Prospectors and small scale mmmg companies have long expressed the wish for a highly mobile mineral processing plant. This is especially so in the case of gold mining as relatively small deposits can be highly profitable due to the relative ease of producing a marketable product when compared with the refming and marketing costs incurred with base metals. This paper will concentrate on gold ore treatment in fitting with the theme of the 1996 Randol Gold Forum but the principles may also be applied to base metal ores. The development and application of the Atomaer Filblast Gas Shear Reactor as a cyanidation tool has removed the con­straints of plant size in pulp cyanidation applications. KC Dodd and Associates, Consulting Engineers and Australian Mining Advisers, Pty Ltd, have designed a 1,000,000 and a 250,000 tpa fully modularised ore treatment plant. Various module configu­rations can be arranged to treat a wide variety of ores ranging from simple gold ores to gold-copper and base metal ores. This paper will limit the discussion to comparing the capital and operating costs of a conventional and a modularised 1 million tpa gold treatment employing a number ofnovel concepts which complement the compact, high capacity Filblast Cyanidation Process and the AARL pump Cell Adsorbers. The design described in the paper not only reduces equip­ment sizes and allows for rapid deployment of a sizeable capac­ity plant but also offers significant capital and operating cost benefits.

This paper describes the geology of the Kalamazoo copper orebody discovered in the course of an exploration project carried out by Quintana Minerals Corporation under the author's direction in an area immediately southwest of the San Manuel mine, Pinal County, Arizona. In the period 1943-1947, exploration projects were carried out in the San Manuel area by the U.S. Bureau of Mines and Magma Copper Company which resulted in the development of the San Manuel underground block-cave mine which is now in production at a rate of 41, 000 tons per day. Mining claims covering the area immediately west of the San Manuel orebody were staked in 1946 by Frank F. Salas, R. A. Buzan, H. G. Buzan, and W. C. Buzan of Mammoth, Arizona. These claims were optioned to Martha Purcell in 1946, and in the period of 1947-1958 seven churn drill holes ranging in depth from 1,400 to 2,950 feet were drilled by Mrs. Purcell. These holes did not intersect ore and no further deep exploration was attempted prior to the Quintana Minerals project which began in August, 1965, and which is described in this report. The Kalamazoo deposit is in Sections 3, 4, 9, and 10, T 9 S, R 16 E, Pinal County, Arizona, and it is reached by driving seven miles east from Oracle, Arizona (Figure 1) . A low-grade copper-nickel deposit, with an estimated size of 4.6 billion tonnes and with average analyses of 0.6% copper, 0.2% nickel, occurs in northeastern Minnesota. In addition to copper, nickel, cobalt, and precious metals, the Duluth gabbro contains magnetite, ilmenite, olivine, plagioclase and biotite. It is estimated that the flotation tailings that would be produced by a concentrator of optimal size to sustain a smelter would amount to 20 million t per year. The flotation tailings, having already been ground, warrant a closer examination for the recovery and utilization of potential by-products. The residual sulfide minerals and fibrous minerals may also be isolated and treated separately for useful purposes or for disposal in an environmentally acceptable manner. Two flowsheets were developed; one involving preconcentration by low- and high-intensity magnetic separation and another involving preconcentration by gravity concentration. The concentration methods for recovering and purifying individual by-product minerals were investigated. From their chemical, physical and mineralogical characteristics, the potential areas of application and marketabilities of each product fraction were surveyed.

