"Standardization of the Inductively Coupled Plasma Mass Spectrometry (ICPMS) method for gold in cyanide solutions was undertaken to provide a more sensitive method to quantify the gold content than the atomic absorption method standardized in 1994 (E1600). The gold concentration range covered is from 0.001 mg/L Au - 0.3 mg/L Au (0.00005 toz/t Au – 0.009 toz/t Au). Interlaboratory testing was carried out with the assistance of the American Society of Testing and Materials (ASTM) International on two committees to determine the within laboratory and between laboratory reproducibility. Three barren solutions from metallurgical operations were measured in triplicate to satisfy statistical requirements for Committee E1 on Analytical Chemistry of Metals, Ores and Related Materials. A synthetically prepared matrix representing the metallurgical processing solutions was used to prepare Youden pairs to satisfy the requirements of Committee D19 on Water. Results of the standardization program are presented. INTRODUCTION Analysis of process solutions for gold concentration requires accurate and sensitive analytical methods in order to manage process control and metallurgical accounting. Flame atomic absorption spectrophotometry (FAAS) has been the work horse of the assay lab for this duty for decades. In 1994 the FAAS standard method was approved by the American Society for Testing and Materials (ASTM) (1). Six process solutions were collected and preserved by measuring the pH and adjusting to greater than pH 10, if necessary. Duplicate solutions were provided to eight laboratories in random order for analysis by FAAS covering the gold concentration range of 0.19 µg/mL (0.006 toz/t.) to 10.7 µg/mL (0.312 toz/t). A high precision method was used, which involved bracketing the sample with the higher and lower standards nearest to its concentration repeating readings three times and averaging the results. The optimum precision for the FAAS gold method was found to be at the 1.00 µg/mL (0.029 toz/t) and lower scope limit 0.3 µg/mL (0.009 toz/t) gold concentration. Since tailings solutions typically have concentrations below the lower scope limit, use of ICPMS was developed at Newmont USA Limited (Newmont) to assay the lower range solutions."

"Mine water generated from underground coal mining operations contains both dissolved and particulate solids. Dissolved solids primarily consist of sodium, calcium, magnesium, potassium, chlorides and sulfates. When discharged to a receiving stream without treatment, these constituents create a potentially toxic environment for aquatic life. A case study is presented to discuss how a centralized treatment plant treats mine water from six locations to meet discharge limitations for chlorides. Located in West Virginia, this facility consistently achieves less than the NPDES permit limitation of 218 mg/L chlorides in the discharge while generating almost zero liquid waste. The dissolved solids concentration in the influent ranges between 5,000 and 10,000 mg/L, with chloride concentrations of 1,000 to 2,000 mg/L and sulfate concentrations of 2,000 to 6,000 mg/L. The mine water is treated using advanced treatment technology to produce clean water for discharge or reuse. The treatment process comprises aeration, softening, filtration, reverse osmosis, RO reject softening, evaporation, crystallization, final effluent remineralization and sludge dewatering. The solid waste generated in the treatment process is landfilled on site. The leachate is sent back to the facility’s thermal treatment process. Because no liquid waste leaves the property, this plant is termed a “Zero Liquid Waste” (ZLW) facility. INTRODUCTION The advanced water treatment system was built to meet a new 218 mg/l regulatory limitation imposed by the West Virginia Department of Environmental Protection for chlorides discharged to surface waters. The system is designed to treat a maximum flow of approximately 5 million gallons per day (795 m3/h) of mine water. The treatment process utilizes reverse osmosis (RO) membrane treatment to achieve the effluent criteria, and evaporation and crystallization technology to manage the RO concentrate from the water treatment process. As a result, the system produces clean water for discharge while generating zero liquid waste. The effluent water can be used for industrial purposes or discharged to a receiving stream. A Water Impact Index (WIIx) study indicated that discharge of this high-quality water into the Monongahela River watershed may improve the water quality for downstream water users. The waste produced in the treatment process, including softening sludge and salt, is disposed of in an on-site landfill."

