Mining of a bedded barite deposit exposed highly pyritic siliceous sediments which have weathered and degraded subsurface and surface waters. The ph, sulfate, and total dissolved solids are the most seriously affected parameters. Several solutions were tried and eventually horizontal holes were drilled into the mine wall to draw down the water table and decrease the movement of groundwater through oxidizing zones opened up by the mining operation. Areas of surface disturbance were capped with layers of soil, bentonite, and gravel to decrease the infiltration of water into the disturbed areas. These actions have begun to decrease sulfate and total dissolved solids concentrations and increase ph values.

The purpose of this paper is to relate progress in the engineering field called Minerals Beneficiation to undergraduate and graduate education in our colleges and universities. So mach has been written recently about the education of scientists and engineers that I've had to struggle against the temptation to repeat what has been often said before, particularly because man like Robert Mehl of Carnegie Tech, Antoine Gaudin of MIT, H. M. Davis of Penn State, and John Vanderwilt of Colorado School of Mines have recently written many quotable paragraphs on the subject. In the matter of progress, the rapidity of proliferation in the area of physical and chemical beneficiation is convincing proof that this is indeed a lively art, and having been a millman for 35 uninterrupted years I prefer to lean on personal observations to some extent, rather than on statistics and charts v culled from the journals. I propose in this paper to talk first about the progress we've made in our branch of the mining industry in the last 3 decades--particularly in the last few years--and try to show that future progress will depend upon the quality of education and capacity for research possessed by our colleges. The second part will deal with some of the problems the colleges encounter in trying to fulfill these responsibilities.

The dissolution behavior of gold in ammoniacal solutions at 75°C has been investigated. The variables investigated include concentration of lixiviants, pH of the solution and various oxidants. The anodic dissolution of gold was studied in the absence of oxidants using the potentiodynamic polarization technique. The cathodic reaction of oxidants was studied on a platinum electrode. Tafel polarization tests were also performed to determine the dissolution rate. The overall dissolution of gold in ammoniacal solutions was examined using a mixed potential theory. A comparative study on the role of cupric am mine, oxygen, hydrogen peroxide, sodium hypochlorite as oxidants for the dissolution of gold in ammoniacal solutions has been carried out.

The coming years should see moderate growth in the US coal industry. That growth may come at the expense of the oil and natural gas industries. Conoco pegs coal growth at 2% a year, until the year 2000. During that same period, Conoco projects only 0.5% annual oil growth and "a flat or negative trendline" for natural gas. This is compounded by the fact that coal has a delivered cost per Btu that is only half as much as it is for natural gas and only a third as much as it is for oil. So said Ralph Bailey to many of the 2600 attending the opening session of the American Mining Congress Coal Convention, May 12-15, in Pittsburgh, PA. Bailey is chairman of the AMC. He is also chairman of Conoco. While coal's projected growth is not spectacular, "it is in fact almost an assured growth," Bailey said. Weak oil and gas prices will likely prevent faster growth for US coal. Most of coal's increased demand will come from the electric utility industry and expanded steam coal exports. Conoco's study projects that domestic coal demand will be strengthened in the 1990s. By then, the present surge of nuclear power plant constuction will be over. And there will be a lack of acceptably priced, large-scale generation alternatives for utilities. "It is not likely that any electric utility is going to be ordering new nuclear reactors," Bailey said. "And as oil and gas supplies become scarcer and more costly, it is only logical that coal is going to fill the gap." At the same time, Bailey believes the US coal industry must find ways to lower its costs. He said cost excesses can be found in "regulatory overkill, labor, and simply bad habits" hidden by years of high inflation. "Those costs have now been laid bare, because we are going through a pe¬riod of disinflation. We have to put our house in order, particularly if we are going to compete in world markets." Bailey also touched on coal research. "The industry certainly accepts the fact that we must find a way to burn coal as cleanly as possible. A lot of work in that regard is going on. I expect there will be some significant break-throughs." Bailey said the coal industry is being squeezed this year. Last year, coal customers accumulated inventories in anticipation of a major coal strike that never materialized. Now, many utility customers are working down these inventories. So they are not taking deliveries on their coal contracts. But coal use is up in 1985, compared with 1984, Bailey said. So increased coal use, along with supply drawdown, should strengthen the coal market before the year is out, he said. After Bailey's presentation, some 100 speakers addressed policy and technical topics at 15 sessions during the four-day meeting. It was the first time since 1977 that the AMC Coal Convention has been held in Pittsburgh. And this year's attendance was up 40% from the last AMC Coal Convention held two years ago in St. Louis, MO. This year's registrants included 228 companies, 225 manufacturers, and 106 associated members. The only negative was the David Lawrence Convention Center. It was less than ideal. By turns, meeting rooms were too small, too cramped, or too far from one another. The session on longwall mining was so crowded that the doors were propped open so conference delegates could peer in. A concurrent manufacturers' forum session needed 50 more chairs to accommodate those wanting to attend. However, on to summaries of some of the presentations. Coal transportation and export Since Congress approved the 1980 Staggers Rail Act, railroad rates for hauling coal have not been excessive. In fact, rail rates for coal have increased less than 0.5% a year, in real terms, since 1980. Moreover, the market oriented principles written into Staggers are contributing to the improved financial and operational health of the nation's railroads. But no railroad is earning excessive profits. That is the gist of a coal transportation study being completed by the US Department of Energy. William Vaughan is DOE's assistant secretary for fossil energy. He affirmed the thrust of the upcoming report. Vaughan did allow that Interstate Commerce Commission (ICC) regulations on rate reasonableness could permit the railroads to exploit their monopoly power on captive shippers. Based on the findings within their report to Congress, the US Environmental Protection Agency (EPA) announced that it had decided not to regulate mining wastes under the hazardous waste regulatory program. However, they found that some mining wastes are hazardous and may be causing environmental damage. Cyanide wastes from heap leach operations were included in this group. In evaluating the effects of cyanide use in mining one finds a significant lack of information on the fate of cyanide in soils. Cyanide attenuation and degradation of soils is important, because ground water is a major potential pathway for cyanide contamination. There is a strong potential for cyanide to be removed from solutions as it migrates through soils· by volatilization, chemical reaction, adsorption, oxidation and biological processes, but no definitive investigation has defined these mechanisms adequately to be able to predict the fate of cyanide in soils.

