Environmental regulation of the United States copper industry has evolved significantly over the past three decades and the pace of that evolution is expected to escalate dramatically during the 1990's. The paper examines, from a corporate perspective, current environmental regulation and expected trends including the development of Subtitle D regulations for mineral extraction, beneficiation and processing activities under the Resource Conservation and Recovery Act. The paper concludes by exploring existing and potential impacts on copper companies in complying with the changing environmental regulatory scheme and responsible and progressive precautionary measures companies should consider to address these issues while simultaneously addressing often competing socioeconomic demands.

This paper investigates, through case studies on a porphyry copper and a coal deposit, the differences and relevances between an approximate production schedule approach, i.e., the best case and the worst case schedules and a practical production schedule approach. The comparisons were with regards to: 1) choosing an optimum ultimate pit size, 2) determining processing capacities, 3) selecting 'optimum' cutoff grades, and 4) blending. The comparison criteria was to maximize the project net present value. Conclusions were drawn based on the study results.

At the outset of a discussion on the adaptability of Illinois coals for use in iron and steel production, it is perhaps well to define terms. ?Adaptability? as used in this context, means that a coal can be, adapted to use within a given technological and economic framework. For a coal to be adaptable, to use in the manufacture of metallurgical coke within the present technological and economic framework, it must possess, among other things, at least the following characteristics: 1. The coal must be capable of producing, alone or in combination with other coals, a coke that can meet at least a minimum standard of required performance in the present-day blast furnace. The coke must have sufficient strength, stability, hardness, and freedom from impurities to make it suitable. 2. If the coal in its raw form does not meet these requirements, it must be amenable to beneficiation or upgrading so that the requirements can be met. 3. It must be available in uniform quality and in sufficient quantities to meet the need. 4. Use of the coal must be economically attractive. If its quality is equivalent; to that of the coals with which it must compete, it must be no more expensive than they. If It is better, a premium price may perhaps be demanded. If, in any respect, it is the least bit less suitable, the cost must be lower to offset its disadvantages.

In-situ leaching, initiated in 1986 at San manual, was economically developed in 1989. The primary reason for this lag time between startup and viable production was the time required for technical development. The technical development pursued comprised detailed design, development, and implementation of in-situ well construction methods, formulation of suitable well pattern arrays, and the development of extensive hydrogeologic and geochemical knowledge of the mineral deposit. Since 1989, the in-situ leaching program has become a viable and cost effective method to extract copper from the supergene mineralized zone of the San Manuel deposit. The in-situ leaching methods that are currently utilized have been progressively expanded and continually developed and will became the cornerstone of copper production from the San Manuel oxide mineral deposit. This paper presents an overview of the supergene hydrogeology, current design techniques, drilling methods and well completion, pump determination and setting, solution management, and future plans for the increased extraction of copper by in-situ leaching methods at the San Manuel mine.

Understanding constraints within the raw battery material supply chain is essential for making informed decisions that will ensure the battery industry’s future success. The primary limiting factor for long-term mass production of batteries is mineral extraction constraints. These constraints are highlighted in a first fill analysis which showed significant risks if lithium-ion batteries are used to fully support vehicle electrification and intermittent energy storage. Nickel, lithium, cobalt and graphite reserves risk 100 percent depletion with significant consumption of known resources. Furthermore, more than 700 new critical mineral mines will need to be developed to meet the required production rates for decarbonization by 2050. Demand for critical minerals will outpace mine development timelines even as improvements are made to battery energy density and compositions. Governments and the private sector need to align themselves on decarbonization goals to establish cooperative agreements on the critical mineral supply chain by reducing the barriers to entry and increasing exploration efforts. Additional measures must also be taken to reduce the demand for critical minerals. Policy such as incentivizing public transportation and biking infrastructure can be exploited to drastically reduce the mineral demand placed on the mining industry.