"The Northeast Ohio Regional Sewer District (NEORSD) recently completed the 24-foot diameter Euclid Creek Tunnel using a steel-fiber reinforced concrete segmental lining. During construction HMM, the McNally/Kiewit JV, CSI/Hanson JV, and the NEORSD performed a test program to evaluate replacement of steel fiber with synthetic fiber. A section of synthetic-fiber-reinforced cast-in-situ lining was also placed as part of the permanent works for the starter and tail tunnels. Laboratory and field testing were performed on two complete segmental rings reinforced solely with synthetic fibers. This paper summarizes the testing program, construction, and results of the synthetic-fiber-reinforced CIP lining and concrete segments. INTRODUCTION The principal feature of the Euclid Creek Tunnel (ECT) project is a CSO storage tunnel that is one component of the Northeast Ohio Regional Sewer District’s (NEORSD) Easterly CSO storage and conveyance system. The tunnel, shafts, and appurtenant facilities will be used for the collection and storage of CSOs from the northeastern part of Cleveland, Ohio and subsequent conveyance to the NEORSD’s Easterly Wastewater Treatment Plant for treatment. The ECT project includes five drop shafts that extend as deep as 220 feet below the ground surface. The ECT alignment and shaft locations are shown in Figure 1. Traditionally in northeast Ohio, tunnel excavations were supported with a two-pass system using steel ribs and timber lagging, followed by cast-in-place concrete. Control of rock overbreak proved difficult with large-diameter two-pass operation, and invert degradation led to train derailments. To mitigate these risks, the ECT was supported using one-pass, precast, bolted, gasketed concrete segments reinforced with steel fiber alone. Tunneling operations were very successful and experienced no significant delays or claims. As a result of the positive ECT experience with steel fiber-reinforced segments, Hatch Mott MacDonald, LLC (HMM), McNally/Kiewit (MK) joint venture, CSI/Hanson (CSI/H) joint venture, and the NEORSD performed a test program to evaluate replacement of steel fibers with synthetic fibers in segmental rings. This paper presents the laboratory and field testing program, construction, and results of the synthetic-fiber-reinforced cast-in-place (CIP) lining and concrete segments."

"INTRODUCTION As we push further into the 21st century and closer to a more efficient mine, safety and operational enhancements are the two major keys towards attaining success. The Crusher Vision Automation System (CVAS) is a technological advance that will allow an operator to achieve higher safety and higher operational goals in the same piece of equipment. The CVAS is a patent pending system and method for measuring and maintaining the closed side setting (CSS) on gyratory crushers. In the same equipment and technology package, the CVAS will also allow safer placement of main shaft pieces for maintenance and replacement. This technology yields multiple uses and allows a site to significantly enhance safety and operational efficiencies. This measurement technique is used to provide more accurate data and faster data collection times than current techniques used today. It will give crusher operators accurate and reliable measurement for the CSS in a live, operating environment. Measurement data can be collected in five minutes allowing for fast adjustment of the mantle position and subsequent enhancement and streamlining of a crusher and downstream flowsheet. The advantage of this system is that it is permanently mounted at the crusher location, where the operator can turn the system on and off as many times as they like throughout the day with a goal of maintaining a constant CSS gap based on production and maintenance criteria to help streamline operations and enhance safety efficiencies.Regarding its other main functional area, mainshaft maintenance, it allows this work to be performed remotely while keeping personnel safer and out of harm’s way. SAFETY ENHANCEMENT The safety factor enhancement with this system is extreme. It does not require the use of overhead cranes, cleaning out the crusher, lowering people into the crusher or having the operator lower paint cans or lead balls into the crusher pocket while the crusher is in operation for measuring the setting. In order to perform the CSS measurements, the operator only needs to operate the laser through manipulation of a joystick while watching the video feed. Danger of a person falling into the crusher while trying to take measures is eliminated, as are the effects of handling lead balls and tracer dyes."

The objective of this paper is to review advances in the art of borehole (slurry) mining made by the Bureau of Mines. The introduction gives historical and general background information on borehole mining. The borehole mining concept is defined and justified in terms of economics, health and safety, the environment, and resource conservation. This is followed by a description of the design of a prototype borehole mining tool (BMT) developed by the Bureau of Mines. Included are design drawings and performance specifications. The next section describes the application of the BMT in the extraction of metallurgical coal from steeply pitching seams near Wilkeson, Wash., during 1975-76. The field test showed that the BMT produced coal at the rate of 8 tons per hour (tph) (7,272 kg/hr) from a depth of 88 feet (26.8 m) and was effective in producing coal as far as 15 feet (4.6 m) from the center of the borehole. The data are used as a basis for an economic analysis of borehole coal mining and for the suggestions for the design of a second-generation borehole coal mining tool. The following section describes Bureau efforts in applying borehole mining to the extraction of uraniferous sandstone at Rocky Mountain Energy Corp.'s Nine-Mile Lake site, Natrona County, Wyo. BMT design changes appropriate to uranium mining are described along with production, reliability, and reclamation data taken during 1977-73. The field test revealed that the BMT produced 900 tons (81.8x105 g) of uraniferous sand at an average race of 8 tph (7,272 kg/hr) from a depth of 75 (22.8 m) to 90 (27.4 m) feet and created a cavity 25 feet (7.6 m) in radius. These data are used as the basis for an economic analysis of borehole mining of shallow uraniferous sandstones. Reclamation data included will be the results of backfilling experiments conducted at Nine-Mile Lake during 1978. The most significant of these data were that backfill was emplaced at the rate of 16 tph (14.5x103 kg/hr) and that 90 percent of the material extracted from a cavity can be backfilled.

