Electronic spreadsheets are the most common and readily available software applications for analyzing and modeling quantitative problems. Spreadsheets can offer a vast array of opportunities for the analysis and modeling exercises encountered in the field of geomechanics. This study explores the potential for using spreadsheets of in the practice geomechanical engineering. The study also examines some of the barriers to widespread use of spreadsheets. Best practices and guidelines for overcoming potential pitfalls are discussed and highlighted through a case study.

The Hill is a cyanidation plant with flotation and roasting. The grinding and treatment have at the present time a capacity of 1400 tons of ore per day and the precipitation has a capacity of 6000 tons per day. The ore is delivered by a 36" conveyor belt and tripper to 8 mill bins having a capacity of 6000 tons. The ore from these bins is discharged onto 20" gathering conveyor belts which are regulated with p.i.v. speed changers to control the belt weight. A weightometer determines the tonnage milled. The feed enters the 8' x 12' rod mill through a rubber lined chute and the product is discharged through a launder to a 7' rake classifier in closed circuit with 10' by 6' hardinge ball mill. Lime slurry is added at the rake classifier to give a strength of .30#/ton. The classifier sand is fed into the ball mill with a scoop feeder and the mill discharge flows in a launder back to the classifier. The classifier overflow is pumped to a 24' by 12' bowl classifier in closed circuit with a 8' by 15' regrind mill. The bowl classifier sands are fed to this mill and the mill discharge is pumped back to the bowl. The bowl overflow at 8% - 200 mesh is the final product from the grinding circuit.

The ability of companies and countries to mine copper and other mineral commodities competitively and in the process to generate new wealth depends on their mineral endowment. Chile, for example, produces and exports copper because it is well endowed with high-quality, low-cost deposits. This production creates wealth that benefits mining companies and their stockholders, the government, local communities, as well as copper consumers around the world. The widespread perception that mineral endowment must largely determine competitiveness, or what economists call comparative advantage, must be true at any particularly moment. Countries with abundant reserves must be competitive. This follows from the definition of reserves — the quantity of a mineral commodity found in discovered deposits that are profitable to exploit under current conditions. As a result, it is a tautology and not particularly interesting. The important question is what causes reserves to change over time, producing in the process new wealth and shifts in competitiveness?

During the past several years, Raymond Kaiser Engineers has prepared numerous studies concerning the technical and economic feasibility of coal exporting facilities in the western United States. Perhaps the most striking conclusion to be drawn from these efforts is that many people underestimate the complexity of the highly competitive, dynamic coal marketing system which includes coal loading terminals as an essential but relatively low-cost link in the energy production and delivery chain. The title of this paper, "The Status of Western United States Coal Ports - An Economic Assessment," should not delude anyone into thinking that the future of western U.S. coal- exporting ports has now congealed into a well- defined economic plan. As this paper will demonstrate, the situation is complex and more dynamic than ever and promises to remain so into the late 1980's.

Investments in new technology are often intended to improve the production or cost performance of existing operations. The economics used to justify these projects can be flawed, however, if they do not adequately consider the potential benefits of the alterative: the fully optimized use of the facility's present equipment and personnel. While new technology can be effective, dramatic improvements in production performance can also be achieved through the rigorous application of standard industrial engineering and operations management practices. An intermediate approach may also be effective: many basic improvements In the mine or plant necessary to support new technology will be equally effective when implemented for the facility's present operators. Firms who optimize their present operations are able to save the capital and avoid the risk associated with new technology. These firms will also be able to capitalize more quickly on new technology when it is implemented.

Value added is a loosely used qualifier in the industrial minerals industry. What exactly does it mean? What does it take to make a value-added product? More importantly, how does a company maintain the value added to its products? Most people agree that value-added means the value of a mineral minus the cost to produce it. This is misleading, though, because producing value-added products does not necessarily guarantee the profitability of the products. In some cases, firms that make value-added products are not very profitable. It is important not only to understand how to make a value-added product but also how competitive forces in the market can erode the value added. Therefore, when looking at value-added opportunities, producers must understand how to obtain the value added and how to maintain that value. Four major factors limit a company's ability to add value to its products. This paper examines these factors. It uses the ground calcium carbonate and mica industries as examples.

