"The new tunnels of the Copenhagen ""Cityringen"" will be excavated, at Kongens Nytorv square, crossing over the existing M1 and M2 metro lines. After the crossing, the tunnels will underpass the historical building of the Magasin du Nord and adjacent masonry buildings, with a minimum tunnel cover of about 4.5 m. The tunnels have an internal diameter of 4.9m and are being excavated through earth pressure balanced Tunnel Boring Machines in mixed face.The Magasin du Nord estate is characterized by a very complex structure, with different blocks built in different times. An assessment of the condition of the building and its sensitivity to tunnellinginduced ground movements has been conducted through a fully coupled soil-structure interaction analysis; based on the results of this analysis, mitigation measures have been designed.INTRODUCTIONThe Copenhagen Metro Cityringen is expected to be running in July 2019 and will consist of two single tracks in a twin tunnels, each approximately 16 km in length, for transporting up to 243,000 passengers on an average work day. The Cityringen includes 17 underground stations with island platforms, 4 crossover facilities and 3 construction and ventilation shafts. The tunnels is being excavated using earth pressure balanced Tunnel Boring Machines and have an internal diameter of 4.90 m.The intersection with the existing M1 and M2 metro-line will take place at Kongens Nytorv and at Frederiksberg. According to the design alignment, in Kongens Nytorv the new tunnels will pass over the existing M1 and M2 ones; as a result of this, the tunnels will underpass the historical building of the Magasin du Nord and the adjacent masonry building hosting a Mc Donald’s with a minimum cover of about 4.5m.In the framework of Risk Assessment for sensitive buildings, the effects of tunneling-induced ground movements on the Estates ØS0437 (McDonald’s building), ØS0428 (Magasin du Nord) and ØS0004 (Hviids Vinstue) were evaluated. To achieve this goal a fully coupled soil-structure interaction has been considered and the entire excavation process has been reproduced in a 3D model where the abovementioned buildings have been modeled. In this way, a risk assessment analysis was performed evaluating directly the effects of the excavation in terms of settlements and variations of the internal forces as far as the excavation process proceeds. "Within the framework of the European project NeTTUN, the Laboratory of Civil Engineering and Building Sciences of ENTPE in Lyon (France) is in charge of a large experimental campaign to investigate the impact of tunneling on neighbouring piled structures. For this study, an original reduced-scale (around 1:10) physical model of EPBS is used. This ""1g"" laboratory model is able to reproduce the main features of the excavation method. For this new experimental program, the miniature EPBS advances inside a large tank filled with a model soil (dry sand), in which instrumented piles were pre-installed. In this paper, the authors describe briefly the original 3D device and present results concerning the impact of tunneling on a single pile located above the tunnel. Different tunneling face pressure are studied in connection with the practice. Machine parameters, pile solicitations and stress-strain behavior of the soil mass monitored under real time conditions are discussed. INTRODUCTION When tunnels are constructed in urban areas, they often come close to pre-existing structures, such as pile foundations. Perturbations of tunnel construction on these neighbouring structures must be considered during design and construction of the tunnel. Ground movements due to tunnelling may induce bending moments, lateral and vertical loads, settlements and lateral deflections in the piles, which may lead to structural damage or failure of the piles or the supported structure. The interaction between piles and a tunnel in construction is a complex three dimensional problem. To date, several experimental approaches have been carried out to analyse the effects of tunnelling on piled foundations (Bezuijen et al., 1994, Loganathan et al., 2000, Jacobsz et al. 2004, Lee and Basset, 2006, Marshall and Mair, 2011, ). These different studies carried out in the laboratory on 1 g or centrifuged models aim at a better understanding of tunnel - piles interaction and a quantification of the influence of each dominating parameter on the structural responses. Parameters like foundation type (single pile, group of piles) and geometry, relative tunnel – pile position, volume loss induced by tunnelling, ground characteristics, pile loading history were considered. However, most of these experiments were carried out under plane strain conditions by modelling the volume loss due to tunnel excavation by decreasing the tunnel diameter or the radial support pressure. As a result, these models do not adequately account for the variations of settlements both in the longitudinal and the transverse direction, which can induce significant flexional and torsional effects on the structures. These effects are particularly critical and detrimental in the case of historical monuments."

