Kittilä Mine is a gold mine located in Northern Finland, owned and operated by Agnico Eagle Finland. The mining operation started in 2008 with open pits which were completed in 2012 and production moved to being entirely underground. The mine consists of four separate orebodies, currently producing 2.0 Mt per annum, and requiring over 19 km of development on a yearly basis. The principal mining method is long hole stoping with delayed backfill. Microseismic monitoring was initially tested in the Suuri orebody, in the mining block between the 625 and 500 Levels. A small monitoring system was installed in 2018, after observations of stress-induced damage to the rock mass and in anticipation of future mining at greater depth. The initial goals were to evaluate if useful data could be recorded and test the signal quality of different sensor types. Prior to 2018, ground control related challenges in the Suuri and Roura mining blocks had been mostly related to sill pillar mining and block movements between weak graphitic schist planes. Seismic monitoring in the Suuri deposit proved successful for following the rock mass response to mining and helped support the rationale for early monitoring in the new, deeper mining block in Rimpi at 900 m depth. Preliminary geotechnical characterization and testing of the rock mass showed areas of silicification in the footwall rocks with potentially continuous structural features. Seismic monitoring of the Rimpi area has confirmed the brittle behavior of the rock mass, with strong seismic responses induced by stress changes following blasting being recorded. In addition to this expected behavior, a large magnitude event associated with significant damage in the footwall drive development 90 m above the stoping was experienced. Initial investigation of the rockburst showed two separate damage locations with over 300 tons of displaced rock. The seismic monitoring system recorded this rockburst as a single seismic event with magnitude significantly larger than previously recorded. Additional analyses indicated a possible thrust fault event, triggering two separate strainbursts. Following this event, the ground support system was upgraded in parts of the footwall drives to improve dynamic capacity. By March 2001, shrinking global markets, reduced consumer spending and declines in domestic manufacturing and industrial output ended the longest economic expansion in US history and pushed the nation’s economy into its first recession in a decade. Aggravated by the terrorist attacks of Sept. 11, the recession led to large reductions in the domestic production of processed mineral materials. Some of the most significant production declines in the US metals industry were registered by aluminum, copper and steel producers. They faced strong foreign competition, higher energy costs and lower prices for their products. However, homebuilding and other domestic construction sectors — major users of nonmetallic mineral products such as cement, brick, glass and stone — remained strong enough to help raise the output of industrial mineral materials slightly above previous year levels. A strong US dollar continued to weaken the competitive stance of US metal and nonmetallic mineral materials companies alike against foreign producers in markets at home and abroad.

1. INTRODUCTION The safe disposal of tailings is the most important environmental question facing the uranium mining industry today. This is because tailings present a major long term radiological hazard as they contain about 71% of the radioactivity originally in the ore. The magnitude of the problem can be appreciated by considering the quantity of tailings involved. For example, projections of milling programs in Australia indicate that there will be 100 million tonnes of tailings produced by the year 2000 (Levins 1980). The United States currently has in excess of 100 million tonnes and by the year 2000 will have between 900 and 1700 million tonnes (Landa 1980). Present options for tailings rehabilitation include leaving them above ground, returning them to the mine or placing them in specially excavated pits. In any event, the tailings will be covered with earth and revegetation attempted. This will remove the problems of airborne radioactive dust and water erosion of the tailings, at least in the short term, but diffusion of radon-222* from the tailings may still occur. The Atomic Energy Control Board of Canada (1981) has proposed a maximum allowable radon flux from rehabilitated tailings of 0.074-0.37 Bq m -2s-1(2-10 pCi M-2 s-1); the exact level is to be determined "after discussion with other regulatory agencies and the industry". The United States Nuclear Regulatory Commission (USNRC 1980) has been more restrictive in recommending a maximum flux of 0.074 Bq m -2s-1 (2 pCi m-2s-1). As a guideline they also suggested a minimum depth of covering material of 3 m to achieve this surface flux for tailings typically found in the western milling regions of the United States. The design of rehabilitation schemes is aided by a knowledge of radon transport through tailings piles. In this paper we present the results of a theoretical analysis and experimental study of radon diffusion through selected Australian tailings and cover material. The minimum cover criteria of 3 m is reexamined in the light of these findings. [ ]

