"Public engagement is increasingly important in ensuring the success of projects related to energy development, particularly with regard to issues of environmental protection, public health, and socio-economic impacts. This is due to concurrent trends in public behavior, including a rise in public interest in these projects that is not matched by a rise in science literacy, and increasing organization and participation of the public through social media, citizen science, and grassroots initiatives. In recent years, several high-profile incidents have demonstrated that when public concern is ignored or met with a passive response from industry, it can rapidly grow into organized opposition that negatively impacts or wholly derails a project. Engaging, listening to, and educating stakeholders during early planning and development phases are therefore essential to earning credibility and trust. Moreover, maintaining two-way lines of communication throughout the lifespan of a project demonstrates social responsibility and facilitates cooperation, acceptance, and even support from communities and others. Positive experiences with specific projects at a local, community level can influence the larger public opinion of an entire industry sector. This paper presents cases studies of public engagement related to shale gas development (including hydraulic fracturing and pipeline construction), mountaintop removal mining, and management of mixed-use watersheds near surface mining operations. The experiences highlighted in these case studies are used to draw best practices of public engagement for sustainable energy development.Introduction Within the scientific research community, the importance of public engagement has gained increasing recognition. In a 2007 article in Nature, medical researcher, Patrick Taylor, stated that public engagement has both “gone viral” and “gone global” and has the ability to make real impacts to research (Taylor 2007). Nancy Baron, the science outreach director for COMPASS, an organization providing communications training for scientists, provides further evidence for the increasing focus on engagement, including shifting attitudes observed during her own experience as a communications coach and documented in surveys, the recent inclusion of communication and engagement activities in academic tenure review, and the surge of workshops, materials, and other resources available on the subject (Baron 2016). In addition to COMPASS, a number of organizations and institutes have been developed to train scientists for communication and engagement with the public, perhaps most notably the Alan Alda Center for Communicating Science at Stony Brook University, and academic fellowship programs, such as the Leopold Leadership Program at Stanford University and the Wilburforce Fellowship Program, have been established for the same purpose."

Perhaps no other mineral commodities in this volume have as many uses as limestone and dolomite. These carbonate rocks are the basic building blocks of the construction industry, the material from which aggregate, cement, lime, and building stone are made. Carbonate rocks, and their derived products, are used as aggregates, fluxes, glass raw material, refractories, fillers, reactive agents in sulfur-oxide removal, abrasives, soil conditioners, ingredients in a host of chemical processes, and much more. Although the use of limestone and dolomite goes back before recorded history, new uses and products are continually being found. Carbonate rocks form about 15% of the earth's sedimentary crust and are widely available for exploitation. Found extensively on all continents, they are quarried and mined from formations that range in age from Precambrian to Holocene. Reserves of carbonate rock are large and will last indefinitely, although high-purity deposits may be absent or have limited availability in certain areas. Limestone and dolomite are so useful and so abundant that in 1989 about 798 Mt were produced in the United States. In fact, about 75% of all stone quarried or mined in the United States was carbonate rock. Sand and gravel was the only mineral commodity produced in greater quantity. In this chapter we have sought to provide the general reader an overview of carbonate rocks, their composition, distribution, production, and uses. The literature on the limestone and dolomite resources of the United States and Canada is so vast and diverse that one can easily become mired in print. We tried to list those references that are easily accessible and that provide the economic geologist with a starting point for more intensive study. The table listing selected references on limestone and dolomite resources in Canada and the United States reflects our attempt to be selective rather than exhaustive and to direct the reader to the best sources of detailed information.

The Henderson Mine developed a water treatment system in 1985 to meet the NPDES requirements for its mine water discharge. Unacceptable levels of Zinc and Manganese formed the basis for the design and operation of the treatment system. Since initial start up, this system has reliably removed metals from the mine water and facilitated low cost compliance with water standards. The potential addition of a bio- monitoring requirement to the NPDES Permit in 1990 has added a second dimension to the metals removal process. This paper will review the history of Henderson's success at developing a low capital treatment system for metals removal and the anticipated effects of bio-monitoring upon this system based upon preliminary bio-monitoring screening.

