The mining industry is no stranger to hard times. Throughout its history, the industry has faced the ups and downs of commodity prices, difficult-to-mine-and-process ore bodies, labor issues and other problems. Throughout it all, though, the mining industry continues to provide the materials needed for society —even in the face of attacks by those who seek to cripple the industry or have it go away. The reason the mining industry survives, of course, is that mankind requires the products the industry produces. And, in recent decades, the industry has developed new technologies and improved on existing ones to produce those products in environmentally sound ways. At the same time, the economic benefits have been enormous to communities throughout the world where mining takes place.

Particle motion in fluids is a subject of considerable practical importance to engineers working in fields such as hydraulics, river mechanics, chemical engineering and mineral processing. Many mathematical models have been proposed to predict the terminal settling velocities of particles in a fluid medium. The selection of an appropriate mathematical model has, therefore, become a challenging task for practicing engineers. This paper reports on an attempt to identify some of the useful models found in the literature for predicting particle-settling velocities in a fluid under free- and hindered-settling conditions. From this study, it was concluded that there is no well-accepted model validated by experimental data available for predicting particle hindered-settling velocities in a suspension of polydisperse and polydens particles. Collective efforts should, therefore, be made towards developing a hindered-settling model, as this is an absolute prerequisite for many model structures in mineral processing and other engineering disciplines.

At the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral investigation of about 85,470 acres of the Diablo Mountain Wilderness Study Area, to determine mineral resources and mineral resource potential. The study area is in Lake County Oregon, about 45 miles northwest of Lakeview. Fieldwork was conducted in 1986, 1988, and 1989. Geologically, the study area lies on the northwest edge of the Basin and Range physiographic province, a region of fault block-formed mountains and basins characterized by interior drainage. Consolidated rocks are mostly Tertiary basalt and tuffaceous sedimentary rocks. Low-lying areas are covered by Quaternary alluvial-fan, sand-dune, playa, lacustrine, and landslide deposits. The principal structural features are normal faults that have large vertical offsets; these faults are typically concentrated at the margins of large horst and graben. The 34,310-acre "additional," or western part of the area was mainly studied in 1988 and borders the east shore of saline Summer Lake. In this portion of the study area there is potential for undiscovered resources of soda ash, boron compounds, and sodium sulfate as well as by-products, which include magnesium compounds, salts, potash, bromine, lithium, and tungsten associated with brines. No energy or mineral resources were identified in the study area, but brines within lake and playa sediments contain concentrations of chemical components suitable for the production of soda ash, boron compounds, and sodium sulfate. Possible by-products include potash, salts, bromine, lithium, magnesium compounds, and tungsten. Limestone from the study area could be used in the recovery process of brine components or agricultural uses. The study area includes thermal springs and lies within 2 miles of the Summer Lake Known Geothermal Resource Area. Local production of geothermal power by the binary process may be economically feasible. Soda ash, soda ash products, and boric acid are widely used in fluxing metals, and have important applications and markets in the aluminum industry in the northwest and the developing Chinese counterpart. Evaporite commodities are essential to many "backbone" industries, and to many new applications and advanced materials. Markets for brine mineral products appear to be undergoing steady and strong growth, especially in the Pacific Northwest and in Pacific Rim countries. Soda ash produced near the study area would be 55 percent closer by rail to marine export at Portland, Oregon, than trona deposits of the Green River District (Wyoming). Soda ash and a daughter product, caustic soda, and sodium borohydride will receive increased application in the bleaching of paper pulp for environmental reasons. Caustic soda, used in many industrial processes, is more environmentally friendly when derived from soda ash than when produced from sodium chloride salt, because of the absence of a chlorine by-product. Producing soda ash from brines, a type of in situ" mining, can be done with minimal environmental degradation, and mining natural soda ash is environmentally as well as economically preferable to synthetic soda ash production.

