The economic viability of a mining operation depends on continuous process improvements. Diagnostic testing and plant auditing are essential useful tools to improve performance and reduce operating costs. Case studies are discussed to illustrate benefits of these techniques to improve plant efficiency.

INTRODUCTION At the time the 4th edition of this book was published in 1979, the coal industry had experienced a sharp upturn in prices for its product. From 1950 throgh 1969, steam coal prices had held almost flat at about $5 US per st (about $5.50/t). Thus, when considering the effects of inflation, the price of coal had actually been declining for two decades. The passage of the Coal Mine Health and Safety Act in 1969 and its cost effects started an upward trend in coal prices which was rapidly accelerated by the effects of the Mid-East oil embargo in 1972. Prices of steam coal on the spot market eventually climbed to over $30 US per st ($33/t) and higher in some cases. Metallurgical coal prices skyrocketed in a similar manner and the industry at long last appeared assured of an adequate return on investment. Many companies did expend large sums of money to upgrade and expand their mining and preparation facilities. Unfortunately the bubble eventually burst, in great measure due to the downturn in the US domestic steel industry and the resultant decline in metallurgical coal demand, loss of export markets to other nations and even imports of large amounts of foreign coal to the United States, and more stringent environmental regulations which made many high sulfur coal measures uneconomical to mine. Compounding the problem was the rapid world decline in oil prices in the mid-1980s which encouraged many consumers to utilize oil rather than coal. During the 1980s, metallurgical coal dropped over 20% in price, which, when considering inflation, actually amounted to about a 40% decrease in value. Export coal decreased a similar amount in price. Steam coal prices held nearly constant, thus also losing considerable value when inflation is considered. All of these factors make it even more imperative than ever that the industry do everything in its power to make wise economic decisions and to examine carefully all existing operations and planned future expenditures to be certain that their full cost implications are understood and that they can be justified on the basis of an adequate return on investment. It cannot be assumed that the price of coal will increase. To the contrary, as indicated previously, when considering inflation, coal decreased in value in the 1980s, just as it also did in the 1950s and 1960s. The price surges in the 1970s merely were a catchup game, and in truth the true market value of coal is in reality even lower than it was in 1950. Laboratory testing for flotation circuit design is carried out on a routine basis in a large number of lab- oratories throughout the world. Usually a sample of ore, assumed to be characteristic of the material to be processed in a future plant, having a mass of the order of a few kilograms, is ground in a batch ball or rod mill, in the presence of water and some re- agents (for pH control, etc. .. ); after dilution to the adequate solid concentration, the resulting slurry is transferred into a laboratory batch flotation machine, having a volume which can vary from 0.5 to 8 10 -3m3. Various types of machines are in common use, manufactured by the same companies that market industrial size flotation machines. The operation of flotation in the laboratory is carried out by an experienced technician, who uses parameters such as impeller rotation speed, air flowrate addition, froth height, froth removal rate, in conjonction with reagent addition sequence, to "test" the ore. After flotation, the froth products ("concentrates"), and the solids remaining in the cell are filtered, dried, and analyzed for the various elements of interest. For flotation circuit design, a kinetic test is usually carried out, in which the froth products obtained at various times are collected to assess the time response of the ore in the laboratory machine with the combination of reagents used. Although this description is rather sketchy, it enables to outline some of the major difficulties in using laboratory data for flotation circuit design: 1. ore sample representatively 2. feed preparation procedure (laboratory compared to industrial scale) 3. laboratory procedures (type of ma- chine, type of operation, experimental errors. . . ) 4. flotation machine scale-up 5. flotation kinetic scale-up 6. flotation circuit design using laboratory data These various points will be discussed in the present paper, in order to stress the problem areas as well as possible solutions. The Endako, British Columbia, deposit was initially discovered in 1927 by two local men, Charles H. Foote and Alf Lagdon, who were at that time on a hunting expedition. Four mineral claims were located to cover an area of quartz-molybdenite float that was centered on two small ridges. They subsequently uncovered a 0.5-m (1.6-ft) wide vein on which an inclined shaft was sunk to a depth of 8.3 m (27.2 ft) in 1934. Additionally, a short adit was driven to intersect another vein. Numerous trenches and small pits were also dug. Small test shipments of vein material from this early work were sent to G.S. Eldridge and Co. in Vancouver for metallurgical testing. A concentrate assaying 89.2% MoS, was produced with a recovery reported as 93.3%. The concentrate