This paper examines the potential for controlling longwall-induced subsidence by pneumatically backstowing the void created by mining with waste rock, and having the process scheduled as a unit operation of the mining activity. Based on a review of background literature, interviews with representatives of various mining companies, public-interest groups, and state and federal regulatory agencies, a hypothetical case-study evaluation of pneumatic stowing in a southwestern Pennsylvania mine site was conducted. The study indicated that current stowing technology cannot keep pace with the production potential of U.S. longwall systems. Further, at the case-study mine site, concomitant stowing would reduce subsidence by only 50% of that incurred during full longwall caving, the longwall coal production rate would decrease from 4000 tons per shift in the non-stowing case to 1500 tons in the stowing case, and a preliminary cost analysis reveals that pneumatic stowing would add $5.25 to $10.50 to the operating cost of producing a ton of coal at the case-study site.

The mine, recognized as arguably one of the richest rare earths deposits in the world, is at the center of Molycorps? strategic ?Mine to Magnets? plan. It aims to secure America?s future supply of rare-earth-dependent technologies by developing a strong domestic rare earth industry. Molycorp identifies rare-earth-dependent technologies as those that cannot be produced without rare earth materials. The list of these technologies is long and growing. It encompasses everything from personal electronics and batteries for hybrid cars to permanent magnet generator wind turbines and national defense applications.

The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry's further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.

Failures of tailings dams have been happening lately. Due to the lack of laws on particular design criteria and stability requirements related monitoring during construction and maintenance, they are thought to be more fragile than hydraulic dams. Monitoring the dam is therefore necessary to understand its current condition and guarantee its safety. The physical condition of the dam could be evaluated with the early identification of seepage. Additionally, due to their adaptability and capacity for high-resolution data collecting, UAVs are an excellent choice for efficiently covering the tailings dam site. UAVs may capture high-quality photos when equipped with a high-resolution RGB camera, thermal sensors, or multispectral sensors. When these sensors are paired with image processing and machine learning algorithms, the result is a reliable estimate of the dam condition.

Any area that supports herbivores must have a plant base to supply food, In Alaska, herds of caribou migrate and live north of the Arctic Circle. And, if there is enough growth in the moss and lichens and arctic grass to support a caribou herd, the "tender tundra" can heal after it has been disturbed by mining. Another myth is that Alaska is an ice box. Actually, many areas In the state---particularly the Interior---have a high agricultural potential. Nevertheless, the fact remains: whether it is reclaimed by advancing the productivity from forest to agriculture or is allowed to remain a wild-life habitat, Alaskan land will revegetate. Reseeding speeds reclamation, but left to nature, native species will reclaim the land whether it was disturbed by forest fires, roads, villages, or mining. In fact, it is impossible to find many of the old gold mining camps.

Production forecasts derived from the medium-term schedule represent the best path forward for underground mining operations to achieve corporate and operational goals. Unforeseen circumstances, such as equipment breakdown, can cause significant deviations from established production forecasts in the short term. Such situations require timely mitigation of the effects of the deviations in order to stay as close as possible to the medium-term plan. This paper presents a deterministic mathematical formulation for short-term scheduling that addresses this challenge. The formulation is able to make up for deficits resulting from operational disruptions by minimizing deviations from medium-term production goals and mediumterm activity start dates. We demonstrate this in a case study by simulating disruptions involving reduction in ore extraction capacity and development advance rate. Aside from the rescheduling capability, this formulation can help mine planners conduct analysis on the impact of various disruptions on the schedule. The formulation can help identify those conditions or disruptions that are more detrimental to the achievement of forecast targets, or otherwise. The formulation also affords mine planners the flexibility to prioritize one production goal over the other, depending on operational conditions at the mine. In the future, we seek to incorporate in the formulation respirable dust, diesel particulate matter, and ventilation constraints in order to create more realistic schedules and enhance miners’ health and safety.

