The Flow-Through Shares Program was set up by the Canadian Federal Government in 1978. While initial annual expenditures in flow-through shares was small, recognition of flow-through as a significant tax advantage combined with exploration successes, particularly in the gold sector, soon resulted in the majority of exploration dollars raised in Canada utilizing the flow-through share mechanism. What Are Flow-Through Shares As many exploration companies are non-taxable, they are not in a position to benefit from the tax deductions arising out of their exploration activities. Flow-through financing provides a mechanism for the exploration company to transfer these deductions to an investor. In addition to the deductions which an investor can apply against his personal income, the investor receives common shares in the exploration company (flow-through shares). To add to the attraction, the Federal government provides a 33 1/3 percent mark-up on qualifying expenses incurred by the exploration company, giving the investor a deduction of up to $1.33 for every $1.00 invested. By providing the investor with tax deductions in addition to the flow-through shares, flow through shares can often be sold at a premium to market which makes-the mechanism attractive to the exploration company as well. This article deals with the extensive geotechnical soil and bedrock mapping system maintained in the Geotechnical Office of the City of Helsinki since 1955.Soil maps have been prepared to scales of 1:500,1:2000 and 1:10 000, and most recently in 1978 a new type of bedrock map was printed to a scale of 1:10 000, which covers the whole city area and particularly serves rock tunnel construction. A map showing the types of foundation building in the central city area, which will also serve underground construction activities, is currently being prepared. Since the geotechnical mapping system has been well received in Helsinki and the drawing of similar maps has also been undertaken in other Finnish towns, this mapping method is believed to be of interest to foundation engineers and tunnel constructors elsewhere too. THE GEOTECHNICAL CONDITIONS IN HELSINKI The geological structure of Helsinki, and of all Finland, presents two types clearly differing in character and age; bedrock and soil. The solid bedrock is Precambrian, while the soil dates from the Pleistocene Age and has mainly been deposited during and after the Ice Age. Thus the history of Helsinki only displays very old and very young formations, but nothing in between. The ground level in Helsinki is +62 at its highest and the sea bottom close to shore is -15 at its deepest. The deepest rockhead has been found to lie at the -70 level.

Significant lost time delays were experienced by Carbonifera de Nueva Rosita, S.A. de C.V. ("CNR") during mining development of the Pasta de Conchos Mine ("the Mine") near Nueva Rosita, Coahuila, Mexico. Furthermore, methane gas concentration in the return air course had exceeded 1.0 percent. Resource Enterprises, Inc. ("REI") was contracted by CNR to recommend an approach to reduce methane emissions at the Mine. In order to recommend a degasification approach, REI and CNR obtained geologic and reservoir characteristics of the Double coal seam, Olmos Formation. A vertical core hole was drilled to obtain core samples to determine gas content (average 8.4 cm3/gm) and to conduct a slug test to estimate permeability (34 md). This information was used to simulate gas productivity and drainage effectiveness. The simulation indicated that underground horizontal boreholes would remove significant quantities of gas in advance of mining in a reasonable period of time. Based on the results of the simulation study, an underground degasification drilling program was initiated at the Mine. In a six month period, five long in-mine degasification boreholes were drilled in advance of CNR's three to five years mining projections. Peak gas production from the five boreholes (approximately 2,750 cumulative meters) had exceeded 45,000 m3/D. Results to date have indicated a general reduction in methane concentration in the return air course below 0.8 percent.

This paper presents the findings of a face ventilation investigation, conducted by the Ventilation Division, Pittsburgh Health Technology Center, at a underground coal mine operating in the Illinois No. 5 coal seam. The purpose of the investigation was to evaluate the effectiveness of a blowing face ventilation system in controlling methane liberation in the face area while mining with brattice distances up to a maximum of 40 feet from the face (extended cut). The continuous miner on this section was remotely controlled and equipped with a machine mounted dust collector. Data collected during this investigation included methane concentrations, intake and return air quantities in the face area, and scrubber air quantities. In addition, a time study was conducted to correlate the methane peaks to activities in the face area. In conjunction with the face study on Section A, separate methane liberation studies were conducted on three additional sections: B, C, and D. This was done in order to compare intake methane concentrations and methane liberations from other sections in the mine to the test section. Calculations indicated that the minimum intake air quantity necessary at the inby end of the line brattice for the section investigated was 7,000 cfm. Due to the higher intake methane concentrations and average methane face liberations measured on three other sections, the minimum air quantities necessary at the inby end of the line brattice were determined to be 13,900 cfm, 11,100 cfm, and 15,000 cfm, respectively.