was essentially free of copper, arsenic, and phosphate. The property was examined by many geologists and engineers during 1934 to 1952, but the only work done was undertaken by the owners in order to maintain their claims in good standing. In 1952, Kennco Explorations (Canada) Ltd. carried out a limited program of bulldozer trenching, sampling, and geological mapping before relin- quishing their option. In 1956, American Standard Mines Ltd. acquired an option on the property, but no assessment work was apparently recorded and the property was allowed to lapse. The key claims were restaked in 1959 by C. Riley and H.T. James of Vancouver. The property was optioned from the new owners by Andrew Robertson in July 1961, and a small amount of trenching was conducted. Robertson, on behalf of his own company, R & P Metals Corp., reoptioned the property in January 1962. The initial results of this work were favorable and justified further exploration. The additional finances required to continue the program resulted in the formation of Endako Mines Ltd. (N.P.L.) on June 21, 1962. Field work by R & P Metals and the first Endako Mines exploration was directed by Bob Couts.

Good afternoon, fellow members of the international mining community. I appreciate the opportunity to participate in this special three-day, international gathering, and to join with you in honoring one of my very good friends, Doug Fuerstenau. It couldn't be more fitting to have this kind of event to mark Doug's 60th birthday. You know, in addition to his faculty position at the University of California in Berkeley, Doug is a member of the Board of Directors of our Homestake Mining Company. So it is a double pleasure for me to help pay tribute to one of the outstanding academicians of the mining industry as well as a man with whom I work closely in running Homestake. I have been asked to talk about "The Future of Precious Metals," but I will concentrate my remarks on gold. Since the theme of this Symposium is "Challenges in Mineral Processing," what I'm going to talk about is a challenge that relates especially to a major problem faced by those of us who process ores to recover gold. I noted that in the Scope of this Symposium, it stated: "the mineral industry is currently facing many challenges to improve the economics, operating efficiencies and environmental concerns of the mineral processing system." I couldn't agree more with that statement. I think that a need exists for us to address this situation as it involves gold. And who better to consider this than the worldwide leaders of mineral processing research here assembled. I start with the premise that we need a new method for cyanide use or a chemical to replace sodium cyanide entirely. Two 6.17 m (20 ft 3 in.) diameter raises, concrete-lined to 5.49 m (18 ft) inside diameter, were completed in 1978 at the Monterey Coal Company Number One Mine near Carlinville, Illinois, by Frontier-Kemper Constructors. These two raises are the largest in cross-section yet completed by full-face upreaming, and the success of this project is expected to increase the application of raise-boring to coal mine shaft construction. WHY 6.17 M (20 FT) DIAMETER ? Raise boring is well accepted in the metal mining industry for a variety of applications, and is gaining in acceptance in the civil works construction industry. The use of raise boring to construct vertical openings for coal mines has not been as widely accepted, even though coal mining requires, per mine, the greatest number of openings to the surface of any underground activity. Several factors have influenced the low utilization of raise boring in coal mining: 1. Coal mine shafts must often be of large diameter to pass the required high volumes of ventilation air at acceptably low water gage pressures. Cross-sectional areas of finished shafts exceeding 23.23 sq m (250 sq ft) are common. 2. The life of ventilation shafts is comparatively long, and the typical sedimentary strata overlying coal seams normally require that the shafts be lined. Shafts on the intake ventilation circuit must have permanent water-tight linings. 3. Unconsolidated overburden at the surface is often thick, and as reaming cannot be safely utilized in unconsolidated material,

Most of those involved in the mining industry are aware of the negative feelings that the well-informed citizens of this country, also known as the American public, have for the industry. As noted in an issue of Mining World News, “The general public perceives mining as dirty, noisy, destructive and belonging somewhere else.” The same theme was raised at a conference in Scotland in July 1991. It was noted there that mining has an unattractive public image around the world “as dirty, dangerous work that pollutes and degrades the environment.” Why is this? Why does mining have such a bad rap? I’m afraid that some of the blame rests with the mining industry itself - both in the past and in the present. Hopefully, we can do something about this in the future. And hopefully, the information here will help the reader to spread the word to offset the negative messages being issued almost daily by industry foes. I hope this will become more than just the words of another miner talking to miners and their friends. In the past, belching smokestacks and polluted streams and waterways were common sights. Today, the negative results of mining operations can also be seen in the form of waste dumps, leaked acid mine waste water and dust blowing from