Synfuels development in the upper Colorado River basin and the population growth attendant with such development demand sizeable quantities of water. Unfortunately, the water supply in the basin is limited and such limitation may impose a significant constraint on the development of the West's abundant energy resources. Although the water for the synfuels development will be governed by the law of prior appropriation adopted in the upper basin states, the authors point out that an apparently senior water right .my not deliver a firm supply of water. The federal and Indian Reserved Water Rights Doctrine, the Colorado River Compacts the Doctrine of Equitable Apportionment, and the federal and state environmental laws can all severely diminish the value of any given water right and the synfuels industry should take care to evaluate these factors in acquiring its water.

Acid rock drainage (ARD) represents one of the most intractable problems faced by the non-ferrous metal and coal mining sectors, and the creation in the recent past of a number of high-level national and international initiatives reflects the growing concerns of industry, government and other stakeholder groups. ARD is certainly considered one of the most serious environmental impacts caused by mining and the industry's greatest environment-related technical challenge. Additionally, the global depletion of non-acid generating oxide ore deposits and the increasing dominance of sulphide ores means that the potential for ARD incidents will continue to increase. Once initiated, the cycle of chemically and biologically mediated and catalysed reactions leading to ARD generation is difficult to stop. While there is evidence to suggest that the degree of contamination of ARD will decrease rapidly within a relatively short timeframe (Wood et al., 1999), experience in historic mining regions of the world indicates that the problem may persist for centuries at certain sites. Current best practice in dealing with ARD puts the emphasis on prediction and prevention, planned from the outset of the operation and integrated with each phase of the mine site life cycle. The elements that constitute best practice are becoming more clearly defined and as this process of clarification continues industry will undoubtedly accelerate the process of best practice implementation, burying at last the image of mining as a despoiler and polluter of landscapes, an image based on past, rather than current, practices. However, it is equally clear that despite the best efforts of industry and regulators, many sites will continue to generate ARD during operation and following closure - in many cases, a legacy of ARD has been derived from operational and strategic decisions made decades ago, before the risks and impacts of the self-sustaining cycle of ARD generation were properly understood. Add to this ARD generation from poorly managed operations and from historic and abandoned sites, and it becomes clear that the treatment of ARD will be required for the foreseeable future to protect water quality, and ecosystem and human health.

Mine land reclamation is a comparatively new science-Although some mining companies point with pride to reclamation efforts of 20 to 30 years ago these were the exception rather than the rule. In the last ten years the skyrocket of environmental awareness has been awesome to behold. Future shock gripped mine operators everywhere as they struggled to cope with rapidly changing and escalating demands. The initial result was that two divergent points of view became dominant. Environmentalists said, "Put it back the way it was," and the miners responded, "Let's grow some weeds and hide it." These views are not surprising as they represent rather obvious alternative responses, albeit at opposite ends of the decision spectrum. The former case has prevailed more often than the latter, as most state and federal legislation -- both proposed and passed -- has required drastic alteration of the post-mining landscape so that evidence of prior mining is largely obliterated. An exception to this has been in porphyry copper country where the infrequent abandonment of mines has given emphasis to the second philosophy -establishing vegetative cover on mine waste materials. Now, it should come as no revelation to most mining people that both of these approaches to mine reclamation suffer from serious drawbacks when applied to open pit copper mines. First, whereas waste dumps and tailings dams can be vegetated with some aesthetic benefit, the massive presence of copper mining operations remains very prominent. It is difficult to conceal an open pit copper mine. Second, returning open pit copper mines lands to their original topography and productivity is simply not a reasonable alternative.

In open-pit mines, the long-term production scheduling optimization problem (LTPSOP) is a complicated problem that contains constraints, large datasets and uncertainties. Due to its dimensions and NP-hard nature, it is usually difficult to find an ideal solution to the LTPSOP. The optimal schedule generally restricts the ore, metal and waste tonnages, average grades, and cash flows of each period. In this paper, to synthesize grade uncertainty into the strategic schedule, a stochastic integer programming (SIP) framework is presented to LTPSOP. The objective function of the SIP model is to maximize the net present value and minimize the risk of deviation from the production targets considering grade uncertainty simultaneously while satisfying all technical constraints and operational requirements. Instead of applying one estimated orebody model as input to optimize the production schedule, a set of equally probable orebody realizations is applied to synthesize grade uncertainty in the strategic schedule and produce a more profitable and riskbased production schedule. To solve the LTPSOP, the hybrid approach with the augmented Lagrangian relaxation method, the Harris Hawks optimization, the Random Forest method and Monte Carlo method was proposed. To indicate the applicability of the model, a case study on a gold mine was implemented. The framework displays the capability to minimize risk and improvement in the expected net present value and financial profitability .

