Laguna del Rey is the name of a dry lake bed located in the State of Coahuila, Mexico in a semi-desertic terrain typical of the basin and range physiography. Química del Rey, S.A., a subsidiary of Industrias Peñoles, has been producing sodium sulphate since 20 years ago, from brines pumped from the sub-surface of the present playa. The spent brine is used as raw material for the production of magnesium oxide. An extensive, lenticular deposit is found just below the playa. It consists mostly of glauberite (sodium-calcium sulphate) and blöedite (sodium-magnesium sulphate). The glauberite occurs as thin crystals oriented at random and leave many void spaces among them. These intercrystalline spaces are partly filled with mud, but the whole mass of the evaporite is still very porous. A brine that contains in solution ions of sodium, magnesium, sulphate and chlorine occupies the voids of the sponge-like evaporite body.

Maintenance of mining equipment has become so complex and important from a cost and product ion standpoint that the organization must be set up in an engineering fashion to be successful. Production costs are greatly affected by proper maintenance. Tonnages can only be met when operating time is at its maximum and breakdown time is at its minimum. Last, but equally important, large capital expenditures must be protected and improved The effectiveness of the maintenance program will, in many respects, be a direct, result of the effort put torch in developing the overall program. Once the need of maintenance is realized, the next step is to determine what the organization should be and what it should accomplish. Follow through is then most vital. Preventing machine breakdowns and reducing maintenance costs are the primary goals of all maintenance organizations. Good preventive maintenance, a system for inspecting equipment and a complete record of inspections will help attain these goals.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. The evaluation and development of the Eastern North Carolina phosphate deposit resulted in one of the world's largest and most modern phosphate mines and fertilizer complexes at an investment in excess of $90,000,000. The resulting ore beneficiation process showed excellent correlation with pilot plant data. A number of variations from current industrial practices were introduced and projected from bench scale tests through pilot plant to production. Principal among these variations were the following: 1) removal of magnesium by classification, 2) simultaneous flotation of coarse and fine phosphate, 3) the use of saponified fatty acid, 4) utilization of filter wash water for deoiling, 5) utilization of a rougher concentrate for acidulation, 6) calcination of flotation concentrates, and 7) elimination of grinding prior to the manufacture of phosphoric acid.

In this part of the two-part paper we discuss briefly the adaptation of the comminution model to describe the observed behavior of an industrial grinding circuit. Although reported verification of comminution models for continuous systems is limited, some interesting work has been reported 1,2 recently. The data acquisition and modeling efforts are described first, followed by discussion of some of the simulation results. Observations pertinent to steady-state operation are presented followed by a description of the application of a dynamic model of the grinding circuit for synthesis and evaluation of grinding-circuit control. The pilot-scale work indicated the comminution model should be capable of describing an industrial size-reduction process. Recognizing the broad utility of a process model based on first- principles, the Industrial Nucleonics Corporation of Columbus, Ohio, embarked on a joint program with the Duval Corporation of Tucson, Arizona, to evaluate the industrial applicability of the models described in Part I. This program was conducted in a grinding circuit, which included a rod mill 12.5 feet in diameter and 16 feet long and a ball mill 12.5 feet in diameter and 14 feet long, at Duval Corporation's Esperanza property3. The rod mill was operated in open circuit and the ball mill in closed circuit with cyclone classifiers.

The La Choya mine is located 55 km south of Sonoyta in northwestern Sonora, Mexico. Mineralization is controlled by a 40 meter thick thrust fault zone which created a permeable host for the metal-bearing hydrothermal solutions. The ore body is mined by open pit using wheel loaders and truck haulage. Gold and silver are recovered from low grade ore by heap leaching followed by carbon adsorption.

