Introduction The purpose of coal preparation is to improve the quality of coal to make it suitable for a specific purpose by (1) cleaning to remove inorganic impurities; (2) sizing-crushing or screening, or both; and (3) special treatment, such as dedusting. The properties and quantities of impurities in coal are of major importance in the design and operation of steam generating equipment. Although boilers are often designed and equipped to use a wide range of coals, no boiler will perform equally well with all types of coals. All coals have certain properties that place limitations on their most advantageous use. These limitations are especially stringent for many of the older installations. Because of a general lowering of quality of raw coal in recent years, the need for coal cleaning has significantly increased. Among the factors contributing to the need for increased coal preparation are (1) increased demand for quality brought on by market and environmental requirements; (2) increased extraneous dilution caused by mine, health, and safety laws; and (3) depletion of the higher-quality coal seams. The major characteristics of coal and impurities from the standpoint of mechanical cleaning are particle size composition, generally called size consist; density differences; the relative friability of the coal and its associated impurities; hardness; and strength. Some of the other factors related to preparation are petrographic composition and rank. RANK CLASSIFICATION Coal is a general designation for a great number of solid organic minerals with different compositions and properties; all are rather rich in carbon and have a dark color, generally black. Next to mineral oil and kerogen, coal is the most important reservoir of carbon in the world. Carbon is an indispensable necessity of life as well as the main source of energy. Coals are found in stratified deposits, sometimes at great depths. All coals owe their origins to slow decomposition and chemical conversion of immense masses of organic material. As found in seams, coal is a heterogeneous mixture of organic and inorganic materials. Not only are there large differences in the properties of coal originating from different seams, but also in coal removed from different locations in a single seam. A genetic relationship exists between peats, brown coals, lignites, biturninous coals, and anthracites. As a whole, the process of coal formation, or coalification, proceeds as a continuous transformation of plant material, each phase characterized by a degree of coalification, or rank. As a measure of this rank, the carbon content or some related parameter can be used.

The stress evolution and failure characteristics of overburden were studied during multi-stope mining for a gently inclined thin orebody. Firstly, an indoor physical experiment was conducted on the excavation of a multi-stope mine with an orebody dip angle of 20°. The results show that the vertical stress concentration area gradually shifts to deep-buried rock mass with the mining from shallow to deep buried stopes, resulting in shear failure originating from high stress. On the contrary, the pressure relief zone presents an asymmetric distribution characteristic that is biased towards the upper part of the goaf, resulting in large subsidence and tensile failure of the stope #1 and #2 roofs. Secondly, the numerical simulation model under the same geological condition was established to measure the roof deformation at different stages of mining. The numerical simulation results are in good agreement with the physical test results; the roof displacement is largest in stope #2, second-largest in stope #1, and smallest in stope #3. Finally, the evolution of deviator stress concentration, displacement field and potential failure zone of overburden under different orebody dip angles were studied. As the dip angle of the orebody increase, the deep-buried stope roof changes from deviator stress release to deviator stress concentration in different stages of mining, and shear failure is most likely to be induced when the orebody dip angle is 30°. Meanwhile, the closure displacement of the stope roof decreases gradually, while the tangential displacement increases, so the anti-sliding ability of the support bodies in the stope should be improved. The potential tensile failure zone gradually shifts from the center of the goaf to the upper part, and the deep-buried stope roof evolves from tensile failure to shear failure. Results of this research expected to provide guiding significance for stope support design to control roof deformation and failure, to ensure the safety of the stope.

