EIA is a procedure aiming the elimination of adverse impacts to the environment from undertaken projects. Historically, it starts in 1969 when NEPA (Nat.Env.Prot.Agency) in the US initiated the EIA ? EIStatement. The EIA procedure was adapted by the European Union with the directive 337/85 and in Greece the Common Ministerial Decision 69269/90 enforced it to the Greek legislation. However, mining enterprises in Greece long before the implementation of the European Directive and in accordance to the legislation of the Public Law 998/79 for the protection of the forested lands were obliged to submit EIA?s and get an approval in order to operate in forested areas. The submitted and approved EIA?s and their implementation by the mining companies were among the positive aspects of the EIA procedures. This paper is examining the impacts of EIA?s in the Greek mining industry its positive aspects as well as their difficulties and their role for the reclamation procedure. The technical and procedural aspects which EIA presents for the mining industry are commented, while proposals, for a more flexible EIA implementation for the Greek Environment are also presented.

Production scheduling is one of the most important factors affecting mine planning. A program -Mine Scheduler -that aids mining engineers with the setup of an optimum open pit production scheduling algorithm has been developed. A mathematical model for open pit scheduling that optimizes the Net Present Value of the cash flows was formulated. A simulated data is formulated as a Mixed Integer Linear Programming (MILP) problem. What's Best by Lindo Systems is used as the MILP solver in Microsoft Excel. The implementation of the algorithm focuses on problem setup, allowing users to easily evaluate, simplify, and develop the model that best fits their production scheduling.

The Colorado Geological Survey completed an inventory of environmental degradation associated with abandoned and inactive mines on National Forest System lands in Colorado. In the course of the inventory, areas with naturally occurring acid rock drainage were also noted. Approximately 18,000 abandoned mine- related features were inventoried, including about 900 features that are considered significant enough environmental problems to warrant further investigation. Water quality data, such as pH and conductivity were gathered at all features where water was present, such as draining adits, seepage at the toe of dumps and tailings, and standing water in shafts. Samples were taken where field tests indicated low pH andlor high conductivity, including several areas with naturally occurring acid rock drainage. Samples were analyzed for dissolved and total metals, and for selected anions. All mine locations and data collected by the field geologists were entered on field forms and, subsequently, into a computer database and GIS format. With the information provided by the inventory, the Forest Service, in cooperation with other agencies, has been able to prioritize abandoned mines for reclamation. In most cases, cleanup is approached on a watershed basis. Mines in priority watersheds have been selected for reclamation first. Watersheds where studies prerequisite to cleanup are occurring include the upper Anirnas River, Willow Creek (tributary to the upper Rio Grande), Chalk Creek (tributary to the upper Arkansas River), the Uncompahgre River, and the Alamosa River. During the inventory, evidence of naturally occurring water quality degradation was found in areas where little or no evidence of mining activity exists. These areas include the upper Alamosa River, the Middle Fork of Mineral Creek, Peekaboo Gulch, and Handcart Gulch. Water from these natural sources has been found to significantly exceed Colorado water quality standards for several metals.

The research program described in this paper is sponsored by the Advanced Research Projects Agency of the Department of Defense and monitored by the Bureau of Mines, United States Department of the Interior. PROGRAM DEVELOPMENT While Holmes & Narver is better known in other fields, the company has been active in many phases of underground excavation for over twenty years. In the 1950's, H&N participated in design and construction of nearly twenty miles of waste disposal tunnels in Southern California. As Architect-Engineer for the Atomic Energy Commission, we had design and management responsibility for many miles of tunnels and for thousands of feet of exploration and big hole drilling, from coast to coast in the States, and for gas well completions and exploration drilling for the Navy and the National Science Foundation from Pt. Barrow to Byrd Station in Antarctica. In my ten years with the company, we contributed to the development of big hole drilling techniques at a number of sites and analyzed the capability of boring machines for many of the tunnel projects. The new Roasting Facility at Barrick’s Goldstrike Mine in Nevada, U.S.A. was developed to process 12,000 tons per day of refractory gold ore. The process consists of crushing, dry grinding, roasting, extensive gas purification, calcine quenching and leaching in the presence of activated carbon. The new plant is integrated into the existing Goldstrike facility, treating ore from both open pit and underground sources. The process design, procurement, construction and commissioning of the Roaster facility was performed successfully over a 3½ year period with peaks of 400 engineering personnel and 950 construction personnel supporting the project. The US$330,000,000 project was completed ahead of schedule and under budget. The commissioning was well planned and proceeded smoothly through a rapid start-up to achieve all primary goals within three months of the start of processing of ore.

