The Iron Ore Company of Canada mines, processes and ships crude iron ore, concentrate and pellets from the rich ore bodies of the Labrador Trough area in the extreme north-eastern part of Canada, some five hundred miles from Montreal (see figure 1). There are three main sites of activity. At Schefferville, approximately 12 million tons a year of crude ore (chiefly limonite) are mined, crushed, screened and shipped to Sept-Iles. At Labrador City, 40 million tons of specular hematite are mined annually for processing into 17 million tons of concentrate. Of this, 9 million tons are converted into pellets. All product 1s shipped to Sept-Iles. At Sept-Iles, on the north coast of the St. Lawrence, a six million ton per year concentrator and pellet plant process much of the Scheffervllle ore into high-grade pellets. Also at Sept-Iles are the company's administration offices stockpiles and shipping facilities. The Terminal facilities can berth and load a 250,000 ton bulk carrier at 19,000 tons per hour.

A custom-designed shotcrete system, consisting of an 8-m3 (10-cu-yd) transit mixer and a shotcrete spray boon carrier, is used by a two-man crew to transport and place up to 25 m3 (32 cu-yd) of steel fiber reinforced, dry, silica fume shotcrete per 11-hour shift. Shotcrete is custom blended by a local supplier and delivered predampened. Mix design and quality control are performed with a computer program that develops and graphs a properly balanced mix based upon the materials sieve analyses.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. A more effective method of fracturing and chipping the formation is necessary to significantly increase the productivity of blasthole drilling with a roller cone bit. The conventional rotary blasthole bit engages the formation and initiates spalls, chipping and fractures in the formation at a rate dependent on the amount of pull down force applied by the drill. The rotary speed of the drill increases the number of fractures and creates drilled chips that are removed from the hole by the air circulation. An engineering project was motivated to develop a low pressure, low impact downhole percussion hammer to provide an overstrike force to a blasthole bit, in addition to the conventional pull down force and rotary speed. The objective of the project was to utilize existing rig air packages in the range of 50-110 psig and provide an overstrike force to the bit in the range of 1100-1500 impacts per minute. Laboratory testing performed on Barre granite achieved, on average, a 40% improvement in rate of penetration. This performance has been confirmed in actual blasthole drilling in copper and iron ores mines. During the testing phase, additional unexpected benefits have also been realized.

Looking back over the last 150 years or so, it is not hard to see that electricity has been a primary force in shaping human development. It has been a basic ingredient in our industrial revolutions that simultaneously improved the productivity, working and living conditions within our farms, factories, hospitals, offices and homes. Today, it has become an essential part of our daily life and our future. Amazingly, we keep finding new ways to use electricity to make our lives more safe, comfortable and productive. It is a great success story of human ingenuity, achievement and development. Demand for electricity The convenience and value of electricity has not gone unnoticed by consumers. According to the U.S. Department of Energy (DOE) (Energy Information Administration, 2009), electricity is the fastest growing form of energy in the world and during the next 20 years the world will likely consume twice as much of it as it does today. In 2008, almost 20,000 terawatt hours of electricity globally were consumed (Energy Information Administration, 2009). That is enough electricity to light up more than two million baseball stadiums or power more than 11 billion computers continuously for an entire year. The United States has the dubious distinction of be-ing the largest consumer of electricity in the world with enough power to provide each American with more than 3 kW of electricity ? that is about twice the power currently available to Europeans, eight times the power available to the Chinese and more than 25 times the power available to the citizens of India (American Coal Foundation, 2009).

Concentrating Line 6 just went down again. The control room operator checks the graphic display. Only one piece of equipment shows an alarm. Clicking on the ball mill icon, he discovers the culprit was the low flow lube switch. The flow looks okay now, but it is the third time this week the switch has stopped the line. Maintenance is called, the switch replaced and the line is up running again. Sending the right person to the right spot immediately can save hundreds of hours of downtime every year. This paper discusses the principles behind implementing smart First-Out Fault Detection to dramatically reduce equipment downtime in new, or existing control system architectures. Methodologies are presented to maximize the system benefits, while minimizing development costs. Case histories are presented for a number of successful implementations in mineral processing plants.