tailings piles. Some will argue that mining did nothing illegal in the past, and that all the regulations in force at that time were carried out to the letter. That may be so. The fact remains, however, that mining did these things, and the evidence is very clear in many parts of the country. It is visible to the well-informed citizens, in spite of the fact that many mine sites have been cleaned up and new technologies, such as flash smelting, dump leaching, pressure leaching and bioleaching, have greatly overcome many of the pollution problems. What is not so visible is the importance of the mining industry in our daily lives. Not long ago, knowledge about our non-renewable mineral resources ranked low on the list of qualifications for being a well-informed citizen. Events during the past two decades have changed this scenario. Politicians, writers, newscasters, economists and administrators, as well as the ‘public,’ are expressing opinions and forming judgments on oil company profits, desecration of landscapes, waste disposal sites and pollution by the extractive industries.

Public-private partnership efforts are working to create green landscapes from abandoned industrial sites. Fabricated soils, potentially an essential element of such landscapes, are designed to substitute for topsoil on the areas free from ground cover and plant community. The aluminosilicate matrix and humus form the soil micelle - the primary unit of any soil complex. Humus formation is a process based on carbon-nitrogen interaction. Sources of carbon can be materials rich in easily composted products like cellulose and polyphenols (plant leaves) or aged lignin polymers (saw dust from different woody plants). The pathways of carbon-nitrogen complexes are discussed. Properties of the fabricated soil components were examined by bio-tests and plant models.

The decade of the 1990s promises to be one of increasing internationalization for domestic minerals producers as they scramble to enhance relative positions in highly competitive, international minerals markets. This "international mining rush" is fueled by developing countries seeking international investment capital to explore for, develop and exploit sizable mineral endowments in an attempt to support the increasingly popular, but expensive, wave of democracy and selfdetermination sweeping the world. This "fuel" typically takes the form of revised mining codes and, often, lucrative investment incentives. These incentives include favorable tax rates, royalty provisions, relaxation of import/ export constraints, depreciation schedules, profit repatriation and other variables that can positively impact mineral investment decision making. Concomitantly, in their attempts to address real and perceived short- and long-term woes associated with enhancing competitive positions internationally, many domestic explorers and producers are attracted to the prospect of finding high-grade deposits in relatively virgin areas. Combined with the investment incentives provided by foreign governments, these high-grade deposits promise lucrative potential returns from projects having short payback periods. Classic examples of this mutual desire to intensify international mining efforts by domestic producers are illustrated by activity levels in countries like Chile, Bolivia and Venezuela in Latin America and, more recently, in Eastern Europe and select locations in the former Soviet Union. As US corporations scurry to send fact-finding, technical, evaluation and financial teams to these presently popular locations, one area of the world has received little attention - Subsaharan Africa. Specifically, the country of Ghana (formerly the Gold Coast) deserves more attention than it appears to be receiving from North American mining companies.

Over the past five years Dominion Mining Limited has directed an on-going effort towards optimising the performance of its milling circuits. The approach has been on a wide front, and has addressed a variety of issues associated with the design and operation of SAG milling circuits. Major projects have been conducted in the areas of flowsheet optimisation, mill liner efficiency, and dynamic circuit performance. As a result the initial designs of many of the Dominion circuits have been modified, mill liner specifications have been rationalised, and a robust automatic control system has been developed. A group-wide approach was taken on most of these projects, resulting in substantial benefits to both the individual operations and the company as a whole. By applying the projects group-wide a significant multiplier effect has been gained on the funds invested in each project. Extensive use of steady state modelling techniques has been made in order to understand the performance of the different circuits, and to highlight the potential areas in which improvements can be made. Liner optimisation has been primarily aimed at achieving predicability of performance, both metallurgical and mechanical. The development of a robust automatic control system has enabled the dynamics of the milling process to be controlled, and resulted in an additional increment in throughput being achieved. The combined effect of these efforts has been to raise plant availability to consistently over 95% (on a long term basis), to improve the power efficiency of comminution (in SAG mills) by 20% or more, and to enhance the dynamic performance such that a more than 10% increase circuit throughput has been demonstrated.

