Western Energy Co.'s Rosebud mine in Colstrip, MT, has implemented innovative mining techniques in the past,* and following in that tradition, new techniques for overburden removal were recently introduced at the Montana coal mine. In April 1979, falling coal production left Western Energy in a bind. At that time the company was one of the first to implement a dozer/scraper stripping system for additional stripping capacity. This time around, however, the challenge was to eliminate spoil rehandle with a dragline while digging down 33 in. "Rehandle will increase 20% by going down an additional 3 m past the 24-m level," according to Bob Cope, mine supervisor for Western Energy. To cut this additional expense by eliminating the need to rehandle, Western now uses scrapers to bench down for the dragline. This system utilizes the flexibility of scrapers as earthmoving tools. Although scrapers were originally purchased to fill an immediate need for productive, low-cost overburden stripping, they are now benching and continue to optimize the overall effectiveness of existing draglines. According to the company, the draglines couldn't keep up with production requirements if they had to rehandle spoil material. Benching with the scrapers eliminates spoil rehandle. Western Energy expects to produce 10.6 Mt of coal this year from three active pits in the Rosebud mine. Western estimates that there are enough coal reserves at Rosebud to support a 40-50 year operation. The sub-biturninous coal has an energy value of 9.2-9.4 Mj, 0.87% sulfur, 8% ash, and 20% moisture. Pit A, approximately 610 m long and 45-55 m wide, is the mine's greatest producer. A Marion 8050 dragline with a 46-ms bucket digs 30-33 m to uncover the 7.3-m Rosebud coal seam. Here, the scrapers were put to work benching for the dragline. Long Construction Co., which operates the mine equipment for Western Energy, uses four Caterpillar 637 tandem-powered scrapers, two Cat 631s and two Terex TS-24s. The number and combination of scrapers actually used for benching periodically changes, depending on which ones are needed for topsoil removal and reclamation. Scrapers benched down about 9 m and removed nearly 2.3 Mm of over-burden at pit A. About 1 Mm was placed in a 9-m lift on top of the high-wall at the head of the pit. Apart from a usable product and good 'mining conditions, the greatest asset for a profitable coal mining organization is an effective mine maintenance program. The first step in achieving this is to have good mechanics-or men who want to be mechanics and are interested in knowing more about the design and control of the machines in their charge. A good mechanic's knowledge and ability result from ambition, curiosity, and determination. Starting with these qualities, the aspiring mechanic can launch his career by learning all he can about mechanics, electricity, and hydraulics. Though the path is rough, the end result is rewarding. Mining machinery probably receives as much, if not more, abuse as any other heavy equipment in use today. Considering the conditions under which much of the repair work must be done, it is essential that the mine operator has the best men and tools to perform the work. Mining machines, from their inception, have utilized the electric motor; and down through the years of mechanization, this power source has undergone many changes to better adapt it to the job. The first motors used were direct-current (d-c) motors since d-c power was the most economical power source for mining at the time of early mechanization. These motors were large open-type machines which are seldom used in modern mining. Because of the mine environment, the d-c motor has been reduced in size to better suit the application in mining machines and is now manufactured with dust-tight or explosion-proof enclosures. The d-c motor is constructed with either (or both) series and shunt fields located on the stationary part of the motor (stator) and- an armature coil wound on the rotating part of the motor (rotor). Power is supplied to the armature by brushes which are held stationary and make sliding contact with the armature. The brushes requires regular and careful maintenance because worn or defective brushes will cause heat or arcing which can destroy the motor. D-c motors can be used as d-c generators when mechanical power is supplied to them by the rotating shaft. In the case of a locomotive, this principle is used in dynamic braking. The momentum of the locomotive drives the motor and generates d-c power. The power is regulated with resistors and provides opposition to the motion of the locomotive.

