INTRODUCTION The literature on project management considerations and techniques for large rail rapid transit projects in mid-1979 was fairly large and getting larger. UMTA was establishing special organizational elements to deal with the subject as it related to those properties requesting capital assistance, and comprehensive project management plans were being requested from those properties as an early step to build confidence in UMTA that the particular project could be planned, designed, and executed efficiently and effectively, thereby using critically short capital assistance funds to best advantage. In the late 60's and early 70's, the choices of models for heavy rail construction would have been quite limited.., and perhaps much simpler than was the case in 1979. One of the writers was with an agency in 1979 in the process of finalizing its organization for project implementation after several years of study and had the opportunity to review the experiences of others at length, presumably to build on the success and to try to avoid the pitfalls and failures. The properties that were surveyed all reported more or less success stories. One could only conclude that there are many ways to organize for a major transit (construction) project and that there is a great variety of viable management structures, but it seemed that chances for success were best where the executing property had prepared a comprehensive project management plan, then resolved to follow it. Perhaps more important, a commitment or prior approval had been sought from UMTA as to the validity of the project management plan, and the property was allowed to proceed without detailed prior UMTA review or approval of all specific intermediate steps. Most important, however, an early overall UMTA funding commitment had been obtained that permitted some reasonable expectation of the rate of funding, perhaps by commitment

Pocahontas Land Corporation, a wholly-owned subsidiary of Norfolk and western Railway Company, owns a 100,000-acre block of coal lands in Martin, Johnson, Pike, Floyd and Lawrence Counties, Kentucky. These holdings were largely acquired in three major purchases between the years 1942 and 1959. The area is undeveloped and constitutes a part of the coal reserve for future mining. This block, which is principally in Martin County, lies in a triangle formed by the Levisa and Tug Forks of Big Sandy River on the sides with Dewey Dam at its base and the Town of Louisa at the apex. The topography'is typical of eastern Kentucky and consists of steep hills rising from 500 to 800 feet above creek level. There is little level ground in the area. As a matter of fact, some roads are on the creek bottoms with what little bottom land is available in the hollows being utilized for small-scale farming. The steep hills are marked by three separate massive sandstone formations which form cliffs ranging from 40 to 100 feet in height.

This formal literature review identifies strengths and shortcomings of current literature related to mine rescue, self-rescue, and self-escape technology. Key concepts and factors that influence the decision making behind mine rescue and self-escape were identified. Historically, underground mining has been one of the most dangerous occupations due to the harsh nature of working environments. During the latter half of the twentieth century, and into the twenty-first century, mining fatalities have declined, yet large-scale mine emergencies persist. The emergence of new technologies, in combination with evidencebased mine emergency research, is resulting in new training methods, monitoring systems, and self-escape approaches being tried in operating mines. This review identifies areas in which substantial research is being conducted, such as the use of virtual reality and game-based training and areas that warrant further development such as the measurement and information gathering capabilities of unmanned ground and aerial vehicles, as well as emergency management and incident command systems. This paper summarizes the current underground mine rescue and self-escape landscape in the USA, including the breadth and depth of mine rescue and self-escape training and practices as evident in the literature.

This paper describes how a knowledge of inherent rock characteristics can aid the mining engineer in his design of a mining method for a massive domelike structure. The paper shows how the pertinent rock characteristics were measured and analyzed and how the data obtained was used for design purposes. This analysis was conducted in 1964 in a producing salt dome, since that time, mine management has tried certain of the recommendations for mine design changes. The results of such changes are presented.