Steven Tubbs From mine to farm is a long journey for Florida's phosphate, but it is an important one to the American farmer who uses phosphate fertilizers to replenish the soil and produce the crops which eventually wind up on the American dinner table. In this phosphate-food connection, transportation plays a vital life-giving role, a role that is unique because of the large quantities of phosphate produced and the mineral's location in relation to its markets. Florida Leads World Florida is the world's largest phosphate producer, supplying 80% of the nation's and a third of the world's annual total. About 95% of Florida's phosphate goes into agricultural chemicals, with 90% going into fertilizers. Phosphate production is primarily concentrated in west central Florida, with the exception of mining and processing in north Florida by Occidental Chemical Co. The phosphate rock is beneficiated at the mine sites and then is transported out of Florida in a raw state, or to one of the industry's 18 chemical complexes where it is processed further. In 1981, Florida produced more than 42 Mt (46 million st) of phosphate rock-a 1% decrease from 1980. The industry also produced more than 12 Mt (13 million st) of phosphate chemical products in 1981 and transported them to both domestic and foreign customers. This year, the state's phosphate production and shipments are substantially lower than recent annual levels because of a depressed worldwide phosphate market. With production down slightly in 1981, shipments declined and company inventories increased dramatically. Phosphate-related shipments through the port of Tampa alone fell 20%. As a result, in 1982, phosphate operations cut production to reduce inventories. According to the Fertilizer Institute, during the fiscal year ending June 30, 1982, phosphate rock production fell 18%; phosphate rock shipments, 28%; finished fertilizer production, 30%; finished fertilizer shipments, 25%; and phosphate rock exports declined by 20%. Despite depressed conditions, Florida phosphate production and shipments are expected to increase in the near future with more rock being processed into fertilizer products. Phosphate is one of Florida's major industries. The US Bureau of Mines estimates it contributed $3 billion to the state's economy in 1981 and an additional $1.4 billion to the US economy. The modem open pit-heap leach operation by Pegasus Gold Ltd. at Zortman and Landusky in Phillips County, Montana, is a new chapter in the mining of gold in these districts. The discovery of bulk tonnage ore bodies and their development and ultimate production was based on a long history of mining and exploration in that part of Montana. Gold was originally discovered in the Little Rocky Mountains as placer deposits by Pike Landusky and Lou Myers. This discovery in the 1880s was not significant, but Pike Landusky continued prospecting for lode deposits, and he eventually located the Gold Bug and Little Ben, two of the larger Au-Ag producers in the district. Eventually two camps, Landusky and Zortman, grew in the LittleRocky Mountains. By the time Landusky was killed in 1894 by Kid Curry, the district was still a discontinuous small producer. Steady production commenced in 1907 with the organization of the August Gold Mining Co. Eventually high grade ores on specific veins were exhausted by selective underground mining and the district was idle by May 1942. After World War II in the early 1950s. E.A. Scholz tried to continue selective underground mining, but he realized the stockworks surrounding the larger veins constituted bulk tonnage targets. Ultimately in the 1976- 1979 period he organized two exploration efforts, one each for the Landusky and Zortman areas, and brought these into production as the Argo and Pegasus gold mines. By the time of his death, Apr. 8, 1980, both operations were producing gold. Later the two companies were merged as Pegasus Gold Ltd. Upon the death of Scholz, V.F. Hollister continued as the geological consultant, Ed Roper was engaged as general manager, and J. J. Crowhurst was given the responsibility of executive vice president. The discovery of open pittable ores and the application of heap leach technology was important in the development of mining. Both contributed to the low cost operation that continues to this day. The attached article by L.M. Rogers, then chief geologist, and M.S. Enders, his assistant, describes the geology of the deposit. It was presented at the Northwest Mining Association meeting in 1982.