Introduction Uranium mining has been actively carried on in Canada for over twenty-five years mainly in Ontario at Elliot Lake in Bancroft, and in Northern Saskatchewan at the operations of Eldorado Nuclear Ltd. During this period, approximately one hundred million tons of mill tailings have been created and lie mainly on the surface close to the mining and milling installations. If all of the present reserves of uranium ores in Canada are mined, a further eight hundred million tons of mine tailings could be created in Ontario, Saskatchewan, the Northwest Territories, Labrador and British Columbia. The present control of effluents from existing tailings is managed by the operating mines under the regulations of both federal and provincial control agencies. It is the long-term effect of these tailings on the environment that has not been clearly defined or measured. Several years ago, the Canada Centre for Mineral and Energy Technology of the Department of Energy, Mines and Resources, embarked upon a program of research directed at the long-term effects of uranium mine tailings. Much of the research to date has been on tailings in the Elliot Lake, Ontario area where some tailings piles have existed for over twenty years. The program consists of two projects, one to address the problem of existing tailings and the other to examine alternatives in the management of current and future tailings. TAILINGS CHARACTERISTICS Uranium tailings are generally the result of sulphuric acid leaching in which the uranium and alkaline minerals such as carbonates and chlorites are leached out. If the ore contains sulphides, these minerals potentially present an additional hazard of acid generation over time and could increase the mobility of heavy metals and some radionuclides such as thorium-230. Except for the extracted uranium, most of the radionuclides from the ore remain in the tailings pile. Uranium ores in Canada span a wide variety of mineralization and associated gangue composition. Uranium minerals include pitchblende, uraninite, uranothorite, brannerite and the phosphate uranium minerals autunite and saleeite. Gangue minerals vary from acid consuming carbonates, and chlorites to acid producing sulphides and inert silicates. With such a wide variety in ore composition, the characteristics of the resultant tailings in Canada are in many cases site specific and the solutions to the long-term effects of these tailings may also be site specific.

Soft laminated iron ore (SLO) having a higher hematite content and Martite goethite iron ore (MGO) having a higher goethite content were subjected to detailed characterization and beneficiation. The present research was designed to investigate if these abundant, low-grade ores can be enriched adequately using standard industry techniques. No significant enrichment of the ores using jigging operation on the coarse (-3,200 +595 mm) size fraction could be achieved. Good liberation was only attained in the 150 to 300 mm particle size range in both cases. Desliming enriches the ground ores significantly. The effect of the feed size on the separation efficiencies of the ground ores were studied using flowing-film concentration on a Wilfley table. Better enrichment is obtained in the case of 150-mm sized feed by tabling. The grade of SLO is improved from 56.14% to 66.51% Fe, while the Fe content of MGO is enriched from 55.16% to 65.83%. Substantial rejection of alumina and silica is also achieved. Due to the friable nature of MGO and the higher goethite content in it, the loss of Fe in the form of ultrafines is greater in this case compared to that of SLO.

In spite of our deep conviction that it would be wrong for the United States to enter World War II, when, after Pearl Harbor, we were actually in it, I felt that I must do all I could to help. The country had been so good to me that I could not decently stay on the sidelines. My first thought was that I might help with supply and administration in the Air Force, as in World War I. So on the evening of Pearl Harbor I wired the chief of our Air Force in Washington saying that I had been on Gen. William Mitchell's staff in World War I and was offering my services again. I received a noncommital answer, but after a couple of weeks was told to take my physical examination. I passed it, but nothing further happened. After helping to make plans for the wartime operations of Summit King and Desert Silver, Dorothy and I went to New York to spend Christmas