and faulty top can admit water, while places running to the dip often accumulate water which comes up through the bottom. In all cases, except where passing under a year-round stream, the amount of water made is usually pretty closely connected with the weather-more water during the rainy season, less in the dry, although the deeper a mine is, the longer it is before changes in rainfall are felt. Another source of water, not connected with seasonal changes, is old water, accumulated over a period of time in abandoned workings of the mine, or from flooded adjacent mines. Here the water filters through the coal, the parting, or comes up through cracks in the bottom. Similarly, core holes, drilled to prospect the property, can be a source of unexpected water and modern safety requirements for dust-allaying water at the working faces can turn a pleasant working area into a soggy mess over the weekend if the system is not properly maintained and operated. Why water must be disposed of is obvious. If allowed to accumulate, sooner or later the mine will fill up, or at least it will become "roofed" in low places, blocking ventilation and traffic. It must be controlled long before it reaches this stage. Water standing in the working faces is unpleasant for the men who have to work there and also cuts down on the amount of work they can do, as they must watch where they step all the time. It is especially unpleasant in low coal.

2.1 INTRODUCTION When total extraction of an opening of sufficient size is reached in a horizontal coal seam, the roof strata in the overburden deform continuously to reach a new equilibrium condition. The severity of deformation decreases upward toward the surface. As the downward saggings of the strata propagate and reach the surface, there will be a depression zone on the surface directly above, but extending beyond the edges of the underground opening. This is the surface subsidence basin or surface subsidence trough. The surface subsidence basin is circular in plan view, if the coal seam is horizontal and the mined-out opening is square in shape. But it is rectangular with rounded corners or elliptical if the coal seam is horizontal and the mined-out opening is a long- and thin rectangle or a short-rectangular, respectively (Fig. 2.1). Most underground openings (e.g., longwall panel) assume rectangular shape when total extraction has been completed. Theoretically the edges of the subsidence basin are the points of zero subsidence. But it is difficult to exactly locate the points of zero subsidence. Therefore in practice the points with vertical subsidence of 0.4 in. (10 mm) are used. The final subsidence basin is that which exists long after the mining has been completed, because its magnitude and shape are quite different from the dynamic subsidence basin formed while the face is moving. 2.2 CHARACTERISTICS AND TYPES OF DEFORMATION IN THE FINAL SUBSIDENCE BASIN For a horizontal coal seam, every point in the subsidence basin moves toward the center of the basin. Subsidence is maximum at the center of the basin. Any cross-section that passes through the point of maximum subsidence and either parallel to AB or CD line (Fig. 2.1) is a major cross-section along which principal directions of surface movements occur. However among those infinite numbers of major cross-sections, two specific ones are of special significance, not only because the magnitudes of surface movements are the largest, but also because they are the most easily identifiable directions, i.e., one that is parallel to the faceline at the center of the basin (CD in Fig. 2.1) and' the other is that perpendicular to the faceline but parallel to the diction of face advance (AB in Fig. 2.1). Nearly all the subsidence data obtained in the US have been derived from these two cross-sections, although some cross- sections parallel to CD but near the edges of the panel have also been included. In addition to moving horizontally toward the center of the basin, every point in the basin also subsides vertically. The magnitude of subsidence increases toward the center of the basin. Therefore surface subsidence is a three-dimensional problem and should be treated so in all cases. On all the major cross-sections, only principal subsidence and principal displacement occur. Since subsidence and displacement vary continuously in every major cross-section, three additional deformation components are de- rived, i.e., slope, curvature, and strain. On all other non-major cross-sections on the other hand the five components are accompanied by two additional components, i.e., twisting and shear strain. The seven components of the surface movement are defined as follows (Fig. 2.2): 1. Subsidence, S. On any cross-section, the vertical component of the surface movement vector is called surface subsidence. It generally points downward. But sometimes it points upward in areas ahead of the faceline or beyond the edges of the opening. In such cases it is a surface heave which is usually less than 6 in. 2. Displacement, U. On any cross-section, the horizontal component of the surface movement vector is called surface horizontal displacement. It generally points toward the center of the subsidence basin. But in steep terrain, it moves along the downdip direction 3. Slope, i. On any cross-section, the difference in surface subsidence between the two end points of a line section divided by the horizontal distance between the two points is called the surface slope of the section. 