Through a joint development program between Bougainville Copper Ltd. and Nordberg, the MP1000 cone crusher was developed and tested during the period between 1982 and 1987. Following the successful prototype work, Bougainville Copper purchased an additional three units. A second prototype was installed at Codelco's El Teniente three-stage crushing installation in 1987. This unit has also completed its test period successfully. Three additional units have been sold, making a total of eight, to date. Two will be installed as secondary crushers in two separate large aggregate plants. The first unit installed in the United States was placed in operation at Vulcan Materials Company's plant in Manassas, Virginia in early May 1990. Another unit is being installed in Asarco's Ray Mines expansion. The Asarco installation will be a SAG MILL pebble crusher producing approximately 600 STPH of nominal 1/2" product. Application Objective The objective was to design a crusher that would fit on an existing 7' foundation with minimum modification and yet be capable of twice the production of a 7' cone crusher. In meeting this objective, the power rating was increased to 1000 HP, the maximum design crushing force was increased and the crusher was designed to operate at higher speeds than an equivalent size Symons cone crusher. The MP1000 was also designed to operate with a head throw that can be greater than the equivalent Symons design. Technology development has played a crucial role in the minerals industry throughout history. The development of new technology allows mankind to produce metals and minerals at progressively lower cost of production in real terms, and therefore at progressively lower prices, improving their availability, accessibility and utilization worldwide. However, the developers of such technology are not guaranteed to reap the benefits from this effort: There is an expectation that technology developers will gain an advantage over their competitors. Is this a short-term benefit that results from a temporary cost or efficiency improvement, or is it a sustainable longer term "edge" that prevails even after metal or mineral price has been eroded by the implementation of a major step change technology? This issue is examined by reference to several case study examples in the copper industry. BACKGROUND The development and adoption of new technology has played a crucial role in the commodity minerals industry throughout history. As new, cost-efficient technologies are commercialized, the cost of production decreases, and this enables lower grade ore to be processed profitably. This in turn increases the availability and supply of the metal or mineral of interest, and ultimately (in a free market environment where the supply- demand balance determines price) inevitably decreases the metal or mineral price. This leads to the question: Why should mining companies invest in (new) technology development if the result is a decrease in the product price? GEOLOGY One of the largest copper resources in North America occurs in the Bingham mining district, located 40 km (25 miles) southwest of Salt Lake City, UT. Anaconda's present contribution to the development of this resource is the Carr Fork mine. (Fig. 1, Bingham district plan map.) The Carr Fork story began about 300 million years ago when a thick sequence of sedimentary quartzite and limestone was deposited in the Oquirrh Basin. Subsequent earth stresses formed a series of west-northwest-trending overturned anticlines and synclines that were later offset by northwest-striking thrust faults and northeast-trending normal faults. (Fig. 2, Bingham district cross section.) About 38 million years ago the Bingham stock was intruded into some of the folds, resulting in the formation of porphyry ore in the intrusive, and fissure, replacement, and skarn ore deposits in the sediments. The Carr Fork skarns were formed preferentially in two limestone units, called the Yampa and Highland Boy, which average about 46 m (150 ft) in thickness, separated by about 76 m (250 ft) of quartzite. Copper mineralization consists almost entirely of chalcopyrite associated with pyrite and molybdenite in a gangue of garnet, diopside, magnetite, quartz, and carbonate. Molybdenum, gold, and silver are economic byproducts. (Figs. 3 and 4, indicated ore in plan and section.) EXPLORATION HISTORY The West Mountain mining district, of which Carr Fork is a part, was organized in 1863, after leaf-silver ore was discovered in the Carr Fork of Bingham Canyon. However, it was not until 1873, when the Bingham and Camp Floyd railroad to the town of Bingham was completed, that the mining camp flourished. Many small mining companies in the district were reduced, often through consolidation. By 1937 only the National Tunnel and Mines Co. was active in the Carr Fork area. In 1948 it declared bankruptcy, and was later purchased by The Anaconda Co. Anaconda conducted geologic investigations in the Bingham district until 1968, when a concerted diamond drilling program was initiated to fully evaluate the geologic potential of the Carr Fork area. The