The effects of air quality regulations passed in the last few years have been felt in a more pervasive way by the electric utility industry than by perhaps any other industry. I'm referring especially to those regulations dealing with the control of air emissions from stationary sources, and those specifying the quality of fuel used. Particularly, I would like to describe some of the effects that these regulations have had on the Commonwealth Edison Company. To put the subject into perspective, a brief descrip¬tion of the company will be presented first. Then, a historical outline of some of the efforts at control of electric generating station emissions will be described. Following this will be an indication of the Company's response to early State and local regulations prompted by the growing pressure for stringent envi¬ronmental control. Finally, the Company's plans to achieve com¬pliance with the most recent, Federally approved, State of Illinois regulations will be summarized.

Cu isotope fractionation in low-temperature aqueous environments has been well documented. Here Cu fractionation was applied to two distinct, yet related, mining problems. First, an exploration geology application, where copper isotope fractionation was measured in oxidized leach caps, chalcocite enrichment blankets and hypogene mineralization in three porphyry copper deposits located in the southwestern U.S. Cu isotope patterns exist in a vertical distribution within the mines, coupled with distinct relationships with the Cu grade. Second, a hydrometallurgical application, where copper isotope fractionation was measured in leach fluids, feed and residues from a quick leach test (QLT) on Cañariaco, Peru ores. The results indicate the relative proportions of the minerals providing Cu during leaching. Interpretations of the QLT test measurements indicate covellite is the dominant ore mineral providing Cu during leaching. Both applications clearly demonstrate the use of the Cu isotope technique to understand low-temperature aqueous processes involving copper.

In the design of a modem mill, a stockpile storage system for raw and/or semi-processed ore has become almost indispensable. This paper discusses the benefits of such stockpile storage as well as the various types of belt conveyor stockpiling units available. Particular attention is given to large radial stackers since they offer the greatest flexibility. Stacker control systems and accessory equipment are briefly discussed. Various alternative reclaiming arrangements for stockpiles are reviewed and a discussion of the advantages and drawbacks of each arrangement is included.

It is common practice in Appalachia, when extending the life of an existing mine, to acquire the adjacent reserves and extend the existing mine into it. Also, often the existing mine is renovated to accommodate the new conditions. The existing mining system and the track and belt haulage systems may be modified while the new property is integrated into the old one. All of these changes create new constraints for the mine ventilation system (M.V.S.) that require proper planning and control procedures. The authors describe and present the study that was carried out for the ventilation system of a newly expanded underground coal mine located in the Appalachian coal region. Discussed first is the process of correcting the ventilation system of the existing mine. Then, some of the stages of controlling the expanded system are discussed. Finally, numerical data for these steps are presented.

Strains of Bacillus polymyxa, preadapted and grown in the presence of corundum, were found to be capable of the efficient separation of hematite from alumina. Results of tests performed using binary hematite-corundum and ternary he- matite-quartz-corundum mixtures in the presence of cells and metabolic products separated from the adapted bacterial culture indicated that more than 99% of the hematite could be efficiently separated through selective flocculation after desliming. It was found that alumina-specific bioproteins and other nonproteinaceous compounds were secreted by bacterial cells after adaptation to the mineral. Mining engineering curriculum has been discussed and debated in meetings and conferences, and opinions and recommendations have been published in the literature since the inception of the official degree-granting mining engineering program at the Columbia School of Mines in 1864. The deliberations have usually been heightened during the periods of boom-and-bust cycles experienced by the mining industry since the 1920s. Currently, the global natural resource industry is undergoing another cycle, called ?super cycle,? characterized by elevated prices for metals and other natural resources. The super cycle is occurring as a result of the large deficit between the global supply and demand for natural resources, due, in large part, to economic expansion and development in countries such as China, India and Brazil. Because of this cycle, there is a shortage of mining engineers in the U.S., Canada and Australia.