"INTRODUCTION Industries around the globe have been making significant advancements in recent years due to innovations in automation technology. With the implementation of modern automation technology, professionals in process automation or plant operations can expect significant and exciting change, and the mining and mineral processing industries are no exception. From 2000 to 2010, the International Council on Mining & Metals (ICMM) reported that an increased output and increased value of most metals has resulted in a rise in global metal and mineral process industries from $214 billion to $644 billion. [1] Since most productivity increases in mining and mineral process industries have been achieved through the ability to process lower grade ores with improved efficiency and larger equipment, these industries have begun to adopt advanced automation and control technologies. Despite a growth slow-down, the mining and mineral processing industries are poised for continued and sustainable growth and development due to an increasing demand for energy minerals and emerging technologies requiring minerals and metals previously not demand. However, as these industries becomes more automated, new challenges are arising on the horizon. DEMOGRAPHIC TIME BOMB John Payne from BP is credited with first using the term Demographic Time Bomb to describe the upcoming crisis in the process industry in finding experienced operations personnel. From a survey of 912 mining professionals, Stratum International found that a mere 0.4% of senior level candidates were between the ages of 25 and 34 and a similar proportion aged over 75 years. This indicates that there is both a deficiency of young skilled workers and a skilled workforce that is retiring earlier than the previous generation. Combined with data published by the US Department of Labor stating that the median age of the mining workforce is approaching 50 years old, this implies that these skilled mining and mineral process professionals are an aging population with irreplaceable knowledge and experience that are expected to retire in the next 5-10 years. While it is projected that the labor pool will be sufficient to fill open positions, the real question is if this young workforce will have necessary skill sets and experiences."

Dust surveys were conducted at six underground coal mines to determine if deep-cutting practices expose face workers to higher levels of respirable dust. The surveyed mines were able to successfully mine deep cuts without significantly increasing the dust exposures of face workers. For exhausting face ventilation, field data indicate that scrubber airflow is the most important factor for controlling dust. Data collected for this study indicate that 20-mesh screens should be cleaned for every 40 ft of advance because 22% of the deep cuts surveyed for this study experienced a 20% to 35% decrease in scrubber airflow over the course of the cut. For blowing face ventilation, field data and past research indicate that dust control is aided by maintaining a proper curtain-to-scrubber airflow ratio of 1.0 (measured before scrubber activation) as well as a curtain setback distance that allows the miner operator to stand at the mouth of the curtain for the entire cut. Dust levels on the bolting faces did not appear to be affected by the longer cycles associated with deep-cut mining when good ventilation practices were used.

The Vor-Siv Dewatering and Classifying Unit was developed by the Polish Coal Industry because of a need for a unit that would dewater and classify high volumes of solids in water slurry. To be practical, the unit needed to be relatively small in size, simple in design, involve low operating costs, and be able to give a dewatered product of less than 30% moisture. The answer to the above mentioned criteria was the Vortex Dewatering Sieve or, as we refer to it, the Vor-Siv. The original installation of the unit, as we know it today, began in 1963 when the Pols installed the unit in a full scale pilot application. By 1966, at least 30 of these units were installed throughout the Polish Coal Industry. This equipment was originally introduced in the United States in 1966 at the Fifth International Coal Preparation Meeting in Pittsburgh, Pennsylvania. The first installation in the United States was not achieved until 1970, when Mr. Fred Sachs of The Valley Camp Coal Company, Triadelphia, West Virginia, installed a Vor-Siv in a retrofit application. To date, there are 36 Vor-Sivs installed in this country and 29 in the process of being installed or delivered.

The Robbins Mobile miner has been in development for more than ten years. Two machines have been trialed in mining environments. While day to day performance to date has fallen short of the levels anticipated, instantaneous performance has been impressive for given rock conditions and continues to encourage further development. The Pasminco mobile miner has been committed for a 1.8km main decline extension at Broken Hill. M.I.M. Holdings, parent company of Mount Isa Mines, owner of the first mobile miner, are considering a new machine for McArthur River. Robbins, Pasminco, and The Centre for Mining Technology and Construction have, joined forces to accelerate development of .mechanical rock cutting techniques in general, and of the Mobile Miner in particular.

The purpose of this paper is to describe a stochastic simulation program used to assess several dispatching rules applicable to small scale computerized systems for optimizing truck/shovel productivity. The system studied is semi-automated with a dispatcher communicating instructions by two-way radio. The simulation program is structured on an advance clock approach which enables the insertion of dispatching rules at various points in the haulage net- work. The rules tested include minimize shovel idle time, maximizing immediate truck use and assigning trucks to shovels to meet specific production objectives. A variation of the traditional "Match Factor" is implemented to maintain fleet balance throughout the shift. A mine case study demonstrates how the dispatching rules increase productivity of such semi-automated dispatching systems. Practical problems involved in the implementation of small computerized dispatching systems are also discussed.

