The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp, for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in south-eastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retorting of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. Introduction As with many gravity concentration processes, pneumatic concen¬tration traces its origin in antiquity. The use of winnowing to separate chaff from grain has long been known, and such procedures were undoubtedly practiced in ancient civilizations for the concentration of ores and the separation of slag from metal whenever specific gravity, size, and shape differences were favorable. Taggart142 has reported on the use of dry rockers and dry panning techniques for use with gold ores in arid regions such as Western Australia. The present day air table was developed in the last century for this purpose. Devices and Processes Classification. All classifiers make a separation on the basis of size, shape, and specific gravity. In addition to specific gravity and size, particle shape factor is often particularly important to pneumatic processes, and advantage is taken of the fact that both flat and fibrous particles settle at velocities substantially lower than that of their equiv¬alent spheres. Another factor of importance in this process is the bulk density of the material since substances such as exfoliated ver¬miculite or partially opened fibrils of asbestos have bulk densities significantly lower than those of the pure in situ mineral. Winnowing takes advantage of all of these physical factors to affect a separation starting with a closely sized feed, and vermiculite has been separated from rock by this process.142 When air classifiers are used to size minerals, the separation will often not be perfect because heavy particles will respond similarly to somewhat coarser light particles while flat, elongated, and low bulk density particles will act as would particles finer than the cut size. An example of a classification process that also results in concentration is the zig-zag classifier"' used to separate paper from glass, metal bottles, and cans during the recycle of municipal solid waste. Application of this process to minerals showing the proper specific gravity, size, and shape differ¬ences is obvious. An important device of this type is an air-aspirated screen used to remove asbestos from its associated rock during the dry processing of that mineral.144 The raw ore is crushed and screened and the asbes¬tos removed by aspiration from the surface of the screen by virtue of its shape and low bulk density. Hindered Settling. Based on the discussion in the section on "Hindered Settling Concentration and Jigging," the use of air devices could be anticipated in desert areas or where moisture may be deleteri¬ous to the product to be separated. Such processes have three major defects: (1) dust may be difficult to contain, (2) fines are difficult to process, and (3) the process is inherently less efficient than are wet processes as may be seen from Eqs. 3 and 4 in the section on "Hindered Settling Concentration and Jigging p. 4-47." Taggart142 has reported on the use of both dry panning and a dry rocker for gold separation in and regions. The dry panning makes use of winnowing, defection on the basis of specific gravity and shape during fall, and hindered settling. Prescreened placer material is poured from one pan to another as air blows across the falling stream. The process is repeated many times with hand picking to produce a rough concentrate. Magnetic minerals are then removed, and the residue, one grain deep in the pan, is air blown. In dry rocking the gravel is sized on a steeply inclined screen with the undersize fed to a riffle box with a porous bottom which is blown from underneath."' This device was the forerunner of the present-day air table. Air Tables and Jigs.145. 146 At least nine types of these devices have been developed, all but two of them for coal. While the devices used for coal may be characterized as pneumatic jigs, pneumatic tables, and pneumatic landers,145 only pneumatic jigs survive today. The same is true for ores.'" In these devices presized particles are fed to the separator which consists of an inclined vibrating conveyor with a porous surface through which air is carefully introduced to form a fluid bed. The lighter particles are lifted by the air out of uphill conveyance and float downhill, while the heavier particles in contact with the surface are conveyed uphill by the vibrator. Typically both transverse and longitudinal slopes are used. A plan view of a Triple S air table and the type of separation made is shown in Fig. 44.147 Because of its external appearance, the device has been called an air table, although it functions essentially as a jig. However, some of the asymetrical acceleration conveying function of a standard shak¬ing table is also performed by the eccentric vibrator incorporated into this device. Low pressure air is admitted below the vibrating table surface consisting of cloth (e.g., canvas), porous plastic, woven wire, or punched metal supported on a wire mesh or grid. As with a shaking table, the device produces a concentrate, middlings, and tailings. The middlings are recycled or are subsequently treated on another concentrating device. As with many wet separations, presizing by screening is necessary. The oft-repeated admonition of Professor Richards, "Separation without classification is damnation," is cer¬tainly true here. In this way a