Section 15 covers a loose collection of topics that involve water in some way. The chapters in this section include Dredge and Placer Mining (Chapter 15.1), Solution Mining: Surface Techniques (Chapter 15.2), and Solution Mining: In Situ Techniques (Chapter 15.3). The dredge and placer systems involve water in several forms. The segment on hydraulicking or hydrosluicing discusses the use of monitors to direct high-pressure water jets to move material. As such, this represents an alternative to mechanical breakage, loading, and hauling. This chapter also covers placer mining (except dry placering) where the water provides the medium that promotes the separation of minerals based on their density and other settling characteristics. Thus placer mining is generally limited to concentration of gold, tin ore, diamonds, and other heavy minerals that are already liberated and are contained in a less dense matrix. The third topic, straight forward dredging, as in sand and gravel operations, involves water only in an incidental way. Here water simply covers the minerals of interest. Thus the dredging system need only lift a payload from the submerged location to the surface for further processing or handling

Tailings are made of ground rock that is left over from removing valuable minerals. The tailings are usually fine particles that cause environmental issues for storage and disposal. Disposal of tailings is a growing concern, as more tailings are produced from the increasing demand for mined material (ITRC, 2008). This project proposes a way to convert the mine waste to a useful product. Tailings were selected from a South Carolina crushed stone quarry, the products of which are used for road beds, sidewalks, asphalt and driveways. These tailings were processed to generate synthetic aggregates for construction applications. The synthetic aggregate creates a product that could be used for many purposes, including aggregate for sidewalks, driveways, roads and building materials. Testing methods followed the North Carolina Department of Transportation (NCDOT) guidelines for physical testing of coarse natural aggregate, which are sieve analysis, Los Angeles abrasion, absorption, specific gravity and soundness test. The synthetic aggregate produced passed all tests for NCDOT and, in some instances, rated better than a natural aggregate. Using the tailings from the crushed stone and mining industry would convert the waste into a valuable, marketable product.

Colorado has recorded more than 100 years of industrial mineral production. Much of the state's history, culture, and economy is based in mining, but the industrial minerals and construction materials comprising the nonmetallics sector of the industry very often are overlooked or overshadowed by mineral fuels and the metals. Indeed, many of these materials find use in seemingly unimportant industrial applications essential to our economy and life style and yet are not so recognized by the consumer. Unlike many other mineral resources, the numerous industrial minerals occur in many different and often exotic geologic environments, some of which are characteristic only of the western states. In Colorado only a few of these minerals have continued production through the years; many saw only "boom" periods or other critical times of need, such as the world wars. The changing needs and demands of our society in the 1980s will stimulate yet another era of intensive activity in our industrial minerals storehouse. Researchers are finding new uses and applications for these materials in dealing with the energy crisis and fuel shortages, the need to develop domestic mineral reserves of all kinds, and the goals of reuse and recycling. Some of Colorado's little-used and unused industrial minerals hold extraordinary promise in solving some of these problems on the regional and national levels. In this paper we will look at the history of development of Colorado's more prominent nonmetallics and especially at current research on and future potential of several other commodities among which Colorado contains the largest known reserves.

