The practice of Countertrade and all of its variations has increased dramatically during the last five years in great part due to the worsening world economic situation and the Third World's increasing debt problems. Conventional wisdom has held that the goods finding their way into countertrade will tend to be manufactured goods of ever increasing value added. It is my contention that this has not been the case. The continued depression of most metals and minerals prices has conspired to keep a great number of metals and raw materials in the forefront of countertrade negotiations. The concept that if a country needs hard currency it will simply sell metals into world markets for cash has been significantly modified by countertrade which encourages subsidies for raw materials which are in turn funded by higher prices for the manufactured goods which the country must import. Countertrade is a term that is relatively new to most of us who have been involved in the international trade of metals and minerals, but it is one that we will continue to hear more of in the future. Countertrade as it is generally known today had its beginnings after the Second World War in Eastern Europe. As the shattered economies of Europe struggled to right themselves, a "cashless" system of trade developed. This system included such ancient concepts as barter as well as more modern ones like bilateral clearing agreements. For over 30 years countertrade was confined mainly to the COMECON nations and their various trade protocols with Third World nations. If metals and minerals were involved, there was little disruption of world markets by such examples as Cuba shipping ferronickel and sugar cane to the U.S.S.R. for a host of manufactured goods and oil. As the world's economy began to slow in the late 70's and the debt crisis began in earnest in the early 801s, this all began to change. As more and more nations which had previously been almost totally dependent upon their mineral wealth over-extended themselves in an attempt to industralize, they concurrently found their income from minerals falling, due to the decreased demand and subsequently lower prices available in the marketplace. At first these nations attempted to balance their payments by promoting the sales of their high value-added manufactured goods. We have all heard numerous examples of U.S. companies going to sell their high technology products in Rumania or Yugoslavia and being confronted with counterpurchase requirements for machine tools, shoes or drill bits. When faced with these demands, a number of companies chose not to sell into those markets while others merrily signed up the obligations without much intent to carry them out. The Performance Bonds required were generally minimal, especially when considered in light of the high margin inherent in high tech items; and the penalty clauses were equally small or nonexistent. A third group of companies actually tried to buy the machine tools or drill bits either for their own internal use or resale but found that due to poor quality and high prices, they were faced with a difficult if not impossible task. This is not to say that no one was able to fulfill a countertrade requirement, but the success ratio on these transactions was incredibly low. This was one of the major contributing factors to the reputation that countertrade has gained as a discipline ... "that it is mostly talk and very little action." Introduction The Sierra Nevada Foothill Gold Belt in California extends from Mariposa north for more than 420 km (200 miles). It includes the Grass Valley and Alleghany districts in the zone of Northern Mines and the famous Mother Lode to the south. The gold belt has produced more than 3.1 kt (100 million oz) of gold since its discovery in 1848. This remarkable production, at the present gold price, would be valued at more than $40 billion. The Law of Gambler's Ruin supposes that averages are based on systematic rather than random variations. It emphasizes the vast differences between finite and infinite probability. By applying this Law to this figure, it can be seen that the belt has produced an average of 15.5 t (500,000 oz) of gold per running mile. Many geologists believe, with some justification, that less than half the gold in this belt has been mined. Sixty per cent of the past production has come from lode deposits, the balance from Tertiary and Recent placer gravels. This paper will concern itself with the developing lode mines along the Sierra Nevada Foothill Gold Belt. As a further and final note regarding placer mining along this belt, Mark Twain suggested that placer miners, having lost their senses, had contributed liberally to the population of California's insane asylums. After a 40-year lull with little or no gold production, the lode mines of this famous belt are showing signs of renewed activity. Two open pit mines, the Sonora (Jamestown) and Carson Hill, are now in operation at substantial scales. Two others, the Goldenbell (Pine Tree-Josephine) and the Royal-Mountain King, are being readied for production on equally impressive scales. All are in the southern part of the Mother Lode. Exploration farther north, at Sutter Creek, Drytown, and Georgetown, is showing encouraging results in developing deeper lode deposits. This new activity has been sponsored to a large extent by junior Canadian mining and exploration companies. Most of the established American mining companies have looked the other way, not participating in this important development. One major reason for domestic disinterest in this opportunity is there is little chance for heap leachable open pit ore in this belt, excluding Carson Hill. And heap leaching has become fashionable with American mining companies today. Also, this great old gold belt must have been worked out, for why else is there so little activity here - Catch 22 logic. Another reason is that if a new deposit of size and grade similar to the mines in the past was found, high costs would preclude a profitable operation. And, finally, California environmentalists would not permit mining, even if a rich deposit were found. These may all be pefectly valid reasons not to explore for gold along this belt. But a look at the history of gold mining in California may suggest that the future for exploration and development of the gold resources in the Sierra Nevada Foothills can be greater than the past. It was during the Depression of the 1930s that this gold belt saw its maximum activity, with more than 3000 mines in operation. Some were father and son operations producing only a few tons of ore a day. Other mines employed hundreds of miners to hoist more than 900 t/d (1000 stpd). Some ores were of marginal grade. After recent acquisitions, including Tamrock, headquartered in Tampere, Finland, the company now has annual sales of more than US$5 billion (SEK 40 billion). With the acquisition of Tamrock, Sandvik has further increased its interests in the mining industry. Sandvik Rock Tools, a familiar name in the mining industry, is one of the world's leading suppliers of rock-drilling tools. And Tamrock is one of the world's leading suppliers of drilling machinery, loaders and equipment for rock-excavation operations. Sandvik believes that the two companies combined offer customers "maximum productivity through total system solutions, including machinery, service and tools." In 1997, Tamrock posted sales of US$940 million (SEK 7.5 billion). In addition to its expertise in drilling tools and equipment, Sandvik is supported by its collective resources in specialty steel and cemented carbide. These resources include extensive research and development capabilities, with annual investments in R&D now at about US$150 million. As a result of the R&D programs, internal expansion and acquisitions, the company has nearly doubled in size during the past four years. From 1994 to 1997, nearly US$1 billion was invested in internal growth and another US$825 million has gone towards acquisitions. Return on net assets is now 22% annually. In addition to Tamrock, acquisitions of interest to the mining community include Drillmaster Inc., Houston, TX. The acquisition of Drillmaster (by Sandvik Rock Tools) has further strengthened Sandvik's position in down-the-hole drilling tools. Other major recent acquisitions by Sandvik include Kanthal, a Swedish manu¬facturer of metal and ceramic-resistant materials for electric heating furnaces, household appliances and elec¬tronics, and Precision Twist Drill, Crystal Lake, IL, one of the leading producers of high-speed cutting tools. With more than 38,000 employees worldwide, the Sandvik Group is divided into six separate business areas. Each area is responsible for its own R&D, production and sales: ? Sandvik Mining and Construction. Including Tamrock and Sandvik Rock Tools, this business area boasts of offering the most comprehensive range of "rock-working" products. These include drilling rigs, loaders, rock-excavation equipment and rock drilling tools. ? Sandvik Specialty Steel. Early disseminated copper mineralization at Quebrada Blanca, Chile, accompanied 38 million year old quartz monzonite stocks and dikes. Early mineralization was followed by hydrothermal mineralization, mineralized breccias, and post-mineral faulting. After supergene leaching and enrichment, Quebrada Blanca was buried under late Tertiary gravels, and then partially re- exposed in Quaternary time. Based on work to date the orebody appears to contain more than one hundred million tons of plus one percent secondarily enriched copper ore, overlying several hundred million tons of protore averaging more than 0.5% copper. A source of industrial water appears to have been located. Pilot scale metallurgical tests, mine planning, and feasibility studies are in progress.