This summary of international mineral exploration activities for the year 2013 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for the year 2013: 1) budgetary statistics expressed in U.S. nominal dollars provided by SNL Metals & Mining (SNL) of Halifax, NS, Canada (formerly Metals Economics Group (MEG); 2) regional and site-specific exploration activities that took place in 2013 as compiled by the USGS; and 3) regional events that affected exploration activities, including economic, social and political conditions, that were derived from published sources and unpublished discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources are used to develop commodity and regional compilations, reported statistics may vary depending on the source and type of data that are being reported. The SNL data summarize planned company budgets for worldwide exploration activities in 2013 for 20 nonfuel mineral commodities based on surveys returned by companies primarily focused on precious metals (gold, platinum-group metals and silver), base metals (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (coal, iron ore, phosphate and potash), and specialty commodities (diamond, lithium, niobium, rare-earth elements, tantalum and uranium). Information on uranium exploration activities was included in the MEG overview for the first time in 2007. MEG included data on the commodities lithium, niobium, phosphate, potash, rare-earth elements and tantalum for the first time in 2010 because of the increased topical significance of these commodities. Since 1999, companies with exploration budgets of $100,000 and greater were included in the MEG and SNL compilations. SNL budget estimates exclude aluminum, coal, and oil and gas. Budget estimates for iron ore have been compiled since 2011 but reported separately. The post-1999 budget surveys by MEG and SNL cover at least 90 percent of world?s reported nonferrous, nonfuel mineral exploration budgets; the 2013 survey is reported by SNL to cover an estimated 95 percent of these budgets. The 5 percent that is not covered is accounted for by companies that chose not to participate in the SNL survey, private companies that do not publish their budget data, and government-funded exploration activities.

The integrated geophysical study around pipe 1 and pipe 2 in Wjarakarur Kimberlite Field (WKF) assisted in comprehending the response of pipes. In the present study, we have attempted a combined analysis of very low-frequency electromagnetic (VLF-EM), electrical resistivity tomography (ERT), and magnetic methods to analyze the response from pipe 1 and pipe 2. A comparative analysis along all the profiles revealed the extension, depth, and geometry of the pipes. The results of VLF data and ERT data have been compared for two profiles of pipe 1 and pipe 2. Fraser-filtered grid map generated from all profiles of pipe 1 proficiently demarcated the trend of kimberlite pipe extension with high Fraser filter value associated with kimberlite. The ground-based magnetic data around pipe 1, pipe 2, and pipe 6 have been processed to analyze the magnetic behavior and subsurface structure based on the susceptibility contrasts. Analytical signal (AS) map revealed the extension of pipes, which was validated with the Fraser-filtered grid map. Analytical signal anomaly pattern reveals that pipe 1, pipe 2, and pipe 6 are trending in SW-NE, NE-SW, and NE-SW, respectively. Based on this study, the results indicate the conducting nature of pipe 1, whereas pipe 2 is resistive in nature. Further, the Euler deconvolution technique has been applied to calculate the possible depth of pipes from magnetic data. The comparisons of calculated depth ranges obtained from all geophysical techniques correlate well and validate the result (Table 1). The geological borehole data at pipe 1 and pipe 2 reported by the Geological Survey of India are well corroborated with our combined geophysical study.

Providing a suitable protective water barrier pillar (PWBP) is common to reduce inundation hazards in underground coal mines. The imperative factors influencing its performance include the water head acting on the pillar, cover depth, pillar width, strength properties, and permeability characteristics. The mechanical failure of such pillar is a stress-controlled phenomenon, whereas the hydraulic failure is a strain-based phenomenon. A finite-difference numerical modeling approach was developed to study the hydro-mechanical coupled behavior of protective water barrier pillars. The mechanical stability was evaluated in terms of the percentage of failed (ZoF) and intact zones. The influence of the strain-controlled weakening on the permeability of the flow medium was studied through the coupling of the mechanical and hydraulic effects. The coupled steady-state model was used to estimate the outflow rate and its hydraulic stability. The adequacy of the protective pillar was also investigated by assessing mechanical stability and capability to resist hydraulic pressure against the maximum expected water head. A seepage rate-based classification system has also been proposed to evaluate the seepage potential and assess the hydraulic stability. The model has been validated for two case studies at the cover depth of 136–189.5 m and the existing pillar width of 16–42 m against the water head of 25–141 m.