The oxide fraction of industrial zinc ash was characterized in terms of chemical and phase composition, leaching behavior in sulfuric acid solutions, and leaching thermal effect. The waste product contained about 68 percent zinc (Zn), 7 percent chlorine (Cl), 2 percent aluminum (Al) and less than 1 percent other metals, such as iron (Fe), manganese (Mn), calcium (Ca) and silicon (Si). It consisted mainly of zinc oxide contaminated with metallic zinc and zinc hydroxide chloride. The dissolution of metals from the zinc ash was determined for solid-to-liquid ratios ranging from 100 to 500 kg/m3, acid concentrations of 10 and 20 percent, and temperatures of 20 and 40 °C. Mining companies have sharpened their refocus on their tailings management strategies in recent years. Mining companies with tailings storage facilities that use the upstream construction method have been challenged to track the evolution of industry standards, assess risks, revise design, and communicate design revisions with regulators. While many aspects of best practices and industry standards have evolved in recent years as an attribute of continual improvement, the controlling standard in the design of many upstream dams is understanding the foundational strengths of hydraulically deposited tailings. Following best practices and industry standards, Hibbing Taconite Company managed by Cleveland-Cliffs, began the re-evaluation of foundation strengths underlying a system of upstream dams at the company’s iron ore mine tailings storage facility in northern Minnesota. Initial steps in the re-evaluation require reanalysis of design parameters and recommendations by the Engineer of Record to the Owner, which was followed by a series of meetings with the Technical Review Board to determine an initial path forward. Once a path forward and preliminary design parameters were determined, the Owner engaged with the State Dam Safety Engineer to discuss and seek approval of the plan. With continuous regulatory engagement throughout the process, further refinement of the design parameters for the hydraulically-placed tailings foundations underlying upstream dams began with field and lab geotechnical investigations. Following a review of risk assessments and trigger actions response plans, Hibbing Taconite revised its tailings storage facility operating plans and budget for the coming years. Based on the findings of the re-evaluation, reanalysis, and refinement of parameters, a paradigm shift was realized with the hydraulically placed tailings foundation strengths underlying the upstream system of dams. This paper explores the path that the Hibbing Taconite Company followed to understand the paradigm shift and construct downstream improvements. The plan involved tailings re-characterization, dam design revisions, operating plan reconciliation, budget revisions, wetland permitting, dam safety permit amendments, storm water prevention plans, borrow materials studies, new concrete decant structures and the pursuit to recognize and be consistent with industry standards.

In the last decade increased and prolonged interest has been displayed in the use: of tunneling or rapid excavation to solve many of the urban and industrial problems confronting our society. There has been talk and action on the interurban rapid transit systems for major cities, and even preliminary designs for a Boston to Washington interurban transit system. Much of this interest stems from the search to the solution of our increasingly complex urban problems, where the surface area must be given over more and more to the inhabitants, and the subsurface for transit, utility and other services. While tunneling is not a panacea to urban ills it holds a real solution to many existing problems. There is also, among the tunneling experts, a growing confidence that technical problems of rapid tunneling can be solved. To solve these problems, R & D money must be invested. If it is to be money invested either by private industry or governments, there must be significant returns on the investment to justify the research and development need to bring about the breakthrough that will make tunneling a major contribution to the solution of urban problems. To make these economic studies more extensive and more accurate tunneling demand figures were needed. To this end, the Organization of Economic Cooperation & Development - OCED - included in its Conference on Tunneling a section on tunneling demand. As a result of the conference the organization for Economic Cooperation and Development issued a report entitled "The Advisory Conference on Tunneling - Report on Tunneling Demand 1960-1980. " This report was presented at the OCED Conference on Rapid Excavation, held at Washington, D.C. To obtain the data in the Report, questionnaires were sent to the OCED countries and 18 replies were received from Australia, Austria, Belgium, Canada, Denmark, France, Germany, Ireland, Italy, Japan, Netherlands, Norway, Portugal, Spain, Sweden, Switzerland, United Kingdom, and the United States. While it is true, that data were missing, that sometimes the definitions were confused, and that several countries provided no cost estimates at all, in general, this report contains the most comprehensive gathering of data that ever existed in the field. All data in the OECD report is expressed in terms of meters or cubic meters, and costs are in U.S. dollars.