The objective of this research was to develop a mathematical model for gyratory crushers to help in the prediction of energy consumption and to analyze dominant parameters that affect this energy consumption. The development of a gyratory crusher model was achieved in the following three main stages: mathematical representation and coding of the crushing process; building an amperage constant model to derive an energy-scaling formula; and modifying the amperage constant model to represent a full-scale model. Due to their significant influence on feed-size distributions, two blasting parameters, i.e., burden and spacing, were considered. The crusher parameters that affect energy consumption were also identified. A case study of an operating dolomite mine was performed. The results indicated that by changing the burden, spacing and crusher closed-side setting, the overall (blasting and crushing) costs could be reduced by 4.7% to 7.9% annually. It can also be concluded that burden and spacing values have a linear positive relationship with the crusher energy consumption, while closed-side setting values have an inverse linear relationship with the energy consumption.

During the last 20 years, more than 80 km (50 miles) of tunnels have been constructed in the Los Angeles, CA area. Recent projects include The East Central Interceptor Sewer (ECIS), completed in 2004. It spans more than 18 km (11 miles). The Northeast Interceptor Sewer (NEIS), completed in 2005, spans 11 km (7 miles). And the 2-km (1.3-mile) Metropolitan Transportation Authority?s Gold Line Eastside Extension (MCGLEE) was completed in 2006. All of the tunnel routes lay beneath heavily populated urban environments so minimizing ground surface settlement was critical to the success of the projects. Previous tunneling efforts in the Los Angeles area using open shield methods resulted in significant settlement that damaged roads, utilities, buildings and other structures. Earth pressure balance (EPB), or slurry machines, were specified for these projects to reduce subsidence risk. The contractors chose EPB tunnel boring machines (TBM) for the work. The closed and pressured face of the EPB TBM reduces loss of ground at the tunnel face and, when the machines are used in combination with gasketed pre-cast tunnel liners and backfill grout behind the installed segments, losses from over-cut of the excavated surface are also reduced.

Mississippi Valley Type Pb-Zn deposits are widespread in the midcontinent U.S. and have been mined from the 1800's to present. Some tens of thousands of acres of mined land in the Tri-State District have been designated as Superfund sites as a result of surficial mine wastes and ground waters with elevated levels of metals. EPA considers the surficial mine wastes to be hazardous and a major source of acid mine drainage fAMD) that degrades water resources and threatens human health and the environment. To mitigate potential risks at one site near Galena, Kansas, a group of mining companies who had been identified by EPA as Potentially Responsible Parties IPRPs) proposed subgrade disposal of the mining wastes in shafts and subsidence features. However, this proposal was challenged by the Agency on grounds related to AMD and the potential for degradation of ground water quality. The PRP team developed a program of materials characterization, laboratory-scale leaching, and finally large-scale, pilot testing in the field. Static and dynamic leaching tests at both laboratory scale fusing artificial rainwater under both variably and fully saturated conditions) and field scale (using pH 4.5 ground water) showed that the surficial wastes do not produce acidic leachate and are not a long-term source of metals. Laboratory chemical and mineralogical tests show that the mine wastes contain substantial carbonate, but very limited iron sulfides, consistent with the leach test results. EPA "characterization" tests fEP Toxicity and TCLP) compare very poorly with tests simulating the expected leaching conditions. While these tests would classify the surficia1 wastes as "hazardous, they do not characterize the behavior of the high-volume, low-concentration, coarse-grained materials with respect to environments and disposal options of interest. To be meaningful, characterization of mining wastes must be performed in a manner that simulates the environmental conditions that are actually of interest with respect to a specific decision, such as subgrade disposal in the saturated zone.