Lime and calcium products are essential building blocks to the modern world, used to purify drinking water, preserve foods, control pollution, improve crop yields, stabilize soil, pave roads and support the production of steel, cement, glass and many other industrial processes. While lime is essential to society, it also has a sizable carbon footprint. Approximately 30 percent of the scope 1 greenhouse-gas emissions generated during lime production are related to fuel combustion, while the remaining 70 percent are created by the unavoidable chemical reactions during calcination.

The U.S. Department of Energy is supporting the engineering development of three advanced physical coal cleaning technologies--selective agglomeration, advanced flotation, and advanced cycloning--capable of significantly reducing the pyritic-sulfur content of U. S. coals. The objective of this activity is to provide the coal production and electric-utility industries with a cost-effective option for addressing the SO2 emission reductions required by the 1990 Clean Air Act Amendments. A secondary objective is to evaluate the potential of advanced coal cleaning for removing trace elements that are precursors to the formation of hazardous air pollutants. This paper will summarize the status of the three advanced physical coal cleaning engineering development projects.

The ability to treat refractory gold concentrates that contain appreciable amounts of sulfur and arsenic, in an economic and environmentally safe manner is important to the gold mining industry. Processing alternatives include: autoclave oxidation, bacterial oxidation and roasting. Roasting may be the cheapest of all the alternatives if inexpensive methods can be found to contain the arsenic and sulfur. The research program, being reported here, has been evaluating the ability to use hydrated lime in the roaster to capture both the arsenic and the sulfur. Lime roasting is not a new idea, it was proposed for copper ores by Bartlett in the early 1970's (Bartlett and Haung 1973) and for cobaltite concentrates by Taylor in the early 1980's (Taylor et al., 1981). In addition, ores have been roasted that contained limestone and it was shown that partial capture of the sulfur was possible. Lime -sulfur containment has been proposed for the coal fired electricity industry, as well.

In April 1989, Southern Company Services signed a 3.5 year contract with DOE-PETC for generic engineering development of an advanced physical fine coal cleaning technology known as selective agglomeration. This technology offers the potential for significantly higher pyritic sulfur removal (90% +) than conventional coal cleaning (30 to 50%) while maintaining high Btu recovery (90% +). Engineering development will include bench-scale process development; component development; adaption or modification of existing unit operations; proof-of-concept (POC) module design, fabrication, testing and evaluation; and small commercial facility conceptual design. The information obtained during POC operation will be sufficient to result in a technical and economic design base that can support construction and operation of a small commercial plant. The major goal of the research is to develop selective agglomeration technology to achieve 90% pyritic sulfur removal while operating at Btu recoveries above 90% based on run-of-mine quality coal. This objective will be accomplished in two phases: Phase 1 -bench-scale and component development, and Phase 2 -POC module operation and conceptual design of a small commercial plant. Currently, work is proceeding under Phase 1 (Tasks 1-7) of the project. A review of the status of Tasks 1-7 is presented in this paper.

The Grasberg porphyry copper-gold deposit of Freeport Indonesia Inc., an 81% owned subsidiary of Freeport-McMoRan Inc., lies within the Ertsberg Mineral District in central Irian Jaya, Indonesia. The Grasberg deposit was discovered during a drilling campaign initiated in early 1988. Production at the open pit Grasberg deposit commenced in December 1989. The Grasberg copper-gold orebody is contained with a young igneous complex of dioritic composition which intrudes limestones of the Tertiary New Guinea Group. Alteration is typical of porphyry copper deposits worldwide except that higher grade primary chalcopyrite with significant gold values is associated with a centrally located zone of strong quartz stockwork.

