The ability to track miners and communicate with them while they work in underground coal mines is important during normal daily operations, and critical in emergency conditions. As was evident during recent incidents at underground coal mines worldwide, communication with miners and the knowledge of their location is of great importance for rescue efforts and the preservation of life. Numerous technologies have been developed, adapted, and deployed to meet tracking requirements of the Mine Improvement and New Emergency Response (MINER) Act. Evaluating the performance of these systems has proven to be difficult for mine operators, system manufacturers, and regulatory agencies. The MINER Act of 2006 requires operators to improve accident preparedness by developing an emergency response plan specific to each mine. With the recent implementation of the provisions of the MINER Act of 2006, all underground coal mines in the United States are subject to the mandates of legislation concerning communication and tracking system installation. As of June 2011, 203 new or revised tracking and/or communication systems had been approved by the Mine Safety and Health Administration (MSHA), with nearly 50 other systems or revisions in the approval process (MSHA, 2011). At that time, the available approved systems for underground coal mine use included these types: ? Leaky Feeder Communication Systems ? Fixed Node-Based Communications and/or Tracking Systems ? Wireless Node-Based Communications and/or Tracking Systems ? Medium Frequency (MF) Communication Systems ? Communication System Peripherals Other types of tracking systems have since been developed and some manufacturers are seeking approval for use in this application. Some of the new products include Through-the-Earth (TTE) systems and various radio frequency (RF) adaptations. New technologies that are currently being developed and deployed in other industrial applications should also be considered, including acoustical, optical, inertial, and hybrid technologies To date, no uniform method has been employed in the industry to effectively compare and evaluate the performance of installed systems. Neither industry operators nor regulatory agencies can accurately assess the capabilities of installed systems in the continuously changing mine environment. There is need for a uniform evaluation method that provides the ability to assess how different systems and technologies perform in various mining applications, and whether they can satisfy the regulatory requirements.

"The term “aggregate” has a number of definitions depending primarily on the use of the material. Aggregate in some context is sand, gravel, crushed stone, slag or other material of mineral composition used in bituminous and portland cement concrete, mortar, plaster, railroad ballast, filter beds and a variety of other uses where aggregates can be utilized.Of the natural aggregates, crushed stone is widely used for most construction purposes. Crushed stone can be mined from a variety of rock types such as limestone, dolomite (dolostone), granites, and granitic type rocks, basalt, gabbro (trap rock), sandstones, schist, marble, gneiss, quartzite, rhyolite, as well as other rock types. The U.S. Geological Survey (USGS) breaks down the rocks by type sold as follows: limestone, dolomite, marble, calcareous marl, shell, granite, trap rock (basalt, diorite) sandstone/quartzite, slate, volcanic cinder and scoria and miscellaneous stone.In 2015, the USGS estimates that 1.32 Gt (1.45 billion st) of crushed stone were produced in the United States. The volume of crushed stone produced, and the numerous mines that produce it make the crushed stone industry the largest mining industry in the United States. The five leading states for production of crushed stone in 2015 were Texas, Pennsylvania, Missouri, Florida and Ohio. The size of the first two states certainly helps in output because of the large market area. The remaining states benefit from being able to barge along rivers to outside markets in adjoining states. Georgia producers rail large amounts of granitic aggregate to Florida and adjacent states devoid of crushed stone aggregate, especially skid resistant aggregate (aggregate used on the top course of asphalt roads)."

New exhaust control techniques and devices may be necessary to meet future diesel particulate matter emission standards in underground coal mines. This paper reviews conventional work practices and devices used to control diesel exhaust emissions, and new techniques being tested by the Bureau of Mines. Discussions will center on important work practices and on the function and efficiency of exhaust after-treatment devices. An industry/government cooperative research project to develop and test an exhaust after-treatment system for part 36 equipment is also discussed.