Column flotation continues to make inroads into applications traditionally dominated by mechanical flotation cells. For example, columns are becoming more visible as rougher flotation devices. At Royal Mountain King Mine in California, two 2.9 m (9.5 ft) diameter columns are used for rougher flotation of carbon from a gold ore (Orlich et al, 1992). In addition, work performed at BRGM in France demonstrated the superiority of column flotation over mechanical flotation with respect to design of new plants (Morizot et al, 1991). With the mounting evidence, columns can succeed in any flotation application. The primary reasons for this acceptance of columns are a general improvement in design, scale-up and operation as well as improvements in sparger design and performance. With these advances, the full benefits of column flotation can be realized. The benefits of properly designed, aerated and operated flotation columns include: ? Lower Capital Costs ? The low-grade talc deposits in Tallapoosa County, Alabama, are associated with a mafic-ultramafic rock complex that is part of a widely distributed schist and gneiss group. These rocks form a synform structure overlying Inner Piedmont lithology. Paragenetic sequence of the Tallapoosa talc is interpreted as enstatite-anthophyllitetalc. Talc occurs as massive boulders formed by the alteration of enstatite-anthophyllite and as finely disseminated discrete particles in the enclosing saprolite matrix. Weathered rock reaches depths as great as 60 feet. The quality and quantity of the talc, however, are variable. Mineral analyses of the talc-bearing samples, by petrographic grain count, indicate a talc content of 16 to 26 percent. Most of the talc occurs as plates or scales that are moderately stained with limonite. Fibrous talc also occurs in the deposits and is often mistaken for anthophyllite asbestos which is intimately associated with the talc. The size, shape, and occurrence of the talc deposits precludes any method of min¬ing other than open-cut. A small-scale mining operation began in the district in 1969. Potential capacity of the operation is 5, 000 tons per year. Inferred reserves, based on field investigations, are placed at approximately 8 million tons. Forecasting mined grade variability from exploration information is a challenging task in mine planning. For effective planning of activities such as workplace scheduling, ore grade quality control etc. development of realistic numerical/simulation models of in-situ variability from exploration information is an essential first step. Geostatistical conditional simulation (GCS) is one of the well known methods to develop these simulations. Recently, stochastic fractal models based on the assumptions of scale-in variance and self-similarity have been used for developing simulations of several natural phenomena. It has been suggested that these models might permit generation of short-scale variability information from exploration data with greater fidelity when the data satisfies the attendant assumptions. In this paper the stochastic fractal models are reviewed and their relationship to geostatistical variogram models is examined. A comparison of the two simulation techniques has been per-formed using coal sulfur data from a mined out coal property. The results of this comparative analysis are also presented in the paper.

"INTRODUCTION Productivity in Open Pit mines depend on the observation and adjustment of critical phases of operation. As one of the most expensive activities in Open Pit production, optimization of the load-haul-dump cycle becomes a critical aspect to address. Using simulation techniques and an ad-hoc methodology for analyzing the Key Performance Indicators (KPIs) involved in the production cycle, it is possible compare actual performance and ideal operating conditions and develop an alert system when operating conditions are sub-par with the expected production standards. STUDY OBJECTIVES The purpose of this work is to implement a methodology for optimizing the haulage cycle by identifying and adjusting the factors that affect the cycle time performance. The methodology includes the implementation of an alert system emitting warning messages when one or several trucks are idle or the time of completing production tasks is falling outside a predefined value. This alert is compared with pre-defined Key Performance Indicators (KPIs) and determine corrective actions: • Demonstrate the benefits of time analysis and how this affects the productivity results in the mining process; • Demonstrate the utility of KPIs in the extraction of ore and waste, and how they help to identify equipment performance; • Develop software interfaces to visualize the Alert System in order to increase awareness in the operations supervisor; and • Make recommendations for future applications that can help improve the productive process of an Open Pit mine. PROBLEM STATEMENT Transporting material in Open Pit mines may require the utilization of high capacity equipment, which also represents an elevated cost per hour. A supervisory system that controls the adequate distribution of trucks and shovels by providing the operational status of each unit shall contribute to increase productivity and subsequently reducing operational costs. Nevertheless, there is an issue with certain dead times such as queue trucks for loading, trucks waiting to be loaded, and other delays. This creates inefficiencies in fuel consumption and energy utilization. For the identification of delays, a context-based system could be required in order to help optimizing the haulage cycle time by controlling delays in loading, haulage, and dumping. After applying this methodology, efforts were focused in correcting out-of-standard performance values."