small heavy particle which might weigh the same as a large light particle and thus report to the same place on the air table has already been removed in the sizing step. Air tables are almost universally encased with a canopy to remove dust by aspiration. Some concentration may also be achieved in this step when favorable specific gravity, size, and shape differences are present. Applications Ore Separations. Air tables were originally developed for ore separations, and they find application in and regions or where water is deleterious or inconvenient to use or remove (e.g., small tonnage materials already dried). They have been used for asbestos, bauxite, calcite, cassiterite, columbite-tentalite, diatomaceous earth, fluorite, gilsonite, graphite, kyanite, manganese minerals, mica, managite, perlite, pyrite, pyrrhotite, vermiculite, and uraninite ores. More recently, air tables have found favor in separating a wide variety of secondary materials such as abrasive grains, bone char, catalysts, fiberglass, scrap glass, scrap wire from its insulation, prills from slag, dross and coke from metal or from each other, metal from crushed crucibles, lead from plastic in old batteries, and cubic particles from flat ones. The devices also finds considerable application in the preparation of food¬stuffs. "A South American nickel mine has been producing a nickel concentrate that also contains copper and iron (15 percent nickel, 5 percent copper, 28 percent iron) for the end use of stainless steel production. A critical specification for the quality of the steel is the iron to magnesium oxide ratio (Fe:MgO), with a ratio of below 3.5:1 having a substantial impact on the nickel value. This nickel concentrate producer historically mined the sulfur-rich mineral pyroxenite but had been forced to move to a magnesium oxide/silicate (MgO/SiO4)-rich mineral harzburgite, resulting in nickel recovery being reduced to around 50 percent to maintain the required Fe:MgO ratio. In this study, ore mineralogy, water chemistry and the chemistries associated with the flotation process were evaluated in an effort to increase nickel recovery while maintaining the Fe:MgO ratio according to specification. New chemistry was introduced with the specific goal of complexing with the MgO and retarding its interaction with the bubble flow in the flotation process.IntroductionGlobal nickel production in 2011 totalled to 1,770,000 tons, according to the Raw Materials Group (2013). From 1950 to 2005 there was an aggregate 4.4 percent increase in nickel production, with a market-value high of $1,000/ton nickel reached in 1998 (Mudd, 2010). Approximately 65 percent of nickel production is consumed by the stainless steel industry, with 12 percent of the remainder used in super alloys or nonferrous alloys. Nickel imparts corrosion resistance, temperature resistance and other benefits to its alloys (Table 1) (Oberg, 1996; Cáceres, 2003). The dominant types of nickel-bearing ores are classified as either laterites (limonite: nickel-iron oxide; and garnierite: nickel hydrosilicate) or magmatic sulfide deposits (pentlandite: iron-nickel sulfide) (U.S. Geological Survey, 2013a, 2013b). In 2012, about 40 percent of the nickel ore mined was sulfidic-type ores and about 60 percent was laterite. The processing of laterite ore is expected to continue to increase as the availability of sulfidic ores continues to decline."

In conventional electrolytic copper production, looped copper starter sheets, on which the copper is deposited, are supported by hard-drawn copper bars. These bars have cross-sectional areas of between 1 and 1.4 in2. The suspension bars serve two purposes: firstly to support the cathode, which can weigh up to 150 kg, and secondly to introduce the electric current. IYI examined these two requirements in detail to see whether a better design could be achieved. Considering firstly the current carrying requirement, it wee noted that under normal refinery conditions, each cathode carries between 400 and soak. If one applies the generally accepted rule that 1 in of copper can carry 1000A4 a suspension bar need theoretically contain only 1/2 in2 of copper. This contention is supported by the fact that the 500A current passed through the cathode also appears to pass quite satisfactorily through the two support loops, which have a cross-sectional area of approximately 0.35 in 2. Turning now to the strength requirements, the cross-section of hard-drawn copper bar required to support a 150 kg cathode is relatively small, and easily met by the present designs. It is not, however, the static load applied by the 150 kg cathode immersed in the electrolyte which causes the damage to the hard-drawn copper, or even the increased static load of a 100 kg man standing on one foot in the centre of the bar; the damage is actually caused by the dynamic loads applied to the bare when they are dropped, thrown into containers, lowered too rapidly into the cell, or otherwise mistreated. The important requirement is therefore that the bar does not permanently bend. Its proof stress of limit of proportionality, rather than the amount that it deflects under static loading, should be the strength criterion. With the hard-drawn copper normally used for the manufacture of suspension bars, it has been observed that the copper becomes annealed during use, particularly at the end of the bar where the current is introduced. Thus, after a relatively short time, the cathodes are in effect being supported by annealed copper bars.