INTRODUCTION Phosphate, one of the three major elements essential for all living plants and animals, has been mined in Florida for over a hundred years. Comprising roughly 80% of the U.S. total and 25% of the world's supply, the bulk of the 35 to 40 million annual ton output is converted to chemical fertilizers. With the exception of one mine in north Florida near the Georgia state line, today's mining activities are centered in the middle of the peninsula just east/southeast of Tampa in Polk, Hillsborough and Hardee counties. These "bone valley" deposits extend into Manatee and DeSoto counties, but there is little active mining there as yet. Because strip mining is, perhaps, the ultimate environmental insult and because Florida has a proactive environmental community, it is not surprising that the mining of phosphate rock has become increasingly controversial. This paper describes how phosphate rock is currently mined, the environmental problems presented by mining and processing the rock, and some mitigating technologies being employed to answer such problems. THE PHOSPHATE DEPOSIT AND ITS EXTRACTION Florida's phosphate deposits containing the calcium phosphate mineral, carbonate-fluorapatite, are between ten and fifteen million years old. The typical "bone valley" matrix is 15 feet thick and lies under 20 to 30 feet of overburden.(Fig. 1) Both the sandy overburden and matrix are unconsolidated and can be removed with standard 45 to 65 cubic yard, walking electric draglines. After removing the overburden, which is windrowed nearby, the dragline operator casts the matrix into a "slurry" pit where it is broken up by high pressure water monitors. Pit pumps (with boosters where necessary) transport the matrix slurry through 16 to 20 inch pipelines to a washer where the three components of the matrix (sand, clay and apatite) are separated. The phosphates contained in central Florida matrix are approximately half pebble/half flotation feed, through the pebble ratio decreases as the industry mines southward. Again, the matrix is roughly equally divided among sand, clays and apatite. The phosphatic clays, 75% of which are less than one micron in size, leave the washer as a 3 to 5% colloidal suspension. The impoundment of these waste clays is one of the environmental challenges to be discussed later. The sand (silica) is separated from the similarly sized phosphate particles by a double float process (fatty acid followed by a reverse mine or cleaner float), and the sand tailings are then pumped to disposal or reclamation sites. The apatite flotation product is combined with the screened phosphate pebbles and stacked to dewater before shipping.

Choosing a mining method for an underground orebody is a complicated and often iterative process. Advances in technology have given design teams an array of possibilities for methods and equip¬ment. Hecla Mining's discovery of the deep Gold Hunter ore body challenged the staff at the Lucky Friday Mine to determine the optimum mining method. Taking an ore body from prospect to production requires traditional resource characterization. This includes drilling, delineating and modeling. Developing the mining plan is an evolving process, changing with each new piece of in¬formation as the project progresses through exploration and development. The Gold Hunter deposit is a steeply dipping vein system in the Wallace Formation of Idaho's Coeur d'Alene mining district. Gold Hunter is a misleading name for the ore body. The vein is a silver-rich, lead-zinc deposit with only traces of gold. The Gold Hunter ore body is located about 1.6 km (1 mile) north to northeast of Mullan, ID. The ore body is mined from the Lucky Friday Mine, located 0.4 km (0.25 miles) east of Mullan. Mining began on the vein from an access drift driven from the Lucky Friday Mine's 4900 level. Production from the ore zone is projected to be 771 t/d (850 stpd). The Gold Hunter ore is combined with Lucky Friday ore and milled in the Lucky Friday mill. The combined ore boosted Lucky Friday's 1998 silver production from 62.2 t/a (2 million oz/year) to more than 124.4 t/a (4 million oz/year).