In 1987, the International Agency for Research on Cancer designated crystalline silica as a 2A probable carcinogen. As a result, crystalline silica is regulated under the Hazard Communication Standard as a probable carcinogen at a concentration of 0.1% or greater in the workplace. Crystalline silica will be listed as "reasonably anticipated to be a carcinogen" by the National Toxicological Program. This designation of crystalline silica as a probable carcinogen has created major issues for the mineral and chemical producer, including labeling, hazard communications, marketing a material with potential hazard exposure, and potential liability. The State of California also regulates crystalline silica under Proposition 65 in products as a carcinogen, based upon the IARC determination that it is a probable carcinogen. More federal and state regulations are anticipated as a result of the IARC classification of crystalline silica and its subsequent federal regulation. Respirable crystalline silica has been regulated as a hazardous dust for many years by OSHA. This regulation was initiated to prevent silicosis, another occupational disease. OSHA has established monitoring devices for determining the concentration of airborne respirable silica in order to measure exposure to this substance. The accurate determination of the crystalline silica content is critical to dealing with these health risks and regulations. In the past, crystalline silica was considered to be safe and, because of its ubiquitous nature, little effort was made to determine or quantify its presence in most materials. The Hazard Communication Standard requires that a1l products containing 0.1% or greater crystalline silica must be properly labeled for this material and its hazard. Unfortunately, the 0.1% threshold was not chosen on the basis of established analytical capabilities for crystalline silica, but results from general limits for potentially carcinogenic chemicals and substances. Numerous methods have been developed for the determination of crystalline silica in a variety of products. However, these methods are not generally applicable since they must be specific for silica in any of its crystalline states and not just for total silica content. Chemical tests for silica are not difficult and quite accurate at the 0.1% level; however, in addition to its crystalline phases, it occurs in amorphous phases and in a wide variety of crystalline and amorphous silicates. In general, there is little correlation between total silica content and crystalline silica.

"Point cloud technology is now an indispensable tool in geological and geotechnical data collection, interpretation and analysis. Open-pit and underground mines of all sizes are regularly collecting point cloud data as laser scanning (LiDAR) and photogrammetry surveying devices have become affordable and the workflows fast and efficient. Past challenges of large data processing and manipulation are gone with recent technological advancements in computer hardware and software. These innovations reduce file sizes, ease rendering requirements and allow for the implementation of real-time 3D viewers and surface meshing tools. With its ability to remotely and safely, rapidly and accurately extract large quantities of georeferenced and 3D-oriented data, point cloud technology provides numerous applications to the geomechanical field. The list of uses is continuously growing. This article specifically focuses on digital outcrop modeling and digital terrain engineering. Point clouds. The high-resolution and increasing availability of point cloud technology is rapidly improving open-pit and underground mines’ investigation, interpretation and characterization of site geology and rock mass properties (Kemeny et al., 2015; Lyons-Baral, 2012). LiDAR and photogrammetry are common remote sensing methods employed to measure the coordinates of surfaces in three dimensions (3D), providing the X, Y and Z locations and typically the reflective intensity and/or the visible three-band color of each point (Fig. 1).LiDAR uses either a time-of-flight or phase-shift measurement of a laser beam reflected off targeted surfaces and received back into the device.Photogrammetry generates point clouds by merging multiple overlapping photographs and uses stereographic plotting to define the locations of object points in 3D space. These methods can be deployed from airplanes, unpiloted aerial systems (UAS or drones), tripods, land vehicles and even in a mobile backpack shown in Fig. 2. RADAR, Total Station-Prism and other remote sensing systems also offer very precise “point clouds,” but this article does not address these due to their higher cost and lower versatility and mobility."