The first rule of mineral deposits always seems to be: the deposit is never close to the market. With gems and precious metals, this is not much of a problem. But with most of the mineral commodities used in today's world, transportation becomes a major part of the cost to the consumer. In Japan, for example, more than 60% of the cost of coal to the consumer may be attributed to transportation. The purpose of this article is to examine pipeline transportation, particularly mineral slurry pipelines, as a means of getting the mineral to market. Pipelines Today Regulated pipelines in the US totaled nearly 724 Mm (450,000 miles) in 1980 according to the Federal Energy Regulatory Commission (FERC). Worldwide, more than 210 Mm (125,000 miles) of new pipelines will start construction in 1982 at an estimated cost of more than $150 billion. According to the Bechtel Corp., the period between 1982 and 2000 will see major growth in pipelines of all kinds. In North America, major movements of crude oil from Alaska and synfuels from the Rocky Mountains will require the construction of nearly 16 Mm (10,000 miles) of new pipelines. Nearly 42 Mm (26,000 miles) of new gas transmission pipelines will be needed to tap both US and Canadian arctic gas fields and move the gas to major markets on both coasts. Other pipelines will be required to move additional quantities of natural gas from the Rocky Mountains to more populous regions. Bechtel says more than 24 Mm (15,000 miles) of slurry pipelines will be needed to transport coal from both eastern and western coal provinces to the Mississippi valley and coastal areas. In 1980, 125 companies delivered more than 1 km3 (6.5 billion bbl) of crude oil and 652 hm3 (4.1 billion bl) of products in the US. At the same time natural gas pipelines transported 498 km3 (17.6 trillion cu ft). The reported investment by these companies was nearly $20 billion at the end of 1980. Advantages of Pipeline Transportation The obvious success and vitality of the oil and gas pipeline industry is based, at least in part, on the fact that pipelines are a very efficient and low-cost method of transportation. This fact, coupled with the need for lower cost trans¬portation, has led to the marriage of oil and gas transmission technology and the bulk mineral solids transportation industry. The off-spring of this marriage is the mineral slurry pipeline. Slurry pipelines have a number of advantages over other transportation methods. One of these is the fact that they are buried-out-of-sight, out-of-mind. Second, they are relatively small users of labor because they lend themselves to automation and remote, or even computer control. Third, they offer an attractive economic alternative to other transportation systems. For example, for a 1000 km (621 miles) distance, rail costs of 1?/ km (1.7?/ton-mile) are about equivalent to slurry pipeline costs. But, as the distance increases, pipeline cost per t-km continues to drop while equivalent rail charges remain essentially insensitive to distance. Where existing rail, barge, or ocean ships are available, the cost of new construction associated with a slurry pipeline probably will render it noncompetitive. However, where new rail or other construction is needed, the cost of a slurry pipeline is very competitive. About three-fourths of the cost of a pipeline is in pipe, fittings, and construction. Nearly a fifth of the investment is in pump stations and the remainder is in right-of-way, surface facilities, utility acquisition, communication facilities, and other support areas. The fact that pipelines are capital intensive is, at the present time, a mixed blessing. For example, the delivered cost of coal in a hypothetical project doubles when the cost of money rises from 9% to 17.5% per year. The largest cost element for delivered coal in this example is in depreciation and finance charges. The next largest cost element is electricity to power the pumps, with labor making up the smallest increment of the delivered cost of coal. World Slurry Pipelines The idea of a slurry pipeline was probably first investigated in the latter 19th century, but the first ones were successfully built and operated in the US in the early 1900s. Today, they are fairly common worldwide. Table 1 shows a number of the world's slurry pipelines. An examination of these will further emphasize the fact that pipelines provide a cost competitive alternative where new construction of a transportation system is required. In each of the examples, the desired mineral commodity is located in a remote corner of the world, markets are at a great distance, value of the commodity is not great, and no other transport system is available.

Low-cost and environmentally friendly green froth flotation modifiers of plant origin, such as guar gum, carboxymethyl cellulose (CMC) and starch, have been used in the flotation of some sulfide and nonsulfide minerals. This paper discusses the fundamentals, current applications and potential new applications of guar gum, CMC and starch in minerals flotation. In this study, improved flotation performance was achieved using some green modifiers in flotation columns.

The recovery of silver and gallium from flue dust with acidified thiourea solutions was examined. The studied parameters were temperature, particle size, thiourea concentration, acid concentration, and the presence of oxidants. The study of the extraction of these two metals was undertaken in sulfuric acid medium. Silver dissolution was dependent on all examined parameters, whereas gallium extraction was only dependent on the initial acid concentration. The experimental results suggest a new very efficient method for recovery of both silver and gallium. Almost complete recovery of silver and gallium can be accomplished within 90 minutes. A technological scheme for recovery of both metals is also proposed.