Underclays are associated with coals found in eastern Oklahoma. These coals are of bituminous rank and are in beds of Middle and Late Pennsylvanian age. They occur in an area of about 8,000 mi2, within the southern part of the Western Interior Coal Region. The rocks of the area consist of a thick series of sandstones, shales, underclays, coals, and limestones. There are more than 40 beds of bituminous coal in the state, but only 12 of these have been mined over large areas. The 12 are, from oldest to youngest: the lower Hartshorne, upper Hartshorne, McAlester (Stigler), upper McAlester, Cavanal, Rowe, Secor, Weir-Pittsburg, Mineral, Croweburg, Iron Post, and Dawson coals. None of the underclay associated with these coal beds is known to have been exploited commercially. Nine samples of underclay from beneath the Croweburg coal were collected over a wide area in the eastern Oklahoma coal field for evaluation. The underclays are usually shades of gray with brown or orange iron-oxide staining. Although soft and plastic in some places, they are generally hard and slickensided, and contain abundant carbonized plant fragments. Bulk chemical analyses, clay mineral identification, and ceramic tests were performed on each underclay sample. The dominant clay minerals are illite and kaolinite with some mixed-layer clays. Silica (Si02) ranges from 45.96% to 59.03% and alumina (Al2O3) varies from 14.98% to 23.60%. The U.S. Bureau of Mines Tuscaloosa Re- search Center conducted the ceramic evaluations. Samples were slow fired from 1,000°C to 1,250°C in 50°C intervals. Bulk density, color, percent linear shrinkage, and percent absorption were determined for each slow fire test. All Croweburg underclay samples are best suited for building brick.

Introduction A problem that has faced mining engineers and mining geologists for many years is how to best explore a particular prospect so that the basic decision as to whether the material present is ore or only high-grade rock can be made with some confidence. It is obvious that one could not begin a large scale mining program on the basis of tests made on a few hand samples. On the other hand, one could not be 100 percent certain as to the average grade or tonnage before beginning development, as this would require the orebody to be mined out in the sampling process. The basic objectives of the exploration program can be stated as (1) to reduce mining risk; (2) to lessen the cost of development; and (3) to increase the profits of mining. The exploration program should be terminated when these objectives are no longer being met. The construction of tunnels is a specific mining operation. In the exploration program one should gather the data needed to determine (1) the type of excavation technique(s) to be used; and (2) the rate of advance that might be expected. As in the evaluation of an orebody, with the data collected it should be possible to estimate mining costs and project life. Unfortunately, at the present time, it is not possible to do this at least when dealing with medium to hard rock types. The reason for this, it is felt, is basically the inability to identify what specific rock mass properties are of use in tunnel design and to specify how these may be obtained in an exploration program. Microprocessor technology has revolutionized the business community by placing tremendous computing power in the hands of the end-user for a very inexpensive price tag. The range of applications covers process control, to office automation, to personal computing capabilities. With the influx of this new technology, which these systems have to offer, also comes some unique operational and control considerations. But before we address these items, let us lay a foundation of common terms to be used throughout this presentation. Due to the rapid advances in microprocessor technology, where a new generation of computers is announced every two or three years, it becomes difficult to define a microprocessor system and have it valid for an extended period of time! Therefore, for this presentation, we will be dealing with a subset of microprocessors called Personal Computers or PC's. At the heart of a PC is a Central Processing Unit or CPU. The CPU performs the actual program and command execution. The programs dealing with driving the various peripheral equipment is referred to as the Operating System (for example: DOS : Disk Operating System, CP/M - Control Program/Microcomputers, etc.). The CPU is normally housed in an enclosure which contains power regulators, peripheral equipment interfacing 'cards', and expansion 'slots' to enlarge the capabilities of the PC system.

