The Haber Gold Process (HGP) is a proprietary. hydrometallurgical extraction methodology that was developed in 1983-1984 by Norman Haber and Dr. John Lee of Haber, Inc., a small public company in Towaco, New Jersey specializing in hydrochemical process development for precious metals. It was pilot tested repeatedly in 1985 at our pilot plant in Tombstone, Arizona, with different types of gold bearing mineralization. Both Pincock, Allen and Holt (USA), and PA Technology (Australia) were involved with some of these pilot tests. The ores tested included easily cyanide-extractable oxide type gold ore from Australia, marginal heap-leach type ore from Cripple Creek, USA, and a hematite bearing ore from California. In all cases, extraction time was 6 hours or less yielding 90-99% recoveries of assayed gold values. The HGP operates as a lixivient which parts the gold from the rock matrix, yielding gold in solution in a fully recoverable form. Both precipitation methods, such as zinc participation or Carbon in Leach systems ( or Carbon in Pulp) have been shown to be feasible with this technology for the recovery of gold from the pregnant solution. Both batch vat leaching as well as continuous processing are realistic for use with the HGP. It has also been considered that the HGP might also benefit heap leaching due to several advantageous factors over cyanide. One such consideration is that the HGP can operate effectively with acidic ore types. The use of cyanide with such ores often requires attention to pH and neutralization with lime. This tends to reduce and even clog the permeability of the leach bed.