Numerous reactor designs for biological sulfate reduction have been reported. Fluidized-bed bioreactors (FBR) can efficiently retain biomass and allow high mass transfer and reaction rates. This work reviews the development of various sulfate-reducing FBR processes for treating acidic metal- and sulfate-containing waters and recovering metals from bioleaching liquors. The FBR process performance was evaluated with continuous flow experiments under various operational conditions: fluidization rates, influent pH values, metal, sulfate and salt concentrations, hydraulic retention times, electron and carbon sources, and temperatures. Substrate utilization and sulfide inhibition kinetics were determined with batch FBR-kinetic experiments. An artificial neural network (ANN) model was used to predict the performance of the FBR. Sulfate-reducing bacteria (SRB) were characterized in FBRs with molecular and culture-based approaches with the aim to gain a better understating of the bioprocesses. Based on the studies, FBRs are well suited for the combined removal of metals, acidity and sulfate from water.

All life on Earth relies on the ocean and yet the ocean is 95 percent unexplored, unknown and unseen by human eyes,? said Paula Keener, director of education programs for National Oceanic and Atmospheric Administration?s (NOAA) Office of Ocean Exploration and Research. ?To better understand, manage and protect the ocean and its resources, NOAA believes it is critical to use the best technology to explore, discover, inform, educate and motivate? (MTS, newsletter, January 2011). In the last few decades, our understanding of the global mineral resource base has been drastically changed by some surprising new developments. The potential for commercial minerals per unit area in the oceans and seabed appears to be similar to that of the terrestrial lands. Thus, almost three-fourths of the global mineral resources are in, or under, the sea and are virtually undeveloped. The area of the Pacific seabeds alone is greater than the total area of the global lands. Half of the global seabed minerals are now controlled by nation states within their Exclusive Economic Zones (EEZ). The other half is controlled by the United Nations (UN) through the International Seabed Authority (ISA) within the ?areas beyond national jurisdiction? known as The Area. Thus, the Law of the Sea, ratified in 1994, has resulted in the largest transfer of control of natural resources in the history of mankind. This paper was prepared by the Society for Mining, Metallurgy and Exploration (SME) Committee on the Offshore Technology Conference for the SME Board of Directors and other interested parties. As the premier professional society for the mining and mineral community in the United States, with a history dating back to the 19th century, SME?s mission is to encourage and support young men and women engineers in the minerals industry, provide the services they need, improve the image of the industry, strengthen the networking among global industry professionals and engage in proactive collaboration among industry, government, academia and nongovernmental organizations (NGOs). The accomplishment of this mission can be strongly advanced by highlighting what is probably now the most significant development in the history of the modern minerals industry - the exploration of the marine environment and the understanding of the potential for the development of the minerals therein.

Open-pit mines in the US and throughout the world are typically characterized by increasing operating costs and decreasing ore grades. Thus, companies must continue to improve their use of human and technological resources to remain competitive in the marketplace. Duval Corp. has historically been very sensitive to mining costs, in part because of relatively low grade copper-molybdenum ore bodies. These concerns have resulted in three haulage system generations at the 218 kt/d (240,000 stpd) Sierrita-Esperanza open-pit mine south of Tucson, AZ. Each generation has exceeded the performance of the one replaced. The latest system of portable crushers and conveyors reduces hauling costs by combining both hardware and technique. Savings are achieved not only bysubstituting conveyors for haul trucks, but also by permitting the crusher-convey or system to closely follow mining as the pit deepens and/or mining areas change location. The Duval system is capable of easy and inexpensive relocation in varying site configurations in relatively short time periods. Its implementation in active mining areas results in minimum disruption to both the mine operation and mine design. This haulage concept allows the mining engineer maximum freedom to design an open pit for profit rather than for equipment. Maximum savings with a portable system are achieved by minimizing truck haulage costs. At Sierrita, for example, the yearly estimated operating cost savings for each thousand feet of +10% truck ramp replaced by conveyors is about $1 million per portable crusher. A savings of $30 million could be achieved fora three-portable system overa 10 year period simply by reducing the average truck Iiftto the crusher by 30 m (100 ft), There is also the added capital expense of buying trucks to cover the additional 30 m (100 ft) of lift. Relocation costs are an important consideration in a portable system. Direct costs can become a significant operating expense if frequent relocations are necessary to take full advantage of potential haulage cost savings. A site preparation cost of $375,000, for example, would add an additional operating cost of 2.8¢/t(2.5¢/st) for a system handling 13.6 Mt/a (15 million stpy), assuming one move a year, In addition to the direct cost of site preparation, such as installation of retaining walls, apron feeder slots, and equipment pads, there is the cost of site renovation after abandonment. Indirect relocation costs, while less tangible and more dependent on specific mine design and scheduling, can be of significance. A slowdown in the mining rate or a less efficient mining plan can result from a site not being immediately available for mining after abandonment. Conversely, mining in narrow areas can be adversely affected if two or three month lead times are required for site preparation.