6.1 INTRODUCTION The three most critical factors in successful heap leaching operations are: • The methods employed to pretreat ore (i.e, crushing and agglomeration); • Placement of ore on the leach pad (heap building techniques); and • Wetting of the ore with cyanide (solution application techniques). Improper execution of any of these initial steps may result in a substantial sacrifice of total metal extraction or, in the worst case, in project failure. Ore preparation in terms of crushing and agglomeration was discussed in Chapter 5; this chapter therefore focuses on commonly employed techniques for heap construction and solution application. The main objective of heap construction is to obtain the most homogeneous heap possible. "Channeling" of leachate in heaps with preferential seepage paths leads to preferential leachate distribution and uneven/incomplete extraction. The two main contributing causes of channeling are inadequate attention to heap construction and uneven solution application. These pitfall s can best be avoided through a knowledge of the various techniques available and the applicability and success of these techniques with various ore types and site conditions. The remainder of this chapter provides a discussion on these two subjects. 6.2 HEAP BUILDING TECHNIQUES Successful heap building techniques vary with the type of ore and, since no two orebodies are exactly alike, some slight modifications are usually necessary for each specific project. However, it is possible to generalize in terms of the appropriate techniques to be used with ores having similar characteristics. This section discusses the three most commonly used methods of heap construction and provides some guidelines with regard to ore types, construction constraints, and lift height parameters for each of the three. 6.2.1 Run-of-Mine Dumping and Dozing The run-of-mine method of heap building can only be used with ore of a highly silicious nature (i.e., ore which will not generate a large amount of

Mining in Cushenbury Canyon began in 1860 when John Cushenbury left his Holcomb Valley gold prospect and discovered a silver vein in the limestones of the present day Cushenbury Mine. Cushenbury Canyon is located along the western boundary of the Mojave Desert in southern California and on the north slope of the San Bernardino Mountains. The Holcomb Valley, immediately south of Cushenbury Canyon, was the most prolific gold producer in southern California. Gold mining dominated the area until World War II. Interest then turned to the Lucerne Valley limestone deposits when Kaiser Steel built a plant in Fontana, CA. The steel making process required large amounts of metallurgical grade limestone. In 1956, Kaiser Cement constructed a cement plant and limestone mine in Cushenbury Canyon. In 1982, Kaiser modernized the facility to a four-stage, preheater-precalciner system. Mitsubishi Cement Corp. purchased the property in April 1988. The company further modified the facility to create the most efficient and modem cement plant in the US.

Borehole mining, as a viable concept for recovering deep sedimentary mineral resources, historically has been long on promise but short on results. Application of the technology seems best suited for recovery of Miocene phosphate resources on the East Coast of the US. These deposits are potentially enormous in scope and underlie sections of the coastal plain and the near offshore continental shelf. The landside portion of these deposits is generally too deep to mine using conventional open pit methods. Recovery of these minerals requires development of alternative mining systems. A significant proportion of the offshore resources appear to occur at depths below the practical limits of cutter suction dredges and may even exceed the limits of bucket ladder dredges. In most cases, these deposits are covered by overburden that must he removed and redeposited before the mineral section can be mined. The depth, thickness, composition of overburden and environmental sensitivity of a particular location would greatly impact mining system selection. It is probable that dredging would not be an environmentally acceptable mining method in many of the areas underlain by this phosphate rock. In cases such as these, new processes such as borehole mining must be evolved or the resource will remain undeveloped. A borehole mining test program, using an existing prototype borehole system, successfully extracted Miocene phosphate in northeast Florida in 1984-1985. The top of the main mineral zone was 80 m (261 ft) below the surface. Based on the results of this test program. plus subsequent laboratory testing and engineering studies, a new prototype borehole mining system was designed in 1986. This design incorporated several innovations of offering potentially higher productivity and lower power consumption than was achieved with the previous test unit. Economic restraints at that tine prevented the actual construction and testing of this new design.