INTRODUCTION Strassa lies in the central part of Bergslagen, a tradi¬tional mining district, on the eastern side of the Stora Valley at an elevation of about 200 m above sea level. A railway siding runs between the mine and the Stora railway station from which there are railway connections to the shipping port and iron and steel works in Oxelosund, about 224 km away. The distance to the provin¬cial capital Orebro is about 60 km. The climate is typi¬cal for this part of central Sweden and is illustrated by the diagram of monthly precipitation and temperatures for the years 1968-1975 (Fig. 1). HISTORY There is no certain information as to when the Strassa mine was first worked, but it is known from sur¬viving accounts of mine inspectors that there were smelt¬ing works in operation in nearby villages in the 12th century. An example is the Gusselhytta ore smelting works, 10 km south of Strassa, which dates from this period. Around the year 1540 there were two smelting works in Strassa, the Upper Karberg and Lower Karberg works. Ore for these smelters was probably taken from Strassa and from the adjacent Blanka mine. In the year 1624 Strassa is mentioned by the painter Jons Nils Krook in an account of the iron mines in the Linde mining district (Linde Bergslags Jarngruvor). Several mines were listed in the area, the deepest being about 30 m. An impressive power installation is mentioned in 1639, including a piston system of lashed poles for transmit¬ting power from the Stora River to the Strassa fields. Its length was 2670 m. Common ground comprising about 20.2 km2 (5000 acres) of forest was allocated in 1689 for the furtherance of mining operations. Until the beginning of this century only the rich cen¬tral parts of the ore body were mined and these yielded, after handpicking, lump ore suitable for smelter feed. An example of the ore grades from these early times is an analysis of ore from the "Big Mine" (Storgruvan) from the year 1873: 48.5% Fe, 0.008% P, and 0.06% S. This same year a total of about 18 000 t was ex¬tracted from the Strassa mine. OWNERSHIP The mine was owned and run until 1874 by a min¬ing association made up of 119 so-called "bergsman," who were homesteaders often engaged in agriculture and timber-cutting as well. In that year the Strossa Grufvebolag (Mining Co.) was founded. In 1906 it was con¬verted into a joint stock company, the Strossa Gruveaktiebolag. This was acquired in 1907 by Metallurgiska AB for the implementation of Gustav Grondal's beneficiating and briquetting methods, for which the Strassa ore was well suited. The same year saw the completion of a new ore dressing plant with an annual production of 46 000 t of ore concentrate. In 1911 the mine passed to new hands, and in 1913 it was purchased by an Austrian company. Extensive new installations were made and in 1915 a new dressing and briquetting plant was completed with twice the capacity of the old one. In 1917 the Strassa mine was acquired by Granges. Be¬cause of unfavorable business trends and technical diffi¬culties, mining operations were brought to a close in 1923. Pumping kept the mine free of water until 1933 but it was completely filled ten years later. Up to 1950 the surface buildings and installations remained intact but the large dressing and briquetting plant burned to the ground in that year. Today only the machine shop re¬mains from this earlier period of operation, now housing parts of the Mineral Processing Laboratory. The decision to take up mining operations again was made in 1955 and construction work began the follow¬ing year. Of the old installation, only the "southern shaft" could be used for some development drifting after it had been completed with a new headframe. Other¬wise, all the buildings and installations required for the operations had to be rebuilt. New installations ready by 1960 were office and personnel facilities, a new shaft and headframe, a sorting and concentrating plant, a macadam plant, settling basins, pump stations, and a railway and yard with transport equipment. Introduction This section of the text presents a general review of the different types of concentrate marketing contracts. Too often the marketing strategy is ignored in the design phase of the project and the producer is left to the mercy of the buyer. Many items such as concentrate grade, impurity levels and moisture content of the concentrate my enhance, or severely restrict the producers ability to make a profit it. Close attention should be paid to the design of the concentrator which can improve the quality of the concentrates, thus the ability to increase the rider of potential buyers can be enhanced. Difficult at best, is the position of the miner who only has one outlet available for its production. Obviously, the trade offs must be evaluated. For example, concentrate grade vs recovery and grind/filtering capacity vs moisture of the concentrate all must be weighted against freight cost to a potential buyer. In addition, the above considerations must be weighed against the capital cost to the miner. This chapter is intended to highlight important articles that are included in short and long term agreements and to give a new miner/producer some insight into hat my or my not add value to the product. Unless the miner sells the product directly to a consumer such as a gold, or silver producer, or to a large enough operation that has a totally intergrated system to make a finished product, most miners are forced to sell to buyers who ultimately will refine and market the product. Types of Contract Agreements There are many types of contract agreements just as there are colors in the rainbow, however, most contracts fall into three basic categories. (1) Smelter Schedules: Designed for the small producer, the odd lot of concentrate, smelter flux and precious metal ore. Albeit custom smelters are becoming fever by the day, because of pollution control requirements and financial difficulties, most remaining custom smelters have a smelter schedule. A smelter schedule is a posted list of charges and conditions that the smelter will buy material from a seller. Smelter schedules exist for copper, lead, zinc, silver and gold (Handbook for Small Mining Enterprises, Montana Bureau of Mines). (2) Short Term Custom Contracts: Large mine producers frequently use Short Term Contracts where the seller has the buyer frame a contract that is tailored to the sellers’ production. Tailings dam failures have been occurring in recent years. They are considered more vulnerable than hydraulic dams due to the lack of regulations on specific design criteria, and stability requirements regarding monitoring during the construction and maintenance process. Thus, monitoring the dam is essential to know the dam's existing state and ensure its safety. One of the reasons tailings storage facilities fail is slope instability caused by moisture content. A relationship does exist between moisture content and surface strength, early detection of seepage would help to assess the physical condition of the dam. Moreover, to cover the tailings dam area in an efficient way Unmanned Aerial Vehicles (UAVs) are suitable because of their versatility and high-resolution data acquisition. Mounted with a high-resolution RGB camera, and thermal, or hyperspectral sensors UAVs can acquire good quality images that combined with image analysis and machine learning algorithms yield a good estimate of soil moisture.