There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. While our education system is failing the students it is supposed to serve, other countries are doing far better. In a

Major scientific discoveries cannot be programmed. New or frontier technology, however, can and should be planned. It is the vital force underlying the business strategy of a vigorous and profitable mining and metals company. Generally, a radical departure from existing technology is required to 1) Enhance the competitive value of ore reserves, i.e., to turn low grade or marginal reserves into competitive reserves. 2) To increase yield and decrease costs. 3) To decrease investment. 4) To increase mine life. 5) To improve product quality to meet market demands. The very definition of frontier technology implies that it is so different that the old plant, if already in use, will not be directly suitable to use the new technology. Therefore, a priori, we know that the commercialization of frontier technology would very likely involve new investment. The recommended technique of economic and technical analyses, I propose to call "Success Analysis.'' Simply stated, it forces us, by step- by-step procedure, to ask "what is needed to succeed in this particular project." Therefore, the first step is to identify what is meant by "success." The definition of "success" requires an agreement with top management or sponsors of the project as to what constitutes "success" in their minds as contrast to the technical people perception of "success." In general, top management would define success as meeting: 1) The technical objectives, i.e., technology being developed would produce the desired product at the acceptable quality. 2) Financial objectives, i.e., when commercialized, the project's capital cost, operating costs and return on investment are better than the projects they would normally fund. The return has to be better because new technology is inherently riskier. 3) Marketing objectives in that the project will produce product of acceptable quality in timely manner, i.e., scale-up to commercial plant would not cause undue delays in start-up and that large fix-up expenditure would not be required to protect the projected return on the investment. Many projects are started in the laboratory to develop "Frontier Technology" in mineral processing. Most of these efforts are never commercialized. There are many causes of these failures. The major causes are listed below: 1) Inadequate communication with the sponsors of the project so that project objectives are defined and agreed to by all. 2) Ill-defined technical problems. 3) Incomplete development of technology. This has two major components: a. Incorrect scale-up and engineering. b. Inadequate start-up and maintenance planning. 4) Incomplete and over-optimistic process economics. 5) Lack of understanding of the future behavior of the marketplace. 6) Failure to complete R&D effort by the time it is needed. 7) Incorrect projections of human resources required; that is, technical, managerial and operating. 8) Lack of realistic forecast of the expenditures required for commercialization of the R&D effort. These pitfalls can be avoided by comprehensive planning and the use of success analysis technique. The major elements in "Success Analysis" are: 1) Identification of the "need" for new technology. 2) Unbiased and complete scale-up engineering. 3) Acceptable economic feasibility with enough margin of error in the sale prices and operating costs to justify the inherent risks in frontier technology. 4) Timing for availability of investment capital and markets. Many failures in the development of frontier technology are preordained because the initial selection of the research project has been without adequate attention to the needs of the industry. Many very innovative hydrometallurgical processes for recovery of copper from concentrates were developed in the past twenty years. They have not adapted except to a very minor extent because they did not satisfy the success analysis criteria. Although there was a significant improvement in the world economy, recovery in the iron and steel industry followed its traditional pattern and lagged the general economic recovery in 1983. World crude steel production increased from 645 Mt (711 million st) in 1982 to 664 Mt (732 million st) in 1983, an increase of less than 3%. Domestic iron and steel production showed a modest increase over 1982. Weekly raw steel pro¬duction levels ranged between 1.5 and 1.75 Mt (1.6 and 1.9 million st) for the last 10 months of 1983, compared with less than 1.25 Mt (1.4 million st) for the last half of 1982. The peak was 2.5 Mt (2.7 million per st) per week in 1978-79. This how level of steel operations kept most pelletizing and sintering operations at curtailed production levels. Extended shut-downs of pellet plants were also common. Pressure by management to reduce operating costs has continued with an increasing emphasis on maintaining quality and efficient unit productivity. With the extended decline, there have been significant personnel reductions in both operating and headquarters staffs. Many companies are anticipating a long-term how growth period in the iron and steel sector. Pelletizing Domestic pellet production showed a slight increase last year to about 34 Mt (38 million st), less than 50% of total capacity. What is indicative of the inevitable is the announced intention to chose down facilities, such as US Steel Corp.'s Atlantic City ore operations pellet plant at Lander, WY, and the recent aborted move by US Steel to purchase National Steel with the apparent intent to chose the National pellet plant in Keewatin, MN. There is excess domestic pellet capacity that will not be needed. The question is what form attrition will take. South American pellets can be brought into the Chicago area at a cost competitive with Great Lakes plants. This raises the possibility that imported pellets can, in fact, displace domestic pellets at almost any US steel plant. The need to re duce total production costs at domestic pelletizing plants is crucial. Efforts to reduce fuel costs for pelletizing have focused on re placing natural gas or fuel oil with coal. More recently, petroleum coke has become available at an attractive cost, but systems must cope with its higher sulfur con tent, which limits its potential The direct firing of grate-kiln systems with pulverized coal hay been fully proven. The use of solic fuel in the straight-grate process however, is still being developer and no straight-grate system i running on solid fuel alone. The further development o coal-water slurry systems may provide a suitable fuel for both systems. It would appear, how ever, that the same ash quality restriction would hold for coal water systems as for direct-firin systems. So, the choice is based of the relative cost and convenience of a wet-grinding system with additives, compared with a