Precious metal producing mining companies in the United States, Canada, and South Africa were surveyed on carbon usage practices in the recovery of silver and gold. Responding companies represented CIP/CIL dperations, heap leach operations and combined mill/leach operations. Operational practices and carbon consumption rate measurements are presented, correlating consumption rates with process attributes. Significant economic benefits can result when rock mechanics is applied within a practical framework and integrated within the other engineering functions of the mine organization. This requires management support and understanding of rock mechanics as a practical tool to help attain high standards of safety, productivity and resource recovery. For such an approach, a long-term geotechnical program is needed in most operations to build an adequate data base and to ensure that design and ground control issues are handled in a cost-effective manner. This paper presents a summary of four case studies where significant economic benefits were realized with the help of rock mechanics. Although cost savings were not computed, the economic benefits are obvious and clearly impacted the mine operations favorably.

The paper considers the selection of control instrumentation for a modern flotation plant, as well as the best interpretation and most effective use of the process data obtained. Process control computer availability is considered from the outset. A general philosophy of control is proposed which leads toward a system that is its own reliability monitor. The bulk of the problems are in grinding and classification. Alternative control methods are described that use particle size measuring devices. Flotation controls, based to a large extent upon on-stream X-ray analysis, are reviewed in detail. Reagent control methods are also examined. Methods to analyze the data obtained from the various measurement devices are introduced. These methods would enable an estimate of the validity of the data and require some redundant information. Another objective of these methods is the protection of operating equipment from possible control malfunctions. Although the discussion generally considers some degree of computer usage, this paper attempts to describe instrumentation and data analysis methods that enable control with or without the process control computer.

Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. "With regard to the EU funded project ‘Real-Time Mining’ a sensor-based acquisition, collection and transmission of data for the resource extraction process will be developed. The key concept promotes the change in paradigm from a discontinuous to a continuous process monitoring. Especially concerning material characterization, machine performance and underground positioning ‘Real-Time Mining’ will provide sensor solutions as well as the interfaces for integration, management and visualization of the collected data for a permanent updating process of the resource model with the aim of near real-time optimization of decisions. On the basis of ‘Real-Time Mining’-Output a permanent monitoring of costs can be performed as well in both, the installation and the production process of a mine. Due to the collected data in terms of machine performance connected with the underground positioning information added with personnel tracking and mine surveys a comprehensive overview of process performance is available. By evaluating those information in a specific manner costs per unit will arise for monitoring and possibly controlling actions. INTRODUCTION By having a look into the future of mineral extraction projects, a new challenge for the Ore Mining Industry will arise in the short and medium term. Due to the depletion of currently mined mineral reserves in addition to the persistently high demand of mineral raw materials, the extraction of complex reserves will be necessary. By characterizing such deposits as not constantly graded and geometrically varying, the extraction process, especially concerning the requirement of a minimized zero-value material handling, will become economically ineffective by utilizing the traditional mineral resource management methods. Regarding the state-of-the-art mineral resource management process along the mining value chain, an intermitted, discontinuous sequence of actions is applied (Figure 1). Recently data will be collected from drill hole cores. These rock samples are analyzed in a laboratory. Based on those analyses a resource model is created whereby unknown data between drill holes is interpolated. This resource model is the basis for all mine planning actions including the selection of the mining method, extraction sequencing and the prediction of the expected performance. With the start of the production, real conditions (concentrations of elements, hardness, stability, etc.) can be observed and measured. As the production process is running accordingly to the above described mine plan, the verification of the initial assumptions happens at the earliest after processing of the extracted material. Even if deviations between the predicted and the actual performance are now recognized, the execution of corrective actions is not possible anymore."

The Federal Surface Mining Law enacted in 1978 is now being translated into regulations which must be followed in future coal mining. Substantial change to mining procedures is required to maintain stricter air and water control while mining and to return the mined out land to equal or better use than before. These changes do not come easy; and in most cases, they create a substantial additional cost. Based on field observations and mining studies, Caterpillar has been making suggestions on the use of their types of equipment to conform to the new standards at the least cost. This paper will be a brief review of some of the overburden stripping and reclamation methods suggested by Caterpillar. A production and cost comparison of dragline, scraper/dozer and truck, loader systems in 20 to 150 ft. Overburden conditions illustrates potential cost savings using mobile equipment.

The environmental liabilities of coal waste disposal sites can have a major impact on a mining project's economic viability. Developing a waste disposal site is no longer simply an exercise in completing paperwork to obtain a permit, with the proliferation of environmental regulations in recent years, managing disposal sites now requires design creativity, short term and long term planning and detailed monitoring to maximize the benefits to the mining company. Operating costs and future capital costs for expansion of existing sites, new site development and regulatory compliance should be reviewed periodically and considered in the overall management plan. This paper discusses various management methods that are being employed in the industry to improve waste disposal operations both environmentally and profitably.