Side spalling/skin failure occurs due to the high-induced stress in underground structures. In such cases, rock bolting or other support systems are being used to control the skin failure or spalling of the pillar. The nature of these support systems is passive, which acts during the deformation. These support systems restrict the displacement considerably of the side/or roof surface of the excavation. Ultimately, it improves the stability of the structure because of the increment in residual strength of rock mass. It is noted that these passive support systems give very low confinement in the range of 0–0.015 MPa at the onset of failure. As the level of confinement will be very low and dependent with progress of failure, triaxial test was not found practically suitable. Thus, an alternative procedure of testing has been proposed. In the procedure, sides of sample have been restricted little bit by using adhesive tape. It provides the limited boundness on the lateral direction (LBLD) of rock specimen. The uniaxial compression strength (UCS) test has been performed on 30 numbers of cylindrical rock specimens using the servo-controlled stiff testing machine. Specifically, two rock types (medium-coarse–grained and coarse-grained rocks) were studied in terms of stress–strain behaviour so that a full residual strength envelope for each specimen was obtained. This study reveals that the residual strength of limited confined rock specimens has been significantly increased as compared to unconfined rock for both groups of rock types. The average residual strength of LBLD specimens of fine-grained rock and medium coarse-grained rock has been increased around 12 times, and five times as compared to unconfined rock, respectively. The average peak strength of LBLD rock specimens has been increased in the range of 30.5 to 48.6% for coarse-grained rock. The results of this study have been presented in terms of peak strength, residual strength and Young’s modulus of rock, and the post-peak failure behaviour of rock specimens was also critically analysed through a stress–strain curve.

"The Earth’s properties, composition and structure ahead of a tunnel boring machine (TBM) should be mapped for hazard assessment during excavation. We study the use of seismic-exploration techniques for this purpose. We focus on a seismic system for soft soils, where shear waves are better and easier to interpret than compressional waves, as has been shown over the last decade. The system is intended to be deployed on the machine’s cutter head, with a few seismic sources and sufficiently many seismic sensors to tackle spatial variability and noise characteristics. An important property of the newly developed system is its ability to process data with very little human interaction. Images need to be available in near real time, without human interactions slowing down the imaging process. This can be achieved by employing Full Waveform Inversion, which minimizes the difference between modeled and observed data. Because this method may suffer from local minima in the cost function if the data lack low-frequency information, we employ a dedicated seismic source that can generate sufficiently low frequencies for the relevant length scales. With data acquired in a number of field settings that mimic realistic TBM configurations, we show that the designed seismic system can successfully look ahead of the TBM and offers a valuable capability to support decision-making during tunnel excavation. INTRODUCTION While excavating a tunnel with a Tunnel Boring Machine (TBM), the geology and the ground conditions along the planned tunnel trajectory need to be investigated in order to safely and efficiently carry out the underground operations. This entails detecting the occurrence of boulders, foundations, pipes and faults, necessary to prevent hazards and time-consuming delays in the tunnel boring operations. In order to facilitate ground prediction ahead of a TBM, techniques as used in seismic exploration can be deployed. Two components common to seismic-exploration techniques are data acquisition and processing, the latter including inversion. We will discuss each of these for the application to tunnel excavation with TBM, in particular for soft soils."

"This paper describes a rib-control methodology that uses standing support to provide most of the lateral resistance to the rib. The method is analyzed, and its boundary conditions for rib control are described. In this method, an animal-fencing mesh product covers 80 percent of the rib surface and is sparsely bolted to the rib. Can supports or other similar stiff supports are installed primarily as roof support for the entry. As the rib spalls and dilates, the mesh catches the material and expands, pressing against the standing support. Mining proceeds, and vertical roof loads increase the normal force on the Can supports, causing friction at the top and bottom of the support to go up, thereby improving lateral resistance to rib swelling.At one mine in the western United States, this method has proved excellent at preventing the buildup of rib spall. It substantially reduces the number of bolts used for screen installation, improves installation efficiency, reduces manual labor and provides more rib coverage than many screening methods. Because standing support is typically part of the roof-control plan in longwall tailgates, no additional standing-support costs are incurred. IntroductionRib safety in underground coal mines is an oft-studied topic because ribs are high-hazard areas. An overview of early rib safety research can be found in Jones and Mohammed (2014). There is a significant difference between rib support and rib control. Support improves safety through the installation of strengthening elements, such as bolts and dowels, designed to reduce rib spalling. Although spall reduction is preferred, controlling how the rib fails is enough to ensure safety in some situations. Rib control uses external elements to provide confinement, thereby holding sloughed material in place, or to prevent falling rib material from striking mine personnel. This paper presents a study of a control method used on the pillar side of a longwall coal mine tailgate in the western United States."