exploration program commenced with one diamond drill, but was enlarged to three drills following discovery of the first major ore intercept. Near completion of the exploration effort, large oil well rotary drills were used to drill to depths of 762 to 914 m (2500 to 3000 ft), after which the holes were completed by standard diamond drilling techniques. All holes were collared vertically, but considerable deviation occurred because of structure and rock conditions. Introduction Ontario's diverse industrial mineral resource base includes structural minerals such as sand and gravel, crushed stone, building stone, clay, shale, limestone, and dolostone. These resources are used to produce aggregates, brick, metallurgical stone, fillers, cement, lime, and other construction materials. The majority of the operations are in deposits of Palezoic and Quaternary age in southern Ontario, close to the major markets. Province-wide, there were more than 140 Mt (154 million st) of aggregates produced in 1985. About 115 Mt (128 million st) of that was produced in southern Ontario with the rest being largely from Crown land in northern Ontario. Structural industrial minerals account for more than 80% of the value of total industrial mineral production. The remaining 20% is accounted for by the nonstructural minerals, such as salt, which is produced in the southwestern part of the province. A host of other nonstructural industrial minerals are known. Production, though, is currently restricted to calcite, gypsum, quartz, talc, nepheline syenite, and byproduct metallurgical sulfur products (Fig. 1). Major production is close to the large markets of urbanized southern Ontario and the northeastern and northcentral US. With an abundant variety of industrial mineral resources and the large population within 650 km (400 miles) of most deposits, the market offers great potential. Ontario's nine million people accounted for about 35% of Canada's entire $476.3 billion gross domestic product in 1985. This equates to about one-third of the nation's buying power being within a 200-km (125-mile) radius of Toronto. This major concentration of industrial and economic activity has resulted in a well-developed industrial minerals industry that fulfills most of the structural industrial minerals demand in Ontario. Nonstructural industrial minerals are similarly well placed to compete in this high demand area. Although Ontario manufacturers still import some of these materials, Ontario products are achieving significant market share. And, they serve the needs of neighboring provinces and states. Present production and trends Ontario has traditionally produced significant amounts of industrial minerals. This produc¬tion had a value of $956 million in 1984 (Table 1). Structural materials production in 1985 and 1986 approached or exceeded levels not seen since the early 1970s. Many new products have been developed using these raw materials. Igneous rock exposures occupy only a minor portion of surface area (<18 mi2) in Arkansas, and are divided into two major groups: nepheline syenite (7 mi2) and syenite complexes (8 mi2), with various dikes and sills representing the remaining surface exposures. The syenite complexes have been the sites of major vanadium and minor titanium production during the past 50 years. Nepheline syenite exposures were important in the early production of locally used building stone; however, aggregate and roofing granules have now become the principal market for the production of nepheline syenite in Arkansas. Nepheline syenite intruded into a sequence of Paleozoic sedimentary rocks in Arkansas and is exposed in two areas: in Saline County near the town of Bauxite, and in Pulaski County at Granite Mountain, just southeast of Little Rock. Although the central Arkansas region had been investigated thoroughly for bauxite by the early 1950s, the nepheline syenite resources of the region have yet to be evaluated systematically by the state. Arkansas nepheline syenite was evaluated for its ceramic uses in 1952. Some recent industry interest has revolved around its potential use as a sand-blast abrasive. The largest exposed areas of nepheline syenite, located at Granite Mountain, currently are being mined by the Minnesota Mining & Manufacturing Company (3M) and McGeorge Contracting (Granite Mountain Quarry). 3M has been in operation since 1947 and mainly produces roofing granules. A fine powder produced by 3M during crushing that is marketed under the name Donnafill? recently has seen use as filler in self-compacting confined construction and as an additive (frit) in common brick. Since the early 1960s, Granite Mountain Quarries has produced a variety of aggregates, ranging from riprap to industrial sand, and recently constructed a computerized hot-mix-asphalt production facility. Approximately 4.5 million tons and 1.2 million tons of syenite were produced from Granite Mountain and 3M, respectively, during 1979. No production values are available after this date; however, combined production from both quarries is estimated to be at least 6 million tons annually.

