In striving to develop this discussion about "Manpower for Industrial Mineral Industries" two fundamental classes of manpower are encountered. These are: 1) The Labor Force, comprised of unskilled and semi-skilled, nonprofessional personnel who participate in conducting economic, mineral deposit operations and; 2) The Professional People involved in the science, engineering, and management of such industrial enterprises. The commentary given here will be directed primarily to a review of the characteristics of the second or latter class. To pursue successfully a career as a scientist or engineer in today's industrial and social complex, it is necessary that technical knowledge must have been acquired by training and study in an institution of higher learning. Also, to act effectively, the individual must have achieved some degree of specialzation, although this element often is developed to most notable degree by post-graduate exposure and experience. In addition, and especially in the case of "management," it is desirable, indeed it is even necessary, that an individual recognize and appreciate the fundamental humanistic-sociological controls, and their nuances, as these elements exist to shape his total environment.

After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

This is an introductory paper on a new method of prospecting for mineral deposits which has been developed by Scintrex Limited. The method, which we call Luminex, for luminescent mineral exploration, is based on time- resolved mineral luminescence created by an ultraviolet light source. It has the ability to detect and resolve a group of key minerals which are either ore minerals themselves, or more often, are accessory or pathfinder minerals for certain types of economic ore deposits. Fortunately, these minerals are commonly found at the earth's surface, even in areas of considerable weathering. The method extends the range of mineral deposits which are remotely detectable from the air to include those such as tungsten, tin, molybdenum, gold and bedded lead-zinc deposits and, is therefore, a natural supplement to our three classical methods of airborne geophysics.

Hamersley Iron Pty. Limited, one of the world's largest iron ore producers, operates a 3.0 million tonne per year pelletizing facility at Dampier in Western Australia. The plant produces pellets for the export market using a blend of natural hematite fines from the Company's two mines at Tom Price and Paraburdoo. Processing includes fluidised-bed drying of the ore feed, open circuit dry grinding, disc balling and pellet induration in a travelling grate furnace of Dravo-Lurgi design.

The role of pre-conditioning in a caving operation has multiple benefits, ranging from assisting with improved caveability, normalising fragmentation and improving draw point hang-up frequency. At Newcrest Mining’s Cadia Operations, both the Ridgeway Deeps block cave the Cadia East Panel Cave have utilised pre-conditioning using hydraulic fracturing. Seismic response data inside and outside the pre-conditioned volume show the benefit of treating the full caving block. Cadia East has further developed pre-conditioning to mitigate developing seismic hazards associated with major structures (fault-slip events) and managing mine-wide seismic hazards in new caving operations where the potential for large damaging seismic events exists due to high stresses and hard competent rockmasses. A case study reviewing the impact of pre-conditioning to mitigate seismic hazard associated with fault slip is presented. Cadia East operation undertook a targeted hydraulic fracturing program and reduced the overall number of large events as an example of the benefits of pre-conditioning. This paper will review the application of Hydraulic Fracturing at Cadia and discuss the geotechnical and seismological parameters of seismic events that occur within and outside of pre-conditioned rockmass volumes to demonstrate the benefits that Hydraulic Fracturing bring to future caving operations.

In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. The National Institute for Occupational Safety and Health (NIOSH) developed a hand-held instrument that uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture. This instrument is called the Coal Dust Explosibility Meter (CDEM). In this study, NIOSH personnel accompanied Mine Safety and Health Administration (MSHA) inspectors on their routine band surveys in five underground coal mines in MSHA District 2 (Pennsylvania) and three underground coal mines in MSHA District 11 (Alabama). While underground, NIOSH personnel and MSHA inspectors used the CDEM to assess the explosibilities of the dust samples. The values of percent incombustible content (percent IC) determined by the CDEM agreed well with those obtained later by low-temperature ashing (LTA) in both MSHA and NIOSH laboratories. Further, the meter identified some samples as potentially explosible that LTA analysis had found to possess sufficient rock dust for inerting. The CDEM provides more information on the hazards in the mine. Rapid identification of areas with explosible dust mixtures using the CDEM allows for immediate intervention rather than a wait of several weeks for laboratory analysis.