Introduction There is a continuing search by government and industry for new mining methods that increase production, improve the working environment, reduce labor intensity, enhance recovery effectiveness, improve the reclamation process, streamline the flow of material, and reduce the unit cost. Hydraulic extraction and transport methods have outstanding potential in several of these areas. For example, hydraulic fragmentation produces a significant reduction in respirable dust. The inherent simplicity of hydraulic mining equipment and the resulting high reliability are recognized. Tool wear can be virtually eliminated. There is great flexibility in the size, shape, and orientation of the mineral deposit that can be mined. The cutting, gathering, and transport operation can be controlled remotely, providing more safety for workers. The threat of tool sparking and the resuiting dust or gas ignition are also eliminated. Although hydraulic mining was introduced in the US before the turn of the century, it has not gained the degree of acceptance found in other countries such as the Soviet Union, China, Germany, and Canada. The Hydraulic Mining Research program, initiated by the US Bureau of Mines in 1958, and the subsequent research by others has provided much of the basic technology required to spur the development of these methods into a viable extraction alternative. This article updates the development of hydraulic mining in the US. Particular attention is paid to monitor mining, the long-wall hydrominer, borehole mining, and the semi-autonomous mining system. Whenever the particular mining method is also being developed in other parts of the world, a brief description of the world-wide state of the art is given. Finally, allied studies designed to optimize these mining techniques are described. Hydraulic Monitor Mining Since 1958, the US Bureau of Mines (USBM), the Department of Energy (DOE), and other government agencies have funded more than a dozen programs to investigate the potential of hydraulic monitor mining. For this method, water is directed on the coal face from a monitor nozzle. Sufficient velocity is used to cause local fragmentation (Fig. 1). Coal particles are washed from the face to a trough. They are then flumed to a collection point. Oversized particles are directed through a breaker and then into the troughs. Monitor field tests were conducted in the 1960s in bituminous and anthracite coal at the following locations: • Rosylin No. 9 mine, WA (Nasiatka and Badda, 1963); • Rosylin No. 10 mine, WA (Price and Badda, 1965); • Sugar Notch mine, PA (Buch, 1964); • Thomson Creek mine, CO (Palowitch and Malinka, 1964); and • West Lebanon, PA (Fowkes and Wallace, 1968). Research and development of tunneling technology is rapidly taking its rightful place as an important ingredient in the Nation's research and development strategy. The state of technology in tunneling is very important to the Federal Government. Through its support, both direct and indirect, of a wide range of public works, our government, using the taxpayer's money, is the biggest buyer of tunnels. So that this money is spent wisely and efficiently, it is important that potential developments in tunneling technology that promise lower cost tunnels be pursued, if the cost of reaching the goals is commensurate with the prospective benefits. For too many years, the Federal Government's activities in the tunneling technology field were fragmented. Recently, specific coordination efforts have been initiated. It may surprise some to realize that the total Federal expenditure on excavation technology research and development, which is largely devoted to underground excavation, is growing by leaps and bounds. In fiscal year 1971 alone, approximately $19 million were expended by Federal agencies. This current fiscal year (FY 1972) that amount will increase to $24 million. It would appear that next year we will exceed the 1972 expenditure by 52 percent to bring the total FY 1973 expenditure up to $36 million. Recently, in the United States, questions of possible deleterious synergistic health effects of the gaseous and particulate components in the diesel exhaust and mineral and coal dust have been the impetus for extensive research by several agencies. At the present time, diesel engines are tested and approved for use in gassy and non-gassy underground metal and non-metal mines under Parts 31, 32, and 36 of Title30 of the Code of Federal Regulations. Diesel-powered equipment for use in underground coal mines, though not explicitly addressed in the law, is administered under Parts 32 and 36 of Title 30, with Part 36 being applied in the case of equipment working inby the last open crosscut or in the return airways. Operation of diesel equipment in underground mines has the potential for serious health and safety hazards from the gases, vapors, and particulates in the exhaust. Therefore, various countries have rules and regulations for the safe deployment of diesel equipment. The applicable laws and regulations from several countries who have long experience with diesel-powered equipment in their mines are reviewed. Four major areas have been addressed: (1) testing and approval procedures of diesel engines, (2) ambient mine air quality specifications, (3) frequency of sampling and location of samples, and (4) air quality specifications in splits where diesel-powered equipment are operated. The review indicates that most regulations generally consider four possible hazards: (1) toxic components in the engine exhaust, (2) ignition of flammable atmospheres by the engine or electrical equipment, (3) fire hazards presented by the engine fuel oil and by combustible material that might come in contact with the equipment, and (4) mechanical hazards. There is a remarkable similarity in the laws with regard to engine design, testing and approval procedures. However, the aspects with regard to mine air quality and quantity are quite variable-- from a general statement to very specific standards for many different diesel exhaust constituents. However, the laws with regard to synergistic effects of diesel exhaust components and other mine air contaminants are an exception.

