The nonferrous industry has for many years maintained monitoring stations in agricultural areas in the vicinity of smelters to collect data concerning impact of smelter emission on agricultural crop production (Thomas and Cross, 1928). However, in 1967, the United States Congress passed the Clean Air Act which was amended in 1970 (Marchant, et al., 1977). The interpretation of this act by the Environmental Protection Agency (EPA) made it necessary for the industry to install extensive real-time ambient sulfur dioxide (SO,) monitoring systems. This was only the tip of the iceberg. Since that time as a result of additional laws and agency directives, it is now necessary to monitor concentrations of a number of substances -in both air and water. And unless there is a major change in government thinking, this trend will continue during the decade of the eighties. It is difficult to estimate the full impact of these laws. Nevertheless, the impact is large and affects every person in the United States today (Anon., 1972; Rockefeller, 1971; Nelson, Yeager, and Guptill, 1973; and Anon., 1975). It prohibits the burning of trash and paper in most areas of the country. It increases the cost of transportation and the price of motor vehicles. It increases the, cost of nearly everything that is manufactured. In industries which compete in the international market, it reduces their competitive position. In some industries the environmental impact is felt on costs of goods sold in the vicinity of 25% of the total production costs. The major portion of these costs is not due to the monitoring systems but instead is due to the increased cost of production facilities, equipment, and raw materials in industries that are required to comply with environmental regulations.

"Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. INTRODUCTION Social conflict is a recurring phenomenon in the human experience and serves as a critical mechanism for change [1-5]. It occurs when two or more parties perceive that their needs and interests are in direct competition with each other and believe they cannot be reasonably accommodated. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. We commonly consider conflict in a two-party sense, but this deeply over-simplifies the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

In situ solution mining of uranium has environ- mental advantages over conventional mining. The leaching of uranium, however, alters the groundwater quality in the aquifer where the mining occurs. Currently, regulations require that the groundwater be restored to approximately its original condition. This paper, a summary of a study funded by the Bureau of Mines, reviews the state of the art in restoring groundwater quality after in situ uranium leaching. Current restoration practices discussed include disposal of liquid wastes in deep disposal wells and evaporation ponds, producing from all wells during restoration, and recirculating water purified in surface plants. Methods for predicting the effectiveness and cost of current techniques are presented. Possible alternative techniques are also described. Two restoration operations are discussed.

Environmental management systems (EMSs) have been in use for more than a decade. US mining companies are only just beginning to adopt EMSs. This lag is primarily due to lack of market forces and lack of evidence that EMSs add value over standard compliance programs. Several recent studies concluded EMSs improve environmental performance and reduce costs. State and federal regulatory agencies are using EMSs as an innovative tool to streamline the regulatory process and achieve continual environmental improvements. The climate is right for the mining industry to adopt an EMS model that improves environmental performance and takes advantage of new regulatory programs.

General Statement In Montana, as in most states, the requirements for water quality control are becoming more restrictive. What was once accepted practice is now obsolete. The planning and construction of water quality control facilities has taken on new importance. Past practices and new ideas must be examined to meet the challenge. By this paper we hope to encourage the exchange of ideas for the improvement of water quality control techniques. Both the mining industry and governmental agencies should benefit from such an exchange. The following is a summary of the work done and in progress by The Anaconda Company in Butte to provide an improved water quality related to production processes. We invite your comments. INTRODUCTION A team effort by the Owner, Engineer, and Contractor can help avoid serious problems on a construction project. It can save cost and time for both Owner and Contractor, as illustrated in the following case history of the West Zone and Siouf Keblia Collector System in Alexandria, Egypt (Contract 02-AID-83/84). Under the bilateral agreement made in 1980 between the United States of America and the Arab Republic of Egypt, the United States, through the Agency of International Development (USAID), gives approximately $1 billion per year as a grant to Egypt for various development projects. The Alexandria Wastewater Management System was selected in 1981 as one such project. The Egyptian Government Agency responsible for this work is the Alexandria General Organization for Sanitary Drainage (AGOSD). A joint venture of two U.S. consulting engineering firms, CH2M HILL, Inc., and Metcalf & Eddy, Inc., called Wastewater Consultants Group, along with two local subconsultants, Engineering Consulting Group and Warith Engineering Co., were selected by AGOSD to study the sewer system and develop a plan to serve the immediate and long-range sewage disposal needs of Alexandria. Wastewater Consultants Group is currently involved in Phase I of the Master Plan. This initial step in providing Alexandria with an operating sewerage system for the current and near-term population (year 2000) consists of the design and construction management of 140 kilometers of collector and force main pipelines (including 9 miles of pipe jacking and tunneling in very soft clay), five new pumping stations, extensive rehabilitation of two treatment plants (built in the 1960s but never operated successfully), and installation of a sludge handling system. Phase I is scheduled to be completed by the end of 1991 at a total cost of around $250 million (US) plus 250 million