"Groundwater with elevated sulfate and metals was treated using a sulfate-reducing pilot PRB consisting of a series of six 55-gallon drums filled with ZVI (Fe0), wood chips, brewer’s grain, limestone, and emulsified vegetable oil (EVO). Sulfate was reduced from >3000 to <250 mg/L and Cd, Cu, Mn, Ni, and Zn concentrations declined up to 3 orders of magnitude in 2 months. After 6 months of operation at a 7.5-day retention time, sulfate broke through. The system was then rejuvenated by injecting EVO in each drum and operated for 5 more months at a 9-day retention time. Sulfate-reducing bacteria in the pilot system grew by 3 to 4 orders of magnitude in 2 months. Some cementation of the PRB media was observed in the first 2 drums after processing 25 pore volumes of water, due to preferential upstream precipitation of sulfides; this can be avoided through operational modifications. Resulting permeability losses were estimated at 0.1% to 1% per year. Absorption/desorption was tested at bench scale to evaluate the use of various oil-soaked sorbents as a slow-release source of dissolved carbon. The tests show that oil sorbents can increase the useful life of a PRB between oil refills to over 100 pore volumes. INTRODUCTION High sulfate concentrations, low pH, and dissolved metal exceedances are common characteristics of mining-influenced water (MIW). Above-ground such MIW is commonly treated using biochemical reactors (BCR). In a BCR, water generally flows vertically downward through a layer of biomass, such as wood chips, manure, etc. The dissolved organics resulting from the decay of this material are oxidized first by microbes using oxygen; when oxygen is exhausted, other bacteria can use nitrate, and then sulfate to oxidize organics. Dense medium cyclones are the preferred means for cleaning 112 in. x 14 Mesh to 28 Mesh (12.7 mm x 1.0 mm to 0.6 mm) raw coal and are becoming a common choice for cleaning raw coal from a nominal top size of 2-1/2 in. to 3 in. (63.5 mm to 76.2 mm) down to 14 Mesh to 28 Mesh (1.0 mm to 0.6 mm). During the last ten years, dense medium cyclone circuitry design has undergone changes which have combined to improve process efficiency. This paper describes these improvements and compares present day design with the design used prior to the mid 1980&apos;s. Improvements in the following areas are described: Raw coal desliming, cyclone configuration, drain and rinse applications, dilute medium circuitry, and instrumentation and control.

Diesel particulate matter (DPM) has been classified as a carcinogen to humans by the International Agency for Research on Cancer. As a result of its potential carcinogenic nature, DPM exposure is regulated by the Mine Safety and Health Administration. Currently, diesel emissions in the workplace are monitored by collecting the aerosol onto filters, which are then sent to a laboratory for thermal-optical analysis using the NIOSH method 5040. This process can take days or even weeks, and workers can potentially be exposed to excessive levels of DPM before the problem is identified. Moreover, the delay involved in getting the loaded filter to the lab inevitably means the loss of some of the more volatile organic carbon. To remedy this delay, researchers from the National Institute for Occupational Safety and Health are seeking to develop a field-portable, real-time method for measuring elemental and organic carbons in DPM aerosols. In the current study, the use of mid-infrared spectrometry was investigated. It is believed that mid-infrared spectroscopy is more suitable for use in a real-time field-portable device than thermo-optical analysis methods. This article presents a method for measuring organic carbon (OC) and elemental carbon (EC) in DPM for a broad range of OC/EC ratios. The method has been successfully applied to laboratory-generated and mine samples.

The stable domestic supply of gallium, indium, and germanium has been identified as a critical need for the United States. Electric arc furnace dusts, processed to recover zinc, produce a residue that could be a potential source of these critical materials. An industrial zinc leach residue was characterized to determine its particle size, chemical composition, and predominant mineral phases. Heated, atmospheric, agitated leaching using sulfuric acid and hydrochloric acid was examined to determine the extractions of gallium, indium, and germanium as a function of concentration and temperature. Extractions of gallium were found to be similar to iron in all experiments. The maximum percentage of Ga, Ge, and In leached into solution were 71%, 63%, and 48%, respectively.

