What happens when the skull and crossbones goes on a product? In the case of cancer warnings, the consequences can be severe. If the label contains the term "lung carcinogen", you might expect to compensate a lot of smokers, meet a lot of expensive lawyers, be counseled by equally expensive consultants and pay sharply elevated insurance premiums, if you are able to obtain coverage at all. At the extreme, you may face plant shutdowns, job losses or even Chapter 11 bankruptcy. Regardless of how you fare, you are likely to learn some very disconcerting things about the risk evaluation and regulatory system which required you to label in the first place. If a particular material or product does pose a health risk, you are obliged both legally and morally to warn those potentially exposed. Once that warning appears on the label, however, the consequences are often beyond your control. You and your embattled product become part of a legal/regulatory system which has a life of its own. Therefore, the issue of health labeling is not so much whether one warns but rather whether the warning itself is justified and the reasonableness of what happens afterwards. It is this matter of justification and reasonableness, particularly of cancer warnings, which this paper addresses. Until, as they say, your ox has been gored, we tend to believe that risk is determined by the best available technology and expertise We expect that risk evaluators appreciate the ramifications of their work and place things in proper perspective; that risk has been appropriately demonstrated before it is publicized and regulated; that the time-honored concept of prudence, to err on the side of safety, has not been excessively stretched. "What will the mine of the future look like? Will it resemble the current operations that supply the world with the products it needs to function, or will it be something totally different? How will the demands from the communities that are most affected by mining operations shape the mine of the future? How will technology and innovation be used to help miners reach deposits that are getting harder to access, and what are the dangers of this new world? Who will work at the mine of the future, and what will that work look like?These are questions that do not yet have definitive answers, but they are questions that need to be asked for the mining industry to move into a future that is as filled with uncertainty and challenge as it is with promise and opportunity.On Feb. 16, the 2015 SME Annual Conference and Expo and the 117th CMA National Western Mining Association conference began with a keynote address, "The mine of the future: Forecasting opportunities and challenges for the global mining industry." Panelists from five sectors of the mining industry participated in the session, which was followed by the conference and expo, that in large part, were also trying to answer the question of what the mine of the future will look like.In coming months, Mining Engineering will continue the discussions and answer some of the questions submitted by members of the 2,000-person audience during the keynote address in a monthly feature called, "Predicting the Mine of the Future," and in Thought Leaders Podcasts with the panelists and other industry experts."

For the past 30 years there has been a gradual evolution of mechanical excavating systems in underground hard rock mining applications. This paper traces many of the tests of various tools and methods to break hard rock, up to the present. The tools include impact hammers, boring machines, disc on boom mining machines, disc on revolving wheels and drums, picks and drag bits on revolving hubs, rock splitters, slot cutting systems, and with customized explosives/powder mini-blasting. While the progress has been slow, successes are being achieved in hard rock and more opportunities exist today than ever before.

The designers of the new Arafertil concentrator in Brazil provided for complete automatic control of the grinding circuit to meet the operating objective of maximum throughput at a specified grind. Analog control methods were selected because of proven reliability and simple maintenance, and in order to minimize commissioning time and effort. This paper summarizes the step-by-step effort required to progress from local loop control of certain individual parameters to an integrated system capable of achieving the design goal. Emphasis is placed on the practical aspects of commissioning a control system.