Sandstone escarpments surrounding western coal-bearing plateaus serve as critical habitat for animal species. Effects of mining subsidence on escarpment stability are not well documented; therefore, regulatory agencies may limit extraction of coal reserves underlying escarpments. Because millions of tons of this coal exist on Federal Lands, associated public revenues from Federal royalties, and valuable coal reserves, risk being lost. The U. S. Bureau of Mines is using numerical modeling techniques to analyze effects of subsidence on escarpment stability. Finite element models that incorporate bedding plane slip, gob formation, and movement along joints simulate escarpment subsidence observed in the field.

Extraction of underground coal or mineral by the caving methods leads to surface deformations and the accurate measurement of this deformation is becoming a demanding task. Thus, the study demonstrates a Persistent Scatterer Interferometric Synthetic Aperture Radar (PS-InSAR) technique for surface subsidence measurement. The method was applied to measure the subsidence level over three mechanized depillaring panels with caving at GDK-11 Incline mine, India. The study was conducted using C-band data of Sentinel 1A/B sensors, which captured the data in the descending path from October 25, 2017 to March 07, 2020. The deformation level was measured based on the identified PS points in the specified region. In this case, 12 zones were identified (4 for each panel), based on the observation of permanent scatterer (PS) points. The maximum subsidence level and deformation rate range in 12 zones are −43.12 to −65 mm and −73.8 to 100 mm/year, respectively. The deformation level obtained through the PS-InSAR technique showed a good agreement with those of the field measurement. Thus, the PS-InSAR technique can detect and monitor the subsidence level over the goaved-out panel(s) of an underground mine using C-band SAR data of the Sentinal-1A/B sensor.

Synthetic fuels will be the first major development effort to feel the effects of a new set of opposition forces. These confrontations will not be of the same variety as those which occured in the 1970s. Instead the synfuels industry, particularly in the West, will find itself confronting a new coalition of local political, community, and state spokesmen. They will oppose synfuels because the projects will represent a threat to existing lifestyles, political structures, taxes, social life, water rights, economics, and other politically sensitive considerations. In short, they mean change -- usually dynamic, full of unknowns and always threatening. The battles themselves may be fought technically over environmental issues, law and regulations; often these will be the instruments of the opposition. The real underlying problems will likely lie much deeper. In many cases environmental groups will be enlisted as the standard bearers; however, this approach may simply reflect the fact that environmental objections are convenient or at times the only tools at hand.

As part of the Mine Waste Technology Program (MWTP), a large-scale column test utilizing bacteria and a sulfide ore was conducted at McClelland Laboratories, Inc., in Sparks, Nevada. The MWTP is funded by the U.S. Environmental Protection Agency (EPA) and is jointly administered through an interagency agreement with the U.S. Department of Energy (DOE). The project was intended to illustrate the viability and feasibility of biodegradation technologies to reduce the cyanide to the regulatory level of 0.2 parts per million (ppm) within an acceptable time frame and with low operational costs.

Mine fires, explosions, spontaneous heating and inundations are among the leading causes of catastrophes (unplanned, temporary sealing and recovery of major mines). Many reports are available that detail company efforts to re-establish mining operations and agency efforts to regulate away the causes, but the associated costs are rarely included. The increasing scale of coal operations concentrates earning potential and the financial risk of business interruption in fewer locations. Underground coal mine catastrophes are low probability, high loss events that happen nearly every year. This paper will present an evaluation of coal mine catastrophes from case studies.

"A three-dimensional CFD model of a straight grate furnace for indurating iron-oxide pellets was developed for exploring conditions of furnace operation for fluid flow, heat transfer and reactions. The model includes reactions for natural gas combustion in the gas phase and calcination and magnetite oxidation as well as drying in the pellet bed. The performance of the model was investigated with a series of pellet production rates that included adjustments to the fuel rates to achieve proper induration temperatures in the pellet bed. The model may be used to discover opportunities for process improvement.IntroductionIron oxide pellets are a feedstock to blast furnaces for iron making. Pellets require physical strength characteristics needed to maintain their integrity during storage, handling, transportation and smelting. Pellets are produced from iron ore in a series of mineral processing operations that form wet green balls from slurries of iron-ore concentrate with binders, such as bentonite, and possibly fluxing-agents such as limestone and dolomite. The green balls are dried, fired at high temperature, and then cooled in an induration furnace to achieve the strength and chemical composition required for efficient reduction and slag separation in blast furnaces. Induration furnaces are generally straight grates or grate-kilncooler configurations. These furnaces operate with pellet beds passing through a series of temperature zones to control drying and chemical reactions in the bed.Process air passes through the zones in an overall counter flow direction to the pellets for efficient heat transfer and energy recovery from the cooling stage. Consequently, the zone conditions and the overall furnace performance are highly coupled. Thus, it becomes challenging to predict how changes to any single zone may affect the rest of the furnace. To gain a better understanding of machine performance and coupling, a three-dimensional, steady-state model of a complete straight grate induration furnace was created using computational fluid dynamics (CFD)."