with Molly and Peter, both of whom were in college in the East. I had to complete a report on the Argonaut mine in California first, though the war made my recommendations of dubious validity. Before Christmas I received wires from Temple Bridgeman, Phil Wilson, and other friends who had taken positions with government agencies responsible for securing mineral products needed for war use. They urged me to join them. It was evidently a case of not whether but how I could be most useful. After six uncertain days with the family in New York I took the night train to Washington on the 28th of December. I had a hectic day there. First I saw Arthur Bunker and Phil Wilson at what became the Aluminum and Magnesium Division of the War Production Board. Their office was in an old converted barracks. They asked me to examine magnesium deposits in Nevada at once, and then to look at other magnesium and aluminum properties. After leaving

Divided opinions concerning dredging-permit locations and boating uses on the Kansas River in northeastern Kansas led to a study of the recreation potential on the river by a legislatively mandated interagency group (five agencies) that included the Kansas Geological Survey (KGS). In addition, the KGS conducted its own study of the river corridor, encompassing the development, geology, and economic resources of the corridor (Brady and others, 1998). The corridor area is 12 mi wide and 140 mi long (171 river miles). Included in the study was the potential impact of restric¬tions to river dredging. The Kansas River and its floodplain in northeastern Kansas are underlain by Lower Permian and Upper Pennsylvanian limestones and shales. The river and its floodplain are the major sources of sand and gravel for northeastern Kansas, and the limestones along the river bluffs supply crushed stone and building stone. The population of the 10-county area bordering the river has grown by 20% since 1980, and now comprises nearly 40% of the state's population (U.S. Bureau of the Census, 1996). Projections (Floerchinger, 1992) indicate close to 50% of the Kansas population will reside in these counties by 2025, with a continued increase in the demand for aggregates. Factors such as floodplain width, price and availability of land, and overburden ratios tend to favor river dredging on the lower part of the river, and floodplain or pit dredging on the upper portion. The use of alternate sources of sand and gravel such as the Missouri and Arkansas Rivers would increase sand prices due to transportation costs to much of the 10-county area. In 1996, river and pit dredges along the Kansas River supplied more than 3 million tons of sand and gravel valued at about $8 million to northeastern Kansas. As a result of its study, the KGS had concerns with the idea of large recreation zones on the river that excluded river dredging in areas of presently large population and projected population growth. This controversial issue is likely to recur elsewhere.

The search for mineral deposits is a difficult high-risk enterprise whose likelihood of success is influenced by a great many factors. Among the most important of these factors are the knowledge and judgment brought to bear on an exploration problem. If, for example, a panel of expert highly experienced geologists could be convened to examine every prospect, it is at least plausible that fewer deposits would be overlooked in the exploration process. Unfortunately, whether a project is undertaken by a private company or a government agency, it is not usually feasible to convene such a panel. Our purpose in this chapter is to describe an experimental system of computer programs called PROSPECTOR that is intended ultimately to provide expert consultation on problems of mineral exploration and resource evaluation. Ideally, PROSPECTOR would serve as a surrogate for a panel of expert economic geologists. However, because the cost of computation is very low and is projected to drop by a factor of about 100 over the next two decades, systems like PROSPECTOR could be made available to the exploration enterprise at large. When consulting about a prospect, the PROSPECTOR system first gives the field geologist an opportunity to tell the program about the most significant features of the site: the major rock types, minerals, and alteration products. The system then compares these observations with a number of stored models of various types of ore deposits and forms alternative hypotheses about the types of deposits that might be present. The system next engages the geologist in a dialogue in order to obtain additional data that would be useful in resolving the multiple hypotheses. The geologist can interrupt the system at any time to obtain clarifications of questions, volunteer additional data, request the reason a particular question has been asked, or obtain a general summary of the state of the consultation process.