This paper presents a kinematic approach for blast modeling with examples of blast models that were developed previously. A kinematic approach was applied successfully in developing blasting models that can simulate all blast design parameters for field applications. Several applied blasting models have been developed and applied widely in the world. A kinematic approach to blast modeling refers to using measurements of kinematic quantities such as the velocity, strain, or displacement and well-established assumptions to model blasting phenomena, rather than being restricted to use first principal of physics, such as, the stress- and material-constitutive relations. The kinematic quantities are easy to measure in the field. Due to the complexity and inhomogeneity of rock mass properties, using first principles of physics, many parameters of rock and explosive properties must be involved, which are hard or impossible to quantify. This creates a major impediment when trying to simulate the total process of blasting based upon first principles of physics. The 3D kinematic model for muckpile formation was developed and applied to open pit blasts. The multiple blasthole fragmentation model developed during recent years has been applied successfully to many mine sites around the globe. These models are typical examples of blast modeling using the kinematic approach, which enables the models to catch major trends of the blasting process and explicitly simulate full blast design parameters and complex geometries. Blast modeling using the kinematic approach results in easy model calibration and validation against field measurements and effective applications to practical problems. Using kinematic models of the muckpile formation and the multiple blasthole fragmentation model, this paper demonstrates the merits of the kinematic approach for blast modeling. New developments of the models were also presented in the paper, which illustrate the potential of the kinematic modelling approach.

Depending upon which of two letters describing the theme of the session I chose to honor, the subject choices because either one or three. They were: "Applied Research and Exploration and Discovery" or "Applied Research in Exploration and Discovery." The final choice; to partially ignore both of them. That minor difference in meaning may be appropriate here, inasmuch as very minor research/exploration differences may also have profound impacts on discovery. To further set the stage, I consider myself an Industrial Minerals geologist, and more specifically primarily associated with basic construction materials crushed stone and sand & gravel. My remarks will apply primarily to those materials. Therefore, when the discussion instructions included emphasis on beneficial aspects (to name a few): "drill target definition; elimination of ore potential; ore forming environments; alteration studies, and isotope analysis," problems became apparent. Evidently, and although this was a form letter, the drafters of that letter had no idea what was involved in research for a construction materials source. My task may be great.

Grinding and energy input in stirred media mills are studied as functions of grinding time, stirring speed, media size and density, solid concentration, impeller and tank dimensions and design, and other relevant variables. Ground product size and surface area are determined with respect to the above variables. Changes in energy input and media/pulp rheological properties during grinding are described. The best conditions for grinding limestone in the laboratory stirred media mills have been identified. Equations for correlations involving power and modified Reynolds numbers have been established.

It is common knowledge that there is an endless stream of possibilities, proposals, and projects - each representing a demand on available capital - for improving the mining company's performance measure. It is true that these proposals go through an increasingly stringent evaluation process as they move up the echelons of management for approval. Therefore, there is every reason to expect that a proposal or project accepted for deployment will make a substantial contribution to the organization's performance. The reality, too often, is otherwise. Castle (1985) reveals some significant insights into the difficulties in predicting the performances in the mining industry. A sample of eighteen mining ventures, which have been developed over the years, was selected by Castle to illustrate the problems. The actual performances were compared with the original projection. The sample encompasses both surface and underground mines, a large number of commodities, and a wide geographic distribution. The experiences in these mining projects were analyzed through answers to four specific questions.

This is a shortened version of the paper ?The Methane-Air Explosion Hazard Within Coal Mine Gobs published in the 2013 volume of SME Transactions (Brune, 2013). This paper analyzes the explosion hazard resulting from the formation of methane-air mixtures in the mined-out gobs of underground longwall coal mines. Evidence from numerous mine explosions suggests that explosive methane zones can form within longwall gobs. Explosions and fires resulting from these methane accumulations have led to severe and fatal injuries to the miners, including the explosion of the Upper Big Branch mine in West Virginia, where 29 miners lost their lives. The paper also reviews current research on numerical modeling of gas flows in longwall gobs and outlines how targeted injection of nitrogen into gobs can effectively reduce the volume of such explosive methane zones. The paper concludes that comprehensive monitoring of gas compositions along the accessible fringes of the gobs along with inertization, improved ventilation schemes and further research are necessary to control this explosion hazard and make mining operations safe.