In a recent issue of the Mining Congress Journal, J. L. Gilliland discussed the relationship of air quality criteria, standards, and regu¬lations (1). As he pointed out, The Secretary of the Department of Health, Education, and Welfare is charged with issuing "Air Quality Criteria" which are statements concerning the concentration-effects relationship of an air pollutant. These "criteria" provide the states with a basis for their air quality "standards," which may lead in turn to emission "regulations." He further cites a list of major factors described by the National Air Pollution Control Administration, which must be considered in developing criteria. These are: properties of pollution; responses; measurement methods; exposure parameters; and characteristics of receptors. Although we briefly discuss the first two items, the principal concern of this paper is with the third item, the methods of measurements. In attempting to define responses, it has proven surprisingly difficult to establish a clear-cut cause-effect relationship between air pollutants and impairment of health. It is perhaps not too surprising that the ecological approach currently in fashion seems to be a much more powerful tool in defining cause-effects relationships. Without belaboring the point, we would like to point out that establishing such cause-effect relationships have tremendous legal and financial implications e.g., consider the possible establishment of such a relationship between pollution and inadvertent weather modification.

Batch laboratory-scale beneficiation tests were conducted on four high-iron phosphate samples. These samples included sedimentary ores (Tilemsi Valley, Mali and Tahoua, Niger), a sample from an igneous phosphate deposit (Matongo, Burundi), and a fine-grained phosphatic iron ore processing residue from Chile. The Matongo phosphate deposit occurs as a thick (up to 80 m) residual blanket of P205-enriched soil over solid parent rock (carbonatite and associated rock types). Although the Matongo deposit is an igneous deposit, ore from the deposit can be subjected to beneficiation treatments commonly used to treat sedimentary rocks. The beneficiation flowsheets designed to process these diverse ore types involve attrition scrubbing, size classification, and flotation. At the best flotation conditions tested, phosphate concentrates assaying 32.0%-39.0% P205 and 1.0%-1.5% Fe2O3, were obtained at 64.2%-82.2% overall P2O5 recoveries from run-of-mine (ROM) ores containing 9.2%-28.6% P205 and 5.9%-16.1% F,20,. A cleaner phosphate concentrate assaying 33.1% P205, 1.8% A1203, and 3.3% Fe2O3 at 53.4% overall P205 recovery was obtained from the phosphatic iron ore residue that originally contained 4.5% P205, 8.0% A1203, and 17.6% Fe2O3.

Diamonds in Namibia The mining industry is one of the three pillars of the Namibian economic development, along with tourism and fishing. Diamond mining is one of the two main mining activities in Namibia and diamond mining operations are rapidly moving from onshore to offshore deposits. This article provides a comprehensive overview of the current and future situation of the Namibian mining industry, with a special focus on the tasks and new technical developments for the successful excavation of beach and marine diamond deposits. The different deposits and the adequate applied mining technologies and methods are shown in examples.

The Seismic Interactive Interpretation Workstation (IIW) integrates various sets of geophysical and geological data to form a network of information which is stored in a database. Computer models are generated from known drillhole information and later correlated with the processed seismic data. Seismic color processing adds another dimension to the interpretation process. Complex trace attributes provide better definition of subtle features not easily observed from black and white sections. Utilizing the computer workstation, the explorationist gains valuable insight and conducts more intelligent interpretation of seismic data through a more comprehensive network of data analysis.

Nevada is especially well endowed with industrial minerals, both in the number of ore deposits and the diversity of commodities. More than 600 significant industrial mineral deposits, containing 22 principal commodities, are present, in the State. The materials produced in Nevada in 1978 had a value of approximately 113 million dollars, and additional processing of some of them (e.g. gypsum into wallboard, limestone and clay into cement) added considerable more value. Table 1 shows the value of Nevada's industrial mineral production in 1978. Nevada currently supplies 85 percent of the country's barite producing 1.6 million tonnes (1.8 million short tons) valued at 30 million dollars in 1978. Nevada is second in diatomite production and contributes one-third of total lithium produced. Other industrial minerals being produced include clays, fluorspar, gypsum, lightweight aggregates, limestone and dolomite, magnesite and brucite, perlite, salt, sand and gravel, and silica. In general, Nevada produces high-value industrial minerals which are not consumed within the State, but rather, are shipped out of State. In contrast, most more populous states produce larger tonnages of lower value industrial minerals which are consumed chiefly within that state.

