The Santa Fe Mine, located in west central Nevada, began leaching ore in 1988 and completed ore processing in 1995. Homestake Mining Company has completed final reclamation of the site, including remediation of bare surface soils resulting from the oxidation of sulfide minerals and migration of acidity in the mine waste repositories. The need to remediate oxidized sulfides and mitigate resultant acidity at the Santa Fe Mine emphasizes the economic, reclamation, and environmental advantages for understanding and pre-planning for management of potential sulfide wastes during mine planning phases. The lack of pre-planning by mining companies for sulfide waste management was common in the 1980's due primarily to mining of reserves characterized largely as oxide deposits and to the common opinion that low moisture regimes in arid or semi- arid climates would not allow for significant acid generation. Since the 1980's, operational experience has shown that sulfide wastes, deposited randomly in waste dumps and without adequate planning for final reclamation success, can create final reclamation problems that are very costly to remediate. While mine waste characterization, waste management plan compilation, and in-pit selective waste handling procedures add operational costs, the reclamation experiences at the Santa Fe Mine are indicative that pre-planning and management is worthwhile both in actual overall cost efficiency and in successful reclamation of the mine site. The reclamation program at the Santa Fe Mine shows Homestake's continued commitment to the successful management and reclamation of their mine sites.

The flotation of calcite has been studied by many investigators, especially in terms of type of collector; pH; and metal ions that activate and, more importantly, depress the flotation of calcite (1)(2). Research was extended to the investigation of the effect of polyvalent metal salts and sodium silicate using these materials added separately or in mixtures (3)(4)(5)(6). Flotation of calcite was also studied with respect to its function as a carrier in the beneficiation of kaolin clays by Ultraflotation (7) (8) (9). The carrier used in Engelhard Minerals & Chemicals Corporation's industrial Ultraflotation operation is calcite. This fact, coupled with the continuing interest in Ultraflotation phenomena, led to a study to determine the effect of polyvalent metal-silicate hydrosols on the flotation of calcite.

Much of the mining industry in North America is in a crisis state. Host producers are operating at production levels well below capacity, some have been merged or sold, while others have been mothballed or closed permanently. For many of us still operating, the future is uncertain. Despite the many cutbacks and closures, there is still an abundant supply of minerals in the world market and there is almost no hope for any relief on price pressures on most mineral commodities in the near future. The Iron Ore Company of Canada (IOC)operates an iron ore mine, a concentrator and a pellet plant known as the Carol Project located in Labrador City, Newfoundland. This concentrator and the pellet plant have the annual capacity to produce 20 million and 10 million tons respectfully. A company owned and operated railway links this operation with the dock terminal facilities in Sept Iles, Quebec.

Stockpiles have always been a necessary part of coal mining except, perhaps, when a person was mining only for the needs of his family from a seam on his home place or coal mined for the use of a small hamlet and carried to each man's house as it was mined. Then it may have been stockpiled at each man's place for several days or on the village common. Mining with this limited production required waste stockpiling. Stockpiling of the products of coal mining, both coal and waste material, has always been a necessity. Very little coal has ever been moved directly or immediately from the working face to the point of consumption and burned. It has always been expedient to stockpile the coal some- where and store the waste.

The Doan Valley Storage Tunnel Project in Cleveland Ohio was constructed to control Combined Sewer Overflows (CSOs). It is a complex system of three tunnels ranging from 8.5 to 18 feet in diameter with a total length of about 2.3 miles that was put into operation in mid-2021. The project lies within and below the cultural, educational, and medical hub of Cleveland, which presented unique design and construction challenges. This paper provides a case history of the design and construction, with particular attention given to lessons learned in devising a large tunnel system that can carry both dry and wet weather flows constructed in rock with limited cover, within a flood plain area and vibrant urban center

The Rasmussen Ridge phosphate mine is owned by Agrium CPO and operated by a unit of Washington Group International. The mine, located in southeastern Idaho, received the Idaho Inter-Agency Reclamation Award from the Idaho Department of Lands. The phosphate mine, located northeast of Soda Springs, was honored for “Excellence in Ongoing Operations, Soft Rock Mines over 75Acres.” Charles Ross is Agrium CPO’s plant manager. He said, “We are honored to receive this award. This recognizes the commitment and dedication of our employees toward the protection of the environment. I am really proud of the people that work at the mine.”