The objective of this study was to evaluate the potential health risk associated with exposure of dozer operators to whole-body vibration. Measurements were made on 31 dozers used in different surface mines in Turkey. Predictions of adverse health effects of vibration were based on the standards BS 6841:1987, ISO 2631–1:1997, ISO 2631–5:2004, and the EU Vibration Directive:2002. Operators experienced high and comparable levels of vibration acceleration and dose during all dozer tasks: pushing the material (DOZE), moving forward (FORWARD), moving backward (REVERSE), and ripping (RIP). Specifically, DOZE, FORWARD, REVERSE, and RIP showed high potential of adverse health effects in terms of vibration dose according to the worst-case axis and vector sum criteria and a moderate adverse health effect for acceleration according to the worst-case axis criterion. Operators of large dozers were exposed to lower levels of vibration. However, no statistically significant relationship between vibration exposure levels and the propelling mechanism and the service time of dozers, operator experience, operator age, and ground type was found.

Dust surveys were conducted at six underground coal mines to determine if deep-cutting practices expose face workers to higher levels of respirable dust. The surveyed mines were able to successfully mine deep cuts without significantly increasing the dust exposures of face workers. In general, all of the selected mines exercised good dust control practices by maintaining water sprays, scrubber airflows, proper curtain setback distances and providing sufficient airflow to the active faces. For exhausting face ventilation, field data indicate that scrubber airflow is the most important factor for controlling dust. Data collected for this study indicate that 20-mesh screens should be cleaned for every 12.2 m (40 ft) of advance, because 22% of the deep cuts surveyed for this study experienced a 20% to 35% decrease in scrubber airflow over the course of the cut. For blowing face ventilation, field data and past research indicate that dust control is aided by maintaining a proper curtain-to-scrubber airflow ratio of 1.0 (measured before scrubber activation), as well as a curtain setback distance that allows the miner operator to stand at the mouth of the curtain for the entire cut. Dust levels on the bolting faces did not appear to be affected by the longer cycles associated with deep-cut mining when good ventilation practices were used.

Since the introduction of mechanical mining, some 35 years ago, a great deal of effort has been expended by the coal industry to solve the coal dust problem. The original concern was the possibility of a dust explosion or the propagation of a gas ignition; however, in recent years it has come to be recognized as a possible 'health hazard as well. In the middle thirties, the Pittsburgh Coal Company began an intensive study of the dust problem to determine the dust levels created by the various cycles of operation in mechanical mining and to make a comparison with those of hand loading operations. Numerous dust samples were collected with a midget impinger and it was found that dust counts varied from 38 to 268 million particles per cubic foot during hand loading and from 96 to 227 million particles per cubic foot during mechanical loading. The study indicated that the source of underground dust in coal mining could be classified as primary or secondary. A primary source is one associated with appreciable degradation of size, that is, where most of the fines capable of becoming air-borne are produced. A secondary source is one in which most of the fines have been produced at some previous operation and are in such condition that they can become air-borne. Cutting, drilling and blasting are the operations which produce the primary dust. Secondary dust is formed by operations which include; loading, transportation and discharge at transfer points. The study showed clearly that the coal cutting operation was responsible for the greatest amount of dust and that the amount of dust produced varied directly with the speed of cutting; type and dullness of cutting bits; and the distance the cuttings had to fall to the floor. The information obtained from the study enabled our company to decide on a course of action and the direction to follow. With the cooperation of mining machine manufacturers, water tanks with a 200 gallon capacity were built into the machine trucks and were provided with a pump driven by a small motor. A length of 1/2" water hose carried the water from the pump to the two water spray nozzles located at the front of the machine. Water was delivered to the machine tanks by water cars which were filled on the surface or from an underground water supply. It was during these early days that wetting agents were introduced into the water system. Our studies revealed that wetting agents did little better than plain water in the abatement of the dust problem. It was found that when using a wetting agent less water was required to obtain the same results but we could not take advantage of this fact because it was almost impossible to keep the smaller nozzles open to reduce the amount of water being used.

Processing of various ores and materials in a reducing atmosphere has been done for many years. However, the typical device currently used is a large, often high maintenance, expensive piece of equipment; the rotary kiln. While it is a very reliable and a proven technology, the rotary kiln also has its limitations. It is limited by its ability to process very fine materials without creating a huge dust loss to the air pollution control equipment. This leads us towards the development of an alternate technology; the Gas Suspension System. Gas suspension preheating of various materials has been in commercial use since the early 1950's, but recently has been expanded to include Gas Suspension Reduction. Laboratory experience has proven successful on several materials; Nickel Laterite Fines, Iron Ore Fines, Fluorspar, and Clays. The gas suspension reduction system has many advantages over the conventional reduction kiln when processing fines. They are; lower cost, more fuel efficient, able to process fines, less real estate required, etc.

The Broken Aro project is associated with a 1910 abandoned underground mine complex that has been discharging aeid mine drainage from entries, seeps and springs. The Ohio Department of Natural Resources(ODNR), R&F Coal Company (R&F) and American Electric Power (AEP) are involved with this unique project that will remine the abandoned underground complex and install a mine seal constructed of fixated flue gas desulfurization (FGD) material. The goal of the project is to eliminate or reduce the acid mine drainage that is discharging into the watershed. This paper discusses remining, installation of the FGD mine seal, government financed reclamation projects and future application to active and abandoned mining sites.