The effective staffing of personnel in a new concentrator facility is a key factor in the success of the operation. By selectively recruiting quality individuals, a company is in a strong position to build a positive work ethic which will become an integral part of it's culture. And culture, which is a set of standards that all employees work to uphold, is that intangible as- set that often determines whether or not a company will survive during difficult economic times. Recruiting and placement of personnel in a concentrator facility requires an emphasis on planning. Management must carefully analyze the following elements when designing a hiring plan: 1. Number of positions 2. Hiring schedule (timetable) 3. Critical positions 4. Lead-time for trainee posit ions 5. Characteristics of the ideal workforce This presentation will focus on a proven system that is efficient (and yet simple) for achieving a new concentrator facility's manpower requirements. IDENTIFYING THE STAFFING NEEDS As previously stated, the key to staffing is planning. Management will find that a basic manpower chart will provide the hiring schedule to meet deadlines. In fact, this system begins with a manpower chart (Figure 1). The chart basically works in reverse of the hiring requirements: the last scheduled hire is the first job on the list. This approach ensures that the company will not find itself compressed against the facility start-up date. A cardinal rule in recruiting a workforce is to allow sufficient time to orient and train employees to the procedures and culture of the system. Problems in selection of personnel begin when the hiring program is short-circuited for timing reasons. The quality of employee selected invariably suffers accordingly. The second section is the key to the success of the manpower program. This is the latest date by which a formal recruiting effort must begin in order for the hire date to be met. Leadtimes are usually as follows: 1. 90 days for company transfer positions 2. 60 days for experienced new hire positions 3. 30 days for trainee positions

For the first time in many years, the Liebherr Group chose to host its annual conference for the international construction trade press in the United States. The reason for the move is simple ? mining. Like other large corporations, especially those in the construction fields, Liebherr felt the effects of the global economic crisis that began in 2008. The slowdown in the housing market was especially hard on Liebherr?s mobile crane and earth moving divisions. The mining division, however, while affected by crashing commodity prices that led to cancelled orders and the loss of financing for some customers, was not battered as badly as the other divisions. And now, with the price of commodities once again on the rise, it seems that it will be Liebherr?s largest machines that lead the family-owned company to better days. ?We can report that our generally optimistic view during the crisis has proved adequate,? said Joachim Janka, president of Liebherr mining equipment, at the conference in Williamsburg, VA, just down the road from the company?s mining truck division global headquarters in Newport News, VA. ?Since the third quarter of 2009, our mining equipment activities have been recording once more a strong and steady demand. This has already yielded a substantial increase in market shares for our product lines of large mining shovels as well as for mining trucks.?

The design and construction of a new 140-ton-per-day R. O. M. phosphate rock scrubbing and washing plant was undertaken by Western Knapp Engineering Company, a Division of Arthur G. McKee and Company, for the J. R. Simplot Company, Minerals and Chemical Division, Pocatello, Idaho. The new plant replaces the owner's existing facilities at Conda, Idaho, seven miles northeast of Soda Springs in the southeast corner of Idaho. Replacement of the existing facilities became necessary because of loss in production and recovery. These losses were due in part to varying grades of raw ore from the mine and to the type of process equipment used in the old plant to upgrade the ore. Increase In production and grade was further necessary by demands created by expansion of facilities in Pocatello, Idaho, where all process ore from this plant is shipped. The new process scheme includes an ore-feeding system, scrubbing, screening, classification, wet cycloning, attritioning, filtering, drying, storage and shipping facilities. Space was also left for future increases of scrubbing and classification capacity and for heavy media separation. It is the purpose of this paper to take up some of the considerations necessary in the design of small mills in order to achieve the desired objectives of a successful plant, such as production, minimum operating cost and maintenance cost.