The run-of-mine coals in the U.S. being fed to coal cleaning plants have become increasingly finer due to the adoption of modern, mechanized mining methods, and economics are dictating that finer fractions, as well as the coarser fractions, be cleaned. Traditional dewatering methods (vacuum disc filters and centrifuges) are proving inadequate for preparing fine refuse for disposal or fine coal product for downstream handling. The Electric Power Research Institute has been supporting research into the nature and limitations of mechanical dewatering, and novel ways of improving it. The efficiency of various silicone-based chemicals at aiding dewatering was investigated, and it was shown that the final moisture content of hydrophilic coals after vacuum Filtration could be reduced by 1 to 5% with up to 40% increase in filtration rate by addition of one of several of these silicones. EPRI also has an on-going program at its Coal Cleaning Test Facility to investigate the performance of the Larox pressure filter in comparison with that of the disc filter and solid bowl centrifuge. While improvements to the dewatering performance currently being obtained in existing operating plants by such means are achieveable, a fundamental study has shown that, regardless of changes in operating conditions, there may be a limit to the lowest cake moisture content attainable by mechanical dewatering of a given sample of coal fines. Determination of this limit for a specific coal would be useful in designing facilities to dry and handle it.

For decades many of us who are associated with the mineral industry have tried to show the public its economic and strategic importance. Some of the mineral industry's proponents have been politically powerful figures and have been widely quoted. Yet, as measured by public opinion, legislative support, or almost any other standard, our efforts have been inadequate. It is apparent that a set of environmental beliefs that discredit industry, firmly held by a number of idealistic persons, has had wider coverage in the media and in schools than has the mineral industry's message. Although the fervor of our idealistic friends is often unfounded and, their stands unscientific, they must be considered seriously. Unless we address the issues in terms the idealists will understand, the mineral industry will have little influence on them or on the general public. A. striking thing is that, quite often, translation of idealists' views into action has been counterproductive. The reason is obvious. Excessive amounts of money and energy have been spent on relatively minor problems. The common result is that larger problems have been created. It may be possible to help anti-industry idealists understand their own dependence on minerals, and thus render their views more realistic, if they are shown more effective ways to reach their stated goals. If those goals can be shown to be held in common by all sensitive human beings -- including those in business and industry - the dialogue becomes one of how to achieve common ends. Individual mining companies acting by themselves have little possibility of success, and companies working in unison through trade associations have not been successful. Further, it is unlikely that industry in general can be successful in changing minds unless it seeks outside help. But friends among those who influence public opinion have been hard to find. Historically, help from media has proven difficult to get. Nor has enough help from educators been forthcoming. Yet, a war is going on in the technological, philosophical, and political trenches, even though much of the public is not aware of it. For the first time in years, there is row a significant and growing number of eloquent and brilliant thinkers on the side of free enterprise and industry, many of them environmentalists, but without the anti-industry mind-set. They have had remarkably little help from the private sector or even from the present administration. Industry may do far more for itself in the long run by encouraging these brave but bruised individuals and their organizations than by trying to work alone. These friends of free enterprise are working against a seemingly stacked deck relative to much of the media, the bureaucracy, and the educational system. However, despite their problems, their success to date has been remarkable. With more cooperation from industry they should do even better.

The Underground Research Laboratory (URL) , a major geotechnical research facility, is currently being developed by Atomic Energy of Canada Limited (AECL) , 120 km northeast of Winnipeg, Manitoba. The URL is part of the Canadian Nuclear Fuel Waste Management Program, which is assessing the concept of nuclear fuel waste disposal in a vault deep in stable plutonic rock of the Canadian Shield (Simmons, 1986). Comprehensive geotechnical research and development activities are being carried out in conjunction with excavation? and construction of the underground facilities.

This report is based on existing reports and recently gathered field data. It discusses mineral resource potential of Tertiary playas in the Fort Irwin region. An estimated 1.3 million tons of measured salt "reserves", and 20 million tons of indicated salt resources, have been identified north of the fort. Other indicated resources include 300,000 tons of celestite, 800,000 tons of gypsum, and 10 million tons of selenite. Zeolitic tuff was mined south of Fort Irwin from 1978 to 1984, and unexplored occurrences are widespread. Calcium-bentonite is mined near Barstow, and more may exist, including valuable sodium-and lithium-based bentonites.