HARRY HINDS: Our second speaker today is Rich Perry. Rich is the manager of leach and dewatering at Newmont Gold Company's Carlin operations. He has been the operator of Newmont's refractory leach development program for the past three years. Prior to joining Newmont in 1994, he was plant superintendent at the Big Springs and Jerritt Canyon Roasting Mills for Independence Mining Company. He graduated from the University of Nevada's Mackay School of Mines, and has lived with his wife and three children in Elko, Nevada, for the past 12 years. Please welcome Rich as he presents "New Facility Design Engineering: On-Site Versus Engineering Companies' Offices." RICH PERRY: Newmont Gold Company has been mining and processing gold ore at its Carlin, Nevada, operations since 1965. Processing is done using oxide milling, heap leaching, and whole ore roasting methods. Newmont began development of refractory leach processing technology at its research and development facility in 1988. The R&D staff focused on developing processing methods for low-grade refractory gold resources at Carlin that could not be economically processed by refractory milling methods. The term refractory ore refers to those ores that contain quantities of sulfides and/or organic carbon that result in low recoveries using conventional cyanide leaching. The R&D staff developed two potential processes deemed worthy of further testing: heap biooxidation to liberate gold occluded by sulfides and ammonium thiosulfate leaching for gold recovery from carbonaceous preg-robbing ores. These were piloted in small heaps by the staff of the R&D and Carlin metallurgical labs from 1990 through 1994. By 1994, Newmont's R&D and metallurgical staffs had unlocked the chemistry and kinetics of the two processes, and it was decided that the operations group would be brought in to begin development of a commercial plant. A project manager at Newmont's Denver office was assigned to the project. Scale-up issues such as biooxidation leach pad design; on/off heap heights; handling of various ore types during stacking and reclaiming; operating costs; and environmental, health, and hygiene concerns using a new process chemistry remained unanswered.

The Macassa Division of Lac Minerals Ltd. is a high grade gold mine that has been operating in Kirkland Lake, Ontario for the past 51 years. It produces approximately 120,000 tonnes of ore per year, averaging approximately 18.7 grams per tonne (0.45 ounces per ton) of gold. Over the years, the ore body has been developed to a point where mining takes place below the 1,220 m (4,000 feet) elevation and 1,830 m elevation (6,000 feet) west of the original shaft. The mine is currently serviced by two surface and two winze shafts. (Figure 1). The ore body extends below the 1,930 m (6,400 feet) Level which is the bottom of the existing mining operation. An ambitious underground exploration program has substantially increased these reserves. Concurrent with the discovery of greater reserves, has been rapidly escalating mining costs, particularly labour which constituted 66% of the total cost in 1981. These costs continued to escalate as the major proportion of mining was carried out to the west, far away from the existing hoisting systems. This required a three lift hoisting system for men, materials and ore. In addition to the increased travel time and ore handling expense, increased humidity, temperature, ventilation and compressed air losses have added to the inefficiency of the operation. As a result, studies were initiated in 1980 to assess the future of the Macassa operation. The results of the studies indicated that a new deep shaft with a potential to hoist from 2,135 m (7,000 feet) or below was the most attractive option. Detailed design of the shaft and associated surface plant commenced in January, 1982 and the following milestone dates were achieved: 1980 - initial study of hoisting and haulage facilities; January, 1981 - ore reserves in excess of 1 million tonnes of ore at 18.7 g/tonne (0.45 oz/ton) confirmed; March, 1982 - preliminary study of Macassa No. 3 Shaft completed; April, 1982 - permanent hoisting plant purchased; June, 1982 - site clearing commenced; September, 1982 - shaft collared; May 1, 1983 - shaft sinking commenced; February 11, 1985 - shaft reached 1,600 m (1mile); December 1, 1985 - shaft scheduled for completion.