"Steel Fibre Reinforced Concrete (SFRC) Segmental Tunnel Linings have successfully been used for over 20 years in the UK and have been adopted in a number of high profile projects such as High Speed 1, Crossrail, Thames Tideway, as well as High Speed 2. Tunnel linings and especially SFRC design are not covered in the Eurocodes. This shortage of SFRC tunnel design rules seems to be partially addressed by several international publications. However, in the UK, the ‘design-assisted by testing’ (DAT) approach has also been adopted. The Paper discusses the UK’s best design practice and focuses on the DAT methodology as applied in the case of the 6.9km (4.3miles), 7.8m (25.6 feet) ID Lining for the £635million Lee Tunnel Project. The design approach, the full scale testing at the Building Research Establishment (BRE), and the construction innovations are presented. This experience will be transferred to the £4billion Thames Tideway Tunnel.INTRODUCTIONSteel Fibre Reinforced Concrete (SFRC) has been used for Tunnel segments for more than 20 years. The first application of SFRC in the UK was for the Heathrow Baggage tunnel (1994). Since then significant size tunnels have been designed and constructed, such as the Jubilee Line (1999) High Speed 1 (CTRL, 2006), Crossrail (2014), Lee Tunnel (2014) and the scheduled 25km Thames Tideway (‘Super Sewer’) and High Speed 2 rail tunnels. However one the main obstacles in achieving streamlined design and improving efficiency are the lack of appropriate design guidelines for SFRC tunnel segments. This issue will – to some extent – be addressed by a number of current documents on tunnel FRC design either being produced by BSi (PAS8810, expected 2016), ACI (544.R) and ITAtech (Design Guideline PCFRC, 2015) in an effort to advance the design of SFRC and take into consideration the recent developments in Steel and Macro-Synthetic FRC technology."