The Churchill Falls Development will eventually be the largest source of hydroelectric power in North America. Churchill Falls was discovered in 1839, but until recent years it was not practical to begin development of this site to tap the 7 million horsepower available. This $1 billion project is located in Labrador, 700 miles northeast of Montreal and 650 miles northwest of St. Johns, Nfld. The construction will divert the Churchill River 5 miles upstream from the 245 foot Churchill Falls. Rapids above and below the Falls, together with the Falls proper, give a natural head of 1,040 feet. In contrast to the basic simplicity of the surface installations, the powerhouse labyrinth is astounding in size and complexity. The largest in the world, it consists of three major chambers - the powerhouse, 972 feet long by 81 feet wide and 154 feet high; the surge chamber, 763 feet long, 40 feet to 64 feet wide and 148 feet high; and the transformer gallery, 856 feet long by 50 feet wide and 39 feet high. Other major features include eleven inclined penstocks, each 1200 feet long and 20 feet in finished diameter; eleven draft tubes averaging 37 feet in finished diameter and 162 feet long; six vertical cable shafts each an average of 865 feet in length; a series of eleven short bus tunnels linking the powerhouse and the transformer gallery; a vertical power-

INTRODUCTION Underground drill and blast excavation is usually accomplished with small diameter holes loaded with high energy explosives. The detonation pressures are extremely high and an extensive amount of energy is dissipated in the process; however, very little of this energy is used to create the specified fracture planes required for excavation. The available energy is expended in producing radially outgoing stress waves, in crushing the adjacent rock, and in producing a dense, randomly oriented radial crack pattern about the holes. This causes several undesirable effects: 1. Overbreak at the perimeter, which results in more muck to remove and extra concrete or shotcrete to fill the voids. 2. Damage to or loosening of the remaining rock at the perimeter which may result in the need for additional support measures. 3. Ground vibrations and/or airblast, which could result in damage to nearby structures and complaints by people living or working in the area. Several steps may be taken to minimize these effects. Where control of the perimeter is desired, smooth blasting techniques are generally employed in which the spacing and burden of perimeter holes are reduced and lighter, decoupled charges are used. Where vibration damage to structures is feared, control is generally exercised by limiting the charge weight per delay period so that the ground vibrations at the nearest structure do not exceed a peak particle velocity of two inches per second. Although beryllium was initially discovered in 1797, it was not until 1916 that the first significant quantity of beryllium metal ingot was produced in the United States. Before 1940, most of the small quantity of beryllium metal used in the United States was supplied by Germany. Beryllium was not used in its metallic form; it was used as an alloying addition to other metals, mainly copper and nickel. World consumption of beryllium at that time was estimated to be a few hundred kilograms annually. Because of increased tensions in Europe before World War II, imports of metal from Germany ceased in 1940, and domestic production was required to meet the needs of the military. As a result, by 1946, the United States became the principal supplier of beryllium products for the world, a condition that prevails today. Because of beryllium's high strength, light weight, and high thermal conductivity, it has been used in a large number of industrial and defense applications as a metal, alloy, and oxide. The United States is the only country other than China and the former USSR currently producing beryllium products from beryllium ores and concentrates. Bertrandite, mined in Utah, is the principal ore source of domestically produced products. Imported ore, mainly from Brazil, supplements domestic ore supplies. Production and consumption data for the United States is shown in [Figs. 1 and 2]. Production data for 1969-1979 is withheld to avoid disclosing company proprietary data.