Miami Copper Company has used conveyor belts underground since 1947, At that time, the draw level for a portion of the orebody was only 25 feet above the haulage level To get the main haulage drifts as far away as practical from under the stoping area, 301, belt conveyors were used for lateral transfer, If the haulage drift was kept in good ground., a satisfactory draw of these stopes could be effected in that repairs to the conveyor drifts could be accomplished while drawing ore from the stopes. Some 7,400,000 tons of ore were mined with the 301d belt conveyor at a belt cost of approximately $0,004 per ton of ore. When the mining plan for a new section of the mine was laid. out in 1953, it was decided to use belts to collect the ore from the higher draw levels, and. move the ore laterally to centrally located concrete ore passes for transfer to the main haulage level (See Cut #1), The final plans used belt conveyors too collect from 3 stopes: on the 570 level, 2 stopes on the 720 level, and one stope on the 900 level. The six stopes to be mined in this manner would produce about 8 million tons of ore, and the sequence of mining was such that not more than four 400 feet conveyors would be in use at one time, Four conveyors using 36 inch, 4 ply belting were designed by the mine engineering office and fabricated at the mine shop, so that no piece was longer than 10 feet, and. the heaviest piece was the 25 horsepower motor, The head drive section, and the tail-pulley-takeup section were of bolted construction so they could be broken down for easing moving, Due to the size of the mine openings, the belt had to be transported into the mine in 400 feet rolls, requiring two splices for an installed belt. A torque arm speed reducer was used with a V -belt drive which made it possible to change the speed of the conveyor by changing the diameter of the V-belt pulley (See Cut #2).

Various methods have been developed through US Bureau of Mines research to remove gas in advance of, during, and subsequent to mining. These include drilling horizontal or cross-measure boreholes from a mine opening, and vertical boreholes stimulated for drainage in advance of mining or for gob gas drainage. Techniques and equipment now exist that allow drilling a borehole at any angle to the vertical, and even along an arc. Stimulation treatments have also been developed that provide for increased gas production capability. This paper describes the long-term production history of five select gas drainage installations. The Bureau of Mines conducted or participated in four studies. The remaining study was conducted by the Equitable Gas Co. Principles of storage, release, and migration of coal bed gases The amount of gas contained within any given area of a coalbed depends on the coal's inherent storage capacity and the physical conditions of the coalbed. The gas storage capacity of coal is primarily a function of rank. As such, it cannot be affected by the presence of drainage holes (Kim, 1977). Certain physical conditions of the coalbed can, however, be changed that will affect the release and migration of gas. By pumping water out of the coalbed through the vertical boreholes, two important changes occur - pressure is reduced and water saturation is lowered. Reducing reservoir pressure releases gas as the coalbed adjusts and equilibrates gas to the change. Increasingly large amounts of gas are released for each incremental decrease in pressure. Lowering the water saturation level raises the permeability of the coalbed to gas and allows the gas to more readily migrate to the wellbore (Kisse and Edwards, 1975). For horizontal boreholes completed near mine openings, the coalbed has already undergone a pressure or water saturation reduction phase. This condition thus allows such boreholes to be highly productive with minimal water production. Introduction Gold exploration in the Dominican Republic has not received much publicity. The fact is, however, that a continuous program has been underway for some time. For the past two years, the Restauracion area of the western Dominican Republic, near the Haitian border, has been the scene of mineral exploration by the Dominican Department of Mines geologists, and later by geologists of Rosario Dominicana. The latter is a state-owned gold mining company and operator of the Pueblo Viejo open-pit gold mine. The exploration is for mineral deposits with the goal of finding another Pueblo Viejo-type deposit. Geology Exploration is being carried out in the western central Cordillera, the backbone of the Island of Hispaniola. Geology consists of quartz veins and veinlets and ramifying stringers carrying pyrite, barite, minor amounts of copper, and significant amounts of gold in places. They are associated with regional faulting in a complex of Cretaceous beds of andesites, dacites, argillites, siltstones, and shales. They are intruded by tonalites, diorites, and gabbros. Lesser amounts of zinc-lead mineralization occur in some locations. The showings appear as disseminations along the faults. To date, the work has been mostly geologic mapping - 1 to 50,000 with details on a scale of 1 to 20,000 and 1 to 10,000-stream and soil lithogeochemistry, and geophysics. Trenching and sampling were used to follow possible vein extensions. Particular emphasis has been placed on the Los Candelones district that was taken over by Rosario Dominicana. Here is where drilling has been initiated in the past months. The first hole drilled showed assays of 21 g/t (0.6 oz per st). The second hole intersected an interesting oxidized zone that reminded observers of the original Pueblo Viejo oxidized zone. A third drill hole went deeper than 75 m (246 ft), the depth to which the first two holes had been scheduled. An assay of 50 g/t (1.46 oz per st) was cut during drilling. In the last twenty years, the mining industry has made marked efforts to improve its reputation in regard to its social performance. These efforts have been expressed in the 9th ICMM (International Council on Mining and Metals) principle as a commitment to contribute to the social, economic and institutional development of the local communities. Towards this goal, which has been increasingly highlighted because of its importance for sustainable development, a number of practices and methods have been developed. The international development literature describing these practices is full of so-called development buzzwords, such as stake-holder participation, empowerment, capacity building. This paper argues that none of these development catchwords are neutral, but contain assumptions based on a specific view of development. Since capacity building is a central task in development, the paper focuses on this concept and takes a critical look at the assumptions that underlie this concept and influence strategies employed by the mineral sector. It suggests that the notion of capacity building in some earlier approaches implies a set of asymmetric power relationships between developed and developing countries where capacity is transferred from the developed countries to the developing ones. The developing countries are seen as passive recipients while the experts, i.e. the developed countries through their mining companies ultimately control the capacity-building process. The paper also points out that the mainstream capacity development approach has been based on the assumption that local or indigenous communities are mainly made up of needs and capacity gaps. The goal of development projects should then be to address these needs, which are perceived and prioritized by the ?experts?. Critiques of this development model suggest that in order for the mining industry to embrace more successful and sustainable practices, it should rethink the notion of capacity building. It should move towards alternative approaches that see it as a two-way learning process which will serve to enhance not only the capacities of the communities, but also of the development practitioners and which will build on the strengths of the community, and move away from attitudes of superiority and practices of dependence.