"The city of Naples has one of the most ancient traditions of tunneling in the world, since Roman age until today. This was due to the softness of volcanic rock covering most of the city surface, this determined in centuries the excavation of many connected cavities, today still accessible. The building of metro lines promoted industrial tunneling construction: TBM, Raise Boring Machine, Vertical Shaft Machine and freezing technologies played a decisive role facing water pressure near the sea. MNspa is an advanced constructor with two lines built in parallel, mainly underwater. The planning of this infrastructure has been upgraded with the projects of international architects from all Europe, with installation of art masterpieces in station spaces while archeological excavations revealed artifacts since Paleolithic. The city expects to give a new image of the urban landscapes within the completion of all stations and consequent rehabilitation of interiors and external city spaces. A case study of Municipio square station, is chosen to explain the relevance of archaeological research in improving and developing the projects of Line 1 stations. In these pages, it will be explained how the engineering process required to deal with Art, Architecture and Archaeology to finally realize an extended urban renovation of Naples. 1 CITYSCAPE 1.1 Introducing the geological history of Naples In the evolution of the city, capital of the Magna Graecia and of consequent kingdoms, a new layer of buildings was added over the foundations of demolished walls of the precedent domination period: from the top of the Bourbons layer (the most common scenery of the city since 1734) to the Aragonese layer found just underneath it; then below stands the Angiovin city, which in turn is built above the Swabian traces; underneath the ancient traces of the Byzantine age are found just above the extended Latin age layer. The most ancient settlement, known as Parthenope, dates back to 1500 b.C. It sits below the Greeks remains of the city of Palepolis, which had been rebuilt under the name of Neapolis by Romans."

"INTRODUCTION For a long time now automation has been state of the art in production engineering and chemical engineering. The advantages of automation are, for instance, higher reliabilities of production processes, higher product qualities as well as capacities and improved safety conditions for the personnel. In contrast, many operations in mining are still conducted manually by machine operators instead of autonomous control units. One example for this is the excavation of underground hard coal which is still executed with aid of human perception. The Institute for Mining and Metallurgical Machinery (IMR) has been working on possibilities for sensor-based automation of mining machinery for many years now. Thereto the focus is set on the implementation of common material analysis techniques into ruggedized conditions as a basis for automation. Laser-induced breakdown spectroscopy (LIBS) for instance is an atom emission technique which enables the determination of the elemental composition of a sample. After introducing LIBS this paper will give an overview on dust formation during the cutting process. With the illustration of a few examples the challenges in determining dust concentrations specifically such of cutting processes are explained in further detail. The final chapter will outlay the possibilities and challenges in utilizing cutting-induced dust for the automation of shearer loaders. LASER-INDUCED BREAKDOWN SPECTROSCOPY LIBS Fundamentals LIBS (laser-induced breakdown spectroscopy) is a contact-free method for analyzing materials in any state of aggregate. It pertains the atom emission techniques and is based on the generation of plasma, inducing avalanche ionization on the surface of a solid material or any spot in a gas or aqueous solution. With sufficient background information on the expected elements and an additional calibration, this method can determine all present elements not only qualitatively but also quantitatively. However, this method cannot be utilized for determining the molecular composition of materials – if this feature is required a complementary method such as Raman analysis needs to be added. (1, 2)"

