Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 13, 2008 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. This will be the 21st Annual National Mining Museum and Induction Banquet. The four inductees are Lew Eklund, 76, Carrie Jane Billings Everson (1843-1914), ?Colonel? William C. Greene (1851-1911) and Arthur L. Hawkesworth (1860-1905). Lew Eklund founded Eklund Drilling that is now based in Elko, NV. He invented many designs that play a major role in today?s mining industry. His Cyclo Blower and various sampling devices he designed helped to revolutionize gold deposit exploration by allowing mining companies to effectively sample microscopic gold. Carrie Jane Billings Everson discovered and proved a method for bulk oil flotation concentration of mineral ores, the precursor to modern froth flotation methods of minerals concentration. She patented her process in 1886. In the early 1890s, coworkers built and operated demonstration plants incorporating her bulk oil flotation process. ?Colonel? William C. Greene was responsible for the development of the great copper mining properties of Cananea, Mexico. In seven years, he went from ragged cattleman and adventurer to the greatest captain of industry the borderlands have ever seen. Arthur L. Hawkesworth was a master mechanic for Anaconda Copper. He invented the detachable drill bit. His invention generated tremendous savings for the mining industry in time, in dollars and in safer operating conditions underground. His bit?s long lasting contribution to improved mine economics is immeasurable. The 21st Annual National Mining Museum and Induction Banquet will begin with an open house and reception at 5:30 p.m. followed by the dinner and program at 7 p.m. The inductions will bring to 201 the number of mining ?greats? whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

In a complex society such as ours, the range of "negotiating" relationships is constantly increasing. These negotiating relationships have emerged as a direct result of the diffusion of power or influence to new sectors and emerging concerns. Even within organizations, the myth of the authority-based heirarchical structure has given way to the reality of constant negotiations between superior and subordinate and with peers in the organizational structure. In the broader context, the corporate organization finds it necessary to reckon and often negotiate with organized employees, suppliers, buyers, government agencies and a range of organized private interests ranging from minority groups to environmental organizations. In response to this diffusion of power and the conflicts which it has engendered, a variety of conflict avoidance, conflict managing or conflict resolution techniques has developed. The purpose of this paper is to attempt to differentiate between some of the conflict intervention approaches which have appeared "on the market", and to suggest three bases for selecting among them: 1. The "role" of the conflict intervenor; 2. How far the conflict has developed; and 3. The breadth and impact of the issues involved.

The heightened concern over the environment which has developed in recent years has caused activities on National Forest lands to come under more intense public scrutiny. This has been especially true for activities oriented toward the production of commodities. Cattle grazing, mining, timber harvesting, and oil and gas leasing and drilling have all been increasingly subject to appeal and litigation. As a result, environmental analyses being conducted by the Forest Service have become more comprehensive, and measures to reduce or eliminate adverse impacts on resources have been given more attention. The costs of such environmental mitigation measures can be significant even when viewed in the context of the millions of dollars a company may spend, for example, to develop a mine. Using the Montanore Project in northwestern Montana as a case study, this paper examines the costs of alleviating some of the detrimental effects which may occur as a result of a mining operation. Although many of the general issues that have been raised about Montanore are common to other mineral projects, the scale of the project, as well as the fact that the ore body is within a wilderness area, the site is in grizzly bear habitat, and the surface waters are considered to be pristine, all combine to make Montanore particularly challenging from an environ- mental standpoint. Much of the information which follows is contained in the most recent version of the Draft Environmental Impact Statement (DEIS) which is scheduled to be published in several weeks. Based on agency and public comments, some of the information presented in the paper will change before the Final Environmental Impact Statement is issued in 1991.

The United States contains one of the world's largest reserves of uranium. Domestic production and exploration activities, however, have declined since the early 1980s due to weaker-than-expected growth in nuclear power demand and to foreign competition. The main result has been that more costly and less productive conventional mines and mills have closed. Meanwhile, industry productivity as measured by uranium output per employee has increased threefold since 1980. At the end of 1992, only six plants, all nonconventional, were operating in the United States. Due to cost considerations and increased environmental awareness, any additions to existing capacity are expected to be met through nonconventional in situ leach plants.