Kinetics studies and other rate measurements are reviewed in the amine extraction of uranium and of some other related and associated metal ions. Equilibration' is relatively fast in the uranium sulfate systems most important to uranium-hydrometallurgy. Significantly slow; equilibration-has ' been encountered' in some other systems. Most of the recorded rate information, both qualitative and quantitative; has come from exploratory and, process-development development work, while some kinetics studies have been directed specifically toward elucidation of, extraction mechanisms. In contrast to some other extraction systems, relatively little attention has been given to the kinetics of uranium extraction by amines. This is because investigators have not been troubled by slow extractions. Instead, when rate limitations have been of concern in amine extraction (Amex) process developments, they have been mainly from slow phase disengagement rather than from slow equilibration. Nevertheless, taking uranium together with several other elements that are closely related to it or associated with it in typical processes, a considerable body of rate information has been recorded.

To better understand the load shedding and the stress transfer on coal pillars due to room-and- pillar retreat mining in deep cover panels, researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted a monitoring field study. Two sites, at overburden depths of 1,000 ft (304.8 m) and 1,500 ft (457.3 m), were selected in a room-and-pillar mine operating in Southern West Virginia. The deformation and stress changes in the roof and two adjacent pillars at each site were monitored during the retreat mining process. The monitoring results and field observations were used to calibrate large-scale FLAC3D models for each site. The calibrated models were used to assess different sizes of roof bolts installed in deep cover areas. INTRODUCTION Deep cover room-and-pillar retreat mining is an important emerging issue that will intensify in the future as shallower reserves are depleted (Mark, 2009; Chase et al., 2002). During pillar retreat mining, the likelihood of local and/or global instabilities increases due to elevated stress levels near the pillar line because of the abutment loading. In the last decade, approximately 31% of the room-and-pillar mining groundfall fatalities in the United States occurred during pillar retreat mining. Between 2013 and 2017, this proportion increased to 55%, of which 50% of these fatalities were due to falls of roof and rib that occurred during pillar recovery (MSHA, 2018). One interesting piece of information about pillar recovery fatalities was that the victim was nearly always under bolted roof. Sheared and broken #5 (5/8-in), fully grouted rebar bolt failure contributed to three of four fatal roof fall incidents that have occurred in deep cover retreat mines (NIOSH, 2010). This claim raised the following question at the study mine: Is it safe to use a 4-ft long #5 (5/8-in) rebar bolt grade 60 at a depth of cover more than 1,000 ft (304.8 m)? There was some concern about shear failure of the #5 (5/8-in) rebar bolt at a depth of cover over 1,000 ft (304.8 m). To answer the question and to reduce accidents and fatalities caused by ground falls due to room-and-pillar retreat mining in deep cover panels, the National Institute for Occupational Safety and Health (NIOSH) monitored the roof and rib deformation and the change in vertical pressure within two adjacent pillars during pillar recovery. The study was conducted at two deep cover sites in a room-and-pillar mine located in Southern West Virginia that operates in the Lower War Eagle (LWE) seam. The monitored sites were selected at 1,000 ft (304.8 m) and 1,500 ft (457.3 m) depths of cover. In this paper, site-1 represents the monitored site at 1,000 ft (304.8 m) of cover, while site-2 represents the monitored site at 1,500 ft (457.3 m) of cover. For this study, large-scale FLAC3D numerical models were calibrated based on both field observations and instrumentation results. The calibrated models were then used to compare the ground response and the induced stresses of two pillars at instrumented sites 1 and 2. The maximum lateral displacement (roof shift) obtained from the calibrated large-scale FLAC3D models was applied to a small-scale FLAC3D bolted models, the safety factor for axial stresses of the simulated roof bolts was calculated at the deep cover sites.