Introduction The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, the regulatory agencies and the general public. The disposal of an additional several hundred million tons of spent ore from heap-leaching operations is planned in the western United States during the next decade, and this amount could increase if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills of South Dakota. The criterion for offloading spent ore was set by the South Dakota Department of Environment and Natural Resources at 0.5 ppm weak acid dissociable (WAD) cyanide. South Dakota's nitrate offloading limits vary for each mine, depending on ore type and other factors. Concentrations of nitrate in the leachate from spent ore depositories could be the result of conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from the blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete oxidation (Johansson and Persson, 1970). Another likely nitrate source is the degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate. A third possibility may be leaching of background nitrate from soil or rock. Objective The primary objective of this research was to investigate laboratory procedures for predicting nitrate concentrations in effluent after the disposal of spent ore at heap-leach gold processing operations. Laboratory tests were performed to define the concentrations of nitrate and nitrite in leachate as a function of time. Sources and species conversions were examined by investigating the nitrogen contributions from cyanide neutralization and from blasting with ammonium nitrate/fuel-oil (ANFO) explosives. Ore processing at cyanide heap-leach facilities Gold mines in the northern Black Hills of South Dakota normally use the following steps in their heap-leach cyanidation processing: Blasting. Surface gold mines in the Black Hills use ANFO explosives (approximately 95% ammonium nitrate and 5% fuel oil). Field evidence and studies show that explosives often fail to ignite or burn completely in shot holes. One reason is that ammonium nitrate absorbs moisture readily, which reduces blast efficiency. Ferguson and Leask (1988) cited a study conducted at the Fording coal mine in southeastern British Columbia. In that study, the total nitrogen released to surface and ground water was estimated to be about 6% of the slurry explosives. However, Ferguson and Leask (1988), in a later analysis of water quality near coal mines in the Kootenay coal fields, indicated that this is likely an overestimate of the nitrogen release. Mines that used ANFO explosives in dry conditions released 0.2% of the nitrogen from blasting. Cyanidation. At surface gold mines in the northern Black Hills, cyanide species from heap leaching can be classified into free cyanides and simple ions, weak complexes, moderately strong complexes and strong complexes (Scott and Ingles, 1981). Degradation of cyanide and disposal of spent ore. Methods of destroying cyanides include hydrogen peroxide oxidation, natural degradation and evaporation, water leaching and alkaline chlorination. Hydrogen peroxide is used to oxidize cyanides in the northern Black Hills mining area. The hydrogen peroxide oxidation reaction forms cyanate, which can hydrolyze to form ammonium and carbonate ions. After formation of ammonia or ammonium ion, further oxidation to nitrite (NO2-) and nitrate (NO3-) can occur. Spent tailings from gold processing in the Black Hills normally are disposed of in tailings facilities constructed in nearby drainages. Infiltrating rainwater with a typical pH of about 5.6 is an additional component introduced into the spent ore after disposal. Methods Field sample collection. Spent ore samples were collected from conveyor belts (or other convenient points) at heap-leach mines by personnel from the South Dakota Department of Environment and Natural Resources. The samples were placed in black plastic bags that were contained within 5-gal buckets and sealed to prevent exposure to ultraviolet light. All of the major raw materials (silica, soda ash, limestone, and feldspar) needed to manufacture most grades of glass are found in Wyoming. Additional advantages for the manufacture of glass include the state's geographic location, a well-developed transportation network, a favorable tax structure (no corporate or personal-income tax), and low energy costs. Inadequate local markets and prohibitive transportation costs to other markets have been the major obstacles to developing a glass industry in Wyoming, the least- populated state in the nation. The Rocky Mountain region only recently became a major market for glass, especially for the Colorado Front Range and Utah's Wasatch Front. Currently, changing costs of the production of glass, an increased market for con- tainer glass in the Colorado Front Range, and innovative production and transportation ideas (e.g., production of selected types of glass and bulk shipments of specification-glass pellets) favor developing a glass plant in Wyoming. Thus, the Wyoming State Geological Survey (WSGS) and other state agencies have been conducting studies and contacting investors in an effort to attract a glass-manufacturing plant to the state. Between 1987 and 1993, three locations of silica-sand and -rock deposits were studied in Wyoming (Cassa, Plumbago Creek, and John Blue). Funding was provided by the WSGS operating budget and local and state Department of Commerce economic- development grants. The reports on these areas were released between 1988 and 1993. In 1988-89, a California-based company conducted additional drilling and feasibility studies and prepared to construct a glass plant in Cheyenne, using the Cassa silica source. However, due to losses incurred by some of their other investments, the company did not proceed. In 1997, the Wyoming Science, Technology, and Energy Administration (STEA) contracted a market study for glass manufactured in Wyoming, using information provided by the WSGS. The STEA contacted several major glass producers, and a major glass-producing company began feasibility studies in January 1998, for the construction of a glass plant. In June 1998, bids to supply brown beer bottles to the Budweiser brewery northeast of Fort Collins, Colorado, were submitted by at least two companies that were considering glass-plant sites in Wyoming.