Introduction In October 1983, Rio Algom Ltd. decided to develop the East Kemptville tin deposit. This decision was the result of intensive geological and metallurgical evaluation work, as well as careful studies of environmental and marketing aspects. The property is located about 54 km (34 miles) northeast of Yarmouth, Nova Scotia, near the village of East Kemptville. Geology The geological setting is a granitic intrusive at the contact with metasediment. The tin mineralization is in the form of cassiterite (SnO2), which is about 80% tin. Sulfides are associated with the deposit containing silver, copper, and zinc, which are recoverable as byproducts. The mineralization is associated with quartz veins and greisen alteration. In the center of the deposit, the zones are so close together they have the appearance of a massive or porphyry type deposit. Ore Reserves The mine plan is based on 56 Mt (62 million st) at 0.165% tin. Up to the ninth year, mill feed will average about 0.2% and lower grade material will be stockpiled. In later years, the average grade will be 0.16% tin. A 0.08% cutoff grade is planned for the entire 17 years of production. East Kemptville is a relatively low grade tin deposit, and only a combination of favorable circumstances has made it economic. • The ore body is situated at, or very close to the surface, permitting mining by open-pit methods at a very low stripping ratio. • The tin occurs in relatively large crystals that allow for good recovery by gravity techniques. • It is ideally located in a well-settled area, with all essential infrastructural requirements already in place. • The positive and cooperative response from various governmental agencies involved are encouraging. Mine Plan The mine plan incorporates an initial pit, followed by three expansions to the ultimate pit. Mining will be at 14 kt/d (15,000 stpd) and will include 9 kt (10,000 st) of ore plus 5 kt (5,500 st) of waste and low grade. After five years, the mining rate will increase to 21 kt/d (27,500 stpd). It is planned to drill vertical 165-mm (6.5-in.) blast holes on a 6-x 6-m (20- x 20-ft) pattern. Bulk slurry explosives will be used to break the rock. Loading will be with hydraulic shovels into 70 t (77 st) haulage trucks. The trucks will deliver the ore to a 13 x 20 m (42 x 65 ft) gyratory crusher, where it will be crushed to 150 mm (6 in.). Secondary and tertiary cone crushers will be used to further crush the ore to 13 mm (0.5 in.). Process Design Tin extraction technology is practically unknown in North America, but Rio Tinto Zinc, which has a 53% ownership in Rio Algom, is involved in tin production in the UK. Rio Algom has used this experience and expertise in metallurgical evaluation work and in tin-related aspects of plant design. Mineralogical and metallurgical test work have been performed, both on laboratory and pilot plant scales. Mineralogical work was done largely in the UK, the laboratory test program was carried out at the Lakefield research facility in Ontario, and pilot plant work was conducted in Australia. This program has resulted in significant improvements in recovery and concentrate grades, over best projections that could be made before this work was carried out. Concentrating Process The concentrator is being designed to process about 9 kt/d (10,000 stpd). The first step is to reduce the size of the ore to -700 µm (-24 mesh) in a rod mill/ball mill grinding circuit. The ball mill will operate in closed circuit with high capacity banana-type screens. INTRODUCTION An innovative Ø.1-MGD (378.5-m3/day) biological and phyicochemical wastewater treatment system at Hancock, Massachusetts, USA, has been treating the domestic sewage generated from the four-season Jiminy Peak timeshare resort since 1985. The influent raw sewage is collected and equalized in an equalization tank, then biologically treated by two rotating biological contactors (RBC). A portion of the RBC effluent is discharged to a secondary sedimentation tank to simulate conventional waste treatment by a conventional RBC system. For parallel treatment the remaining portion of the RBC effluent is discharged to an innovative Sandfloat (SASF-8) clarifier to simulate a two-stage biological and physicochemical treatment by RBC-Sandfloat. Both secondary sedimentation effluent and Saandfloat effluent are later combined together and discharged to a tertiary sand filter and two UV disinfection'units for final polishing. The operation and performance data of Jiminy Peak plant in the period of May 1985 to March 1988 was fully documented in the Lenox Institute technical report No. LIR/Ø3-88/292 (391 pages, March 1988). This report presents only background information and complete plant data in the period of April 1988 to January 1989. Dr. Lawrence K. Wang and Mr. James P. Van Dyke have been the Consulting Engineer and Director of Special Projects, respectively, for the Jiminy Peak Project since 1985. BACKGROUND INFORMATION Jimmy Peak, Inc., Hancock, Massachusetts, has designed and constructed a secondary wastewater treatment system consisting of preliminary/primary treatment facilities, two rotating biological contactors, a dissolved air flotation clarifier, a secondary sedimentation clarifier, a sand filter and two ultraviolet (UV) disinfection units. Total average wastewater flow is approximately Ø.1 ) (378.5 cubic meters per day). In accordance with the Consulting Engineer's preliminary design, the total wastewater stream is initially collected and equalized by an equalization tank, and then biologically treated by rotating biological contactors (RBC). Part of the RBC effluent is diverted to a Krofta Sandfloat (SASF-8) for physicochemical clarification in order to simulate an innovative RBC-Sandfloat two-stage waste treatment system. The remaining part of the RBC effluent is diverted to a sedimentation tank for secondary clarification in order to siumulate a conventional secondary RBC-sedimentation waste treatment system for the purpose of parallel comparison. Both Sandfloat effluent and sedimentation effluent are later combined together and discharged to the subsequent sand filter and UV disinfection unit for final polishing. Figure 1 shows the flow diagram of Jiminy Peak Plant. The Massachusetts Clean Waters Act (M.G.L.c.2l,s.26-53) was amended by Chapter 246 of the Acts of 1973 to authorize the Massachusetts Department of Environmental Quality Engineering (DEQE), Division of water Pollution Control, Boston, Massachusetts, to regulate discharges into all waters of the Commonwealth of Massachusetts, including groundwaters. The DEQE regulates discharges through the issuance of discharge permits which impose limitations on the amount of pollutants which may be discharged in the effluent, together with monitoring and reporting requirements and other conditions to insure adequate treatment of all liquid wastes prior to discharge. The DEQE reviewed the application submitted on behalf of Jiminy Peak, Inc. for a permit to discharge sanitary wastes from the Jiminy Peak secondary wastewater treatment system located off Brodie Mountain Road, Hancock, Massachusetts, and subsequently developed the conditions contained in the Groundwater Discharge Permit No. Ø-188. More specifically, Jiminy Peak, Inc. Now that the work has been completed, how did the cost and schedule compare with the original estimates? What would we do different next time in preparing for a dredging contractor? What are the potential pitfalls working with a dredging contractor? Would we do it again? When should dredging be considered as an overburden removal option?

