The lawyer's role in underground construction, certainly for the past 20 years, has been principally that of the advocate in disputes resolution. Disputes in underground construction have been steadily increasing, making the lawyer a more prominent participant in the underground construction process. It is widely believed, however, that this is not a salutory state of affairs. It is our thesis that lawyers ought not be eliminated from the process, but rather that their role should be changed. They should function as prophylactics rather than as swords, i.e., they should be used to prevent or reduce disputes rather than, after the fact, to champion their clients' causes. a. Mr. Rubin is a partner in the New York law firm of Postner & Rubin. He has litigated and arbitrated numerous complex construction disputes. He has also participated in efforts to improve contracting practices on committees of ASCE and the National Academy of Engineering. b. The mining industry has long recognized the value of dispatch systems in open pit mines as they reduce load and haul costs. Over the years, researchers have proposed many dispatch systems with various limitations and advantages. The simplest dispatch algorithms are the so called 1-truck-for-N-shovels dispatch strategy. These algorithms are limited by the fact that their objective functions do not consider all the objectives of a mine and cannot be applied to all possible truck-shovel configurations. They are also myopic in nature. However, they are simple and computationally efficient and do not require occasional updates of the upper stage problem as required in multi-stage dispatch algorithms. In this work, an agent-based truck dispatch algorithm that conceptualizes trucks as intelligent agents that make autonomous dispatching decisions to maximize their utility is proposed. The advantages of this algorithm includes utility functions that encapsulate all of management’s objectives and agent’s with broad situational awareness. They are also more suitable for autonomous trucks. We evaluate the new algorithm against a simple 1-truck-for-N-shovels dispatch strategies using discrete event simulation. The simulation results show that the new utility function has significant advantages over 1-truck-for-N-shovels inspired utility functions. Future work will incorporate adaptive behavior into the model via reinforcement learning algorithm. INTRODUCTION In an attempt to optimize truck shovel operations in open pit mines in order to reduce the cost of haulage operation, which according to (Alarie and Gamache, 2002) is estimated to be about 50-60% of the total cost of mining, several effective and efficient strategies have been developed. Optimizing truck haulage systems in an open pit mine is one of the greatest challenges of mining engineering and has been the subject of many research projects. It is important that haulage systems are designed to be efficient, in order to minimise haulage cost, improve profitability and increase the total mine value. Although optimizing the number of trucks required in the operation of open pit mines can help reduce the cost, an effective and efficient truck dispatching system add value by ensuring that the available trucks are used efficiently. With truck dispatching systems, the trucks are normally dispatched between the crusher and dumping station (e.g. waste dumps and stockpiles), and the shovels in order to maximize the total output, obtain grades targets, reduce fuel consumptions and other objectives. Truck dispatching, which can have one or more objectives, is typically subjected to certain operational constraints such as truck and shovel capacities, empty and loaded trucks speed, among others. The problems associated with truck dispatching was first mentioned by Dantzig and Ramser (1959) after they made an attempt to determine the optimum routes of a fleet of delivery trucks between bulk terminals and a service stations. The problem occurs in several industrial systems besides mining (Alarie and Gamache, 2002; Gendreau et al., 2006; Rego and Roucariol, 1995). The dispatching problem, also referred in literature as the vehicle routing problem, has seen a number of modifications and extensions with Bertsimas and Ryzin (1991) presenting a dynamic and stochastic vehicle routing problem, and Ralphs et al. (2003) also adding to the original concept, the concept of vehicle capacity routing.

"Bridgestone Americas opened the company’s first U.S.-based giant off-road radial (ORR) tire plant in November. The 139,000-m2 (1.5 -million-sq ft) plant, located on a 222-ha (550- acre) site in Aiken County, SC, will produce radial tire products, including 157-cm (63-in.) tires, used on mining and aggregate haul trucks.The plant, announced in 2011 as a $970-million investment, represents the largest investment that Bridgestone has made in the United States, and is also the single largest investment ever made in South Carolina. Although it had already been producing tires for a few months, the plant officially opened with a ceremony in November 2014, attended by South Carolina federal, state and local elected officials, as well as Bridgestone personnel from the United States and Japan. Prior to the Aiken County plant’s construction, all of Bridgestone’s giant ORR tires were manufactured at its Shimonoseki and Kitakyushu facilities in Japan.Kurt Danielson, president of Bridgestone’s U.S. & Canada Commercial Group, said the facility was built to primarily serve the North American mining and aggregate industries in a more efficient manner. "It’s a real change for us," he said of the U.S.-based plant at its opening ceremony. "This allows us to have a true global presence."The Aiken County plant is intended to allow Bridgestone to meet customer demand for ORR tires, Danielson said. "It really frees up our other plants in Japan to service the rest of the world, allowing us to serve our customers faster," Danielson said. "As soon as we build (a tire), we can have it to our customers."Tires manufactured at Bridgestone’s Japanese plants could spend up to a month in transit to the American continents; from initial mixing of the rubber and other compounds to being warehoused, tires manufactured at the Aiken County plant can be ready to ship in four to five days.Danielson said most of the tires built in Aiken County will be used by customers on the American continents. "We will export," he said, "but our desire is to use as much capacity as we can for the Americas."Ground was broken for the facility inSeptember 2011, when commodity prices were much different than today and global demand for tires had skyrocketed."