The presence of radioactivity in uranium mill wastes has resulted in somewhat unique waste disposal methods. In addition to the common problems of disposing of large quantities of solid wastes, neutralizing acids, minimizing dissolved heavy metals, and clarifying all liquid effluents, the uranium mill operator must sample and analyze liquid effluents for micro-micro quantities of radionuclides such as, radium-226, thorium-230 and lead-210. Special disposal methods or decontamination procedures are required to meet the stringent limitations established by the U. S. Atomic Energy Commission on the concentration of radionuclides in liquid effluents. Routine monitoring of the receiving stream is also normally required. In recent years there has been a growing concern about the radioactivity remaining in the uranium mill tailings, particularly at the sites of shut-down or dismantled mills. The State of Colorado, in cooperation with the industry, has adopted regulations for stabilization of inactive uranium mill tailings. The Mining and Metals Division of Union Carbide operates mills for the recovery of uranium and vanadium at Uravan and Rifle in Colorado and a mill in the Gas Hills of Wyoming for uranium production. The company also owns former mill sites on which mill tailings are located at Maybell, Rifle, and Slick Rock in Colorado and at Green River, Utah. The purpose of this paper is to describe the methods used by a few uranium mills, largely those operated by Union Carbide Corporation, to dispose of radioactive wastes, to discuss briefly the regulations under which the mills operate, and to present reference information on the subject.

The former mayor of Los Angeles, CA is a believer in public transportation but thinks neither his city nor the entire country is spending enough on basic infrastructure. In fact, the United States has fallen behind most other developed nations in improving public transportation, the former mayor said. Antonio R. Villaraigosa was the keynote speaker at the North American Tunneling (NAT) conference, held June 22-25 in Los Angeles, CA. The event, held every two years, is sponsored by the Underground Construction Association of SME (UCA). This years? conference attracted 1,091 underground construction professionals from around the world. The accompanying exhibition continues to grow, attracting 142 exhibiting companies occupying 162 booths. As always at NAT, registered attendees received the proceedings volume of the conference, which contains 132 papers. Screening during the production of high-grade lump ore for blast furnace burden, particularly from recently developed ore deposits in Australia, South America, and Africa, has resulted in large tonnages of fine iron ore. Certain owners have decided to stockpile these fines until some later date; however, others have either sold these fines "as is" for agglomeration at the steel plant or have established their own pelletizing plants to produce a premium quality agglomerate. Normally these fines consist of the higher oxides of iron and the hydrated oxides. Unfortunately, grinding these types of materials in a wet process produces a slurry that is difficult to filter to obtain the requisite moisture level for the subsequent balling and indurating operations. The purpose of this paper is to review recent developments in fine dry grinding of iron ore and to discuss the various design and operating parameters involved. Although dry grinding of raw feed and clinker has been practiced in the cement industry for many decades, its significant application to the iron ore industry has taken place within the past ten years. Even though the basic concept of dry grinding has been borrowed from the cement industry, the successful application to iron ore grinding has not taken place without some difficulties. Consequently, the application to iron ore has required the solution of several unique design and operating problems.

During the past two years, there has been an increasing acceptance of process automation among ferrous, non-ferrous and non-metallic rock processing operations in an attempt to keep total unit costs in line in a market situation where labor and material costs are rising almost daily. Previous technical papers (1) (2) (3) (4) (5) have described, in considerable detail, instrumentation and automatic control devices that have been successfully applied in a wide variety of crushing and grinding facilities. While many of the basic control philosophies that evolved almost ten years ago remain essentially unchanged, new components and devices have been developed during the past two years that permit these philosophies to be better implemented in operating plants. Some of these devices and their application will be discussed with particular emphasis placed in describing the basic control philosophy employed as well as some of the hardware or components comprising typical crushing and grinding circuit control systems. Before any instrumentation or automatic control system can be successfully devised for a specific facility, there must be a clear understanding and agreement by supplier and user as to the control system objective. In the case of a crusher feed rate control system, the objective is generally to maximize thru-put of a given finished product size. While this is often the case in a grinding circuit automatic control system, the reasons may be entirely different. Taconite processors whose end product is to be pelletized, generally attempt to control their grind within narrow limits to optimize balling action. Other milling operations are more concerned with obtaining metallurgical liberation and can, in many cases, tolerate wider swings in finished grind.