Coal-fired power plants in the U. S. produce approximately 20 million metric tons of Hue-gas desulfurization sludge every year. The sludge mainly consists of calcium sulfite and calcium sulfate. This can be converted to synthetic gypsum, which in principle could be a marketable commodity. However, many Hue-gas scrubbers produce sludges that do not meet the quality requirements of the gypsum industry, and so their sludges must be landfilled as a waste. If a suitable method can be developed for removing certain objectionable impurities from the sludge, it will then be possible to market the material instead of landfilling it. A sludge from a natural-oxidation scrubber was characterized, and the main contaminant was found to be calcium carbonate from unreacted limestone. Based on the particle size and the characteristics of the material, froth flotation was considered as a method for purifying the material. Since no flotation studies have ever been carried out to separate calcium carbonate particles from calcium sulfite or calcium sulfate particles, it was first necessary to select a suitable collecting reagent. Based on Zeta-potential studies, the most suitable reagent was found to be an octadecylamine-octadecylguanidine complex. Results are presented for flotation of calcium carbonate from scrubber sludge using this reagent, in a reverse-flotation process. The best results were obtained when the sludge was first pre-cleaned using a water-only cyclone to remove unfloatable coarse limestone, followed by froth flotation to remove fine limestone.

The mineral deposits found in carbonate facies rocks of sedimentary basins include deposits comprised of the country rock itself such as limestone for chemical uses, dolomite for road aggregate, and a variety of other industrial uses of the sedimentary rock. Exploration for new reserves is generally conducted on basis of outcrop investigation, subsurface drilling, and facies change studies while geophysics and geochemistry are not applied. In contrast, rapid development has taken place in the application of both geophysical and geochemical techniques in exploration for stratiform deposits of zinc, lead, barite, and fluorite deposits. This paper will present case histories and show illustrations from such work in the Mid-Continent region. The Metals Division of International Oil & Gas, Inc. has gathered this experience through work over the last three years along the southern margin of the Eastern Interior platform focusing on the states of Arkansas and Tennessee. The exploration work was conducted partially for the Company's own account, partially in joint exploration ventures with mining companies including International Mogul Mines, Ltd., a Canadian company; Bear Creek Mining Company, a subsidiary of Kennecott Copper Corporation; the Mining Division of W. R. Grace and Company, and Boliden-Preussag Exploration, a Swedish-German partnership. "INTRODUCTION In 1990, the uranium production of SDAG Wismut in East Germany was stopped. 45 years of inconsiderate destructive exploitation had scarred both landscape and nature. With the “Wismut law” which came into force in December 1991, the Federal Republic took responsibility of the remediation of the legacies from former uranium ore mining and milling in Saxony and Thuringia. A unique opportunity turned out in order to remove environmental damage, to enhance the life quality of the local population, to shape new landscapes and to advance the economic restart. (1) The results of nearly 25 years of remediation activity are evidence that this opportunity was used at all former SDAG (Sowjetisch-Deutsche Aktien-gesellschaft) Wismut sites. The reference project “Wismut“ has evolved into a joint project of all parties involved and radiates beyond the affected regions. This is particularly reflected by the Know-how transfer starting from Wismut and the increasing activities for third parties abroad.WATER MANAGEMENT AT WISMUT REHABILITATION Within the Wismut project, water management and conventional technical water treatment are by far the most cost-intensive long-term tasks of the remediation programme. Over the medium term, there is no viable alternative to the operation of active systems to catch and treat contaminated mine waters at the Ronneburg, Schlema, Königstein, Pöhla, Seelingstädt and Helmsdorf sites. Based on the status quo, this paper outlines the key issues of the Wismut GmbH water management strategy over the medium and long term. It is focused primarily on achieving protection goals for potentially impacted water bodies in the surroundings of Wismut sites and on optimising associated remediation expenditures as well as on creating the prerequisites for achieving low post-remedial care and maintenance or walk-away system status over the long term. (2) The applied mining practices during the active SDAG Wismut period have not been up to the high standards of modern mining operations and their requirement to leave former production premises and deposited residues in a condition that was not only physically but also chemically stable. Rather the emission of mine and seepage waters laden with high acidity, metal and salt content is a frequent corollary and difficult legacy of historic mining and processing operations (4, 5). As a consequence, the control or mitigation, respectively, of environmental impacts associated with contaminated mine waters ties up enormous public resources worldwide (6, 7)."

