A possible process for extracting tellurium and antimony from a residue generated in alkaline sulfide leaching of telluriumbearing alkaline skimming slag was proposed. The central composite design was employed to define the optimal leaching conditions for tellurium and antimony extractions from the residue sample. Using a 23 factorial matrix, the best performance for tellurium and antimony extractions (96.36% and 99.64%) were obtained at 175 g L−1 Na2S concentration for 80 °C during 60 min. The notable degree for influencing tellurium and antimony extractions was leaching temperature, Na2S concentration, and leaching time. The analysis of variance results indicated that the regression model was significant and suitable to be used for the optimization of independent variables within the range. The model was validated under optimal operating conditions based on the experimental design results. Antimony and tellurium in the leach liquor were separated and recovered by H2O2 oxidation followed by Na2S-Na2SO3 reduction. 98.93% of antimony was precipitated selectively during H2O2 oxidation, while 95.06% of tellurium was precipitated during Na2S-Na2SO3 reduction. NaSb(OH)6 and elemental tellurium was obtained as the product.

To fully utilize a ventilation simulator as a planning and production tool, the network database must keep pace with mining progress. By using AutoCAD's attribute-definition function, the branch data and node coordinates can be stored as part of the branch-diagram file, and updated with the drawing. Attributes are drawing entities that contain text which can be extracted in a standard spreadsheet format or as an ASCII text file. The data can be subsequently loaded into a ventilation simulator with plotting capabilities, such as VNETPC. This paper presents the methodology for using AutoCAD's attribute feature in a ventilation simulation.

Acidic treatment of enargite (Cu3AsS4) dissolves both arsenic and copper from the mineral and then attempts to separate them in the leach solution. The reactivity of enargite was examined in acidic solutions, over the pH range 1-7, to determine a potential range for co-dissolution.. Enargite mineral samples from Butte, MT and Quirivilca, Peru were used as working electrodes in a cyclic voltammetry corrosion cell setup, which were then cycled multiple times over -1000 to 1000 mV. Surface reactions and transitions were characterized using in-situ Raman spectroscopy, which were then compared to updated predominance diagrams for the copper-arsenic-sulfur system from a previous study done under alkaline conditions. The region of co-dissolution is limited to > 600 mV vs. SHE and pH < 1 under the proposed diagram.

Relationships among mine and injured miner characteristics and HSAC&apos;s degrees of injury are examined for 91,404 injuries in under- ground bituminous coal mines in the United States from 1975 through 1982. Injury severity varies by the mining system, geographical region, circumstances surrounding the injury, the injured miner&apos;s age, whether the miner was using powered equipment, the year which the injury occurred, and the location in the mine where the injury happened. Injury severity is not related to the injured miner&apos;s total mining experience, job experience, and experience in the mine in which the injury occurred.

The pyrometallurgical industry plays a vital role in producing metals for our modern life. With growing demand for metals and declining grade of mineable ore, innovations become critical for many mining companies. This has given rise to the need for a review of recent improvements to the pyrometallurgical industry in terms of analytical measurement techniques, process and equipment improvements, and computer-based modeling/simulations. Because many of these innovations tend to be applied to a wider scope of metals, not restricted to a specific metal, we studied the broad applications of many improvements to a wide range of metals. We found that the challenge of a lack of robust measurement techniques under high-temperature conditions within a furnace hinders optimization of a pyrometallurgical process. Some future opportunities in the pyrometallurgical industry on analytical measurement techniques, computer modeling, and processes and equipment were also outlined and discussed.

Booster fans increase air pressure to overcome resistance, the objective being to force adequate amounts of air through distant workings. They are used in areas that are difficult or uneconomic to ventilate with main fans alone. Booster fans are currently permitted in underground coal mines in some countries; the United Kingdom, South Africa, Australia and Canada have been defined as major users. Booster fans are not allowed in the US bituminous and lignite coal mining operations at the present time due to safety concerns. This paper presents the history of booster fan use in coal mines of the United States during the last 90 years. Changes in regulations, as well as advantages and disadvantages of booster fan use, are discussed. Research and petitions for booster fan use are highlighted in order to bring the debate into focus.