INTRODUCTION The use of specialty chemicals In mining Is an Important consideration In determining the economic efficiency of a floatation plant. The plant metallurgist would like to maximize the recovery of valuable minerals while maintaining an acceptable grade product. The direct cost of the reagents, while significant, Is only a part of their economic effect. Reagents determine the flotation rates and the selectivity of the mineral separation. In flotation practice, mineral selectivity can be achieved through the addition of various reagents that can control the wettablllty of a particular mineral In the flotation pulp. The reagents which will generally optimize the flotation process are commonly classified Into three distinctive categories: collectors frothers and modifiers. Large tonnages of metal sulphide concentrates which are the source of most of the common base metals are produced economically by fairly standard flotation techniques. The advent of modern technology coupled with the necessity of processing finely disseminated and complex ores of low grade has Increased the need for utilization of non traditional and high selective chemicals reagents for the economic recovery of metals and raw materials. Mining operations in developing countries continue to progress at a rapid growth as many countries mine and process both metallic and nonmetallic ores. The total mine production of base metals, precious metals, Iron ores and coal In developing countries In Africa, Asia and South America has been much higher as compared to the western world production In terms of tonnage and dollar value. Global capital Investments In mining during 1991-95 Is $ 55.1 billion and It Is anticipated that the development of new and specialty reagents may be concentrated In the processing of aluminum , copper, precious metals and Industrial minerals with special reference to potash, phosphates, kaolin and silica sands.(1) The challenge for the design and development of new specialty chemicals Is dependent on Its cost performance and environmental acceptability. Information on the theory and application on the development of mining chemicals has been reviewed In several conference proceedlngs,(2-4) publications(5) and also discussed by several Individual authors.(1,6-10) These publications serve as a comprehensive reference source on the reagents used In several flotation processes. This paper discusses the present trend in the use of specialty mining chemicals In diversified mining operations on several mineral systems with particular reference to sulfide ore systems. The necessity to expose these specialty chemicals through aggressive marketing techniques In mining operations In many developing countries Is also presented. SPECIALTY CHEMICALS Specialty mining chemicals, like other specialty chemicals, share common business characteristics that transcend geographic boundaries. They are manufactured 1n a few selected areas, generally expensive relative to commodity chemicals, shipped and compete globally and usually require specialized knowledge for proper use. Specialty mining chemicals are relative newcomers to chemical markets. The vast majority of mining chemicals are derived from products that are less than two decades old. Traditional collectors and frothers have been available for a considerably longer time. The emphasis on adding value to existing products and byproducts Is responsible for several characteristic features of the mining chemicals business. Most raw materials for these chemicals are related to oil and gas byproducts, chemical refineries, pulp and paper mills and all chemical manufacturers. Until the last several years these operations were located In Industrialized countries, while a significant number of mining chemical users were In developing countries. Therefore International trade In mining chemicals developed through agencies or agents in each particular country.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. NTRODUCTION The Resource Conservation and Recovery Act and CERCLA (SUPERFUND), in many instances, has had an adverse economic impact on the hardrock mining industry. Over the last few years, many abandoned and active mining operations have been added to the Environmental Protection Agency (EPA) National Priority List (NPL) . When the property is placed on the NPL the operator or EPA is required to conduct extensive environmental assessments to determine if historical mining practices have degraded the existing environmental. If degradation has or will continue, the responsible party is required to implement appropriate remedial action plans. If a responsible party is not identified, the EPA implements a cleanup program. Experience has demonstrated abandoned and active mining operations are subject to RCRA, and possibly Super- fund, if the mine has not adopted appropriate hazardous waste disposal management procedures. If off-site contamination has occurred, the operator will be required to mitigate the impacts and will be required to adopt additional procedures to minimize future impacts. Since the passage of RCRA and Super- fund, many mining operators are adopting management procedures to monitor and inventory hazardous sub- stances and wastes generated, stored and disposed on site. Many operators are in a difficult position because ore, waste rock, process chemicals or other solid waste, in many instances, can be classified as hazardous waste. If the process or other solid waste is deemed to have the characteristics of a hazardous waste, the operator can inventory and adopt appropriate, in- expensive management procedures. However, if the ore or waste rock has hazardous waste characteristics, in- expensive control technologies are impossible to implement. Since existing statutes and regulations require hazardous waste control, the operator will be required to inventory, characterize and monitor all aspects of the mining operations including but not limited to exploration, mining, ore processing and waste disposal. During this process, geological, geotechnical, geochemical, waste and ore volumes, and process materials must be tracked throughout the mining process. To accomplish this task, the most cost effective method to maintain documented and accurate records, is through the implementation of an integrated database management system. The database management system can be used to model and simulate the entire mining operation and if necessary, used to predict whether the operation is in compliance with existing regulations. The developed database can also be used to operating optimize mining and disposal costs.

