Phosphate mining and beneficiation in the State of Florida are presently being carried on by 12 different mining companies with a total of 21 mining and flotation plant locations. Their combined production of both washer rock and flotation concentrate was approximately 28,000,000 long tons in 1968. This accounted for 70-72% of the total U. S. production and close to 30% of the world's output of this mineral. From this extensive activity in the Florida phosphate field, one basic flow sheet for beneficiation of the ore has developed over the years as the most commonly employed. In fact, all of these plants with the exception of two beneficiate Florida pebble phosphate using a basic operation as illustrated in Figure I. The two plants which differ from this general approach are not using raw matrix as feed. In one instance, +14 mesh pebble is ground in a rod mill to release free silica which is subsequently removed in a cationic froth flotation circuit using an amine acetate blend and kerosene. This technique generally results in a 4-7 BPL unit upgrading of the feed pebble. The other exception to the standard flow sheet illustrated in Figure I is an operation which is beneficiating tailing piles. In this case, the material is first subjected to cationic froth flotation in order to upgrade the feed to a point comparable to normal matrix. Thereafter, after, the phosphate is floated in an anionic rougher circuit followed by cationic flotation of the silica in a cleaner circuit.

The past three years have been the most difficult period in the modem history of the barge line industry. Having withstood the fuel cost run ups of the late 1970s and the imposition of inland waterways system user fees, the industry has struggled more recently with an overcapacity problem of unprecedented proportions. In responding to these challenges, the industry is undergoing important long-term structural changes, with the various individual barge lines pursuing an array of divergent long-term business strategies. This paper discusses these strategies in terms of their probable impact on the industry as a whole, and argues for the survival of a competitive number of large, national, independent barge lines as the outcome most in keeping with the long-term interests of the mining and minerals industry.

I have been asked by the Society of Mining Engineers to present a paper on Inco Limited's Indonesian nickel project as a case study in the financing of large overseas mining projects. I welcome this opportunity It is a story worth telling not only because the project itself represents a significant human achievement but also because there are certain important lessons that can be derived from our experience in financing the project. The paper will be divided into four sections: (i) a brief history of the project, (ii) a critical appraisal of the project's financing plan in terms of the goals that we sought to achieve, (iii) some comments on certain factors underlying the relative success of the financing plan, and (iv) the contributions that the engineering staffs must make to a successful financing plan. The paper will not present a technical assessment of the project since Inco Limited has been asked to submit a series of papers on this subject at the International Laterite Symposium as part of the 108th Annual Meeting of the AIME in February 1979.

Surface mining of coal in the South developed into a major industry during the 1960's. The economic significance of the industry is much greater than is readily apparent when one considers only the value of the coal mined. The abun-dant supply of relatively inexpensive steam coal for electric power generation that has been derived from the surface mines has provided the foundation for the industrial expansion that has occurred throughout the South. The region, in gen-eral, has enjoyed the benefits of plentiful low cost electric power. However, re-cent political decisions, at all levels of government, threaten to destroy or severely curtail the surface mining of coal and eliminate the economic advantages once enjoyed by the region. These political decisions are rapidly changing the basic rules of operation and fundamental economics of surface coal mining. Recent changes, resulting from the enactment of environmental and health and safety laws and various bureaucratic rules and regulations, have had a three-fold effect: 1) Greatly increased operating cost, 2) increased lead times for mine development, 3) limited potential reserve base for future mining. Also current legislative proposals are casting a shadow of uncertainty over the future of all coal mining operations that has created serious delays and in-creased cost for the expansion of the coal industry necessary to meet our project independence goals. Technology Surface mining is the safest and most economical way to produce raw materials from the earth's crust. It also affords a more healthier working environment for the individual miner. INTRODUCTION Disposal of coal refuse is a costly and challenging problem facing the coal industry today. After the Martin County Coal Company slurry spill and the subsequent regulatory changes state and federal agencies are now beginning to require companies to justify new slurry impoundments. The authors have performed an analysis of different means of disposing of coal refuse for a major coal producing company located in the eastern Kentucky coalfields (the name of which will be withheld for the purpose of this paper). The company’s existing slurry impoundment is nearing its maximum permitted elevation and also an elevation where it may come in contact with abandoned underground workings. Due to the increased concern with underground mine works near slurry impoundments, additional consideration was given to raising the existing impoundment. Several other alternatives were evaluated, including but not limited to raising the existing impoundment, constructing a new slurry impoundment, constructing slurry cells, belt presses and others. This alternatives analysis was performed as part of a Section 404 permit for a valley fill and is currently being reviewed by the U. S. Army Corp of Engineers. All of the known possible alternatives were discussed in detail in the analysis. Due to the findings of the alternatives analysis, the company considers the engineered construction of the proposed impoundment to be the most favorable option of all the other alternatives evaluated, from both an economic and environmental standpoint. ALTERNATIVES EVALUATION FOR COALREFUSE/SLURRY DISPOSAL Background The company currently operates several deep mines and employ over 300 people and produces over 3.9 clean Mt/a (4 million stpy) of high quality, low sulfur coal. Currently, coarse refuse is belted to a valley fill, while, fine refuse is pumped to the existing impoundment. Coarse refuse is trucked to the existing impoundment as needed for construction purposes. The average recovery is approximately 50%; therefore, over 3.9 Mt/a (4 million stpy) of coal refuse must also be separated and placed.