The Golden Sunlight Mine (GSM) began operation in 1982 with a strong commitment to environmental stewardship and the local community. This commitment ensured the long-term physical, chemical and ecological stability of the mine site and maintained an active partnership with local stakeholders. Concerns for economic development intensified as mine closure loomed on the horizon and fostered the inception of the Community Transition Advisory Committee(CTAC).This coalition of interested area stakeholders has the primary focus to sustain current mining operations while concurrently seeking alternative post-mine economic development opportunities utilizing existing mine assets. Accomplishments include development of an Asset Re-utilization and Post-closure Plan, a community survey regarding the impending mine closure, recruiting an international wind energy company to develop a wind farm, and development of an industrial/business park. The synergy of this strong partnership is key to meeting sustainability goals and enhancing potential future mining operations. The cooperative effort of the GSM and the local stakeholders is a success story that could be a role model for other mining operations.

The gold ores in the Jerritt Canyon district have been recognized as refractory since they were first encountered by FMC geologists in 1976. Upon obtaining managing rights as joint venture partner, Freeport McMoRan Inc. developed an operating plan featuring carbon-in-leach gold recovery techniques for the oxide portion of the ores and a patented sulphide oxidation step followed by chlorination for treating the organic carbon constituents of the refractory ores prior to CIL gold recovery. The plant was successfully started up in 1981 with the first gold poured on July 4, 1981. Initial plant throughput was designed to be 2495 MTPD (2750 STPD) total through the dual processing trains.

The Thompson Creek molybdenum deposit is located in the Bayhorse mining district about 20 air miles southwest from Challis, Idaho. Cyprus Mines Corporation began exploration on the property in 1968, and at present is in the pre-production stripping phase. Molybdenum mineralization is contained in a late Cretaceous (88 m.y.), composite, biotite granodiorite-quartz monzonite intrusive complex. The complex intruded carbonaceous argillites, causing local silicification and hornfelsing of the sedimentary rocks. The main portion of the orebody is unconformably overlain by up to 1000 ft of Challis volcanic rocks (49 m.y.). Surface mineralization and related rock alteration can be recognized over a 2500- x 8000-ft area extending northwesterly from the discovery outcrop. Molybdenite occurs in a network of subparallel quartz-biotite-muscovite-orthoclase veins and veinlets within the intrusive rocks. The zone of +0.020/0 Mo mineralization outlines a steeply dipping tabular configuration in the main orebody and gradually changes into a hood-shaped configuration along strike to the northwest. The overall grade [ ] of the deposit is controlled by the abundance of the quartz- molybdenite veins and veinlets in the intrusive rock. Very little disseminated mineralization is present, and no economic mineralization occurs in the argillaceous sedimentary rocks. Muscovite, biotite, and orthoclase/microcline define three alteration zones that conform with the overall zone of mineralization. The upper alteration zone contains dominantly muscovite and sericite associated with quartz veins. The central zone contains coarse biotite and locally orthoclase and microcline. Molybdenite is most abundant within this zone. The lower zone contains thin envelopes of orthoclase/microcline around quartz veins. Based on about 313,000 ft of drilling and 8592 ft of underground development work, computer-derived ore reserve calculations indicate 200 million tons averaging 0.1 1% Mo at a 0.050/0 Mo cutoff grade with a waste to ore stripping ratio of about 3:l.