The G2 real-time expert system, a commercial product since 1988, is widely deployed in process, manufacturing and other industries. A number of innovative applications are installed or under development in the mining and metallurgical industries. These include: ? A chemical reagent control system for a mineral concentrator, at a mining company; ? A supervisory control system for a product dryer, at a surface coal mine ? A training system for equipment operators, at a steel mill; ? A scheduling system for furnaces at a hot rolling mill; ? A simulation system for mining operations; ? Several graduate-level research projects in materials handling at a university Realized and projected benefits will be discussed. In addition certain applications installed or under development in other industries will be proposed as applicable in mining and metallurgy. For example, applications for the management of vehicular traffic may find use in mining and shipping.

Data is now appearing in literature that indicates many current paste fill systems in Canada suffer from plugged lines and severe wear rates. Both of these conditions suggest: design problems with the pipe distribution system, backfill composed of poorly graded material and/or possibly poor operator practices. Problems that can be prevented in the design stage, but still may be readily solvable with current technology. However, if left untreated will lead to an increasing frequency of down time. The compatibility of the distribution system with the paste fill rheology is fundamental and essential for the reliable delivery of fill. Either many mine operators are not familiar enough with the technology to provide a critical review that could foresee problems down the road, prior to construction and or North American designers are not clarifying their designs to their customers. The objective of this paper is to highlight key concepts to mine operators with the purpose of better enabling a critical review of contractor's/consultant's designs. There is a great deal of understanding about the rheology of backfill over a range of pulp densities from hydraulic slurry to dense to paste. However, outside of deep mines (especially in South Africa) neither hydraulic or dense fill distribution systems have suffered the problems of paste fill. Paste fill is fundamentally different from hydraulic fill principally in its transportation characteristics. These differences have a direct impact on the design of the distribution system. By understanding the practical implications of these differences the operator can play a more active role in their design while better appreciating how to best operate their own system.

Over the past few years the Cape Breton Coal Research Laboratory's staff designed, built, tested and proved the necessary hardware, software and methodology of tracer gas based surveying techniques applied in the field of mine ventilation. These methods are now used routinely in a variety of applications where traditional anemometric methods do not provide the required accuracies or cannot be effectively employed. Irregular or highly turbulent flows, leakages, geometrically complicated or highly obstructed airways are just a few examples where traditional anemometry can produce unacceptable errors in calculated ventilation parameters. Tracer gas based ventilation techniques have been used in many problematic situations where the standard ventilation methods are inadequate. One such problem, faced by many mine operators, is the emergency imposed by the ever present threat of a mine fire. An understanding of the propagation of smoke contaminants and the demonstrated integrity of appointed escape routes can save lives and property during a fire. That knowledge can be gained quickly and inexpensively by the application of tracer gas smoke simulation methods. The concept of controlled air recirculation has recently gained considerable attention in the mining industry. While mathematical models can be used to predict performance, the ultimate proof of a ventilation system's performance can best be provided by a tracer gas based simulation of contaminant levels. Fan performance tests and assessment of auxiliary ventilation systems are highly dependent on accurate definition of airflows; precise data can be easily obtained by tracer gas based volumetric surveys. The demand or consumption of fluorspar has been somewhat taken for granted in recent years, except for the specific interest of those that produce, market, and/or consume the commodity. A tradition was established of thinking that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today than in the past. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The Bureau of Mines recently published an assessment of world fluorspar reserves and resources that created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The United States and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. The goals for the U.S. Government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. This paper reviews the recent past of fluorspar and helps set the stage for a more detailed assessment of this critical commodity.

