Good afternoon. I have entitled my talk "Investment for Progress," implying thereby a spark of friendly competition by private enterprise with such government-inspired foreign aid and investment programs as the Alliance for Progress. While the subject of foreign investment is hardly a new one, the perpetual flux of the political and economic surface of this earth we inhabit makes it forever timely and forever interesting. Especially do tremendous opportunities for international investment constantly present themselves to the mineral industry, and just as often must the industry approach these opportunities with a great deal of investigation and caution. This is not to say that the mineral industry--no less than any other industry--should be unenthusiastic about the foreign scene, but like everyone who proposes to put his money where his hope is, it should consider all the factors and weigh the possible disappointments as well as the rewards.

The Doyon Mine in Quebec, Canada, evaluates the possibility of desulfurizing its tailings to produce material to be used as cover for the acid-generating tailings disposal site. Laboratory tests showed that a single-layer cover made of desulfurized tailings placed over reactive tailings can prevent the generation of acid mine drainage. Modeling with the software Vadose/W was used to optimize the design parameters, namely, cover thickness, water table position and residual sulfide content of desulfurized tailings following laboratory work. It was found that the optimal configuration includes a 1-m (3.3-ft) desulfurized tailings cover containing 0.8% S, with the water table kept at the interface between the reactive tailings and the cover. To maintain the cover performance to reduce oxygen flux toward acid-generating tailings even in the event of a long dry period, a sand layer is suggested to protect the cover from excessive evaporation. It is possible to reach the environmental objective for oxygen flux chosen for the Doyon Mine (10 mol/ m2/year) with the protective sand layer, even in extremely dry conditions.

"INTRODUCTION The purpose of this paper is to investigate the potential for use of UAVs in underground mines and present a prototype design for a novel autorotating UAV platform for underground 3D data collection. The mining industry has recently shown increased interest in the use of unmanned aerial vehicles (UAVs) to assist in everyday operations [20, 11, 4]. Above ground, small UAVs are in some cases a more efficient, inexpensive, and safer alternative to manned aircrafts currently used for photography, inspection and security [6, 10]. For example, attaching camera, infrared and LiDAR payloads, UAVs can provide a low-cost method of obtaining highly accurate 3D photogrammetric data and aerial photography. UAVs are now commonly used in open pit mining operations for applications that include stockpile surveying, 3D pit modelling, facilities management, accident reporting, progress monitoring, and environmental assessment [11]. There are numerous companies offering UAV services for mining applications; e.g., UAV Geomatics, Leica Geosystems, Sky Futures, SenseFly and FlyTerra, to name just a few. Common services include stockpile and open pit volume computations, environmental assessment, aerial mapping and photogrammetry. Although the aforementioned services are thosemost commonly provided by UAV surveying companies, they may also add value to other daily mining operations. For instance, SenseFly offers pre and post-blast monitoring in order to identify the presence of misfires and wall damage. This data can also be used to reconcile the blast results with expected results. GEM Systems offers a UAV equipped with a magnetometer for mineral exploration surveys. Companies such as Barrick have even used UAVs for solids modelling at tailings dams and stability monitoring [11]. UAVs in mining have so far been mostly limited to surface applications. Harsh underground environments pose many obstacles for flying UAVs. The confined space, dampness, reduced visibility, air movement, and lack of control signal propagation hinders most operators from being able to fly a drone underground. It may be that truly practical uses for UAVs underground will require either autonomous or semi-autonomous flight capabilities. Although there are many difficulties with flying underground, the potential benefits from a working system could greatly improve mining operations. The potential benefits of deploying UAV platforms underground include access to unreachable and dangerous locations and removing personnel from unsafe situations. These benefits have the potential to greatly improve mine monitoring and mine safety. Research has shown that current UAV technologies exist that allow for autonomous indoor flight. Extensive research has been done to develop UAV systems that are capable of performing on-board simultaneous localization and mapping (SLAM), which can allow them to navigate and map a foreign environment autonomously [5, 7, 1, 13]. Grzonka [7] successfully used an open hardware quadrotor to autonomously navigate and map an office building. The research outlines the localization, mapping, path planning, height estimation and control of the autonomous quadrotor. Other research has been done that exploits autonomous UAVs for search and rescue. Kassecker [9] proposed a software and hardware framework for a quadrotor capable of indoor and outdoor urban search and rescue and Rudol [19] developed a system for human body detection and geolocalization using an autonomous UAV.The use of autonomous UAVs in search and rescue has the potential to improve situational awareness and surveillance for a rescue team. Similar research has been done that uses autonomous UAVs for indoor exploration. Pravitra [15] outlined a strategy for autonomous exploration of miniature air vehicles (MAVs) within indoor environments and Rudol [19] developed a method for using an unmanned ground vehicle (UGV) and a UAV for cooperative indoor exploration. In 2012, the estimated value of mineral production increased in the United States for the third consecutive year. Production and prices increased for most industrial mineral commodities mined in the United States. While production for most metals remained relatively unchanged, with the notable exception of gold, the prices for most metals declined. Minerals remained fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels, including mining, processing and manufacturing finished products. Minerals? contribution to the GDP increased for the second consecutive year. Trends in other sectors of the domestic economy were similar to those in mineral production and consumption rates (Table 1). After continued decline following the 2008-2009 recession, the construction industry began to show signs of improvement late in 2011 and throughout 2012, with increased production and consumption of cement, construction sand and gravel, crushed stone and gypsum, mineral commodities that are used almost exclusively in construction.