I. INTRODUCTION The Massachusetts Water Resources Authority (MWRA) is a regional water and sewerage authority which provides wholesale water and sewer services to the Metropolitan Boston area. The MWRA was created by the Massachusetts Legislature as an independent authority in 1985 following the filing of a lawsuit in federal court to correct the pollution of Boston Harbor resulting from inadequate and inadequately maintained sewerage facilities. Immediately upon its creation, the MWRA began to tackle treatment plant issues, including addressing the need for a secondary treatment plant, planning for ceasing ocean discharging of sludge, and making interim repairs to the existing, antiquated treatment plants. The MWRA's initial activities led to a court-ordered schedule for construction of a single new primary and secondary treatment facility, for development of sludge management plan focussed principally on reuse, and for completion of a short term program of repairs to existing facilities. Once a schedule for completing these activities had been negotiated, the U.S. Environmental Protection Agency (EPA), a plaintiff in the federal court case, asked that the MWRA take "responsibility" for controlling discharges from combined sewer overflows (CSOs) within its service area. As the 2010 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2010 issue of Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 328. A significant portion of the contribution that we as a professional society make is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable transfer of technology. Communication within the mining community is the key to a successful society. Through books, magazines, meetings and electronic media, we accomplish the technology exchange that is fundamental to the existence of the Society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, Pennsylvania, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume certainly fulfills that pledge. The 2010 Transactions is the first Transactions to take advantage of new publication technologies. It appears solely as an e-book. The decision to go to an all-digital format for this longstanding publication was a difficult one, but one which will certainly better serve the mining community. I am excited about this development and the opportunities it presents. The 2010 Transactions also contain some of the most exciting research from the past year, including new developments in mineral processing, safety and exploration. Be sure not to miss the two Minerals & Metallurgical Processing issues on the subject of gold hydrometallurgy. This 2010 Transactions comprise of a total of 78 technical papers (582 pages including index), including all 21 papers (136 pages) that were published in 2010 in the Technical Papers Section of Mining Engineering magazine (Vol. 62) and all 34 papers (231 pages) that were published in 2010 in Minerals & Metallurgical Processing (Vol. 27). Addition, this volume contains 23 papers (194 pages) that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 78 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2010 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

West Virginia, although having adequate solar insolation, has witnessed very little actual solar development to date. The reasons for this lack of development are varied, but the primary obstacles to future development appear to be the absence of state-level policies and regulations promoting growth in the solar industry. West Virginia possesses large tracts of under-utilized land throughout the state created by previous mountaintop mining operations that could theoretically be re-purposed for solar farm development. Accomplishing this task will require not only revisions to the current legislation, but also acceptance by utility companies, landowners, and mining companies. Solar developers will need confidence that they can secure revenue from the electricity and Renewable Energy Certificates (RECs) generated by solar projects. Additionally, solar companies will need assurance they will be protected from any non-related environmental liabilities that could arise in the future. The primary avenue in bringing significant solar development to West Virginia will come through large corporate clients demanding or partnering with utility companies for incorporation of solar options into their energy portfolio to help meet established sustainability goals. This scenario has been witnessed in other states where a large client demands renewable options. Solar development could also represent a means through which mine operators might alleviate some of their reclamation and bonding obligations; where the landowner could supplement income from their underutilized land holdings; and where displaced miners could be repurposed in solar installation/maintenance jobs. Utilizing data from the West Virginia Permit Database, this report identifies several mine sites that hold potential for solar development in the future. "The diversification of energy sources in the United States has seen some major shifts during the past decade resulting from:• A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques.• Incentive-driven policies leading to new development in alternative energy.• The emergence of alternative energy sources proliferated as a result of state and federal level incentives and falling capital costs.Coal was once recognized as the primary low-cost fuel source for the generation of electricity in the United States for most of the last century, providing upward of 50 percent of the total generation capacity during much of that period. However, within the past decade, lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and alternative sources have steadily grown to now account for approximately 10 percent of the overall mix.West Virginia and Kentucky have not experienced the full breadth of the fuel shift, and, as of 2016, still obtained approximately 80-90 percent of electric power generation from coal. However, as coal plants are retired, there has been a shift toward natural gas for new power plants constructed in the region. The economics of power generation (i.e., lowcost fuel source) has typically been the major factor in determining shifts from one fuel source or technology to another. However, governmental energy policies and incentives have more recently been used to promote the development of new alternative technologies such as wind and solar energy growth to diversify the energy mix. The implementation of these incentives has provided some needed traction and resulted in driving the cost of manufacturing and installation of these new wind and solar systems downward to be more cost competitive with conventional fossil-fueled power sources. Future shifts in the generation capacity by fuel type will also be inevitable and impossible to project accurately as policies change and innovative technologies evolve. Determining factors may include the expiration of current incentives, decreasing capital costs, future environmental regulations, evolution of energy storage systems, technical challenges associated with increasing intermittent sources of generation and the development of unforeseen technologies. West Virginia and Kentucky have been among the least solar friendly states, ranking 44th and 48th of the 50 states (Fig. 1 for WV). Every year the United States consumes millions of dollars worth of abrasive materials as blasting media. Entrained in either a gas or liquid stream or propelled by paddles or wheels, they are directed onto the surface of another material to modify that surface. The modifications to impacted surfaces include cleaning, cutting, deburring, etching, finishing, and peening. Blasting media can be either organic or mineral abrasive materials. Information and data presented are for only a portion of the mineral abrasives, they are; fused aluminum oxide, coal slag, copper slag, garnet, metallic shot and grit, nickel slag, olivine, silica sand, silicon carbide, and staurolite.