Gentlemen: The subject of this paper is: ADVANCED APPLICATIONS OF BUCKET WHEEL EXCAVATORS AND RECLAIMERS. Against an urgent world wide energy crisis, the role of bucket wheel excavators and reclaimers in the surface mining of fossil fuels and other ores has been raised to new prominence. This paper will review the reasons for the expanded application of bucket wheel technology, its unique contributions, and other factors relative to volume, cost, versatility, and efficiency. Today, surface mining is faced with the twin challenge of (1), accelerating the rate of removal of massive quantities of overburden and ore, and (2), replacing comparable high volumes of overburden back into the mined-out portion of the pit. Optimum quantitites for - a single electrical power plant now range from 5 to 15 million tons of coal per year. The use of bucket wheels offers the best method for meeting this challenge at lowest possible cost. For example, an advanced application that also satisfies environmental concerns involves the simultaneous functioning of two bucket wheel excavators during surface mining operations. Working at spaced intervals and different levels in conjunction with a transfer conveyor and stacker, one excavator removes the ore while the other one transfers overburden to a stacker that replaces it back into the open pit. The result of this continuously operating cycle is: (1) removal of ore and replacement of overburden back into the pit in massive quantities, (2) at accelerated volume and extreme low cost that cannot be matched by conventional loading machines of any size, and (3) fulfills a basic environmental requirement which is to

This paper discusses the mineralogy and metallurgy of the Kuroko-style volcanogenic massive sulfide ores mined at Formosa Exploration Inc. I s Silver Butte Mine located in southwest Oregon. The principle ore type is pyrite + chalcopyrite + sphalerite, while subsidiary pyrite + bornite + sphalerite ore is also mined. The two styles of mineralization have distinctly different metallurgical behaviors and must be treated separately. Selective flotation methods are used to produce copper and zinc concentrates from the first ore type, while bulk concentrates are produced from the bornite ore. Careful mine planning and coordination between the mine and mill are utilized to achieve optimal recoveries.

The Broken Hill proprietary company Limited grate kiln pellet plant (1) located at Whyalla in South Australia commenced production on May 13, 1968. During commissioning, about 25,000 long tons of fluxed pellets were produced. Plant performance was satisfactory and acceptable under the plant guarantee. For production reasons, it was necessary to curtail the fluxed pellet run and revert to the production of acid pellets. In 1970, some 250,000 long tons of fluxed pellets were produced under varying operating conditions to determine the requirements for optimum quality pellets at acceptable production rates. In excess of 180,000 long tons of these fluxed pellets were exported to Japan. Problems experienced in production of the fluxed pellets are detailed, and the quality of the fluxed pellets compared to that of normal acid pellets produced at Whyalla. Brief Plant Details Run of mine ore treated was predominantly soft and friable and contained an average of 66 per cent Fe, 1.7 per cent Si02 and 1.8 per cent Al203. The main iron mineral in the ore was hematite with some martite also present. Plant feed was ground dry in ball mills 11 ft in diameter by 29 ft long to a Blaine surface area of 1600 sq.cm/g and the ground ore was wetted in a pug mill. Balling was carried out in balling drums 10 ft in diameter by 32 ft long. Induration equipment included an eighteen windbox grate 12 ft 2 in. wide by 164 ft 1 in. long, a rotary kiln 18 ft 6 in. diameter by 118 ft 8 in. long and an annular cooler 50 ft mean diameter by 7 it wide.