This paper reviews uses of sodium sulfide in the flotation of oxide minerals of copper, lead, and zinc. The activation and depression effects of sodium sulfide are of particular importance because of their applications with oxidized lead and copper ores. In spite of its industrial importance, the nature of the heterogeneous reactions between sulfide ions in solution and the surface of oxidized minerals has not been fully understood. Hence, proposed mechanisms of the sulfide action in flotation, methods of measuring and monitoring sodium sulfide in flotation pulps, and variables influencing the sulfide addition are analyzed. Recent studies on sodium sulfide addition to flotation pulps, monitoring its concentration, and the optimum dosage control using platinum and/or sulfide specific ion electrodes are discussed.

The use of on-board scrubbers on continuous miners is an important aspect in efforts to reduce the amount of dust that heading workers are exposed to. As part of the CSIR:Mining Technology's research programme to combat dust, a collaborative project with the University of Pretoria was conducted to evaluate scrubbers. Based on fundamental parameters that were identified to play a role in determining the efficiency of scrubbers, a protocol for testing scrubbers in the laboratory environment, as well as the working section, was established. Tests on various prototype scrubbers were conducted in the laboratory environment. These tests proved some of the fundamental premises according to which scrubbers were designed. By testing some of the newer scrubber types underground, insight into the effect of alternative design aspects on scrubber efficiencies was obtained. The importance of the factors which play a role in reducing the amount of dust in the air is illustrated, as well as the role which other non-design factors play in the reduction of dust levels.

In seeking cost reductions, control methods are a fertile field because they significantly affect labor and other costs. While process control in uranium mills is excellent by the evidence of high recovery, the costs seem high to those familiar with extractive operations for other metals. To some extent this high cost is inevitable, because of exacting quality control-, the technically complicated recovery processes; poor control over grade and nature of mill feed- special problems arising out of the radioactive property of the material. Practices used in uranium mills and the limitations indicated for instrumentation and automation are discussed. It is concluded that any large investment in automatic controls should be preceded by a careful study of their reliability and maintainability, and an estimate of the net income after taxes smaller plants my find it more profitable, or at least less risky, to concentrate their efforts on the possible reduction of some control problems and to development of a stable force of skilled employees. The observed experience does not inspire optimism that ore-dressing plants can be extensively automated although certain unit operations offer a challenge for improvements in instrumentation and machine design.