"The Cityringen project in Copenhagen, Denmark will form a new circular line in the city center and will consist of 21 new stations (17 + four transfer stations) and approximately 31 km (19 miles) of earth pressure balance (EPB) twin-bored tunnels.The new tunnels passed under the historical building of Magasin du Nord, McDonald’s and two pubs in the heart of the city with a minimum cover of about 4 m (13 ft).To minimize the movements, a complex system of compensation grouting and jet grouting soil treatment was performed. A detailed action plan between the parties involved allowed coping with the critical tunnel boring machine’s (TBM) successful passage.The Cityringen is an extension of the existing metro line underground Copenhagen and will include the City Circle Line, 15 km (9.5 miles) of twin tunnels looping around the city. The City Circle Line will form a new circular track inside the city center and will intersect the existing M1 and M2 lines at Kongens Nytorv and Frederiksberg stations, as well as suburban train services at København H, Østerport and Nørrebro. It will extend the Metro network to the Nørrebro, Østerbro areas and the central station at København H (Fig.1). The two new lines M3 and M4 will run on the same tracks, but the M3 will be a circle route running around the entire line, whereas the M4 will drive from the station to the north side of the city.The €1.5 billion design-build contract was awarded by Metroselskabet in January 2011 to the Copenhagen Metro Team (CMT), a joint venture (JV) between the Italian companies Salini, Tecnimont Civil construction and Seli SpA. Since the bankruptcy of Seli SpA and Tecnimont, Salini Impregilo now owns 100 percent of the JV shares. Seli Tunneling Denmark ApS, a subcontractor to CMT, was initially constituted as a Seli SpA subsidiary and, following the economic difficulties of Seli SpA, was acquired in 2015 by Salini Impregilo. Seli Denmark is in charge of the tunnels excavation and lining and owns the four 5.84-m (19-ft) diameter Seli/Kawasaki earth pressure balance machines."

The Alton Coal project, located in south-central Utah, lies at one point just over six miles from Bryce Canyon National Park. This region of the southwestern United States has been called the "Golden Circle" of national parks and monuments. Can a mine be inserted into this region so that it does not intrude on this spectacular landscape? The Alton Coal Project is a proposed surface coal mine designed to serve as the fuel source for the Harry Allen Power Plant, a 1,000 megawatt generating station planned for a site 25 miles northeast of Las Vegas, Nevada. The mine and the power plant will be connected by an underground pipeline through which coal will be transported in slurry form.

The primary merit criteria used by the mining industry is internal rate of return (IRR) rather than net present value (NPV) although NPV is favored by academicians. This paper discusses the problems with IRR and NPV and compares the multi-goal nature of decision makers and their need for information with the characteristics of NPV and IRR. Conclusions are that both NPV and IRR are needed for investment ranking, that NPV suffers the same multiple root problem as does IR.R, and the determination of incremental IRR to reach NPV consistent project ranking is misguided in practice.

Minerações Brasileiras Reunidas S.A. - MBR is a brazilian iron ore mining company geared for the export market. It is controlled by Companhia Auxiliar de Empresas de Minerações - CAEMI through its subsidiary Empreendimentos Brasi leiros de Minerações - EBM which holds 51% in MBR and is formed by CAEMI, the six major japanese steelmills and five japanese trading companies, Universe Tankships, Inc., and Indústria e Comércio de Minérios S.A. - ICOMI. The remaining 49% of MBR's capital are held by St. John del Rey Mining Company, a subsidiary of The Hanna Mining Company. MBR iron ore reserves exceed 1.5 billion tons of high grade ore distributed in 36 deposits located in the so-called IRON QUADRANGLE in the State of Minas Gerais. The Aguas Claras Mine is the largest presently known and highest grade deposit owned by MBR. Other mines such as Pico, Mutuca and Jangada are in operation at a combined rate of production of about 2 to 2. 5 million tons per year. The project consists of mine, railroad and marine terminal (slide). The Aguas Claras deposit, which is located about six kilometers southeast of Belo Horizonte the Capital of Minas Gerais, was selected for initial development. The Sistema Regional Centro of the Rede Ferroviária Federal, through its 6th Division known as the "Central " is responsible for the transportation of MBR ore, and provided the necessary railway construction to connect Mine and Terminal. The Terminal is located on Guaiba Island near the entrance to Sepetiba Bay, at about 120 kilometers west of Rio de Janeiro.