Extensive gravel deposits exist within a six-county area in the mountains surrounding the Salt Lake Valley, and in the mountain ranges to the west. The six-county area includes Davis, Salt Lake, Summit, Tooele, Utah, and Wasatch Counties. The majority of these are beach deposits from prehistoric Lake Bonneville. However, real estate development associated with a projected population increase of 54 percent over the next 20 years is expected to remove most gravel deposits in Salt Lake County from consideration for mining, forcing gravel operations to relocate from eastern Salt Lake Valley to the Oquirrh and Stansbury Mountains farther west. The gravels in these ranges are of lower quality and require additional processing to manufacture asphalt and concrete. Replacing gravel resources along the Wasatch Front with resources in the Oquirrh and Stansbury Mountains over the next 20 years has the potential to increase construction costs by nearly $1 billion. The majority of this cost (82 percent) is the result of increased transportation costs due to longer distances to market. The remainder of the cost is attributable to lower quality gravels that will require additional processing in the manufacture of asphalt and concrete. The following analysis and discussion does not take into consideration the amount of crushed stone that is currently being used in the construction industry in northern Utah, its use as a substitute for lower quality gravels, or as a factor in the base case projection.

Both bolt profile shape and spacing (rib spacing) have been found to influence the bonding capacity of the grouted rock bolt. The bolt surface profile configuration has greater importance to rock bolting in strata reinforcement in mining than the steel rebar used in civil engineering construction. This is because a rock bolt in mining usually is subjected to greater dynamic loading than the steel rebar in civil engineering construction. The increased bonding capacity of a bolt is important when supported ground is either heavily fractured, faulted or the supported ground is of soft formation, typically that of coal measure rocks. Past laboratory studies have identified the bolt profile spacing as of significant relevance to bolt resin rock bonding increase, however, no attempt has been made to determine the optimum spacing between the bolt profiles spacing. Accordingly, a series of laboratory tests were carried out on 22 mm core diameter bolts, commonly used in Australian mines, installed in cylindrical steel sleeve. The study was carried out using both push and pull testing methods. The push test was carried out in 150 mm long sleeves while the pull testing was conducted in 115 mm long sleeves. Profile spacing tested include, 12.5, 25.0, 37.5, and 50 mm lengths. Additional studies undertaken include modelling the profile of the load-displacement data of pull testing. Bolts with a profile spacing of 37.5 mm were found to provide optimum load bearing capacity as compared to other tested profile spacings.

INTRODUCTION Pyrite responds to the flotation reagents normally used in sulfide flotation systems. For example, it is well known that xanthates are good collectors for pyrite, and cyanide, sulfide and hydroxides are depressants. The particular response of pyrite to these and other reagents is used to advantage in several areas. By careful control of depressant and collector additions, pyrite can be separated from other sulfides by flotation. This is of obvious importance in base metal sulfide flotation where pyrite depression is often required to produce a marketable grade concentrate. Flotation of pyrite has long been employed in gold ore processing, and it appears that pyrite flotation from coal may become important in the future (1). It is probably a direct consequence of this relative ease of separation, plus the low economic value of pyrite, that detailed investigations on the chemistry of its flotation and depression are relatively limited. Gaudin (2,3,4) and others, in the mid-1950's published data on the flotation of pyrite, but detailed or consistent mechanisms were lacking. In 1955, Sutherland and Wark's book (5) was published, in which a large amount of empirical information, especially earlier work of Wark and Cox, was presented. More recently, in 1968, significant contributions have been made by Fuerstenau et al. (6,7) and Majima and Takeda (El. These papers introduced electrochemical explanations of the effects observed with xanthate and cyanide ions.