Introduction Coal preparation plants are continuously losing clean coal in their refuse and contaminating their clean coal product with impurities. This is due to the lack of a system by which the immediate efficiency of the cleaning operation can be determined at any given time. Moreover, the advantage of developing tagging/ tracing techniques would be a reduction in the time and money spent in evaluating the performance of advanced cleaning techniques. Currently, conventional sampling and testing, on-line analyses, and computer information systems are the major tools with which engineers analyze and control the efficiency of processing plants. Conventional sampling and testing is an effective analysis technique but it is slow. On-line analysis provides information on quality parameters rapidly, but these parameters do not provide all of the necessary information. The use of tagged particles in coal preparation plants may provide the necessary link between diagnosis and the application of computers to process control. In this work, a novel technique that uses tagged particles to generate partition data is presented (Leonard et al., 1982). Individually prepared tagged particles are added to the feed and detected in the product or refuse port of specific gravity based processes. Providing that a computer can interpret the output of a detection device and trace particles with predetermined physical properties through the coal preparation plant and that the trace particles actually represent desired raw material, sufficient partition data can be provided for computer analyses and control of processing efficiency. Coal tagging technique The use of tagged particles in coal preparation operations are in the early stages of development. Though there is a brief history of particle tracing in the mineral processing industry (Gardner et al., 1986; Foreman and Amundson, 1976; Poston et al., 1962), the concept has not yet been applied to the analysis and control of processing plant operations. Several methods for tagging coal particles have been identified. These include magnetic, radioactive, and fluorescent techniques. As far as the magnetic tagging of coal particles is concerned, a method has been developed to manufacture synthetic magnetic particles of various sizes and specific gravities. Ideally the synthetic particles would have identical size and density as the coal particles being separated.

A prototype remote placer drill (RPD) has been designed and successfully tested in the offshore gold district of Nome, AK. The RPD system is unique in its design and in the cooperative support that was provided during its development by industry, academia and government. The RPD was conceived as a low-cost, rapid drill sampling system for the reconnaissance of marine precious metal placer deposits. The drill functions as a counter- f lush system. It incorporates a dual wall casing and a rotating percussion bit driven by way of a drill rod through the central eductor casing by a heavy duty pneumatic rock drill. The cost of drill sampling in the exploration of marine precious metal placers has traditionally been high due to the technical difficulties imposed by the environment and the remoteness of the sampling target. The objective was to reduce capital and operating costs of a drilling program through the development of a portable system incorporating drill compoments having a high power-weight ratio that could be deployed from work vessels of opportunity. A principal design requirement was to operate the system remotely from the sea floor with only flexible connections to the surface. This includes cable for deployment and retrieval and hoses for air supply and sample recovery, thus making the drill system semi-independent of the vessel's sea-induced motion. The prototype RPD underwent full operational test off Nome, AK in late summer 1988. It was deployed from the landing door of a modified LCT vessel, and rigged for a single pass of 5 m (16.5 ft). More than 50 holes were drilled in a wide variety of bottom materials typical of the off shore Nome submerged beach placers. The prototype RPD proved to be an overall success, recovering representative samples throughout the section in all but the heavy boulder ground. Compared with a conventional drill system on board that was assigned to a production drilling system, the RPD was capable of reliably sampling moderate ground less than 6 m (20 ft) in thickness, using a smaller crew and operating in higher sea conditions.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health administration (OSHA) are accepted by MSHA relative to caal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. INTRODUCTION The economic structures of industrialized countries require a continuous supply of reasonably priced and appropriately processed nonfuel minerals. As a result, national policy makers are sensitive to real or perceived threats to the effective operation of these commodity markets. Their most persistent concerns can be subsumed into the related political economy issues of supply availability and marketplace stability. These concerns are not new. For over a century the "global struggle" for mineral resources has influenced national policies and international relations (Eckes, 1979). During the past two decades the complexity of these issues, if not their place on national political agendas, has increased. Dramatic changes in the structure of mineral industries and in the nature of international economic relations have redefined policy needs and response options. This paper focuses on how selected OECD countries have responded to nonfuel mineral industry issues over the past twenty-five years. Particular emphasis is placed on the impact these policy decisions have had on the size and location of productive capacity and its utilization rates. The results, perhaps, are not surprising for this group of market- oriented economics. While individual cases of significant impact are easy to identify at various times in most countries, the overall importance of policy decisions has not been great. This is especially true for the past decade when excess capacity reached unusual highs of magnitude and duration. Macroeconomic forces and market structure changes played much more important roles. PERSPECTIVES ON THE ISSUES OECD nations dominate the international nonfuel minerals marketplace as producers, consumers and traders. In 1986, these twenty-four countries accounted for 75 percent of the Western world's export trade value in minerals, ores and metals. They imported 88 percent of the total value. During 1966, the respective percentages were 70 and 94. Japan was the world's largest importer in 1986 followed by the US, FRG, UK and France. The same five countries led the 1966 list except that, then, Japan was ranked fourth. Table 1 ranks the fifteen largest Western exporting nations in the two specified years. It also indicates the growth in current export dollars earned in 1986 compared to 1966.