Companies have installed powerful desktops for their personnel and instrumentation and control systems in their plants. These desktops are, in many cases, connected to a company intranet. Still, process engineers have to obtain their data manually. Engineers use process calculations from manually calculated averages from the plant; field operators collect equipment data on log sheets; and maintenance engineers collect critical information on log sheets. All of this information resides in individual machines. What are the strategic tools that will enable collaboration between them? How can operators, engineers, and managers access plant information to proactively increase their effectiveness in process troubleshooting, plant debottleneclung, aligning with business strategic and customer demand, satisfying environmental and safety regulations, developing capital projects, and implementing control strategies? A nonintrusive environment at the desktop is required to provide the process information to these workers. How can value be added to MS Windows technologies with the legacy systems at a minimum cost? There is no straight answer; however, there is a proven framework to leverage the large investments in new technologies. Objects and components are changing the way everyone relates to their computer and networks. Three examples will be described to demonstrate paradigm change. Today, process engineers can access data at the required level of detail for analysis of critical process variables at their desk or remotely. 1. Process Troubleshooting and Analysis: The engineer can develop an inferential calculation, trigger a process advisor to deter- mine the behavior of the units for the last day, and get the population of a set of batches (heats, blocks, rolls, sheets, etc). 2. Process Control and Optimization: The engineer can connect to a process simulator at steady state or a dynamic simulator of the process to evaluate new control strategies or process unit line-ups and use the process simulator as a process observer for fault diagnosis. 3. Collaboration with Accounting and Maintenance: The engineer can review reconciled data and the process mass balances, suggest maintenance cleaning or recalibration of flowmeters, and evaluate key control performance of all advanced controls.

In Exxon's Los Bronces Expansion Project in Chile, a stochastic simulation is performed to resolve the complex decision problem of matching the mine to mill system capacities from both technical and economic standpoints. The unique combination of weather conditions at the mine and the 30-km belt conveyor network for ore transport to the mill necessitates this analysis in the planning phase to optimize the design capacity of the sys tem. Appropriate statistical distributions of major equipment performance, snow storm duration, power outage, etc, ate developed from actual mine local records and manufacturers specifications. The interactions of operational constraints including ore storage capacities, number and sizes of individual equipment, ore variations, and mine and mill production rates are studied more realistically than in a traditional planning approach. Details of the computer modeling and typical results of simulation studies are discussed.

"During the last ten years great strides have been made, on the Mesabi Range, in the practice of beneficiating low grade iron ore material. By .beneficiation is meant all methods of removing impurities, and raising the iron content to a point where it can be sold in open market, the principal impurities being silica and moisture. The • general processes to which low grade iron ores are amenable are as follows:1. Thermal(a) Drying ; removes hydroscopic or atmospheric moisture. .(b) Calcining; removes carbon dioxide from iron carbonate, molecular water from hydrated hematites, and atmospheric moisture.Roasting; removes sulphur, carbon dioxide, molecular water and atmospheric moisture.Agglomeration; primarily for the purpose of preparing finely divided material for blast furnace; briquetting and sintering.2. MechanicalScreen sizing; removes rock and sand.Classification; removes sand by means of currents of water of varying velocities.Log washing; removes fine sand.Jigging; removes larger particles of impurities than is possible by log washing. Certain types of jigs remove fine sand.Reciprocating tables; recover fine iron particles from sand discarded by above processes.Magnetic separation; applicable to the commercial separation of the magnetic oxide of iron from gangue material. From a scientific standpoint it is possible to separate certain hematites and limonites from their gangue:(g) Miscellaneous processes; comprise dry concentration, electro-static separation and other processes."

Phillips Coal Company (PCC) submitted the first surface mine permit application under the Office of Surface &lining approved regulatory program of the State of Louisiana. This application for the Oxbow Lignite Surface Mine which is located approximately 64 kilometers (40 miles) southeast of Shreveport, Louisiana was submitted in March 1981. The State of Louisiana Office of Conservation, Surface Mining Division, assigned this application number LSM-1, indicating it is the first one submitted in Louisiana history. The permit area for the Oxbow Mine encompasses 6,251 hectares (15,627 acres). Of this total permit area, 5,862 hectares (14,656 acres) were classified by soil type as prime farmland by the U.S. Soil Conservation Service (SCS). Prime farmland acreage in the permit area became a major central issue in our early planning stages and throughout the permitting process of the Oxbow Mine, due to the magnitude of acreage involved.