Rhodes Mining NL, Perth, Australia, is developing the Lahoca Gold Project which is located in Hungary, about 30 km from the town of Eger. The preliminary resource is estimated to contain approximately 1.5 million ounces of gold. The project is being evaluated for an annual process capacity of 2 million tonnes. The test samples contain just over 2 g Ault and 6% sulfur as sulfide. Copper and arsenic levels are approximately 0.2 and 0.1 %, respectively. The ore is refractory due to submicroscopic gold occurrences and structural associations with pyrite. A small amount of the gold is finely encapsulated in quartz. Approximately 30% of the gold in the crushed ore is soluble in cyanide and up to about 55% is cyanide-recoverable with ultra­fine grinding. The ore has little preg-robbing ability. Metallurgical test work done by Colorado Minerals Research Institute (CMRI) and other investigators has shown that as much as 85 to over 90% of the gold was recovered by the relatively severe conditions of pressure oxidation or roasting of the whole ore or a flotation concentrate. The Lahoca ore responds to flotation with gold recoveries of 87% into a low grade concentrate. Subsequently, with a view toward defining a process route with potentially more attractive economics, Rhodes Mining and CMRI conducted an extensive review of biooxidation technologies and concluded that, in particular, heap biooxidation methods promised lower process costs which normally are associated with heap leaching. Based on the study, which included the analysis of the closely related practices of copper dump/heap bioleaching now well established in that industry, CMRI conducted simulated heap biooxidation experiments which evaluated factors such as ultra fine ore crushing, agglomeration techniques, heap design, forced aeration oxygen supply, and whether or not the heap is irrigated. Separate flask biooxidation tests at Little Bear Laboratories showed that the finely crushed ore is biooxidized readily, with a near linear relationship between sulfide oxidation and gold cyanide solubility. Gold recoveries of as high as 66% have resulted after biooxidation of crushed ore. This paper highlights the metallurgical developments of the Lahoca project, and focuses on recent biooxidation laboratory test work aimed at enhancing the treatment of crushed ore.

An asbestos substitute is any material that replaces asbestos in a commercial product. There are many asbestos substitutes, each with its own unique physical and chemical properties. Substitutes can be inorganic or organic, fibrous or nonfibrous, and natural or synthetic. They also can be used as a direct substitute for asbestos or as a replacement product. Probably in no other field is the diversity of substitute materials so great. The concept of asbestos substitutes is not new. The first major effort to develop asbestos substitutes was undertaken by the federal government. The United States has always been dependent on foreign sources for strategic-grade asbestos, and during World War II, the government was concerned that these supplies would be cut off. Strategic-grade asbestos was critical in many electrical and thermal insulation applications (electrical insulation, battery plate separators, flame-proof boards, insulation for rocket components, etc.). A reliable supply of nonstrategic-grade asbestos also was required for general civilian and military applications, such as in brakes, clutches, and construction materials. The government not only initiated a major search for deposits containing strategic-grade asbestos, it also funded research on synthesizing asbestos in the laboratory and developing products that did not contain strategic- grade asbestos. These efforts, as well as those conducted by the private sector, generally were unsuccessful. In the late 1960s and early 1970s, a second major effort to develop asbestos substitutes began because the general public was concerned about the health threat posed by the release of asbestos fibers during the manufacture, use, repair, and disposal of asbestos-containing products. Strict regulations covering the mining and manufacturing sector already had been enacted because of the issue of occupational exposure. The issue then became environmental exposures. Environmental regulations were enacted, and through time they became more strict. The combination of increasingly strict environmental regulation, maturing of some asbestos markets, and liability issues prompted many manufacturers to discontinue asbestos product lines or search for asbestos substitutes. As a result, asbestos usage dramatically declined from the 1970s to the present (Table 1).