Introduction Amidst the apparent chaos of the final push to complete a major construction project, a small group of specialists works with great intensity. Armed with yellow "in test" and green "turned over to operations" tags, these startup engineers follow detailed preoperational test procedures to confirm that a plant is ready to operate. They follow a test schedule designed to complete individual process system in the order they will be needed by operations. After extensive preliminary testing, the startup engineers begin the truly exciting part of their work - initial operations. The thrill of engaging the clutch for the first time on a 10,000 horsepower grinding mill makes all the long hours worthwhile. Preoperational testing and startup are of critical importance to the success of a project. No other aspect of a construction project allows such opportunities for success or failure, and no other aspect is so critically influenced by careful planning. At Bechtel, the tasks of preoperational testing and startup are among the responsibilities of the Mine and Plant Operations group. The Preoperational Testing Process Preoperational testing is the transition phase between constructon and startup on a new plant. It includes the preparation of detailed test schedules and procedures. The schedules are used to coordinate construction completion activities, so that systems are available for startup and operations in a rational sequence. The procedures form the basis for performing the testing and documenting its completion. Tests include instrument calibration, wire insulation tests, wire termination verification, mechanical alignments and inspections, and system cleaning and flushing. Where possible, the systems are then operated on water and their performance recorded. Normally, either the construction contractor or a team of specialists has the responsibility to perform preoperational testing. Witnesses to the testing may be owner operations and maintenance personnel, engineers from the design firm, or specialists assigned to the project who provide assistance and guidance to the contractor in addition to witnesing the work.

As globalization continues, sustainability and social responsibility has become essential in foreign mining investment. However this global trend and the increasing acceptability toward the globalization process, viability and sustainability are not always achieved. Viability and sustainability of mineral projects is dependant on the social and political environment of the region where the mining venture is located and is based on the interaction between the mining entrepreneurs, national-local government representatives, communities, grass-roots groups and independent civil organizations. These are the organizations, which play the acting roles on the viability of mining projects and are the main source of socio-political risks for the project. Throughout the decision-making process to invest in a mineral project, socio-political risks are quantified using a set of measurable variables. Nevertheless, these risk measures should be dependent on specific industries. Two mineral projects, even in the same mining district, may have significantly different political risk profiles based on their own socio-political variables. This paper describes a methodology that takes into account local social and political variables in defining a project-specific’s political risk profile. This contrasts with more typical political risk measures that focus on the country’s overall risk profile. Mining operations must operate on a local scale necessitating the development measure that considers more local variables.

Traveling through the moors and valleys of Cornwall, England, one is reminded of the extensive mining activities of the past. Abandoned shafts, remains of granite block wheel houses and engine houses, battered brick stacks, old calciners, overgrown water wheel pits, count house remains, overgrown waste pits, and old portals are gaunt monuments to a once flourishing mining industry. Cornwall is bordered on the north by Devon and occupies the south-western most tip of Great Britain. The Atlantic Ocean borders the promontory; to the north, the mouth of the famous Bristol Channel faces the open sea; and to the south, the English Channel separates the land masses of Great Britain and Europe. This part of England is probably the most extensively mined ground in all of Europe. Such great mines as Dolcoath and Wheel Vor, Consols and South Carodan, Levant and Bottalack, remain legendary in the annals of metal mining in the nineteenth century. Many US mining districts hold close ties with Cornwall, Devon, and Wales through ancestors who emigrated from there to work in US mines in the eighteenth and early nineteenth centuries. Their descendants can be found in many major US mining districts, and their terms, expressions, customs, and methods have left an impact on the US mining scene that remains with us today.

The Magmont Mine, a 50/50 venture between Cominco American Incorporated (the Operator) and Dresser Industries, Inc., (Halliburton), is a metallic mining and milling facility in the new lead belt of Missouri. The mine is located approximately 100 miles southwest of St. Louis. Legislation passed in 1992 by the Missouri legislature requires all metallic mining and processing facilities to apply for a Metallic Minerals Waste Management permit (MMWM) for their waste facilities. Regulations were subsequently promulgated by the Missouri Department of Natural Resources (DNR). Cominco obtained a MMWM permit (MM-006) from the Missouri DNR in 1992.