In one form or another, almost all the known elements have been experimented with and tested for various electrical applications. The two major areas for which minerals are used in electronics are as conductors and semiconductors. Conductors provide the means to transport and distribute electricity, while the main application of semiconductors has been to manipulate electricity. Silicon is the most widely recognized semiconductor material, but gallium, indium, and germanium are rated as the most important metals to the semiconductor industry for future and near future technologies.

"The cPlant is a modular flotation plant which has been designed to minimize capital expenditure and risk. The plant is based on a number of standard modules, for both flotation and ancillary equipment, which can be configured to give the required flowsheet for the ore being treated. All of these modules can be rapidly deployed and erected onsite, minimizing not only engineering time and site preparation but reducing the time taken to get the plant up and generating revenue. Given the paradigm shift in flotation circuit design that has been employed in the cPlant it may allow smaller, previously uneconomic deposits to be exploited and create a more cost efficient upgrade route for existing plants. This paper introduces the cPlant and presents a case study comparing EPC cost and development timing of a cPlant against a traditional flotation circuit design. INTRODUCTION In the development of any mining project the cost associated with process plant engineering, equipment procurement and installation can affect the financial viability of a project. This is of special significance for smaller scale mining projects which perhaps don’t have the mine-life or revenue generation to justify the payback on a modern processing facility. Listening to customer feedback and understanding the challenges that small to mid-sized projects can face lead Outotec to the development of the cPlant. Modularization of mineral processing plants isn’t a new idea with a number of examples being reported in literature for gravity gold (Cabot, Trudel and Cabot, 2001; Gray et al., 2006), dense medium separation (September and Abate, 2006) and even hydrometallurgy (Saario et al., 2013). All these plants have been developed to try to improve on the traditional economics associated with fixed processing plants. Using standardized modules to construct a plant reduces engineering time and design costs which can both be beneficial to the outcome of a project. In addition the modular nature of the plant lends itself to transport to remote sites and rapid installation with only minimal site preparation required. A plant of modular design also has several other advantages over its conventional cousins. Firstly it is relatively easy to expand by duplicating existing modules. Secondly the modules can be treated as building blocks for the process and rearranged if a change in conditions requires flowsheet adjustment. Thirdly, there is potential to disassemble and remove the modular units at the end of the mine life. The ability to easily disassemble, re-pack and transport the plant to a new location not only is important to the long term environmental footprint of an operation but can also be seen as a bonus to an operator that has a number of small ore deposits. If applied in this way modular plants have the potential to create a whole new operating model for previously unviable ore deposits."

Less than 100 years ago the first major federal regulatory agency, the Interstate Commerce Commission was established (in 1887), and since that time literally hundreds of other federal agencies have been created. The regulations set by these agencies tremendously affect the individual citizens of this country as well as U.S. institutions. A few examples of the myriad agencies established include the Food and Drug Administration. (1907), the Bureau of Mines (1910), the Federal Reserve System (1913), the Federal Trade Commission (1914), the Tennessee Valley Authority (1933), the Securities and Exchange Commission (1934), the National Labor Relations Board (1935), the Small Business Administration (1953), the Federal Maritime Commission (1961), the Equal Employment Opportunity Commission (1965), the Farm Credit Administration (1971), etc., etc. Eight years ago, on December 2, 1970, still another federal agency was established by the reorganization plan of President Nixon -- the Environmental Protection Agency (EPA). The Administrator of EPA was given authority to regulate certain activities affecting the environ-ment, which were formerly within the jurisdiction of the Department of Interior, the Department of Health, Education and Welfare, the Federal Radiation Council, the Atomic Energy Commission, the Department of Agriculture, etc. Within weeks after the formation of this Agency, Congress began to enact legislation which would be administered by EPA. Over the last eight years a considerable number of such laws have been passed, a few of which include: the Clean Air Act (1970), the Noise Control Act (1972), the Federal Water Pollution Control Act (1972), the Marine Protection, Research, and Sanctuaries Act (1972), the Federal Insecticide, Fungicide and Rodenticide Act (1973), the Safe Drinking Water Act (1974), the Toxic Substances Control Act (1976), the Resource Conservation and Recovery Act (1976), the Clean Air Act Amendments of 1977, etc. It may be helpful to review, in a summary fashion, the major provisions in some of these statutes, and accompanying regulations, as they relate to water quality control in the mining industry. The Safe Drinking Water Act and the Federal Water Pollution Control Act contain provisions to be examined, as well as the Resource Conservation and Recovery Act and the Toxic Substances Control Act. One other law, the Surface Mining Control and Reclamation Act (1977), is not administered by EPA although it does contain many provisions related to environmental control, and it will also be dis-cussed because of its importance to the mining community.