During the last several years considerable discussion has taken place on the long term aspects of uranium tailings management. These discussions have centered around a variety of topics which in turn lead to a variety of opinions. In order to come to grips with the various differences of opinion and points of view, the Atomic Energy Control Board has decided to prepare, as an interim measure, a list of proposed close-out criteria for uranium tailings management facilities. It is important to keep in mind that the criteria set out in this paper are proposals and are intended to initiate a continuing dialogue between the uranium mining industry and the various regulatory and government agencies. It is envisaged that this dialogue would continue for a period of from six to twelve months after which some final form of these criteria would be issued and applied to the active uranium mining facilities. In attempting to understand the reasons why the Atomic Energy Control Board has decided to propose these criteria now instead of at some future point in time, it is necessary to look at a number of existing facts. One of the most important of these is that something in excess of one hundred million tonnes of tailings currently are placed in various tailings management facilities. Furthermore, the rate at which tailings are being deposited into such management facilities is on the increase and this increase is expected to continue over the next five to ten years. The management of these tailings is currently covered under the Mine Facility Operating Licences issued by the AECB. Implied within these licences and supporting documents leading to them, are requirements for the conceptual approach to be used at abandonment. There is however, no current requirement for a detailed study on the engineering or financial aspects of such abandonment procedures. This is a gap which the Board feels must be addressed. There are, at this time, various initiatives underway both in Canada and within the international community which are attempting to address the problems and concerns of the very long term management of tailings. For example, current research in Canada which is composed of two components, one by the AECB dealing with purely regulatory aspects and a second major coordinated program under the direction of the Department of Energy, Mines and Resources and in particular by CANMET is going to deal with the technical problems. The United States has very large coal reserves in seams that are less than 1065 mm (42 in.) thick. These reserves are often not mined because of the difficulty of working in low heights and, in most cases, the seams are beyond the technical or economical limits. It is estimated that the remaining reserves in 355 to 710 mm (14 to 28 in.) thick seams that are not faulted or intruded, dip less than 15° and under a cover of 610 m (2000 ft) or less are nearly 910 Gt (1 trillion st). This is a very large percentage of coal reserves in the United States (Unrug, 1985; DuCarme et al., 1990). The US Bureau of Mines is attempting to develop new techniques for mining 150 to 1065 mm (6 to 42 in.) thick coal seams. Research has focused on existing thin seam mining techniques, testing of small- and full-scale physical models of the Bureau's slot mining concept and computer modeling of the full-scale process. In 1986, only 21 % of the total US coal production came from -1065 mm (-42 in.) thick seams. Of that, 355 to 710 mm (14 to 28 in.) thick seams share of production was minimal, probably 5% or less (Mayercheck et al., 1990). This shows that the thin seams, particularly the seams 355 to 710 mm (14 to 28 in.) thick, have not been mined to the extent of the available reserves. Thin seam coal, generally, is of premium quality. As thicker seams are depleted, the mining of thin seams could become more important. Thus, there is a need to develop technology to mine these seams (J. Farinelli et al., 1987). A successfully applied technology could change reserve categorization. In the Appalachian Plateau there are 417 Gt (460 billion st) in 355 to 1065 mm (14 to 42 in.) seams. This represents nearly 9.2% of the US remaining reserves (Unrug, 1985). At depths of 152 m (500 ft) or less, the Appalachian Plateau has about 214 Gt (236 billion st) of reserves in 355 to 1065 mm (14 to 42 in.) thick seams. Other mining areas also have substantial coal reserves in this seam thickness category. Those, however, are not as attractive for mining as the Appalachian Plateau. In the past, most of the reserves of the Appalachian Plateau region were partially worked by contour and highwall auger mining. It is estimated that these mining systems had left some 40,230 km (25,000 miles) (Readers Digest, 1987) of unreclaimed highwalls. The Bureau recognized this situation. In FY1987, the agency initiated a research project to develop anew technology for mining thin seams of the Appalachian Plateau.

