Soda ash, anhydrous sodium carbonate, is produced from underground trona deposits occurring in the Green River Sasin of Southwestern Wyoming. Stauffer Chemical Company of Wyoming, a jointly owned subsidiary of Stauffer Chemical Company and Rocky Mountain Energy Company mines the trona and processes it into high-purity soda ash. Stauffer Wyoming has been in operation since 1962 with a current production capacity of approximately 2.2 million tonnes (2 million short tons) per year of soda ash. The Refinery has five parallel operating trains utilizing the monohydrate process which is a series of chemical processing unit operations described below. Screening and Crushing the Trona The mined trona is brought to the surface in two counterbalancing ore skips. The ore is initially screened with Refinery feed, less than peagravel size material, entering the process while the oversize is conveyed to an outdoor stockpile.

A section of the largest Superfund site in the country has become a success story for engineering innovation and for cooperative problem solving. “Superfund site” and “success story” are phrases that are not commonly found in the same sentence. Yet, their use seems justified. The project’s certification of construction completion from the US Environmental Protection Agency (EPA) includes a commendation. It reads, “for completing the project nearly a year ahead of schedule, at a cost substantially less than estimated originally and without com-promising the requirements for protection of human health and safety or the environment.” The EPA director who issued that certification also referred to the project as “a positive example of cooperation among all who have a stake in the outcome.”

Explosion-resistant seals in underground coal mines isolate the environment within the sealed area from the active workings of the mine. The current United States Title 30 Code of Federal Regulations (CFR) requires these seals to be constructed of solid concrete blocks. The CFR also allows for alternative methods or materials to be used to create a seal if they can withstand a static horizontal pressure of 138 kpa (20 psi), provided the method of installation and the material used is approved in the ventilation plan. The purpose of this report is to identify those explosion- resistant seals that have been tested and meet or exceed all the requirements of the CFR.

Microtunneling provides a necessary solution for multiple utility crossings associated with the New York Metropolitan Transportation Authority Capital Construction Company?s (MTACC) Eastside Access Project for the Long Island Rail Road. Construction of four TBM tunnels and their approach structures at the eastern end of the project in Sunnyside, Queens required significant modification and expansion of the railroad infrastructure at this location. Maintenance of railroad traffic during project construction is a principal requirement. As a consequence fourteen (14) utility crossing segments are being installed under active traffic by microtunneling methods. Microtunnels were installed in a variety of conditions including depths, types of soils and construction restraints.

Examination of the economics and environmental consequences associated with phosphate fertilizer production documents the necessity for development of innovative production technologies. Evidence of phosphate ore's susceptibility to microbial alteration indicates that it will be an ideal candidate for industrial-scale bioseparation. There are at least two applications for the biosolu- bilization technology: (1) an industrial-scale bio- process similar to the presently used wet acid process and (2) production of small prills (bio- bead) containing unprocessed rock phosphate and the biological ingredients necessary to promote phosphate solubilization. At the present stage of development, the biobead technology is the preferred application. It is an energy-efficient "green" technology that will dramatically reduce the amount of solid waste and air emissions produced by the phosphate industry.

The current state of knowledge concerning mesothelioma risk estimates is reviewed. Estimates of the risk of mesothelioma exist for the commercial asbestos fiber types chrysotile, amosite and crocidolite. Data also exist on which to assess risks for winchite (sodic tremolite) and anthophyllite asbestos. Uncertainty in estimates is primarily related to limitations in measurements of exposure. Differences in the dimensions of the various fiber types and of the same fiber types at different stages of processing add a further complication. Nevertheless, in practical terms, crocidolite presents the highest asbestos related mesothelioma risk. The risk associated with sodic tremolite (winchite) appears to be similar. In chrysotile miners and millers, the mesothelioma risk has been linked with exposure to asbestiform tremolite. Exposure to chrysotile in a pure form seems likely to present a very low if any risk of mesothelioma. While the majority of mesothelial tumors result from exposure to the asbestos minerals, there are other well established and suspected etiological agents. While a practical threshold seems to exist for exposure to chrysotile, it is unlikely to exist for the amphibole asbestos minerals, especially for crocidolite. To date there is no indication of an increased risk of mesothelioma resulting from non-commercial fiber exposure in the taconite industry. © 2007 Elsevier Inc. All rights reserved. A high calcium fluid-bed combustor ash has been shown to be an effective binder at dosages of 1 to 2% of the magnetite concentrate weight. Magnetite pellets 1.3 cm (1/2 inch) in diameter were produced with dry crushing strengths greater than 22.3 Newtons/pellet (5.0 pounds force/pellet), which is comparable to the results produced using conventional bentonite binder. The effectiveness of fly-ash-based binders was considerably improved when calcium chloride was added as an accelerator. Addition of calcium chloride at a rate of 0.1 to 0.2% of the total powder weight increased the strength of dried pellets by as much as 22% compared to the strength of pellets made using fly-ash without accelerators.