The city of Indianapolis has more than 25,000 homes currently on septic systems. Many of these systems do not function well because of their age and surrounding soil conditions. As Indianapolis has worked to eliminate septic systems and install sanitary sewers in large unsewered areas on the north-west side, capacity of the existing Belmont North Interceptor (BNI) became a concern. The BNI system currently services an area of approximately 80 km2 (31 sq miles) located within the northwest quadrant of the city (Fig. 1). Monitoring of the existing interceptor indicated portions of the sys-tem flowing half- to two-thirds full during dry weather conditions and surcharging during some wet weather conditions. Further analysis of the BNI based on growth projections coupled with increased sewershed yield resulting from the city?s septic tank elimination program (STEP) indicated dry-weather flows could potentially triple over the next 20 years. The influence of bacterial growth phase on the flotation behavior of malachite has been investigated in a well-controlled Hallimond tube system. The microflotation tests were conducted for malachite (45?53 µm) using different amounts (bulk phase concentration=1×108?5×109 cells/mL) of Rhodococcus opacus (R. opacus) as a collector, which was grown at mid-exponential versus stationary phase, at a constant speed (340 rpm), pH (6), and malachite-bacteria interaction and flotation time (each 10 min). Hug differences between R. opacus cells in mid-exponential and stationary phase was observed from the results for electrophoretic mobility and flotation tests. Specifically, the isoelectric point of the cells in the stationary phase was lower than that in the mid-exponential phase, suggesting that the amount and distribution of surface functional groups onto cell surfaces are likely different. Additionally, the cells in stationary phase led to significant increase in the flotability compared to those in mid-exponential phase over the background bacterial concentration level of 1×108?5×109 cells/mL. Furthermore, the flotation efficiency tended to increase with increasing cell dosage for stationary phase cells while no distinct difference was observed for mid-exponential cells.

The continuous personal dust monitor (CPDM) is an essential instrument for working in hazardous environments, is used to monitor real-time coal dust exposure, and is mandated by the Mine Safety and Health Administration (MSHA) for underground coal mines. Researchers from the National Institute for Occupational Safety and Health (NIOSH) found that it is possible for electromagnetic interference (EMI) between a CPDM and a proximity detection system (PDS) to occur. Various approaches have been taken by researchers and manufacturers to address this EMI issue. Administrative controls were recommended to keep the CPDM six inches away from the wearable PDS device. Shielding pouches were made to contain the electromagnetic (EM) emission from the CPDM. Metal shielding was added to major EM emitting components. EMI filtering with large capacitors was introduced to mitigate EMI. Most recently, a novel magnetic-field-cancellation-based approach was developed and achieved remarkable results. In this paper, we provide a comparison between these approaches. The pros and cons of each approach are presented and discussed, so that mining device manufacturers and operators can best evaluate the technology and controls that improve the health and safety of mine workers.