"The picture of the baby surrounded by the number of (usually) pounds of a variety of mineral products a newborn will use in a lifetime has been widely distributed over the years, both on the web and as business cards that could be distributed to anyone. Figure 1 shows a typical example. I have included a slide of the mineral baby in various lectures over the years, particularly in my lecture “Industrial minerals: much used, little recognized.” The mineral baby with associated estimated lifetime mineral quantities is updated every year. I collected a set of past mineral baby pictures to examine the changes in the quantities of the various mineral products over the years.The mineral baby was introduced by the Minerals Information Institute (MII) in 1999 and became known as the “MII Baby.” SME took over MII in 2008 and continued publication as the “MII Baby” until the merger of MII with SME’s GEM program in 2011 to form SME’s Minerals Education Coalition (MEC). MEC is now the publisher. Figure 2 is the 2016 version of the mineral baby. The repositioning of the picture of the baby from lying on its back to crawling reflects a major design change to help emphasize that SME’s MEC is now the mineral baby’s publisher.Data sourcesThe data used to prepare each year’s mineral baby comes from the National Mining Association, which collects the preliminary annual mineral commodity data from the U.S. Geological Survey (USGS) and other sources. This preliminary data becomes available late in the first half of each year. The life expectancy data for each year comes from the Center for Disease Control’s “Data and Statistics by Topic” and the population data comes from the U.S. Census Bureau’s “Quick Facts” tab.The source mineral data is compiled using metric tonnes as the basic unit. The quantity of of each mineral is the apparent U.S. consumption each year."

As the search for minerals leads to deeper mines the need to control water inflow into mine shafts and mine workings will grow. As shal¬lower more readily available minerals are exploited, ore bodies which were previously uneconomic be cause of their depth will now become attractive targets. In known mining districts new ore bodies are being discovered down dip of existing ones. In the west many metal deposits are being developed in rocks of the mountain front pediments, frequently covered by several hundred feet of saturated alluvium. Greater depth often means that workings are developed well below existing water tables, creating high hydrostatic heads adjacent to mine workings. The purpose of this paper is to review some of the methods available for determining if water control will be necessary and to present some of the techniques for locating water bearing zones and the amount of water to be expected. The paper will concentrate on problems associated with water control in mine shaft development, although many of the exploratory techniques are similar to those needed for assessing overall mine water inflow problems. A brief case history on water control problems in mine shafts in the Grants mineral belt of northwestern New Mexico is presented. Water control during shaft sinking presents some unique features. First, the problem is a relatively short term one, since water control is often necessary only while the shaft is being sunk. Control measures may be necessary only while the shaft is open into the water bearing zone and the lining installed and cemented. Secondly, limited working space within the shaft area presents difficulties in handling large amounts of water inflow. The presence of water in the shaft working area increases sinking time and the potential hazard to miners. Finally, there is the economics of shaft sinking. While the shaft is being sunk no ore is being produced and there is every incentive to minimize costs.

Laboratory experiment as a basis of commercial plant design has been the subject of much analysis and thought and on which a large number of articles and papers have been published. We would be forced to choose between an unduly brief exposition if we wanted to cover it completely, or no exposition at all. We must therefore concentrate upon the essentials without ignoring at the same time too many of the qualifying factors which, by the choice of what we want to examine, may become side issues. In doing so, we do not imply that these side issues are therefore any the less important. In every case, what is said here applies with almost equal force to the pilot plant which may be necessary as it does to the commercial plant. In discussing a recent paper by Derek C. Shelton on the Santa. Barbara Mill in Chihuahua at a meeting of the Inst. of Mining & Metallurgy (London), D. J. Ottley said on the matter of relating laboratory results and small scale tests to full scale plant results that he would like' to draw the attention of members to the great difficulty of scaling up mineral dressing plants and processes. He felt that this was an important yet neglected subject which merited considerable fundamental scientific attention from mineral dressers and plant design engineers in particular. How much of this fundamental scientific attention has, as a matter of fact, been accorded to the subject, mainly by our sister profession, Chemical Engineering. The close similarity to chemical engineering problems that we meet, particularly in hydrometallurgical operations, suggests that Chemical Engineering publications offer a rich source of information and discussions of methods useful to us. We have only to think of pressure leaching, ion exchange, liquid-liquid extraction, precipitation and so on, all problems in chemical engineering unit processes or of the new Freeport Sulphur Nickel plant in Cuba or the Sherritt Gordon plant and many others.