The US Bureau of Mines conducted a multifaceted geomechanics research project at a bump-prone longwall coal mine in eastern Kentucky. This mine presented a unique opportunity to study coal mine bumps because the problem appeared to be confined to areas beneath a sandstone channel of limited areal extent. The Bureau's research plan sought to exploit the uniqueness of the site by monitoring strata behavior and longwall support reactions as the longwall face approached and passed beneath a sandstone channel. The study incorporated static pillar stress and strata deformation measurements, shield support leg pressure measurements and microseismic monitoring, as well as geologic mapping and the collection of observational data. Data collection was underway when a major coal bump occurred on the longwall face at the mine. Pillar behavior (load and deformation), shield loading and microseismic activity were monitored prior to, during and after the bump. Observations in the tailgate indicated that these pillars were failing prior to and following the face bump. Shield load data, evaluated in an effort to identify trends that could be used to forecast coal bumps, appear to provide a measure of the effectiveness of destressing operations conducted on the face (e.g. shot firing). Analyses of microseismic data revealed anomalous values associated with microseismic "energy" prior to the face bump. In addition, microseismic source-location data and underground observations provided some insight as to the sequence of pillar and face bumps.

The Late Miocene San Cristobal Ag-Zn-Pb deposit represents syngenetic and epigenetic mineralization with low- and high-sulfidation characteristics. The geology of the deposit is characterized by barren dacitic ring fracture domes, mineralized resurgent rhyodacite domes, strongly altered and mineralized tuffaceous lacustrine sedimentary rocks and an extensive crystal-lithic tuff debris apron. The orebody is hosted by intracauldron sedimentary rocks and breccias. Fluid inclusion data suggest that silver, lead and zinc were transported as chloride complexes and precipitated by cooling in veins from <5% (by weight) NaCl eq. fluids at 170° to 215°C. Silver spatially and perhaps temporally associated with resurgent rhyodacite was transported as a chloride complex and precipitated by increased H2S activity or increased fluid pH.

Mining has been recognized among the most hazardous industries in the United States, despite the significant reduction in injury and fatality rates over the past century. This study focuses on the ground-fall incidents classified in the Mine Safety and Health Administration (MSHA) database as “fall of roof, back, or brow from in-place” and “fall of face, rib, pillar, side, or highwall.” The main objective of this study is to conduct a comprehensive statistical analysis of the reported ground-fall incidents from 2010 through 2019 including both coal and metal/non-metal mines. Since most of the ground-fall injuries and fatalities occurred in underground coal mines and were attributed to falls of roof and rib, an additional analysis was directed to evaluate roof- and rib-fall incident trends in underground coal mines associated with the mining method, coal-seam thickness, mine size, and the seasonal effects.

Computers have been used in the minerals industry for about 30 years and, in a few cases, longer. With the explosion of microcomputing during the past 10 years, computers have changed how many minerals producers go about their work. What computer usage trends are active in the minerals industry today, and what can we expect in the future? In general, computer usage is accelerating. Engineers and geologists are becoming increasingly "application literate." Soft¬ware is increasingly oriented to how people work. User interfaces have improved, so most users need to know only a mini¬mum of system commands and structure to work with a computer. Most industry professionals know how to use word processing and spreadsheet pro¬grams. AutoCAD appears to be the drawing program of choice. One reason is availability of training and add-on programs for earthwork, mapping, contouring, etc. Another frequently cited reason for using CAD is the ability to quickly make changes to a map or design, as compared to hand methods. Management is moving toward greater acceptance of computer usage. Computers do not need workman&apos;s compensation ... even though they may get sick and take a few days off! Computer hardware used in most minerals-producing companies is strongly personal-computer based and likely to remain so. The 486 personal computers are inexpensive as compared to workstations and provide the power and speed to run most applications in minerals industry engineering offices.