The recovery of coarse particles has been widely recognized as being limited by the froth in mineral flotation. In response to this, FLSmidth has developed the Selective Froth Recovery (SFR) System. The SFR System is an extraction system that vacuums material from select locations within the froth and separates the recovered solids into coarse and fine fractions with a hydrocyclone. The SFR is supported and located by an actuator connected to the cell?s level control so that the suction heads are maintained at an offset distance from the slurry level. This can increase the recovery of coarse material by selectively recovering the material close to the bottom of the froth where drop-back of coarse particles typically takes place. The SFR System has been tested at two separate mine sites, and has been proven to increase the copper recovery in both trials. TEST RESULTS The SFR prototype was installed in a copper recovery circuit, on a rougher scavenger 160-m3 flotation cell. Figure 1, shows the SFR System, which consists of four conical skimmer heads that are plumbed together and share a common actuator. The SFR System, raised out of the froth prior to a test, can be seen in Figure 2. The SFR prototype was able to maintain a variety of set points using the level control to determine the slurry height.

ZJ 201 (modified starch) is a non-toxic, odorless, and biodegradable polymeric depressant, which selectively depressed galena in batch flotation tests while chalcopyrite was not significantly affected. In a plant trial, copper-lead separation was successful for the first time without using dichromate. Moreover, the plant process could be changed to sequential Cu-Pb flotation using ZJ 201 for higher grade lead concentrate. A copper concentrate was obtained with a Cu grade of 24.91% and a Pb grade of 5.11%, which recovered 76.6% of the copper from the original ore; a lead concentrate was also obtained with a Pb grade of 21.90% and a Cu grade of 5.31%, which recovered 52.6% of the lead. In addition to the effective copper-lead separation observed in the plant trial, another improvement observed is that gold was recovered mostly in copper concentrate, which could be sold for higher prices. Au grade reached 230.64 g/t, and its recovery reached 65.8% in the copper concentrate. Au grade in lead concentrate was only 18.90 g/t.

Lack of understanding the major process parameters and inadequate scale-up factors have led to the belief that fundamental knowledge is not important for successful flotation plant operations. Flotation of simple and easy to process ores may not require a strong fundamental knowledge base for day to day operations. However, as low grade complex ores are mined and process control is integrated into flotation schemes, it is imperative for a plant operator to acquire a strong background in the basics of the flotation process at hand and/or have access to such a knowledge base at short notice. In order to meet the challenges of unexpected changes in the feed, reagent quality, water chemistry, physical, mechanical and hydrodynamic conditions, the flotation plant superintendent/chief metallurgist must have a strong background in the flotation fundamentals.

There has been a continuous interest in chemical aids for processing Canadian oil sands by hot water extraction process since the first commercial industry operation in 1967. Several inorganic and organic chemical systems have been introduced, of which sodium hydroxide is the most widely used extraction process aid by major producers. Use of NaOH, however, results in accumulation of sodium ions in recycled water, causing higher clays dispersion and producing tailings with poor geotechnical properties that turn into mature fine tailings. This is especially true for low grade and oxidized ores, which present the greatest challenges in bitumen recovery and produce the major portion of fine tailings. In this paper, we are presenting a novel method based on use of inorganic polymers as process aids for various low grade oil sands ores. Denver flotation cell and a laboratory scale hydrotransport loop were utilized to evaluate the effect of chemical dosage and operating parameters on the processability of oil sands samples from Athabasca region. Process tailings were examined for properties such as water chemistry, suspended solids, settling rate and the ease of tailing treatments. Our results demonstrate that the use of inorganic polymers during the froth process lead to a significant improvement in bitumen recovery from low grade oil sands and can improve further tailing treatments. This offers a viable solution that can be easily incorporated into current processing facilities and deliver several operational and economical benefits. Advantages in use of inorganic polymers versus sodium hydroxide are presented in details.

Slurry diaphragm walls are commonly used as both temporary excavation support walls, and permanent structural walls, for circular shafts and long rectangular structures (such as underground subway stations); however, they are not commonly used for more compact rectangular or square shafts. In these instances, a second wall is typically cast inside the slurry walls to form the permanent structure. This paper discusses the approach used on the Silicon Valley Rapid Transit Project in California to analyze these compact rectangular types of structures for static and seismic loading, and to determine whether or not slurry walls can be confidently used as both the temporary and permanent walls for two tunnel ventilation shafts.