Cyprus Sierrita Corp. has developed a training program that has led to several significant improvements in safety performance and productivity. Truck productivity has increased 6% as measured by truck cycle times. Increased skill levels and awareness on the part of the mine's operators are due to the new training effort. Costs associated with productivity training have been about $185,300. This includes program development and execution costs, as well as lost productivity during the training itself. These costs are offset by $1.9 million in savings attributable to the increased skill levels of technicians due to the training effort. Cyprus Sierrita is a subsidiary of Cyprus Amax of Englewood, CO. The company operates a copper and molybdenum mining and processing facility south of Tucson, AZ, near the town of Green Valley. The Cyprus Sierrita operation produces about 109 kt/a (240 million lbs/ year) of copper, 11.3 kt/a (25 million lbs/year) of molybdenum, 31.1 t/a (1 million oz/year) of silver and 1.8 t/a (4,000 lbs/year) of rhenium. The opera¬tion employs 770 people at the site. About 200 of these employees work in the mine operations. Mining at Sierrita uses standard open-pit techniques. Crews of 43 people rotate on 12-hour shifts. Hourly technicians are nonunion and do not use rigid job classifications to define pay. Rather, the system is designed to pay employees for what they are able to do. Administering this effort requires that training opportunities are provided to those people who desire them. Successful training opportunities al¬low people to gain skills. The more skills an employee can demonstrate, the higher his or her "tech level." Tg Soda Ash has operated a shortwall mining system in the Green River, WY trona district since August 1982. The system has proven to be highly productive. In an effort to reduce the amount of relatively expensive development mining and improve mine planning flexibility, a method to mine the return air tailgate during the shortwall retreat was tested beginning in April 1987. As of June 1988, four shortwall panels had been completed using the advancing tailgate, producing more than 739 kt (815,000 st). This paper discusses the effects of the advancing tailgate on shortwall production, development mining requirements, costs, strata mechanics, and ventilation. Shortwall mining is a hybrid extraction method combining the self-advancing hydraulic roof supports from longwall mining and continuous mining machines (Fig. 1). The technique has been only marginally successful at the majority of the nearly 20 installations worldwide. At present, the face at Tg Soda Ash Inc. is the only shortwall operating in the United States and the only noncoal shortwall in existence. Despite the method's record of limited success, the staff at Tg Soda Ash determined that the conditions in its trona mine were well suited for shortwall mining. The commitment to install a shortwall was made in late 1981 and the first panel commenced in August 1982. Between that time and June 1988, about 3.33 Mt (3.67 million st) of trona have been mined with the system from 15 panels. Annual average productivities have ranged from 818 t/shift (902 st per shift) in 1982 to 1.4 kt/t shift (1591 st per shift) in 1987. Overall, the system has produced an average of 1.3 kt/ shift (1450 st per shift). In April 1987, a method of mining the return air tailgate during shortwall retreat was tested (Fig. 2). The objective was to determine if a return airway could be established and maintained by mining a series of rooms and pillars about 7.6 m (25 ft) past the face support line. The method would allow a barrier pillar to be left between shortwall panels without requiring the mining of a separate return air tailgate.

The war in Vietnam stretched into another decade, an American President was at the brink of impeachment, the earth was given its own day, twin tower monuments of American ingenuity were completed in New York and would stand high above the Manhattan skyline for 31 years. Inflation, oil shortages, low commodity prices and America’s 200th birthday were part of the decade — it was the 1970s. For the mining industry, the demands of the decade would be high and the challenges would be significant. Because of the many challenges that lined up in front of it, the mining industry was forced to work smarter and more efficiently. The industry also expanded its borders in search of new resources and struggled along with the rest of the world through a fuel crisis, inflation and a recession.

The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

INTRODUCTION The Bureau of Mines (The Bureau) remote sensing researchers at the Denver (CO) Research Center, have been investigating computerized methods to detect and map surface linear features called "lineaments" for ground hazard assessment in mines. Many of these lineaments at the test mine site were found to correlate to subsurface geologic discontinuities such as faults, fractures, and joints that intersect coal seams at depth. These features adverse1 y affect the roof and rib integrity in underground mines, thus contributing to rock failures that may result in injuries to mine workers and loss of production. Advance knowledge of the existence of such hazardous geologic features can aid in mine planning and development. Lineaments may be observed in a variety of images of the earth's surface. Linear features that can be observed using Landsat mu1ti spectral scanner data (MSS) images range from regional (greater than 3 miles in length) to an intermediate length of from 1 to 3 miles. These images are recorded in discrete radiation bands in the green, red, and near-infrared portions of the el ectromaynetic spectrum. These data are acquired from the EROS Data Center of the U.S Geological Survey, Sioux Falls, SD, in digital format on magnetic tapes that are suitable for processing on certain minicomputers. Shorter lineaments length (less than 1 mile) can be observed in high- to low-a1titude aerial photography, radar, and infrared images with image scale ratios of 1:1,000,000 or less. These linear features can correlate to smaller dimensioned faults, and to fracture and joint sets at the local geologic scale. Other informational sources can help substantiate 1ineament analyses, such as well logs, mine naps, topographic data, and geophysical data acquired over the study site. In this work, a new flotation strategy was proposed for the flotation of rutile. In this strategy, rutile was activated by Pb(NO3)2 and then floated with amyl xanthate (AX) as a collector at pH 8. Pb(OH)+ was the dominant lead species in the solution at pH 8 and is believed to be the major species reacting with the rutile surface. Time-of-flight secondary ion mass spectrometry (TOF-SIMS) study revealed that the lead activation products were well distributed on the rutile surface, and AX− could further bind with the Pb atom on the Pb-activated rutile surface. In this regard, the Pb-activated rutile could be floated by AX. Furthermore, X-ray photoelectron spectroscopy (XPS) analysis indicated that Pb(OH)2 was generated on the Pb-activated rutile surface. The electron transfer during the adsorption of the AX− on the Pb-activated rutile surface was also investigated by XPS analysis.