"INTRODUCTION Industries around the globe have been making significant advancements in recent years due to innovations in automation technology. With the implementation of modern automation technology, professionals in process automation or plant operations can expect significant and exciting change, and the mining and mineral processing industries are no exception. From 2000 to 2010, the International Council on Mining & Metals (ICMM) reported that an increased output and increased value of most metals has resulted in a rise in global metal and mineral process industries from $214 billion to $644 billion. [1] Since most productivity increases in mining and mineral process industries have been achieved through the ability to process lower grade ores with improved efficiency and larger equipment, these industries have begun to adopt advanced automation and control technologies. Despite a growth slow-down, the mining and mineral processing industries are poised for continued and sustainable growth and development due to an increasing demand for energy minerals and emerging technologies requiring minerals and metals previously not demand. However, as these industries becomes more automated, new challenges are arising on the horizon. DEMOGRAPHIC TIME BOMB John Payne from BP is credited with first using the term Demographic Time Bomb to describe the upcoming crisis in the process industry in finding experienced operations personnel. From a survey of 912 mining professionals, Stratum International found that a mere 0.4% of senior level candidates were between the ages of 25 and 34 and a similar proportion aged over 75 years. This indicates that there is both a deficiency of young skilled workers and a skilled workforce that is retiring earlier than the previous generation. Combined with data published by the US Department of Labor stating that the median age of the mining workforce is approaching 50 years old, this implies that these skilled mining and mineral process professionals are an aging population with irreplaceable knowledge and experience that are expected to retire in the next 5-10 years. While it is projected that the labor pool will be sufficient to fill open positions, the real question is if this young workforce will have necessary skill sets and experiences."

The emerging problem of electronic waste has promoted the interest in exploring metal recovery from secondary sources under the umbrella of urban mining. This study presents the physical and chemical characterization of various components present in end-of-life laptops to help ascertain the sites of metallic values and develop sustainable and environment-friendly recycling. The recycling potential of a laptop is evaluated by sequential disassembly, separation, and characterization of components such as body (49.8 wt.%), printed circuit board (9.7 wt.%), hard disk drive (4.9 wt.%), and battery (12.4 wt.%). The printed circuit boards comprise metallic values, majorly copper (25 wt.%), tin (5.8 wt.%), and lead (3.1 wt.%). The precious metals (Au, Ag) with an economic advantage are abundantly present in electronic components such as integrated circuits, capacitors, resistors, and processors. Critical elements such as lithium, cobalt, and rare earth elements are detected in the discarded laptops' batteries and hard disk drives. The recycling potential representing the amount of material that can be recycled in various components, depending on the type, concentration, and purity, is determined in the range of 36–100%. On average, a unit laptop contains~ 386 g of Cu (14.45 wt. %), 49.73 g Co (1.86 wt. %), ~346 mg Ag, ~141.2 mg Au, ~650 mg of rare earth elements (Nd, Dy). This study presents a database for investigating integrated and economical recycling techniques from different components of a laptop, and an overall process flow is also proposed.

"The Doha Metro Project is one of the most relevant ongoing tunneling projects. The whole project consists of about 100 km of tunnels with 21 EPB TBMs working in the same period. Due to the variability of the geological formations, the soil conditioning is a relevant aspect of this project because the parameters should be frequently adjusted to achieve the best performances of the TBMs. The study of the soil conditioning has been carried out accurately to obtain the best results on site. The study of the geotechnical data, the choice of the most suitable foaming agents and polymers and the laboratory study of the soil conditioning has been a fundamental part of the job. The application of the soil conditioning products on site with the analysis of the TBM data have confirmed the preliminary study results with some correlation between the features of the ground and the soil conditioning parameters to be used. INTRODUCTION Phase 1 of the Doha Metro Underground project is composed by 3 lines able to bring passengers to all the points of interest in the Qatar capital city. The Red Line, also called coastal line, connects the north of the city to the south, and to the new Hamad International Airport, following the coast line. The Golden Line, called Historic Line, will connect the southern area of Doha to the “Aspire zone” the area of the city where many state of the art sport centers are located, passing through the old city center. The Green Line, named education line, will connect the old city center to the Doha Education City. All the lines are realized with 2 tubes, single track. The whole underground project is realized with 21 TBMs, excavation diameter of 7.10 m. The project has been divided in 4 packages, for a total excavation length of more than 100 km. The need to underpass roads, existing buildings, and to excavate, in some areas, at less than 100 m from the coast line, forced the choice of a tunneling system with Earth Pressure Balance (EPB), that involves in the project another fundamental aspect of this tunneling system: the soil conditioning. The soil conditioning has multiples functions in the EPB system such as to make the soil suitable to properly apply the pressure on the tunnel face and to be extracted effectively with the screw conveyor. To properly study this topic it was necessary to study the geological formations to be excavated, the hydrogeological conditions of the underground, the foam injection systems of the EPB TBMs and to perform specific tests to evaluate a suitable conditioning to be verified and adjusted during the real scale application."

THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. The Doe Run Company (Doe Run), a global supplier of lead (Pb), copper (Cu) and zinc (Zn) concentrates, and lead metal alloys, installed an enterprise expert control system— termed as Digital One—on the company’s Pb, Cu and Zn circuits at its Buick Mill in December 2022. Digital One was developed with Metso and deploys Metso’s product, VisioFroth™. This automated system is now running and optimizing the flotation processes for all three circuits (Pb, Zn and Cu), all plant air and methyl isobutyl carbinol (MIBC). In addition, Digital One also controls a second, newly built, modern flotation reagent system. Digital One also paves the way for automation and expert control of the entire mill, integrating grinding, thickening and filtration. Digital One is digitally immersed in a universal distributed control system (DCS); therefore, today’s mineral processing plants may be upgraded to it or designed around it. This presentation will explore the plant design and operation of this technology at the Doe Run Buick Mill.

"INTRODUCTION The Crossrail project provides an East-West link across London enabling an additional 200 million journeys each year linking up major business centres and existing transportation interchanges, while reducing congestion at street level and within the current underground system. The project has built major structures in Sprayed Concrete Linings (SCL), including 5 new stations, 6 crossover caverns and numerous passages, adits and ventilation tunnels. Construction has taken approximately 4 years, and has involved the spraying of over 200,000m3 of concrete. At the start of the project there was a lack of available records from previous projects concerning concrete falls, which hindered risk assessments and the ability to make meaningful comparisons around spraying or material performance. This paper redresses this lack of data by providing information on falls experienced on this project and makes recommendations to assist future projects. Construction Methods Table 1 below summarises the main contracts with elements of permanent SCL. The listed primary lining lengths include pilot tunnels, side drift tunnels and enlargements as separate tunnels.A range of construction sequences were used in order to deal with the design requirements, geometry, and the ground and ground water conditions. The following briefly summarises the build up by layers, with typical design dimensions provided for a platform sized tunnel (approximately 9m internal diameter), excluding tolerance allowances. Some linings were sprayed in more than one layer to allow for inclusion of reinforcement layers or to avoid a too aggressive build-up of thickness: •,Initial shotcrete, or sealing, layer (ISL) of 75mm followed by a Primary Lining (PL) of 300mm. •,Regulating layer of 40mm followed by a Waterproof membrane (Sprayed membrane, 3-6mm). •,Secondary lining (SL) of 250mm with a separate sprayed fire protection layer (FPL) of 50mm."

John C. Greenway was responsible for much of my success in the seven years from what I called the end of my apprenticeship in exploration until I entered the Army in World War I. I first met Green- way on my return from Promontorio and, as he was replacing Powell, he was to be my boss. Even at first glance you couldn't help liking and trusting him. He was tall, well built, and erect-an old Yale athlete. After college he became a captain in the Rough Riders and a friend of Theodore Roosevelt, distinguishing himself in the Cuban campaign. He made good friends in all ranks of the Rough Riders, some later becoming leaders of industry and others following Greenway where-ever he went. After the Spanish War Greenway worked for iron mining companies around the Great Lakes and when the directors decided that Calumet and Arizona needed a new manager the ones who were also prominent in Oliver Iron Mining Co. selected Greenway It was a lucky choice for Greenway and for me. He became the best manager among those who ran the big copper mines He was open-minded in encouraging discussion and even opposition-until he made up his mind. Then, in military fashion, everyone must follow his decision without question. I think this is an essential of good management. Unfortunately a few did not feel this way and they had to leave. It was characteristic of those times that respect for the boss was so great that in the 16 years in which he was one of my best friends I, like all under him, always called him "Mr. Greenway." Soon after he arrived Greenway asked the leading mine operators in the southwest, Dr. Louis D. Ricketts and James S. Douglas, son of the Dr. James Douglas who had made Phelps Dodge great, to do special work for Calumet and Arizona. I found later that the object of the study was to determine the terms on which the half-dozen Warren District properties of Calumet and Arizona were to be joined in one