The mine’s economic life is dynamic by nature. Some factors that create this scenario are the need to recognize new exploitation areas, the evolution of the mineral prices and the development of new technologies to access them. The dynamics of mining development, especially in the underground environment, changes significantly as the stages unfold. In many cases the final solution differs greatly with the initial. The frequent presence of new conditions and factors often cause the mine to develop in a quasi-permanent transition stage, which could be characterized by the generation of dynamic micro-seismic events that could cause rockburst damage in some specific areas. Although they may be infrequent, these dynamic events can have an important adverse impact on mine safety and causes serious losses. Also, changes in the production schedule during exploitation could be a big issue if the problem is not effectively addressed. When the transition of the mine to an active micro-seismic environment begins as an unforeseen scenario, it is frequent to use static ground support systems as they are readily available. Traditionally, the support systems used are reinforced shotcrete with a middle layer of Welded Standard Wire Mesh (WSWM) and Chain Link Standard Wire Mesh (CSWM) of reduced gauges, i.e. wires less or equal than 4 mm in diameter. Although, this support system is used to control static instability problems, there is no good reference of its energy absorption capacity under dynamic load conditions, creating uncertainty in the effectiveness of controlling rockburst events. These support systems are analyzed at the present paper, testing the reinforced shotcrete layer with 4 mm diameter of WSWM and CSWN under dynamic load. Additionally, the influence of the use of high tensile strength steel wire in the meshes (HSWM) compared to the previous ones, is analyzed to assess the scope in controlling rockburst events and keeping the safety of underground environment.

The Carr Fork mine is located approximately 50 kilometers southwest of Salt Lake City, Utah, in the Bingham or West Mountain District, adjacent to the Bingham open pit copper mine. Applied geology at Carr Fork, by Anaconda Minerals Company personnel, includes detailed geologic mapping and sampling of underground workings, logging and sampling of drill core and cuttings, and the preparation and posting of geologic maps and cross sections for geologic interpretation, ore reserve calculation, mine operations, and long range planning. Accurate and easily understood graphic recording of Carr Fork geology is essential for optimum use by operating and engineering personnel. The design and implementation of exploration, development and definition drilling programs, research into geological spatial relationships, and analysis of structural complexities of the Carr Fork deposit are also integral parts of the applied geology program.

The project is located in the northern region of the People’s Republic of China and was awarded to Impregilo, as sponsor of the Wan Long Joint Venture, in September1997. The project consists of four tunnels for a total length of 88,700 m, with an excavation diameter of about 4.9 m. The lining is made of honeycomb pre-cast segments, connected by PVC dowels and the joints are sealed with elastomeric gaskets. The geology is mainly Limestone, Dolomite and Sandstone. Karst cavities are abundant and are often in-filled with plastic red clay. This has adversely affected the TBM’s progress. Four double shield telescopic TBMs were mobilized to cope with the very tight construction schedule and, at the end of November 2000, more than 80% of the tunnel has been bored. The article analyses the TBMs’ productions in the various geological conditions and the results of different technical solutions adopted at the project.

Examples include: raw water supply, leach solutions, chemicals, dewatering, and mine drainage, and process water for metal recovery. Mining operations such as grinding, classifying, separating and concentrating minerals all have pumps at the heart of the operations Special purpose pumps such as dewatering, process water and slurry pumps are at the heart of many of these processes. Unfortunately the pumps themselves are often overlooked in terms of energy savings potential as they are often embedded into these sophisticated processes which are the ultimate operational focus.