3.1 INTRODUCTION As heap leach precious metal projects become increasingly common in the United States, federal, state and local regulatory agencies are beginning to take a closer look at the short- and long-term environmental consequences of this recovery technology. From an operator's point of view, there is seemingly a confusing regulatory maze to be navigated and a plethora of permits and approvals to be obtained prior to commissioning a heap leach operation. The degree of difficulty associated with obtaining permits for a heap leach project depends largely upon the state in which the project is located. Permit acquisition is generally easiest in those states most familiar with heap leaching technology. For example, heap leaching is well understood in Nevada, and heap leach operations are relatively easy to permit, although permitting conditions in Nevada have recently become more stringent. However, many states are just beginning to become familiar with heap leach operations. Many of these states such as Idaho, Colorado, South Dakota, Oregon, Montana, Washington and South Carolina are in the process of drafting regulations and establishing guidelines for heap leach projects. In most cases, these regulations specify design and operating criteria as well as reclamation and decommissioning procedures. This chapter provides an overview of the regulatory and permitting aspects of heap leach operations. Permitting requirements for projects developed on federal land are discussed in detail. 'The state and local regulatory atmosphere and permitting requirements for various states are also presented. The chapter concludes with a generic permitting strategy. 3.2 KEY ENVIRONMENTAL CONCERNS The primary concern of most local, state, and federal regulatory agencies is the use, storage and transport of sodium cyanide (NaCn), and potential cyanide contamination of surface and groundwater resources. The toxicity of cyanide to people, fish and wildlife is also an important issue. Unfortunately, in the public eye, cyanide heap leaching has some emotional impacts similar to those associated with radioactivity and uranium mining. This perception and the general lack of understanding of cyanide can lead to unnecessary concern about cyanide contamination, further complicating the regulatory environment.

The "Gold" chapter of my adventures did not start with a rush. On May 14, 193 1, Thayer Lindsley wired me asking if I could examine the Pioneer mine in British Columbia right away. I replied, "Yes," but I had never heard of the Pioneer and, although many others were asking about gold during the Depression, none were doing anything about it. A little later another wire asked me to meet Gen. A.D. McRae in Vancouver in a couple of days. This was the start of 20 years of intermittent examinations for Lindsley. I took the train to Seattle and the night boat to Vancouver where I met Gen. McRae and his associate Victor Spencer. McRae had been one of the Canadian leaders during World War I and, for his services, he had been made a Canadian senator, a lifetime job. Col. Spencer was proprietor of a big store in Vancouver, and almost as distinguished. A seaplane was waiting for us in the harbor, to be piloted by Major McLaren, one of the leading Canadian flyers during the war. He flew us up the long fjord of Howe Sound and then on north along the route of the provincial-owned Pacific Great Eastern Railway past jagged snow-clad peaks to the village of Shalalth on Seton Lake. A rental car run by Curley Evans, a noted British Columbia character, was waiting for us in Shalalth and it took us for 50 miles over one of the steepest and crookedest roads I had ever seen. At the end of the road the Pioneer camp was set in a deep canyon in the Coast Range. Dave Sloan, another British Columbia character, was waiting for us and he immediately took me underground, at nine in the evening, to see the Pioneer ore. The ore body was then a small one but it was running over an ounce of gold per ton. The name Dave Sloan became synonymous with Pioneer. McRae and Spencer told me the history of Sloan arid the Pioneer on the way to the mine. The rich surface ore had first been discovered about 1879. British Petroleum (BP, 2005), indicates that world reserves for oil to be 1198 billion barrels, for natural gas the equivalent of 1156 billion barrels of oil and for coal the equivalent of 3219 billion barrels of oil. If we take into consideration the mean aver-age annual increase in demand of the last three years for oil, 2.6%, for natural gas, 3.9%, and for coal, 6.6%, then their respective reserves? lifespan are calculated to be 27, 34 and 38 years. Without taking into account their annual increase in demand, lifespan increases to 38, 67 and 161 years respectively. Since zero increase or perpetual increase in energy demands on finite resources is unrealistic the selection of the most suitable energy commodity for power generation rests upon the law of supply and demand of each commodity. This defines its price hence its selection for the production of cheap electricity. When the ratio of supply to demand is less than one, peak production is achieved. Any further increase in demand results in price increase to quench its demand. The Association for Oil and Gas Peak (ASPO) has calculated that when oil demand exceeds 84 million barrels/day, Peak Oil Production will be attained thus prices will start to increase in order to even demand with supply. Correspondingly, Gas Peak Production is expected to take place when demand exceeds 9.1 or 10.2 billion cubic meters/day. Peak Oil production has been calculated to take place in the current year, 2006, while Gas Peak production is estimated to take place between 2020 and 2025 provided that gas will not cover the energy deficit created from the lack of oil otherwise Gas Peak production could arrive as early as 2010. The use of coal for power generation is considered a better alternative than oil and gas if new combustion technologies with an energy efficiency of 43%, Germany, and 47%, Denmark, are adopted. These not only extend the lifespan of coal reserves but reduce also CO2 emissions by 25% and 31%, respectively. In the very near future CO2 sequestration and fixation in deep geological strata will eliminate its emissions thus rendering the use of coal the cheapest feedstock for power generation.