Microscopic gold inclusions in sulfide minerals cannot typically be extracted by conventional cyanidation. The gold ore must be pretreated to oxidize sulfide minerals associated with gold and to remove other minerals and chemical compounds that interfere in the cyanidation leaching process. The recovery of gold from refractory sulfidic-carbonaceous ores after roasting pretreatment was studied. With the addition of an oxygen-containing gas (e.g., air or oxygen-enriched air), sulfides of iron, zinc. copper and other metals are tramformed into solid oxides or sulfates and gaseous sulfur dioxide at elevated temperatures (e.g., 400° to 800°C). When the sulfides are oxidized, individual particles lose internal volume and become porous, allowing leaching solutions access to the gold. The structural characteristics of the calcine have a strong influence on the eventual recovery of gold by cyanidation. These characteristics are strongly dependent on the roasting conditions and roasting method. The optimum combination of particle size, roasting temperature, reaction time and oxygen concentration in the off-gas was determined for a typical refractory sulfidic-carbonaceous ore from the Carlin Trend in Nevada. The tests were run using a 150-mm laboratory rotating tube furnace and 160- and 200-mm.fluid-bed pilot roasters. Laboratory results indicated that the maximum gold extraction was 92%, with the head and the leach residue containing 5.7 and 0.4 g/t (0.166 and 0.013 oz/st) Au, respectively. The maximum extraction was achieved under the following roasting conditions: a top particle size of 150 yin, a residence time of 2 hrs, a roasting temperature of 475°C and with 40% oxygen (by volume) in the off-gas. Similar results were obtained from circulating fluid bed (CFB) pilot-plant testing. The maximum gold extraction was 90%, with the head and leach residue containing of 5.1 and 0.5 g/t (0. 149 and 0.015 oz/st) Au, respective) v. These results were achieved with the same particle size and oxygen concentration as in the laboratory testing but with the roasting temperature of 500 ° to 525°C and a residence time of 30 min.

During much of the 1970s and 1980s, world metal consumption grew more slowly than during the 19505 and 1960s. The slowdown contributed to surplus capacity and low real prices because actual consumption was consistently less than expected as new mining and mineral processing capacity came on stream. Over the last year or so, however, world metal consumption has picked up noticeably, raising the question, Has metal demand returned to the long-run growth rates more typical of the 1950s and 1960s than of the 1970s and 1980s? This paper examines this possibility and, more generally, assesses the factors that will shape demand for the major metals over the longer term. TRENDS IN METAL CONSUMPTION The extent to which metal consumption has recaptured the brisk growth rates typical of the 1950s, 1960s, and early 1970s is shown in Figure 1. This figure traces the consumption of crude steel, primary aluminum, refined copper, refined lead, and refined zinc between 1960 and 1987 for the western world, consisting of the OECD countries (including the United States), and the developing countries. Consumption increased in 1987 for all five metals, and preliminary data for the first six months of 1988 suggest even more substantial increases, at least for the United States (U.S. Bureau of Mines, 1988). However, Figure 1 also shows that the recent increases in consumption are not untypical of similar surges during earlier periods of economic expansion and thus may reflect only cyclical or temporary factors. In short, the available data are unable to provide a clear indication of whether recent increases in metal consumption reflect the beginning of a new era of faster growth or simply a cyclical and temporary upturn associated with the expansionary phase of the business cycle. Consequently, to pursue this issue, we are forced to examine the underlying forces that will shape metal demand trends over the next decade. The approach we have taken involves two steps. The first examines the prospects for overall economic growth. The expectation is, the faster the economy expands, the faster the production of metal-containing goods grows.2

2.1 INTRODUCTION This chapter provides the reader with a sense of how a heap leach project may make an orderly, and hopefully non-traumatic, transition from discovery or acquisition to project construction. In making this transition a project can pass through several project development phases (i.e. ore definition and delineation, conceptual engineering, detailed engineering, and ultimately on to project construction and operation). "Go" or "no go" decisions may occur at any point in each of these phases. The transition from ore definition to detailed engineering should be accomplished via a well thought out program of interdisciplinary studies and an integrated, interdisciplinary project team. This chapter also describes, in general terms, a "roadmap" approach to the project evaluation process that must occur as project planning and development progress. It is the experience of the authors, as well as a myriad of companies who have been through the heap leach project development process, that a systematic approach will save many headaches, and many dollars. In fact, it is safe to say that a project with no formalized system of "objectives setting" and "milestone charting" may well flounder along the way, even if an economic ore body exists. Many papers and technical articles have been written about various aspects of mineral resource appraisal, economic evaluation, and mine development. Most of these invoke the same general philosophy of a systematic approach to project evaluation and development, although