"THE SS640 AGRIGENTO-CALTANISSETTA PROJECT The Caltanissetta tunnel is part of the works for the construction of the second 28km-long maxi section of the SS 640 motorway of Porto Empedocle, from km 44 to the junction of Imera in Sicilian hinterland. Amongst other major infrastructure works, the €740 million ANAS (Italian national roads and highway administration agency) project consists of four twin tube tunnels three of which are being excavated by conventional means. The longest tunnel, underpasses the Caltanissetta city and has a length of 3.9km under a maximum overburden of 120m. The JV consisting of CMC of Ravenna and TECNIS SpA won the design & built tender in 2010. Construction started in early spring 2012 following the approval of detailed design and later on the approval of design for construction. THE CALTANISSETTA TUNNEL The Design Phase Tender design and detailed design foresaw the construction of 13.4m excavation diameter tunnels that were to be enlarged in a second phase to create, every 600m, 50m-long tunnel sections for emergency parking. During the design for construction project phase the JV proposed to replace the 13.4m tunnel with a 15.08 excavation diameter that incorporated apart from the two 3.75m wide lanes a 3.25m wide continuous emergency lane. This significant tunnel section modification was associated with better road safety conditions, simpler and safer construction procedures, better statics for the tunnel section while in terms of overall cost the solutions were equivalent.Geologic context The tunnel is located in the middle of the geologically known Caltanissetta basin that is intersected by various tectonic structures. The geologic context for the tunnel scale, was defined in collaboration with the University of Catania in early project phases. For almost its entire length the tunnel is excavated in the Terravecchia formation that represents the lower part of the stratigraphic sequence that was formed in the Tortoniano period of Miocene. The quite complex geological model is also characterized by the presence of the so-called Trubi formation that consists of clay and marl clay. Almost 90% of the tunnel traverses formations that are quite similar in terms of excavation behavior. Exception to this are thrust zones and a calcareous stretch of the alignment. This last segment has a length of 200m and was identified since the very beginning as a tunneling challenge due to the combination of very poor geotechnical properties and an important water load."

JAMES DONALD FORRESTER 32.1-EXAMINATIONS The field examination of a mineral deposit or mining enterprise requires a comprehensive effort to determine all natural and man-made factors bearing upon the problem to be resolved by the investigation. Therefore, the purpose to be served by an examination must be fully understood before the engineer assumes responsibility, and before actual field work starts. A clear understanding facilitates planning the approach to the project for maximum efficiency and thorough acquisition of information. It follows, of course, that the engineer has the necessary knowledge and experience to discharge satisfactorily the professional obligations attending the project. Some studies are in herently more complex than others, and the requirements of the problem are not always the same. Some examinations require the detailed investigation of large operating or nonoperating mines or, possibly, of mining districts; others involve more or less reconnaissance studies; and still others rela¬tively small undeveloped mineral occurrences. Likewise, the primary objective of some analyses may be the evaluation of a mineral deposit or a mining property, whereas in other projects the major objective may be guiding mining or drilling work in the discovery of new or hidden ore bodies and mineral-bearing structures. Thus, the possible range of any given examination may extend in varying degree through one, or more, of the following types of procedures: 32.1.1--GEOGRAPHIC ENVIRONMENT Studies of geographic environment should be made to ascertain the general physical situation in the area under consideration and to identify those correlative factors hearing on the, findings resulting from the field examination. This commonly will include determinations of: A. Location of the field area with respect to the state and county in which it occurs and, if feasible, a record of the township, range and section with reference to the principal meridian, and base line (or lines) that apply. For examinations in foreign countries, or in regions outside the continental United States, it is desirable that the field locality, in each instance, be identified with reference to the boundaries of some form of political entity essentially comparable in character to the divisions used in the United States. B. Distances from existing communities and related service centers, via: 1. Roads, both improved and unimproved. 2. Railroads. 3. Navigable waterways. 4. Airports. C. Topographic relief as it will influence the selection of 1. Pit site or positions of underground mine portals or shaft sites, including dump areas. 2. Mill site, including tailings disposal area.