Feeders are used to provide a means of control for the withdrawal of bulk materials from storage units, such as bins, bunkers, silos and hoppers. This control function can only be performed properly as long as the bulk materials flow by gravity to the feeder in a uniform and uninterrupted fashion. A feeder can do many things, but it should never be considered a suction pump: During the past few years various papers have been written and presented on feeders and their application. 1,2,3,4,5,6,7,8,9)* It is not the intent of this paper to cover the same ground, and the readers are therefore ad¬vised to consult the referenced publications for supplementary information. This paper will be confined to some specific design criteria of bin feeders, such as feeder load and power requirements. Special attention is given to the basic design criteria of vibratory feeders.

Accurate positioning information is a central step in the process of increasing automation and digitalization in the mining industry. Underground mine environments are prime examples for GNSS-denied environments that pose several additional challenges for the employed indoor positioning system (IPS). This work presents an ultra-wideband (UWB)–based system specifically tailored for underground mine environments. Initially, the UWB technology is reviewed and basic concepts of IPS are explained. Both software and hardware are described in detail, including positioning algorithms, electrical circuitry, and the mining-compatible enclosure. Finally, the results from field tests in an underground mine are presented and positioning performance and the influence of dilution of precision (DOP) on positioning results are empirically evaluated. The results show that the localization errors are mostly below 1 m. Individual zones of high localization errors are suspected to be caused by noise interference. Significant DOP influence due to the mining drift geometry can be confirmed. The system shows promising localization results for different mining applications, while influences negatively impacting the accuracy are presented as items for future research.

The purpose of this paper is two fold. It will: (1) examine leasing analysis as a project evaluation criterion, and (2) compare the cost of leasing with other methods of financing. The use of leasing has grown extensively in recent years as a method of obtaining equipment. The computer industry has been highly dependent upon leasing from its earliest days to dispurse its equipment to the customer, while airlines and railroads acquire large segments of their aircraft and rolling stock by leasing. Over the last few years the mining industry has leased haulage trucks, bulldozers and other equipment of similar nature.

The establishment and survival of different grass species and cultivars on various phytotechnic treatments at a limestone quarry was studied. The treatments applied were: a) bare soil, b) bentonite, c) bentonite-straw and d) asphalt-straw. According to the results, significant differences were found among species and cultivars, growing on different treatments as far as plant growth and survival are concerned. The seed germination was higher on bentonite -straw and asphaltic-straw than on bentonite but the plants survival were higher on bentonite. Lolium perenne had higher seed germination rate and better establishment than the other tested species at all treatments. However, the survival rate of Agropyron desertorum and of the cultivars palestina and chrysopigi of Dactylis glomerata was higher than of the other species.

The mining industry has recently been. - experiencing a difficult period. Escalating costs, lower grades and deeper level mining, are a few of .the reasons' why interactive graphics or CADD (computer aided design and draughting) systems are increasingly being used. CADD systems which support powerful and flexible mining applications have great potential for making all forms of mining more efficient and effective. There are many application programs which address almost every aspect of mining. Most of these programs originated to satisfy a particular need. Graphics and other features were added until they, reached a point where they were commercially viable as a mining package. Because of their evolution these packages, lack many CADD-type features. Today there are powerful personal computers (PC's) and engineering workstations running the best CADD systems available. These systems, support hundreds of applications in almost every discipline. Mining was until recently not well supported by interactive graphics vendors because of the highly variable nature of mining and the lack of common standards. Users of CADD systems have experienced the benefits of CADD and come to expect similar features from graphic mining packages. Several developers of mining packagers have either attempted to include some CADD features or make their packages compatible with one or other CADD system. Mining can benefit greatly From a combination of interactive graphics (or CADD) and the right mining application software.

New Nedre Fiskumfoss is a construction project in North Trøndelag, Namsen River. The purpose of the contract is construction of a new hydropower plant, that will phase out the existing power plant in the same waterfall. The contract consists of a tunnel system with cross sections from 16 m2 to 150 m2, powerhouse and transformer in rock caverns, 6 shafts and major works with inlet and outlet below river level. Technical challenges consist of demanding design on rock extraction, cofferdams, solid constructions with challenging design and demanding rebar work, as well as restrictions and unpredictable water flow in a national salmon river.