The regulation of exposure of underground personnel to radon and its daughter products has significantly changed since the 1950's. The U.S. Bureau of Mines - Mining Enforcement and Safety Administration (MESA) - Mine Safety and Health Administration (MSHA) sequence of standards and regulations have lowered the maximum allowable occupational exposure and now the new Environmental Protection Agency (EPA) National Emission Standards for Hazardous Air Pollutants, effective in 1990, have further regulated uranium mine emissions. Under the authority of Section 112 of the Clean Air Act (42 U.S.C. 7401), the EPA has set regulations for the control of radon (Rn-222) emissions from underground uranium mines as well as other sources. Since the venting of radon from the mine atmosphere to the outside air is a major component of the miner's protection, and since this is the first quantitative effort to limit gaseous mine emissions to the environment, it was felt that it would be useful to examine the implementation of the EPA regulation at working mines. The concern was not only for determining compliance with the regulation but also for observing what effect the rule might have on mine air quality and thus on worker exposure. The regulation is stated in terms of the maximum permitted radiation dose to the closest potentially exposed individual, which is calculated from a computer program supplied by EPA and radon emission rates measured by the mine operator. Relative proximity to nearby populations determines the allowable magnitude of mine exhaust ventilation emissions. For some mines this is a serious operational constraint.

Introduction Loss prevention programs have become absolutely necessary at any precious metals producing property. In the past eight years, one security company, specializing in precious metals mine, mill, and refinery security, has been involved in investigations at gold and silver properties that have resulted in 62 criminal convictions. Of those, all but five were employees, former employees, contract employees, or vendors for the company. Several of the cases involved losses of more than $1 million. The largest number of employees prosecuted from one investigation was 17. A recent case resulted in 12 criminal prosecutions and, several years ago, one involved an additional 12 criminal prosecutions. The most serious theft problem facing precious metals mines is employee theft. Is is estimated that 95% of the dollar losses from precious metals thefts can be attributed to employees. This does not mean there is no robbery or burglary exposure. There have been successful robberies, burglaries, and extortion cases. Most mining companies, though, provide better protection against external theft than from internal theft. That is one reason employee theft has reached epidemic proportions. Any product can be stolen No product is immune to theft. Precious metals investigations have involved the theft of high grade ore, dore, bullion, concentrates, precipitates, loaded steel wool, loaded carbon, and sump cleanup. Over a period of several years, this author's security agency has documented the theft of more than 22.5 t (25 st) of load carbon. Most mining companies do not protect the number one adsorption tank or the loaded carbon screens, which frequently leads to losses. Precipitates, electrowinning tank sludge, sump material, and concentrates are usually afforded lit¬tle protection because mine management believes it is too difficult to process. There are custom mills throughout the United States that will process any form of precious metals with no questions asked. This has become a particular problem since the certificate of ownership requirement has been eliminated by most states. Due to the large number of gold mines coming on line, many mine managers are being recruited from base metal mines, where primary security problems involve the theft of tools and company property. These managers do not understand the unique security problems associated with precious metals production. Consequently, they usually forego many security needs in the interest of economy. Unfortunately, numerous cases are on file where mining companies have suffered large losses because their physical security and their security procedures were not adequately addressed when the property was in its planning stages. The development of heap leach technology for the treatment of low grade gold and silver ores has led to a boom in gold production in the Western United States in the last 15 years. The heap leaching process consists of stacking the mined ore on a specially prepared leach pad followed by leaching with dilute alkaline cyanide solution. Depending on the nature of the ore, it may require crushing and/or agglomeration prior to stacking on the leach pad. As the dilute alkaline cyanide solution migrates down through the stacked ore, the precious metal values along with a portion of the base metal values present in the ore are dissolved to give a pregnant leach solution which is collected at the base of the stacked ore. The precious metal values are then recovered by zinc precipitation or by adsorption on activated carbon. Once all of the economic metal values have been leached from the ore, the spent heap leach pad, the leached materials, and associated process solutions must be decomissioned. Decommissioning requires that the spent heap leach pad along with the leached materials and process solution be treated to reduce the concentration of the residual cyanide, base metal cyanide complexes, and other anionic metal species to levels where they no longer represent a long tenn liability for the environment and the operator. The levels to which these components must be reduced is dependent upon the applicable water quality standards as determined by the responsible federal, state, and local agencies. As environmental awareness has grown, these standards have become increasingly stringent. A number of treatment options have been developed for the de-toxification of the process residues. These include natural degradation which incorporates bio-degradation, fresh water rinsing, alkaline chlorination, hydrogen peroxide, and sulfur dioxide/air. Each of these options has been reviewed with regard to relative effectiveness, generation of hazardous by­products, reagent handling considerations, relative costs, and time requirements by Denton, Iverson, and Gosling I. As an outgrowth of the program to develop Henkel's guanidine based gold extractants, COGNIS, Inc., the environmental ann of Henkel, has developed the CyanoMet R process for the extraction and concentration of the various cyanide and anionic metal species from the dilute aqueous alkaline solutions generated during the process of detoxifying spent heap leach pads. This paper describes the CyanoMet R process, its application to three different feed solutions, and treatment of the concentrate generated by the process.