INTRODUCTION Gaudin (1), considered that "the mechanism of mineral collection is the central problem of flotation theory". From their work on adsorption phenomena in flotation for more than fifty years (2), Gaudin and his co-workers have made major contributions to the elucidation of this mechanism, a fact acknowledged by their contemporaries in the field (e.g. (3)). Their investigations in a number of areas, e.g. demonstrating that submonolayer quantities of adsorbed collector species can induce flotation, or identifying the influence of substances which can activate or depress (1), have helped to provide the basis for and the development of a theory to account for the interaction between mineral and collector. It was established in the late fifties (4) that the presence of oxygen is a prerequisite for the flotation of metal sulfides with thiol collectors. This fact rendered inadequate the concept of simple ion adsorption being responsible for rendering these minerals hydrophobic. The requirement for oxygen has been explained (1) in terms of this species being a component in chemical reactions between the sulfide surface and the collector. Gaudin has been instrumental in identifying the products of chemical reactions at sulfide minerals (1.5), a line of work which has been continued particularly by Finkelstein and co-workers in South Africa (6). "This paper reports on computational and experimental research, performed at the Collaborative Research Center “Interaction Models for Mechanized Tunneling” at Ruhr-University Bochum, Germany. Research covers a broad spectrum of topics relevant for mechanized tunneling in soft soil conditions. This includes advances exploration methods and models for the characterization of the in-situ ground conditions, the interaction of the face support and the tail gap grouting with the porous soil, multi-scale models for the design of fiber reinforced segmental linings with enhanced robustness, computational methods for the numerical simulation of the tunnel advancement, the soil excavation and the material transport in the pressure chamber, logistics processes and risk analysis in urban tunneling.INTRODUCTIONMechanized Tunneling has proven itself as an economical and flexible construction method that continues to undergo a dynamic evolution process. Shield diameters continue to increase, and the application range of tunnel boring machines is being extended to an ever-increasing variety of geotechnical conditions. In order to maintain economic viability and to ensure an environmentally friendly construction process, realistic and reliable numerical models are required in order to make informed decisions during planning and construction. To provide a reliable numerical prognosis, it is necessary to accurately assess and understand the interactions between the components involved in mechanized tunneling with the surrounding site, the ground, and any pre-existing structures. Heterogeneous geological conditions and often only approximated ground parameters create, in contrast to other engineering projects, special demands. This necessitates new insights to new problems that can only be effectively solved through truly interdisciplinary research. To address these challenges, the German Research Foundation (DFG) has established the Collaborative Research Center “Interaction Models for Mechanized Tunneling” (SFB 837) at the Ruhr-University in Bochum in 2010. Collaborative Research Centers are interdisciplinary scientific research groups in which cooperative research is conducted under the umbrella of a central research theme. With a research budget of ca. 10 Million Euros for the second 4-year funding period, and a research team composed of 13 project leaders along with approximately 35 scientific assistants the SFB 837 is currently one of the largest research groups conducting fundamental research in tunneling related topics worldwide.RESEARCH TOPICSThe research topics of the SFB 837 encompass a number of relevant planning and construction related aspects in mechanized tunneling (Figure 1). These research themes are each supported by computational models and laboratory investigations and are all included in an SFB overarching Tunnel Information Model (TIM). Interaction groups integrate and combine the results of different submodels through prototypical cause-and-effect relationships, and through the analysis of the Wehrhahn metro line (WHL) project in Düsseldorf, which has been adopted as the reference project for the SFB 837."