"The United States’ supply of critical minerals has been a concern and a source of potential strategic vulnerabilities for U.S. economic and national security interests for decades (for example, see Strategic and Critical Minerals Stockpiling Act, 1939). More recently, with the rapid increase in the types of materials being used in advanced technologies (Fortier et al. 2018a), and geopolitical events surrounding the supply of rare earth elements (Ting and Seaman, 2013), among other developments, the critical minerals issue has again achieved a high level of visibility within the U.S. government (Executive Order 13817 (2017)).In this paper, the U.S. Geological Survey (USGS) provides an overview of its ongoing focus on critical minerals through the agency’s core competencies in mineral information, mineral resource assessments, geologic and topographic mapping, geophysical surveys and mineral resource research. Aspects of the multifaceted critical minerals issue addressed here include:• Identifying minerals that meet the definition of “critical” provided in Executive Order 13817.• U.S. net import reliance for critical mineral raw materials.• Current status of domestic critical mineral resource assessments.• Current status of topographic and geologic mapping, and geophysical survey coverage of the United States.• The Earth Mapping Resources Initiative (Earth MRI) to support future critical mineral exploration.• Critical mineral potential of waste streams from extractive industries.Identifying minerals as criticalU.S. government agencies and other organizations use a number of existing definitions and criteria to identify a mineral or mineral material as critical, strategic or otherwise important. The executive order defined a “critical mineral” to be “(i) a nonfuel mineral or mineral material essential to the economic and national security of the United States, (ii) the supply chain of which is vulnerable to disruption, and (iii) that serves an essential function in the manufacturing of a product, the absence of which would have significant consequences for our economy and national security.” This definition is broadly consistent with that defined by the National Research Council (NRC, 2008) and may be summarized as “essential in use” and “subject to disruption of supply.” Virtually all of the dozens of critical minerals studies conducted since the 2008 NRC report have used some variation of this same definition (Hayes and McCullough, 2018)."