The past few years have produced a rash of demands for changes in America's way of doing things. From manufacturer to consumer, the rules have been changed. Some of the demands were needed and, when legislated to requirements, did manage some good for all concerned. Other demands made by zealots and taken up by regulatory agencies have forced costly changes on our way of life. No segment of industry has been exposed to more new rules and regulations than the deep coal mining industry in the United States. There is no denying that some good has evolved, but most mining men know that the effects have done more to reduce production and increase cost than they were ever intended to do.

Appropriate software and hardware necessary to adapt a x-ray CT analyzer for determination of coal washability has recently been developed and sucessfully tested for well characterized samples under laboratory conditions. Evaluation of the CT-based analyzer under simulated on-line conditions is also presented to verify the on-line capabilities of the newly developed x-ray CT analyzer for the control of coarse coal cleaning circuits. The investigation shows that the data obtained from CT washability analyses compare favorably with experimental sink-float data. Further, image frequency was considered to evaluate the CT-Based coal washability analyzer for simulated on-line conditions. Specifically the number of observations (image spacing) needed for accurate sampling and the total time required to perform the calculations for a representative data set were determined.

"Once the primary fuel source for the United States and the economic backbone for communities from Appalachia to Wyoming, coal has been on a steady decline since the mid 1990s, and is now at the center of political debate in the United States.The political spectrum of the United States is divided on the future of coal and its place in the energy sector. The coal mining industry and the communities that rely on coal have increasingly been pitted against forces that wish to regulate coal to the history books.In 2008, President Obama launched what many have called his war on coal, and during his eight years in office, he pushed through numerous pieces of regulations and legislation and that he said were aimed at reducing carbon emissions, but that others viewed as direct assaults on the domestic coal industry. Obama led the United States delegation to Paris to sign the Paris Accord in 2016, a 196-country agreement pledging that the United States would do its part to reduce carbon emissions. His administration also instituted clean air, power and water regulations that added extra environmental burdens to many industries, but perhaps none more so than the coal industry.In this month’s lead feature, “A study of U.S. coal mine closures since 1994” (page 18), the impact of the war on coal, and other factors, can be seen in text and figures. Author Jacob Brinkman and coauthors Jay Schafler and Catherine Johnson scoured the data of the U.S. Energy Information Administration (EIA) and the U.S. Mine Safety and Health Administration (MSHA) to show how coal production and mines have been impacted since 1994 and how the years 1994 to 2000 and 2008 to 2016 were particularly hard on the industry.For example, in 1994 there were 2,354 coal mines in the United States. Currently, there are 1,035 mines in operation.In 2016, then candidate Donald Trump promised to end the war on coal and to put coal miners back to work. In 2017, President Trump has followed up on those promises. He announced plans to withdraw the United States from the Paris Accord, signed an executive order designed to undo the Clean Power Plan put in place by President Obama, halted the research on the health effects of mountaintop removal coal mining, directed the U.S. Environmental Protection Agency (EPA) to revise the guidelines of waste water from power plants and has touted that more than 1,000 coal miners have returned to work since he was elected."

The purpose of this paper is to summarize and discuss a variety of site specific conditions which are typically evaluated as part of the engineering design process for heap leach pads, solution control ponds, and associated facilities. The following sections will focus primarily on the topographic, climatologic, hydrologic, and geotechnical evaluations critical to selection of heap leach sites, and selection of a preferred heap leach configuration or method. Other important considerations in the design of a heap leach project, including evaluation of ore properties and leachability, pregnant solution processing requirements, spent ore neutralization/disposal requirements, and other anticipated reclamation requirements are beyond the scope of this paper are not addressed in any detail.

Ravensthorpe Nickel Operation (RNO) is a major new mine and processing plant currently being constructed by BHP Billiton in a ?green field? site near the small town of Ravensthorpe, about 150 km west of Esperance and six hours drive from Perth in Western Australia. Ensuring that the project has a positive overall impact on the surrounding region and that this extends well beyond the life of the operation will be a major challenge for RNO, state and local government, and the local community. For the last two years, the Centre for Social Responsibility in Mining (CSRM) has been assisting RNO management and the RNO Community Liaison Committee to develop a community sustainability monitoring framework for the project. This paper reports on the process that was used to develop the framework, describes the main elements and briefly discusses key learnings from the exercise.