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health and- ministration (OSHA) are accepted by MSHA relative to coal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. "INTRODUCTION For several decades, the use of fibre-reinforced sprayed concrete (FRSC) has been becoming increasingly widespread, either as a replacement for or in addition to traditional reinforcements. Macro-synthetic fibres appeared on the market at the same time as metal fibres (in the 1980s), but their use has developed more recently in France, starting in the early 2000s. While their properties are attractive for underground operations, their long-term performance remains the subject of some controversy, particularly with regard to the phenomenon of creep [1-5]. Unfortunately, the many differences of protocol among the studies carried out (materials, metering, spraying equipment and test methods, etc.) mean that, in general, the results cannot be compared. Although several methods have been developed to assess the bending creep behaviour of fibre-reinforced concrete, the majority of them test notched beams resting on isostatic supports. There are currently no standardised test methods adapted to FRSC on hyperstatic supports (as is the case for FRSC used for underground support). The Asquapro association has thus developed a new test specially designed for this type of concrete. Slabs of thickness 10cm, measuring 60 x 60 cm in plan have been sprayed and tested under bending stress according to a test procedure inspired by the standardised test of energy absorption capacity (NF EN 14488-5). An experimental campaign was launched in October 2014 to study the behaviour of seven types of sprayed concrete, manufactured using the same concrete matrix: six of them were reinforced with different metal or macrosynthetic fibres and the seventh with a welded wire mesh. Fourteen slabs were sprayed for each type of concrete and also for the non-reinforced concrete with the same matrix. The types of mechanical performances measured were the compressive strength and energy absorption capacity (at seven and twenty-eight days), in addition to the creep behaviour of these seven types of concrete, placed under stress on the seventh day. This article follows on from that published in the WTC 2015 congress proceedings [6]: the programme and the test methods are briefly described here and the results available at the time of writing are presented and discussed."

"Plant design parameters for gold extraction, leach residence time and cyanide consumption are generally determined from standard bench-scale bottle roll or agitation leach tests. The application of laboratory data to process design has essentially evolved from the testing of oxide or low cyanide-consuming ores. Such scale-up factors may not be appropriate for ores that deplete cyanide and oxygen since this interferes with gold extraction kinetics. High cyanide-consuming ores also exacerbate the differences between the conditions applicable to small batch tests and large continuous operations. Testing a reactive high-sulfide South American ore deposit necessitated the re-evaluation of conventional bench-scale cyanidation procedures. Pulp density can be a major factor affecting the results for plant design purposes and should be treated as a test work variable. As with high clay-bearing ore, where pulp viscosity can hinder mass transfer, minimizing the influence of test equipment on gold extraction kinetics may require low pulp densities. This introduces interpretative complexity since cyanide consumption changes as a function of pulp density. Activated carbon also consumes cyanide, so its effect has to be accounted for in the case of carbon-in-leach (CIL) or carbon-in-pulp (CIP) plant flowsheets. Since cyanide is an expensive reagent, often a major component of plant operating costs, it is important that the scale-up of cyanide consumption from laboratory to plant be representative. The traditional method of reporting cyanide consumption in bench-scale testing is questioned since it takes credit for residual free cyanide in leach tails. The projected plant consumption may be better estimated by using the total cyanide addition in a laboratory test. We propose a test work protocol that categorizes the cyanide consumption into its components but requires more extensive testing to generate design data. The ultimate validation of scale-up factors used by project engineers requires rigorous bench-scale versus commercial plant comparative data. Such data are not readily available.IntroductionMajor factors in the design of a gold processing plant are gold recovery, leach residence time and cyanide consumption. These parameters are important determinants of project revenue and costs and, thereby, potentially of project financial viability. Estimates of the associated design criteria for a commercial plant are normally generated from laboratory cyanidation, carbon-in-leach (CIL) or carbon-in-pulp (CIP) tests using standard procedures (Angove, 2005). The key question is whether the standard laboratory test work procedures developed historically for low reagent consuming ores are appropriate for ores that are highcyanide and oxygen consumers.The present paper examines test procedural factors that can influence the test work results and, therefore, their interpretation for design scale-up purposes. The study refers in particular to a high cyanide-consuming sulfide ore. The ore was being tested to develop scoping level engineering design criteria for a proposed project in South America."

