Rainbow colors of roofing granules, adorning the roofs of buildings from single family units to largest office buildings, have their origin in the roofing shingles as burlap soaked with tar appearing as early as the 1700s. Dusting of talc and mica on the coated surfaces, to keep roofing from sticking to itself in storage, represents an early improvement to the original construction product. Sometimes, colored, natural mineral dusts were added as color pigments within the dusting material, for initial color. Prolonged exposure to sun caused the asphalt to become brittle, and it eventually cracked and leaked. Search for solutions to cracking and subsequent leaking problems eventually led to the use of crushed mineral granules on asphalt coated shingles. This provided the impetus for further growth in the asphalt roofing industry. Application of a layer of crushed mineral on the asphalt coating minimized the coating deterioration from exposure to ultraviolet light, thus significantly improving the shingle life. In the 1900s, screened waste from slate quarries was the most commonly used granule in asphalt roofing products. Records indicate the use of coarse slate screenings for asphalt roofing as early as 1906. As the asphalt roofing industry further developed, other naturally colored minerals, such as silica sand, quartz, mica, feldspar, talc, slag, granite, rhyolite, and oyster shells were used on roofing surfaces. Later on, a number of manufactured granular materials, such as crushed brick and tile, fire clay, and white porcelain were used. The first artificially colored roofing granule was produced in 1914 by running molten slag into a solution of alkaline metal silicate, which was absorbed by the porous slag. Various colors were obtained by adding pigments to the silicate coating and by subsequently heat treating the granules. In 1922, another technique was developed in which green slate granules were saturated with copper sulfate solution and heated to 760°C to form copper oxide. Since then, many other granule coloring processes have been patented, one of the most significant being the sodium silicate coatings introduced around 1975. Granules as used in construction (specifically roofing materials) are defined as natural or synthetic-mineral grains smaller than gravel and larger than sand in particle size. They are used primarily for protective and decorative purposes on the weather- exposed surface of asphalt composition roofing. Development of artificial coloring techniques has made it possible for the roofing industry to provide asphalt roofing shingles in a wide variety of colors complementing the color and style of buildings. Roofing granules, as we see today, are the products of long technological evolution.

Diatomite or diatomaceous earth is a siliceous sedimentary rock principally made up of the skeletal remains of the diatom, a microscopic, single-cell aquatic plant related to algae. The unique structure, chemical stability and physical properties are the major attributes of diatomite not met by other forms of silica. The production of diatomite was down in 1982 vs. 1981, reflecting the worldwide recession. The principal markets for diatomite products continue to be basically filtration and fillers. The outlook is for small but steady growth into the 1990s.

A variety of processing technologies exist for recovery from both primary and secondary sources of rhenium. Currently, there are no known primary rhenium deposits, thus, the method in which primary rhenium is produced is dependent on the commodity of which it is a byproduct, e.g., copper, molybdenum, uranium, etc. In addition, focus on the recovery of rhenium from secondary sources, such as alloy scraps and catalysts, is continually growing. The Green River formations in the Western U.S.A. contains vast amounts of petroleum reserves in oil shale deposits. Exploitation of this petroleum reserve calls for large scale mining of the oil shale. Applicable mining methods include conventional underground mining using roan and pillar, sub-level caving and block caving; underground insitu retorting of oil shale and open pit mining. Roam and pillar mining offers one of the most economic methods of underground mining of oil shale. A 2.4 x l09 litre per year (50,000 barrels per day) of crude oil production would require a daily oil shale production of 100,000 tomes per day from underground operations. For this large production, a highly mechanized room and pillar mining muld utilize large capacity diesel equipment such as 85 tonne trucks and 8m front end loaders. The total air requirements of an oil shale mining operations can. be as high as 28443/s. Ventilation planning for such a large scale underground mining operation presents a formidable task. The major objectives of providing ventilation air to underground workings are to dilute airborne .dust and diesel fumes to harmless levels, and to insure that the mine environment is compatible with the health and safety of mine personnel. Regulation of air velocities and air temperatures is a major factor in mine environmental control. Colorado State law requires that a minimum of 0.047m3/s of fresh air be supplied for each kW of diesel power operating underground. Additionally, 0.047m3/s of fresh air must be supplied for each underground employee, and a minimum air velocity of 0.15m/s must be maintained in all working places. It is desirable to exceed this minimum velocity in order to prevent stratification of ventilation air. Moreover, Colorado law also stipulates the maximum allowable concentration of noxious gases mine air, below: ? C02 - 0.5% by volume, 5,000 ppm. ? CO - 0.005% by volume, 50 ppm. ? Oxides of Nitrogen - 0.0025% by volume, 25ppm. ? Nitrogen Dioxide 0.005% by volume, 5 ppm. This paper examines ventilation requirements for the underground mine, with respect to air quality requirements and distribution of air in mine workings in light of the above regulations. Analyses were made for sane typical mining plans to determine airflow resistance or pressure drops and fan horsepower requirements. In addition, the possible occurrence of high concentrations of toxic gases, was examined. Expected temperature levels in mine workings were approximated.