Introduction In contrast to the general type of crushing mechanism in which the crushing surfaces alternately approach and withdraw from each other, described earlier in this section, and continuous-pressure break¬ers such as rolls and roller mills that will be described in a later chapter, impact crushers load by striking pieces of rock while in free fall and hurling them at high speed against stationary surfaces. Because the impact crusher depends for its effectiveness upon high velocity, wear is greater than in the slower-moving jaw and cone¬type wear parts, and for this reason its use is strictly limited to rela¬tively soft, friable, and sticky rocks that are characteristic of many nonmetallic mineral deposits. A few of these are phosphates, lime¬stone, barite, clay, asbestos rock, and coal. However, several examples of their use on soft lead-zinc and precious metal ores have been known. Although the use of impact crushers is expanding today into the range of ores containing as much as 15-18% silica, Taggart16 set the practical limit at 5%, and in the 1940s and 1950s several installa¬tions in the US and western Europe exceeded the limits of economical maintenance and were quickly superseded by the slower-moving, con¬ventional crushers. A rock that tends to be plastic or bouncy in a jaw or gyratory crusher when the force is applied slowly to reach ultimate strength, may become brittle with rapid loading and thus increase the effective¬ness of the applied forces. For this reason it is to be expected that as the quality of hammers, grates, plates, and cages improves with advances in steel technology, the use of high-speed crushers of this kind will increase. Terminology Modern usage differentiates between the impactor and the hammer mill, the former relying primarily on the impact of hammers (fixed or free-swinging) and secondarily upon pieces striking one another or steel surfaces; the hammer mill relies on both the centrifugal impact force of free-swinging hammers and the attrition and shear action between these hammers and well-placed grates suspended at the bot¬tom just below the hammer circle. The hammer mill, because of its grate discharge, restricts discharge of oversize rock to the grate open¬ing, while at the same time providing a trap for removal of tramp iron or other uncrushables. The impactor discharges free, so generally works with a screen to control product sizes. The question of terminology, impactor vs, hammer mill, creates difficulties because the similarities appear to outweigh the differences by far; if one were to list the similarities in order of importance and then the differences, he would be forced to conclude that they would best be dealt with as a single kind of crusher. Taggart16 gave it four names and added "as it is variously known," but it must be remembered that in 1945 the machine was nearly exclusively of the flailing-hammer type, while today the fixed-hammer rotor is also com¬mon. In this chapter the terms impactor and hammer mill will be used where they seem to apply. It is perhaps unfortunate that this terminology is being confused with rock breaking at the mine, usually with hand-held tools, e.g., the article "High-Energy Impact Rockbreaking" by Grantmyre and Hawkes, CIM Bulletin, August 1975. General Description Impact breakers, impact crushers, and hammer mills accomplish material breaking and reduction primarily through impact action of the material with fixed or free-swinging hammers revolving about a central rotor. The material to be crushed enters through an opening at the top or top side known as the "feed opening" or "hopper opening" and falls into the path of rotation (hammer circle) of the hammers. Initial breakage is accomplished in midair by collision of the dropping feed material with high-speed hammers. The second stage of breakage occurs when the pieces hit plates or breaker bars which line the crusher boxlike frame. Hammer mills rely further on a shearing and attrition action between free-swinging hammers and grid bars or grates at the crusher bottom which restrict discharge of oversize material until it is broken sufficiently to pass through the grid opening. Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. After forty years of exploration and development, the heavy mineral sand deposits of the Murray Basin are on the eve of substantial exploitation by Iluka Resources Limited, Southern Titanium NL and RZM/Cable/Bemax, whom plan to initiate mining and processing operations in 2005. A trial mining and processing operation was undertaken on the Wemen North strandline deposit in 2001-2003 by Murray Basin Titanium, a joint venture of Sons of Gwalia and RZM/Cable, which brought to light a number of mining and processing problems which have since been the subject of extensive studies and process development work. The mineralogy of these weathered strandline deposits is complex by industry standards due to the variety of the heavy minerals present, coatings on the mineral grains and the extensive weathering and alteration which has taken place during the past 50 million years. This paper provides an overview of the complex mineralogy that, in turn, dictates the processes that can be used to recover the valuable heavy minerals. The Murray Basin encompasses some 300,000 km2 and has been a depositional basin, often land locked, since the start of the Cenezoic Era. The economic heavy minerals include ilmenite, altered ilmenite, leucoxene of highly variable composition, rutile, and zircon. There are also other heavy minerals present such as cassiterite, chromite, and monazite in quantities that pose both problems and opportunities. The clay content and overburden thickness also play a major role in the selection of the deposits to be mined. Project Services Consultants (PSC) has undertaken the preparation of this paper as part of its ongoing participation in the mineral sands industry and in particular the project development activities in the Murray Basin region currently being undertaken by Iluka Resources.