Current design guidelines for the surface catalysed oxidation of Fe(II) on Fe(OH)3 (Ochre) in passive mine water treatment systems are based largely on empirical data as the details of rates and mechanisms have not fully been revealed. Also the effects of elevated carbonate concentrations, typical of many UK minewaters, on the surface catalysed oxidation rate are unclear. In order to move away from empirical design and towards sound engineering that is based on geochemical and hydrological understanding it is necessary to quantify these reaction rates. In this study the effects of Fe(OH)3 and carbonate on the rate of Fe(II) oxidation by dissolved oxygen have been investigated with an aim to delineate the reaction mechanism. Experiments were conducted under well-controlled conditions. Preliminary results indicate that the surface catalysed reaction is an order of magnitude faster at pH ~6.4 with 200 mg/l Fe(OH)3 than the homogeneous rate and is dominated by an elevated rate of removal and oxidation of Fe(II) from the solution phase. It is also apparent that the oxidation rate of actual adsorbed Fe(II) is substantially retarded with respect to the homogeneous rate. Carbonates were not shown to affect the surface rate within the bounds of this preliminary study.

Organisms living at hydrothermal vents are adapted to catastrophic disturbances in their environment caused by processes such as tectonic activity and mineralization that shift the locus of fluid flux and volcanic eruptions that pave over active systems and reset the hydrothermal cycle. The scientific community appreciates this risk of natural, local loss of species, genetic, and habitat diversity. The risks of more profound loss of diversity and ecosystem function and health as a consequence of additive commercial activities in hydrothermal systems are unknown, and are not the same across all deep-sea hydrothermal systems. Vent communities differ from one ocean basin to another, as do the geological settings and geochemical dynamics of vent systems. Communities on the East Pacific Rise represent one end-member in the catalog of hydrothermal vent communities. In these systems, the life cycle of a hydrothermal field is on approximately the same time scale as the lifespan of the species that live there. From studies of the 1991 and subsequent eruptions at 9N on the East Pacific Rise, we understand the rapidity with which new vents are colonized when nearby brood stocks are available to repopulate the system. Almost instantaneously, microbial biofilms and mats form, followed quickly by invasion of mobile opportunistic organisms (especially crabs, copepods). In a matter of a few months, a predictable succession of sessile organisms recruits, grows, and reproduces. Within two to three years, the system returns to levels of species diversity that begin to match those of the pre-eruption condition. Vents on the Mid-Atlantic Ridge (MAR) represent a different end-member, with catastrophic disturbance rare relative to the life span of the organisms that make up the bulk of the biomass. We have no experience with an eruptive event or other major transformation of venting activity on the MAR and thus have no knowledge or insight regarding the time it would take for the biological diversity to return to pre-cataclysmic levels.

In situ solution mining of uranium has environ- mental advantages over conventional mining. The leaching of uranium, however, alters the groundwater quality in the aquifer where the mining occurs. Currently, regulations require that the groundwater be restored to approximately its original condition. This paper, a summary of a study funded by the Bureau of Mines, reviews the state of the art in restoring groundwater quality after in situ uranium leaching. Current restoration practices discussed include disposal of liquid wastes in deep disposal wells and evaporation ponds, producing from all wells during restoration, and recirculating water purified in surface plants. Methods for predicting the effectiveness and cost of current techniques are presented. Possible alternative techniques are also described. Two restoration operations are discussed.

A complex soil profile and high water table, together with a below-grade active subway tunnel, an above-ground elevated railway line, and the heavily travelled Northern Boulevard all passing above the tunnel alignment, combined to make mining of New York?s Northern Boulevard Crossing what is widely considered to be the most challenging portion of the multi-billion-dollar East Side Access project. The Northern Boulevard Crossing is a vital link in this project which, when completed, will connect the Long Island Railroad to Grand Central Terminal in Manhattan. How the sequential excavation method (SEM) tunneling was successfully accomplished, despite the obstacles, was a textbook exercise in practical innovation coupled with close cooperation between the owner, the construction manager, Hatch Mott MacDonald, the designer, Parsons Brinckerhoff, the contractor, Schiavone-Kiewit, and spe-cialty geotechnical contractor, Moretrench.