Flotation of dolomite from apatite was investigated, using dodecylamine hydrochloride or sodium oleate as the collector, with and without inorganic modifiers such as sodium chloride. Separation of dolomite from apatite was anticipated from the single mineral experiments under various pH and collector concentration conditions. Flotation selectivity in the mixtures, however, was found to be limited. Attempts to control the flotation response of these minerals by addition of salts such as NaCl and KCI indicated that selectivity is possible. The presence of sodium chloride was determined to depress apatite flotation using sodium oleate, leaving dolomite flotation unaffected (Moudgil and Ince, 1989). In this paper, conditions for optimum separation and the effect of major parameters on the desired selectivity are discussed.

"INTRODUCTION The need for a new road crossing at Silvertown is the result of three key drivers:- •,Severe congestion and delay at the Blackwall Tunnel and surrounding road network; •,A lack of network resilience and reliability resulting from a lack of alternative road crossings in east London and the impacts of unplanned closures; and •,The need to support substantial economic development in east and south-east London (jobs and homes) These drivers directly informed the main objectives for a road-based river-crossing solution. The traffic-related problems at Blackwall Tunnel are long-standing and before Transport for London (TfL) assumed control for the strategic road network in London in 2000 the Department for Transport (formerly Dept of Transport) had investigated various relief options including a third tunnel bore and new bridge. This resulted in a new crossing alignment being safeguarded (by direction of the Secretary of State for Transport) and this was refreshed in 2001 in favor of TfL. In recent years (since 2009) TfL as part of the East London River Crossings Programme has undertaken detailed optioneering and feasibility work to address the above ‘need’. This led to the conclusion that a new road tunnel would offer the best solution in preference to bridge, ferry or demand management options. In 2012, in response to a formal request by the Mayor of London, the Secretary of State for Transport confirmed a new road crossing at Silvertown as a Nationally Significant Infrastructure Project (NSIP) by Section 35 direction under the Planning Act 2008. This NSIP designation meant that TfL as scheme promoter must comply with the National Rail and Road Networks National Policy Statement (NNNPS) and must seek the necessary powers to build and operate the crossing by means of a Development Consent Order (DCO) under the Planning Act 2008."

Plants obtain nutrients from both air and soil. They absorb carbon dioxide mainly from the air, although some carbon dioxide may be dissolved in soil water which is absorbed by plant roots. Carbon dioxide, a gaseous form of carbon and oxygen, supplies the carbon which usually makes up 50% or more of plant structure. Growing plants use water more than any other biological substance. Plant nutrients dissolve in soil water and enter the plant via root absorption. Water is then given off into the air as the plant breathes or transpires. Water also supplies hydrogen and oxygen to plants. Plant roots absorb nutrient cations or anions by contact exchange with soil clay particles. Inorganic or mineral nutrients essential to plants are supplied through the soil. Inorganic or mineral composition of plants usually is less than 5% of their weight. In most crop-growing areas, much of this nutrition is inadequately supplied from soil reserves and must be provided by fertilizers. The role of the fertilizer industry is to provide economical, efficient, good quality fertilizers to improve or maintain soil productivity for optimum crop production. The essential plant nutrients other than carbon, hydrogen, and oxygen which often must be added to soils or plants are categorized as primary nutrients (nitrogen, phosphorus, and potassium), secondary nutrients (calcium, magnesium, and sulfur), and micronutrients (boron, chlorine, copper iron, manganese, molybdenum, and zinc). These classifications are based on quantity of nutrients utilized by plants and do not imply their function or degree of necessity. One point of major significance to the fertilizer industry is that not all fertilizer minerals contain the plant nutrients in a chemical form available to the plant. A product which may be considered a fertilizer mineral may require substantial processing or treatment before it becomes useful as a nutrient source or fertilizer.

The examination of relatively well behaved distributions subject to truncation by a cutoff grade in the mine clearly demonstrates that a bias is inevitably introduced when the selection is based on the results of samples which are subject to even the most idealised error distribution. The idealised error used in this paper is assumed to be normally distributed with a mean of zero and is thus unbiased. The bias introduced can be minimised but it cannot be eradicated. A better understanding of the bias can lead to improved procedures for mine sampling, sample preparation, assaying and estimation of selection units which will not only reduce the discrepancy but more significantly will increase the efficiency of mining selection and hence profitability.