"Newmont Mining Corporation operates the Yanacocha mine in Perú and the gold milling section of the property includes a Sulfidization-Acidification-Recycle-Thickening (SART) plant to remove copper from pregnant leach solution. Since its commissioning in 2008, the plant has been intermittently operated as needed to remove copper upstream of a carbon adsorption circuit. However, starting in 2015 Newmont expects the plant to operate on a more continuous basis in response to higher copper ores that will be processed in the gold mill. In anticipation of this, Newmont conducted a campaign in May 2014 with stockpiled high-copper ore to evaluate performance of the SART plant with elevated levels of copper in feed solution. Results from the campaign demonstrated the SART plant is capable of efficiently treating high-copper leach solution. During the campaign, leach solution copper levels ranged from about 100 to 700 mg/L, and copper removals ranging from about 56% to +99% were achieved. The median copper removal efficiency observed during the campaign was about 94%. The primary plant modification determined necessary following the campaign was the need to improve consistency with sulfide dosing. INTRODUCTION Copper removal from cyanide leach solution can be affected through the addition of sulfide at acidic pH to precipitate copper sulfide as a solid. There has been renewed interest in the process in the past several years due to the increasingly common issue of high copper levels in cyanide leach solutions. The term Sulfidization- Acidification-Recycle-Thickening (SART) is used as an acronym for the process according to the primary unit operations utilized. At a pH of approximately 4.0 to 5.0, the addition of soluble sulfide to a copper-bearing leach solution will result in the precipitation of copper sulfide (Cu2S) solid. The overall acidification and sulfidization reaction is (assuming the use of sulfuric acid for pH adjustment): 2Cu(CN)3-2 + 3H2SO4 + S-2 ? Cu2S(s) + 6HCN(aq) + 3SO4-2 The above reaction is written relative to the copper-cyanide complex 2Cu(CN)3-2, though analogous reactions also take place with the other common copper-cyanide complexes Cu(CN)2- and Cu(CN)4-3. Sulfide in the above reaction (S-2) is normally supplied as sodium hydrosulfide (NaHS) purchased in solid or concentrated liquid form. Two characteristics of this reaction that are beneficial to a leaching operation are: 1. Copper is removed from solution as Cu2S (synthetic chalcocite) solid, which can then be sold to a smelter for its copper value. 2. Cyanide that is complexed with copper in the leach solution is released as free cyanide, thereby regenerating cyanide that can be recycled to the leaching operation for continued use."

"INTRODUCTION Mining is a fundamental part of the historical and economic development of a country. In Colombia, this is reflected from pre-Columbian jewelery, to being now one of the first exporters of coal worldwide, in 2017, the Colombian mining sector contributed approximately 6% of GDP (Ministerio de Minas y Energía, 2017). Coal, nickel, gold, platinum, emeralds, limestone, salt, phosphate rock, clays, siliceous sands and to a lesser extent copper, manganese, magnesite, barite, gypsum and various types of ornamental rocks, among others are produced (UPME, 2016). The contributions of mining activity in the economic dimension is more measurable, on the contrary in other dimensions, as the social and environmental, for this, every day there are new proposals and tools oriented to strengthen how to evaluate the contributions in terms of the sustainability and responsibility, with the aim of quantifying, concreting and non-utopian, to improve the life quality of a community and not only to comply with reporting and gaining prestige. Colombia has a generalized increase in the mining sector where the levels of informality and illegality are evident only 10% of mining activity is legal (UPME, 2014), also, the mining sector is accused of human rights violations, high levels of inequality, poverty and the affectation of ecosystems due to bad environmental management, among other situations (ACNUDH Colombia, 2015). This problem has generated rejection to the realization of the mining activity in many places of Colombia. At this point, it is important to clarify this problem is more complex, different actors are involved in this conflict, but it is an evidence that is needed a sustainability model for specific realities such as the Colombian mining. This situation in the current mining activity, is similar to the chemical industry situation three decades ago, because of an extensive problem in relation to repeated work accidents, natural disasters and indications as a highly polluting and unsustainable industry, with the aim of improving, not only this public perception, but also in the way of carrying out the business activity. Thus, in 1985, the Canadian Chemical Producers Association released the Responsible Care Program (RCP) (ICCA, 2015). Being aware that companies were responsible for the affected lives in some way by the operation and needed to improve workers safety, environmental protection and most importantly how legal persons should comply with the law, but go beyond this. RCP is most recognized sustainability initiative in the chemical sector, companies associated are recognized for having high quality standards, continuous improvement, visibility, corporate ethics, environmental and social management (ACC, 2015). In addition, to meeting the objectives is set out the creation of a model that increasing reputational sector levels. This initiative is considered to be a worldwide successful case of reporting corporate responsibility indicators and contributions to sustainability from the industry sector to local development (BASF Group, 2016)."