Humid tropical environments pose many problems for mineral exploration. The problems result from thick lateritic soils, dense vegetation, seasonally heavy rains, deep chemical weathering, few outcrops and thick saprolites. Although geochemical exploration should be potentially a useful technique in these environments, it appears from the scarcity of reports in the literature that insufficient attention has been paid to developing procedures that are specific to the needs of humid tropical areas. For this reason, the authors believe that this account of a geochemical study in a tropical coastal area on the edge of the Brazilian shield is of general interest and importance for potential geochemical exploration surveys in similar areas within the tropics. The objective of the geochemical study was to develop a practical technique of reconnaissance geochemical prospecting for copper deposits in Brazilian tropical coastal lowland areas. In order to achieve this objective, information concerning the secondary dispersion of copper in these areas was required. Consequently, an orientation survey was designed to provide this information. The present account contains details of the geochemical study and the information about the secondary dispersion of copper that was acquired during the course of the orientation survey. Location and Climate The field area is on the Atlantic coastal lowland of Brazil at latitude 13°S. It lies approximately 10 kilometers south of Maragojipe, a city of 15,000 inhabitants; this city is on the western side of the Bay de Todos os Santos about 45 airline kilo¬meters northwest of Salvador. (See Fig. 1) A good gravel road from Sao Felipe to Sao Roque do Paraguay crosses the southern part of the field area. The climate of the area is hot and moist, and is without prolonged dry periods. Since 1973 when the first edition of the SME Mining Engineering Handbook was published, many significant changes have occurred in the US mining industry. The industry went through a fairly prosperous period immediately after 1973, but then many economic pressures came to bear on mining companies, particularly in the metal and coal branches of the industry. These pressures changed both the mining methods used and the general economics of the mining methods. As a result, the industry today is different in many ways titan it was in 1973. A general summary of some of the more important changes that have come about will be provided here as well as some assessment of the effects of these changes on the choices of mining methods. In the metal mining industry, the most significant trends were increased surface mining, the use of larger and more efficient equipment, and increased technology and automation. The primary impetus for these changes was unprecedented competition from foreign producers. In many cases, this competition came about because of the nationalization of foreign mines and the tendency for these mines to become a source of foreign exchange. In this review, availability of germanium in primary and secondary resources and its recovery from these resources are presented. With nearly 40% germanium consumed in fiber optics and scarcity of resources, the global consumption outplays the primary production. Germanium exists as a substituted element in zinc sulfide matrix of lead–zinc sulfides and lignites. Nearly 60% of the germanium supply is met by zinc refining residues, and about 20–30% of germanium is produced from coal and its by-products. Germanium recovery from various resources such as zinc plant residues, coal and coal plant waste, spent optical fibers, and copper flue dust has been examined. Bioleaching was exploited by few researchers to extract germanium from zinc sulfides, sulfide tailings, jarosite, coal fly ash, and flue dust. This review covers the various work carried out by different chemical separation processes, viz., chemical precipitation, solvent extraction (SX), ion exchange (IX), and membrane processes, as well as biological approaches.

Results from the first part of a two-part investigation of the stability of highwalls in open-pit coal mines in the Paleocene Fort Union Formation of the western Powder River Basin of Wyoming and Montana indicate that these highwalls are subject to time-dependent deformation. Field investigations and laboratory physical properties tests of coal and overburden rocks suggest that several factors influence highwall stability. Some of these factors are rebound of overconsolidated rocks, desiccation, water, orientation and spacing of fractures, and strength and deformation properties. Factors of safety for a typical highwall in the study area (calculated by the finite element method) may be less than 1.0 when open fractures are present and the highwall has degraded. Although it is concluded that most open-pit highwalls in the Fort Union Formation within the study area have adequate short-term stability, these highwalls do deteriorate and become progressively less stable. Because of this, postmining failures are common and stability conditions could become critical if mining were delayed and then resumed after a period of several months. The second part of the investigation will utilize field measurements of rock-mass properties and instrumentation of actively mined highwalls to obtain data for comparison with the results of the initial investigation. Because the height of highwalls will increase as the more shallow coal is exhausted, these data will also be used to predict the behavior of slopes higher than those presently found in the western Powder River Basin.

Recent sinkhole activity in carbonate terranes of Alabama has resulted in damage to transportation lines, structures, utility lines, and property in general. Active sinkhole development and subsidence has been well documented in Alabama, Florida, Pennsylvania, and South Africa. An excellent example of the potential danger resulting from this activity is the spectacular collapse under a South African gold ore crusher plant that resulted in the death of 29 men in 1962. Due to the severity of the problem in certain localized areas in Alabama, a detailed investigation is being undertaken by the Geological Survey of Alabama and the U. S. Geological Survey. One of the most promising techniques is the application of aerial photography and thermal infrared imagery. Conventional and modern remote-sensing techniques are being used in Alabama to locate and define areas of sinkhole activity and to determine which areas are most prone to its occurrence.