The Haile Gold Mine in South Carolina is increasing the automation level of their processing plant in order to improve operational stability. One step towards this goal is the application of a Digital Twin concept to provide Virtual Instruments. Haile has engaged ANDRITZ to implement Virtual Instruments at their grinding area hydrocyclones and at their tailing thickener underflow pump. These virtual instruments provide density values in a traditionally difficult location for reliable slurry density measurement. The Digital Twin is a first principles IDEAS1 ™ simulation model, connected in real time to the control system. Results have been promising, with the virtual instrument values matching the physical instrument under normal operating conditions, and showing better prediction under upset conditions. Haile plans to use the virtual instruments as optional process control parameters. INTRODUCTION OceanaGold’s Haile Gold Mine is located near Kershaw, South Carolina, about 50 miles southeast of Charlotte, North Carolina. This location was first mined in 1827, and has produced gold through several operating periods since then, including a heap leaching operation from 1985 through 1992. In October, 2015, OceanaGold acquired Romarco Minerals, the previous owner of the Haile Operation. The current operation began in 2017 as an open pit mine with additional underground resources. The nameplate throughput is 6,350 tpd ore, and 2017 production was 118k oz gold, with 140 to 155k oz gold expected in 2018. Proven and Probable reserves exceed 3 Moz. The process, as shown in Figure 1, includes a primary jaw crusher, comminution with a Semi-Autonomous Grinding (SAG) mill and ball mill circuit, flash flotation, rougher flotation, regrinding, pre-aeration, carbon in leach (CIL) leaching, carbon elution and regeneration, cyanide recovery, electrowinning and refining. The Haile Operation’s inaugural gold pour took place January 20, 2017. Mine life is expected through at least the year 2030. Based partially on prior experience of some key OceanaGold personnel with automation services from ANDRITZ on other projects, OceanaGold decided to include ANDRITZ on the Haile project. The scope of these services for Haile included design and supply of the process control application software, an ANDRITZ dynamic process simulator for operator training, and ANDRITZ Advanced Control Expert (ACE) ®2 systems for the SAG mill, ball mill, and rougher flotation areas. Since startup, ANDRITZ has continued to provide services for the site, particularly related to PLC and HMI equipment, programming and support, ACE system expansion, and the implementation of Virtual Instrumentation. The implementation of this new Virtual Instrumentation technology at Haile is consistent with Haile goals: increased automation, a change in the role of the operator from interactor to monitor, and improved stability by removing human error.

INTRODUCTION Although sampling techniques used by the mineral industry continue to improve, sampling is still an area which is often neglected. Frequently, sampling and sample preparation requirements are left to personnel who do not fully appreciate the significance and importance of sampling. Consequently, plant evaluations are often based on seriously biased samples, leading to mass balance problems and incorrect assessments of plant performance. The basic rule for correct sampling is that each particle of ore or concentrate must have an equal probability of being collected and becoming part of the final sample for analysis. If this is not the case, bias is easily introduced and the sample is not representative. For example, when ore is travelling on a conveyor belt, the lumps may come to the surface. Consequently, a grab sample taken from the top layers only will contain a greater proportion of lumps, i.e., the sample is biased. There seems little point in making major investments in precise analytical equipment, if the sample provided to the analytical laboratory is not representative in the first place. This paper describes the sources of plant sampling errors, reviews the methods of estimating their variance, presents some worked examples, and provides some practical advice for reducing sampling errors and their variance. SAMPLING BASICS It is generally accepted that the discharge point of an ore or concentrate stream is the most suitable sampling location. The stream can be intersected at regular intervals, and representative samples, referred to as increments, can be obtained by taking a complete cross-section of the ore stream. On the other hand, sampling devices that take part of the stream on an intermittent or continuous basis, e.g., a bleed from a pipe, may introduce serious bias, and should be avoided at all cost. Increments may be taken at completely random times or tonnages during the sampling operation, in which case it is called "random sampling". However, as shown below, random sampling results in the largest sampling variance, so it is preferable to divide the ore or concentrate stream up into strata of equal time or mass and take one increment from each stratum. This operation is called stratified sampling and may be either systematic sampling, in which increments are taken at the same point in each stratum, or stratified random sampling in which the increments are taken at random within each stratum. Systematic sampling results in the smallest sampling variance, provided periodic variations in quality or quantity are not present which may coincide with, or approximate to, any multiples of the proposed sampling interval. In such cases, it is strongly recommended that stratified random sampling within fixed time or mass intervals be carried out.