The limited effectiveness of the original hot water process for recovery of bitumen from certain Utah tar sands containing bitumen of higher viscosity (e.g. Sunnyside, Tar Sand Triangle)1,2 indicated that bitumen viscosity strongly' influences the separation efficiency. In this regard, there should exist a critical value of bitumen viscosity above which the effectiveness of the hot water process decreases significantly. Apparently certain tar sands contain bitumen of such high viscosity that even a digestion temperature of nearly 100°C is insufficient to lower the viscosity below the critical value. In addition it seems that differences in physico-chemical forces which act between sand and bitumen are negligible in comparison to the difference in visco-mechanical forces. Predominantly mechanical forces hold viscous bitumen on the rough surface and in the pores of sand particles, resulting in strong adhesion. This phenomenon is a critical feature in the phase disengagment of oil-wetted domestic tar sands with viscosity control by temperature. Besides increasing the temperature for viscosity control the effectiveness of the original hot water process could be enhanced by control of bitumen viscosity with diluent additions. Strictly speaking this appraoch is the only possibility for heavy bitumen for which the high temperature of digestion does not lower the viscosity sufficiently. As a result of viscosity control by diluent addition the digestion temperature can be lowered which is important from an industrial standpoint. Another important consideration is that effective phase disengagement occurs only when the entire bitumen phase has the same viscosity. This means that some time (penetration time) is necessary for complete and uniform dilution of the bitumen. If the viscosity of bitumen, which is a function of temperature, diluent addition and penetration time, controls the separation efficiency, hot water processing of many different kinds of tar sands should be possible, assuming that the sand phase consists primarily of quartz-type minerals.

The Wharton No. 2 Mine of Eastern Gas and Fuel Associates is located about 60 miles south of Charleston, West Virginia in Boone County. Daily production is 6,000 T.P.D. on a two-shift basis. The Hernshaw Seam is mined by conventional equipment with one continuous miner in areas where conditions are suitable. The plant is on Cow Creek .Branch of Pond Fork, which in turn flows into the Little Coal River at Madison, West Virginia. When the mine was opened in 1948, plans were developed to build a dual Baum jig plant complete with mechanical and thermal drying, and because full production would not be reached for several years, it was decided to install only one Baum jig setup although the complete structure was erected. This phase of the plant was placed into operation early in 1949, The rated capacity was about 300 T.P.H. of 5" x 0 raw feed to the jig. Being a drift mine, the 10-ton mine cars are dumped at the Headhouse, crushed to 8" in a double roll crusher, conveyed 780 feet downhill to the picking .house where the +5" slate is removed by pickers. All coal is crushed to 5" and 5" x 0 is conveyed 150 feet to the cleaning plant. Further describing the plant growth, the second jig setup was installed in 1954 to clean the increased production. During this operating period, exhaustive tests had ,been run on the plant bleed which was an overflow from the large sludge tank located inside the plant, When the second jig addition was undertaken, 5-14' diameter and 12-8" diameter cyclones with a 9-disc filter were installed for the solids recovery and water clarification system, However, the circuit was not closed and a bleed of part of the overflows from the 8" diameter cyclones was still necessary, To comply with the State Water Commission regulations on stream pollution abatement, four pumps in series were installed to discharge the waste water behind the refuse pile.