Middelburg mine is an opencast export mine operating in the Eastern Transvaal Coalfields of the Republic of South Africa (Figure 1). The mine was commissioned in 1983, to its original design capacity of 4.25 million sales tonnes which was subsequently raised to 5.5 million sales tonnes in 1989. This increase in export tonnage was brought about through an increase in the mines export allocation and the revision of management strategies. The maintenance of this increased tonnage with minimal additional capital has been achieved through improved operational efficiencies and the upgrading of planning operations through the purchase of an Enhanced Mine Scheduling Software Package (EMSSP/MINESTAR). Simultaneously with this requirement were additional factors that contributed to the implementation of the EMSSP. The mine was owned by a joint venture of two partners and is operated by Middelburg Mine services (Rand Mines Pty. Ltd) (Figure 2). This structure of ownership required the evaluation of numerous planning options to be under-taken concurrently and hence the need for an efficient streamlined scheduling pack-age that could fulfill this requirement. Compounding the EMSSP needs further, were the problems experienced in the export market, these being the external pressure from current and new suppliers in the market place which obliged management to provide solutions to rapidly changing market conditions. These fluctuating market conditions have had a direct effect upon the mine's planning strategies because of the large percentage of the mine?s sales sold on the international spot market. The sanction factor for all South African exporters has had a negative effect upon price and this was compounded further through internal competition in 1987 via suppliers attempting to maintain the market position.

In a high risk venture such as mining where capital is committed and contracts are signed on the minimum of information, decisions are based primarily on production forecasts derived through consideration of such factors as management-labor relations, mining practice, variations in physical conditions and the equipment applied. Among these factors, the physical conditions offer the least opportunity for control and, due to the wide range of mining conditions that may be experienced, little effort has been made to develop objective methods for measuring their effects on mine out- put. Most tailings storage facility (TSF) failures occur in active, upstream-type TSFs, often due to extreme and unexpected weather conditions—specifically, heavy rainfall and strong winds. This case study of a TSF in southern Arizona examines the use of the optimum safe beach distance (Doptimal, the optimum distance between the crest and decant pond) as a tool for monitoring geotechnical stability and reducing catastrophic failures. A digital model of the TSF was used to determine the critical beach distance (Dcritical) under normal weather conditions, and Doptimal was then determined by adding incremental distances to account for the effects of heavy rainfall (Drainfall) and strong winds (Dwind). To overcome accessibility issues, a drone was used to map the TSF geometry and create a digital model. This model served as the basis for conducting a coupled stress-seepage, finite-element (FEM) analysis with a safety factor of 2.0 to assess geotechnical stability (Dcritical). The safe beach distance increments were determined using the PMP (probable maximum precipitation) and possible maximum wind speed. Based on this analysis, the optimal safe beach distance at the study site was identified as 202.2 m. Since the current beach distance (371 m) exceeds this value, the TSF was considered to be stable and satisfied the design safety factor of 2.0. However, this distance should be reassessed periodically to account for changes in the TSF geometry and other conditions. Furthermore, it applies only TSFs that are well-managed and feature a smooth, non-undulating beach surface with a consistent slope.

In longwall top-coal caving (LTCC) mining with an inclined seam, the recovery rate is low and equipment stability is poor due to the unbalanced top-coal drawing process. To address these problems, this paper proposes the dynamic group caving method (DGCM), whose basic premise is that when the drawn volume of top coal from a support reaches about half, the next support begins drawing top coal, and the drawing process between the two supports is half done. Using particle flow code (PFC), the caving mechanism of top coal under DGCM was investigated. The results are of significance to realize high efficiency and precise caving in LTCC mining with an inclined seam.