4. Curvature, K. On any cross-section, the difference in surface slope between two adjacent line sections divided by the average length of the two line sections is called the surface curvature of those two line sections. There are two types of curvature: con- vex or positive curvature and concave or negative curvature. 5. Horizontal strain, e. On any cross-section, the difference in horizontal displacement between any two points divided by the distance between the two points is called horizontal strain. If the distance between the two points is lengthening, it is tensile strain with positive sign. Conversely, if it is shortening, it is compressive strain with negative sign 6. Twisting, T. On the surface of the subsidence basin, the difference in slope between two parallel line sections divided by the distance between the two line sections is called twisting. 7. Shear strain, y. Shear strain is the changes in internal angles of a square on the surface of the subsidence basin or on any major cross-section. It is the summation of the differences in incremental (or decremental) lengths between the two opposite sides divided by the original distance between the two opposite sides. More precisely, the surface deformation indices (i.e., slope, strain, curvature, twisting and shear) are defined by derivatives of surface movement components. For simplicity, the x- and y-axes of the cartesian coordinate system are set to be parallel and perpendicular to the cross-section of interest, respectively. In such a coordinate system, slope and curvature along x direction are the first and the second derivatives of the vertical components (S) of surface movement with respect to x, respectively, or i, = ds/dx and kx = d2s/dx2. Horizontal strain along x direction is the first derivative of the component along x direction of the horizontal displacement,

HINDERED SETTLING CONCENTRATION In the free settling of mineral particles in a liquid, the falling particles are at a distance from each other so that no particle is affected by its neighbor. In hindered settling, the concentration of particles is sufficiently high so that each particle is affected by its proximity to other particles in the suspension. Richards and Locke86 have described the hindered settling phenomenon as the condition “.. where particles of mixed sizes, shapes and densities in a crowded mass, yet free to move along themselves, are sorted in a rising current of water, the velocity of which is much less than the free-falling velocity of the particles but yet fast enough so the particles are in motion." This is the condition normally encountered in mineral con¬centration processes. The well known Newton equation for free settling of coarse (ap proximately +10-mesh, 1/16-in. or -- 2000-µm) spherical particles is:87 where v," is free settling velocity, cm/sec; p' is density of the fluid; p is density of the particle, g/cm3; d is particle diameter, cm; g is acceleration due to gravity, cm/sec2; and Q is coefficient of resistance, dimensionless, ~0.4. For the settling of fine spheres in water (approximately 150 mesh or 100 µm) the equation of Stokes pertains:87 where µ is viscosity of the fluid in poises and the other symbols have the same meaning as those in Eq. 1. For particles whose size lies between about 10 mesh (--2000 µm) and 150 mesh (100 µm), their settling velocity can be determined from experimental data. These data are available in convenient form in the text by Taggart88 based on the original work of Richards. Alternatively, a Reynolds number-coefficient of resistance plot may be used to determine the settling rate of such particles.87 The settling rate of spherical particles under hindered settling conditions can also be calculated from Eqs. I and 2 by replacing p', the density of the fluid, by p" the apparent density of the suspen¬sion. The concentration of particles in the fluid thus imparts an appar¬ent density to the composite fluid or suspension greater than that of the liquid alone, resulting in a buoyant effect on the larger particles. Particle shape affects the settling rate of both coarse and fine particles. The general effect is to reduce their settling velocities and the effect is greater for coarse particles and for those settling under hindered settling conditions than for fine particles or free settling ones. For two particles of differing densities but settling at the same velocity under Newtonian conditions, the ratio of their diameters from Eq. 1, called the free settling ratio is: where L signifies the lighter particle and H, the heavier particle. Under Stokesian conditions the exponent would be 0.5. For hindered settling conditions the fluid density p' is replaced by the apparent density of the suspension, p", to obtain a generalized equation for the hindered settling ratio: assuming both particles settle in approximately the same regime. The free settling ratio as given by Eq. 3 has been called by Taggart88 