INTRODUCTION Anyone familiar with the problems of hardrock mining will agree that the majority of the serious dangers present in mining are quite visible and obvious to any person reasonably familiar with the profession. Having unsecured, unscaled back over ones head, gives one a very good chance of ending up under a caved in mass of rock. Staying too close to a blast gives one almost a certainty of being hit by a flying rock. Too little oxygen in the air will very quickly lead to loss of consciousness and death. One walks only so much over deep, unsecured openings before he falls into them. It is because of this clear visibility of the conventional health and safety hazards that mining regulations in almost all jurisdictions world-wide are a more or less comprehensive collection of "shalls" and "must nots" of good common sense. When basic rules of common sense safe working practices are at stake, there is little room for dialogue and compromise. The mine inspector is then observing, during his inspection, how well the mine follows these common sense rules. RADIATION AS A HIDDEN DANGER Radiation in mines is a risk, the impact of which does not demonstrate itself immediately. It is first of all a potential risk. Two individuals exposed to identical radiation will almost certainly be effected differently, if at all. This is certainly true of exposures and doses one might encounter in the mines today. We hear very often the phrase: "there is very little known about the effects of radiation". It is one of the most misused and misunderstood half-true statements. I would doubt that there is any other carcinogen whose effects have been studied as extensively as the health effects of radiation. Where the statement is correct is regarding the knowledge of the quantitative assessment of the risk of low level radiation exposures. The reason for this uncertainty is that the magnitude of their health effect is very close to the health effects of natural radiation, cosmic radiation and the effects of other carcinogens such as industrial pollution, hydrocarbons from cars and other chemicals we have grown accustomed to using. As far as lung cancer is concerned, the effects of wide use of tobacco probably outperforms any other single substance. All this having been said, the bottom line is still unchanged. Radiation exposure, in most cases mainly radon daughter exposure, was and still is one of the health hazards of uranium mining and as such has to be controlled to the best of our ability. Various jurisdictions have adopted different approaches to the control of radiation exposures of uranium minemill workers. The following sections of this presentation will attempt to explain the regulatory approach taken in Canada. THE CANADIAN REGULATORY PHILOSOPHY As indicated earlier, the health effects of low level radiation are quantitatively not yet defined and no proven threshold of radiation exposure exists. The Atomic Energy Control Board&apos;s (the Board&apos;s) regulatory system is based on the basic assumption that there is no absolutely safe limit of radiation exposure below which there are no health effects. Theoretically we should therefore strive to reach zero exposure. It is obvious that this objective cannot be reached in real life. The objective of the regulatory process therefore has to be to achieve radiation exposures of the workers that are as low as reasonably achievable, social and economic factors taken into account. This, of course, is the internationally acclaimed ALARA principle put forward by the International Commission on Radiological Protection (ICRP). To avoid any misunderstanding it is worth emphasizing that the ALARA principle is applied to achieve exposures below the regulatory limits which must not be exceeded in normal operation of any nuclear facility including uranium mines and mills. The present regulatory limits for radiation exposures of atomic radiation workers are based on the recommendations of the ICRP and they are almost universally accepted. They should ensure that the risk from radiation exposure is not greater than the risk associated with working in a comparatively safe industry. Basically, there could be two extreme approaches to the regulation of uranium mining and milling. One extreme approach is to develop very extensive and detailed regulations and requirements covering all aspects of radiation protection. This is a somewhat autocratic approach to the regulatory process. This approach has two very serious shortcomings. If detailed requirements are set in regulations, due to the great variations of actual conditions at various mine-mill facilities, they have to be set as a compromise between the desirable requirements and those which could be met by practically all facilities. This approach takes away from the management of the facilities the initiative to strive for improved conditions. Requirements are spelled out in clear, understandable targets and the only worry of the management is to comply with these targets. One of the basic duties of management is to manage the operations in the most effective way with the maximum health and safety of the workers in mind.