"BACKGROUND Strata mechanics of three underground coal mines in central Utah were recently studied using a specialized finite element technique [1, 2, 3, 4]. The purpose of these studies was to examine relationships between mining and related seismicity. The longwall mining method was predominant, but room and pillar mining and barrier pillar mining were also used in the mines studied. In every case, high correlation between face advance and seismicity was observed. The specialized finite element technique allows for whole mine subsidence estimation at a kilometer scale and for stress concentration at a meter scale near a working face. Comparisons of observed mine subsidence with model subsidence allows for model verification and justifies detailed analysis of the evolution of stress at seam level. Yielding is expected near a longwall panel face and as the face is advanced the extent of yielding is expected to increase. The total number of element failures in a finite element mine model also increases, so a high correlation with associated seismicity, say, event count, is not so surprising. A brief review of recent coal mine studies in Utah is presented in the sequel. The procedures are given in some detail in application to trona mining. COAL MINES The analysis procedure begins with the geologic column and proceeds to specification of strata properties including elastic moduli and strengths. Joints are an integral part of the geologic model and joint set specifications include dip direction, dip, spacing, stiffness and strength. Spatial variability of strata properties in situ may be taken into account during analysis. Topography is important, especially to Utah coal mines that are developed from outcrop in regions of high relief. Mesh generation follows specification of data input. Finite element analysis is next, followed by reporting of results. In this regard, all finite element computations are based on first principles. No model “calibration” is done that involves adjusting computer input to obtain a fit to mine measurements such as subsidence profiles. Figure 1 illustrates the concept of a dual node – dual mesh finite element concept. Dual nodes are roof and floor nodes in mined areas. These nodes replace the seam. The dual mesh is a much refined mesh with displacement boundary conditions obtained from the big mesh and thus replaces the effect of mining in the region outside the dual mesh. The refined dual mesh allows for details of stress, strain and displacement near a working face of interest. Strata Properties Strata properties include elastic moduli and strengths of intact rock between joints and joint stiffness and strength for each joint set present. Both properties sets may be obtained from laboratory test data, although testing joints poses a sampling problem in the field. The statistical variability observed in laboratory test data, say, in unconfined compressive strength tests is often characterized by much variation. In fact, the coefficient of variation, ratio of standard deviation to mean, is often greater than 35 percent. When sample values are mapped back to the mine location, one may observe spatial variability as properties vary from place to place as shown in Figure 2. Spatial variability may be incorporated into a finite element analysis with probabilistic assignment of properties to elements in accordance with measured variability. The result is a more realistic model of rock in situ."

In the summer of 1957,9 the University of California sponsored a World Conference on Prestressed Concrete in San Francisco to which were invited a number of Soviet engineers. While attending the conference, these engineers in turn asked the University to form a delegation of American engineers to visit the Soviet Union the following year for the purpose of studying Soviet advances in concrete technology. A six man delegation was formed, and the dates of the Russian tour fixed for May 10th through May 21st, 1958. Before arriving in the Soviet Union, the American Delegation attended the Third International Congress on Prestressed Concrete in Berlin. While there, we noticed that the delegation from the U. S. S. R. used displays and showed motion pictures of many construction projects which we later were shown in Moscow. Our delegation left East Berlin by Russian aircraft on May 11th, and arrived in Moscow that afternoon. We were met by our Russian engineer hosts from The Academy of Construction' and Architecture who made all subsequent arrangements for our itinerary. This Academy has no counterpart in the United States. It. does 40 per cent of all engineering-and scientific work in the building construction field and coordinates 60 per cent of that done by other Soviet agencies. Due to the prestige of the Academy in Russian affairs, our delegation was able to obtain a surprisingly broad picture of construction activities in Moscow and Leningrad in just ten days time