Deposits of ferromanganese crust containing cobalt and nickel occur on the seafloor in the Pacific Ocean near the Hawaiian Islands and Johnston Atoll. This paper describes developmental flotation metallurgy to separate crust from its associated substrate gangue. Important variables in ferromanganese crust flotation include reagent type, aeration rate, conditioning time and agitation intensity, pH, temperature, water type, and feed size distribution. Flotation in seawater of minus 600 ~m (-28 mesh) material assaying 6.2% Mn, 0.2% Co, and 0.13% Ni with diesel fuel-crude tall oil-sulfonate collectors produces concentrates assaying 15% Mn, 0.6% Co, and 0.3% Ni with recoveries of 89-95% while removing 62% of the feed weight.

Occupational noise-induced hearing loss (NIHL) has been recognized by the National Occupational Research Agenda (NORA) as the most common job-related disease in the United States. Roughly 30 million workers are exposed to excessive noise levels or toxins that are potentially hazardous to their hearing. The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR)is investigating noise controls to reduce operator overexposures caused by haul trucks used in underground metal/non-metal mines. To identify the most significant contributors to the overall sound level, Source Path Contribution (SPC) analysis was conducted. Noise dosimetry and time-motion analysis were also conducted to quantify operator noise exposure. SPC analysis determined that, under high idle conditions, a source near a hydraulic pump mounted to the rear of the engine and the engine cooling fan were the major noise sources. The time-motion/dosimetry analysis showed that the operators accumulated more than 90% of their noise exposures while they were hauling ore to the dump site and traveling back to the load site unloaded.

A systematic, comprehensive, balanced approach is presented for underground coal mine design, capable of being standardized and generalized. This approach epitomizes professionalism and must preceed the physical product. Design involves a varied senior staff and requires extensive selective input data. Engineering follows a total systems approach, operating in and for a constricting geologic setting, heavily constrained for safety, health, and environmental protection. It must also anticipate execution and operation. Engineering prominence and momentum are maintained, with sub-optimizations balanced by judgments--the "art and science" of engineering. The flow-chart starts with organized input data: Company Capabilities, Property Description, Geologic Analysis and Reserve Analysis. Engineering combines Ground Control with Excavating and Bulk Handling to map feasible Mining Methods, the crucial Milestone Diagram. Layout and Sequencing follow, with numerous alternatives examined. Scheduling is performed on the best designs, using predicted advance (performance) rates. Active and mined-out areas are isolated into time-related parcels, or increments, for the mine life. Bulk Handling, Life Support (especially ventilation and drainage), and Normal Support systems occupy each parcel. Regulations are then checked. Management concerns are covered, and an Economic Analysis is performed for profitability. This and the design represent an Initial Tentative Solution. Continued iterations produce multiple and improved choices.

Before undertaking to present to you a current analysis of copper, I would like to preface my remarks with a few observations that in themselves have a bearing upon commodity reviews in general. Having sat through a large number of such reviews since first joining the A. I. M. E. nearly forty years ago, I have no illusions about the hazards of the undertaking. If a speaker presents a statistical summary of commodity economics for the last year, most of his audience, having already read at least four commodity summaries on the identical subject, either get up and walk out or fall asleep. Should the latter happen, and were the listener to tumble from his chair and break his neck, obviously the speaker is liable. The subject matter seldom lends itself to histrionics on the part of the speaker so dangers of heart attack in the audience are not too great. Therefore the speaker, in order to retain listener interest, resorts to prophecy. Such venture was undertaken long ago by weather soothsayers, the "harouspex" of Ancient Rome, who generally cut up a sacrificial sheep and after staring at the entrails made their predictions which I understand had a batting average somewhat better than those undertaken on Wall Street based upon Dow Jones averages. Not being a licensed harouspex I cannot undertake predictions. I shall, however, fall back upon the experts.

Researchers from the Office of Mine Safety and Health Research (OMSHR) of the National Institute for Occupational Safety and Health (NIOSH) completed field trials during coal mine rescue contests using simulated gas detectors in place of placards. The gas monitor simulator (GMS) devices replaced static, paper placards to deliver gas concentration data. Eleven teams were observed during the field contest, which was approved by the Mine Safety and Health Administration (MSHA). GMS devices were given to three team members, the captain, and both gasmen. Observation of teams revealed that team members changed behavior by acknowledging and sharing information more often while using the GMS. As a result of this research, it has been demonstrated that under the existing contest format, the newly developed GMS device may be used with no adverse impact on team contest performance. Furthermore, when GMS technology advantages are used, contest realism is improved. In the future, competency assessment may be incorporated.