"In order to sustain the operations in chromite processing plants, due to concentrate selling cost, plants are in need of optimization in terms of capacity and recovery increase. In this study, DAMA Engineering carried out a methodological study for the purpose after a detailed sampling campaign in a plant which is situated in one the main chromite zones in Turkey; 1 The current status of the plant was investigated quantitatively with the bottlenecks, Plant overall efficiency in terms of recovery, Efficiencies of the particular equipment (mill, screen, gravity circuit), 2 A new circuit was proposed with the available equipment, 3 The new circuit that is product of modeling and experimental effort, was evaluated quantitatively as if it is a running plant, After 4-5 months continuous effort, the capacity of the plant was almost doubled (37 tph to 70 tph) and the plant overall recovery was increased from 48% to 63% by grinding adjustments and additional shaking tables theoretically. It was shown that the plant may move into profit with the minimum amount investment using readily available system. INTRODUCTION TO THE CURRENT PLANT The objective of the study is to increase the capacity and recovery of the chromite plant owned by Kurmel Group, Akmetal Inc. The complete study is given elsewhere (DAMA, 2016). The plant is situated in one of the main chromite zones in Turkey; Aladag. The current capacity of the plant is around 35 tph and the overall recovery declared by plant engineer is around 47 %. The chromite plant mainly has 3 units; crushing, grinding and gravitational circuits. The crushing circuit has 3 stages; a jaw crusher, a secondary cone crusher and a tertiary cone crusher operating in closed circuit with a vibrating screen with the aperture size of 15mm. In grinding circuit, a rod mill (2.44 6m x 3.6) and a ball mill (2.13 x 2.3m) are used for primary and secondary grinding, respectively. Derrick screens are used for the size separation. Additionally, for the size classification of the system, hydrosizers are used and each size fraction is sent to the shaking table sets. The middling product of the tables is subjected to re-grinding with a ball mill with the dimensions of 2.1 x 2.9 m. The capacity and the recovery are affected by several bottle necks; hydrosizers’ pure classification, primary/secondary mill power vs capacity problems, re-grinding product’s high slime content and so on. These combined factors made the plant to run in low recovery and capacity. Hence, DAMA was asked to make a study to investigate current status of the plant and propose a new solution to increase capacity and recovery of the plant. The conceptual flowsheet of the circuit is given in Figure 1 below."

INTRODUCTION From its beginnings in the first decade of this century, flotation has gradually moved to a predominant role in mineral separation. There are several reasons for this, the continuing trend toward treat¬ment of lower-grade and more finely disseminated ores being the major one. Not only has this been true for sulfide ores to which the process was first applied commercially, but also for most nonsulfide ores as well. A second factor has been the broad applicability of the process with respect to particle size; it is effective from 8 to 10 mesh to below 10m. Finally, more so than for any other separation process, flotation has almost no limitations in separating minerals. Gravity, magnetic, or electrostatic processes are either applicable to particular minerals, or to a restricted number of mineral combinations. Flotation, on the other hand, can utilize the wide range of surface chemical differences among minerals, and an equally wide range of reagents. The recent availability of selective flocculation capabilities on a commercial scale as an adjunct to flotation should remove one of the limitations to the process in the very fine particle range. History Although flotation was anticipated in a 19th century patent to Haynes, its first significant industrial uses were in the early 20th century in Australia. According to Hoover,' the Pottter-Del-prat pro¬cess had a "measure of success" at Broken Hill's Block 14 mine in 1905-1906, and was definitely successful at the BHP Mine, where it produced 80,000 tpy of zinc concentrates. Both the Mineral Separa¬tion and the Elmore processes had early trials in Australia also, with both successes and failures. The first application in the United States was in 1911, when the Hyde process was used by the Butte and Superior Copper Co. on a zinc ore in Montana. By 1916 Hoover could list 46 applications to copper, lead, and zinc ores, mainly in the United States. Ten years later Taggart2 listed almost a thousand patents covering processes and reagents which with few exceptions laid the foundations for modern practice. Included were: sulfidizing of oxides; leach-precip¬itation-flotation; cyanides, sulfites, sulfides, and oxidants for selective depression of sulfides; starch, tannin, and glue as depressants; and xanthates, dithiophosphates, and oleic acid as collectors. Within an¬other 20 years, all