In-pit identification of neutral waste rock at the Zortman and Landusky minesites in Montana, by visual and chemical analy­ses, will assist in proper segregation and placement of rock so that soil and water resources can be protected. The use of too few or very general segregation criteria to identify neutral waste rock can result in ineffective waste rock segregation. Conversely, the use of overly restrictive criteria can result in the unnecessary loss of valuable reclamation material that would otherwise have to be mined elsewhere and hauled to the site. Recognition of nonre­active materials can be accomplished on a site specific basis with the use of visual observation and simple chemical analyses. The choice of chemical parameters used to analyze rock samples is constrained by the length of time needed to conduct the test. These analyses must require no more than 24 hours to complete so mining can proceed without delay. Limits set for the chosen parameters must be reasonable and defensible. To achieve these objectives over one thousand samples were collected at the Zortman and Landusky minesites and clas­sified by rock type, total sulfur content, paste pH, and net neu­tralizing potential (NNP). In addition, over 22 humidity cell kinetic tests were conducted to help corroborate static results for waste rock. Another 8 humidity cells were configured in series to test waste rock blending and waste rock/limestone capping alternatives as mitigation for acid rock drainage. Leachates were analyzed for pH, conductivity, alkalinity, acidity, sulfate, Al, Cd, Cu, Fe, Mn, Zn, Mg, and Cr in some cases. Petrographic analysis, as well as total sulfur content, paste pH, and static and kinetic test results identified three geochem­ically different waste rock groups: 1) Archean amphibolite gneiss and Paleozoic carbonates and shales, 2) Tertiary syenite porphyry, and 3) other less abundant Tertiary igneous and Archean metamorphic rocks.

Discussion by Dan Plazak The authors are to be congratulated for presenting a simple and practical tool for quick estimates of ground water flow rates. At the risk of detracting from the simplicity of the method, I would like to suggest a slight refinement to the equation as presented. As the authors noted, the Jacob-Lohman equation (1952) assumes confined-aquifer conditions. To use confined-aquifer equations in water-table aquifers, Jacob (1963) presented a correction to convert water-table aquifer drawdowns [Ahw] to equivalent confined aquifer drawdowns [Ah,: 2] [Ah Ah = Ah - w(1) Cw 2H where: Ah, = Drawdown in confined aquifer: Ahw = Drawdown in water-table aquifer and H = Original saturated thickness of aquifer] Substituting the above in equation ( I) of Hanna. Azrag and Atkinson [4nT Ah - 2H ) Qj2.25 T t(2) 1 nr2 S W] Since the above expression predicts lower pump rates, it causes the Jacob-Lohman equation to agree more closely with appropriate analytical and numerical models. Figure 1, adapted from Fig. 5 of Hanna. Azrag and Atkinson, illustrates the closer agreement of the modified equation to their numerical model, as reflected in Qm/QJL ratios closer to unity. The agreement improves particularly as drawdown [Ah] becomes large in relation to aquifer thickness H. An additional advantage of the modified equation is that Hanna, Azrag and Atkinson's correction factor C is much more stable as pit depth increases. During the late 1960s the mining industry became interested in USBM's efforts to develop the gold-silver heap leaching process. In the last 10 years, successful commercial heap leaching applications increased. The process provides a relatively low-capital means of processing treatable ores with reasonable operating costs. Present gold and silver prices compared to capital and operating costs favor the continued growth of the heap leaching method. The heap leaching process is defined as the percolation leaching of relatively coarse gold-silver ore piled on an impervious surface. To date, dilute alkaline cyanide solution is the lixiviant of choice. Other leaching reagents such as thiourea and hypo have been suggested, although they are not currently used in heap leaching practice. Ores may he run-of-mine in size or crushed as fine as about 10 mm. Gold and silver-bearing so¬lutions draining from the heaps may be processed in activated carbon columns to recover the metals, followed by stripping and metal recovery, or treated by the Merrill-Crowe zinc dust precipitation method. All solutions are generally recycled to the leaching step, and the heap leaching system is relatively easy to control from an environmental viewpoint. One advantage of the heap leaching process is its flexibility. Plants may be very simple, comprising leaching of uncrushed ore on a locally-obtained clay-lined pad and shipment of gold and silver recovered in the form of loaded carbon or zinc precipitates; such a plant would have a relatively low capital investment. More elaborate plants for larger ore bodies may be planned to include crushing, cyclic pad use, and done gold-silver recovery. General planning is similar in each case. This article outlines some key factors in designing heap leaching operations and discusses how these factors are applied to develop a working operation. Since individual design requirements and local costs vary so much, only a few general comments on costs are included.