Mineral Development Agreements (MDA?s) are a cooperative mechanism in Canada by which the federal and individual provincial governments can coordinate their scientific, techno- logical and market development resources in order to implement measures designed to stimulate mineral exploration and development by the private sector; the objective, ultimately, being to increase the mineral industry?s contribution to provincial economies. In the latest round of MDA?s, which was initiated in 1984, a significant number of planned activities relate to industrial minerals. This paper will describe the nature and importance of MDA's in Canada and will outline the wide range of activities taking place with respect to industrial minerals.

This is an extension of the work on recovery of silver and manganese from Ag-Mn ores, and recovery of silver and gallium from flue dust from phosphate industry. Carbon adsorption was considered as the most adequate method for recovery of silver from thiourea leach solutions. For this reason it was decided to examine the characteristics of adsorption of silver on activated carbon. Coconut hard shell activated carbon was used for this study. Ag(TU)2C1 complex was dissolved into thiourea solution to give 2 gpl stock solution. Thy studied parameters were: loading isotherms at 25°C, 35°C, and 45°C, initial kinetics as a function of thiourea concentration, temperature, pH, N2, and O2. It was found that the loading capacity of carbon for silver and thiourea was 137-150 mg/g and 514 mg/g, respectively, at 25 °C.

As the environmental movement gained force during the past few years, it was inevitable that attention would be focused on surface mining, and we have seen this method of extracting minerals from the ground come under heavy attack by conservation groups, the press and television, legislators at all levels of government,, and the public at large. It is difficult, and in some situations, perhaps impossible, to measure either the need for, or the results of, land reclamation in absolute terms. Therefore, much of the criticism of surface mining has been based upon subjective analysis rather than hard data, with the result that discussion of the subject often includes a fair amount of emotional response. To be fair, this reaction is not limited to just our critics; even we hard headed engineers sometimes respond in the same way, an observation with which you may agree when I finish this talk. This leads to the thought that whether you are for it, or against it, land reclamation in many respects is a state of mind. That is, our reaction to it can vary considerably, depending on how far we have thought it through. And think it through we must, because the pressures being brought to bear need to be met with positive actions if the problem is to be brought under control, and in the next few minutes I would like to discuss from a management point of view some ideas which might aid in this thinking process. It would be a mistake, I believe, to think that the current energy crisis will suddenly bring the environmental movement to a stop, and therefore, we can relax and go back to running our busi¬ness the way we used to. This is not realistic; on the contrary the energy crisis is focusing attention on the limitations of our natural resources as nothing else could, and with respect to land

Both water pollution and proposed solid waste disposal regulations have a definite effect on the copper leaching industry and some of the major factors affecting the industry are discussed in this paper. New developments of the NDPS are discussed with emphasis on the "toxic" or priority pollutants and EPA's philosophy on the control of these pollutants, The protection of groundwater is the prime aim of RCRA through solid/hazardous waste management. Some of the major elements of the RCA regulations that will affect the copper leaching industry are discussed.