Archean supracrustal rocks of the South Pass greenstone belt of western Wyoming have been an important source of gold and iron ore. Actual gold production statistics are incom- plete although gold production estimates for the South Pass- Atlantic City district range from a low of 2.0 Mg (70,000 oz) (Koschmann and Bergendal, 1968) to a high of 9.8 Mg (327,000 oz) (Hausel, 1980). From 1962 to 1983 iron ore was also mined from the greenstone belt and production totaled more than 91 Mt (90 million It). The supracrustal rocks of the South Pass greenstone belt occur in a tightly folded synform bounded by Late Archean granite and granodiorite. The youngest of the Archean successions has a reported Rb-Sr isochron age of 2.8 b.y. (Stuckess, et al., 1985). Metamorphism of the supracrustals increases towards the flanks of the belt and is amphibolite-grade enclosing a small island of greenschist facies rocks. The supracrustal sequence consists of metasedimentary and metaigneous rocks that are divisible into four mappable units. The metasediments include metagraywacke, quartzite, pelitic schist, banded iron formation, metaconglomerate, and graphitic schist. Metavolcanics include metabasalt, meta-andesite, and ultramafic schist. These supracrustals have been intruded by mafic sills and dikes and tonalitic stocks and dikes. Two granite plutons and associated pegmatites intrude the supracrustals in the western portion of the belt, and the supracrustals exhibit both fault and intrusive contacts with granitic batholiths along the western and eastern margins. The northeastern flank of the Archean belt is unconformably over- lain by Paleozoic sediments, and the southern portion of the belt is onlaped by Tertiary sediments.

INTRODUCTION During the normal course of a mining project, a feasibility study will be prepared that addresses all the aspects of the project including geology and mineral inventories, mining and geo- technical, metallurgical processing, infrastructure, environmental considerations and economic analyses. These studies are prepared for various reasons. Occasionally, a feasibility study will be prepared solely for use within a company as justification for development expenditures, however, these documents are frequently submitted outside the company either to raise funds from financial institutions or from public financing on one of the various securities exchanges. Mineral industry consultants are often called upon to participate in the preparation of feasibility studies or to conduct an independent audit and review of an internally prepared study. As the recoverable mineral resources form the foundation upon which the balance of a feasibility study is based, including the economic analysis of the project, the resource aspect of the study is examined very carefully by financial and securities organizations. The balance of this discussion is directed toward the various geological and resource estimation aspects of feasibility studies that experience has shown to be of particular importance. Much of this discussion will be directed toward open pit gold operations, although the principles are applicable to any type of deposit. 2.0 GEOLOGIC RESPONSIBILITIES IN FEASIBILITY STUDIES The principal geological effort in the preparation of a feasibility study is generally dedicated to the following areas: - Preparation of Geologic Reserve/Resource Estimates - Condemnation of Sites for Facilities, Access Roads, Leach Pads, Waste Dumps and Tailings Disposal - Collection of Geotechnical Data - Provision of Mineralogical and Petrological Data Pertinent to Metallurgical Processing - Selection of Appropriate Bulk Sampling Sites for Collection of Metallurgical Samples Each of these items will be addressed in detail in the following sections. 3.0 RESERVE/RESOURCE ESTIMATION An ore reserve estimate consists of the determination of a volume, or tonnage, and a grade for the deposit. There are numerous cases in the mining industry of projects that have experienced severe difficulties when operational ore grade, tonnage or metallurgical amenability have proven to be deficient compared to predicted estimates. An error in estimation of tonnage generally leads to more long term problems affecting mine life and production schedules. However, a significant error in the estimation of grade, particularly if mined grade is lower than anticipated, can have an immediate, and often disastrous, effect upon a project. Recovery of iron and copper from acid mine drainage was studied in pilot scale at a continuous treatment plant at the mine site of the King's mine in Roeros, Norway. The average load on the plant was 1 m3/h. The process tested in this project is a three-step process consisting of: 1) Fe(OH)3 precipitation at pH 3.5, dewatering of iron sludge and transport to ferric chloride plant; 2) after filtration precipitation of residual metals at pH 9, concentration of metal sludge by flotation; 3) extraction of metals from the sludge with sulphuric acid followed by recovery of copper by electrolysis. The copper could be used for local production of different crafts, but this condition needs a further evaluation. The process economy at a full scale plant is evaluated.

Utility coal specifications usually contain a requirement for a maximum moisture content in order to prevent coal handling problems and to minimize evaporative losses in the boiler. As most coal cleaning processes are water-based, dewatering and sometimes drying steps are required to meet moisture specifications. Screens are often used for dewatering, with centrifuges and filters used to further reduce moisture in many cases. Algorithms to predict the performance of screens were developed for the Coal Cleaning Simulator running under Aspen Plus during a project sponsored by the U.S. Department of Energy and the Electric Power Research Institute. These algorithms include calculations for the size separation and a calculation for moisture content of the oversize product based on particle size and specific gravity distribution. This paper discusses the algorithm for predicting the moisture content of coal dewatered by screens.