This paper is a review of research and development on geothermal energy extraction in Japan especially on hydraulic fracturing. First recent geothermal developments in Japan are outlined in Part I. An increase in the production rate of geothermal wells may be highly dependent on the geothermal well stimulation technology based on hydraulic fracturing. The hydraulic fracturing technique must be developed also for geothermal energy to be extracted from hot, dry rock masses. In Part II, the research on hydraulic fracturing and field application are reviewed.

INTRODUCTION Stillwater Tunnel construction is scheduled to start in the spring of 1973. The tunnel will be the site of an extensive program in rapid excavation research. This paper presents a progress report regarding our plans and relates the tentative decisions which have been made on how to carry out the research effort. The details are subject to revision as more input is obtained from other Government agencies interested in tunnel construction and from experts in industry and educational institutions. The objective of the research program is to bring about faster, less costly tunnel construction. This objective will be pursued through the development, improvement, and evaluation of various construction systems and investigative techniques. The need for this kind of program was recognized by the National Research Council, in its authoritative report "Rapid Excavation - Significance, Needs, Opportunities." (1) The Council advocated a federally funded $200 million, 10-year program to help meet the $69 billion market it expects in underground excavation between 1970 and 1990. The significance of tunnel construction to Reclamation is made clear by statistics of its tunneling experience and outlook. Reclamation has constructed 174 water conveyance tunnels totaling over 190 miles, Six tunnels are presently under construction which have a combined length of about 27 miles. There are on the books nine authorized, but unfunded tunnel projects totaling another 70 miles in length. Many more miles of tunnels are included in programs in various stages of investigation.

This paper examines the potential for controlling longwall-induced subsidence by pneumatically backstowing waste rock into the void created by mining. The paper also examines scheduling the process as a unit operation of the mining activity. Based on a review of background literature and interviews with representatives of various mining companies, public-interest groups and state and federal regulatory agencies, a hypothetical case-study evaluation of pneumatic stowing at a southwestern Pennsylvania mine was conducted. The study indicated that current stowing technology cannot keep pace with the production potential of longwall systems in the United States. Further, at the mine used in this case study, concomitant stowing would reduce subsidence by only 50% of what would normally be incurred during full longwall caving, and the longwall coal-production rate would decrease from 3,630 t (4,000 st) per shift in the nonstowing case to 1,360 t (1,500 st) in the stowing case. A preliminary cost analysis reveals that pneumatic stowing would add from $5.79 to $11.57 per t ($5.25 to $10.50 per st) to the operating cost of producing coal at the case-study site.

Rare earth elements have important strategic significance and economic value, and the rare earth elements in coal resources have considerable development potential. This study took coal refuse in the Jungar area of Inner Mongolia, China, as the research object, and investigated the occurrence modes of rare earth elements. A special sequential chemical extraction experiment was designed, and the results showed that the rare earth elements in coal refuse mainly occur in silicate and aluminosilicate form, accounting for approximately 65% of the total rare earth elements. According to the results of SEM-EDS, micro morphology of the sample belonged to the lamellar structure of clay minerals, and Al, Si, Fe, S, Y, and La were all present in the sample. Through SPSS software analysis, rare earth elements have an obvious linear positive correlation with Al, Si, and Fe elements, and a negative correlation with S elements. The rare-earth element occurrence mode in coal refuse can provide a definite theoretical basis for the later extraction and enrichment work.