INTRODUCTION The decontamination of the former Shiprock uranium millsite and the interim stabilization of its tailings piles began in March 1974, and ended in June 1978. Personnel monitoring for whole body gamma ray exposure was conducted for selected individuals working at the mill site throughout most of this period. The millsite and exposure conditions are briefly described to develop a basis for interpretation of the exposure data. Millsite The Shiprock uranium millsite is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the millsite are located on the Navajo Indian Reservation. About 1.5 million tons of tailings were produced on the millsite during its operation from 1954 to 1963. The tailings were pulped with waste process fluids and water, and discharged to form two tailings piles. The piles (ponds, dams) were formed with earth starter dikes and the dikes were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and tailings reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a tribal enterprise. In addition to its regular activities, NECA established an on-site training school for heavy equipment operators. The trainees principally used the south tailings pile as a practice area and spread the tailings into a 10 hectare row of raffinate ponds located along the southwest side of the millsite. Overall, the training activities inceased the effective area of the tailings piles from 20 to 35 hectares. Another 56 hectares were contaminated with wind and water eroded tailings. Exposure Conditions Persons decontaminating a millsite may be subject to radiation exposures from several sources. Only whole body gamma exposures are discussed in this report. These exposures are arbitrarily divided into three levels: high, intermediate, and low. The levels are related to areas in which the decontamination work was being done and have no connotation concerning imminent hazards. High exposures would result when persons were working with raw tailings, and intermediate exposures would occur when persons were working in the ore storage and mill yards. Low exposures would result from working in areas where surface contamination exists from wind and water erosion. [ ] The millsite and its contaminated environs were divided into major areas to facilitate the decontamination work (Figure 2). "Western China has many shallow coal seams. Mining of these shallow seams contributes to environmental deterioration in part due to disruption of groundwater sources. The lowering of the phreatic surface is attributed to the instability of the impermeable rock groups as a result of mining leading to an increase in permeability and drop in phreatic surface. Underground mining with partial backfilling is one of the fundamental methods of controlling the lowering of the water table in sensitive cases. At present, although significant research has been done in shallow seam mining, there has been no research on the laws governing the movement of impermeable rock groups in partial backfill mining using backfill materials of lower strength. this research, conducted in the Yu Shen-fu region of Western China, developed similar material of sand-based paste filling materials, tested the mechanical parameters of similar material of sand-based paste filling materials, researched on long wall partial backfill mining through similar simulation experiments, obtained the development of “upward fractures” and “downward fracture” under different gap-filling widths and body-filling widths and the movement law of impermeable rock groups under different gap-filling widths and body-filling widths. INTRODUCTION Jurassic coalfield is in the North of Shaanxi province in China, located in border areas of the Maowusu Desert and the Loess Plateau, water resources of Jurassic coalfield in the North of Shaanxi province is meager, ecological environment is fragile (Wang, 2010). With the large-scale development of the mining area, permeable fracture zone will directly affect and spread to the aquifer, causing direct damage to water sources, and lead to the dried up of reservoir, river, wellspring which is recharged by the aquifer(Qian, 2003). There are many researches on aquiclude or impermeable rock groups of shallow coal seam in china, but researches are mainly based on the key strata theory characterized by hard rock as skeleton, without considering the flexibility of impermeable rock groups which is important to reduce the cost of control (Huang, 2010). There are some researches on the stability of impermeable rock groups, but the researches are mainly on permeable fracture zone, which is also called the ""upward crack"" (Wang, 2010), ignoring the influence of the ""downward crack"" on the edge of subsidence basin of impermeable rock groups (Huang, 2010). Previous researches showed that pillar-and-room mining can control the rock crack and surface subsidence (Qiu, 2013), but with the loss of coal resources, and existing disaster a threat of a large scale roof falling. Partial backfill mining mainly by eolian sand bring hope to water-preserved-mining (Fan, 2000), successful practice of paste material backfill mining under buildings and water(Song, 2010)showed its feasibility. Through useing the filling materials with low strength, flexibility and small ratio of height to width, eliminated the threat of a large scale of roof falling, the quantity of partial backfill materials relative to full backfilling are little, the price of sand paste backfilling material is low(Huang, 2011), through designing rational parameters of partial backfill mining, we can achieve the purpose of protecting the phreatic. In this paper, based on the similar simulation experiments, researched on development of the ""upward crack"" , ""downward crack"" and subsidence of impermeable rock groups, researching results can provides the rational parameters to partial backfill mining, and can reduce the cost of filling mining."