The shift to lower grade iron ores, e.g., magnetic taconites, resulted in a shift towards agglomeration practices which could effectively deal with the fine particle sizes generated in the liberation and concentration processes. If the iron bearing particles are not extremely fine, e.g., -1/2 in + 100 mesh, sintering is an adequate means of agglomeration.(1) For the more dispersed ores which result in fine concentrates (more than 80%,-325 mesh), the fine particles must be agglomerated by mechanical means before final hardening, e.g., pelletizing.(1) In the pelletizing process, the essentially mechanical step of balling is extremely critical since the strength of the pre-fired pellet determines the firing conditions. The ability of the proper amount of moisture to hold together a ball of the very fine ore concentrate particles has long been recognized. It is a charac¬teristic of the reaction at the interface between the ionic solid of the ore concentrate and the polar water phase which overlays the solids. The strength in such moisture laden balls, the green strength, is a strong function of the water content (Figure 1) and thus deteriorates rapidly for either a small excess or a small deficiency of moisture. For purposes of commercial practice, the control of green ball handling properties by accurate control of ball moisture is too demanding. Moreover, as the ball is heated towards its hardening tempera¬ture, e.g., 1300'C, there is a substantial drying reaction which would lead to such a low dry strength of the ball that it would not support its own weight much less the weight of other balls in a firing furnace.

A nearly 305-m- (1,000-ft-) wide sandstone channel was projected to run through the mid panel area of a 457-m- (1,500-ft-) wide longwall panel in a southwestern Pennsylvania coal mine. This sandstone channel was known to cause serious longwallface roof control problems in the mine?s B-panel area in 1998 and 1999; and most recently, it induced many large face cavities and caused a substantial production delay in the preceding panel. For the two B panels mined in 1998 and 1999, hydraulic fracturing of the massive sandstone was conducted to facilitate better caving, thus relieving cantilever compressive stress at the longwall face. Vastly improved longwall face condition was observed and four weeks of mining delay due to bad roof conditions were eliminated. The implementation of the hydraulic fracturing technique, results of underground observation and measurement, and results of numerical modeling were summarized in a paper presented in the 20th International Conference on Ground Control (Su et al., 2001). This article is a summary of the activities that took place during a four-month period (October 2011 through February 2012) at a Consol Energy longwall mine southwestern Pennsylvania to improve face conditions and safety of underground personnel during mining of the 457-m- (1,500-ft-) wide longwall panel. The elevated concern for safety was driven by adverse face conditions encountered while mining the preceding longwall panel. Many of the problems were attributed to a thick and massive sandstone channel. A joint task force consisting of coal operations engineering, Pennsylvania operations engineering and CNX Gas personnel was formed in August 2011, which recommended drilling four hydraulic fracturing holes along the center axis of the sandstone channel to reduce pressure and improve face conditions at the longwall face. These encompass all adverse effects of oil shale mining, processing, and ancillary developments on the environment. Specific problems concern: land, vegetation, wildlife, water, air, population growth, aesthetics and public emotion; and fall into four categories of: land, water, air and emotion. Land includes excavations, spent shale disposal, loss of vegetation and impact on wildlife and domestic grazing, plant sites, buildings and roads, necessary urbanization and the total aesthetic or visual Impact. Water considerations are: requirements for Industrial and domestic supplies, adverse effect of underground water on mining, avoidance of pollution or adverse effect on surface or near-surface water, and the utilization or safe disposal of liquids. Air problems include dust, smoke and stack gas, Public emotional problems include reaction to the above problems, and misconceptions of oil shale country and an oil shale Industry. Government and industry are aware of the problems, and are seeking solutions. Last year, the three affected states studied oil shale environmental problems and solution costs. Colorado estimated environmental costs would add approximately 7% to construction and 7% to operation. The report suggested research in: (1) Water availability and impact; (2) Disturbed lands revegetation and rehabilitation, including spent shale; (3) Environmental inventory and impact; and (4) Regional development and land use planning. Governor Love appointed a 47-person committee representing Industry, government and environmentalists to attack the problems. Research pro-posals were prepared to focus on each problem. $715,000 state, federal and industry money is being committed. Results should provide data for industrial solutions and equitable agency administration.