Urban sprawl, and all its attendant problems, is upon us. In Florida, and much of the rest of the world, this has been intensified by a special problem - the coastal zone - a land of high-intensity urbanization localized where the sea and our citizens interact. Florida is blessed by a long coastline of beautiful beaches, indented by estuaries, lagoons and spring fed rivers. Rocky and sand covered islands invite habitation. A large and varied fauna and flora make recreation an avocation and work a pleasure. Accompanying these people are all the sustaining, and satellite industries that find the climate, labor, and commodity markets, cheap water transportation, and natural resources to be attractive. It is estimated that by the year 2008 a megalopolis will stretch down the Atlantic Seaboard from Georgia to encompass the Keys and extend along the Gulf to Alabama. This city will be fenced by the sea on one side and by the water management works, necessary to provide the water supply for this complex, on the other. What can we do about increasing the amount of water available for this population and decreasing the resultant wastes??? Rarely has there been tendered a more favorable opportunity for a coordinated planning and development project that will provide public access to beaches and multiple use of the coastal lands. Florida, as a peninsula swept by ocean breezes, having a largely indigenous water supply and only the beginning of the pollution of estuarine and coastal waters can cope with air, water and coastal dissipation and pollution, if we have a beginning at providing a constant water supply and at limiting pollution. This answer would appear to lie underground, where the porous limestones are interbedded with impervious fine-grained sediments and ground-water that circulates through these aquifers empty to the ocean and Gulf along the continental slopes.

Part I describes the general geology of the Florida deposits. As the lucrative Bone Valley Formation is depleted, replacement production will move progressively into areas of total Hawthorn production. The reserves of the immediate future are a mixture of two distinct ore types referred to as the upper (high grade) zone and the lower (low grade) zone. The upper zone is somewhat similar to the Bone Valley Formation that has been Florida's source of production for the past 100 years and will respond favorably to present beneficiation practices. By contrast, the lower zone ore contains significant quantities of dolomite that must be removed in order to produce an acceptable grade pebble or flotation sized product. Part II reviews past practice and describes future trends in mining and ore transportation. This presentation (Part III) is confined to the problems of beneficiation, waste disposal, and environmental regulation.

The 500-kt/a (550,000-stpy) refinery in Burnside, LA, owned by Almatis Inc. produced specialty alumina used in the abrasives, ceramics, chemical and refractory industries. The 1.2-Mt/a (1.32 million-stpy) refinery in Gramercy, LA, owned by Noranda Alumina LLC produced alumina mostly for use in aluminum smelters but also produced specialty alumina. An upgrade project at the Gramercy refinery to convert 200 kt/a (220,000 stpy) of capacity to produce more profitable specialty alumina was completed in the first half of 2018, and another project to increase capacity was started but a completion schedule was not available. The amount of new capacity was not disclosed, but it would be used to produce nonmetallurgical grade alumina. The 2.3-Mt/a (2.5 million-stpy) refinery in Point Comfort, TX, which was temporarily shut down in March 2016, remained closed throughout the year."

A novel two-stage froth flotation process to remove pyritic sulfur from fine- size coal is described. The process consists of a first-stage, standard coal flotation step in which high-ash refuse and some of the pyrite are removed as tailings. The first-stage clean coal froth concentrate is then repulped in fresh water, and a coal depressant, a pyrite collector, and a frother are added to float the remaining pyritic material. Laboratory and pilot plant flotation results with coals from the Lower Freeport and Pittsburgh beds are given. The pilot plant test results show that up to 80 percent pyritic sulfur reduction was achieved with the Lower Freeport bed coal and up to 50 percent with the Pittsburgh bed coal. Laboratory and pilot plant results were in excellent agreement, indicating that the process is a viable means of removing much of the sulfur from some coals.