Diesel fuel fire experiments were conducted in NIOSH’s Pittsburgh Research Laboratory’s (PRL) Safety Research Coal Mine (SRCM) to determine the critical air velocity for preventing smoke rollback. Such information is necessary for the preplanning and implementation of ventilation changes during mine fire fighting and rescue operations. The fire intensity varied from 50 kW to 300 kW depending upon the fuel tray area. Airflow in the 2 m high and 2.9 m wide coal mine entry was regulated during the course of each experiment; measured upwind from the fire as an average over the entry cross-section with an ultrasonic airflow sensor; and recorded dynamically with a mine monitoring system. The extent of smoke reversal was monitored with light obscuration monitors, ionization smoke sensors, and visual observations. Experimental results for the critical air velocity for smoke reversal as a function of fire intensity compared very well with model predictions based upon a computational fluid dynamics (CFD) fire dynamics simulator.

A large lab apparatus was designed using a scale-down methodology based on the design legacy of the current FLSmidth commercial forced air flotation machines. This new apparatus, along with a new test methodology, was used to evaluate new rapid prototype concepts. The apparatus was designed to monitor bubble size, power, pumping capacity, Jg, velocity profiles, froth character, and tip speed. The methodology developed follows a sequence that goes from hydrodynamic tests and solids suspension tests to a flotation kinetic test. This methodology has been demonstrated to be a good tool to determine the effect of machine design changes on flotation.

Surface analysis by X-Ray Photoelectron Spectroscopy (XPS) of samples taken from the galena flotation section of the Hilton Concentrator of Mount Isa Mines Limited are presented. Flotation rate and pulp chemical data taken during the sampling period are also presented and discussed. Surface analysis suggested that, under normal operating conditions, an overlayer of precipitated calcium sulfate existed at the surface of the sulfide minerals. In particular, there was a decrease in the surface concentration of calcium sulfate for the concentrate samples relative to that occurring on the tailing samples. This suggests that the flotation process was selective against minerals which have calcium sulfate predominating at the surface. Heterocoagulation of hydrophilic calcium sulfate on to the galena surface considerably reduced galena flotation rate. Methods to control calcium sulfate precipitation, which include sodium carbonate treatment of the pulp, are also discussed. Sur- face analysis results of samples taken from the Hilton Concentrator during sodium carbonate addition to the grinding circuit are also presented. This shows clear evidence for the removal of calcium sulfate from the mineral surfaces without concomitant surface precipitation of calcium carbonate. Reasons for the apparent dispersion of precipitated calcium carbonate are discussed. Galena flotation rate was increased by the addition of sodium carbonate apparently due to the removal of interfering calcium sulfate.

This paper aims to assess the current and future role of coal in energy strategy of Turkey and evaluates the compatibility of the policies to the EU energy policy and strategy. The Turkish government set targets to utilize more coal reserves of the country in next decades. However, the country is also in the process of becoming an EU Member State, hence, it is expected that the energy policies have to comply with the EU. Moreover, Turkey ratified Kyoto Protocol, thus the country should limit greenhouse gas emissions. Clean Coal, Carbon Capture and Storage (CCS) technologies are expected to become an important instrument for the mid-term reduction of CO2 emissions from coal-fired power plants. An alternative technique to the conventional CCS methods is CO2 sequestration by mineral carbonation. Turkey has significant resources of magnesium silicate minerals (olivine, serpentine) deposits which can be utilised in CO2 sequestration by mineral carbonation method.

The bioleaching of sulfide minerals involves a ferric attack of the mineral with the role of the micro-organisms being the oxidation of the ferrous-iron back to the ferric form, and the oxidation of sulfur, either via thiosulfate or polysulfides, to sulfate. The kinetics of bacterial ferrous-iron oxidation and the chemical ferric leach kinetics of sulfide minerals can both be described as functions of the ferric/ferrous-iron ratio. The independently determined bacterial ferrous-iron oxidation and chemical ferric-iron leaching kinetics have been successfully used to predict continuous bioleaching operations.