of these were in commercial use along with amines for floating silica from phosphates, and synthetic frothers were com¬peting with pine oil and cresylic acid. The first phase of an investigation of the chemical composition of subsurface water and the hydrochemical processes in and near the abandoned Nordic tailings at Elliot Lake, Ontario, was conducted in 1979. The Nordic area, which covers 85 hectares with an average thickness of 10 m and overlies deposits of permeable glaciofluvial sand, contains 15 million tonnes of tailings with 4-7% pyrite. Nests of standpipe piezometers installed at three locations on the tailings indicate that seepage through the tailings is predominantly downward. The water table in the tailings slopes from the north side of the tailings dam, where it is within a metre of surface to the south side near the tailings dam, where it is approximately 10 m below surface. When they were deposited during the period from 1957 to 1968, the tailings contained pore water at a pH of about 8 resulting from neutralization treatment in the mill. At the three piezometer nests, the pH increases from 3 near the water table to 7 near the bottom of the tailings. The pore water in the tailings is gradually becoming acidic because of oxidation of pyrite in the zone above the water table. The concentrations of Fe, Mn, Ni, Co, Zn and Pb are high in the shallow acidic zone and much lower in the deeper neutral zone. Concentrations of 226Ra range from 30 to 230 pCi/L. At the three sites concentrations of major ions in the permeable sand a short interval beneath the tailings indicate 226Ra presence of tailings seepage, but Ra concentrations are only 2 to 8 pCi/L. Greater downward penetration of 226Ra probably occurs in the area closer to the tailings dam. Monitoring of a network of multilevel bundle piezometers installed in permeable sand that extends southward from beneath the tailings indicates the occurrence of a plume of tailingsderived water containing high concentrations of Ca, Mg, Fe and S04 that extend 400 m downgradient from the tailings dam. The total dissolved solids decline from 20,000 at the dam to less than 500 mg/L at the identifiable downgradient periphery of the plume. A much smaller but distinct plume of water with high heavy metal concentrations and 226Ra in the range of 10 to 130 pCi/L extends from beneath the dam for a distance of 15 m. The pH of the groundwater in this heavy metal-radium plume is 4 to 5, whereas elsewhere in zone of groundwater with high dissolved solids, the pH is above 6. "R.E. Janes Gravel Co. is an aggregates producer is located along a paleo-channel of the Ogallala formation (locally known as the Slaton Channel) approximately 48.3 km (30 miles) southeast of Lubbock, TX. In an attempt to beneficiate the 25.4-mm (1-in.) concrete aggregate product, a log washer was installed in the processing line to liberate and remove fines (clay) from the finished product. The introduction of this extra cleaning step increased fines in the finished product, exacerbating the original problem. Several other processing options were investigated before a geological analysis was undertaken to try and define the lithology of the formation and formation characteristics in an attempt to alleviate this problem.Initial assessmentsThe mined resources are mid-Miocene to early Pliocene (16-4 mya) in age and is the eastern exposure of the Ogallala formation of the Southern High Plains escarpment. The Ogallala formation consists of coarse-grained alluvial sediments in paleovalley channel ways from the Rocky Mountains with fine Aeolian and paleosol deposition on the uplands across the High Plains region of the United States. Locally, these Rocky Mountain sediments from New Mexico were transported and deposited in a paleochannel that is approximately 0.805 km (0.5 miles) wide and 15.25 to 18.3 m (50 to 60 ft) in depth. As this channel cut across the Southern High Plains it eroded local rock sources of Late Cretaceous limestones and Triassic sandstones and mudstones incorporating them into the younger Ogallala depositional sequence.Depositional historyThe channel currently being mined is a nontypical Ogallala deposit. The Ogallala in the panhandle of Texas is divided into two units, the Couch and the Bridwell. The Couch is the older of the two and exhibits alluvial sedimentation of thicker and larger gravel (up to 76.2 mm or 3 in.) deposits fining upward to Aeolian sedimentation and thick friable caliche deposits. The Bridwell overlies the Couch and is characterized by alluvial sedimentation, a distinctive red tint and smaller gravel components (typically no larger than 25.4 mm or 1 in.) fining upward to Aeolian sedimentation and thick, well-indurated caliche cap. The Slaton Channel divides these two units and shares lithologic components of both, yet is lithologically distinct due to its Cretaceous Age limestone gravels that can be < 3.66 m (12 ft) in size. Caliche/calcrete is a calcareous (CaCO3) deposit that forms in the B horizon of soils as a rain water leachate of CaCO3 from the upper A horizon."