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. For many decades, a potash operation in Saskatchewan, Canada, has maintained storage impoundments for mine tailings and process-related mine water. The mine water is a concentrated aqueous solution, with most of the total dissolved solids (TDS) consisting of sodium and chloride. Although the facility has a system of slurry walls and collection/ diversion ditches, the mines monitor the surface water and groundwater around the tailings storage facilities (TSFs) for releases. Groundwater on the western side of the facility has been measured as having concentrations of TDS, magnesium, sodium, chloride and sulfate above provincial drinking water quality objectives. In addition, electromagnetic surveys have shown high electrical conductivity in that area. For these reasons, studies were undertaken to investigate the extent of the high TDS concentrations in groundwater and whether the elevated concentrations were related to the TSF. Chloride and TDS concentrations in groundwater monitoring wells were used to interpret the transport of high-TDS mine water moving along three interpreted zones of elevated TDS west from the facility (Fig. 1). The zones of elevated TDS concentrations corresponded to the areas of high conductivity identified by the geophysical surveys. These results suggested that mine water could be emanating from the TSF and potentially require remediation. However, the interpreted orientation of the high-TDS groundwater and apparent flow paths were perpendicular to the direction of groundwater flow in the area. The fundamental conflicts in these interpretations led to a reexamination of the conceptual site model for the distribution of potential mine water releases. Although the data examination and visualization made it clear that TDS concentration alone was not a reliable indicator of mine water release, there was still concern about elevated chloride concentrations. To further evaluate high TDS and chloride concentrations, several background area wells were installed northwest of the facility, beyond where mine water impacts could occur (Fig, 2). The background wells had highly variable chemical compositions. One of the wells had an elevated TDS concentration with magnesium and sulfate as the dominant ions with chloride concentrations above drinking water objectives, similar to the high-TDS wells west of the facility. The results of the background groundwater investigation (major ion chemistry) were supported by the scientific literature on prairie sloughs throughout the North American Great Plains. These sloughs are small, shallow and sometimes seasonal wetlands found throughout the region. Seasonal cycling in precipitation/ runoff and evapotranspiration result in accumulation and mobilization of salts, especially sulfate-bearing phases such as gypsum. The long-term dynamics of these features, which are common on the property west of the facility, likely control the TDS concentrations and compositions in shallow groundwater rather than mine water migration from the site. The conclusions from this investigation led to a better understanding of the lateral distribution of potential TSF-related impacts versus background groundwater chemistry. Presentation of the data, including the visualizations of different water compositions, to the provincial regulatory agency representative allowed the facility to propose an optimized annual groundwater monitoring plan with reduced sampling frequency and annual sample count. This study underscores the importance of critical evaluation and comparison of various data types, including background levels, from a particular site and the iterative approach to developing and supporting robust conceptual site models for optimizing project outcomes.

Fluorapatite is an important constituent of the greater part of the basic and ultra-basic rock members of the Complex. The evidence for and role of primary magmatic processes in the development of concentric zones of dunite, pyroxenite, syenite and carbonatite and its consequent bearing on the distribution of apatite are discussed. The presence of at least two generations of each of the latter three rock types indicates the cyclical nature of magmatic activity. Pegmatitic-metasomatic phases corresponding to the major magmatic cycles resulted in emplacement of pegmatoidal assemblages. The abundance of apatite in the pegmatoid can be traced to the composition of its parent magma and its cooling history. Approximately 2.5 million tonnes of phosphate concentrate are produced annually from ores containing from 10 percent to 25 percent apatite.

Utilization of true in situ technologies for mining copper in Arizona will involve a complex environmental permitting process. This process is a key factor in determining the feasibility, costs, and implementing time frames required for development of this innovative mining method. The regulatory structure in Arizona is presently changing due to enactment of the Environmental Quality Act (EQA) of 1986 and development of new aquifer protection rules and regulations. The Bureau of Mines has reviewed the comprehensive hydrogeologic characterization, ground water monitoring, mechanical integrity testing, well construction, contingency planning, and other regulatory elements that will serve as mechanisms to assure protection of ground water resources. The purpose of this paper is to inform the domestic copper industry of the significance of the new Arizona regulatory structure and its implications for prospective in situ operators.

Allis Mineral Systems' GRATE-CAR agglomeration/induration/reduction process is currently being operated to process ilmenite at Tinfos Titan & Iron KS in Tyssedal, Norway. In this process, balled ilmenite concentrate is fed to a traveling grate where pellets are dried and preheated, using fully oxidized kiln exhaust gas. Hot preheated, semi-indurated pellets are fed directly to a ported kiln where reduction of the ilmenite's iron oxide fraction occurs in the presence of lump coal. The reduced pellet sand coal char are discharged from the kiln to an indirect rotary drum cooler. Cooled pellets and char are screened and magnetically separated prior to their further processing in a downstream smelting operation. The pellets are melted and the titanium dioxide and iron are separated. Operation commenced in late 1986.

Mineral sand products have been produced from beach sand heavy minerals for nearly a century. These minerals have specific gravities of 3.0 or higher and are extremely resistant to weathering. The most common economic heavy minerals are ilmenite, leucoxene, rutile, zircon, stauarolite, monazite, garnet, and the aluminum-silicate minerals. Of these, ilmenite is the most abundant. In some cases a deposit may contain only one or two economic heavy minerals whereas in others five or six may be present. Heavy mineral mining began in the late eighteen hundreds when monazite was mined for its thorium content. This was followed by mining activity on the North Florida coast just south of Jacksonville Beach - where ilmenite and zircon were first separated during the WW I (1,8). Modern heavy mineral mining began in Eastern Australia during the late nineteen-thirties and spread to the United States during World War II. It is the purpose of this paper to review the commercial heavy mineral products, their sources, and their uses.