methods cited for attaining goals are quite variable. This is undoubtedly appropriate, given the fact that there is great variation in approach to project development (e.g., climatic considerations, ore body size and physical ore characteristics, permitting constraints, etc.). For the purposes of this chapter, two primary sources of information have been used to highlight the "road map" approach previously alluded to. These sources are cited throughout the text as Mackenzie (1980) and Snow and Michel s (1986). A brief summary of each of these sources is provided below: Brian GJ. Control is a vital management function by which operations are brought into compliance with predetermined standards to achieve the goals of an enterprise. Events that are characterized by a low degree of expectation, avoidability, and intent necessarily have a low degree of control. Such events are difficult not only to predict but to control as well. Fortunately, very few industrial situations fall into that category of events. It is an axiom of control technology that in order to control, one must first measure; further to measure, one must know the characteristics of the subject (or environment) upon which the measurement must be made. Finally, if measurements are to be made reliably, the influences that affect the measurement must be known and, if possible, understood. The complete control cycle therefore consists of the following: (1) defining the objective, (2) planning to achieve the objective, (3) putting the plan into practice with appropriate instructions, (4) measuring variables or parameters of interest, (5) transmitting and transforming the measurements to analyze the system's status and to predict the future outcome, (6) comparing these with the defined objective, and (7) determining and taking corrective actions to bring the actual results closer to the objective. The management principle underlying the control cycle is the principle of management by exception. The application of the principle and the frequency with which corrective actions are taken vary according to the purposes of the review and control. For example, the control of a machine operation (e.g., truck on a haul road) may require adjustments and therefore data, analysis, and decisions, in intervals of seconds whereas the review for ore-grade control may take several hours. Reviews, on the other hand, for cost control may be done in intervals of weeks or months. In any case, three specific purposes of the control cycle are: (1) to correct the operation so that it follows the accepted plan closely, (2) to evaluate the operation and predict future outcomes in light of changes in the environment or of more experience, and (3) to review the objectives and modify these to be reasonable and realistic.

INTRODUCTION The process engineer usually is responsible for the design operating philosophy and/or day-to-day operations of a process. Since instrumentation is an integral part of the operation, it is essential that engineers understand the general capabilities of the different types of control equipment available. Many "noncontrol" engineers have become involved with instrumentation for machinery monitoring and control as well as other plant applications. The advent of the microprocessor has led to significant changes in control, both in systems configurations and man-machine interfaces. Today's concept is called simply "distributed control." What is distributed control? Distributed control is exactly what the name implies; the control system is divided into several functional segments and spread out to cover a process. The systems are distributed for physical, functional, and risk reasons. Before delving further into the specifics of distributed control, let's look at the evolution of control systems to see how we got here. Instruments initially were located near measurement and control points in the field. Operators physically had to go to the instrument to change setpoints or take measurements. As processes became more complex, it became evident that a central control area was required. This allowed an operator to monitor and control many variables. The operator's effectiveness was increased dramatically, which resulted in greater efficiency, better quality control, and lower personnel requirements. At the same time, plants became much larger, control applications became more complex, energy became expensive, and the industry became more competitive. All of these factors placed pressure on process and production engineers to get the most for the money. The result was a continuing push to put more instrumentation into a central control room to maximize efficiency and productivity and minimize manpower. This chapter deals in some detail with devices for measuring physical and chemical properties of coal; devices for measuring the weight and weight-rate of flow of coal; devices for the monitoring and control of conveyor systems, solids inventory, fluid flow, liquid level, density, and specific gravity. These instruments have a multitude of uses throughout a coal preparation plant. Introduction Mechanical classifiers consist of a settling tank with parallel sides and a sloping bottom equipped with a mechanism which continuously agitates the pulp and removes the settled solids. The functions served by mechanical classifiers include the following: (1) allow the particles larger than the desired size to settle in the tank and provide an overflow product with a minimum of oversize particles, (2) produce an overflow product of sufficiently high solids content to meet the requirements of the subsequent processing steps, (3) agitate the pulp and permit separation of the entrapped undersize particles so they can report in the overflow product, and (4) drain and remove the