Of many physical parameters critical to design of grinding processes, impact of grinding media is among the most difficult to measure or predict. Yet impact of falling grinding balls, pebbles, or rods accomplishes the fine grinding essential to metallurgical recovery of most important minerals. Unfortunately, the same impacts that break ore fragments deform or crack grinding mill liners. A project was undertaken at Climax Molybdenum Company to measure impact forces in operating ball mills so that they might be used to calculate stresses in liner materials and be correlated with service performance of mill liner alloys. Towards that end, a method of measuring impact forces on ball mill liners using an instrumented grinding ball has been developed. Preliminary tests show that impact forces and contact stresses imposed on bare mill liners are quite high but are greatly reduced by cushioning when coarse ore particles are crushed between balls and liners. Compressive and shear stresses induced in liners not protected by coarse ore are so severe that deformation or minute subsurface cracking are inevitable in all but the small production grinding mills, regardless of mill liner alloy strength or hardness.

"This paper presents the results of tests performed to study the effect of slurry solids concentration on the behavior of gas dispersion in industrial-scale mechanical flotation cells. The experiments were conducted at five concentrator facilities run by a Mexican mining company, specifically in the rougher bank of the lead/zinc flotation circuits. Those mechanical cells having significant contribution to the performance of the circuit, that is, the cells that enable high recovery, were characterized. The measurement protocol enables measurement of the superficial gas velocity, gas holdup and bubble size, and sampling of the mineral slurry. The measured data indicate that bubble size and gas holdup decreases as the concentration of solids increases. IntroductionThe process of mineral concentration by flotation is based on contact between particles and air bubbles, the selective adhesion of hydrophobic particles onto the bubbles, and the rising of the bubble-particle aggregates to the surface of the flotation cell to overflow over the lip to form the concentrate. It is now accepted that the physical and chemical process variables that control the flotation of hydrophobic particles are closely related to gas dispersion (Schwarz and Alexander, 2005). Gas dispersion is defined by the superficial gas velocity, Jg (Torrealba-Vargas, Gomez and Finch, 2006), the gas holdup, eg (Tavera, Gomez and Finch, 1997), the bubble size, d32 (Dobby and Finch, 1986; Gorain et al., 1995; Hernandez-Aguilar et al., 2004) , and the bubble surface area flux, Sb (Manqiu and Finch, 1989; Manqiu, Finch and Uribe-Salas, 1991). In recent years, the advances that have been made in sensor technology have enabled the characterization of gas dispersion in industrial flotation cells with excellent results (Gomez and Finch, 2007). This technology advancement has allowed the gaining of a deeper understanding of such complex mechanisms as carrying capacity (Yianatos and Contreras, 2010), collection efficiency (Gorain, Franzidis and Manlapig, 1997; Massinaei et al., 2009) and bubble coalescence (Finch, Nesset and Acuña, 2008; Zangooi, Gomez and Finch, 2010)."

In recent years, a great deal of attention has been focused on developing mill liners to increase wear resistance, improve grinding efficiency and reduce energy consumption in milling applications. The installation of an appropriate mill liner is critical as it affects the overall cost and product quality. A mill liner has two specific functions. The first is to protect the mill shell and mill ends from direct contact with the abrasive grinding media (in this case, the liner serves as a wear surface). The second function is to transport the grinding media, creating energy for size reduction. The liner acts as a lifter, mechanically transporting and cascading the grinding media. The mill lining is a major cost in the milling operation. The costs associated with the mill lining include the capital cost of the lining, downtime required to replace the worn liner and the labor for installation. Generally, in hard rock mining, the life of a mill liner in secondary ball mills is 12 to 24 months.