The Powder River Basin (PRB) of northeastern Wyoming and south-central Montana is the largest strippable reserve of compliant coal (0.6 or less lb of sulfur per million Btu) in the United States. In mining parlance, it is the Mother Lode! Wyoming’s portion of the Basin provides one fifth of the coal produced in the United States annually, and the state has been the nation’s top coal producer for the past six years. Based on 1993 production statistics and estimated strippable compliance coal reserves, Wyoming may remain the nation’s top producer for the next 76 plus years. Past articles on the PRB have focused mainly on production. After living and working in the Basin for the past five years, I have developed an appreciation for the area and its major industry that transcends size and production data. In the fall of 1993, MINING ENGINEERING’s publisher and I decided to present a series of articles that would cover many other aspects of the Basin. Ten topics were outlined, and specific individuals, selected for their knowledge and experience, were asked to contribute articles about their specialties. Although Montana has four large mines producing coal from the PRB, this series of articles will concentrate on the Wyoming portion of the Basin.

The ventilation conditions at the underground coal mines are influenced; first: by the disturbances of the natural nature (barometric pressure, methane liberation, etc.), and second: by the disturbances caused by the production process. The major goal of this study was to determine the changes of the ventilation parameters, such as the flow, pressure and methane concentration around the longwall panel, particularly, along the longwall face due to the shearer operation (motion). It is well known from the practice, that the movement of the shearer influences the ventilation parameters around the longwall panel, including the gob area. Until now, these data were gathered in a single or multiple locations at the different time. However, only the simultaneous measurements of all of these values allow seeing the time dependent interrelationships between measured parameters. To be able to show these interrelationships, special experiments, described in this paper, were carried out by the author. These experiments were prepared and executed at the BUDRYK Coal Mine in Poland. During each experiment a simultaneous measurements and monitoring of the barometric pressure, air velocity and methane concentration at the different locations along the longwall face, were performed. The investigation was possible by using a special setup of instruments with a short sampling time, i.e., within 2 seconds. The monitoring of the absolute pressure was conducted by using the digital barometer µBar, developed by EMAG, based on the SETRA pressure transducer, model 470. The velocity of air was measured using the electronic vane-anemometers, developed by IMG-PAN. The methane concentrations were measured using methanometers as the part of the EMAG automatic gas monitoring system. The investigation data confirmed that disturbances due to the operation (motion) of the shearer at the longwall face have a local character. It could be also seen that a large diameter shearer (compared to the total cross-section area available for the air flow) is acting as the piston compressing the air (the overpressure) ahead of the shearer. This fact affects the methane mixing process and flow patterns in the vicinity.

Mining Engineering education is in trouble, if not in crisis. The most visible signs are the decrease in the number of programs that offer the degree, and the continued difficulties in attracting students to the discipline. Unless these trends are reversed, the future of the profession is uncertain, at best. Remedies have been proposed, and some are drastic. They range from consolidating mining engineering education into one or two national schools, to cooperative regional programs, to distance education programs, and to proposals to limit mining engineering to a graduate degree or specialization only. These alternatives deserve serious attention and merit discussion. I hope that one alternative that will remain on the table is the classical and traditional “School of Mines”. A reasonable number of such schools are needed to provide the educational diversity and the critical mass to maintain accreditation and professional registration for their graduates. Most importantly, such an approach is most likely to assure the continued existence of mining engineering as a profession. It also provides the best educational framework to teach mining engineers. However, such Schools are vulnerable, highly susceptible to university budget pressures, and probably can survive only with strong external support.