The American Mining Congress and the U.S. Bureau of Mines have formed a collaborative research team to develop, implement, and evaluate a comprehensive control strategy to reduce diesel particulate matter concentrations without degrading other air quality parameters at an underground noncoal mine. Other participating organizations include Caterpillar, Inc., the Mine Safety and Health Administration, and the University of Minnesota. After extensive baseline information and air quality data are collected, available control strategies to reduce diesel particulate matter exposures will be implemented, individually or in combination, and evaluated. This paper discusses the objectives and protocol of the collaborative effort to evaluate diesel particulate control technology.

This paper presents-:a new multivariate mineral resource estimation model, referred to as the Related. Information (RI). Instead of relating a mineral resource descriptor directly to a set of geological variables, the RI model relates the mineral resource descriptor to a synthesized information measure RI, which is created from a set of geological variables. All of the variables are transformed into binary characteristics. This model comprises two stages of estimation: estimation of a synthesized information measure and estimation of mineral resources. The information carried by a variable is classified into three types: mineralized-barren information, mineral resource variation information, and variable-controlling information. The synthesized information measure is defined as the product of the three types of information and the responses of binary geologic characteristics. The RI model is demonstrated on the pegmatitic Nb+Ta deposits in China.

In modern iron pelletizing plants fuel consumption has been optimized to such an extent that only minor savings can be expected in the future. Inspite of this fact, different process parameters were studied with a mathematical model and firing tests. The influence on fuel consumption and productivity was established. Furthermore, the adoption of simplified firing patterns was investigated, in particular for coal firing. In view of high costs of oil and natural gas, only substitution of these fuels by coal can substantially reduce production costs. In existing plants partial replacement of oil and gas can be achieved by addition of coal to the iron ore feed and by firing the pellets with pulverized coal. Two systems have been developed for the Lurgi- Dravo travelling grate process which enables coal to completely replace oil or gas. This paper describes in the first part the potentials for fuel savings available in the Lurgi-Dravo process. In the second part, different techniques for the use of coal as fuel in iron or pelletizing plants and in particular the recently developed Lurgi Multistage Coal Injection and Combustion Process (LMC) are discussed. Combined with the LMC process, a wide variety of iron ores and coals - also with high ash contents - can be used in the Lurgi-Dravo travelling grate process.

This paper will describe several modifications to design of con­ventional oxide gold heap leaching. They are targeted at reduc­ing costs and simplifying heap operations. These modifications were conceptualized during consulting work on over 90 differ­ent heap leaches. In 1995, a unique opportunity arose to imme­diately apply all of these design concepts to the permitting and construction of a new facility at the American Girl Mine in southeastern California. American Girl Mine has operated since 1987. In April 1995, the mine faced a situation with grave consequences for cash flow. Approval for mining of a new ore zone, Oro Cruz, had just been granted, after lengthy delays by California regula­tors. All existing pad space would be filled by October. Only 6 months were available, and new pad siting and design were still undecided. Permitting of a new pad had not begun. Options were quickly reviewed. A strong criteria for pad site selection and design was ease of permitting. There was also a strong desire to install a system that would achieve better met­allurgical recovery and reduced operating costs, compared to previous heaps at this mine. One site offered the best chance for rapid permitting. It was the site of the original 1987-90 heap leach. This already dis­turbed ground contained 1.6 million tons of heaped ore. The old heap had just completed detoxification and was about to be signed off as a Group C waste, ready for reclamation. Instead of recontouring and revegetating the old heap, which the reclamation plan anticipated, we offered BLM and the County something even better. We proposed to off-load much of the detoxed old heap, and reuse the space. The off-loaded material would be back-filled into the original open pit, imme­diately adjacent. While the footprint of the proposed new pad was much larger, the reuse of disturbed ground, and backfilling of the open pit, had very strong appeal to the regulators. Our permitting strategy included the technical design of the proposed new facility. Many of the new design details also appealed to the regulators, particularly the "zero active ponds" concept.