The results of diesel particulate matter (DPM) monitoring were used by the underground mining industry to mitigate adverse effects of exposure to DPM. NIOSH Method 5040, currently used for ambient and personal exposure monitoring, does not provide needed real-time information. The objective of this study is to develop a methodology for continuous monitoring of DPM concentrations in an underground environment, founded on the application of the Dekati electrical particle sensor (DePS). The DePS, which measures concentrations of submicron aerosol in real time using a diffusion-charging sensor, was evaluated by comparing the results of the concurrent measurements with reference methods at several locations downstream of the diesel-powered equipment. The DePS results were found to correlate well to those obtained by reference methods. However, it was found that dependence of the response on the physical and chemical properties of aerosols necessitates sitespecific correlation factors for the targeted matrices. The site-specific factors for number and mass of diesel aerosols were derived using the results of concurrent measurements with TSI NanoScan, FLIR Airtec, and carbon analyses performed on the concurrently collected filter samples. The results showed that methodology based on compensated DePS measurements would be suitable for continuous monitoring of DPM in underground mining operations.

The Bailey mining complex is located in Greene County, PA in the valley of Talley Run, a small stream tributary to the Enlow Fork of Wheeling Creek as shown on the location map insert found on Figure 1. The Bailey complex includes two Pittsburgh No. 8 Seam deep mines (Bailey and Bailey #2), a coal preparation plant, and two refuse areas (for disposal of coarse and fine processing waste). Clean coal is shipped from the complex via a 24.15 km (15 mile) rail spur, which connects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Company (Consol) began a permitting effort aimed at beginning construction of Bailey, the largest underground coal mining complex to be built to date in the United States. Construction of the Bailey Mine began in December, 1981, less than six (6) months following the first application submittal. Clean coal was produced by the Bailey Preparation Plant in September, 1984. Effective project planning, including early formulation of a project planning team, identification of "red flag" issues, innovative responses to environmental questions and development of environmentally sound project designs, all contributed to the relatively quick permitting at Bailey.

Introduction Many gold and silver ores are refractory to conventional processing technologies. Thus, precious metals recovery is uneconomic. These resources can consist of ores, flotation concentrates, mill tailings, and other reserves. The refractory nature of these materials can be ascribed to such components as iron sulfide minerals, silica minerals, tellurides, organic compounds, and sulfosalts. Precious metals locked within iron sulfide minerals account for a large number of refractory gold ores. These minerals consist principally of pyrite or arsenopyrite. They must be oxidized to liberate the encapsulated precious metal and allow its contact with the leaching agent. Carbonaceous gold ores represent a unique class of refractory precious metal ores in general. Not only does gold encapsulation by iron sulfide minerals occur (Hausen, 1985), but these ores also contain organic matter that interferes with gold recovery by cyanidation. Direct interference can be attributed to either occlusion of gold within organic matter or formation of a stable gold-carbon complex. The magnitude of this problem is debatable. Wells and Mullens (1973) examined two carbonaceous gold ores and found no association between the gold and carbonaceous material. A more common problem is indirect interference, whereby the aurocyanide complex formed during cyanidation is sorbed by the native organic matter and is not available for recovery. This phenomenon is referred to as "preg robbing" (Osseo-Asare et al., 1984; Hausen and Bucknam, 1984). Guay (1981) summarized various methods that can reduce preg robbing during processing of carbonaceous gold ores. However, some are not applicable to carbonaceous ores that have significant amounts of gold locked in iron sulfide minerals. Several methods exist for oxidizing iron sulfide minerals and rendering refractory precious metal ore amenable to conventional recovery processes. These include various embodiments of roasting (Jha and Kramer, 1984; Brown, 1984; Arriagada and Os-seo-Asare, 1984; Smith, 1986), pressure oxidation (Muir et al., 1984; Beattie et al., 1985; Thompson, 1986; Weir et al., 1986; Argall, 1986), and chemical oxidation (Scheiner, 1971; Jackson, 1983; Van Weert et al., 1986). Each process has been successfully used for refractory precious metal ores. In many instances, however, their use is precluded by capital and operating costs relative to the value of the ore. An alternative to these methods is microbial pretreatment - a biological process whereby iron sulfide minerals are degraded and the liberated precious metal values can be recovered by conventional technologies. Bioleaching refractory precious metal ores is a relatively new concept compared to roasting and chemical oxidation. It is rapidly becoming established as a viable pretreatment alternative. Numerous studies have been conducted in the laboratory and on a pilot scale (Yudina et al., 1979; Lawrence and Bruynesteyn, 1983; Pol 'kin et al., 1985; Marchant, 1985; Livesey-Goldblatt, 1985; Gibbs et al., 1986). Comparative tests have demonstrated that bioleaching can be equal to or better than roasting or pressure oxidation in terms of product recovery and process economics (Fridman and Savari, 1983; Livesy-Goldblatt et al., 1983; Karavaiko et al., 1985; Gilbert et al., 1986; Hackl et al., 1986). Bioleaching's main drawback is that pretreatment requires days rather than hours. This can lead to excessive operating costs for difficult-to-treat ores. Exploration of new resources and development of new equipment and designs are an ever changing facet of mining. New equipment to handle specialized operations is being developed and new techniques for its use explored. One such system is reviewed. Another is a potential system for handling the thinner stray coal seams between the more profitable thick seams. The availability of federal coal leases in the West is reviewed and current planning discussed. Gulf Coast lignites have been of much interest in recent months and are overviewed.