Sustainable development requires that exploitation of environmental resources is such that it does not result in permanent damage to the environment. In many instances environmental damage is an external cost of the entity exploiting the resource. Ideally, the entity should be forced to internalize this cost. Various financial assurance schemes have been proposed to ensure that the entities fulfill their financial responsibility to restore the environmental dam-age. Prominent among these schemes are ?environmental bonding requirements?. A main issue with these financial assurance schemes is that many times the amount and duration of environmental damage is uncertain. That is, the cost of restoring the environment in the future may be unknown (or unknowable), and, furthermore, the extent of the damage may not be known for many years into the future. Nevertheless, bonding requirements have to be set in advance and the rules for returning the bond and absolving the entity of responsibility have to be specified ex ante. In practice, a problem of allocation of resources arises. To make sure that all external costs are internalized, in the face of uncertainty, will require a sufficiently (arbitrarily) large bond for a sufficiently (arbitrarily) long period of time. But such a requirement may prove too expensive and may result in not undertaking a project (even if, under certainty, the project may be profitable after internalizing all costs). This will result in a reduction in total welfare. Under present bonding requirements, firms are responsible up to the value of the bond. This results in an asymmetry: if environmental restoration is less than the bond amount, the firm has an incentive to restore and reclaim the bond; if the cost of the environmental restoration is above the value of the bond, the incentive is to forfeit the bond, imposing on the government/ society the excess cost. This also may reduce social welfare, at least on distributional grounds since the firm owners pocket the profits and the taxpayers foot the bill. The presence of uncertainty suggests that a fee based reclamation fund may be welfare enhancing. The thinking can be sketched as follows: All firms undertaking environmentally sensitive projects pay into the proposed fund. The fund examines the risks and sets the premiums at the level of the expected restoration costs (not the maximum!) plus administrative expenses. One advantage of the scheme is that this eliminates the asymmetry. Firms with restoration costs below expected end up subsidizing firms whose restoration costs were underestimated. In other words, the industry ends up internalizing the costs not internalized by the individual firms, instead of the taxpayers.

Rainbow colors of roofing granules, adorning the roofs of buildings from single family units to largest office buildings, have their origin in the roofing shingles as burlap soaked with tar appearing as early as the 1700s. Dusting of talc and mica on the coated surfaces, to keep roofing from sticking to itself in storage, represents an early improvement to the original construction product. Sometimes, colored, natural mineral dusts were added as color pigments within the dusting material, for initial color. Prolonged exposure to sun caused the asphalt to become brittle, and it eventually cracked and leaked. Search for solutions to cracking and subsequent leaking problems eventually led to the use of crushed mineral granules on asphalt coated shingles. This provided the impetus for further growth in the asphalt roofing industry. Application of a layer of crushed mineral on the asphalt coating minimized the coating deterioration from exposure to ultraviolet light, thus significantly improving the shingle life. In the 1900s, screened waste from slate quarries was the most commonly used granule in asphalt roofing products. Records indicate the use of coarse slate screenings for asphalt roofing as early as 1906. As the asphalt roofing industry further developed, other naturally colored minerals, such as silica sand, quartz, mica, feldspar, talc, slag, granite, rhyolite, and oyster shells were used on roofing surfaces. Later on, a number of manufactured granular materials, such as crushed brick and tile, fire clay, and white porcelain were used. The first artificially colored roofing granule was produced in 1914 by running molten slag into a solution of alkaline metal silicate, which was absorbed by the porous slag. Various colors were obtained by adding pigments to the silicate coating and by subsequently heat treating the granules. In 1922, another technique was developed in which green slate granules were saturated with copper sulfate solution and heated to 760°C to form copper oxide. Since then, many other granule coloring processes have been patented, one of the most significant being the sodium silicate coatings introduced around 1975. Granules as used in construction (specifically roofing materials) are defined as natural or synthetic-mineral grains smaller than gravel and larger than sand in particle size. They are used primarily for protective and decorative purposes on the weather- exposed surface of asphalt composition roofing. Development of artificial coloring techniques has made it possible for the roofing industry to provide asphalt roofing shingles in a wide variety of colors complementing the color and style of buildings. Roofing granules, as we see today, are the products of long technological evolution.