"The Ninetyeast Ridge (NER) extends roughly N-S as a topographic feature for 5000 km, from 31° south to 10° north (Fig. 1) where it becomes buried beneath the Bengal Fan at its northern end. These two geographic characteristics make the NER an ideal natural laboratory for determining the influence of latitude and terrestrial input to ferromanganese (Fe-Mn) crust formation and composition. In addition to study of geographic controls on crust composition, the NER is the largest feature in the Indian Ocean that may host crusts of economic interest.Crusts were collected from 9 of 33 dredge sites from 1.4° north to 26° south latitudes during the 2007 R.V. Roger Revelle Knox06 cruise. Nineteen samples were analyzed for 69 elements each. Nine bulk crusts and 10 layers from four crusts were analyzed. Three of the crusts sub-sampled for layers did not have the bulk crust analyzed and the weighted means for those layers were calculated to obtain bulk compositions. One sample was left out of the statistical analyses because it is phosphatized and chemically quite different from the other samples (Table 1).In order to determine changes in composition with latitude, Pearson product-moment correlation coefficients were calculated for the chemical dataset and latitude of dredge sites, as well as water depth. At the 95-99% confidence level, the following elements increase in crusts moving north along the NER: Mg, Ti, S, Cd, Ni, Tl, Mn, Ba, Co, Cu, In, Li, and Zn; and the following elements decrease northward: Fe, Fe/Mn, P, As, Sc, the rare earth elements plus yttrium (REY), Bi, Ge, and Pb. These correlations indicate that the iron oxyhydroxide component and its associated elements are more prevalent to the south, and the manganese-oxide phase and associated elements increase toward the north end of the NER. This change occurs between dredges D20 and D14 (Fig. 1), with crusts from D20 and south having Fe/Mn !1.0 and those north of D20 ""1.2, with the exception of the phosphatized crust. Crust composition also changes with water depth: Th, Ge, Pb, and the middle rare earth elements (REEs) increase with increasing water depth. Thorium commonly increases in deeper water crusts, which explains the higher Th concentrations in Atlantic and Indian ocean crusts in general compared with Pacific crusts (Fig. 2 and Hein et al., 2012), including the samples analyzed here with a mean water depth of 3584 m. However, water depth does not explain the latitudinal changes because the mean water depths of samples along the northern and southern segments of the NER are roughly comparable. Surprisingly, Si and Al, representing the aluminosilicate/detrital phase, do not correlate with latitude; that is as the ridge approaches and is buried by the Bengal Fan the Si and Al contents do not increase. However, overall, Si and Al have higher concentrations in NER crusts than in central Pacific crusts. Ba can be used as a proxy for primary productivity and statistically does increase to the north along the ridge in the direction of the equatorial zone of high biological productivity. Correlations of Mg, Li, and Zn with latitude may also reflect increased primary productivity at lower latitudes."

A large underground cavern with dimensions of 25m × 175m × 49m (W×L×H) was excavated in sandstone and siltstone to house 4 units of hydropower generator and was completed in 2000. In feasibility study stage, the property of the siltstone which governs the ceiling of the cavern was questionable due to slaking phenomenon. Parameters on rock properties for design were back calculated from actual ground response measured from a trial excavation. For safety of construction, comparison between prediction and actual ground responses during excavation had proceeded. The prediction was provided by means of PHASES and PHASE2 software and the actual rock response was detected by the provided monitoring system.

The importance of increasing the world's mineral production to help solve our food and energy problems has been widely discussed. Improved surface mining methods will be needed to meet these needs. This paper reviews the modern horizontal drilling and blasting methods which can increase the productivity and lower the costs of I surface mining. A substantial decrease in the number of blast holes required, total footage of blast hole required and amount of explosive used has been realized by many mining companies using this method. Applications of this method are presently in large coal surface mines. However, similar gains are possible and probable in open pit mining of copper and iron.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 22, 2007 at the Charles F. Barber Pavilion (Museum Convention Center) in Leadville, CO. The four inductees are James Harold Courtright (1908-1986), Dr. Howard L. Hartman (1924-2002), Charles Washington Merrill (1869-1956) and Kenyon E. Richard (1915-1993). The inductions will bring to 197 the number of mining “greats” whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

Overexposure to respirable dust remains a widespread health hazard to roof bolter occupations in underground coal mines. Recently implemented mist drilling technology was evaluated for its effectiveness in controlling respirable dust exposures for roof bolting personnel. This work presents the findings from NIOSH field and laboratory studies comparing respirable dust levels on mist drilling roof bolter machines to dust levels measured on machines using a conventional vacuum drilling system. Gravimetric and instantaneous respirable dust samples were collected for multiple drilling cycles. These dust measurements were used to assess the potential dust control capabilities relative to conventional drilling. Controlled laboratory tests found 0.3 mg/m3 more respirable dust with mist drilling than with the conventional vacuum method. A separate field investigation of the two techniques observed higher dust levels around the mist bolting machine.