About 1/3 of the world's supply of phosphate rock is produced in a relatively small area of the Florida peninsula east of Tampa. Until this past year, a circle with a radius of about 25 miles and centered on Bartow would encompass the major producing areas. During the past year producing areas have opened in North Florida which promise to vie with the Polk-Hillsborough County area in terms of proven reserves. In addition, new phosphate production is planned for counties to the south and west of the present fields. From the existing production areas, however, more than 19 million long tons of phosphate were mined in 1965. As mining engineers most of you probably are familiar with the methods of mining and beneficiating the pebble phosphate rock. You thus recognize that, although some water quality problems may arise from these processes, there is no potential air pollution problem. To make an economically useful product, however, further processing must take place. It is from this additional processing that potentially damaging materials may be discharged to the atmosphere.

Following a dragline relocation at Agrico's Fort Green phosphate mine in 1986, the recovery plant experienced a significant decrease in flotation performance. Through weeks of trial and error testing, we discovered we could restore recoveries by conditioning feed at pH's higher than we had used historically. The higher pH's essentially increased flotation cell kinetics, although we still do not understand the exact mechanism at work. Armed with new-found appreciation of pH modification, we initiated a program to determine the optimum modifier for us, from both a performance and environmental perspective. Environmental considerations were important because ammonia, the standard industry modifier, is a plant nutrient and higher usage rates could affect the quality, of our recycle process water. This paper describes the research and development work spanning a 3 year period that culminated in making a major change in our reagent suite when we replaced ammonia with soda ash on a permanent full-time basis.

The use of diesel equipment in underground coal mines is controversial because "whole diesel exhaust" is regarded as "a potential occupational carcinogen" by the National Institute for Occupational Safety and Health (NIOSH). Threshold limit values (TLVs) are recommended for the gaseous pollutants; CO, CO2, NO, NO2, SO2' and some hydrocarbons emitted in diesel exhaust. There is, however, no TLV recommended for diesel exhaust aerosols (DEA) nor is there a standard method for sampling these aerosols. The University of Minnesota and the Bureau of Mines have collaborated to develop a personal diesel exhaust aerosol sampler (PDEAS) which utilizes size selective, inertial impaction and gravimetric analysis. During the field tests of this sampler, numerous air quality measurements were conducted in underground coal mines using diesel equipment. The objective of this report is to present these data and to assess the impact of diesel face haulage equipment on mine air quality.

An increase in the importance of low-grade materials as sources of gold and silver has led to the need for improved analytical methods on leach solutions, ores and various effluents, residues, and in-process streams. These are required by plant operators as guides to process control and for accounting pldrposes. Atomic absorption spectrophotometry (AAS) and AAS preceded by pre- concentration have been applied successfully to resolve many such problems. However, AAS is no panacea and imprecision or loss of accuracy can result if adequate precautions are not taken to prevent losses and eliminate interferences. The recent methods are discussed together with methods for overcoming difficulties. Comparisons with more classical analytical techniques are also given.

Three case studies were undertaken to investigate the role of land use potential evaluation in reclamation planning and to determine the impact of regional differences on the evaluation process. The three surface mines studied were representative of operations in the Appalachian, Interior, and Northern Great Plains provinces. The scope of the investigations included a survey of regional characteristics, a detailed investigation of the mining operations and site conditions, and an assessment of local land use planning activities in the area of the mine. Special attention was given to key factors that presently determine the use of reclaimed land. Also, for each case study, the postmining land use potential was evaluated using site planning principles. Specifically, the environmental, economic, and social impacts of several potential postmining land use plans were considered.

Enclosed cabs have been used on surface mining equipment for many years to protect equipment operators from health and safety hazards. The surface mining and quarrying process is a highly mechanized process that generates large quantities of respirable dust. Due to economic factors, more older mining equipment is being used today than in years past. With this older equipment, it is common to observe deterioration of many components on the enclosed cabs, which greatly reduce their protection effectiveness. NIOSH has performed a number of different field studies, as well as a comprehensive laboratory study, evaluating various factors and parameters regarding enclosed cabs. NIOSH has recently completed a cooperative research effort to evaluate the effectiveness of a newly designed unidirectional powered precleaner, filter and pressurizer that brings clean filtered air in at the roof of the cab and extracts all recirculated air near the floor. This research effort provided another example of the enhancement in air quality that can be achieved in an enclosed cab from the implementation of an improved filtration system and by establishing positive pressurization from increased intake air volume and sealing the cab. This testing showed a significant reduction in respirable dust levels in the enclosed cab when comparing baseline versus post-testing results. Since dust levels were similar near the roof and floor of the cab during post-testing, the unidirectional flow pattern did not appear to significantly improve the performance over the conventional design in this study.