the "concentration criterion" and is used to predict the effectiveness of any gravity concentration process (see Introduction to this section). Based on Eqs. 3 and 4, if two particles of densities pH and p,, settle at the same velocity, the diameter of the lighter particle will be larger than that of the heavier particle. For example, in the case of galena (pH = 7.5) and quartz (pL = 2.65) settling in water (p =1.0) under free settling, Newtonian conditions 3.9. Thus, a quartz particle nearly four times as large as a galena particle will settle at the same velocity. Any quartz particle just slightly less than four times the diameter of the largest galena particle may be separated from it. Under hindered settling, Newtonian condi¬tions in a suspension where p" = 1.65, dL/dH = 5.85 or any quartz particle just slightly less than about six times the largest galena particle may be separated from it. Reference to Eq. 4 indicates that a superior separation between two minerals of differing densities is favored by: (1) coarse particles settling under Newtonian conditions, (2) a large difference in (pa - PL), and (3) separation under hindered settling conditions where p" is high. Of course, there are practical limits to increasing p" excessively because at very high percent solids suspen¬sion fluidity would be lost and the hindered settling separation process defeated. Examples of hindered settling separators are the Dorrco-Fahren¬wald sizer,89 the Rheolaveur box 90 the Spitzkasten,89 and the Willoughby washer.91 These devices make a mineral separation on the basis of both specific gravity and size and all of them are essentially obsolete except for the Dorrco-Fahrenwald sizer and similar devices which still find application for the removal of coarse particles from a much finer particle assemblage and for preconcentration ahead of shaking tables. In a long term toxicology study SPF, F-344 rats were exposed 6 hours/day, 5 days/week for up to 24-months to a special test toner at 0, 1 (low), 4 (medium), and 16 (high) mg/m3, or Ti02 at 5 mg/m3, or Si02 at 1 mg/m3 by the inhalation route. The test toner was composed of about 90% random, high molecular weight acrylic copolymer and 10% high purity, medium color, furnace type, carbon black. It was enriched in fine particles such that the respirable aerosol concentrations (ACGIH) were to 0, 0.35, 1.4 and 5.6 mg/m3. There were no effects of exposure on survival, causes of death, body weight, food consumption or clinical chemistry and hematology parameters. There was no evidence for systemic or upper respiratory system toxicity as all of the changes were restricted to the lungs and associated lymph nodes. The lung tumor frequencies in the control (air and Ti02) and toner exposed groups were comparable. There were no changes at the low exposure level, which is the most relevant in regard to potential human exposures. The lung changes at the high exposure level consisted of decreased alveolar clearance, increased toner retention, increased lung weight, chronic inflammation, decreased pulmonary function and a moderate degree of focal fibrosis in all animals. The changes in the middle exposure level were smaller in magnitude than at the high level, and a very slight degree of fibrosis was found in 20% of the animals. In a follow-up investigation, female F-344 rats were exposed to one of three toner concentrations; control, low (10 mg/m3) or high (40 mg/m3) for 13 weeks followed by five, 13 week observation intervals. At the low exposure level, slight clearance retardation and modest inflammatory changes were observed at the end of exposure. They returned to normal values within six months post-exposure. In contrast, at the high exposure level, increased lung weight, decreased alveolar clearance and a disproportionate increase in toner retention, as well as an inflammatory response, were noted, which persisted throughout the post-exposure interval. While no significant histopathological changes were noted at the end of exposure, a very slight degree of fibrosis was observed in all of the animals in the high exposure group, after 65 weeks of observation. All of the above alterations are ascribable to "lung overloading", a generic response to excessive amounts of any dust retained in the lungs for a prolonged time interval. Published accounts in the toxicology literature document that long-term inhalation of large quantities of even innocuous particles such as Ti02, carbon black, petroleum coke, toner, and other polymeric and insoluble materials has resulted in a spectrum of generically similar pulmonary changes. Scaling of the rat-data, using 1 mg dust/g of lung as a threshold for "lung overloading", normal ventilatory parameters and 300-500 day human retention halftimes project "lung overloading" upon long-term exposure to insoluble respirable dust above 0.2-0.33 mg/m3. Other types of information are consistent with an exposure limit in the range of 0.4-1.0 mg/m3 for respirable dust. The absence of definitive toxicology data in support of the current OSHA respirable nuisance dust limit, coupled with the lack of sound epidemiology data, indicate the need to reexamine the validity of the current nuisance dust health standard.