underflow solids from the settling pool. Various types of mechanisms have been used to agitate the pulp and remove the settled solids, which include: (I) endless belt and chain drags, (2) reciprocating rakes, (3) helical flights mounted on a rotating shaft which extends through the settling pool, (4) helical flights inside of a rotating drum which contains the classifier pool, (5) troughed conveyor belts forming the settling pool in the concave curve of the belt closely following the tail pulley, and (6) low-speed impellers agitating the underflow settled in the apex of cone-type mechanical classifiers.23 The principal use of mechanical classifiers has been in closed¬-circuit wet grinding; however, this application has been widely displaced over the past few decades by the hydrocyclone. The hydrocyclone installation, including its feed pump, offers lower capital costs and requires less floor space. Nominally it produces an overflow prod¬uct of higher solids content, compared with a mechanical classifier, for comparable classification size up to 400µm (35 mesh). However, these advantages of the hydrocyclone are being gained at the sacrifice of some of the advantages of the mechanical classifier. The mechanical classifier requires less power and has lower maintenance costs than the hydrocyclone and its feed pump. The underflow product from the mechanical classifier can have a higher solids content and contain less entrapped undersize particles than the comparable product from the hydrocyclone. Consequently, it is capable of operating at a higher classification efficiency. A reduced circulating load24, 25 results under these conditions in a closed-circuit grinding application. Other applications for mechanical classifiers include desliming, dewatering, and washing operations. Sand-slime separation may be achieved using one or more stages of mechanical classifiers. Typical applications would include washing and deslimining of concrete aggre¬gate or sand; glass sand; abrasives; oyster shells; phosphate rock; iron, nickel, and chromium ores; alumina; zeolites; solar salt; and precipitates from chemical processing. As an example for the latter, Bitzer26 recommended the use of mechanical classifiers for countercur¬rent cementation-in-pulp of copper from the leach liquor. Similarly, mechanical classifiers are used in uranium processing27 for separation of the barren sands from the pregnant leach solution. Depending on the particle size and the effectiveness of the sand¬slime separation, the sand product from mechanical classifiers may be drained to solids content approaching 84%. Thus, mechanical classifiers are frequently used as dewatering equipment for various applications, such as: 1) Make a product having suitable solids content for subsequent transport by belt conveyor. 2) Provide a drained product to reduce cost of drying. 3) Provide a drained, washed, heavy sand product for return to the circuit. 4) Recover fine values from dilute plant effluents from coal, sand, phosphate-rock, and iron-ore washing plants and from steel-mill flue¬dust scrubbers. 5) Drain residual reagents of a preceding process stage prior to conditioning with reagents of different characteristics, e.g., cationic¬anionic flotation of phosphate rock, iron ore, etc. Design and Operating Features The proper selection of mechanical classification equipment re¬quires that the properties of the solids and liquid are adequately de¬fined. The following descriptive information regarding the solids is desired: feed rate, chemical and physical composition, density, tem¬perature, size analysis, and desired separation size. For the liquid used, the following data would be needed: feed rate, density, viscosity, pH, and temperature. Settling Area. The pool area required to permit a particle larger than the separation size to settle depends on the density and shape of the particle and on the density and viscosity of the pulp within the classifier pool. These criteria of the solids and pulp determine the settling rate which, in turn, determines the settling area required. Determination of the settling rate by long-tube batch tests can be used to calculate the settling area. A theoretical approach for estimat¬ing the settling area requirements is discussed in Chapter 1, Classifica¬tion Theory. This procedure can be used when neither test data nor empirical data from similar operations are available. Data on settling-area requirements and settling rates have been compiled by the manufacturers of mechanical classifiers. The approxi¬mate settling area required for a particular separation size can be estimated by using the curve shown in Fig. 65. This curve applies for closed-circuit grinding applications. For dilute velocity classification in open circuit, desliming, the length of the overflow weir, W, multiplied by the weir's mean distance from the feed opening, E, is used as the design criterion, instead of the settling area, in sizing the classifier. The area requirements, W X E, for dilute velocity classification can be expressed in terms of volumetric flow, Q, and settling rate, Rs, as follows: W x E = Q/(18.06 Rs) where W and E are feet, Q is gallons per minute, and Rs is inches per second. Overflow Weir. The hydraulic head, and thus the velocity at which the overflow crests the overflow weir, is one of the factors controlling the particle size of classification. Consequently, the length of the overflow weir must be designed to provide the overflow velocity which allows the particles larger than the desired size of classification to settle in the working area of the pool. Three slurry pipeline technologies are evaluated for the commercial transportation of 3.0, 6.0, and 9.0 million tonnes per year (MMT A) example cases, over distances of 250 km, 500 km and 1000 km.