In underground stopes that require more than minimal support, backfill is almost universally used. The term cut and fill stopingis used in a broad sense in this section, which describes underground mining methods requiring support. Support in stopes can be classified as local or short-term and general or long-term. Local support for the back of a stope, for example, can be accomplished with rock bolts or timber stulls. General support for the walls of the stope is provided by backfill. Local support provides a safe working place for the stope miners. General support, provided by backfill, preserves the access way to the stope and prevents large scale dilution of ore. Making progress on sustainable development will require greater attention to the management of materials produced from mine exploration through use to reuse, recovery and recycling. Material stewardship is a concept that embodies the range of activities required for optimal and appropriate use of minerals and metals in society. The following paper provides an overview of some recent initiatives that promote the stewardship of minerals and metals in society. The initiatives described are being conducted by organisations ? the International Zinc Association, the Canadian Copper & Brass Development Association and the International Council on Mining & Metals. These associations illustrate stewardship activities at three different levels: - an international association representing companies that produce a range of minerals and metals; - an international commodity association; and - a regional association. For each initiative, information is presented on its development, scope and outlook. This paper draws heavily from work of the associations but the viewpoints are the responsibility of the authors.

Large scale surface coal mining will be required to fill future energy demand in the United States. In realization of this long-term commitment to coal resources, the U.S. Energy Re-search and Development Administration sponsored a study to determine the costs and problems of large-scale surface coal mining. As a result of this study a series of computer models were developed that can be used by government and industry to: 1) facilitate mine design and equipment selection, 2) provide detailed analyses of mining and processing costs. Two types of models were developed: detailed simulation models, which provide detailed information on mining systems and equipment to assist in mine design and equipment selection1 and broad models, which provide a first-order evaluation of deposits and new ventures for an entire mining complex. The complete model series permits examination of surface coal mining under a variety of terrain conditions. Six different mining methods were analyzed and documented during the overall project: 1) Area stripping with draglines, 2) Area stripping with draglines, extended bench, 3) Contour stripping with draglines, 4) Area stripping with shovels (loaders) and trucks, 5) Mountain top removal with shovels (loaders) and trucks, 6) Multiple dipping seam mining with shovels (loaders) and trucks. Each major operation in the coal mining pro-cess is represented in these models so that the best methods and equipment may be selected and 50 that the impact of such selection will be reflected in estimates of capital investment, operating costs, and coal price. Individual models allow the user to separately analyze overburden removal, overburden drilling and blasting, coal drilling and blasting, coal loading and hauling, coal preparation and handling, land reclamation, and premining, facilities, and administrative expenses. Because it is impossible to cover all the models in this paper, only the detailed simulation models representative of the technique "area stripping with draglines," are described. The Fort Union Strippable Coal Resource Region, one of eight test cases, is used as an example to describe the models.