Newcrest Mining is one of the leading independent gold producers in Australia thanks in large part to its Cadia Valley operations. It is the largest gold and copper producer in New South Wales and one of the largest in Australia. This year Newcrest will expand its operations with a A$545-million expansion in the area. The Cadia Valley is approximately 250 km (155 miles) west of Sydney. The province presently includes the Cadia Hill opencut mine and the Ridgeway underground mine. With a significant mineralized system to the east of Cadia Hill and a mineral resource below Ridgeway, Cadia Valley has the potential to underpin Newcrest?s production for up to 30 years. In 2007, total gold production for the company in-creased to more than 50 t (1.6 million oz) and cash flow increased by 47 percent, according to the company?s annual report. The history of mining in the area dates back to 1851, but Newcrest?s history is young. In 1990, Newcrest commenced activities in the Cadia Valley. In 1992, Cadia Hill was discovered, with the discovery of Cadia East (1995) and Ridgeway (1996) following close behind. In 1998, the Cadia Hill openpit mine was commissioned. In 2002, the Ridgeway underground mine was commissioned and in 2007 the company?s board of directors approved an A$545 million development of the Ridgeway Deeps. The Ridgeway underground mine is located adjacent to Cadia Hill. The Ridgeway orebody has no surface expression but lies approximately 500 m (1,640 ft) below the surface and resembles an inverted teardrop. It measures approximately 450 m (1,476 ft) by 250 m (820 ft) and extends in excess of 850 m (2,788 ft) in depth. Ridgeway is a sublevel caving operation. Crushed ore from underground is delivered by conveyor to a surface stockpile, adjacent to the Ridgeway concentrator. Using similar processes to the adjacent Cadia Hill concentrator, gold and copper are recovered in a conventional flotation circuit to produce a copper concentrate containing elevated gold levels. In 1911, Miami Copper Co. began a block caving operation at its Miami, AZ property. A gravity mill was used to separate copper minerals from the Pinal Schist host rock. Until 1932, the mill tailings were deposited by the upstream method using perimeter launders and spigot valves in six canyons adjacent to the mill. In 1928, the larger and more distant Solitude tailing pile was developed. By 1932, it was receiving all tailings. In 1925, Miami Copper converted the gravity mill to flotation with sulfide copper recoveries. From 1934 to 1943, Miami, Copper ran a leach-precipitate float (LPF) circuit on mined ore and, in 1943, began sulfuric acid in-place leaching of a portion of the caved area formed by block caving. The pregnant solutions were collected underground and pumped to the LPF precipitating drums to harvest copper. In 1954, the company started mining low-grade ore. This led to the running an old LPF plant on select mill tailings from April 1957 to March 1959. In 1959, block-cave mining ceased. Solution mining became the only source of production using a launder precipitation plant. In the mid-1960s, Miami Copper merged with the Tennessee Corp. In the latter part of the decade, Cities Service Co. bought the combined properties. In 1976, Cities Service commissioned a 15-t/d (16.5-stpd) solvent extraction electrowinning(SX-EW) facility at its Miami copper property to replace the precipitation plant. In 1982, Occidental Petroleum Co. bought Cities Service. In 1983, the Miami operations were sold to Newmont Mining Corp. and set up as a subsidiary company, Pinto Valley Copper Corp. Finally, in 1987, Newmont Mining spun off a combined Pinto Valley and San Manuel unit as Magma Copper Co.