The coal mines monitoring should be based on the usage of simple and evident models, letting in the total unity to reflect a structure of organization of mine, system ability of its construction and specific character of its functioning. Such models are offered to create on the basis of extracted hierarchies of objects of mine. All objects of mine are broken on levels of technological hierarchy. For objects of each level of hierarchy there are made balanced models of entering and leaving material flows. Then these balanced models are coordinated among themselves by the help of the inter hierarchical relations. So the structured-qualitative characteristic of the object of monitoring, reflecting in a kind of the table structure of formation of material flows on mine, their intensity and measure of transformation is formed under transition from one level of hierarchy of mine to another. An example of real us- age of hierarchical balanced models on mine is given. The mathematical models of coal mine monitoring should reflect objective laws of their structural organization and functioning. Therefore under the constructing of mathematical models it is important such a way to reflect a structure of the mine organization, that in totality the models has been reproduction of system ability of its construction. The knowledge of the separate parties of functioning of mine, reflected in particular mathematical models, should "to be packed" in combined unity. Or else, they should be connected in system, convenient for recognition by the person. Considering the mine, the expert allocates multi-dimensionality of the objects of making its elements. He always has the knowledge of laws of development of mining work that is connected with pithy stratification of researched object. In dependence of sparial-temporary level of abstracting there are allocated the horizon, wing of a mine field, layer, panel, extracting face, longwall in coal mine. The human thinking on each of these levels operates with a set of concepts peculiar to him, characteristics, definitions.

The trends in dust exposure levels and longwall production over the last 20 years were examined. The study was conducted for nine major underground coal mining states: Alabama, Colorado, Illinois, Kentucky, Ohio. Pennsylvania, Utah, Virginia and West Virginia. The dust exposure and shift production data were obtained from the Mine Safety and Health Administration (MSHA). Trends were identified and analyzed for the headgate, tailgate, jack setter and shearer operator positions. The relationships between average scam height and dust exposure levels as well as the percentage of dust samples exceeding the dust standard for the four occupations were examined. The concentration to production ratio, a better indicator of the success of dust control measures, was calculated for the 20-Year period. The data show that, in general, dust exposures over the last two decades hare decreased. However, it appears that much of the decrease was in states that had significantly high dust exposure levels (such as Alabama and Utah), while for states such as Virginia, West Virginia and Pennsylvania, the decrease was not as dramatic. Major reductions were made in the period starting in 1982, when a host of longwall dust control techniques was introduced. However, nearly 35% of jack setter and shearer operator dust exposures were still above 2 mg/m3 in 1990, with nearly 20% of tailgate operator exposures and 8% of headgate operator exposures being above the federal standard. The concentration/production ratio has shown a remarkable decrease since 1981. This indicates that long wall operators have been able to meet increased production as well as, to a large extent, control chest production at the face. An analysis of the relationship between average seam height and dust concentration for the years 1984 and 1990 shows that while in 1984, the dust concentration could be correlated to seam height, in 1990 the relationship was less definitive. This indicates that technological factors may be more important than seam height.