And a new generation of safety culture experts are telling mining companies how to use it: It is a situation that is still too common in the mining industry: the latest personal protective gear is in place. The safety rules are known and followed. And then, in a moment of inattention or carelessness, a mistake is made and someone gets hurt or killed. Common wisdom claims that such accidents are impossible to eliminate entirely. Mining is dangerous, and some miners will always be hurt and killed. An increasing number of mine safety experts, however, reject the common wisdom. A year with zero mining deaths is possible, they say; with the use of one of the newest weapons to the mining industry in the safety war: the concept of safety culture. Safety culture refers to the set of attitudes, beliefs, perceptions and values that influence safety in the work environment. It is also sometimes called the way an organization behaves when no one is watching. Robert Peters, of the Office of Mine Safety and Health Research (OMSHR) at the National Institute for Occupational Safety and Health (NIOSH), describes safety culture this way: ?It?s what?s believed on a day-to-day basis. For example, if a miner sees a workplace hazard and he truly believes that his boss wants him to identify the hazard and bring it to the company?s attention, that would be an example of a positive safety culture.?

The Massachusetts Bay Transportation Authority (MBTA) has undertaken an under-ground transit project to extend public transportation service from downtown Boston to the South Boston Piers area. This new system, known as the Transit way, will connect existing subway lines to this area which is comprised of approximately 300 acres, in light of the potential for 21 million square feet of development by 2010. This system includes construction of a concrete immersed tube tunnel crossing of Fort Point Channel. The crossing will be accomplished in the highly congested setting of down-town Boston and will be located just to the north of the famous Boston Tea Party ship exhibit and amid major Central Artery Construction activity. The most recent concrete tube constructed in the United States was in 1962. The Fort Point Channel Crossing will employ current design and construction methods commonly utilized in the Netherlands, Australia, Hong Kong and elsewhere. This paper will present the design philosophy, planning, and evaluation of alternative crossing methods which led to the selection of the concrete immersed tube tunnel and construction techniques envisioned for this particular application.

In less than two years, Stratmin has discovered, explored, developed, financed and put into production by open pit, a large graphite mine. The deposit, hinted by airborne electromagnetic survey, was discovered in September 1987 through various ground geophysical surveys, diamond drilling and trenching. The open pit started production in February 1989, feeding a nearby leased mill at Notre-Dame-du-Laus (Quebec), having a processing capacity of 400 tons per day. A new 1,000 tonne per day mill was built at the mine site, in Lac-des-lies (Quebec) and began production in April 1990. The Lac-des-lies graphite operation is currently one of the largest of its kind in the world. Mine and mill facilities are operated by Stratmin Graphite, jointly owned by Stratmin Inc. (75%) and Imetal-France (25%), a wholly owned subsidiary of Imetal (France). From initial exports limited to Japan and United States, Stratmin Graphite is now exporting in fourteen different countries, attesting to the very high quality of its products, with grades ranging from 92% to 97% carbon. Among the numerous graphite deposits discovered in Canada, Stratmin Graphite Inc. has emerged as the leader and virtually the sole crystalline graphite producer in North America, operating on a continuous basis.