Mining-related wastes, which are increasing, are being utilized more and more as valuable resources in Virginia. The Environmental Protection Agency (EPA) divides mining-related wastes into two categories: those generated from mineral extraction and beneficiation and those generated from mineral processing. Materials from both categories are produced in Virginia, where waste (by-product) materials are present at a variety of mining sites and processing plants; some of which have been exploited for various uses in the past and/or present. These materials include: used concrete recycled for roadbase material; pyrite coated with magnetite for use in portland cement; minor amounts of fly ash for use in concrete block, lightweight aggregate, and flowable structural fills; granite and diabase quarry fines for use as agricultural and asphalt filler; lime kiln dust for use in neutralizing and stabilizing coal refuse; soapstone aggregate for use in terrazzo heat retention panels; kaolin for use as a filler product and as an ingredient in white cement; slate quarry fines used as landcover and combined with aggregate for crusher run and as a filler in asphalt; and coal refuse for use as fuel in a lightweight aggregate plant. There are some materials available that have never been utilized, although several ideas were investigated to turn them into usable commodities. One such material is a high-alumina scrap produced as a by-product at a ferrovanadium processing plant. However, large quantities of waste materials from metal mining, industrial mineral, and fossil fuel operations remain to be disposed of in an environmentally safe and economic manner. In 1989, almost one million tons of fly ash were produced from burning of coal at eight coal-fired power plants in Virginia. Present uses for this waste such as an ingredient in concrete block, concrete aggregate, and in structural fills cannot dispose of all the available material; however, increased use of fly ash as a soil/rock substitute for structural fills and embankments may solve the problem of its disposal. Another waste material is calcium carbonate precipitate paste produced at a lithium carbonate processing plant and presently being used for back filling an on-site inactive underground limestone mine. Flue gas desulfurization (FGD) wastes in the form of CaS04 will probably increase threefold. If this material contains a minimum of 95 percent gypsum and negligible chloride, it may have a value to a wallboard manufacturer as we move toward the year 2000. Thought must be given how this increasing waste can be disposed of in an environmentally safe manner.

Thiosulfate is a green gold leaching agent that shows great potential to replace the highly toxic cyanide. Ammonia is traditionally used as the copper ligand in thiosulfate solutions to reduce the reactivity of copper ions towards thiosulfate, but it is a toxic reagent. As a result, efforts to replace ammonia with another complexing agent have received increasing attention. In this study, a novel alternative to ammonia is proposed to explore the potential use of the copper-malic acid-thiosulfate system. Experimental parameters include temperature, initial pH, copper, malic acid, and thiosulfate concentration. The feasibility of the copper-malic acid-thiosulfate system was discussed using Eh–pH and species distribution diagrams. Themodynamics analysis indicates that the mechanism of gold leaching in copper-malic acid-thiosulfate solution is mainly catalyzed by the Cu2( Mal)2H-2 2−/Cu(S2O3)3 5− redox couple. The capability of gold leaching in this system for processing the refractory gold concentrate is comparable to that of cyanidation and the traditional copper-ammonia-thiosulfate leaching processes. Thiosulfate consumption is greatly reduced in the presence of malate due to its strong chelating effect on the copper ions. Moreover, the copper-malic acid-thiosulfate system demonstrates a significant enhancement in leaching kinetics, making it a viable option for processing refractory gold concentrates.

The phosphate rock review did not arrive in time for publication in the. June issue. The world phosphate industry continued its slide in 1992 from the already depressed levels in 1991. The industry is locked into a 30-year fertilizer price low due to the worldwide fertilizer glut. Domestic production and imported, marketable phosphate rock decreased 1%, while domestic consumption increased by 1 % last year. The US Bureau of Mines reported a decrease in the domestic phosphate rock value from $25.42/t in 1991 to $23/t in 1992 ($23.06/st to $20.80/st). The diammonion phosphate (DAP) product price also dropped in value from $138/ t in January 1992 to $11 0/t in December ($125/st to $99.70/st). Continued declines in DAP prices is forcing the US fertilizer industry to develop cost-saving programs and reorganizations. Layoffs in 1992 resulted in a 7.6% decrease in the Florida phosphate workforce. Since 1980, the Florida workforce has declined by 35%. Small phosphate companies were forced to close operations or were sold to larger phosphate companies. Federal and state environmental regulations for byproduct waste disposal methods are being studied. The Environmental Protection Agency (EPA) approved phosphogypsum use in agri¬cultural and research applications as long as the radium 226 concentration is lower than 10 pci/g. The EPA is also reviewing regulations concerning air emissions at fertilizer plants. Industry publications reported the possibility of continued company sales and mergers in 1993. Industry expectations are optimistic while waiting for an upturn in the market. The US phosphate industry consolidation into three or four major companies should evolve into a stronger world market force.