The flocculation and dispersion behaviors of microsize wolframite and quartz are systematically studied in this paper. For synthetic mixtures, the floc separatory method on gravity units--electromagnetic vibration table (EVT) and lifting column (LC), have been approached. Satisfactory results can be obtained with a weak shearing. A better metallurgical performance can also be achieved for natural ore slimes through the combined technique. The efficiency is better than that of single gravity separation. Finally, the mechanism has been investigated.

Most mining companies today perform site assessments and operational or compliance audits regularly. The purpose of these audits is to review company facilities and operations to determine whether they comply with applicable federal, state and local environmental laws and regulations. Why Audit? Companies adopt assessment and audit programs for legal and business reasons. The business reasons include: (1) ensuring efficient and cost-effective compliance through early problem identification and resolution; (2) planning and implementing business transactions such as real estate conveyances, loans, mergers and acquisitions, and waste disposal service contracts; and (3) employee training and relations. Legal reasons for audits include: (1) avoiding enforcement actions and penalties; (2) meeting environmental permit certification requirements; (3) avoiding corporate officer liability; and (4) meeting Security and Exchange Commission disclosure requirements. The Environmental Protection Agency ("EPA") encourages environmental auditing by regulated entities. The EPA Environmental Auditing Policy Statement was published in the Federal Register on July 9, 1986 (51 Fed Reg 25,004). Although the existence of an auditing program does not create a defense to or otherwise limit a company&apos;s regulatory responsibilities, EPA considers compliance programs in setting inspection and enforcement priorities. If a company makes an honest effort to identify and correct its own problems, EPA&apos;s enforcement approach is influenced, especially if violations are promptly reported. Perhaps more significant to many executives, the U.S. Department of Justice issued guidelines last year on when it will pursue criminal prosecution for environmental violations. See Department of Justice, "Factors and Decisions on Criminal Prosecutions for Environmental Violations in the Context of Significant Voluntary Compliance or Disclosure Efforts by the Violator," (July 1, 1991). It is now commonplace to read about major companies pleading guilty to criminal violations and paying millions of dollars in penalties. For example ALCOA recently agreed to pay criminal fines and civil penalties totaling $7.5 million for unauthorized excavation of PCB-contaminated soil and improper dumping of spent caustic solution. No executive wants to explain to the Board of Directors or shareholders why the company was criminally indicted. The Department of Justice considers factors such as voluntary disclosure, preventive measures and compliance programs, such as a regular compliance auditing program, the effectiveness of the disciplinary system for employees who violate the company&apos;s environmental policies, and subsequent compliance efforts by companies to remedy ongoing noncompliance. The Department of Justice looks closely at whether audit recommendations were implemented in a timely way and whether environmental compliance was a standard by which employees were judged. The Lawyer&apos;s Role. The role of the lawyer in an audit team deserves special attention. When enforcement action or litigation has begun or is contemplated or a government agency has asked for information, attorneys always should be directly involved in environmental audits. In most situations, however, environmental audits are management tools, and the attorney&apos;s role should be to advise the team. The attorney can help make sure the team understands the laws and regulations the facility must