"In a time that seems to be dominated with nothing but bad news coming from the mining industry, there is a success story that has been quietly happening in Southwestern Wyoming for more than 60 years, and it is one that is likely to continue for many decades to come.Beneath the wind swept high desert plains of Sweetwater County, WY, about 32 km (20 miles) west of Green River, lies the Green River Basin where five companies, including Tata Chemicals North America (TCNA), are mining the world’s largest known deposit of trona and, in turn, are collectively producing 15.3 Mt/a (17 million stpy) of soda ash.“We have a long-term growth story that has been, and will continue to be a steady earner for many years to come,” said J. Martin Keighley, managing director of TCNA who has been in charge of the mine, formerly known as General Chemical Industrial Products Inc., for Tata Chemicals for about three years.According to the U.S. Bureau of Land Management (BLM), Keighley is safe with his prediction of future success. The BLM estimates that there are enough reserves in the Green River Basin to last another 2,000 years. Currently, four trona beds in the Green River Basin are being mined and in all, there are 25 major trona beds that occur within the Wilkins Peak Member of the Upper Eocene Age Green River Formation. The trona deposit as a whole covers about 2,500 km2 (1,000 sq miles) within the Green River Basin.And imagine, this economic mainstay in the region was discovered accidently.Prior to 1948, soda ash, the salable commodity that comes from trona and is used in a host of products including glass and detergent, was produced synthetically. In 1938, an oil and gas exploration team working in the Green River Basin came away with a find that would change the soda ash industry and the physical and employment landscape of southwestern Wyoming forever. Within 10 years, the communities of Green River and Rock Springs, which were built largely on the back of coal mining and railroads, had another commodity beneath their feet."

The soils included 65 m of rock not exceeding an unconfined compressive strength (UCS) of 200 kgf/cm2, 130 meters of soft clay, silt, and sand not exceeding 30standard penetration test SPT blows per 300 mm, and 220 m of rock ranging between an UCS of 400-600 kgf/cm2. The river crossing, utilizing 1778 mm OD x 19 mm wall x600 mm steel casing pipe without intermediate jacking stations, was part of a seven kilometer liquefied natural gas (LNG) transmission line in South Korea. This 440-m, 1,442-ft, river crossing was microtunneled through three different ground conditions and completed in just over three months. The crossing was achieved with an average of 25 m of ground cover and 15 m of water cover. The Kwang Yang River Crossing was part of a 7 km liquefied natural gas pipeline project for POSCO, a Korean steel producer. The microtunneling machine was custom built for this project. The microtunneling machine selected for this project was tooled with 7 button bits and 2 roller bits. None of the cutter bits were replaced during the drive. Inside the machine, before the spoils laden slurry was pump back to the surface, it would pass through an independent cone crusher. The crusher is placed in the slurry flow to make sure that none of the spoils are so large as to stop the return flow of the slurry. An additional requirement was for the inclusion of a compressed air lock. The air lock was required in the event that the cutter tools required replacement. The cutters were back loaded so that the workers would have access to change the cutters in the event of cutter failure or wear out. No intermediate jacking stations were installed for the drive. The soils included 65 meters of rock not exceeding an unconfined compressive strength (UCS) of 200 kgf/cm2 with production averaging between 7 and 20 mm/minute. The second zone contained 130 meters of soft clay, silt, and sand not exceeding 30 standard penetration test (SPT) blows per 300 mm with production averaging between 80 and 180 mm/minute. The third zone contained 220 m of rock ranging between an UCS of 400-600 kgf/cm2 with production averaging between 7 and20 mm/minute. The steel casing pipe was 1778 mm OD x 19 mm wall x 6000 mm long. The project profile, see Figure 1, shows the soil conditions. The hand written numbers locate just above the pipeline are the production dates. The circled numbers are the 10 pipe joint increments. Tracer gas sampling methods are useful for monitoring ventilation systems, especially in remote or inaccessible areas, and can be utilized for analysis of the ventilation system immediately following a mine emergency. However, the success of this technique is largely dependent on the accuracy of release and sampling methods. Analysis of sampling methods is crucial for rapid response and dependable results during emergencies. For the purpose of this study, four well-accepted sampling techniques currently used in the mining industry were compared using solid-phase microextraction (SPMe) fibers with sulfur hexafluoride (SF6), an industry standard, as the tracer gas. Current sample collection techniques include plastic syringes, glass syringes, Tedlar bags and vacutainers. SPMe fibers are used in a variety of industries, from forensics to environmental sampling, and are a solventless method of sampling analytes. To analyze these sampling methods, samples were taken from a 0.01 % standard mixture of SF6 and nitrogen and analyzed using electron capture gas chromatography. A relative standard error of less than 10% validated results to compare the accuracy of various methods. The technical and practical issues surrounding each sampling method were also observed and discussed.