For the purpose of this discussion a small flotation concentrator is defined as a facility having a designed ore feed rate of 1,000 metric tons per day (MTPD), or less. The decision to design and construct a small flotation concentrator is the culmination of a series of logical steps relative to the ex¬ploitation of a potential ore body. The information required for a rational and timely decision regarding plant design and construction is usually contained in a feasibility report. The information required in a thorough feasibility report has been summarized (1) (2) as follows: Type of mine or plant and proposed daily, monthly, and yearly production of all intermediate and final products. Magnetic proximity detection systems (PDSs) are used with continuous mining machines (CMMs) to protect miners from striking and pinning accidents. Generators are used in a PDS to create magnetic fields covering the space around a CMM. The PDS determines the proximity of a miner relative to the CMM based on the magnetic flux density detected by a miner-wearable component (MWC) and simultaneously alerts the miner and stops the motion of the CMM if the miner is within a proximity that creates a striking hazard. A stable magnetic field is essential to the accuracy of the proximity calculations performed by the PDS. This paper presents the results of a systematic study of the magnetic influence of two types of steel structures found near a CMM— the body of the CMM itself and the wire mesh used for roof and rib control. The results show that the steel of the CMM body can change the magnetic field distribution and also alter electrical parameters of a PDS by changing its generator current. The study also shows that, depending on the distance between the wire mesh and a generator, the magnetic field can also be altered.

A novel liquid-liquid separation for the recovery of free or liberated gold from mixtures of fine particles was evaluated. The separation, conducted at ambient temperature and a pressure of about 1000 psi a, was based on the difference in wettability of precious metals and minerals. Contact angle results indicated that in the presence of water and liquid CO2, gold, platinum and silver had intermediate wettability. Minerals such as quartz and magnetite, however, were hydrophilic. Therefore fine gold particles. -325 mesh, that were mixed with water and liquid CO2 dispersed in the CO2 or agglomerated at the H2O-CO2 interface while the minerals tended to remain in the aqueous phase. Best results were obtained when these fine gold particles were liberated, were not agglomerated in slimes, were not adhering to minerals, and were not coated with minerals.

Extraction and separation of La, Sm and Dy ions from acidic sulfate-phosphate solutions was investigated using a cation exchange extractant, bis(2,4,4-trimethylpentyl) phosphinic acid, CYANEX 272, in kerosene. The influence of shaking time, equilibrium pH, extractant, sulfate and phosphate ion concentrations, diluent type and temperature was studied. The extraction was found to be pH-dependent, and increasing the phosphate ion concentration inhibited the extraction which was found to be endothermic. The stoichiometry of the extracted metal species was found to be MOH.H2OHSO4H2A.A2. Aliphatic diluents were found to enhance the extraction compared to aromatic diluents. The results showed that there was a separation mode between the metal ions when varying the hydrogen ion and sulfate ion concentrations, under the used experimental conditions. The investigated process was used for the recovery of La, Sm and Dy from the acid solution resulting from the leaching of low-grade monazite.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Peña Colorada is a company dedicated to the exploration, exploitation, and beneficiation of iron ore, serving the national steel industry. Established in 1975 as a stateowned enterprise, it transitioned to operating as a private organization in 1991. It is jointly owned by two investors, ArcelorMittal and Ternium, each holding a 50% stake. The mining operation is situated in the municipality of Minatitlan, in the northwestern part of the state of Colima, Mexico (Figure 1). It comprises an open pit mine and a concentrator, covering an area of approximately 2,300 hectares. The pellet mill is in the town of Manzanillo, Colima state, a port on the Pacific coast, about 46 km southwest of the mine. The pellet mill occupies its own property with a total area of 60.4 hectares. A gravity-driven concentrated slurry pipeline connects the mine and the pelletizing plant, located at an average elevation of 1,020 meters above sea level and 20 meters above sea level, respectively. Currently, Peña Colorada produces 4.1 million tons of pellets and 0.4 million tons of iron concentrate annually. In 2018, due to a change in the cutoff grade, the processing volume of the beneficiation plant increased from 9 million tons to 16 million tons annually. This led to a greater amount of information to process and characterize the ore extracted from the pit before its processing in the beneficiation plant. Consequently, Peña Colorada sought new ore control technologies to enhance ore selection, optimize human resources and data management, as well as minimize discrepancies between planning and execution. To ensure adherence to quality agreements with stakeholders, it is crucial to understand the ore characteristics before initiating mining activities.