Field tests concerning a fog mesh method for fog removal are discussed. The first tests were performed at the Pyhäsalmi Mine, Finland. As this study gave promising results, further studies were completed at the Orivesi Mine. The results of these most recent field tests are presented and the two studies are compared. The Orivesi test set consisted of four materials. These included air filter fabric, fibrous filter fabric, a plastic greenhouse mesh, and an aluminium mosquito net. The variation of the Orivesi results was more noticeable than what was found previously. The best fog removal effect of all tests was achieved with the aluminium mosquito net, while the plastic green-house mesh performed worst. The humidity reduction by aluminium net was more profound than any of its precedents. More mesh materials will be tested in the near future.

A study was conducted in an undergroundminewith the objective to identify, characterize, and source apportion airborne aerosols at the setup face and recovery room during longwall move operations. The focus was on contributions of diesel- and battery-powered heavy-duty vehicles used to transfer equipment between the depleted and new longwall panels and diesel-powered light-duty vehicles used to transport personnel and materials to various locations within the mine. Aerosols at the setup face were found to be distributed among diesel combustion-generated submicrometer and mechanically generated coarse aerosols. According to the data, the submicrometer aerosols downstream of the setup face were sourced to diesel exhaust emitted by vehicles operated inside and outside of the panel. Depending on the intensity of the activities on the panel, the outby sources contributed between 12.5 and 99.6% to the average elemental carbon mass flow at the setup face and recovery room. Extensively used light-duty vehicles contributedmeasurably to the elemental carbon concentrations at the setup face. The number concentrations of aerosols downstream of the setup face were associated with aerosols generated by combustion in diesel engines operated in the shield haulage loop and/or outside of the longwall panels. Entrainment of road dust by diesel or battery-powered load-haul-dump vehicles operated near the measurement site appears to be the primary source of mass concentrations of aerosols. The findings of this study should help the underground mining industry in its efforts to reduce exposures of miners to diesel and coarse aerosols.

The Potomac River Tunnel (PRT) is the next major phase of the DC Clean Rivers Program. The design-build PRT project includes a 5.5-mile-long, 18-foot-internaldiameter tunnel, seven shafts, and two underground connections to existing structures. Major challenges include tunnel boring machine (TBM) excavation though mixed-face conditions within a buried paleo-channel and an approximately 1,350-foot-long rock/ soil transition zone; construction beneath the elevated Whitehurst Freeway; tunneling beneath an existing luxury residential building and existing transit tunnels with limited clearance; and complex coordination with a variety of federal, regional, and local stakeholders. This paper describes the overall project scope, geotechnical conditions along the alignment, and primary design/construction challenges and mitigations.

"The District of Columbia Water and Sewer Authority (DC Water) is implementing its $2.6 billion DC Clean Rivers Project to reduce combined sewer overflows to the District’s receiving waterbodies and mitigate chronic sewer flooding in District neighborhoods. The First Street Tunnel project is a major component of the DC Clean Rivers Project, designed to mitigate sewer flooding and basement backups in the District’s historic and densely populated Bloomingdale neighborhood. Bloomingdale has been historically affected by sewer flooding and was severely impacted by four storms in the summer of 2012 that caused significant damage to homes, the environment and public property. As a result, DC Water accelerated the design and construction of the First Street Tunnel in order to mitigate the effect storms have on the undersized sewers serving the neighborhood. The infrastructure designed to mitigate flooding, including the tunnel, are located within the highly urbanized neighborhood – with some structures being less than ten feet from residents front door steps. The success of a large public works project of this magnitude and in this unique location depends on a well informed and supportive public. With the local community impacted by flooding but concerned about heavy construction impacts, this paper details the components of a successful public outreach plan and lessons learned throughout the design and construction process. Early identification of community mitigation, working cooperatively with stakeholders and frequent dissemination of accurate information required the project team to establish a culture of problem solving collaboration with the community. BACKGROUND Chronic Flooding in the Northeast Boundary Sewershed The Northeast Boundary sewershed, in which the Bloomingdale neighborhood is located, is served primarily by a combined sewer system and has a long history of chronic flooding problems during moderate to severe storm events. The sewer system that serves the Northeast Boundary drainage area was constructed by the Federal Government in the late 1800's when developed areas of the District terminated at what is now Florida Avenue. Since construction of the system, population within the sewershed area has grown at an exponential rate. In meeting the growing needs of the population, the District experienced development that transformed previously low-density rural areas into new communities. Impervious areas have increased drastically since the sewer system was constructed and consequently, the existing sewer system does not have the capacity to convey storms with return frequencies beyond the 2-year storm without flooding. As a result of the capacity limitations, many of the low-lying areas have become chronic flooding areas due to the surcharging of sewers."