Atlas Dewatering was contracted to install and maintain a groundwater control system for the new Bessarion Subway Station and the Tail Track Structure on the Toronto Transit Commission’s new Sheppard Subway Line. Atlas met the challenges presented by the project by closely reviewing the contract documentation provided by the Program Geotechnical Consultant, Golder Associates and by working with the general contractors, Bondfield Construction Company and PCL Constructors Eastern, inc., throughout the duration of both projects. In addition to concerns about soil loss, excessive settlement and seepage, the consultant was concerned about spreading hydrocarbon-contaminated groundwater between the two aquifers present at the Bessarion Station site. By installing a system of multi-level vacuum eductor wells around the perimeter of the excavation, Atlas was not only able to provide a dry excavation for construction, but, due to a unique well design was also able to prevent cross-contamination of the aquifers.

Introduction Potassium, together with nitrogen and phosphorous, is an essential nutrient required for growth. Since all living things need potash, the major demand for potash - about 95% of the total - is as a fertilizer. Agricultural productivity has increased dramatically in recent times. This increase in crop yields requires substantial amounts of added nutrients to keep the soil fertile. It follows then that potash will always be in demand. There is no substitute. Other fertilizers that contain phosphorous (P) and nitrogen (N) are complementary and not competing products. Fireplace ashes (pot-ashes) have a relatively high potassium content. Their value as a fertilizer had been recognized for centuries. But today's potash industry did not begin until deposits of potassium-rich ore were discovered and exploited in Europe during the 19th century. Canadian potash development Potash in Saskatchewan was first recognized in 1943. It was discovered as a byproduct of an oil exploration program. But it was several years later before the existence of a major commercial deposit was acknowledged, and not until 1951 that the first attempt at development occurred. That attempt was unsuccessful. The shaft flooded and was abandoned. It did, however, demonstrate the need for new technology to penetrate the waterlogged Blairmore layer. This was eventually developed and the first mines were brought into production in the early 1960s. Once the technology was available, and the extent and quality of the potash beds became known, a number of companies proceeded to develop mines. By 1970, seven mines were in operation and three more were nearing completion. Combined, total capacity then was 7.6 Mt/a (8.4 mil¬lion stpy) K20. At that time, world potash consumption was about 15 Mt/a (16.5 million stpy). This increase in supply from Canada produced a large potential surplus that shattered the prevailing balance between supply and demand. Although world demand increased steadily throughout the 1960s and early 1970s, it was several years before world supply and demand were again in balance. Saskatchewan capacity has been expanded a number of times. It now stands at 10.7 Mt/a (11.7 million stpy) K20. Actual production has not approached this figure, however. Two new mines in New Brunswick have recently been built with a combined annual capacity of 1.2 Mt (1.3 million st) K20. Total Canadian capacity of about 12 Mt/a (13 million stpy) now amounts to 30% of world capacity. Central offshore marketing organization Canadian Potash Exports Ltd. (Canpotex) was created in 1970 as the offshore marketing organization for Canadian producers. Canpotex is owned by Saskatchewan producers and is their exclusive marketing organization for offshore business. Each company handles its own sales in Canada and the US, but all sales to other markets are handled through and by Canpotex. The Saskatchewan industry has an ore body of a size and consistency unmatched anywhere in the world. Large efficient mines have production costs that compare favorably with other producing countries. On the minus side, Saskatchewan is remote from most major markets. It therefore