Dexter pit lake, within the townsite of Tuscarora, Nevada, has been in existence since 1990 and provides a natural laboratory for the study of cycles of trace elements associated with ore deposits (e.g. As, Cu, Pb, and Se). Our goal in this study is to develop and calibrate methods of geochemical modeling that may be applied to estimating the concentrations and fluxes of trace elements in pit lake systems. Our initial modeling work considers limnology, hydrology, wall rock mineralogy and geochemistry, benthic fluxes, and colloid composition. Results from our work may be useful in evaluating water quality in the arid West.

Fluorapatite is an important constituent of the greater part of the basic and ultra-basic rock members of the Complex. The evidence for and role of primary magmatic processes in the development of concentric zones of dunite, pyroxenite, syenite and carbonatite and its consequent bearing on the distribution of apatite are discussed. The presence of at least two generations of each of the latter three rock types indicates the cyclical nature of magmatic activity. Pegmatitic-metasomatic phases corresponding to the major magmatic cycles resulted in emplacement of pegmatoidal assemblages. The abundance of apatite in the pegmatoid can be traced to the composition of its parent magma and its cooling history. Approximately 2.5 million tonnes of phosphate concentrate are produced annually from ores containing from 10 percent to 25 percent apatite.

Coalbed methane (CBM) is currently being produced from a relatively small area in the Dunkard and Pocahontas basins, in the northern and central parts of the Appalachian Basin, respectively. In general, much of the production occurs where the coal beds are beneath 500 feet or more of overburden, where the rank of the coal is high-volatile B or greater (%Ro >0.8), and where the natural fracture system is enhanced by structural deformation. It is anticipated that near-term CBM development will continue within these areas and will expand in the Appalachian basin as technology improves and as the price of gas rises.

Based on theoretical and experimental researches of phosphate and carbonate minerals flotation in the presence of soluable glass at various pH values and sodium silicate concentrations, it has been established that the presence of soluble glass in solution leads to formation of silicate compounds on the surface of phosphate and carbonate minerals causing change in their floatability for the worse. The harmful influence of soluable salts is done by tying of collector as metallic soaps, forming precipitates on the surface of minerals to be floated and causing their depression of flotation, and breaching of the froth etc. Depressing action of slimes and products of interaction with collector depends on the ratio of values and signs of potentials of the mineral surfaces. The possibility of phosphate and gangue minerals separation can be evaluated by comparing the minimum-necessary concentrations of collector required for their flotation.

This paper reviews the results of the subsidence research prop ram at Sandia National Laboratories. The manuscript highlights the following: the application of empirical methods (profile functions) to the subsidence above longwall panels in the U.S.; the use of the "rubble model" to describe the behavior of broken strata as it distends when it falls to the Mine floor (or top of the rubble pile) and then is subsequently compacted as it is loaded by overlying elements of strata; and, the application of physical modeling techniques (centrifuge simulations) and numerical techniques to study the failure mechanisms in highly structured stratigraphy. The capabilities of the latter two are illustrated ')y comparing their predictions to the results of a field case that has complicated stratigraphy.

While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.

INTRODUCTION During the past decade, significant pro¬gress has been made in applying rock mechanics principles to mine design problems by a great number of researchers. Some of these new techniques have found their way into the engineering and planning offices of the operating mine. In spite of these advances, however, the application of rock mechanics in the day-to-day mine planning and design of our domestic coal mines is rela¬tively rare. There are a number of reasons responsi¬ble for this relatively slow progress, not the least of which is the question of how to measure the success or cost effectiveness of a sizable rock mechanics effort in an opera¬ting mine. Firstly, the properties of geologic materials generally vary over a wide range and it is, therefore, difficult to assess whether an improvement in the mining conditions is due to a design change or due to a change in the geologic conditions. A second reason for the slow acceptance of rock mechanics in engineering thinking is the fact that some of the concepts are quite difficult and that physical evidence of their validity to mine design is still rare. Thirdly, com¬munication between research, engineering and applications oriented people appears to function only intermittently. In our view, however, the most important impediment lies in the "state-of-the-art." Exactly how much can rock mechanics help the mine operator? The best that rock mechanics can do at present is determine whether one approach is better than another when weighed against some design objective (stress, strain, deformation). We cannot determine the abso¬lute best ground control design -- only what is better. If ground control is lost, the statement that "it's the best one we looked at" means very little to the harried operator. While the "state-of-the art" has advanced a great deal, it has certainly not been reduced to an engineering matter in that design hand¬books are available -- they are not. The success of a rock mechanics program, there¬fore, can be determined only over a long period of time of continuous effort.