The significant growth of the world population and its demand for an increasing standard of living leaves no other choice than continuously augmenting industrial production and making available steadily greater quantities of raw materials at still better qualities. Therefore, any raw material has to be utilized to the greatest possible extent and processed at optimum economy on large mechanical equipment. The layout of processing facilities of large throughput rates can be based on multiple or single lines. The latter enables the application of large machines of optimum size. Proven equipment for homogenizing, classifying, separating superfine material, sorting and dewatering are-now available in optimum sizes. By the use of these large machines operating cost of pit coal preparation plant can be significantly lowered by reducing the specific requirements regarding space, capital investment, energy, operation and maintenance.

Effective risk management in major subsurface projects involves ways to mitigate adverse impacts to final design and construction approaches due to changed subsurface conditions. An Early Contractor Involvement (ECI) collaborated with Observational Method will be an effective contractual tool to address risk developed due to encountering differing site conditions. Observational Method (OM) can further be supported with artificial intelligence (AI) technologies with automated data-driven decision-making features in risk mitigation and implementation of proper design and construction approaches. This paper presents collaborative applications of ECI, OM, machine learning, and risk baselining in risk management and productivity enhancement in tunneling projects.

The Narragansett Bay Commission (NBC) Combined Sewer Overflow Abatement Program is a major effort to address and mitigate discharges from combined sewer overflows in the Providence, Rhode Island area. The proposed system consists of three deep rock tunnel segments totaling 17.8 km (11.1 miles) in length that will provide 860,000 cu m (227 million gal) of storage at depths up to 99m (325 ft). This paper discusses 13.5 km (8.4 miles) of 6.64m (21.8 ft) finished diameter tunnel, four construction shafts, 19 dropshafts and one large diameter pump station shaft tapered from 1 5.2m (50 ft) at the surface to 27.4m (90 ft) at depth. All facilities are in preliminary design.

Over the past several years, state governments have been vigorously refurbishing old health department agencies and smoke control laws in anticipation of pending federal developments. Many states now possess a mature air pollution control administrative organization and a fairly sophisticated set of regulations on air pollution, This developing network of state control legislation and regulation is the machinery which will be called upon to implement federal standards, In order to prevent the wasted effort and resources which inevitably result from hasty action, industry should be in con- tact with local and state control agencies and be familiar with lines of communication to agency representatives. Thorough knowledge of applicable laws and regulations, both current and pending, is required. Moreover, federal law and future federal air pollution control plans, should be well known. Industrial air pollution control should be geared to a long range plan which utilizes existing technology while at the same the recognizing that today&apos;s technology will be improved upon with time, Regulation, too, can be expected to become more stringent. The implications of air pollution control in the Appalachian region of the United States will be felt most strongly by the coal industry of this area. Either directly or indirectly most regulations in these states have a significant bearing on coal mining, processing, utilization or waste disposal. The extent of coal-related activity in the Appalachian States of West Virginia, Pennsylvania, Maryland, Virginia, Kentucky, and Tennessee can be observed from the data provided in Table I. This data indicates that 86 percent of active bituminous coal mines and 69 percent of bituminous coal production were accounted for by these states. The purpose of this paper is to provide information on current and proposed legislation and regulations on air pollution in the Appalachian states, The information should prove valuable not only to the coal industry but also to industry in general as a means of evaluating both pollution control action that has been taken to date and the course of future control measures. Reference information in the forms of addresses of appropriate agencies and citations to specific state laws and regulations is provided. All information is current as of February, 1969.