Oregon Resources Corporation (ORC), an industrial minerals mining company, is currently engaged in the development of a new process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be mined efficiently and economically, creating an additional domestic source for chromite, garnet, and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America. Metallurgical study of the placer material was grouped into four distinct samples based on marine terrace deposition, geological facies, and mineralogy. Because the metallurgical samples represented the extremes likely to be encountered in all future Oregon paleo-beach placer ores, the process design is highly dynamic and will successfully adjust to meet the production needs. Water availability at the mining area is seasonal and will not support a typical placer operation?s water requirement needs for heavy mineral concentration. For this reason, ORC has developed a plan to construct the ore processing facilities near Coos Bay, where a municipal source of water is available. Raw ore will be transported from the mining sites approximately twenty miles one way to the processing facility with return loads hauling tailings back to the active pit. The need to haul dry tailings, return dry material to the pit for reclamation, and limit the amount of water being purchased from the municipality has driven the design of a unique water reclamation system. BACKGROUND Location and Access Economic concentrations of ?black sand? or heavy mineral (minerals with specific gravity greater than 2.85) have been recognized and studied in marine placers from Coos Bay to the mouth of the Rogue River, a distance of approximately 75 miles along the southern Oregon coast (Hornor, 1918; Griggs, 1945)(Figure 1). ORC will begin mining existing reserves approximately 20 miles south of Coos Bay in a region known locally as Seven Devils. Ore will be trucked north to the processing site near Coos Bay via use of existing county and state roads, including U.S. 101. The available facilities at the processing site include highway, rail, municipal water and electricity, natural gas, and a deep water port. At the time of this writing, the rail line had been abandoned, but was being pursued by the International Port of Coos Bay. It is anticipated that this will be serviceable at some time in the future. History The southern Oregon marine placers have garnered the interests of miners since 1852, when present day beaches were exploited for gold. The beach deposits were small and irregular in nature and were easily washed away by the major storms the coast endures during the winter months (Hornor, 1918). [ ] In the 1920?s, deposits at the beach were followed upstream to their paleo-beach terrace origins (Pardee, 1934). These terrace placers were mined, but with little success, as the cost of mining and processing was greater than at the present day beach deposits. The greatest effort to understand and delineate the paleo-beach terrace placers came during World War II. As the need for a domestic source of steel hardening chromite was evident, the heavy mineral bearing placers of southwestern Oregon provided just that. The U.S. Geological Survey, under guidance from the Oregon Department of Geology and Mineral Industries, began exploration drilling of the paleo-beach terraces in 1940 (Griggs, 1945). This work was part of the investigation of strategic mineral deposits and would ultimately supply much needed chromite for the war efforts. A number of important international events took place in 2001 in the development and evolution of mineral valuation standards internationally. In Canada, the CIMVal Committee released a draft discussion paper for public and industry comment on principles to guide the development of the planned Canadian mineral-property valuation standard. The International Accounting Standards Board (IASB) received comments on its Extractive Industries Issues Paper. IASB will decide whether the financial statements of public mining and petroleum companies will be allowed to provide the value of mineral and petroleum assets on a current value basis instead of an historic cost basis. The author led the Extractive Industries Task Force of the International Valuation Standards Committee (IVSC) in developing its submission to IASB. IVSC intends to develop an extractive-industries valuation section for its International Valuation Standards, which could support the planned IASB standard. In Australia, AusIMM has carried out an in-depth review of its highly regarded VALMIN Code. The AusIMM&apos;s MICA subdivision organized the VALMIN `01 Conference in Sydney, Australia, with a range of international and current issues papers published in the VALMIN &apos;01 book. Considerable support for the IVSC initiative was evident at this conference. The results of the review of the extractive industries submissions to the IASB were expected to be released in early 2002. The CMMI Congress in Cairns, Australia in May 2002 is likely to prove to be an important forum for continued discussion of the development and implementation of international standards and qualifications for mineral valuation. The outcomes and implications of these events are discussed.

Conveyors constitute a critical artery, essential to the successful operation of most ore processing plants. Technological progress is permitting the recovery of metal from low grade ores which previously could not be worked economically. Significant in this progress are improved material handling techniques highlighted by the frequent and successful application of conveyors. From the standpoint of the plant manager the successful conveyors are those he never hears about. They continue to economically transport the loads applied to them, requiring only routine maintenance attention. When such conveyors are subjected to closer scrutiny you will find that they have been carefully selected and engineered to perform the required function under the anticipated conditions. Among the primary elements in a conveyor drive are the electrical motor and the speed reducer. The selection of these elements can be aided by the systematic consideration of several factors. These factors which focus attention on the critical operating conditions, will be individually evaluated and their effect upon the selection of the electrical drive system and speed reducer analyzed.