In this chapter, the principles that determine the procedures selected to transform minerals in the ground into usable commodities are re¬viewed.a I argue here that straightforward mod¬ification of the modern general economic theory of production suffices to meet the practical needs of a mineral economist. Therefore, the chapter is largely a review of the general economic theory of production to which is added discussion of the special prob¬lems of the exhaustibility of mineral resources and the economics of finding and developing economically recoverable minerals. In many cases, propositions applicable to all industries are reviewed because they are not treated ade¬quately in prior texts. In the discussion, use is frequently made of basic concepts of differential calculus widely used in economics. However, this is supple¬mented by simpler verbal and graphical treat¬ments, so that those either untrained in the calculus or, as is often the case, whose skills have grown rusty, can still follow the discus¬sion. Where the argument depends critically on the mathematics, this is noted and the justifi¬cation for including the material is provided. In addition, an appendix outlines the critical mathematics and reviews some of the numerous books published that provide the most readable available introduction to the subject. Further¬more, mineral industries examples are used to suggest the relevance of the theory. THE RELEVANCE OF THE ECONOMICS OF PRODUCTION Three basic steps are involved in establishing the relevance of economic analysis to mineral ¬industries decision making. First, the general theory of production must be defined, and its relationship to the simpler models of production stressed in economics textbooks must be noted. Second, the critical modification-considera¬tion of the problems of discovering and devel¬oping mineral deposits-must be developed. It turns out this too involves a special case of the general theory of production. Third, the concept of an economics of exhaustible resources must be explored sufficiently to suggest why its practical relevance is doubtful (or at least far smaller than the numerous writers on the subject seem to believe). The present approach is heavily influenced by post-1945 developments in economic anal¬ysis. Particularly since World War II, economic theory has drastically changed its scope. First, stress has increased greatly upon viewing the economy as a network of intertwined markets known technically as the general equilibrium system.b In this view, not only is the economy viewed as an integrated system, but critical con¬cepts are viewed somewhat differently than was previously fashionable. The compared advantages of digital and analogue computers for solving ventilation problems have for many years been a matter of discussion among the specialists whose respective arguments have prevailed in turn depending on the progress of technology. In the French coal mines however none of these two techniques has superseded the other so far. In France, between 1956 and 1962 only the digital computer and from 1962 to 1967 only the analogue computer was used. Since then they are both used concurrently and complementarily. Depending on the problems dealt with, the most advantageous method is chosen in each case. In the case of ventilation planning for projected workings, it is possible to test variant forms of the development plans and many parameters can be varied. In such a case the flexibility of the analogue computer is a great help. Wrong lines taken will be rapidly abandoned and little by little solutions will be found. By examining the results of a test, new ideas will generally come into the mind and they can be tested right away. Such an investigation is always-carried out in conjunction with the engineers of the mine concerned. In complex networks it often leads to solu¬tions which could not have been devised from the start. The same work could be done by using a numerical method and the digital computers operating in the different coal mine districts, but for the same tests, the time required would be much longer and the participants would not be encouraged to use their imagination so intensively. Or the other hand for calculations of ventilation networks in ventilation surveying, use is made of the digital computer which gives the possibility of storing the data corresponding to the different mines concerned. The questions to be solved concern problems for which the ventilation network is essentially known, and in which only a small number of parameters can be varied. The few possible alternatives to be calculated can therefore be handled by the digital computer in spite of the relative lack of flexibility of the method. To sum up our ventilation studies are conducted in France as follows: - For ventilation studies and modifications due to projected workings use is made of the ana¬logue computer. For a given mine the updating of such ventilation studies is carried out every 3 or 5 years according to the progression of the workings. - For ventilation surveying while normal working operations are in progress, use is made of the digital computer.