"With decades of development and exploitation of coal resources, the first batch of coal-based cities in China are faced with the challenge of economic shrinkage and environment deterioration due to the rapid resource exhaustion and single industrial structure. Nowadays, as a policy instrument for sustainable development, a nationwide circular economy mode has been implemented during the design and planning of new coal mines to address the challenges arising from economic depression, energy shortage and environmental pollution. It should be mentioned that several national coal bases and most of constructing and planning coal mines are located in the underdeveloped areas in the Midwest of China which means that the distance between supply source for energy resources and the demand market is significantly increased. Moreover, the eco-environment vulnerability in these rural areas should be taken into serious consideration. Therefore, after comparison and analysis with several successful coals based and diversified circular industry chains, this paper presents a case study on the circular economy park (CEP) in the northwest of Shanxi Province. Through discussion and evaluation of ‘1+3’ mode in the CEP, this paper aims to enhance the understanding of coal mine sustainable development and shed light on the relationship between resources exploitation and local economic development.1. Introduction Earth's fossil energy resources are crucial to both economic prosperity and human well-being. Taking coal mining and consumption as an example, coal has been widely used to generate electricity since the 1880s, and more than 40% of the electricity globally is provided by coal nowadays. However, as one of the largest worldwide anthropogenic sources of carbon dioxide releases (39% of global CO2 emissions), the extensive excavation and utilization of coal have brought a series of side effects to both natural environment and human health (Wikipedia 2017). As the largest coal producer and consumer in the world, China is leading the list over the past decade (as shown in Figure 1) (BP 2016). The excavation and utilization of coal resources have made a crucial impact and irreplaceable contributions to China’s industrial development and economic prosperity (Long and Zhang 2009). However, most of the air pollution in China are also attributed to the simplified and extensive exploitation of coal resources, e.g., 90% of SO2, 67% of NO, 70% of smoke ashes, and 70% of CO2 in 2016. In recent years, most of North China and the developed coastal areas were wreathed by smog due largely to the oversimplified extensive utilization of coal, suggesting that the development patterns of coal utilization need to be reshaped so that both the biosphere and humanity could thrive equally."

INTRODUCTION Since the first introduction of explosives into mining operations, safety considerations have prohibited the use of machinery in association with the explosives. Only within the last 25 years has this situation changed appre¬ciably; the closest thing to "machinery" used by a powderman in the "old days" was his wooden tamping stick. With the blackpowder and dynamite used during the first 150 or so years of mining blasts, substituting a drill steel or a metal "spoon" invited serious disaster. With the advent of ammonium nitrate-fuel oil (ANFO) explosives (1950s) and water-gel explosives (1970s) for underground blasting, machinery started to play a large part in blasting procedures. The lower sensitivity of ANFO and water gels allows these prod¬ucts to be loaded in a variety of safe ways. Not only has this meant cost savings in labor and blasting materials, but it has also resulted in whole new mining concepts where the limitations of dynamite previously made those concepts uneconomical, impossible, or excessively risky. Increasingly (totally for some mines), the traditional tamping stick has given way to a variety of pneumatic machines for loading explosives and blasting agents. The resulting blasting operations have become safer, more efficient, less uncomfortable for personnel, and a major step forward in mining technology. ANFO LOADING EQUIPMENT Three basic types of loaders are used for ANFO explosives, these being the pressure-vessel loaders, Venturi loaders, and combination loaders. Pressure-Vessel ANFO Loaders ANFO consists of prilled ammonium nitrate (porous pellets I to 2 mm in diam) and fuel oil in the appro¬priate 94 to 6% blend. The material is fairly dry, pourable, and easily conveyed by an air stream. One device or system for handling (hole loading) ANFO is the pressure-vessel loader. ANFO is dumped into the vessel or "pot," and the vessel then is pres¬surized. The ANFO is conveyed out of the bottom of the vessel into a semiconductive hose that has been inserted into the blasthole. Fig. 1 illustrates a typical pressure-vessel loader in use. Applications: The use of pressure-vessel loaders is widespread in room-and-pillar mines, including salt, potash, trona, lead, and other rubber-tired mines where the heavy pressure vessels can be mounted on a vehicle for transport from face to face. The vessel often is large enough to hold eight or more 23-kg (50-1b) bags of ANFO, so several faces can be loaded before refilling. THE PENETRATION RATE BASELINE DILEMMA The penetration rate is the instantaneous advance rate of a TBM in a rock tunnel. Normally expressed in feet per hour. The production rate is the penetration rate multiplied by the number of hours worked and then factored by the actual utilization of the TBM. In a given rock formation, the actual production rate is a result of many factors some of which are within the control of the contractor and some of which are based on the route selected. Factors that are within the contractors control are cutter profile, frequency of cutter changes, thrust, rotation speed, cutter spacing and the efficiency of the operation. Factors that are site (route) specific are compressive strength, fracture orientation, fracture frequency, micro- fracturing, quartz content, Moh’s hardness, Cerchar Abrasivity Brazilian Tensile Strength and Youngs Modulus of the rock. In addition the following route speci?c conditions are beyond the contractors control; rockjointing, rock stress fault zones, water in?ow and rock decomposition; all of which effect production rate. Any one of the above defined rock properties, equipment specifications and actual operating usage will change the penetration rate. Furthermore, since the rock formation changes both in content and orientation as the tunnel advances, the penetration rate is constantly varying. The current industry practice in bidding tunnels is for each contractor to individually evaluate the rock hardness and other properties and from this information develop a penetration rate. All other factors being equal, the contractor using the most optimistic penetration rate will be the low bidder and be awarded the project. As this view is by definition optimistic, invariably the rock will be harder than the low bid assessment and the contractor will request additional compensation for the changed condition. The contractor will attempt to justify his optimistic assessment as reasonable by using expert supporting analysis. The above described example which is quite common at present in the industry tends to make the most optimistic contractor (at time of bidding) the contractor selected for the project whereas it is in the owners interest to contract with the most efficient contractor not the most optimistic. This situation is similar to the Geotechnical analysis that was prevalent in the industry over twenty years ago. Many projects have experienced a significant reduction of penetration rate from that which was originally estimated. In these cases the contractor often makes a claim for extra compensation based on the difference between the actual rock encountered