From a mining point of view the Portland Cement Industry falls logically into the Industrial Minerals Division. Portland Cement manufacture requires four principal materials, lime, silica, alumina and iron. The usual source of lime is limestone. Silica sources include clay, shale, quartz, sandstone and sand. Alumina is usually provided by selecting a silica source with a suitable alumina content such as clay and shale. "Cement Rock" is occasionally found in which all four ingredients are found in natural combination or sufficiently close that only minor adjustments are required. In the absence of iron oxides a white cement can be produced. All raw materials used in Canada contain some iron and in most plants further minor quantities of iron are added to promote fluxing, hence the typical grey colour of Portland cement. The modern period in cement manufacturing started in 1824 when Joseph Aspdin of England patented a process for the manufacture of a modified hydraulic cement which he called "Portland Cement". Hydraulic cements are cements that harden under water. Although natural cements, made by calcining and grinding natural argillaceous limestone were produced in Canada as early as the 1830's, Portland cement was not produced in Canada until 1890, about 18 years after it was first made in the United States.

"INTRODUCTION Mining and processing of sulfide ore bodies has the potential to solubilize sulfate. Gypsum in the host rock, as well as oxidation of sulfides during milling and processing can solubilize sulfate. Acid rock drainage (ARD) also has the potential to generate waters high in sulfate. Even after treatment of the ARD with lime, the treated water can have sulfate present in gypsum saturation levels. Most mine-sites reuse sulfate impacted water but as a mine nears closure, reuse options may be limited and water treatment becomes an option. Furthermore, sulfate discharge requirements, particularly for anti-degredation narrative standards, can be very strict. Freeport has investigated many new technologies to economically remove sulfate from these types of water. A Dutch company, Paques B.V. developed one of these technologies and it utilized biological reactors to convert sulfate into elemental sulfur in a 2-step process. In 1992 the first industrial reference of the SULFATEQTM technology was commissioned at the Nystar Budel zinc refinery in the Netherlands. PILOT PLANT TECHNOLOGY AND DESCRIPTION As shown in Figure 1, the plant contains several process steps, which can mainly be divided into the following sections: 1. Anaerobic biological system in which sulfate is reduced to hydrogen sulfide by sulfate reducing bacteria. 2. Aerobic biological system in which hydrogen sulfide is oxidized to elemental sulfur by sulfide oxidizing bacteria. 3. Solid/liquid separation in which sulfur, calcium carbonate and biomass solids are separated and dewatered. Sulfate impacted ground water is pumped to the feed water tank through a plate and frame heat exchanger to maintain the solution temperature around 95°F. A custom mix of micronutrients is dosed to the feed tank. This nutrient mixture provides essential elements for the growth of anaerobic and aerobic biomass. Urea is added to the feed tank and provides the required nitrogen source to the biomasses. The pretreated feed water is pumped into the anaerobic reactor. The reactor works on the gas lift principle. Sulfate reducing bacteria utilize hydrogen gas as electron donors and reduce sulfate to hydrogen sulfide. This reaction increases the alkalinity of the solution. Carbon dioxide gas is added in order to control the pH within working range of the reactor. Due to the low solubility of the hydrogen gas, the anaerobic gas mixture is recycled through the system. The gas mixture recycle also provides the gas lift for mixing within the anaerobic reactor."

Brohm Mining Corporation, in conjunction with Geobiotics, Inc. has nearly completed a pilot heap biooxidation test on sulfidic ore from the Gilt Edge Mine near Rapid City, South Dakota. Some results from the pilot testing have shown the correlation between the extent of biooxidation and the increase in cyanide gold recovery seen in the laboratory. Bench scale testing showed approximately a 1: 1 correspondence between percent biooxidation and percentage increase in gold recovery. The economics of large scale biooxidation were also evaluated in terms of increased gold recovery versus the time and cost of biooxidation. In the pilot test, the rate of biooxidation became limited by the acid water neutralization system. Later in the test, measures were taken to overcome this problem. Results from bench scale column bioleach testing showed that the Gilt Edge sulfide ore is quite amenable to biooxidation with a substantial increase in gold recovery with just partial biooxidation. Direct cyanide gold recovery of 51 % on ore crushed to -3/8" was enhanced to 82-85% after oxidation of37% of the sulfide as measured by iron. Laboratory experiments also showed that the slow rate of biooxidation of this ore could be accelerated by removal of metal sulfate build up from the leach liquor. The combination of these normally non-toxic metals became inhibitory to biooxidation if not removed by the neutralization circuit.