needs the ef¬ficiencies that stem from one organization that coordinates all offshore shipments and minimizes distribution costs. Agriculture guides potash market In the period following World War II, potash was a classic growth industry. World demand increased each year from 1945 to early 1970s. Since then, demand has been more erratic. Some years show substantial increases, but are followed by significant declines. For about the last decade, the pattern has been unclear and future demand has become correspondingly difficult to predict. North America and Europe together account for about 40% of the world potash consumption. In both areas, farming is characterized by surplus production, declining crop prices, and expensive government support programs. Under those circumstances, farmers respond by minimizing input costs. Fertilizer is one of the items they reduce. Potash is retained in the soil. It is possible to reduce potash application with no immediate deterioration in crop yield. Introduction Most high purity silica is produced from crystalline quartz, generally from sand. However, there is a small area of southern Illinois where a porous, friable white chert rock is found that is very different in physical form from quartz sand. This microcrystalline material, commonly referred to as tripoli, is more easily ground to micron sizes than sand. Although of similar Moh's hardness, microcrystalline tripoli is less abrasive than either ground quartz sand or many synthetic abrasives. Location The southwestern corner of Illinois is underlain by extensive deposits of very porous chert; in some places the material is quite white. Two companies, Illinois Minerals Co. and Tammsco Inc., mine and process this white material. The Illinois Minerals plant is located at Elco, and the Tammsco plant is in Tamms, IL. Both companies mine from various locations within a 10-mile truck haul of their plants. Production from this district has been continuous since at least 1915. Malvern Minerals Co. mines and processes a generally similar microcrystalline, friable novaculite near Hot Springs, AR. Geology The southern Illinois white tripoli area is on the southern flank of the Illinois Basin. The commercial silica zone is a facies of the Clear Creek chert of Lower Devonian Age. To the north, where it occurs deep in the basin, the Clear Creek is a siliceous limestone. In the mining area, thin overburden has allowed access by surface ground water, which has leached away the carbonate content and left a quite pure silica residue. Fossils characteristic of sea bottom deposition, such as brachiopods and trilobites, are occasionally encountered in mining. The structure of the mining area is poorly known, due to infrequent outcrops. Strata in most mines are inclined at dips of 5° to 20°. There appear to be occasional high angle normal and reverse faults, but these are seldom of any significance in mining. The friable white silica zone mined in the Clear Creek chert is overlain by dark brownish-red chert and siliceous shale. Exploration drilling to date has not encountered the base of the microcrystalline tripolitic zone. Chemical content Leaching by ground water solution has removed virtually all the carbonate from the original siliceous limestone. Impurities encountered are red to yellow iron oxides, aluminous clays, and occasional black manganese oxides. The silica has no detectable formula water. A typical chemical analysis and physical properties are listed in Tables 1 and 2. Mineralogy and crystallinity Southern Illinois friable tripoli appears amorphous under the polarizing microscope. No crystal structure and only occasional, vague, patchy anisotropism is evident. However, the material gives an excellent quartz X-ray diffraction pattern. Laboratory and pilot plant investigations have indicated that copper recoveries of 50% can be achieved with fine grinding and flotation of a copper reverberatory furnace slag, Microscopic and microprobe studies indicate that the recoverable copper is in the form of matte, chalcocite, and metallic copper; the percentage of copper in particles appearing to be copper-free was from 0.23 - 0.54%.