Operating uranium mill tailings containment and mill decommissioning activities are regulated by the Nuclear Regulatory Commission (NRC) and the Environmental Protection Agency (EPA) through numerous regulatory mechanisms. Reduction of radon emissions from tailings disposal areas, remedial actions to return groundwater to baseline constituent concentrations, and 200-to 1,000-year stabilization of tailings are major focus areas of regulation. The cumulative economic impact and uncertainty associated with regulation are very significant and will hinder future development of uranium milling facilities.

Every two years, industry leaders and practitioners of tunneling and underground construction gather at the Rapid Excavation and Tunneling Conference (RETC) to learn from their peers about the most recent advances and breakthroughs in this unique fleld. Industry experts from around the world highlight their most recent projects and share real-world experiences. They also share with their colleagues new technologies and methodologies that attendees can take home to their respective projects. The 2013 RETC was held June 23-26 in Washing-ton, D.C., itself home to several major tunneling and underground construction projects. The conference is sponsored by SME. Attendance was 1,384 professionals. The accompanying exhibit hosted 159 companies in 188 booths. A few of the topics covered in the technical sessions dealt with caverns and large spans, contracting practices, tunnel linings, design and planning, geotechnical considerations and instrumentation. The conference was preceded by four short courses, all well attended. They were ?Grouting in Underground Construction,? ?Tunnel Lining Design,? ?Microtunneling Application? and ?Risk, Uncertainty and Hard Decisions.? In addition, a sold-out field trip to D.C. Water?s Blue Plains Tunnel took place following the conference. The Blue Plains Tunnel is part of the agency?s Clean Rivers Project. Also during the meeting, three students each received $5,000 scholarships from the UCA of SME, while another three students each received $2,500 scholarships from RETC (See page 53).

During the past decade, international mining companies have descended on South America. Countries like Chile, Brazil and Peru have seen billions of dollars in exploration and development funding turn their once meager mineral industries into mining giants that have become the envy of the world. Part of this outpouring of foreign investment in those countries has been because each has privatized its state-owned mining companies and has liberalized its foreign investment laws. In addition, they have rewritten their mining codes to encourage minerals development and passed new tax laws that have made natural resource development more attractive. Now these same international mining companies are turning their attention to Argentina. This a country that, like Chile, Brazil and Peru, has a wealth of largely un- tapped mineral resources. And Argentina wants its share of the foreign investment that its neighbors have enjoyed. With that in mind, ministers of Argentina's natural resource agencies came to Denver, CO to meet with mining executives and pitch their country's mining industry. The meeting, attended by about 200 people, was sponsored by the US Trade and Development Agency and organized by the World Trade Center Denver. Others involved were the Colorado Mining Association, the Colorado International Trade Office and the Secretariat of Industry, Commerce and Mining of Argentina. The following is a summary of a report on Argentina's mining industry. It was prepared by Anderson & Schwab Management Consultants and distributed to attendees as part of the meeting's program.

Petro-diesel is a common collector for coal flotation, but the partitioning of diesel range organics (DROs) in process streams has not been widely studied. Preliminary research suggested that under normal dosing schemes total residual DRO contents in process waters should be limited to the sub-ppm water-soluble fraction (WSF). Further, polycyclic aromatic hydrocarbons (PAHs) should partition proportionately with DROs. The purpose of this study was to confirm these findings in laboratory flotation tests. Total DRO and specific PAH contents were measured in the waters associated with the concentrate and tailings streams. The results show that concentrate waters consistently had higher amounts of DROs than tailing waters. Moreover, the DRO contents in both streams generally increased with increasing diesel dosage. In line with preliminary research, DROs appeared to be limited to the WSF, and PAHs tended to partition proportionately with DROs. Under typical operating conditions, it appears that residual DROs should not present an environmental concern, but conditions should be avoided that allow significant overdosing of diesel.