"2016 marks an amazing accomplishment in the mining industry as Hecla Mining Company celebrates its 125th anniversary. Mining Engineering sat down with Hecla chief executive officer Phil Baker to gain insight on this tremendous longevity and to get his view on how the company demonstrated persistence, gained perspective and created position for its future.How did Hecla Mining Co. get its start?In 1891, a group of investors formed Hecla Mining Co. to acquire and trade mining claims. No one envisioned at the time that the Coeur d’Alene Mining District would become known as the “Silver Valley” and produce more than 37.2 kt (1.2 billion oz) of silver. Or that Hecla would become the United States’ largest primary silver producer and the last of the pioneer mining companies from this illustrious mining district.What is the origin of the name “Hecla?”That will forever be a bit of a mystery. Some say it was named for an Icelandic volcano. Or that it was the foresight of James Toner, who staked the original claim, that it would go so deep, fulfilling the medieval folklore definition of the word ‘Hekla’ which is the ‘Gateway to Hell.’ I kind of like that one as the Lucky Friday Mine is almost 3.2 km (2 miles) below the surface. It has operated for more than 70 years and has all the markings of being one of only a handful of mines that will exceed 100 years of operations.Is there a common theme, or thread throughout the 125 years?Yes, Hecla has always had a solid core of high-quality and long-lived assets, positioning the company to survive times of low prices and reap the rewards when cycles turn and higher prices are realized. But it is not just assets. Hecla has extraordinary expertise that gives us the perspective of how to acquire, explore, develop and operate mining assets, particularly underground. Hecla is one of the few companies to acquire assets in the last five to six years and we did not have to write down the value of them, which means we paid a fair price for the asset despite the metals price reductions that followed the purchase. And our culture has given us the persistence to develop mines and complete projects despite lower prices. For almost a decade we have been advancing the #4 Shaft project at the Lucky Friday. We will complete this project this year, positioning the mine to operate for decades. We have elected to spend capital on San Sebastian (Durango, Mexico) and Casa Berardi (La Sarre, Quebec, Canada) to start a new mine and increase production, respectively. And we are spending money on new techniques, new equipment and innovations to our operations. Our insistence is on developing for the future, and our persistence in doing so is in contrast to many companies that are reducing investment and shrinking production"

Ore deposit models are defined largely by physical geologic features that relate conveniently to remote sensing. New Landsat, SPOT, RADARSAT and other multispectral and hyperspectral sensors with improved spatial resolution are currently in development. Near-infrared and thermal airborne hyperspectral scanners hold outstanding promise for both mineral exploration and feasibility stage mapping at potential new mining projects. These scanners are capable of identifying silicification, differentiating silicate alteration types, and mapping compositional variations within igneous and metamorphic complexes. Research in 'mineral and rock spectrometry is helping to advance applications of remote sensing. Hyperspectral scanners are capable of differentiating compositional variations within individual mineral species. Innovative data processing techniques continue to enhance computer software applications and facilitate imagery analysis by the geologist. Today, . remote sensing imagery is commonly integrated with multiple data sets in GIS format to form the core data base for regional exploration programs.

"As one of the most pressing and important political debates of this century, climate change has captured global attention and is forcing governments to take action toward decreasing greenhouse gas (GHG) and carbon emission levels below what was previously thought to be necessary. With the ever-increasing price of diesel fuel, accompanied by the popular topic of carbon taxes and greenhouse gas emissions, the mining industry is looking to industry specialists for assistance. The benefits of a no-idle policy reach far beyond carbon reduction and fuel savings, ranging from decreased maintenance to increased engine life. With products like battery-powered ac systems and diesel-fired heaters, going noidle is easier today than ever before. With both systems being manufactured to withstand the harsh environments of the mining industry, the end user will see a seamless change from conventional, inefficient belt-driven systems to future, standalone mobile equipment HVAC.The history of GHGs and climate changeIn 1896, Svante Arrhenius first claimed that the combustion of fossil fuels may eventually result in enhanced global warming, but not until 1955 did Gilbert Plass draw global attention to global warming by summarizing that adding carbon dioxide to the atmosphere would intercept infrared radiation and thus warm the earth. Then in the early 1960s, Charles Keeling developed modern technology to produce concentration curves for atmospheric CO2 (Fig.1).In 1988, the Intergovernmental Panel on Climate Change (IPCC) was founded by the United Nations after acknowledgment of a rising global annual temperature. The IPCC consists of more than 2,500 scientific and technical experts from more than 60 countries. Because climate change could not be solved by a single country, the Kyoto Protocol was negotiated in 1998, requiring all participating countries to reduce their GHG emissions by at least 5 percent from the 1990 levels. The Protocol was signed by 186 countries in 2001 (since then several countries have retreated from the agreement, including the United States). In 2002, the Bush administration announced a policy for climate change relying on domestic, voluntary actions to reduce the "greenhouse gas intensity" of the United States economy by 18 percent by 2012. The U.S. still attends the Kyoto conference of parties (COPs) but does not participate in negotiations, as it is not bound by its terms."