The use of heavy media organic solvents to recover coal from its attendant gangue is hardly new. DuPont built a pilot plant using pentachloroethane in 1936 at Weston Coal Company, Weston Breaker, Shenandoah, Pennsylvania. That's almost half a century ago. Since that time, it has become common practice to utilize similar classes of chemicals in laboratory separations of coal samples. It is the objective of this paper to discuss some specific separations on both pilot and laboratory scale on samples representing different classifications of coal. These separations have been carried out on coarse (+4 M), middling (4 x 20 M), and fine (-20 M) coal samples. The coal samples tested include Pennsylvania anthracite; Pennsylvania, Indiana and Colorado bituminous; Wyoming sub-bituminous; and Texas lignite. Other chlorinated solvents were used to vary the specific gravity of separation.

Geographic Information Systems (GIS) are powerful analytical and data display tools for mining industry management, capable of linking spatial features with tabular data and integrating communications across departmental boundaries. This GIS application concentrates in four technical areas of underground mining: ownership and mineral claims; exploration management; production; and mine safety. GIS provides land and exploration managers with the ability to consolidate and archive claim data and to georeference property maps defined in local coordinates into world coordinate systems. It facilitates optimal siting and querying of service installations and refuge chambers relative to production centers. GIS's proximity analysis identifies areas of potential safety concern and points to and maps the shortest routes to emergency exits, facilitating the prompt evacuation of mine personnel.

Dump leaching and ,in-situ solution mining have received considerable attention during the past few years due to their apparent economic viability and minimal environmental impact. Solution mining actually dates back to the 17th century when leaching of copper ore was first reported. However-, modern day leaching didn't begin on a wide scale until the mid-1900's. In-situ mining for copper, nickel, salts, and oil shale is currently looking more attractive as the technology advances. Presently, about 15 percent of the copper production in the United States is from leaching operations at approximately 14 active sites, the largest of which are the waste dumps near the Bingham Copper Mine, Utah. To establish a common background, the discussion is centered around state-of-the-art conditions. For dump leaching, complications inherent to the physical conditions and chemical reactions such as channeling, porosity and permeability, sorption, air flow, rock alteration and pH control are discussed. Emphasis is made on those conditions which render solution recovery rates and solution mineral concentrations unpredictable. By illustrating typical and actual field conditions, the generally accepted flow theories for both dump leaching and in-situ solution mining, including rubblization, are presented. For in-situ mining, hydrogeologic techniques such as geophysical well logging, aquifer testing and digital computer modeling are also discussed. The importance of artificial fracturing and well stimulating to solution injection and recovery is made with regard to project development. Mine tailings, the byproduct of mining and mineral processing, are increasingly mass produced as a result of increased demand for metals and minerals as well as the advancement in technology that allows for the exploitation of lower-grade ores. Lower grades can increase the volume of tailings that may contain new gangue minerals that should be evaluated for the presence of critical minerals and other valuable metals. The practice of reprocessing, while relatively new, is crucial to reducing environmental damages, obtaining valuable critical minerals from waste, and contributing to more sustainable repurposing and disposal methods. With the increase in tailings dam failures in recent years, there is a large motivating factor in remining and removing the potential hazard to benefit the safety of potentially impacted communities. In analyzing the perspectives of various domestic and international studies, this literature review will determine the feasibility of reprocessing and reutilizing mine tailings waste for a more sustainable future while exploring current practices that have benefitted ecosystems and communities.

About 65% of the U.S. coal production (835 n tons was surface mined. A similar proportion of the Illinois basin's production (112 m tons) is also surface mined. The state of Illinois is the third largest producer of surface mined coal in the United States, after Wyoming and Kentucky. The Illinois coal basin encompasses Illinois, southwestern Indiana, and western Kentucky, as shown in Figure 1 (dotted lines). The estimated surface mineable coal resources in the basin amount to about 27 billion tons, and about 69 m. tons of coal is surface mined annually (Tab1e I).

Faults, sandstone channels, and abandoned mine workings present severe safety hazards, disrupt mining, and necessitate costly precautions or discontinuance of operations. In addition to fault detection, mining companies have a need to map discontinuities such as seam thinning and previously mined areas in both longwall and room-and-pillar operations. Initial field tests demonstrated successful generation and propagation of higher order guided wave modes. Theoretical studies indicate potential for improved resolution by sensing small details in the coal seam and roof structure. Controlled- waveform source transducers and specialized detectors are particularly useful to preferentially excite and detect the Love (SB) and Rayleigh-type (P-SV) waves, including the higher frequency modes. The distinct observation of reflections using the transducers in the shear wave mode makes feasible the detection of the water-filled voids.