In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation's balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation's peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government's interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers' money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, 'blue-sky' research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. INTRODUCTION In recent years, there has been a trend in the direction of larger drilling equipment and larger diameter blastholes. Although this change has improved the efficiencies and reduced the costs in many operations, it has increased the potential for damage to underground openings. In addition, in many instances one now finds more sophisticated delicate instruments, automated control facilities, and a large variety of structures in proximity to blasting activity. The combined effect of larger-scale blasting activity and its proximity to various features of interest is such that there is an increased need for a more refined analysis of blasting effects and their control. BLASTING EFFECTS ON ROCK SURFACES The Breakage Mechanism In order to develop techniques for controlled blasting, one must first understand the features of the mechanisms by which blasting causes rock breakage to occur. These features have not been easy to demonstrate, mostly due to the difficulty in making tests and observations at the high stress levels and short time durations involved. When an explosive charge is detonated, the material surrounding the charge is subjected to a nearly instantaneous, very high pressure [on the order of 1.4 to 13.8 GPa (0.2 to 2.0 X 106 psi), depending on the explosive]. If the charge is coupled to "average" rock, this pressure will pulverize the surrounding rock for a distance on the order of 1 to 3 charge radii in hard rock, and to a greater distance in softer rock (this is also dependent on the type of explosive). As the pressure wave passes into the rock, high tangential stresses cause radial cracks to appear, and the nearly discontinuous radial stress zones gen¬erated by the shock front may cause tangential cracks to appear. The extent of these cracks depends on the energy available in the explosive, how quickly the energy is transmitted to the rock, and the strength properties of the rock. The discontinuous shock front is quickly dis¬sipated, but the expanding gases generate a longer-acting pressure. A compressive pulse travels to the nearest face or internal rock boundary where it is reflected in tension. The tensile strengths of most rocks are roughly 40 to %o of their compressive strengths, so the rock may now fail in tension whereas it may have been able to support the diminished compressive phase without failure. The ten¬sile deflection typically produces a failure described as tensile slabbing or scabbing. Laboratory experiments and field experience have pretty well established that several mechanisms are involved. These include (1) the classical case of tensile parallel slabbing when the pressure pulse is reflected at a free surface; (2) failure under quasi-static compressive loading (the shape is normally irregular due to discontinuities in the rock); (3) radial cracking under the action of tangential stresses at the periphery of the expanding pressure pulse; (4) peripheral cracking at the discontinuous shock front which is quickly dissipated; and (5) additional mass shifting due to the venting of the explosive gases. The first three items have received much attention in the laboratory and the literature. The complex effects of gas venting are difficult to test in the laboratory because of the difficulty in reproducing the many weak planes and discontinuities typical of most field conditions, which play such a prominent role in determining the behavior of the rock mass subjected to blasting. Unfortunately, gas venting effects can be pro¬jected to significant distances under certain field conditions, and are sometimes difficult to control. It is not unusual for gas venting to be the overriding factor in determining the final geometric shape and physical condition of the finished excavation. Sources of Damage For the purposes of this discussion, damage includes not only the breaking and rupturing of rock beyond the desired limits of excavation but also an unwanted loosening, dislocation, and disturbance of the rock mass the integrity of which one wishes to preserve (such as mine pillars, underground openings, etc.). The sources of damage include, of course, all those physical features of the rock breakage mechanism. Each of these effects must be limited to the desired zone of breakage and excavation if the integrity of the remaining rock mass is to remain undiminished. The primary zone of rock breakage usually can be controlled in the normal process of field experimentation to determine proper charge sizes and location for primary excavation. However, it frequently happens that there is damage from sources which are more difficult to account for in the design process, which are often overlooked. These are (1) the overbreak due to poor drilling control, (2) dislocation of rock (mass shifting) due to venting of explosive gases, and (3) loosening or dislocation due to the influence of seismic waves (ground vibrations). CONTROL OF ROCK BREAKAGE Importance of Geometry In studying the rock mass and blasting design con¬siderations, it is important to keep in mind the geometric relationships among charge size, shape, and position, and the physical features of the rock mass to be preserved. The features of principal interest are the external shape and position of the rock mass relative to blasting, and the position and attitude of any weak planes in the rock mass. The Sequence of Blasting and Excavation Events Unfortunately, there are too many times when the task of preserving delicate rock is considered hopeless, and because of this attitude, no further effort is ex¬pended towards caution or control. In such cases there is often a failure