For many years the green and dry compressive strengths' of pellets have been, considered as possible criteria of pellet performance during induration. Although widely quoted throughout the industry, little attention has been given to standardizing the unfired pellet compressive strength test or to determining the characteristics of the test. The purpose-of this study was to compare the constant deformation rate test with that using a constant loading rate in addition, the dependence of these tests on such pellet properties as size, weight, and method of balling was to be investigated.

I have been asked by the Society of Mining Engineers to present a paper on Inco Limited's Indonesian nickel project as a case study in the financing of large overseas mining projects. I welcome this opportunity It is a story worth telling not only because the project itself represents a significant human achievement but also because there are certain important lessons that can be derived from our experience in financing the project. The paper will be divided into four sections: (i) a brief history of the project, (ii) a critical appraisal of the project's financing plan in terms of the goals that we sought to achieve, (iii) some comments on certain factors underlying the relative success of the financing plan, and (iv) the contributions that the engineering staffs must make to a successful financing plan. The paper will not present a technical assessment of the project since Inco Limited has been asked to submit a series of papers on this subject at the International Laterite Symposium as part of the 108th Annual Meeting of the AIME in February 1979.

El propósito de este estudio fue confirmar estos resultados en pruebas de flotación realizadas en laboratorio. Se midieron los contenidos totales de DRO Y PAH en aguas asociadas con los flujos o corrientes de concentrados y relaves. Los resultados muestran que las aguas con concentrados tenían de manera consistente mayores cantidades de DRO que las aguas de relaves. Es más, los contenidos de DRO en ambos flujos generalmente se incrementaban con el aumento de la dosis de diesel. Trona, Na3(CO3)(HCO3) ? 2H20, is mined in quantity from saline facies of the Eocene Green River Formation of southwestern Wyoming. The Green River deposits are the world's largest known resource of natural sodium carbonates. An estimated 127 billion tons of trona ore are known to occur in beds exceeding 4 ft in thickness (Wiig and others, 1995). Twenty-five trona beds, exceeding 3 ft in thickness, and covering at least 100 mil have been identified. The beds are numbered sequentially in ascending stratigraphic order. Trona beds underlie more than 850 mil (bed 17) and are up to 37 ft thick (bed 1) (Culbertson, 1966). Five underground mines, operating in beds 17, 19, 20, 24, and 25, process trona to produce soda ash (sodium carbonate). A total of 11,837,703 short tons of soda ash were produced from 17.1 million tons of trona ore in 1997 (Kostick and Clark, 1998). A detailed study of trona bed 17, using techniques of petrography and X-ray diffraction, has been undertaken in the Solvay trona mine, near Green River, Wyoming. A continuous, vertical-channel sample was taken from near the production shaft for this study. At this location, bed 17 is 12.6 ft thick and includes several stratigraphic markers that are easily correlated throughout the mine and in surrounding drill cores. Bed 17 in this area averages 90% trona through its entire thickness (Wiig and others, 1995) and 95-100% trona in the lower two-thirds of the bed. Mineral impurities include water-insoluble dolomite, quartz, pyrite, clays, and other minerals and partially water-soluble northupite and shortite. Northupite, Na3Mg(CO3)2C1, contributes to chloride contamination in the soda-ash product and is concentrated in the upper one-third of bed 17, which is left behind as roof rock. Northupite has two modes of occurrence: (1) as bedded strata with dolomite, chert, clay, and shortite and (2) between primary trona crystals in trona spar. Petrographic and mineralogic data indicate that this section of bed 17 was deposited subaqueously during its early and late history and may have undergone periods of deposition in a subaerial or marshy environment. Stratigraphic data indicate that trona accumulated at an annual rate of 2-4 in. per year. During trona deposition, dolomite, CaMg(C03)2, precipitated in parting layers when new water entered the lake, freshening supplies of calcium and magnesium. The lack of clay minerals in the trona facies suggests water input may be by means of springs, as opposed to overland flow. Clay occurrences in thicker dolomitic partings within the trona facies indicate periods of episodic overland flow, possibly resulting from storms in the surrounding basin.