The number of extended cut mining systems has increased significantly in coal mines over the last decade, and there is a constant push to extend the face ventilation systems to even greater setback distances. The need to maintain airflow at setback distances of12.2 m (40 ft) and beyond requires that methods for delivering intake air to the face be improved, or alternative ventilation techniques be implemented. The emphasis of this research effort was to examine various techniques to improve the distribution of available air at the mining face in order to reduce face methane levels. A study was conducted comparing the performance of a jet fan, used in conjunction with a machine mounted scrubber, with blowing curtain ventilation in a 27.5 m (90 ft) heading. In addition, a second study was performed on blowing curtain systems examining how scrubber flow, intake air velocity, and curtain setback influence face methane concentrations. Results showed that when the heading advances to a depth of 27.5 m (90 ft) blowing curtain systems were more efficient at diluting face methane levels when compared to a jet fan. Also, increases in scrubber flows and curtain velocity resulted in lower face methane concentrations for blowing curtain systems at 9.2 and 15.2 m (30 and 50 ft) setbacks.

The history of mine safety legislation in this country is also a history of mine explosions. Nearly every piece of safety legislation that has been introduced or amended has resulted from some type of a disaster. When coal was first discovered and mined, it was extracted from along outcrops. As the coal became depleted near the surface, underground mining developed. When the first mine penetrated the outcrop, a great number of problems developed, many of which remain with us today. One of those problems is the potential for mine ignitions and explosions. Naturally, when underground mining progressed a few feet into the outcrop, some type of artificial light was needed. Early accounts of mining in Spain, Italy, Japan, and Great Britain indicate that torches served to light the mines. Later, candles were used, and still later, earthern oil lamps containing fish oil were used. As workings got deeper, explosions began to occur. When one did occur it was thought to be the work of goblins or the devil. As explosions became more frequent, it became very obvious that the use of open flames for lighting was very dangerous. A substitute was sought. Dried fish skins which gave off a weak phosphorescent light were tried. A mixture of flour and lime made from oyster shells called Canton phosphorous was also tried unsuccessfully. Fireflies in a bottle were also used.

The market prices received by producers of internationally traded commodity metals have been, and continue to be remarkably volatile and unpredictable compared with most other traded goods and services. This volatility results in an erratic financial performance on the part of producing companies, disruptive and often inflationary cost changes for consumers, unreliable tax revenues and export earnings for host governments and severe social and economic pressures on local, sometimes remote, communities which are dependent on the activity in question. Generally speaking, price volatility appears to be associated with the inability of the metal producing side of the industry to regulate the volume of supply in a manner that is consistent with metal demand, which in turn reflects broad macroeconomic and industrial developments around the world. This statement does not purport to apply to all metals or to all instances of volatility of course. Price movements may occur as a result of pure speculation or even illegal manipulation of the commodity markets. Embargoes, boycotts and other politically induced supply changes may contribute. Threatened or actual strikes also cause artificial swings in sales volumes and prices. How- ever, most of these developments are of a short-term nature. Yet metals price cycles may last for several years, as demonstrated by the extended copper price trough from 1981 to 1986. This paper deals with price volatility which reflects long-term economic cycles and the adaptive processes that exist within the industry in response to such cycles. Special emphasis is placed on the role of forecasts and forecasters in these processes. It should be said at the outset that this reflects the personal experience of one forecaster working in private sector commercial consulting practices that are independent of producers, consumers and host governments. However, the experience does cover the entire period since 1973 and has involved working with a substantial majority of the major companies that supply high volume commodity metals. By way of background it should be stated that the post-1973 world economy has provided a challenging environment for forecasters. One cannot be precise about the forecasting record of either industry insiders or outside consultants, financial analysts and academic forecasters because comprehensive records have not been kept, or if they have the results are too embarrassing to be published. Institutions such as the World Bank have published forecasts of the prices of major commodities on a regular basis and these have, presumably, had some influence on financing decisions in the industry. This record along with our own experience and numerous discussions with metal producers, major consumers and host governments permits certain generalizations to be made. The most important of these is that during the early 1980s. from about 1980 through 1985/6, the forecasters system- atically and substantially over- estimated metal prices. While some fore- casters did correctly anticipate a recession in the early 1980s and some consequential decline in prices, the magnitude and duration of the decline was far greater than anyone foresaw. This systematic forecasting "failure" appears to have occurred independently of the forecasting methodology employed. Moreover, its extent cannot be explained by obvious factors such as incorrect macroeconomic assumptions. Arseno Processing Ltd. has developed process technology for the extraction of gold from refractory ores and concentrates. These ores, which do not respond to conventional extraction processes, are rapidly becoming the primary targets for mining companies wishing to become significant gold producers. It has recently been estimated that by the mid 1990's, the annual gold production from the Pacific Basin Epithermal Arc in southeast Asia could be as high as 550 tonnes. Within this area the Porgera deposit under development by Placer, Renison and MIM, and the Lihir Island deposit under development by Kennecott have been shown to be refractory and require pretreatment before the gold can be extracted. The additional deposits which are now starting to be developed in this area are also expected to require such pretreatment. The Arseno process promises to be an economical pretreatment for these ores and to result in the maximum achievable gold recovery. Numerous refractory deposits are also known in Australia, North America, China and other parts of the world. Samples from many deposits throughout the world have been tested using the Arseno process conditions and the consistently successful results have demonstrated its widespread application. The samples which have been tested include ores in which the gold is locked in pyrite, marcasite or arsenopyrite. The process is insensitive to the sulphur content of the feed. Feed materials containing from 1 % to 50% sulphur have been tested successfully with the process. In the Arseno refractory gold process, sulphide minerals are dissolved so that the contained gold becomes accessible for subs7qu7nt gold recovery. This gold recovery is achieved by cyamdat1on of the process residue. For many of the materials which have been tested, gold extractions in excess of 95% have been achieved.