Canada still remains today a strong resource nation with a huge geological potential. Canada ranks among the top five leading countries in the production of 15 major minerals. Acid mine drainage (AMD) is a serious environmental problem that preoccupies the Canadian Mining Industry. Considerable amounts of money are spent every year in an effort to prevent or reduce the acid mine drainage production. It is estimated that across Canada there are a few thousand abandoned mine sites as a result of the last fifty years of mining. Most of these sites are acid producing presenting a serious threat to the environment. It has been estimated that the cost of stabilizing and reclaiming these sites across Canada will be over $5 billion over the next twenty years. Current practices for decommissioning acid producing sites are water covers (flooding), dry covers, revegetation and treatment of the acid effluents. This paper presents the technical and legal issues of mine closure and reclamation in Canada. The methods used in the revegetation of acid producing mine sites is also presented This paper also reviews the financial guarantee requirements for mine closure by the provincial legislations in Canada. A case study of stabilizing and reclaiming a sulphide tailings area in the Sudbury region is presented. It illustrates the challenges facing the Canadian Government and the mining companies in restoring and revegetating the closed and abandoned mine sites across Canada.

The discovery of the gold deposits of the Jerritt Canyon district and the construction of the E. R. Bell Mine is one of the significant mining developments in the United States during the past ten years. This mine will exploit one of the larger deposits of disseminated gold presently known, with proven, recoverable reserves in excess of 67.6 million grams of gold. Interest generated by the success of this project has contributed greatly to the tremendous resurgence in exploration for disseminated gold deposits in Nevada and throughout the west. The Jerritt Canyon project, including the Bell Mine, is a 70/30 joint venture between Freeport Gold Company and FMC Gold Incorporated, both of which are wholly owned affiliates of the respective parent companies, Freeport-McMoRan, Inc. and FMC Incorporated. Under the terms of the joint venture agreement, Freeport Exploration Company, another Freeport-McMoRan affiliate, manages the exploration and pre-mine development. Drilling, design, construction and management of the Bell Mine are provided by Freeport Gold Company.

As in many other areas of the Mexican economy, the legal rules applicable to mining in Mexico have been changing fast. Mexico&apos;s mining sector is opening up to levels of international participation that were unforeseeable just a few years ago. Over the last several years, Mexico has made dramatic changes in its trade and investment policies. Many of these changes have their roots in the administrations of Miguel de la Madrid and perhaps even Jose Lopez Portillo. However, the current administration of President Carlos Salinas must be given credit for articulating, advancing, promulgating and implementing these changes. Just a few short years ago, few people believed Mexico would repeal so many of its restrictions on foreign investment and lower its average tariff level from something around 100% to less than 10%, where it is today. NAFTA and mining The North American Free Trade Agreement (NAFTA) is the most comprehensive international expression of Mexico&apos;s new policies. Except perhaps for the agreements establishing the European Union, NAFTA is the most detailed trade agreement ever written, consisting of about 2000 pages. The provisions of NAFTA with the greatest relevance to the mining industry include the chapters on investment and government procurement. Many mining companies may also find the temporary work provisions relevant. Finally, no discussion of NAFTA and the mining industry would be complete without some mention of the North American Agreement on Environmental Cooperation, the so-called Environmental Side Agreement.

Most miners know that Latin America&apos;s major mineral areas are in the mountains of Mexico and down the backbone of the Andes in South America. These areas comprise some of the more rugged and challenging parts of the world&apos;s geography, and the risks of doing business in these areas are just as difficult as the impressive task of extracting and processing ores. However, Latin America does contain mineral deposits, some untouched and many to be discovered, that convince venturesome people that the tremendous effort required to mine them will be worthwhile. The rewards have often been adequate in the past. Hopefully, they will be in the future. Background The safest statement that can be made about Latin America is that the "ballgame is constantly changing." Here are some examples: Chile. Under President Frei in the 1960s, Chile welcomed foreign mining interests, even though the government was acquiring significant ownership interests in the big copper properties. Then, under Allende in the 1970s, the big mines were taken over and compensation was denied on various grounds including the allegation that extraordinary profits had been made that should have been taxed. After Allende, an about-face was made in policy; former owners of the expropriated mines received some compensation and new foreign investment was seriously welcomed. The direct investment role of Middle Eastern oil producing countries in future world-wide mineral development probably will be a limited one for the next five years. Their needs and their longer range economic objectives substantially preclude any such risk taking ventures. There is, of course, the possibility of political in- vestment. One hears many rumors and doomsday calculations of what the Arabs might do with the rising accumulation of surplus funds. Up to now, this kind of investment has been more in rhetoric than in money. For the most part, oil producing countries of the Middle East have been, and will be, investing surplus funds with strong emphasis on the preservation of capital. They will seek security first and yield second just like any other prudent investor. In several respects, this is regrettable. A direct infusion of risk capital into mineral development, especially in the Third World countries, is a constructive way of enhancing their earning power which many desperately need just to stave off starvation. It would also be a good way of eliminating material shortages in the industrialized world. Most important of all, it would help to ultimately reduce inflation without imposing the hardship of recession. So why isn&apos;t it done?