Investigations of underground coal gasification (UCG) have been actively pursued by the U.S. Department of Energy since the early 1970s; the Lawrence Livermore National Laboratory (LLNL) conducted its first field experiment in 1976. In conjunction with field and laboratory studies of the process of recovering energy in the form of combustible gases from the burning of coal deposits in situ, an extensive environmental program has been conducted at LLNL under the auspices of both the U.S Department of Energy and the U.S. Environmental Protection Agency. This program has focused on groundwater contamination and ground surface subsidence caused by UCG. The material presented in this paper is a summary of results from the environmental studies of UCG activities conducted by LLNL as described by Mead, et al. (1981) and supplemented by the author's experience with this program in 1980 and 1981. The following sections describe specific groundwater contamination and surf ace subsidence problems encountered during field experiments in northeastern Wyoming, and will discuss implications of preliminary findings from geohydrological investigations of a site in southwestern Washington. Finally, possible environmental control technologies that are most likely to be effective in mitigating environmental impacts are discussed.

Analytical procedures to determine the amounts of trace elements will be discussed. Other papers will deal with trace elements in streams downstream from coal mines, potential pollution from wastes from coal preparation plants, potential recovery of trace elements, and potential pollution from trace elements as a result of the combustion of coal.

Video techniques for monitoring exposure, such as NIOSH’s “Helmet-CAM,” employ both real-time dust monitors and mobile video cameras to assess workers’ respirable dust exposures. Many real-time personally worn dust monitors utilize light scattering sensing elements, which are subject to measurement biases as a function of dust type (size, composition, shape factor) and environmental conditions such as relative humidity. These biased and inaccurate dust measurements impair the monitor’s ability to properly represent actual respirable dust concentrations. In the testing described, instrument mass concentration data was collected using three different types of commonly used commercial off-the-shelf personal dust monitors and compared to a reference standard. This testing was performed in a calm air (Marple) dust chamber in which three units of each make and model (for a total of nine monitors) were used for each test. Equivalency factors (EF, a multiplier to match the Thermo TEOM 1400a reference instrument) ranged between 0.746 and 1.879 across all dusts and environmental conditions tested, and between 0.821 and 1.519 on the ISO test dust.

The protection of groundwater resources is a growing issue on both the legislative front and within the private sector. At present, the legislative push is to establish within the Environmental Protection Agency a comprehensive research, development, and demonstration program relating to groundwater contamination and resources. It is evident that certain aspects of such legislation will be directed at the mining industry. Consequently, the mining industry must position itself to address the issues and concerns from a backdrop of facts and knowledge by developing an integrated hydrogeochemical model of the mining environment.

During the course of evaluations by the Mine Safety and Health Administration’s Roof Control Division, the controls on ground instability were investigated at surface and underground limestone mines throughout the eastern and southern United States. Structural geologic features, including joints and faults, were identified by basic geologic mapping as primary controls on highwall and back instability in surface and underground limestone mines. By comparing the spatial orientation of discontinuities and internal angle of friction with the orientation of highwalls on a stereonet, the potential for sliding, toppling, and raveling failures was evaluated in a semi-quantitative fashion. Structural geologic mapping identified faults and joints, which dismembered the back and were associated with ground instability, in underground mines. This paper documents the importance of recognizing structural geologic controls on ground stability in limestone mines, advocates basic geologic mapping as a critical component of ground control programs at surface and underground limestone mines, and provides examples of simple stability evaluations using the stereonet method.

More than 111,350 mining and construction industry professionals from throughout the world gathered in Las Vegas, NV, March 19-23 for ConExpo-Con/Agg 2002 and IFPE 2002. The triennial event is the Western Hemisphere’s largest equipment show for the quarrying, aggregates, construction and ready-mixed concrete industries. Despite the difficulties in the world economy, ConExpo-Con/Agg 2002 attracted more than 2,450 exhibitors from throughout the world. This was an increase from the 1,882 exhibitors that were on hand for the 1999show. And this year’s show occupied more than 180,225m2 (1.94 million sq ft) of exhibit space at the Las Vegas Convention Center. This was an increase from the160,900 m2 (1.73-million sq ft) occupied at the 1999event.