Three spatially separate porphyry copper/molybdenum deposits are associated with the Tertiary Needle Creek igneous center in the southern Absaroka Mountains, Wyoming. In all three deposits a central zone containing disseminated copper and molybdenum is surrounded by a halo of small, discontinuous base and precious metal veins. Propylitically and phyllically altered rocks are common in all three mineralized areas, and potassically altered rocks are locally present. Fission- track age data from apatite and zircon indicate that mineralization occurred about 32-40 m.y. ago. Limited data suggest that the lead isotopes are nonradiogenic, similar to porphyry copper deposits elsewhere in the western United States. The complex igneous history of the Needle Creek center has involved several periods of intrusive and probably extrusive activity. lntrusive rocks are calc-alkalic and include andesite, granodiorite, diorite, quartz monzonite, dacite, and rhyodacite. Stocks (1-30 kmz in exposed area), radial dike swarms, and sills make up the presently exposed plutonic masses and constitute lower-level vent fillings in an old stratovolcano. The Needle Creek igneous center is located approximately midway along a northwest-trending belt of intrusive rocks extending more than 100 km along the central axis of the Absaroka volcanic field. The igneous and mineralized centers within this belt were probably localized at the intersections of northwest- trending Laramide and possibly Tertiary fracture systems and earlier northeast-trending Precambrian structures in the underlying basement rocks.

A digital computer program has been developed to mathematically simulate the effect of limited changes in feed rate on the grinding circuit of an operating mill. The data on which the program is based was supplied by the staff of the mill in question. Samples taken around the complete grinding circuit were analyzed for solids content and particle size distribution for two feed rates. Matrix models were used to represent the grinding units: rod mill and pebble mills. Parameters for these models were computed using a method developed by Mular(l). Classifier parameters were computed by the Powell search method(2) for the Plitt model (3) . The simulation program, which permits the computing of the size distributions in the circuit resulting from the changes in feed rate between the two measured values, assumes that a linear relationship exists between the corresponding parameter coefficients. The program uses an iteration method to bring the simulated grinding circuit to a steady-state material balance for any specified' feed rate between those measured. The program is, in addition, extremely fast and economic in computing time. The results show that the simulations are not everywhere consistent with practice. For example, higher feed rates on simulation predict finer products. These errors are shown to be attributable to anomalies in data gathering techniques. An improved sampling procedure for grinding-circuit data gathering is suggested for future simulations of this type. It is concluded that the