"Diesel particulate matter (DPM) is an occupational health hazard in underground mines. It generally occurs in the submicron range, and is often present in the mine atmosphere with significant concentrations of dust particles that tend to occur in the supramicron range. Since dust can interfere with analytical methods to measure DPM, it is often removed from a sample stream using impactor-type size selector (diesel particulate matter impactor, DPMI). Because the DPMI physically removes oversized particles from the stream, its performance may be gradually reduced with aging. Sharp-cut cyclones (SCCs) represent an alternative size selector for DPM sampling applications, with a major advantage being that, by design, they should not be susceptible to rapid aging. This paper presents results of a field study designed to compare the performance of aged versus new/clean DPMIs and SCCs in an underground mine. DPMI aging resulted in clogging of the device, and eventually a reduction of its effective particle cut size – though, when sample flow rate was maintained, DPM sample mass collection was not affected until significant aging had occurred. Under the conditions present for this study, effects of SCC aging were observed to be minimal by the end of the study period. INTRODUCTION Submicron particles are increasingly recognized as significant respiratory health hazards (Cantrell and Watts, 1997; Kenny, et al., 2000; Ristovski, et al., 2012). Diesel particulate matter (DPM) represents a major source of submicron particles in both public and occupational environments (Kittleson, 1998; Abdul-Khalek et al., 1998). Due to their work around large equipment in confined spaces, underground miners have some of the highest exposures to DPM (EPA, 2002; Grau et al., 2004). DPM largely consists of solid elemental carbon (EC), commonly known as “soot”, and organic carbon (OC) that may be sorbed to EC particles (Kittleson, 1998; Abdul-Khalek et al., 1998). EC and OC can be measured by thermal-optical methods such as the NIOSH 5040 Standard Method (Birch, 2016), and their sum is referred to as total carbon (TC). While the complex nature of DPM does not allow for its direct measurement, both TC and EC have been accepted as suitable surrogates for monitoring occupational exposures to DPM (Noll et al., 2007 and Birch, 2016)."

A naturally aged and synthesized manganese oxide-coated granular media was found in our laboratory to have the capability of the removal of soluble Mn(H) from mine drainage by adsorption and oxidation. Mine drainage commonly also includes other heavy metal ions. Extending this principle, this paper presents the removal of heavy metals including lead, copper, cobalt, zinc and nickel in the aqueous solution by using the synthesized manganese oxide-coated granular media. It was found that the adsorption of lead, copper, cobalt, zinc and nickel on the manganese oxide-coated media follows both Langmuir and Dubinin-Radushkevich adsorption isotherms except in the concentration range less than 0.1 mmole/L. The adsorption mechanism involves the ion exchange between the heavy metal ions and synthesized manganese oxide coated on the media. The synthetic manganese oxide surface has a strong metal binding ability to the heavy metals in the order of Pb2+ > Cu2+ > Ni2+ > Zn2+ > C02+ based on the adsorption results using batch and continuous column operations. The breakthrough curves of these heavy metals showed that the synthesized media could be used effectively in the removal of these heavy metal ions in a cell or packed column. The process can simultaneously facilitate the immobilization of the heavy metals on the synthesized manganese oxide coated media. A subsequent pH adjustment dislodges the heavy metals and regenerates the synthetic media. Thus, the process accomplishes the adsorption, immobilization and concentration of the heavy metal from waste stream in one monolithic procedure.

While flue gas scrubbing with alkaline solutions is one of the oldest methods of removing SO2 from flue gas, a satisfactory scrubbing system for this application, which is both technically and economically viable, has yet to be developed. Interest in alkaline scrubbing has continued because of its basic simplicity and comparatively low capital cost. Drawbacks of alkaline scrubbing are the tendency for accumulation of solids to plug the system, scaling, corrosion and erosion problems and the need to dispose of large quantities of waste. Discussed are instrumentation loop applications to a 90,000 cfm alkali scrubbing test facility, the process problems the instrumentation engineer faces in. selection of equipment, the performance of the instruments selected and the problems encountered during start-up. The Test Facility incorporates centralized electronic process control with a digital data acquisition system provided to log process variables and print off normal (alarm) conditions. Flue gas SO2 content is measured by ultra-violet analyzers and analysis of the total gas stream is by gas chromatographs.