Even though the economy of the United States remains in recession ? or not, depending on which economist you listen to ? muicipalities still need improved transportation, water and wastewater transit systems. And they are willing to spend the necessary funds on those systems, provided they are affordable, environ-mentally friendly and sustainable. From June 20-23, professionals in the tunneling and underground construction industry from around the world gathered in Portland, OR to learn new ways of providing those systems using the latest technology available. The North American Tunneling (NAT) conference attracted 803 attendees and 108 exhibiting suppliers of equipment and services.

"The proliferation of unconventional gas well development in the Northern Appalachian coalfields has raised a number of mine safety concerns. Unconventional wells, which extract gas from deep shale formations, are characterized by gas volumes and pressures that are significantly higher than those observed at many conventional wells. The gas is composed largely of methane as well as other hydrocarbons. Hundreds of planned and actively producing wells penetrate protective coal pillars or barriers within active mine boundaries, including chain pillars located between longwall panels. Gas released from a well damaged by mining-induced ground movements could pose a risk to miners by flowing into the mine atmosphere. The mining-induced ground movements that may cause well damage include conventional subsidence, non-conventional subsidence (e.g., bedding plane slip), pillar failure, and floor instability. This paper describes the known risk factors for each of the four failure mechanisms. It includes a framework that can guide the risk assessment process when mining takes place near gas or oil wells.INTRODUCTIONSouthwestern Pennsylvania has served for centuries as a producer of coal, oil, and natural gas. Coal mines were first developed in the Pittsburgh Coal Seam in the 1760s, with the first recorded mine in 1761 being the Fort Pitt Mine (Edmunds, 2002). Natural gas was introduced to the region when the Haymaker Well in Murrysville, Pennsylvania experienced a blowout on November 3, 1878. Although it was originally drilled prospecting for oil, it produced an estimated 30 million cubic feet per day of natural gas. Without well controls or pipeline infrastructure in place, it burst into flames and lit the night sky for over a year. Soon after, the Penn Fuel Company continued development of the Murrysville gas field and is credited with making Pittsburgh, Pennsylvania the first major city in the U.S. to have natural gas supplied for home and industrial uses. “Natural gas is king in Pittsburgh,” proclaimed an October 18, 1885, article in the New York Times headlined “Value of Natural Gas, Its Use Clarifies the Atmosphere at Pittsburgh” (AOGHS, 2018). By the early 1900s, coal, oil, and natural gas production had reached the southern extents of Pennsylvania in Greene County. The county had first produced oil in 1886, and shortly after began producing natural gas in 1890. By 1906, over 1,300 wells had been drilled (Stone and Clapp, 1906)."