Ladies and Gentlemen: It is a distinct pleasure and honor to appear before you representing the railway industry as I do, but there is a much closer personal relationship. I am a graduate Mining Engineer and worked in the coal industry for 15 years prior to becoming a railroader only 4 ½ years ago. I have been a member of AIME most of my adult working life and am currently active in the Washington, D. C. Section. While having been in the railway industry only a short time, I have become involved during the recent period of innovation and development of the new railroad technique known as unit train service. I have had the privilege of helping to work out a number of unit train movements to both electric utility companies and to a major steel concern, handling coal from mines on the Southern Railway to the consuming plants. On Southern, our unit trains are all of what I shall describe as shuttle train operations whereas within the railroad industry today several types of service are characterized as unit train service and many don't offer comparable efficiencies.

Video technology coupled with datalogging exposure monitors have been used to evaluate worker exposure to different types of contaminants. However, previous application of this technology used a stationary video camera to record the worker?s activity while the worker wore some type of contaminant monitor. these techniques are not applicable to mobile workers in the mining industry because of their need to move around the operation while performing their duties. the Helmet-Cam is a recently developed exposure assessment tool that integrates a person-wearable video recorder with a datalogging dust monitor. these are worn by the miner in a backpack, safety belt or safety vest to identify areas or job tasks of elevated exposure. After a miner performs his or her job while wearing the unit, the video and dust exposure data filesare downloaded to a computer and then merged together through a NIOSH-developed computer software program called enhanced Video Analysis of Dust exposure (eVADe). by providing synchronized playback of the merged video footage and dust exposure data, the eVADe software allows for the assessment and identificationof key work areas and processes, as well as work tasks that significantlyimpact a worker?s personal respirable dust exposure. the Helmet-Cam technology has been tested at a number of metal/nonmetal mining operations and has proven to be a valuable assessment tool. mining companies wishing to use this technique can purchase a commercially available video camera and an instantaneous dust monitor to obtain the necessary data, and the NIOSH-developed eVADe software will be available for download at no cost on the NIOSH website.

A coal mine located in southern West Virginia recently set a world record for daily low-seam coal production using a Cat automated longwall plow system. In a 24-hour period on April 10 and 11, 2014, the Pinnacle Mine longwall produced 32,411 t (35,724 st) from the Virginia Pocahontas No. 3 Seam, in a seam height of just 1.42 m (56 in.) along the 298-m (980-ft) longwall face. The Pinnacle Mine, located near the town of Pineville and owned by Cliffs Natural Resources Inc., an international mining and resource company, operates a Cat Gleithobel GH1600 Longwall Plow System. A previous record was set by this system at Pinnacle in August, 2012 when 29,423 t (32,430 st) were mined in a 24-hour period. The record was set by the same system, mining its second panel after a comprehensive rebuild was performed by Carter Machinery, the Cat Dealer in that area. The rebuild encompassed a complete rebuild of the headgate and tailgate armored face conveyor (AFC) drive, the headgate and tailgate special AFC pans, the stageloader drives and return end, the complete crusher and all gearboxes for the plow, AFC and stageloader. Carter acquired the rights to sales and aftermarket support associated with the former Bucyrus mining products, both surface and underground, in 2013. ?Supporting and rebuilding a longwall plow system was a new experience for the Carter service team,? said Chris Curfman, president of Caterpillar Global Mining Sales and Support Division. ?However, given the record production results attained by the rebuilt system at Pinnacle, it?s obvious that they are up to the challenge of supporting the underground product lines at the same high standards and quality level that they have been delivering for many years on the traditional Cat surface mining products.? Tom Bluth, president of Caterpillar Global Mining Products Division, said, ?Caterpillar congratulates the Pinnacle team for this great achievement. Without their efforts and dedication this record would not have been possible. To safely deliver that kind of output from such a thin seam is remarkable. We have been privileged to work alongside their team to demonstrate the capabilities of Cat longwall mining technology. ?

This study aims to provide industrial perspectives on the current U.S. metal mining engineering education and areas for improvement. An online survey was designed to seek opinions from the U.S. mining industry. Findings indicated a shortage of qualified graduates from the current U.S. metal mining engineering education system. The qualifications that need to be improved include engineering sciences underlying mining methods, mining design experience, mining feasibility study, the connection between theory and practice, and understanding of the overall mining operation. The survey also identified future desired qualifications, such as the ability to acquire and apply new knowledge as needed and sufficient field experience. Respondents recommended enhancing collaborations between industry and academia.