It is a great pleasure for me to speak-before such a prestigious group as the American Institute of Mining, Metallurgical and Petroleum Engineers. The substance of my talk today is the handling of coal and petroleum coke: their characteristics and environmental problems, and how we were able to correct the problems, prescribe the cure and enjoy the benefits. When coke first became a by-product derived from the oil refineries everyone would have been very happy if someone had offered to take this pro- duct off their hands. Unfortunately, there was no market at that time, and no one seemed interested. Soon thereafter, it became a sellable product and began to be shipped to many countries in the world. This was when all of the pollution problems began. I will be talking briefly about some of these problems and showing a short film on this subject afterwards.

In spite of the progress made by geostatistical theory over the years, evaluation of low grade open pit gold deposits continues to be challenging. Many Carlin type deposits are modelled from exploration drilling spaced on 10C foot centers. From these drill holes, 50 by 50 by 20 foot blocks containing about 4000 tons of material are estimated. The block size is a compromise between being large enough for a good geostatistical estimation and being small enough for practical pit limit analysis and mine planning. Most of these gold deposits are highly variable and include ore and waste zones that are too small to be properly defined from exploration drilling information. Because of this, selective mining is controlled by sampling closely spaced blast holes where the density can be as high as 50 blast holes per exploration drill hole intercept. Figure 1 illustrates an example of the ore/waste contact definition before and after blast hole sampling. With exploration information only, a tentative ore/waste contact can be drawn between the exploration blocks.

The mechanism of gold uptake from iodide solutions by carbon has been investigated. Adsorption isotherms for gold and iodine were established. For activated carbon, approximately 300 mg of gold and 1000 mg of iodine were extracted per gram of carbon at maximum loading. Examination of loaded activated carbon particles by scanning electron microscopy reveals isolated patches of gold deposited on the carbon surface. High-resolution transmission electron microscopy shows that fine gold particles (1-4 nm diameter) are uniformly distributed within the carbon. Iodine was also observed throughout the matrix. The uptake of gold by carbon from iodide solution involves a combined reduction and adsorption process, where the gold iodide species is reduced to the metallic state superficially and adsorbed in the porous structure of carbon. A few experiments for the gold-chloride and gold-bromide systems were carried out for comparison.

This study showed the kinetics of gold chlorination leaching from an anode slime complex containing copper, silver, barium, selenium, and tellurium. AgCl and BaSO4 control the rate of gold leaching, and the interface transfer and diffusion across the product was selected as the desirable kinetic model. The concentration of hydrochloric acid, chlorine gas flow rate, pulp density, and temperature have been precisely studied. The results showed that temperature and hydrochloric acid have a favorable influence on the leaching rate. However, the chlorine gas flow rate is inactive in the reaction rate. Furthermore, the leaching rate decreased with an increasing pulp density. The leaching process was controlled by the interface transfer and diffusion across the product, and the activation energy was determined to be 13.66 kJ mol–1.

This paper is an extension of previous work evaluating a new extractant, LIX®-64, for recovery of copper from dilute acidic solutions. Large scale pilot plant operations have confirmed the technical and economic feasibility of the process and, with minor exceptions, scale up parameters obtained by previous laboratory work. Operating problems encountered in the pilot plants are discussed. Design parameters for-scale-up to commercial plants are presented and discussed along with a revised capital cost estimate. The future pilot program is discussed, including minor design changes and the effect of entrained organic on dump leaching efficiency.