Preventing the spontaneous combustion of remnant coal, which is indicated by carbon monoxide (CO), is a significant issue for coal mining safety. The N00 longwall mining method with Z-type ventilation is advantageous for the prevention and control of CO; however, research regarding this topic is limited. To investigate the distribution of CO in a goaf and working face, a sealing material and technique for blocking the goaf were introduced after proposing a forming method for a Z-type ventilation system; furthermore, a monitoring method was designed and applied in the field. The results demonstrated that the CO concentration during mining in the upper corner and return airway ranged between 4–6 ppm and 3–7 ppm, respectively. More importantly, no CO was generated in the goaf. The results indicate that the advantages and mechanisms regarding the prevention of spontaneous ignition using the N00 longwall mining method with Z-type ventilation are as follows: (1) The adoption of the downward ventilation technique is not only beneficial for reducing the air pressure difference between both ends of the working face, but also prevents CO accumulation in the upper corner. (2) The basis of a spontaneous combustion disaster is eliminated owing to the absence of coal pillars reserved in the goaf. This study proposes a superior method for mitigating spontaneous combustion disasters related to remnant coal in the goaf in a coal mining field and contributes to the better understanding of the N00 longwall mining method for coal mining safety.

The Inland System supplies raw water to the industrial and domestic users in the City of Birmingham, Alabama. The Inland System, which is nearly 60 years old, consists of an approximately 57.9m (190 feet) high earthen dam across the Blackburn Fork of the Black Warrior River, a 39.6m (130 feet) high reinforced concrete intake structure, a 1524mm (60inch) diameter Dresser coupled steel transmission pipeline, and various distribution lines extending into Birmingham. The Inland System was owned, operated and maintained by the Industrial Water Board (IWB) of the City of Birmingham, an agency of the city government, from 1958 until 1994. In 1994, the City of Birmingham consolidated all water and distribution functions under the Birmingham Water Works Board (BWWB). In 1988, the IWB determined that the Inland System had reached a point where its reliability could not be assured without an in-depth evaluation and renovation. The IWB engaged Christy/Cobb, Inc. (CCI) of Birmingham as its consultant for the renovation work. CCI evaluated the Inland System and submitted a report to the IWB in April, 1992. The report contained several recommendations for capital improvements to the system including increasing the emergency spillway capacity, reconstructing the fuse plug, relocating public access to the lake away from the dam area, constructing a new intake structure, and constructing a tunnel through the dam abutment to deliver the water from the proposed intake structure to the existing 1524mm (60 inch) diameter supply line. The new intake structure and tunnel would provide for a future maximum demand flow rate as well as provide bypass and level control capabilities. CCI was authorized in 1992 to proceed with the engineering design for the renovation of the Inland System with emphasis on the spillway and intake structure. PROJECT DESCRIPTION The major component of the renovation of the Inland System was the new intake structure and tunnel through the dam abutment. CCI engaged Jenny Engineering Corporation (JEC) of Springfield, New Jersey as a consultant for the tunnel design. JEC was responsible for the design of the tunnel, the connecting shaft between the intake structure and tunnel, and the steel pipe final lining, while CCI was responsible for the intake structure and the connection to the existing supply pipeline as well as overall project management. CCI and JEC evaluated the project site in order to select the location for the new intake structure and set the alignment for the tunnel. A factor in the evaluation process was that the level of the lake could not be lowered to construct the new intake structure since the supply of water from the Inland System had to maintained.