Many years ago, a relationship was established between dust inhalation and pneumoconiosis. Since then, various government agencies have regulated crystalline and amorphous forms of silica material in the workplace. In 1987, the International Agency for Research on Cancer (IARC) classified crystalline silica as a probable carcinogen. With this listing, crystalline silica became a regulated substance under the Hazard Communication Standard. The minerals and chemicals industries have responded in various ways. They have: • developed worker and user training programs and literature; • labeled products with appropriate warnings; • continued to implement dust reduction programs; and • developed meaningful epidemiological studies of workers. • begun development of reliable analytical methods for measuring crystalline silica at the 0.1 % threshold level; Background Silicosis historically has been the major health hazard resulting from exposure to crystalline silica. Silicosis is the scarring of the lung from excessive exposure to crystalline silica. It has been recognized as an occupational disease for more than 2000 years, since early Greek physicians noted the respiratory problems of miners, stonecutters, and quarrymen who were exposed to excessive quantities of mineral dust. During the industrial revolution, the incidence of the disease was greatly increased by the use of machinery that increased dust levels. Subsequently, the need for dust control was recognized and measures were instituted. Silicosis is characterized by progressive breathlessness on exertion and develops over the course of years. From Alaska to Florida and California to Maine, the National Forest System (NFS) is host to unprecedented levels of prospecting and development. The NFS is large (191 million acres), geologically attractive from the mineral standpoint and relatively unexplored. Significant recent finds and developments involve silver, gold, platinum group metals, molybdenum, cobalt and phosphates. Exploration and development are closely regulated, but most of the NFS is open. The Forest Service endeavors to be a good host to the mineral industry, but increasingly is asked or forced to delay or disapprove mineral projects to protect the environment.

Rapid growth and acceptance of engineered materials have changed the way we live. We have come to expect improved performance at less cost. At the same time, our awareness of societal and environmental issues created by these materials during and after their lifetime has been heightened. As a result, material lifecycle analysis is receiving considerable attention. Material lifecycle analysis evaluates the cost/effective tradeoffs at each stage of a material's life: feedstock, fabrication, performance, recycle, and disposal. The U.S. Bureau of Mines investigates a material's lifecycle using technical cost models augmented with decision and impact analyses. Results of these studies are useful in gaining a better understanding of current material selections and illustrating the multifaceted issues associated with engineered materials in today's society.