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. "BACKGROUND As of December 2015, there are roughly 475 road tunnels within the United States according to the most recent national tunnel inventory data compiled by the Federal Highway Administration (FHWA); whereas, there are more than 615,000 highway bridges on public roads. The FHWA estimates that tunnels represent nearly 100 miles of Interstates, State routes, and local routes. Tunnels are part of the national transportation infrastructure and represent a significant financial investment for the owner and, hence, the tax payers. Tunnels, that are not properly maintained, usually require more extensive repairs and consume more resources. Tunnels must provide safe, reliable, and effective transportation even as these structures age and deteriorate. Furthermore, tunnels generally remain in service for extended periods of time due to their very high construction costs. For example, many tunnels were constructed decades ago during two historic periods of highway system expansion; the first period correlated with the era of public works programs linked to the Great Depression of the 1930-40s; and the second period of expansion occurred with the building of the interstate highway system in the 1950-60s. As such, these tunnels are fast approaching 60 to 80 years old. Congress enacted the Moving Ahead for Progress in the 21st Century Act (MAP-21), which was signed by the President on July 6, 2012. This legislation followed a fatal tunnel incident on July 10, 2006 and a National Transportation Safety Board (NTSB) report1 that noted the importance of conducting regular tunnel inspections. MAP-21 authorized the Federal Highway Administration (FHWA) to develop a mandatory inspection program for all tunnels on all public roadways (Bergeson and Ernst 2015): To help safeguard tunnel users and to ensure reliable levels of service, the FHWA developed the National Tunnel Inspection Program (NTIP), which is comprised of the National Tunnel Inspection Standards (NTIS), the Tunnel Operations Maintenance Inspection and Evaluation (TOMIE) Manual, the Specifications for National Tunnel Inventory (SNTI), and the Manual for Bridge Evaluation (MBE). The data collected from the program will be stored in a National Tunnel Inventory (NTI) database. A comprehensive and refresher training program was also developed to help qualify and certify key tunnel inspection personnel to include the program manager and team leader."

"Communities near sand mines and processing facilities in Wisconsin have raised concerns regarding possible exposure to ambient respirable (PM4) crystalline silica. Fenceline PM4 (particulate matter captured with a 50 percent cut size of 4 micrometers aerodynamic diameter) crystalline silica concentration data were compiled at Fairmount Santrol Inc., Mathy Construction Inc. and U.S. Silica facilities. The long-term average PM4 crystalline silica concentrations ranged from 0.05 to 0.45 micrograms/m3 when sample values below the limit of quantification were treated as zeros. All of the long-term average concentrations were less than 20 percent of the Minnesota Department of Health’s and California Office of Environmental Health Hazard Assessment’s PM4 crystalline silica chronic reference exposure level of 3.0 micrograms/m3. The measured concentrations were consistently within the local background concentration range.Air Control Techniques P.C. compiled the sampling data using Thermo Fisher Scientific Inc. Partisol 2000i PM2.5 samplers meeting the requirements of 40 CFR Part 50, Appendix L. These samplers were adapted to capture particulate matter with a 50 percent cut size of 4 micrometers. The use of polyvinyl chloride filters allowed for crystalline silica X-ray diffraction analysis by NIOSH Method 7500. The combined use of adjusted PM2.5 filter-based samplers with Method 7500 crystalline silica analyses provided for a highly sensitive limit of quantification of 0.31 micrograms/m3 of PM4 crystalline silica.BackgroundIn 2005, the California Office of Environmental Health Hazard Assessment (OEHHA, 2005) adopted a 70-year chronic reference exposure level (REL) for PM4 (particulate matter having aerodynamic diameter of 4 micrometers or less) crystalline silica. The REL was extrapolated from occupational hygiene epidemiological studies, essentially all of which were based on in-plant PM4 crystalline silica measurements. No well-established ambient sampling technique for PM4 crystalline silica was available at the time that OEHHA adopted its REL. The personal samplers used for the National Institute for Occupational Safety and Health (NIOSH) Method 0600 in-plant sampling of employee exposure were designed for concentrations higher than ambient levels. The limit of quantification (LOQ) of PM4 crystalline silica on NIOSH 0600 filters was too high for the effective sampling of ambient air."