Natural stones are extensively used for construction purposes since the dawn of human civilization, due to their unique aesthetical and technical characteristics. Their production and consumption has been continuously increasing over the past twenty years worldwide at an annual rate of 8.8%. European countries lead the race of per capita consumption, with Switzerland being in the first place with a consumption of 144.7 m2 per hundred inhabitants followed by Greece, Spain, Portugal, Belgium and Italy. On the other hand, during the period 2001-2002 the generated stone wastes were 110 million tones according to EU data, from which only about 5 million tones were recycled or re-used mainly in the construction industry. These stone wastes the non-natural wastes such as oils or chemicals coming from the equipment and machinery employed for stone extraction and processing, are disposed in the environment, posing serious environmental threat. To achieve sustainable development of the stone sector appropriate methods that will prevent or reduce waste generation and disposal have to be identified and applied. In this work an extensive study of the stone waste management techniques applied in Europe is carried out, in order to identify the Best Available Techniques (BAT) that can be used according to the type of generated wastes and the waste management hierarchy: Waste minimisation, Re-use, Recycling and Disposal. The identification of BAT was performed based on 14 Sustainable Development Indicators (SDI), which were grouped into three categories: environmental, economic and social. The developed final list of BAT includes waste minimisation techniques, eco-management schemes, in-situ treatment and appropriate storage and selection.

"The early mining of iron ore in Minnesota was carried on with the most primitive kind of tools. The pioneers used only such equipment as could be packed from Duluth through one hundred miles of forest to the first mines on the Vermilion Range and the operations were carried on with picks, shovels, hand drills and wheelbarrows, the ore being hoisted in buckets with a horse winch and carted in horse drawn wagons to the stockpile. This was about the extent of the mechanical equipment of the Minnesota iron mines in the early eighties.As soon as a railroad was pushed through from Two Harbors to the Vermilion Range the equipment began to be improved upon; wood burning steam boilers were installed and small steam puffers displaced the horse-winches, wheelbarrows were aban¬doned and small cars were introduced. Hauling the hoisted ore in wagons was discontinued and trestles were built so that the ore could be stockpiled more cheaply through the use of cars and high piles. These same stockpiles were loaded by hand into the 10 and 15 ton capacity railroad ore cars.Within a few years a marked change took place—the hand drill gave place to the air drill, such as No. 3 Rands, Ingersolls, Sargents and some Sullivans. Tramming was done by mules, the ore hoisted in. self-dumping skips, hoisting engines were intro¬duced and it seemed as though mining as a business in Minnesota had come to stay. At this stage someone conceived the idea of making the stockpile floor about three feet above the top of the ore cars to facilitate the hand loading of stockpile ore for trans¬portation. This was done through the use of wheelbarrows at first and later by using I-ton cars running on tracks laid on the stockpile floor."

On Nov. 8, Donald Trump was elected as the 45th president of the United States, and the Republican Party won a majority of seats in the U.S. Senate and the House of Representatives, ushering in what many hope will be a positive change for the mining and extractive minerals industries.Trump has stated that one of his top priorities as president will be to increase spending on the nation’s infrastructure, which could help spark a boom for mining. He has also pledged to bring back coal jobs and reverse many of the environmental regulations that were put in place by the Obama administration. However, before the mining industry gets too far ahead of itself and plans for another Super Cycle, there are stark reminders that any work in the natural resources sector is complicated and challenging. On Dec. 4, the U.S. Army Corps of Engineers announced that it would not grant an easement that would allow the Dakota Access Pipeline to pass under a portion of the Missouri River in North Dakota. The proposed crossing of the oil pipeline is approximately a half a mile upstream from the Standing Rock Sioux’s Reservation, and for months, hundreds of protestors camped out at the site in an effort to halt the project, saying they feared how it would impact water supplies and sacred lands.Energy Transfer Partners, the company building the pipeline, said the pipeline is a $3.78-billion investment that will connect the Bakken and Three Forks production areas to major refining markets. The company signed voluntary easement agreements with landowners representing more than 85 percent of the properties along the four-state route but faced an organized protest from the Sioux Nation at Standing Rock. The protest gathered momentum and support through social and traditional media and became the focal point of global environmental and indigenous activism. The protestors claimed victory, at least temporarily, when the Corps of Engineers said it would look for alternative routes for the project. It’s a decision that could lead to a lengthy environmental review and one that has the potential to block the construction of the pipeline for months or even years."