Non-renewable mineral raw materials are grouped into three categories to investigate ways leading to sustainable use of natural resources: 1.) metallic resources, 2.) non-metallic resources with the exception of the fertilizer minerals, and 3) the fertilizer minerals for the nutrients nitrogen (N), potassium (K), and phosphorous (P). With the exception of minerals in Group 3 which are essential for plant growth, mankind does not need raw materials as such, only the intrinsic property of a material that fulfils a useful function. This is especially true for non-metallic materials. Metallic resources have the best chance to become renewable if one makes optimal use of the resources of the man-made technosphere. For the fertilizer elements K and N there does not exist a problem, because sea water or air respectively provide an inexhaustible source for them. This does not apply to P however. So P is serving as one of our apposite case studies for solving sustainability challenges. For all the challenges along the road from a non-sustainable to a sustainable resource economy technology can be envisioned to come to the rescue provided conditions that are considered to be essential for sustainable use for all natural resources-- affordable renewable energy and human ingenuity to find new solutions for functions, to optimize processes and to minimize losses-- are satisfied.

A new agenda has risen. Born out of governments' policies and world economies, the years ahead will carry with them reduced growth. For inflation dependent and capital intensive industries, such as metals and mining, as well as most other natural resource industries, a period of long-term contraction in outmoded and costly capacity will evolve. This will be supplanted by new, lower cost capacity in some cases, but only if the total cost of production, including cash operating and debt service costs comes in at or below current market conditions. The industrial outlook can be characterized as bearish. As one major U.S. bank economist put it, mining companies planning their five-year forecast from 1984 out, should take the current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or slightly declining. As a result, capital funding will be problematic. The low cost producer, that is one with low cash costs and low principal and interest costs per unit of production, will succeed.

GEORGE WEINMAN: Our next speaker is Steve Garcia, operations vice president and general manager of mining at IMC-Agrico, Florida. Steve was born in Lakeland, Florida, to an IMC mining family. He has 17 years with IMC-Agrico and Freeport companies, including assignments in North Carolina, Nevada, Arkansas, and Indonesia. His work within the industry includes technical and operating positions including chief metallurgist, drying superintendent, and mines operations manager at Pane Creek. Other experiences include design of a grassroots phosphate facility in North Carolina; construction and start-up of a gold facility near Elko, Nevada; work in the Blytheville, Arkansas, ammonia urea facility; and three years managing engineering, construction, and support services in Irian Jaya, Indonesia. Steve's presentation is "Evaluation and Standardization of Multiple Slurry Pumping Systems."

A consortium of Canadian mining companies, engineering firms and the Ontario Government has supported Hydrochem's efforts in the last year to design and cost a 10 tpd NITROX PROCESS® demonstration plant. A 5 kg per hour mini plant was installed at the Hydrochem facilities in Brampton, Ontario. This paper describes design testwork on Dickenson Mines arsenopyrite concentrate and application of the findings to the demonstration plant flowsheet. The control of nitrates in discard solids and stack gases is discussed in detail. Nitric acid oxidation of arsenopyrite results in significant ele- mental sulphur formation, enough for it to be detrimental to sub- sequent cyanidation. Flowsheet variations aimed at dealing with this process characteristic are discussed and testwork results on one option (hot liming) are described.

By using real-time measurements and artificial intelligence, it is possible to respond faster to changing conditions, while accurate and timely information permits the rapid evaluation of changes and fast business improvement decisions. This paper presents a blueprint for system alignment, organizational design and management practices to leverage these developments in performance-driven operations management in mining and mineral processing.

There are three broad categories in which most solvent extraction technology can be distributed?: 1) reagents, 2) equipment, and 3) systems. Reagents which are now used in commercial solvent extraction plants are of many chemical types, and each possesses certain properties which make it more economically desirable than another alternative. The equipment which is' used in solvent extraction plants for contacting the organic and aqueous phases and separating the same is varied. Most common to the industry is the mixer-settler unit which in itself, can be of varied design; but many new innovations in contacting and separating equipment have been recently introduced or are :now being studied. Each specific solvent extraction application will often dictate the type of contacting and separating equipment used. Obviously, the trend is toward smaller less expensive equipment which reduces the often expensive organic inventories necessary for most solvent extraction plants. The current thrust of .investigations in ancillary equipment is usually aimed at recovering organic from solvent extraction sludges or from aqueous streams exiting the process.6 This type of equipment helps to reduce the total organic losses from solvent extraction plants and thus reduce the operating costs. The term "systems" in solvent extraction applies to the manner in which a solvent extraction process is carried out. This manner is usually dictated by the properties of the reagent which is used, and it involves a tailoring of the equipment or the process flowsheet. Some of the things which can be tailored are: 1) The aqueous media -whether acidic or basic and what type of acid or base 2) Counter-current or single stage (co-current) contacting 3) EMF or pH control 4) Organic "crowding" alternative 5) Heating or cooling process streams Regardless of the type or extent of tailoring, efforts to do this are usually a result of the low cost of solvent extraction as a unit process.