Coal conversion to electricity or to substitute natural gas requires a significant quantity of natural and human resources including, in addition to the coal resource base, land, water and the construction and operating labor force. Each method of coal conversion has its advantages and disadvantages relative to conversion efficiency, preferred method of resultant energy transportation, resources consumed, and impact on the environment. Regulations which have been passed in recent years to maintain or restore the pre-project environment can add significantly to the capital and operating costs of both a conversion facility and its associated mine.

ITEC Environmental Colorado has begun reprocessing the tailings from old mining sites near Boulder, CO. And if the technology behind ITEC's pilot project at Gold Hill proves successful and profitable, the company plans to launch similar reprocessing operations in other parts of the state. The pilot project is under the watchful eye of state and federal authorities. They hope the technology becomes the answer to cleaning up old mining sites throughout the West. Remining and environmental cleanup on an economic basis, then, are ITEC's hopes in one the most environmentally conscious counties in the state. Clean up the mine dump sites and recycle the land, for a profit. In June 1998, ITEC Mineral Inc., ITEC Environmental Colorado's Canadian parent, acquired the Gold [ ] Hill Mill facility in Boulder County. Included in the acquisition was 4.4 hm2 (11 acres) containing the Gold Hill Mill and 283 hm2 (700 acres) of additional properties adjacent to the facility. ITEC estimates that there are about 910 kt (1 million st) of dump rock in the area. That is enough to make the operation viable. ITEC will sell the metals recovered through its reprocessing operations. However, due to low metals prices, ITEC is not expecting to make much money on the recovery of precious and base metals. Instead, the company plans to resell the reclaimed land for residential and commercial development or open space. The Gold Hill Mill site is the first of 17 sites in Colorado that ITEC Mineral hopes to clean up and recycle the land. Most notable among the sites is the historic Central City/Black Hawk mining district, which ITEC believes holds considerable potential. The Gold Hill Mill is located 14 km (9 miles) west of the city of Boulder and less than a half mile from the small town of Gold Hill. The mill was. last operated in 1992. The operation was forced to close that year due to environmental and cash flow problems. Gold Hill is in the middle of a region with more than 32 Mt (35 million st) of mine tailings. Independent geologists have' established the average grade of the Gold Hill mine tailings to be 4.5 to 5.3 g/t (0.13 to 0.155 oz/st) of gold and 28 to 44 g/t (0.83 to 1.29 oz/st) of silver. According to these studies, the Gold Hill mine tailings are five times richer in precious metals than the tailings of the Norebec Manitou property in Canada that ITEC is also remining, reclaiming and restoring. Upon acquiring the mill, ITEC undertook a refurbishing program that included adding a second ball mill. This increased the Gold Hill Mill's capacity to 180 t/d (200 stpd). The operation employs 15 people. "The Gold Hill Mill site will demonstrate the efficiency of our integrated remining, reclaiming and restoration process," said Maxine Stewart, president of Denver, CO -based ITEC Environmental. "The abundance of similar mine sites in Colorado presents a number of opportunities to bring the benefits of the ITEC system to other communities around the state." Holly Huyck is technical advisor to the Clear Creek Watershed Advisory Group. She said: "ITEC is cleaning up an orphan mine site that otherwise would continue to contaminate the Boulder Creek watershed with acid and excess metals. This is a win-win situation: ITEC gains marketable minerals while it reclaims mined land and helps to improve the watershed."

Historically, mica usage has been low because of limited availability; as a by-product of many small processors, who have lacked motivation for extensive R & D. The discovery of a 30 million ton deposit of 85-90% pure phlogopite, when existing markets are only 300,000 tonnes annually, forced the search for large volume new markets. Increasing costs of energy, petrochemicals, plastics and glass fibers, and environmental constraints on asbestos usage, have led to new opportunities for mica as a reinforcing filler. Extensive research and developments; in beneficiating, processing and treating mica, has been necessary to satisfy these new markets.

"Underground refuge alternatives (RAs) require an air source to supply breathable air to the occupants. This requires pressure relief valves (PRVs) to prevent unsafe pressures from building up within the RA. The Mine Safety and Health Administration (MSHA) mandates that PRVs prevent pressure from exceeding 1.25 kPa (0.18 psi or 5 in H2O), or as specified by the manufacturer, above mine atmospheric pressure when a fan or compressor is used for the air supply. Research to date by the National Institute for Occupational Safety and Health (NIOSH) suggests that the design and implementation of PRVs used in RAs has not yet had sufficient performance analysis or technical development. In response to this need, NIOSH tested a variety of PRVs using an instrumented test fixture consisting of data acquisition equipment, a centrifugal blower, ductwork, and various sensors to determine if subject PRVs meet the MSHA requirement. Relief pressures and flow characteristics including opening pressure and flow rate were measured for five different PRVs under a variety of conditions. Subject PRVs included two off-the-shelf modified check valves, two check valves used in MSHA-approved built-in-place (BIP) RAs, and a commercially available valve that was designed for a steel RA and is currently being used in some BIP RAs. The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.8 to 6.1 in H2O) and flow rates up to 19.3 m3/min (683 SCFM). INTRODUCTION The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement [1]. Section 13 of the MINER Act specifically directed NIOSH to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines. This mandate culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (0.18 psi or 5.0 in. H2O), or at a pressure above mine atmospheric pressure in the RA as specified by the manufacturer when the breathable air is supplied by a fan or compressor [2]."