On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I'll just comment briefly on MSHA's part of the overall effort by all parties to control miners' exposure to respirable coal dust and other airborne dusts. As you know, our agency's congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers' pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers' pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers' pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard. One objective of the policy revision was to improve miners' health by follow-up monitoring, and this is being done with roof bolting jobs. MSHA studies of surface coal mining operations have provided data showing that bulldozer operators and highwall rotary drill operators often have high exposure to quartz dust, and our agency is directing enforcement efforts to reducing this hazard. The Bushveld Complex of South Africa contains almost 90% of the world’s reserves of platinum group minerals (PGMs). In the flotation of PGMs, there are significant challenges arising from the need to treat ever-decreasing grades of the relevant ore deposits. The major challenge in the flotation of these ore bodies is the control and management of the gangue minerals, particularly silicates such as orthopyroxene and plagioclase feldspar which are often rimmed with talc which makes them naturally floatable. It has been shown that various polysaccharide depressants such as CMC and guar have different properties in terms of depressing the gangue minerals. Since the PGMs are often associated with sulphides, copper sulphate is widely used as an activator in PGM flotation but can inadvertently activate the gangue minerals and reduce the recovery of PtTe2 which accounts for up to 40% of the Pt in the Platreef ore body. Depressants also reduce the mass of solids reporting to the froth and can thus destabilize the froth. This effect on the froth can be mitigated by using higher frother dosages or water of higher ionic strength. In summary due care needs to be taken to carry out site test work to develop an optimum ratio of collector, frother, activator and depressant to ensure that the highest grades and recoveries of the PGEs are obtained while reducing depressant dosage as much as possible. Chromite recoveries can be reduced through the application of gravity separation or reducing entrainment through reduced water recovery. INTRODUCTION The Bushveld Complex located in the north of South Africa contains the world’s largest deposit of Platinum Group Minerals (PGMs) (1). The so-called upper Critical Zone of the Complex hosts the largest concentration of platinum group elements (PGEs) in the world. The Zone hosts the Upper Group Chromitite No.2 (UG2) reef and Merensky Reef as well as the Platreef mineralization of the northern limb of the Bushveld Complex. The Merensky pegmatoid Zone contains the base metal sulphide grains and associated PGMs. Of particular importance to the topic of this paper is the occurrence in these reefs of various gangue minerals. The Merensky Reef consists predominantly of orthopyroxene (~60%), plagioclase feldspar (~20%), pyroxene (~15%), phlogopite (5%) and occasional olivine. Secondary minerals such as talc, serpentine, chlorite and magnetite have widespread occurrence. Of these, talc is the only mineral to show significant natural floatability (2,3). Although present in small amounts talc is closely associated with pyroxene and imparts significant floatablity to the high concentrations of pyroxene present in these ores (4). The base metal sulphides consist predominantly of pyrrohtite (~40%), pentlandite (~30%) and chalcopyrite (~15%). The major platinum group minerals are cooperite (PtS), braggite [(Pt,Pd)NiS], sperrylite (PtAs2) and PGE alloys. The UG2 consists predominantly of chromite (between 60 – 90% by volume) with lesser silicate minerals (5 – 30% pyroxene and 1 – 10% plagioclase). Other minerals present in minor concentrations, can include silicates, oxides and base metal sulphides. Total PGE varies by locality but on average range between 4 and 7 g/t. The PGMs present in the UG2 Reef are highly variable, but generally the UG2 is characterised by PGE sulphides such as laurite (RuS2), cooperite (PtS) and braggite [(Pt,Pd)NiS. The base metal sulphides consist predominantly of chalcopyrite, pentlandite and pyrrhotite. The Platreef is located in the northern limb of the Bushveld Complex. This reef consists of a complex assemblage of rock types, with pyroxenites, serpentinites and calc-silicates being the most abundant. Base metal mineralization and platinum group element (PGE) concentrations are found to be highly irregular, both in value as well as in distribution. The properties of interfacial water at hydrophilic surfaces are of great importance in many technological areas including flotation, solid-liquid separation, dispersion and emulsions, flocculation, adsorption, corrosion, and soil contamination. This paper examines the use of FTIR/internal reflection spectroscopy (FTIR/IRS) to study the spectral characteristics of interfacial water at silica surfaces. FTIR spectra were characterized by consideration of the OH stretching region (3000-3800 cm-1) associated with the vibrational spectra of interfacial water. The broad peak in this region was deconvoluted in order to isolate overlapping spectral features that describe the nature of hydrogen bonding in interfacial water. Three distinct bands were found; -3600 cm-1 (free OH), -3400 cm-1 (incomplete tetrahedral coordination), and -3240 cm-1 (complete tetrahedral coordination) and the variation of their intensities with pH was found to be significant. This spectral information helps to explain orientation and bond ordering of interfacial water molecules at hydrophilic surfaces.