HISTORICAL PERSPECTIVE Environmental protection is not a newcomer to the minerals industry, there having been numerous examples dating from decades ago. Sometimes the awareness of a need for preservation or restoration derived from the ethics and principles of the engineers and management responsible for development and operation of a property. On the other hand, pressures to clean up industrial messes frequently were applied by special interests such as farming and ranching, recreational and conservational groups, and local governing bodies. Mineral industry environmental controls in this century have therefore been a patchwork of good intentions and bad, clean operations and dirty ones. The Hoboken siphon converter for converting copper matte while effectively capturing sulfur dioxide at a relatively high concentration was developed in Olen, Belgium in 1928, a full sixty years ago. The alternative was closure of the Hoboken smelter by Belgian government health officials who had become intolerant of sulfur dioxide emissions which were causing serious respiratory ailments in the river valley in which Olen is situated. As early as 1958, the Anaconda Company had a full-time botanist on its metallurgical research staff with the responsibility of learning how to vegetate the extensive tailings deposits at Anaconda, Montana. By that time, considerable progress had already been made in restoration of Silver Bow Creek, which at one time was “dead” for as far as 40 miles down- stream from the point of entry of acid mine drainage in Butte.

Throughout the world, sedimentary basins are exploited for many different minerals. Frequently, the extractive methods conflict with one another. A case in point is the proximity of oil and gas operations and the mining of coal. Generally, the interference between the two industries lies in the fact that the reserves over- lie or underlie one another. Mining of coal generally is developed on a rectangular pattern in a horizontal mode while oil and gas drilling is developed on a radial pattern in a vertical mode. Coal mining has exhausted vast acreages in various basins with many of those basins being drilled for oil and gas. Those existing wells create problems by requiring the unrecoverable coal pillars to support the well bore, or to make special provisions in order to mine through an existing well. The system works ... more or less; but there are little or no provisions made for additional drilling unless the vast majority of those new wells are drilled through mined-out sections (gob) of those mines. Many states have rules and regulations governing the drilling of oil and gas wells through gob; but, some companies and some regulatory agencies or personnel have deemed such drilling as a hazard to the mining operations. This paper explores the history, technical standards, and safety aspects of drilling oil and gas wells though the gob of worked-out and active mines. It is the opinion of the author that such drilling can be conducted safely while eliminating the re- quired changes in mine projections and the loss of recoverable coal in the form of well pillars.

The Red Dog zinc-lead deposit, said to be the world&apos;s second largest, is located inside the Arctic Circle in northwestern Alaska - a location too harsh and remote for some mining companies but just right for Cominco Ltd. The complex has been in operation since November 1989 and is producing 508 kt/a (560,000 stpy) of zinc concentrate, 109 kt/a (120,000 stpy) of leadconcentrate and 45 kt/a (50,000 stpy) of an Imperial Smelter Feed, a combined zinc-lead mixture that is too small to separate. All of this concentrate production derives from a relatively modest mine production of 5.4 kt/ad (6000 stpd) extracted from a surface pit. Despite being a high-grade zinc-lead deposit, Red Dog&apos;s metallurgy is complex, requiring a very fine grind and use of column cells for flotation. The Red Dog complex is located in the DeLong Mountains. They are characterized by eight stack and folded thrust blocks that contain sedimentary and igneous rocks. The Red Dog deposit is located in the second lowest thrust and ist hosted by late Mississippian to Permian age black shale, the Ikalukrok member of the Kuna formation. The Red Dog mining complex is operated by Cominco Alaska, Inc., a wholly owned subsidiary of Cominco American, Inc, which, in turn, is owned by Cominco Ltd. In 1980, the deposit region was acquired by NANA Corp. as part of the Native American Claims Act Settlement of 1971. NANA is one of 12 such Native Corporations in Alaska. In 1982, NANA and Cominco American signed a develop¬ment agreement and formed Cominco Alaska to manage the project.