to recognize the importance of the se¬quence of the procedures. Attention to this can greatly reduce unwanted effects at minimum cost. The latest estimates compiled by the Society of Exploration Geophysicists again indicate a moderate increase in mining geophysical activity in 1980 over the 1979 level. While North American activity remained at above the 1979 level, a considerable increase in mining geophysics was reported in South America, Australia, and the Far East. The total worldwide expenditures for mining geophysics were reported to be $53.7 million in 1980, compared to $44.4 million in 1979, and $31.6 million in 1978. During 1980, approximately 2% of all dollars spent on geophysics were attributed to mining geophysical activities; this percentage has remained relatively constant in recent years. Airborne surveys accounted for 51% of the total worldwide mining geophysical expenditure, 43% was spent for land surveys, and 6% for borehole surveys. Within the US, the breakdown of expenditures for land surveys was 60% for elec¬trical methods, 23% for gravity and magnetic methods, and 17% for seismic techniques. Electrical techniques remain the primary exploration tool for US mining geophysicists. Electrical Methods With inductive or electromagnetic (EM) techniques, significant developments were achieved in both frequency-domain and time-domain systems. Work continued on increasing the signal level on most time-domain (TEM) methods, to increase the exploration depth. The Crone group increased the power of its Pulse ElectroMagnetic system (PEM) to a 20-amp transmitter-loop capability. The GEOEX group is modifying the SIROTEM II system to obtain larger transmitter amperage from a portable motor generator. Geonics developed a new digital recording system (data logger) for its EM-37 system. This development should increase the productivity of EM-37 crews. A new ground, frequency-domain EM system was developed by the Scintrex group. This novel Genie system does not require a wire link between the receiver and transmitter. Because an amplitude-ratio is measured, the Genie data are reported to be relatively insensitive to coil orientation and distance errors. This new technique does not need extensive line-cutting or accurate station-chaining and would appear to be a good reconnaissance instrument. Scintrex also began marketing the new IPR-11 induced polarization spectral receiver. This receiver is microprocessor controlled, and can output to a cassette tape and record 10 windows of secondary voltage decay simultaneously from up to six receiver dipoles. The Phoenix group's new 100 kW induced polarization/resistivity (IP/R) transmitter began tests using their IPV-3 multifrequency, multichannel receiver. While this unit was primarily developed for "oilfield" IP exploration research, it has obvious application to "deep" mineral exploration. The Phoenix group also developed a new remote-reference, real-time magneto-telluric (MT) device in 1981. This five-component MT sys¬tem has a frequency range from 0.0005-384 Hz. Helicopter-borne electromagnetic (HEM) developments also continued in 1981. The mining in¬dustry increased its use of the new Geonics EM-33-3 multifrequency, multicoil instrument. In 1981, the Dighem group developed software for estimating magnetite as a mapping parameter from its HEM system. Dighem's work is said to complement airborne magnetic intensity surveys, since the HEM estimate is independent of remanent magnetism and magnetic latitude effects. Gravity and Magnetic Methods Probably one of the most innovative techniques in geophysics in 1981 was the use of airborne gravity surveys for both mining and petroleum exploration. The Carson group is using a modified, shipborne LaCoste-Romberg platform in helicopters. Data accuracies to 0.5 milligal have been achieved by flying gridded surveys. Although this airborne method is expensive-up to $186/ km ($300/line-mile)-the geophysical community has been excited by initial results. On the ground, the portable proton-precession magnetometers are becoming sophisticated. Both GeoMetrics and EDA recently introduced field magnetometers having data storage and processing capabilities. This development should greatly increase the productivity of ground-magnetic surveys. Seismic Methods Development of high-resolution seismic techniques continued in 1981. These techniques have primarily been directed toward coal studies for fault detection. OYO Instruments introduced their McSEIS-1500 seismic data acquisition system in 1981. This device contains a 24-channel recording capability, with digital output to 256-kbyte floppy disks. The high-speed data transfer using the disk media is considered a desirable feature. Borehole Methods The general decrease in uranium exploration, where borehole logging is extensively used, probbly led to the overall decline of geophysical logging activity in the minerals industry. However, a number of new sondes and logging systems were introduced in 1981: • Mount Sopris recently introduced their Series III logging system. This microprocessor-controlled unit records up to four channels of data on nine-track or cassette magnetic tape. The logging package is relatively light-weight, so helicopter transport to mountainous or roadless exploration sites is possible. (Both the Edcon and Woodware-Clyde consulting groups offer "slinging" capabilities for their Mount Sopris units.) Mount Sopris is continuing work on their 500-mm-diam (2¬in-diam) spectral gamma-ray sonde. This tool is expected to be available soon. • Owl Technical "slim-downed" its successful digital deviation probe to 380-mm (1.5-in) outside diameter. This new sonde will also measure inclinations up to 80° from the vertical, as compared with its older instrument that could measure inclinations to 30°. • A magnetic susceptibility sonde was introduced in the US by the OYO Instruments group. This Kappalog sonde contains two aircored coils for measurements slightly affected by thermal changes within the borehole.