Industrial Minerals commodity profiles are continued from May's Annual Review issue. Diatomite G. Coombs, Manville Sales Corp. Growth in US diatomite production continued to lag in 1986. The US Bureau of Mines estimated that 580 kt (640,000 st) were produced last year. This is a 1%0 growth over 1985. The cumulative growth from the 1982 low point is 4.4%. Present production, though, is still only 90% of the high tonnage of 1979. The industry will see increased competitive activity with the start-ups of two new mines and production facilities in California and Oregon. US production has come primarily from Lompoc, CA, Bassalt, Clark Station, and Lovelock, NV, and Quincy, WA. New production, probably with capacities of 45 kt/a (50,000 stpy) each, have started near Burney, CA, and Vale, OR. Eagle Picher's new, full-line filter aid and filler plant at Celatom, Vale, OR, was dedicated in August. The plant uses diatomite from the Celatom mining district in Juntura, OR. Grefco's new filter aid and filler plant near Burney, CA, was ready in July. It produced flux calcined products through a single kiln and can handle both bag and bulk shipments. The operations are in Shata County with the plant and mine at the same site. Manville Specialties Group is moving its Filtration and Minerals Division headquarters and research staffs to Lompoc, CA. The move is intended to strengthen response and performance by locating research, marketing, and production close together. Diatomite is processed in three methods: natural, calcined, and flux calcined. The natural is dried to remove water and is particle size classified. Calcined or straight calcined products have been sintered to modify particle size or permeability. Flux calcination, or flux sintering, has a stronger influence on permeability and also benefits color. The unique structure of diatomite is used in a range of particle sizes from fine paint fillers, to coarser filter aids, to granular aggregates. Dimension stone L. Meade, Geomapping Associates Ltd. 1986 was another good year for dimension stone production. The trend toward using marble, granite, limestone, sandstone, and slate has created an increasing demand. According to US Bureau of Mines 1986 estimates, 1.1 Mt (1.2 million st) of dimension stone, with a value of $173 million, was produced by 200 companies. This is an increase from 1985, where 220 companies produced 1 Mt (1.12 million st) valued at $172 million. The increased production volume and decreased unit value is due to the competition from imports. The net import reliance in 1986 was 68% compared to 62% in 1985. The value of imports was $374 million in 1986 versus $295 million the year before. In an effort to maintain their market share, domestic finishers, particularly in the granite industry, continued to upgrade plants and machinery during 1986. In addition, offshore dollars have financed a number of fabricating facilities in North America that will finish imported rough stock. It is hoped that this increased domestic production capability will capitalize on a devalued US dollar. The trend has been for growth in stone usage and market. This trend is continuing with increased public awareness and desire for natural stone in buildings. The area of greatest market growth is expected to be in residential and interior decorative stone usage. Use of sophisticated, automated equipment has made the cost more affordable. Now lobbies, foyers, and specialty rooms are being clad in stone. Dolomite J. Welshimer, National Lime & Stone Co. About three-quarters of dolomite production is used as construction aggregates and 10% to 20% is sold or used as an industrial mineral. Total limestone and dolomite consumed for chemical and metallurgical purposes is about 136 Mt/a (150 million stpy). Sales of industrial dolomitic products were somewhat stronger in 1986 than levels recorded in the early 1980s. Some of the sales' strength, however, can be attributed to reductions in the number of active mining and processing operations. The industry will probably undergo further consolidation by the end of this decade. This will be due primarily to the continued softening in demand by the steel industry. Dolomitic limestone deposits being mined for raw materials for the steel, glass, and refractory in¬dustries are generally 54% calcium carbonate and 45% magnesium carbonate by weight. Impurities composed of silicon, aluminum, iron, sulfur, and phosphorous, represent less than 1%. The heaviest concentration of high purity, surface mineable dolomite in the US is in northwestern Ohio. Crushed and sized dolomitic limestone is a basic raw material for the iron and steel industry. It is also used as feed stone or lime kilns. Soft-burned lime is a popular raw material for BOF steel production. It is also used extensively in insulating glass fiber manufacturing. Since the Hardy Cross numerical algorithm was applied to the solution of mine ventilation networks, there have been numerous developments in ventilation network analysis procedures. The Newton-Raphson method, the linear theory method, and the second-order approximation method are three of the additional approaches that have been applied. The efficiency of a ventilation network analysis procedure depends not only on the method of solving the system of equations derived from ventilation networks, but also on the method of deriving the equations through selection of the meshes. This paper investigates the impacts of three mesh selection methods on the efficiencies of four ventilation network procedures. The minimum-resistance spanning tree method is the most popular procedure for selecting meshes. The shortest-path method was suggested by Epp and Fowler (1970) for improvement of the Newton-Raphson method. The minimum-resistance-path method is suggested here as the third method of selecting meshes. The effects of these three methods on the Hardy Cross method, the Newton-Raphson method, the linear theory method, and the second-order approximation method are analyzed in this paper. These network analysis methods have been summarized in the paper by Kim and Mutmansky (1991).