In the 1940's a top blown water-cooled oxygen lance was developed to inject oxygen into liquid iron. This process, the LD or BOF process technique, today is used in 65% of the world's steel production, and represents the largest oxygen market for temperature enhancement in steel and non-ferrous smelting applications. There are three major approaches to the use of oxygen in metallurgical processes: (1) general enrichment of the air supplied to burners or tuyeres, (2) under-flame enrichment or injection, and (3) the use of an auxiliary oxy-fuel burner as a heat source. With each of these techniques there are technical and economic trade-offs.

The Government or Jamaica has just completed agreements with four of the five bauxite/alumina companies operating in Jamaica. These companies are Kaiser, Reynolds, Alcoa, and Alcan, and the Agreements came into effect on February 1, 1980. One of the results of these new Agreements is the Acquisition of all company-owned bauxite lands by the Government and the rationalization of bauxite reserves.

A macroscopic approach integrated with microscopic analyses for wettability characterization is presented. Wetting depends on 1) Contact between the dust and the fluid droplets, 2) Wettability of the particles by the wetting fluid, and 3) Wettability rate (due to low contact times). The goal of this paper is to show that the wetting rate is a significant factor in dust control. Samples from the roof, three different horizons of the coal seam and the floor were pulverized to less than 25 µm. Experiments were conducted with known wetting fluids to correlate surface tension and equilibrium wettability. Further analyses were performed in terms of surface charge (zeta potential), particle size, mineral composition, elemental composition, and quartz content. The surface tension reduction was also achieved by the use of chemicals and/or altering the temperature of the water. Two methods were used to evaluate wettability rates: a) near real-time comparison of wettability rates, and b) comprehensive evaluation of the intrinsic wettability rates. The data obtained provides meaningful insights towards the design of engineering controls for an economical solution to dust control in coal mines.

Porphyry copper deposits in the southwestern Pacific area represent relative newcomers to the growing number of occurrences of this mineral deposit type. In addition to firmly establishing the importance of this region and its potential influence within the framework of world copper resources, the deposits of this region are significant from a scientific point of view because of their close relationship to the phenomena of Island Arc evolution. Since the discovery of Panguna on Bougainville in 1964, the list of prospects, proven and unproven, and developments, has grown to more than twenty and the number continues to increase. At the time of this writing, the number of prospects is imperfectly known but the following localities and numbers are fair minimum approximations: Manus (Admiralty Islands) (3); New Britain (5); New Ireland (1); Guadalcanal (2); New Guinea Highlands (6); Misima (1); and Fiji (2); Proven prospects are present in the new Guinea Highlands (2); one deposit is being developed in Test Irian, and one orebody, on Bougainville, is in production. This summary paper concerns a discussion of some of the geological characteristics of producers, developments, and prospects on the Islands of Nets Guinea, New Britain, Bougainville, Guadalcanal, and Manus. I am not aware of publishable data for Misima or Fiji. As so many variables ultimately determine whether or not a porphyry copper occurrence becomes an orebody, not the least of which is geography, this summary treats the characteristics of these occurrences which alloy; their assignment to the porphyry copper category. For purposes of this discussion, I have considered those copper occurrences which are apparently genetically related to talc-alkaline intrusions and in which the content of copper has been upgraded 50 to 100 times the Clarke for that particular host rock. Some of these occurrences are shown on Figure 1.

The central Florida phosphate industry is not a recent development. The first phosphate mining occurred in approximately 1888 (1). Many of the original mining companies were "wildcat" operations operated with rapid phosphate extraction as the sole purpose and no long-term commitment to development. Many of the early pioneers were ill-equipped to mine phosphate at either a practical or economical level; as a result many of these early companies "folded" after only a brief period of operation. However, as these early companies went out of business, several large companies developed, expanded their mining territories bought up the folding companies and by 1903 (little more than 10 years after the first mines were started), approximately 37 of the original 60 mines were control- led by three major companies (1). In the early period, mining reclamation was nonexistent. The mined out areas were left to revegetate and reclaim "naturally" over the period of many years. Reclamation practices were only started relatively recently and the various reclamation techniques developed and used in the past have continued to be employed with varying degrees of success through the present time. The reclamation techniques used in the past and currently include land and lakes restoration, sand tailing reclamation, slime ponds reclamation and overburden fill.