Particle processing is a key to using solid particles in fuel cell applications. Selectivity with regard to reactivity, impurities, etc. is important feature and the treatment of particle surfaces could greatly impact the performance of direct carbon fuel cells. Solid fuel particles will become increasingly important in the future. Present energy conversion systems for solid fuels are too inefficient. New energy conversion systems for solid fuels with higher energy conversion efficiencies are possible. Fuel cell technology is a key-technology in these new conversion systems. The direct carbon fuel cell (DCFC) operates on carbon particles obtained from a variety of solid fuel feedstocks. The DCFC is the only fuel cell designed to directly oxidize carbon particles in a special anode chamber. The particles are generally graphite structure with high purity. The electrolyte used is the high temperature solid oxide, molten carbonate or hydroxide electrolyte. Since a pure stream of CO2 is produced the stream can easily be sequestered and disposed. Pure carbon dioxide produced as a by-product would also have a market in many industries. A well-defined technology roadmap identifying key research and development (R&D) issues is necessary to provide a framework for the development of these systems and to prevent entrenchment in inherently inefficient technologies. This review paper describes the direct carbon fuel cell and its system, how it works, the developmental status, the characteristics of the carbon particles needed, and the research and development issues for the technology. INTRODUCTION The DCFC has been under development for many years. It was researched as early as 18961), but an intense research and development is necessary to realize its potential. William W Jacques, a US electrical engineer and chemist, described a DCFC in 1896 in US Patent 555511 for a “Method of converting potential energy of carbon into electrical energy”. Jacques used coke electrodes in a molten NaOH electrolyte. Molten carbonate fuel cell (MCFC), solid oxide (SOFC) or hydroxide electrolyte (AFC) technologies can be used as the basis for the DCFC technology. A schematic of the direct carbon fuel cell in the MCFC mode is shown in Figure 1. The molten carbonate fuel cell operates at approximately 650°C (1200°F). The high operating temperature is needed to achievesufficient conductivity of the carbonate electrolyte, yet allow the use of low-cost metal cell components. A benefit associated with this high temperature is that noble metal catalysts are not required for the cell electrochemical oxidation and reduction processes. A quantitative x-ray diffraction method has been developed for the analysis of alteration minerals in wallrock. Alteration data are plotted and contoured (analogous to geochemical data). Alteration trends outlined by this technique correlate closely with geochemical anomalies, and in some cases attend well beyond the perimeter of anomalous base metal values. "Monomineralic contouring," applied originally to porphyry-type mineralization, has been extended to other types of mineralization, including volcanogenic massive sulfide deposits. Equipment and techniques used in the quantitative measurement of alteration mineralogy are discussed.

The long and often undefined period in the post-mining phase challenges geo-monitoring with its various responsibilities, like the detection of environmental changes, ground movements and water management. Modern methods of geo- and environmental monitoring observe numerous aspects using active and passive sensors with multispectral, hyperspectral and microwave sensors, with diverse spatial dimensions and spatiotemporal resolutions from satellites, Unmanned Aerial Vehicles (UAVs), in-situ sensors. Data integration, together with on-site knowledge and experience, provides the basis for comprehensive modeling, which improves the understanding of the environmental changes and their related causes, which is an essential step for public acceptance. In this paper, we aim to give a brief overview of various geo- and environmental monitoring methods.