The Eskay Creek Mine, a high-grade gold and silver underground mine in northwestern British Columbia started operations in late 1994. For the first three years of operation, ore was crushed to minus 2 inch; blended to satisfy smelter terms and direct shipped to smelters in Japan and Canada. Before commencing the above operations, preliminary evaluations had indicated that an extremely complex metallurgical facility, requiring a large capital investment, would be required to recover the precious and other economic metals. Subsequently markets for raw ore were identified and underground mining and ore transportation operations, at a nominal production rate of 300 tonnes per day, were commenced. Exploration diamond drilling in 1995 and 1996 discovered additional lower grade mineralized zones, which are less economic or uneconomic as direct shipping ore. Testwork demonstrated that these lower grade zones could be upgraded to marketable concentrates in a simple flotation mill. The mill was built in 1997 and has been in operation since late 1997. The mining rate now has increased to 400 tonnes per day including 250 tonnes per day of the direct shipping ore and ISO tonnes per day of the mill ore. Prime Resources Group Inc. wholly owns the Eskay Creek Mine. Homestake Canada Inc. owns 50.6% of Prime's shares and manages and operates the mine on Prime's behalf. This paper discusses the mining and milling operations as well as ore shipment and smelter contracts' administration.

Sir Walter Scott St. Ronan's Well - 1824 In the minds of many, geologic exploration has advanced little since the early nineteenth century. In truth, despite the development and refinement of new and potentially valuable technological tools, the approach or philosophy of the explorationist has received meager attention in professional literature. In many areas, the explorationist relies upon experience, subjective judgement and general intangible inspiration, often traveling together under the misleading pseudonym of "art," in achieving both an exploration plan and in making the myriad day to day decisions necessary to the execution of that plan. Without a solid, objective basis for decisions, exploration under this concept is little more than guesswork largely by intuition, and it is small wonder that many exploration programs flounder in a sea of over-expenditure inefficiency or fail to fulfill their expected goals within the funding which has been provided. From a rational management point of view, such a state of affairs is frustrating and inconsistent with the application of the same scientific principles which are presumed to be the basis for the exploration methods which are used. This somewhat presumptuous point of view cannot be extended as a general condemnation of the many exploration programs which are both technically and economically successful. On the other hand, the

Gentlemen, today I would like to talk to you about metal and nonmetal mine health and safety--past, present and future. Briefly, I will comment on the past because it is important to an understanding of our present activity and our plans for the future. Federal inspection of noncoal mines was not authorized until 1966, when congress passed the federal metal and nonmetal mine health and safety act; public law 89-577, with the passage of this act, the federal inspector, for the first time, had the delegated authority and responsibility to enforce health and safety regulations designed to prevent personal injuries and occupational diseases, the new law also provided for the education and training of our miners; assistance to the operator through the transmission of technical and scientific information and assistance and equally important, the law made provision for state participation in the congressional mandate to prevent injuries and save lives in the mineral industry, Before I tell you about our program and our future plans, I want you to know that I am here to listen as well as to talk! In my view, the only kind of communication that is meaningful is two-way communication. Our nationwide progress in metal and nonmetal mine health and safety during 1972 cannot be measured in reduced fatalities or injuries. The unforeseen tragedy that took pace in Kellogg, Idaho, in may of last year mode that almost a certainty.

Microseismic passive velocity tomography is becoming an effective technology for large-scale mining-induced stress monitoring in underground mines, especially in the field of early warning of mining-induced hazards. Aiming at the problems of missing low-magnitude events in traditional microseismic monitoring, as well as the potential to increase the resolution of the tomograms in both time and space, a microseismic passive velocity tomography analysis method based on the template matching method was proposed. First, the template matching method was used to pick microseismic events. Then, the probabilistic, non-linear, global-search earthquake location method was used to locate the events and calculate travel time and travel distance. Finally, the fast-marching method was used to carry out passive velocity tomography analysis to image the movement of the abutment stress associated with the longwall. The results show that the selected templates can identify more microseismic events than the traditional microseismic analysis, and the variation trend of events in each day is consistent with the data from the traditional analysis. Using microseismic event locations, travel times and travel distance can effectively complete microseismic passive velocity tomography analysis in each day during the study period and can effectively identify the forward and side abutment stress zones of that longwall panel. This study provides a reference for the identification of mine-induced high stress zones, which has implications for hazard identification and mitigation, with increased resolution of the tomograms in time and space.