In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified. The functions that have been maintained and transferred to other agencies are: ? Portions of USBM's Mineral Information and Analysis program formerly conducted in Washington, DC and Denver, CO were assigned to the US Geological Survey (USGS). ? The Mineral Land Assessment program in Alaska (Anchorage and Juneau) was transferred to the US Bureau of Land Management (BLM). ? The Health and Safety Research program in Pittsburgh, PA and Spokane, WA was reassigned on an interim basis to the US Department of Energy (DOE). In fiscal year 1997, it was permanently assigned to the National Institute for Occupational Safety and Health (NIOSH). NIOSH is part of the Centers for Disease Control and Prevention within the US Department of Health and Human Services. ? Environmental Research at Pittsburgh, PA was assigned to DOE. ? Materials Research at Albany, OR was assigned to DOE. ? The helium program was assigned to BLM, where it will be managed pending privatization. ? Coal and noncoal mine maps were transferred to the Office of Surface Mining Reclamation and Enforcement (OSMRE). The following locations were closed: ? Research centers in Denver, CO; Minneapolis, MN; Reno, NV; Rolla, MO; Salt Lake City, UT and Tuscaloosa, AL. ? Field operations centers in Denver, CO and Spokane, WA. ? Washington, DC headquarters office. To provide a concise picture of all of the affected functions, the following is a synopsis of the USBM program functions and facilities immediately before the closure. INTRODUCTION Mobile excavating and handling equipment are important 'tools of trade' in the mining and construction industries. The handling of this equipment must be mastered so that its limitations are learned and its harmonic use with other pieces of equipment is practiced. he sudden growth in mobile excavating and handling equipment type, size, complexity, and application started after the Second World War. This growth has not been accompanied by pertinent human factors research. Investigations into the proper and safe handling of such equipment with due regard for human and machine limitations are lacking. One such piece of equipment is the front-end loader (FEL), which during one cycle of operation excavates, loads, and hauls, (Lotfi and Adler, 1981). The diversity of action by FEL is archetypical among excavating and handling equipment. Front-end loaders are the most rapidly proliferating type of equipment in the industry. Also, front-end loaders are involved in the highest number of accidents involving mobile excavating and handling equipment. In the period 1970 to 1978, FEL's were involved in 27% of all mobile equipment accidents in surface mining (Adkins, 1980). Improving operational safety and efficiency will reduce the frequency of accidents. The performance of the operators can be evaluated and improved by the following steps: first, define the operating conditions and the operator workload intensity (Adler and Lotfi, 1983), second, monitor the operator to evaluate his task performance, and third, make recommendations based on the findings. The stressful nature of the equipment operating task is an acknowledged fact (Field, 1980). However, a systematic measurement of stress evaluation is lacking. In this paper, methods for measuring mental stress and fatigue, are defined, the mental load which caused the stress is outlined, and stress measurement methods are proposed. In a continuing effort to upgrade tunnel design and construction practice, the New York City Transit Authority sponsored a geotechnical monitoring program on a recently completed section of the E. 63rd Street line in mid-town Manhattan. The purpose of the program was to document rock behavior as well as temporary and final rock support systems to provide a possible basis for either confirmation or modificification to design methods and construction specifications. This paper describes those portions of the study associated with rock behavior and temporary support systems. The entire study included monitoring of rock movements above the tunnel as well as adjacent to a 36.6m (120 ft) shaft, monitoring of stresses in steel ribs, monitoring of loads in rock bolts in two test sections and monitoring of stresses in the final concrete lining. PROJECT DESCRIPTION Route 131-A, Section 4 is located in mid-town Manhattan extending from under the Central-Park Zoo on Fifth Avenue eastward under 63rd Street to the end of contract between Madison and Park Avenue. Figure 1 is a Project Locus Map. The contract included approximately 355m (1165 l.f.) of 4 track tunnel(13.4m (44 ft) wide by 13.7m (45 ft) high excavated dimensions) plus a 22.9m (75 ft) by 19.8m (65 ft) by 36.6m (120 ft) deep ventilation shaft. The entire tunnel and most of the excavation shaft was excavated in metamorphic rock, known locally as the Manhattan Schist. The depth to tunnel invert varied from approximately 27.4m (90 ft) at the west end of the contract to 35.Om (115 ft) at the east end. Rock cover above the excavated crown varied from approximately 6.7m (22 ft) at the approximate mid-point of the contract to 18.9m (62 ft) at the western end.