In the past 30 years, there have been tremendous advancements in the uses and applications of column flotation. From their first use as final cleaners that could produce excellent grades at the cost of recoveries, columns are now being used in every stage of the flotation circuit as well as is SX-EW. Columns as roughers, final scavengers and even at the end of CIL circuits, are finding their way into the marketplace. Operational results of these new uses are presented. INTRODUCTION Flotation columns have been in use since the early 1950's in the U.S. (Hollingsworth, 1952) and the early 1960's in Canada (Trembley, Boutin, Wheeler, 1963). Application of column flotation has been somewhat diverse. In the early years, columns were used predominately for molybdenum cleaning in Canada and for phosphate flotation in the United States. Unfortunately, results met with skepticism and disdain as the columns were hard to operate, temperamental and although producing high grades, could not achieve acceptable recoveries. Since the inception of column flotation technology, the degree of knowledge for design and operation of columns has vastly improved. Despite improvements in the technology, there is still some reluctance by mineral producers to investigate the use of column flotation cells for processing stages other than cleaner flotation. This characterization is in part due to the proven advantage of flotation columns in reducing gangue entrainment in the froth product which results in higher grade products and/or fewer processing stages. Also, during the development of column technology, different types of spargers have been used with varying degrees of success. Furthermore, the general knowledge base of parameters affecting column flotation design and operation have advanced tremendously. Inefficient, or primitive, sparger design, coupled with the lack of column design and operating knowledge and experience, resulted in poor metallurgical and mechanical performance in many cases. Unfortunately, this lack of knowledge caused many column installations to be characterized as failures. The industry felt that columns could not achieve high recoveries, especially when dealing with coarse particles. Therefore, columns were characterized as cleaners, where low recoveries could be tolerated as recirculating loads rather than direct losses and froth cleaning advantages of the quiescent column flotation regime could be realized. Fortunately for the minerals industry, some producers have stood at the forefront of technology and allowed the column to be utilized for new applications. In the last decade, column flotation applications have expanded to virtually every mineral system and plant location throughout the world. The expanded application of columns has generated a new wave of interest for processing various streams. One of the most notable is in the use of columns as rougher cells. This is of particular interest to "green-field" plants and plants where expansions are taking place. Here, metallurgical superiority can be combined with maximum capital and operating cost advantages for a rapid return on investment. The superior results experienced to date, have generated a cohesive vision of the future in mineral processing where flotation columns function as single stage primary separation devices (roughers) with a single stage cleaner, if necessary. The advantages of column flotation go far beyond their original uses. We now have seen columns used as final tail scavengers, in SX-EW plants and even at the end of CIL circuits. Some of these cases will be reviewed. CASE STUDIES In an attempt to show the diversification of column flotation to many facets of the mineral processing plant, a variety of case studies will be discussed. Some of these were designed by the authors while others have been provided by plant sources. It is important to note that in each successful case, the columns were designed using the author's design and scale-up approach. Jade is a commercial term encompassing green, white, black or yellow-brown jadeitite and nephrite. Jadeitite consists of Na-rich pyroxene, whereas nephrite consists of prismatic to acicular amphiboles of the tremolite-actinolite series forming bundles that are randomly oriented and interlocked. Nephrite is tougher (harder to break) than jadeitite. Its fracture strength is about 200 MN/m2 whereas that of jadeitite is about 100 MN/m2. On the other hand, jadeitite has a higher hardness (7 compared to 6.5 on the Mohs scale). There are over fifty known nephrite occurrences in British Columbia (B.C.). These occurrences consist of individual blocks, boulder fields, talus blocks and in situ occurrences. Most of the in situ occurrences are lens or cigar shaped. They occur at, or near the contact of ultramafic/mafic rocks (mainly serpentinites) with cherts, and other metasedimentary or igneous felsic rocks of Mississippian to Jurassic oceanic terranes such as Cache Creek and Slide Mountain. These contacts are commonly interpreted as shear/fault related. In general, it is believed that the B.C. nephrite formed by metasomatic exchange between ultramafic and silica-bearing rocks. Impurities in B.C. nephrite are spinel group minerals (chromite, magnetite, picolite), diopside, uvarovite, titanite, chlorite, and talc. Jadeitite is slightly denser than nephrite and good quality material sinks in methyl iodine. There are no known jadeitite occurrences of economic interest in B.C., but there are at least four geographic areas where favorable lithologies, and metamorphic conditions (Pn) required for the formation of jadeitite coincide. These are Bridge River, Pinchi Lake, Dease Lake, and Jennings River. These areas are known to contain small concentrations of jadeite, or are characterized by blueschist or eclogite-grade metamorphic conditions. Rhodonite and pyroxmangite are MnSi03 polymorphs. These minerals are pyroxenoids and are macroscopically and microscopically very similar. For brevity, both are grouped together under the term "rhodonite". Most of the B.C. occurrences are hosted by late Paleozoic chert sequences and are lens shaped and concordant. The common association of rhodonite with iron formations, jasperoids, and/or volcanogenic sulphide deposits in southwestern B.C. permits the delineation of favorable horizons using magnetic or electro-magnetic geophysical methods. Geographic associations between manganese showings and sulphide deposits, and the hydrothermal chemical signature of the rhodonite occurrences from this area, suggest a genetic link between rhodonite and volcanogenic sulphide deposits. The typical rhodonite rocks consist of rhodonite, pyroxmangite, neotocite, black amorphous Mn-oxides, Mn-bearing garnet, ± epidote, ±chlorite, ±rhodochrosite, ± parakutnah-orite, ± Mn-bearing calcite, ± iron oxides and hydroxides. Garnet ± epidote forms yellow patches and layers within the rhodonite. Within some of the rhodonite occurrences, the garnet is altered to chlorite. Rhodonite-bearing rock is commonly cross cut by secondary manganese oxide veins, creating a characteristic web-like texture. In several localities, the contorted bedding planes are readily recognized. Mn-calcite and quartz also crosscut rhodonite. Rhodonite deposits hosted by high grade metamorphic rocks may contain pyroxmangite. Rhodonite is an important gemstone and ornamental stone in B.C., second only to nephrite in dollar value. B.C. nephrite and rhodonite have been used for the past 100 years in local jewelry and ornamental applications. More recently they have been used in table tops, and they have potential as upscale materials in tile-making. There may be a market for tiles made from lower grade materials that were previously extracted and stockpiled. The prices of nephrite, jadeitite, and rhodonite vary widely with quality, but gem and ornamental grade stones are relatively highly priced materials and they trade world-wide.