The evaporite deposit at Searles Lake consists of alternating brine-saturated saline beds and saline-bearing mud beds. Three major subsurface brine-saturated saline horizons have been identified by private companies and the U.S. Geological Survey. They have been termed, from bottom to top, the Mixed Layer, Lower Salt, and Upper Salt. The important water-soluble components (Na, K, Mg, CO3, HCO3 , SO4, Cl, and B407) are either in brines or have combined to form the following minerals: halite, hanksite, trona, nahcolite, burkeite, borax, thenardite, northupite, sulfohalite, glaserite, etc. Kerr-McGee Chemical Corp., the current operator at the lake, selectively pumps interstitial brines from each of the major horizons to feed its three chemical plants. As the pumping continues, brines are continuously replenished within the deposit by dissolution of the minerals through natural recharge or artificial fluid injection (solution mining). The brines are processed to produce a variety of chemical products, which include sodium carbonate and sulfate, potassium chloride and sulfate, sodium borate, and boric acid. The Anaconda Minerals Co. has been evalua¬ting potential domestic trona acquisition since 1981. We have evaluated various properties in the Green River, Wyoming trona district, and Owens Lake and Searles Lake in southern California. In 1983, we purchased with our joint-venture partner, Leslie Salt Co., the southern portion of Searles Lake from Occidental Petroleum Corp. Since mid-1983, Anaconda has been conduct¬ing a small exploration-drilling program at the property. The initial core holes were drilled along and adjacent to the existing access road. In 1984 we used an all-terrain drill rig to gain access to drill sites on the playa where no roads exist. The use of this equipment proved to be highly successful. The drill program consists of coring to an average depth of 450 feet and collecting brine samples from potentially commercial horizons. The brine samples are collected by setting a packer and swabbing the hole. The core is logged and split lengthwise; one-half is submitted to our Tucson Geoanalytical Laboratory for semi-quantitative mineralogy by X-ray diffraction and the following suite of chemical analyses: Na, K, Mg, C03, HCO3, SO4, Cl, B407, Li, H20 insolubles, and acid insolubles. Additional test work for selected core samples will include effective porosity and horizontal permeability determinations. The brine samples are subjected to the same suite of chemical analyses (minus insolubles) as the core samples. In addition, specific gravity is also determined. Both cross sections and isopach maps are being constructed. The hydrological characteristics of the potentially commercial horizons are also being investigated.

Arsenic is among the list of major contaminants in mining aqueous waste streams. Though the elemental form is toxic, the aqueous oxyanions are more so. The most common forms of arsenic released during mining processes are arsenate and arsenite. The common treatment technologies to date can be summed up in these major categories: oxidation, coagulation, absorption, and media filtration. These methods can often involve many expensive processing steps that may also be limited by variables, such as total dissolved solids, other cations and anions, and the oxidation state of the arsenic. An innovative technology, falling in the absorption category, was developed that can successfully reduce such aqueous forms to a level below the EPA recommendations. This new technology offers a unique and viable solution which is transparent to the above mentioned limitations.

The beneficiation characteristics of low grade Birmingham red iron ores of the Big Seam and Ferruginous Sandstone seams were investigated using flotation and magnetic separation after reduction roasting. Samples of Bib Seam Ore responded more readily to concentration than the Ferruginous Sandstone ores. The impurities inherent with the iron oxide minerals limit the grade of concentrates recoverable from these ores to a maximum of about 61% Fe if reasonable iron recoveries are sought. Flotation concentrates assaying 60-61% Fe and about 0.1% P with attendant iron recoveries of about 63% were achieved from Big Seam ore charges while those obtained from the low phosphorus Ferruginous Sandstone samples analyzed 54-56% Fe. Reductive roasting and magnetic separation of ground charges of the two ore samples yielded concentrates assaying 60-61% Fe. Iron recoveries were better than those achieved by flotation, but the magnetic products of Big Seam ore were high in phosphorus (0.2-0.3% P).

A number of private companies and universities have developed computer programs which can be used to simulate surface coal mining by dragline. In this paper, we briefly discuss the concept of computer simulation, compare these computer programs with each other, describe the major changes required to convert these programs to an IBM computer system, and analyze their sensitivity to inaccurate input data. We also present a summary of the required data input for each program, core storage requirements, and output results. Sources for obtaining these programs and their documentation are listed at the end of the paper.