One would be hard pressed to find another project as complex as this one given its configuration, the variety of issues to address and the required construction techniques. Contract C710 is currently under construction as part of Sound Transit’s Link Light Rail, connecting downtown Seattle with Sea-Tac Airport. The paper describes the construction-to-date of the deep mined station under Beacon Hill using the Sequential Excavation Method (SEM). This deep “binocular” station is being mined through some of the most challenging soft ground conditions in the USA. The excavated volume of the station is approximately 60,000 cy (46,000 m3) and the station comprises a variety of geometries and cross sections ranging from 235 sf (22 m2) up to 1,670 sf (155 m2). This underground complex includes platform, concourse, cross-passage and emergency ventilation tunnels together with station egress and ventilation shafts. Various excavation sequences are in use for the different tunnels including the twin-sidewall drifts for the impressive45 ft (13.7 m) wide by 42 ft ( 12.8 m) high concourse cross adits. This station has two train platforms approximately 165 feet (50m) below the surface. This station, constructed in highly variable glacial deposits including water bearing sands and silts approximately 50 ft below multiple perched water tables in an urban setting, creates a very unique and challenging situation. The ground is being managed with various types of ground improvements such as jet grouting and vacuum assisted deep dewatering wells from the surface, and from underground by use of “SEM Tool-box Items” such as barrel vault canopy, grouted pipe and rebar spiling, chemical grout,

Nevada is primarily known today for its nation-leading production of gold and silver. However, industrial mineral production continues to play an important role in providing construction materials to help make the state the fastest growing in the United States. Aggregate production in Nevada was about 20 million tons in 1991. Most of that was used in construction in the fast-growing Las Vegas area. The state leads the nation in the production of barite and mined magnesite and has significant production of lithium carbonate, diatomite and gypsum. Other industrial minerals produced in the state include specialty clays, silica, lime and dolomite and relatively small production in salt, perlite and dimension stone. Industrial minerals operations are subject to state and federal permitting requirements, especially in the areas of air and water quality and mined land reclamation. As in all segments of the mineral producing industries throughout the nation, the amount and complexity of regulations affecting industrial minerals has increased significantly in recent years. Nevada is no exception.

Many mining operations generate seismic signals. They come from blasting and from underground mine failures such as rockbursts, longwall first caves, coal bumps and pillar collapses. Traditionally, seismic motions have been of concern on a local scale because they could create damage to structures at the mine site or at neighboring locations. Recently, there has been much interest in the Comprehensive Nu-clear-Test-Ban Treaty (CTBT). It prohibits any kind of nuclear explosion, anywhere. So distinguishing signals of mining operations from a possible nuclear explosion becomes important. An international monitoring system (IMS) is being implemented to verify the Treaty when it is ratified. It includes a large number of seismic stations capable of recording signals at regional (200 to 2,000 km or 124 to 1,240miles) and teleseismic (more than 2,000 km or 1,240 miles) distances.

The rapid acceleration and sweeping consequences of what we have all come to characterize as "the ecology movement" has marked a period of serious trial and challenge for the mining industry. It has blossomed into a major factor in our daily business and added a significant new dimension to the problems we must meet and overcome as businessmen. It has become an important new consideration at a time when we must continue to cope with our traditional problems such as rising costs, competition at home and abroad, and the always vital necessity to continually develop new and better technology to produce more minerals more efficiently and more economically. The body of law embracing environmental quality control grows each day, becomes more complex and offers more contradictions. And there is little relief in sight. The requirement to comply with sound environmental regulations -- or challenge unrealistic legislation -- has placed a major burden on the private sector. The economic significance of enacted and proposed environmental regulation is pressing management in the mining industry to some hard decisions -- basic day-to-day business decisions and decisions which acknowledge the undoubted long-term effects of the new laws.