With the increasing demand for metalliferous and mineral raw materials, and consequent depletion of the global natural resource base, the possible utilization of secondary raw material sources is receiving more and more attention. In the present study, we present results from a detailed vanadium deportment study of three basic oxygen furnace slag (BOS) samples known to containing elevated bulk concentrations of vanadium (V). Complementary analytical methods that were used to quantify the abundance and composition of V-containing phases include SEM-based automated mineralogy, Xray fluorescence (XRF) analysis, and X-ray powder diffraction as well as electron probe microanalysis. The vanadium deportment was quantified using Monte-Carlo simulations of the data obtained from automated mineralogy and electron microprobe analysis. The total V concentrations identified by XRF are between 1.7 and 2.2 weight percent V. The most important hosts of vanadium are larnite-, brownmillerite- and portlandite-solid solutions. In two samples, calcium carbonates also significantly contribute to the V deportment, while wuestite, lime and native iron do not contribute significantly to the vanadium deportment. A thorough consistency check identifies considerable uncertainties in the density of the Vbearing phases as the most likely reason to explain remaining discrepancies between measured and calculated V values.

The geology of the Gulf Coast Salt domes has been extensively studied by Kupfer (1,2,3,4,5), Atwater (6,7), Balk (81, Hawkins (9), and Wharton (10). dominant geological feature of Southern Louisiana is the Gulf Coast Geosyncline. The axis of this geosyncline corresponds with the present day coastline of Texas, Louisiana, Mississippi, Alabama and Florida. This geosyncline has been continually subsiding since Cretaceous times and receiving large deltaic accumulations of sediments from Central North America. These accumulations progressively thicken toward the South. In the vicinity of the Coast, these sediments are reported to be about 40,000 feet thick. Another dominant feature of the region is the large number of salt domes scattered along the Gulf Coast (fig. 1). Typically, these domes are roughly cylindrical in shape, 1 to 5 miles in diameter, and extend to more than 20,000 feet in depth. It is hypothesized that these domes are derived from the thick Louann salt formation lying below the deltaic sediments. Due to its low specific gravity and buoyancy, the salt layer protruded upwards plastically and pierced the overlying strata. As a result of this upward flow, the adjacent strata are locally lifted upwards, creating excellent traps for petroleum accumulation.