The NC State University Minerals Research Laboratory (MRL) and Waste Reduction Partners (WRP) of the Land of Sky Regional Council joined efforts in 2000 to initiate a technically sound and practical program for the management of high-volume coal combustion by-products (CCBs) in North Carolina. The accumulation of CCBs from coal burning boilers throughout the state of North Carolina posed a substantial storage problem, and the area was overripe for an effective management program, which would be environmentally sustainable. In particular, the public utility generators had filled storage ponds on their properties, and the storage overload had grown to critical proportions. Much the same situation existed for paper mill biosolids, which were stored on site in landfill cells along with daily output of CCBs from the mill boilers. A conversion process via the patented pyro-process12 (US Patent No. 5,342,442) to produce synthetic light weight aggregates (LWA) from CCBs and paper mill sludge was conceived to process large quantities of both these waste materials. MRL and WRP initiated and formed a consortium that brought together academia, private industry and state agencies to evaluate the production of LWA by the pyro-process. The industry partners included representatives from the power companies, industrial ash generators, expediters for coal ash products, as well as concrete block manufacturers. It was important to welcome interested parties from not only the western North Carolina area and other parts of the state but also from neighboring states including Tennessee, South Carolina and Georgia. Membership of this consortium evolved during the intervening years to include the following participants and supporters: Progress Energy Carolinas; Duke Energy; Santee Cooper; Full Circle Solutions; Land-of-Sky Regional Council; NC Department of Pollution Prevention and Environmental Assistance; Ecusta Business Development Center; Blue Ridge Paper Products; Jackson Paper and Manufacturing Company; Miller Perlite; Appalachian Products; General Shale Brick; Metromont Materials; Small Business Technology Development Center of the University of North Carolina system and North Carolina State University The initial development program conducted at the Minerals Research Laboratory (MRL) was to formulate an acceptable LWA product, which fulfilled user specifications for light weight concrete block and structural concrete application. Support work and program coordination efforts were furnished by retired technical volunteers in WRP. The work advanced steadily, using proven technologies well established in the mineral industry, to generate a very satisfactory LWA. The consortium then concluded that a more comprehensive CCB conversion program would have more appeal for full scale manufacture and commercialization, if a variety of products from CCB separation were generated. This product assortment would include bottom ash, low carbon fly ash, recovered carbon of high purity, as well as the synthetic LWA. The bottom ash would serve the concrete block market, the fly ash was in demand for ready-mix concrete, and the high carbon product could be pelletized and used as a fuel for reburn or by the steel industry, and the LWA was a sought-after component for light weight concrete applications. After scouting all these potential markets and finding them to be viable, the consortium then inaugurated an integrated pilot plant program for the CCB separation and conversion. The plan was organized in three (3) parts: (1) Phase I ? bench scale evaluation studies (2) Phase II continuous pilot plant evaluation and (3) Phase III ? conceptual commercial plant design including marketing efforts and attraction of business entrepreneurs to build a full scale manufacturing plant. Phase II would serve to validate the process in a continuous mode and produce substantial quantities of products for preliminary marketing efforts and for demonstration-of-use purposes. The consortium agreed to the name, CAROLINA ASH PRODUCTS, (CAP), for the integrated pilot plant program. The products generated might be designated with the CAP label as: bottom ash would be named CAP Granules, low carbon fly ash would become CAP Ash, recovered high carbon product would be CAP Carbon, and LWA would have the name CAP Stone. Phase II of the program processed 20 tons (18 t) of ponded ash from Progress Energy storage at a rate of 600 lb (271 kg) of raw ash per hour with favorable results. PRELIMINARY STUDIES Prior to committing laboratory research and development effort as well as support and coordination activities to this program, it was necessary to determine (1) the level of need for a freshly launched CCB reutilization program in this state and (2) what degree of versatility was necessary for such a process. State agency records and a survey of recent boiler operations indicated that in the state of North Carolina at least 77 facilities manage CCBs from their boiler operations. Despite continuing development efforts in more eastern parts of the state, the use of CCBs for commercial applications has not increased to a level which alleviates the need to store vast quantities in private monofills on the generator?s property. More than 1.25 million tons (1.13 million t) of CCBs are landfilled in NC annually, with 300,000 tons (271,985 t) per year generated in western NC alone. Many different boiler types, which span both very old units and those that are modern and efficient, were to be found. These included stoker-fired units, pulverized coal boilers, slag-tap furnaces, and fluidized bed combustion boilers covering a range of sizes. Any systems designed to separate CCB components from all these sources and convert them to useful secondary products would need broad processing latitude and flexibility. Up to the present there has been a paucity of research done in the western part of the state to find productive alternatives to storage in landfills. With tipping fees in our largest landfill now approaching $40 per ton ($44 per t) and escalating transportation fees (about $200 per truckload up to 40 tons, traveling a distance of 25 miles), the problem has become urgent both economically and ecologically. A well-designed, integrated wet process for CCB separation into value-added products had much potential to be less expensive than landfilling as well as to provide saleable materials with acceptable profit margins. These preliminary investigations also revealed that other major waste streams, in particular paper mill sludge and municipal and animal waste biosolids were important candidates for priority attention. Since these biosolids could furnish the organic component of a synthetic LWA product, they could be consumed as part of the same program. This added interest value to a growing list of partners to support and participate in the program.

New tunnels of significant alignment lengths such as mountain tunnels, base tunnels, as well as beneath urban centers pose unique environmental challenges. This paper highlights key environmental considerations for planning, design, construction, and operations by sharing lessons-learned from the authors' extensive project experience on these types of tunnels. Discussion of unique constraints include limited right-of- way, ventilation and emergency egress during the construction phase and revenue service, safety and security, and protection of existing structures. Practical approaches and applied innovative state-of-the-art solutions addressing distinct sustainability challenges and unique requirements are shared from US and international project examples.