"In many mineral processing applications it is necessary to know the isoelectric points of the various minerals in the ore to properly perform flotation and other mineral separations. However, current zeta potential analysis technology used to determine the isoelectric point of a particle suspension cannot deliver the isoelectric point of each individual mineral, just an average of the mineral system. Traditionally, individual isoelectric points have been gathered by testing pure, synthetic minerals. These values can vary widely depending on the mineral synthesis procedure and the water quality used during the isoelectric point analysis. A more robust approach for determining the actual isoelectric point of a particular mineral in a mixture of minerals is needed. This paper details a method for determining the isoelectric point of an iron oxide mineral in a siliceous iron ore. The method uses a laser scattering particle size analyzer and a pH electrode to determine the pH at which the liberated mineral particles begin to flocculate as pH is decreased. The pH at which the average particle size rises dramatically is the isoelectric point of the mineral with the highest isoelectric point in the ore. This measurement technique was used on natural hematite, goethite and siderite ores as well as a synthetic mixture of pure silica and pure hematite. The results for synthetic hematite mixtures were comparable to literature values.IntroductionRecently there has been an increased interest in the processing of low-grade iron ores (Bolen, 2014; Carlson and Kawatra, 2008, 2011, 2013; Halt et al., 2014; Halt and Kawatra, 2014; Haselhuhn 2012, 2013; Haselhuhn et al., 2012a, 2012b; Kawatra and Halt, 2011; Liu et al., 2014; Manouchehri, 2014; Sandvik and Larsen, 2014; Semberg et al., 2014). The zeta potential of iron ore minerals is a very important and often overlooked aspect of iron ore mineral processing. Zeta potential is the charge at the shear plane of a surface in an aqueous environment (Carlson and Kawatra, 2013). Many ores consist of a variety of minerals differing in zeta potential. This property of a particle surface in water is responsible for either keeping the particles dispersed from each other or flocculated to each other. This is important during many operations such as flotation, desliming and thickening. Zeta potential is primarily a function of the pH of the water and the mineralogy of the particles, though certain ions within the water can also have a significant impact (Haselhuhn, 2012). Consider the following situation: silica (SiO2) particles and hematite (Fe2O3) particles are suspended in an aqueous solution. These two types of minerals have drastically different zeta potentials throughout the pH spectrum (Esumi et al., 1988). In alkaline conditions, both types of particles exhibit negative zeta potentials and will tend to disperse from each other. In acidic conditions (between pH of 3 and 6), silica has a negative zeta potential while hematite has a positive zeta potential, so these surfaces will tend to be attractive to each other and the particles will flocculate and settle. This phenomenon is visually described in Fig. 1. The pH at which the two minerals begin to attract to each other, or destabilize, is near hematite’s isoelectric point. The isoelectric point is defined as the pH at which the surface has a net zero zeta potential (Carlson and Kawatra, 2013)."

This article, though not common feature material, should be of reader interest. Goth made this presentation as the keynote address at the 19th Annual Intermountain Minerals Conference in Vail, CO, in August. Introduction Working backward, what is an LDC? LDC stands for Less Developed Country. LDCs play a dynamic role in world supply and demand of basic materials. They occupy an equally important position in international marketing and finance. I will explain later some of my concerns with LDCs. First, I want to address an issue I think is of equal or even greater concern. Mining and High Technology Unfortunately, many people believe that America must make a decision now between being a smokestack-based economy or a high-technology-based economy. Some would have you believe that smokestack America is dead. Our only option is to turn to high technology, in a manner similar to countries such as Japan. Presumably, when we talk about high-technology industries we envision organizations that came into being within the last decade or so and incorporate microelectronics, biotechnology, and interconnected computers. The entire workforce is clad in lab coats and there are few employees in proportion to the work performed. High-technology industry is not labor-intensive work thanks to the efficient robots used. On the opposite side are smoke-stack industries, that we presume include the older, basic industries such as mining, agriculture, iron and steel manufacturing, ship-building, auto manufacturing, and nearly all forms of construction. These industries are judged to be labor intensive, requiring unsophisticated and untrained employees who succeed by the sweat of their brows rather than by advanced degrees in mathematics and physics. If these are indeed the presumptions about high technology versus smokestack industries, then I submit that those presumptions are a disaster. They are wrong and far from the truth. Smokestack industries, such as mining and the others mentioned, are indeed much older than some of the recently founded high-tech industries. But this does not mean that those smokestack industries are low-technology industries. On the contrary, American agricul¬ture is a very high-technology industry whose crop yields are the envy of the entire world. Mining uses virtually all of the advances available through modern technology. Far too many opinion leaders still envision mining as Humphrey Bogart and John Huston in the movie Treasure of the Sierra Madre. Yet there are many who hold the opinion that our basic industries are dead and that this country's future depends on specialized high-technology industries and services. That is tantamount to announcing we will continue to build space shuttle vehicles, but we no longer need launching pads and landing fields. The point is, we should not be wasting our time talking about "new" industries and "old" industries. We should devote our time and effort to industries that are effective and efficient in meeting our needs, in contrast to industries that are not effective and efficient in meeting our needs. Less Developed Countries That leads me to some of the problems I perceive with policies regarding the previously mentioned LDCs - Less Developed Countries. Far too many people do not realize that many of the smokestack industries being lauded in Less Developed Countries are being operated at a loss and to the detriment of worldwide industry.