Mineral Resource Technologies(MRT) and Michigan Technological University (MTU)finalized an agreement that permits MRT to offer an advanced carbon removal technology process for coal fly ash from an ash residue generated by utilities. The agreement encompasses the dominant existing US patents using a wet process for fly ash enhancement. The wet process for coal beneficiation of a fly ash product involves four steps. First, a slurry mixture is formed of a fly ash material and a liquid. Second, gravity is used to separate and collect a first-material fraction of the fly ash, having a density less than the liquid. This is done by skimming off the flotation slurry material.

Crocidolite is a well known causative agent for mesothelioma. Studies have shown that the pathogenicity of the fiber from different mines varies considerably and it has been postulated the parameter that appears most likely to account for this variation is fiber width. Epidemiological studies have shown that ‘thin’ fibers from mining areas of Western Australia and the Cape Province, in South Africa are associated with a high mesothelioma risk while exposure to ‘thick’ asbestiform amphibole fiber of the same fiber type are associated with little or no mesothelioma risk. This study is concerned with ‘thick’ Bolivian crocidolite but similar findings also probably explain the paucity of mesotheliomas in the Finnish anthophyllite, South African amosite and African Transvaal crocidolite mines. The findings from the present study suggest the incidence of mesothelioma in the three major cities of Bolivia is not significantly elevated above background even though Bolivian crocidolite has been used for the past 60 years commercially and residentially in all three cities. Although some cases of mesothelioma may have been missed due to a failure to reach hospital or a shortened natural lifespan, mesothelioma generally occurs after the age of 50, we cannot tell precisely the extent to which these were confounding. We suggest the most likely explanation for the lack of mesotheliomas despite the large populations at risk from the long and extensive residential and commercial use of crocidolite containing products, is related to an increased fiber width distribution and a concomitant reduction in the ‘Stanton fiber size’ fraction.

The concept of initiating a large action-oriented contract, directed toward inherently safe mining systems, was conceived by the U. S. Bureau of Mines in January 1970. At that time we were in the process of establishing research contracts and grants, about 100 of which were let in FY 71 to deal individually with fairly specific technological areas. These projects in the aggregate covered a wide spectrum of health and safety problems. What appeared to be necessary was the creation of a project or program that would provide a focal point for the demonstration of many of the results of this research and also in the action sense culminate with working hardware and systems that could be tested and demonstrated over a fairly long teen. The concept of working demonstrable systems, rather than just a conceptual study, was, felt to be necessary for two significant reasons. In the development of any new system, the translation from concept to working hardware is usually a costly and time consuming process which acts as a deterrent to implementation. Secondly, many decisions in the mining community to change equipment or systems ,are based on first hand observation of the new system, in operational practice, an attitude which is certainly understandable in view of the high capital costs of equipment. "Mining operations can create a negative environmental impact, especially when considering the tailings that are produced through the processing of ores. Tailings are finely grained residues that form sludges. The tailings are deposited into giant basins, or sludge ponds, where they create a burden on the environmentby limiting the use of processed water.Tailings are one of the most important environmental liabilities for mining operations because of their large proportion in relation to the ore mined — generally 90 to 98 percent. To get to the valuable minerals, mining companies must move large amounts of rock. The rock is ground and then treated, usually with the addition of chemical solutions and large amounts of water. The lower the concentration of the valuable resources, the greater the proportion of accumulated excavated material sludge.Sustainable tailings management requires responsible handling, making it one of the mining industry’s greatest challenges. The proper technology should include consistent control of the environmental risks and impacts, as well as a proper relationship with the communities that surround the mining operations.The tailings, which can remain partly contaminated with chemicals, are pumped into the large sludge basins, which are secured by earthworks. During the mining operations, the basins must be stable enough to withstand the pressure of the stored excavated material. The storage option is still used, but it has failed on occasion. And when it does, it increases the risks to the environment and binds the unused process water. The more complex the availability of fresh water required for industrial use and for human consumption and their economic activities — for example, farming and agriculture — the more complex the conflicts that have the potential to shut down mining operations. With modern separation technology solutions, it’s possible to process the sludge and recover the processed water. However, the responsible use of the water is critical. Therefore, mining companies must rely on technologies that allow for proper reclamation of the water, whether re-using in their own processes or treating it to return it to the environment."