"Native antimony metal is rare and antimony generally occurs together with gold, lead, copper and silver. There are more than 100 antimony minerals, although the sulfide mineral stibnite is the main economic mineral.Antimony enters the supply chain either as a result of mining (primary production) or recycling (secondary production). China has by far the largest antimony resources and is, as a result, the world’s center for antimony mine production. While China remains the leading primary producer, accounting for 69 percent (80.5 kt or 88,700 st) of the global 117.5 kt (129,000 st) in 2017, market consolidation and regulatory inspections across China leading to closures of facilities have caused a significant decrease in Chinese output from 115.8 kt (127,600 st) in 2015 (81 percent of global production).Tajikistan and Russia are the next largest producers of antimony after China, both ramping up production in recent years. Russia could significantly increase its supply of antimony if Polyus moves ahead with supplying 10-12 kt/a (11,000–13,200 stpy) of contained antimony from gold tailings. Australia and Bolivia are also significant mine producers outside China. The value of the different ores varies based on the metal content of the concentrates, with the most valuable gold-bearing ores sourced from Australia’s Costerfield Mine and the least valuable mercury-bearing ores sourced from the Anzob Mine in Tajikistan. On average, Bolivian and Russian ores trade at an intermediate value between those from Costerfield and Anzob. Nearly all of the rest-of-world production is exported to China, where the ores and concentrates are processed into antimony ingots and oxides.Antimony ingot production is not as widespread as is the case with antimony mine production, owing to the high levels of pollution that are associated with antimony smelting. It is for this reason that smelting has been largely confined to China and other Asian countries ,such as Vietnam and Myanmar, where environmental legislation has historically been less stringent. Tajikistan has become a growing producer of antimony ingot since 2014, coming from the commissioned metallurgical plant at the Anzob Mine.Antimony oxide production is undertaken on four continents with China being the biggest producer. There is also a considerable amount of oxide production in Europe (mainly Belgium and France), which relies on imported antimony metal feedstock, mostly from China.A new antimony project under construction by Strategic and Precious Metals Processing (SPMP) in Oman made progress in 2016 and 2017, and after producing first metal in April 2016 in test facilities, was set to be commissioned in the first quarter of 2018. Commissioning had been moved back to June 2018, with a potential ramp-up to 2-3 kt/a (2,200 to 3,300 stpy) of antimony metal by the end of 2018. SPMP is also reviewing producing antimony oxide as part of its flow sheet."

This report is based on existing reports and recently gathered field data. It discusses mineral resource potential of Tertiary playas in the Fort Irwin region. An estimated 1.3 million tons of measured salt "reserves", and 20 million tons of indicated salt resources, have been identified north of the fort. Other indicated resources include 300,000 tons of celestite, 800,000 tons of gypsum, and 10 million tons of selenite. Zeolitic tuff was mined south of Fort Irwin from 1978 to 1984, and unexplored occurrences are widespread. Calcium-bentonite is mined near Barstow, and more may exist, including valuable sodium-and lithium-based bentonites.

This is the first in a series of studies commissioned by the European Environment Agency that aim to raise awareness of the use of economic instruments and assess their effectiveness. The emphasis is on sharing good practice and increasing knowledge and understanding across European countries in this emerging policy area. A methodology for evaluating the effectiveness of economic instruments has been developed and this will examine whether the inclusion of economic instruments in complex policy packages can improve the overall performance, particularly as a prevention tool in terms of resource use and waste generation The focus for this initial study is the use of aggregate taxes in four EU countries which include the Czech Republic, Italy, Sweden and the UK so that a range of experiences (e.g. geographical, political etc.) can be included. The findings will be used to inform and influence future policy development in other EEA countries. The methodological approach is divided into two main sections: - Technical analysis, which covers quantitative and qualitative analysis. - Process design, i.e. who should be involved when, where and how. Process design is essential if the full learning benefits are to be gained from the technical analysis, which is the ultimate objective of these evaluations.