Approximately forty years ago, the military services began a realistic investigation of the problems involved with the replacement of high pressure gaseous systems with liquid oxygen systems. The program was temporarily discontinued because of numerous State-of-the-Art problems. Ten years later, interest in the liquid oxygen breathing concept was revived. Initial testing of this concept was completed in 1946. The ensuing years have seen the general acceptance of many cryogenic breathing systems for airborne applications. The inherent features of weight savings (approximately 70%) and space savings (approximately 80%) make it very desirable for high performance military aircraft. A typical aircraft system consists of a storage container with appropriate integrated control valving (the liquid oxygen converter), a heat exchanger, breathing regulator, and oxygen mask. Normally the liquid converter is located in the aircraft wheel well for easy access by ground crew personnel and the breathing regulator is mounted in the cockpit where the pilot can connect his oxygen mask. An aircraft system such as this will provide the pilot with eight hours of breathing oxygen after a 24 hour standby period. Early in 1960, the National Aeronautics and Space Administration sought a means of providing a cooling system for their personnel involved in fueling the rockets used in the space program. The Minerals Availability Program is a Bureau of Mines Program to systematically measure and classify identified worldwide nonfuel mineral resources according to their respective extraction technology, economics, and commercial availability. The program is designed to identify, collect, compile, and evaluate information on worldwide active mines as well as on developed and explored mineral deposits, and on mineral processing plants. Objectives are to classify domestic and foreign resources, to identify by cost evaluations resources that are reserves, and to prepare analyses of the availability of these resources for 34 commodities and secondary minerals. Availability analyses consider such factors as geographic location, the type of producible material, the technology and time required to produce a marketable product, and the productive capacity and unit cost for each deposit. These factors, reflected in the aggregated tabular and graphical data in the study for each commodity, are developed for consideration in the formulation of both domestic and foreign mineral policy. To date, the data have been collected for the 34 commodities and the availability analyses are in various stages of completion; expected first cycle completion date for all 34 is early 1986. Raw and aggregated data are available to the public in the form of computer-generated listings, tapes, and maps as well as in published reports. Also, systems developed to assist in performing the engineering and economic c analyses, including the computerized economic evaluation program (MINSIM) and the cost estimating system (CES), are available.

With all of the publicity, criticism, and notoriety that the mining industry has received over migratory birds, it is diffi­cult to remember that six years ago no one even suspected that this issue would'emerge. After all, cyanide had been used in Nevada mining for 20 years without significant effects on wildlife. Although the mining industry has been buried in unjustified criti.cism for not having a clearer crystal ball, most of those critics forget that no one else predicted this problem either. In fact, the Nevada Department of Wildlife reviewed and had no objections to the Paradise Peak Plan of Operations before they began production. As we now know, Paradise Peak had one of the first and most severe avian mortality prob­lems in the State. It should also be noted that Paradise Peak has done more to research and solve the migratory bird problem than all of the rest of the Nevada mines put together. It is not possible to review all of the research and field work that has gone into investigation of the avian mortality problem over the past five years in this short paper, but a synopsis can be presented. In most instances we can say that we have solved the problem, We have learned what works and what does not. Let's start with what does not work. Unfortunately, the list is long and elaborate, but can easily be summed up in one word: hazing.

No one involved in the contruction business wants litigation, except maybe some lawyers. Contractors rarely resort to litigation unless they have sustained econmic wounds that are serious or mortal. The major cause of serious contractor losses occur because of sub-surface conditions which cannot be defined with certainty in any practicable way except as shown during construction and prove during construction to be substantially worse and more expensive to cope with than anticipated during bidding. Building, Dam and Highway contractors are generally close in their estimates of cost after they get foundations excavated and are building above ground. Their main risk in bidding is the cost of getting out of the ground compared to their estimate. So maybe 10%, 20% or even 30% of their project represent high risk underground work. The tunneling and underground contractor is dealing with high risk work for virtually 100% of his project. He appreciates this risk and is willing to assume it up to a bearable limit. His costs are highly sensitive to relatively small variations of the ground in underground work. His work is unique in other respects. As contrasted with other types of construction where loads develop as construction progresses and do not reach ultimate until the project becomes operative, tunnel and underground construction requires the immediate structural support of ultimate loads that are there when he digs or very soon thereafter.