Gangue-cemented paste backfill (GCPB), is a well-established green mining technology and significantly improves the recovery rate of mineral resources, prevents mine dynamic disasters, reduces surface subsidence, and consumes a considerable amount of solid waste. The addition of an early strength agent as an additive in cement-based materials provides several security, technical, and economic advantages. In this study, the early strength agent on the early age (3, 7 and 28 days) strength of GCPB is evaluated experimentally. The GCPB specimens have an initial sodium sulfate early strength agent concentration of 0%, 1%, 2%, 3%, and 4%, and the obtained samples were analyzed by testing for uniaxial compressive strength (UCS) and scanning electron microscopy (SEM). The test results show that the UCS of the GCPB specimens with sodium sulfate is much higher than that of the blank specimens. When cured for 3 days and 7 days, the strength of GCPB with 2% sodium sulfate increased the most, by 131% and 116% respectively. When cured for 28 days, the strength of GCPB with 1% sodium sulfate increased by 135%. Scanning electron microscopy (SEM) results showed that the GCPB with 1% and 2% sodium sulfate had better internal structure compactness, thicker acicular crystals, and more flocs. As a kind of early strength agent, sodium sulfate can react with calcium hydroxide to generate calcium dihydrate sulfate and then react with calcium aluminate; the hydration product (C3A) quickly generates calcium sulfoaluminate hydrate (AFt) needle-shaped crystals, forming an early skeleton and improving the early strength.

Vermiculite is the mineralogical name generally applied to a group of hydrated, trioctahedral ferromagnesian aluminum platty or micaceous silicate minerals. In microscopic particles the mineral as mineral is differentiated from montmorillonite by a higher Si:AI ratio of approximately 3:l and a higher layer charge and higher cation exchange capacities. Commercial vermiculite, the vermiculite which is mined, beneficiated, and discussed in this chapter, is an important industrial mineral which is formed by the alteration of macroscopic particles of biotite and iron-bearing phlogopite. In natural form it has the size and shape of mica, while possessing the ion exchangeable properties of zeolites and some clays. Within the internal structure of vermiculite lie water molecules, which when rapidly heated to high temperature, transform into steam causing the vermiculite particles to increase in volume. This process of thermal exfoliation produces a lightweight product which finds use in various construction products, agriculture, horticulture, and other industrial applications. In exfoliated form it has the low density and biological inertness of expanded perlite, while maintaining a chemically active surface. Most of the uses of vermiculite are for the thermally exfoliated material. In addition, the cation exchange potential of vermiculite and its layer-silicate structure are properties which can be used as the basis for numerous products including intumescent coatings and gaskets, inorganic films, and the treatment of nuclear and other toxic waste. When chemically and physically modified, it possesses some properties common to organoclays and synthetic compounds. In high purity concentrates and manufactured products, these properties can be altered and optimized in applications to produce superior performance. GEOLOGY Mineralogy Vermiculite was first described as a mineral by Thomas H. Webb in 1824. Webb believed vermiculite to be a variety of talc and described its diagnostic property of thermal exfoliation thusly: "If subjected to the flame of a blowpipe, or that of a common lamp, it expands and shoots out into a variety of fanciful forms, resembling most generally small worms having the vermicular motion exact." Observing that with one exception, all commercial vermiculite has formed by the alteration of iron-bearing phlogopite, a simple definition of vermiculite might be the alteration product of trioctahedral micas, macroscopic particles of which display marked exfoliation when heated rapidly to temperatures above 374°C (the critical temperature of water). The first vermiculite described was found near Worcester, MA, but it was later pointed out by Brush (1866) that vermiculite had been known for some time in Japan as a children's novelty. Because the techniques for mineral analysis were somewhat primitive com- pared to those routinely available today, and because the structure and crystal chemistry of the micas and related minerals were not widely understood, the early literature generated at least 20 "new" minerals which were nothing more than variations in the color and chemistry displayed by vermiculite. Trade names such as Dugarlite, Mandolitem, Strong-LiteTM, and Zonolitem are sometimes used to denote commercial vermiculite, thermally exfoliated vermiculite and their products. Vermiculite particles resemble mica and vary in color from colorless through tan and green to black, depending on the chemical composition. Most physical and optical properties are close to those of biotite, with perfect basal cleavage, hardness between 1.5 and 2.5 Mohs, and specific gravity between 2.2 to 2.8. Fine-sized particles will feel talcose, especially when wet. However, for commercial vermiculite the diagnostic test is that of thermal exfoliation. Vermiculite can display a wide range of compositions, depending on the composition of the original mica and the change of chemistry during weathering and ion exchange. Chemical data for some commercial vermiculites are given in [Table 1]. There are numerous analyses for vermiculite given in the literature, and the analyses of vermiculites from commercial deposits will fall within the range indicated by the average analysis in the table. Many analyses separate the adsorbed water (H2OP) from crystalline water and water as hydroxyl (H20+). The basis of separation of adsorbed water is generally considered to be 100°C. However, hydrate water within the vermiculite interlayer begins to be lost at 75°C and lower. Therefore, measured water content and loss on ignition are combined in the table as H20[total].