As one begins to contemplate the organization of a talk with the title "Iron Ore - The Permanent State of Evolution," the main divisions appear to be the past, the present, and the future. But distaste for repetition of the present production achievements, which scarcely need additional description on this occasion, soon leads one to the conclusion that a more appropriate division of the subject is simply the past and the future . . . with emphasis on the future. We are working in the present, but it can only be understood by what has taken place in the years and decades gone by, and/or under what terms we will have to face the future. Evolution is more often thought of as a steady change - but steady change is really the product of revolutions, sometimes making headlines but often unnoticed at the time. With hindsight, we recognize the great importance of the emergence of the Bessemer converter and the open hearth and the vast influence that both have had on steel making and the changing ore demand. In this country we also see schooners opening the era for lake transportation of iron ore from Michigan to Take Erie. Later, steamships haul the ore from the Mesabi Range to the steel centers of the country. In order to take full advantage of the inland seaway, there had to be revolutions in ship design, loading and unloading facilities and channel and lock development. Full scale utilization of the resources of the Mesabi Range, itself, required parallel upheavals such as the development of new production equipment, and substitution of modern forms of energy for horsepower, and, yes, manpower, as well.

There is no known, practical substitute for lead in the automobiles, communications systems, medical equipment and computers that Americans use every day. However, there are many who say lead should be stopped at its source -- banned. As America's largest lead producer, The Doe Run Company has ralized that it must do more than mine and reclaim lead efficiently and safely. It must also earn the public's consent to operate if it is to continue to be a viable business. LEAD - THE BRILLIANT PERFORMER: REFURBISHING AN IMAGE It's been an embarrassingly long time since I was a college student. However, I remember there was no course at the University of Missouri's School of Mines and Metallurgy that had anything to do with the public relations aspects of mining or, put another way, the politicization of mining. I haven’t perused the course catalog for Penn State’s College of Earth and Minerals Sciences. But I strongly suspect I wouldn’t find such a course there today, either. A statement by the chairman of one of the country’s largest chemical companies leads to the point I want to make. He described his business this way. He said, “We’re a public affairs company that just happens to produce and market chemicals.” Like chemicals, minerals and mining are politicized today. To the extent that we don’t understand that reality, we don’t understand that reality – and act on it – we’re less likely to survive in this business. Some of you may well be saying to yourselves, “This guy Zelms is an alarmist.” That’s fair enough. Because it is absolutely true that there’s n o known, practical substitute for lead today. And it’s also absolutely true that, knowingly or not, Americans use lead everyday. It’s in our automobile batteries. It’s an integral part of communications systems. High tech (and low tech) medical equipment contains lead. And lead is an essential component of computer and TV screens. But even with all these uses, lead has a negative image today. An image so negative that its very existence is threatened. If you doubt that, consider these two statements made in 1989. Statement one. “It is probably reasonable to argue that exposure is the single most important and critical environmental health problem in the U.S., and possibly also the world…” Statement number two. “Many of the uses of lead should be terminated. We need to go back to the ultimate source: that is, taking lead out of the ground and putting it into the product stream and we need to turn it off at the ultimate source. Not the approximate lead in gasoline, or lead in air, or lead in food. Go right back to the source and start cranking it down." (End quote.) Those are what I call strong statements. And they weren’t made by some celebrity spokesperson for the environment like Meryl Streep. Both these statements were made by Dr. Ellen Silbergeld, whose long list of professional and academic credentials includes: o Adjunct professor and research scientist at the University of Maryland Medical School and Johns Hopkins: o Chief toxic scientist and director of the Toxic Chemicals Program of the Environmental Defense fund; o and President of the Society for Occupational and Environmental Health. If Dr. Silbergeld were the only person making these kinds of statements, it would be one thing. But she’s not a voice in the wilderness, by any means. Also for those of you who say, well since there’s no known substitute for lead, how on earth could it be banned. I refer you to a number of bills before Congress that would permit the EPA to ban any product if it is determined that its