Lime is one of the largest volume chemicals produced in the United States. In 1979 approximately 21 million tons were produced. Lime is, in fact, second only to sulfuric acid as the largest volume basic chemical produced. Lime, also known as quick lime (calcium oxide) and hydrate lime (calcium hydroxide), is the principle alkali used in a multitude of industrial processes. In addition to its use as a principle industrial alkali, lime has experienced dramatic growth in four general market areas during the past 30 years. These four areas are: 1. Water Treatment - Lime is used extensively in treating and purifying water for industrial and potable use, Although significant tonnage is shipped to this market of municipal and industrial water treatment plants, the end-users are widely spread geographically and individual shipments are relatively low tonnage. The mining engineer must be able to predict the structural behavior of the rock around underground openings so that he can answer questions relating to safety and economics. With the present status of rock mechanics knowledge, exact predictions cannot be attained and approximate idealizations are made. As a first approximation, structural design makes use of theory, laboratory testing of rock properties, and available experience from excavations in similar rock formations. However, realistic design can usually be obtained only after in-situ observations and measurements are made. After all the information is collected, judgement and experience play a most important role in the final formulation of the design. This paper describes part of a geotechnical program which was instrumental in obtaining information for the design of large oil shale pillars. The work was carried out during 1971 and 1972 in the experimental mine of the Colony Development Operation. Colony is an oil shale venture formed between Atlantic Richfield Company, Operator, The Oil Shale Corporation, Cleveland-Cliffs Iron Company, and Sohio Petroleum Company to conduct research and development in mining and retorting of oil shale, The property is located in the southern edge of the Piceance Creek Basin in northwestern Colorado, approximately 250 miles west of Denver (Figure 1) . Mining was conducted by the room-and-pillar method in a 60-ft high portion of the Green River Formation at a depth of 600 to 850 ft, Pillar dimensions are approximately 60 ft by 60 ft. The mine site is in the eastern face of the canyon containing the Middle Fork of Parachute Creek, The distance from the mine to the side of the mountain varies from 500 to 1,200 ft, and its height above the stream floor is approximately 700 ft.

Editor’s note: This is the second part of a two-part series on how mine geologists added about 141t (4.53 million oz) at Newmont Mining’s gold operations in Nevada during 2003. Part one (ME, July2004, pp. 19-26) showed how cross-functional teamwork among mine geologists, engineers, metallurgists and operators added $65 million in revenues at Newmont’s Gold Quarry Mine. Part two deals with how this same cross-functional team added about 25.8 t (830,000 oz) of gold reserves and two years of life at the company’s LoneTree Mine. This was done through improved reconciliation methods, pit optimization designs and updated geotechnical parameters. Part two also discusses how Newmont’s Nevada mine personnel added about 62.2 t (2 million oz) of gold reserves at its Twin Creeks Mine, extending the mine’s life by several years. In the early 1970s, it became a concern that exposure to the mineral fibers associated taconite ore processed in Silver Bay, Minnesota would cause asbestos-related disease including gastrointestinal cancer. At that time data gaps existed which have now been significantly reduced by further research. To further our understanding of the types of airborne fibers in Silver Bay we undertook a geological survey of their source the Peter Mitchell Pit, and found that there are no primary asbestos minerals at a detectable level. However we identified two non-asbestos types of fibrous minerals in very limited geological locales. Air sampling useful for risk assessment was done to determine the type, concentrations and size distribution of the population of airborne fibers around Silver Bay. Approximately 80% of the airborne fibers have elemental compositions consistent with cummingtonite-grunerite and the remaining 20% have elemental compositions in the tremolite-actinolite series. The mean airborne concentration of both fiber types is less than 0.00014 fibers per milliliter that is within the background level reported by the World Health Organization. We calculate the risk of asbestos-related mesothelioma and lung cancer using a variety of different pessimistic assumptions. (i) that all the non-asbestos fibers are as potent as asbestos fibers used in the EPA-IRIS listing for asbestos; with a calculated risk of asbestos-related cancer for environmental exposure at Silver Bay of 1 excess cancer in 28,500 lifetimes (or 35 excess cancers per 1,000,000 lifetimes) and secondly that taconite associated fibers are as potent as chrysotile the least potent form of asbestos. The calculated risk is less than 0.77 excess cancer case in 1,000,000 lifetimes. Finally, we briefly review the epidemiology studies of grunerite asbestos (amosite) focusing on the exposure conditions associated with increased risk of human mesothelioma. © 2008 Elsevier Inc.