With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. For all the attention given to mining activities in Central and South America, Mexico, Indonesia and Papua New Guinea, it is sometimes easy to forget the activities taking place in one of North America's most important and largely untapped regions -Alaska. The Alaskan minerals industry employed about 3,406 people during 1995. That is a 23% increase from - - 1994. It also contributed about $719.8 million to the state's economy during 1995, a 10% increase. During the past few years, Alaska has seen significant increases in exploration and mining activity. Fairbanks Mining, an arm of Cyprus Amax, began producing gold during 1996 at its Fort Knox Mine, as did Nevada Goldfields' Nixon Fork gold mine. Kennecott's Greens Creek lead-silver-gold mine also reopened and USMX began operations at its Illinois Creek gold mine. In addition, several impressive exploration projects were under way in Alaska. Placer Dome reported good results at Donlin Creek project in southwest Alaska. Likewise, Newmont Exploration is getting serious about its True North gold project. And Nerox is nearing production at its Jonesville coal project in Alaska's interior. In November, about 400 miners gathered in Anchor- age for the Alaska Miners Convention. Throughout the conference and exhibition, attendees listened to updates on these precious- and base-metal and coal exploration and mining operations. They also learned that the state wants more miners to head north and help develop its natural resources. Alaska is ripe for a smelter The mining industry -Alaska's miners in particular - has a powerful ally in Sen. Frank Murkowski (R-AK). He is the chairman of the Senate Energy and Natural Resources Committee. During his luncheon address, Murkowski said it appears that it is economically feasible to extend the Alaska Railroad to northwest Alaska, taking advantage of the large coal and hard-rock mineral tracts in the Ambler mining district. He also renewed his push for building a major smelter in Alaska to process ore that would come from the Ambler mining district. Murkowski believes that Alaska's economy can be expanded by extending the railroad from Nenana to the Point Lay coal fields to open coal development. Along the way, the railroad would pass through the Ambler district, helping to develop the hard-rock deposits. An outgrowth of this additional mineral development, Murkowski said, could be a new smelter in Alaska. It could use power from the Tyee hydroelectric facility near Wrangell or from the Makushin geothermal project near Unalaska. Either site, he added, offers access to plentiful, relatively low-cost power, at tidewater to facilitate ore deliveries to the Pacific Rim. The Congressional Research Service has determined that there are enough mineral deposits and coal beds to make it possible to finance the extended railroad, he said. The 1,200-km (744- mile) rail extension would cost about $4.2 billion. The North Slope of Alaska contains up to 3.6 Tt (4 trillion st) of coal, Murkowski said, that contains less than 0.25% of sulfur and less than 4% moisture. It aver- ages 12,300 Btu in heat content. "That is a tremendous resource," he said. The Ambler mining district, meanwhile, has at least eight identifiable hard-rock deposits, Murkowski continued. These contain zinc, lead, copper, nickel, chromium, tin, barite, gold and silver. "All eight of these can generate ore concentrates at rates similar to Red Dog's cur- rent 725 ktla (800,000 stpy)" of zinc, he said.