dry-grind direct-fired unit. The high-temperature (two stage) heat recuperation system installed at US Steel's Minnta plant (Step III) has provided the fuel savings anticipated, any modification of additional in durating lines is planned. Other operators are hooking at similar heat recuperation improvement. Another area of potential cost savings has been in the reduction of bentonite requirements. A CCI's Tihden plant, major improvements have been made in this area. Progressive bentonit reductions were achieved over several years from the 8- to 9-kg (16- to 18-lb per st) range to the 5-k (12-1b) level by progressive moisture reductions and chose attention to operating practice. Introduction Mining operations require maps for each phase of project development. Engineering plans, cross-sections, and isometric drawings are also needed. Maps are used for geologic interpretation, reserve estimation, permitting, property acquisition, site studies, development work, and production. Maps and drawings are essential to mining. They provide needed information. Generating these products, however, requires many manhours. The filing and organization of maps and drawings is cumbersome, due to their size. Major map changes can necessitate the production of entirely new documents and, thus, additional manhours. The volume of maps and drawings generated in the life of a single project can be extensive. For example, some utility companies have data bases containing more than a million individual maps (one reported eight million). These problems were considered necessary evils in the past. Now, with the automation of map and drawing production, improvements can be realized. Computer-aided mapping and design offers a new approach for the production, management, and storage of drawings and maps. This approach promises benefits in time management, productivity, efficiency, and flexibility. In all economic projects, the bottom line is cost reduction. And implementing computer-based mapping and design techniques can lower costs and increase project profitability. AM/FM/CAD/CAM Automated Mapping/Facility Management (AM/FM) and Computer-Aided Design/Computer-Aided Manufacturing (CAD/CAM) are becoming buzz words in the engineering world. Most relevant to mining are the concepts of AM and CAD. These terms relate to the application of computers, specifically computer graphic technology, to mapping and design. CAD refers primarily to the design of components and structures in two and three dimensions. But it can apply to the three dimensional modeling of mine workings, ore bodies, and geologic structures AM refers to the automation of conventional map production. AM/CAD systems use computers to store, manipulate, produce, and update drawings and maps in two and three dimensions. Ideally, the calculating capabilities of computers are also used in conjunction with design and drawing generation, offering capabilities not available with conventional, manual mapping and design processes. To better understand concepts associated with AM and CAD applications, the understanding of a few computer-related terms is necessary. Table 1 explains some of these terms. System Features The capabilities of AM/CAD systems are based on viewing transformations. These are the basic, manipulative tools by which AM/CAD packages generate visual representations of data. Examples include the rotation of a three-dimensional object through space, the expansion or contraction of maps to fit a given scale, enlargements of small areas on maps or drawings for detailed viewing, and the generation of cross-sections from three dimensional data. Introduction Gravity-based coal/mineral preparation plants must be operated to yield products of a quality satisfactory to existing markets. However, because of historic control problems, recovery is frequently sacrificed to achieve quality, resulting in losses of valuable product. Plant control has ranged from intuitive in-plant spot quality judgments made by various operators to gross methods involving such devices as density gauges, floats, grabsample on-the-spot sink/float tests, etc. Millions of tons of quality coal/minerals are lost to refuse each year, because of the historic lack of a continuous and dependable control system. The result is serious economic, as well as environmental, losses. While the economic losses are obvious, the less obvious environmental ones, in the case of coal, result from the misplacement of more ignitable quality fuel to refuse banks. Until recently, a control system capable of supplying a market-grade coal/mineral product, while continuously minimizing product losses to refuse, has been technologically unavailable. Coal/Mineral Washing Tracer System Performance Monitor (CMWTSPM) The first Coal/Mineral Washing Tracer System Performance Monitor (CMWTSPM) originated in the late 1970s as an innovative idea and ultimately resulted in Leonard Patent No. 4,345,994 issued on August 24, 1982. In a classic example of successful university basic research, the patent was followed by two US Department of Energy (DOE) merit awards for fundamental optimization research at the University of Kentucky, a number of publications, a successful applied research program (underwritten by SENTREX at Irvine, CA) and field tests at the Rochester and Pittsburgh Coal Company Keystone Mine near Indiana, PA. The system is now operational and is marketed by SENTREX as the SENTREX Performance Monitor. A diagram of the system is shown in Fig. 1. This system relies on metal detection as the basic tracing medium. Since it is capable of tracing particles as fine as 0.19-in., the system is ideal for coarse coal/ mineral cleaning processes. Basically, the CMWTSPM records the distribution of synthetic coal/mineral particles, of known size and specific gravity, between product and refuse output streams of coal/mineral washing, gravity-concentrating processes. For any given particle size, surface area and shape are constant. The particles are [ ] designed to find their way into the center of their respective inprocess specific gravity/size streamlines. The system will yield a complete partition curve to show the percentage of misplacement for any selected size/specific-gravity particle fraction, thereby providing a point-to-point insight into process failure. When used to evaluate operational processes, this full partition curve is far more diagnostic than the simplifying, derivative, single index number known as the Ep value. The Ep value is commonly used for convenience to represent symmetrical partition curves, but, if the actual partition curve is non-symmetrical, use of the Ep value can result in serious diagnostic error. While the Ep is useful in design and for rapid performance evaluation and process adjustment, the full partition curve is by far the more diagnostic. It will provide insight into the behavior of particulate flow, through non-symmetry, as a means to highlight potential systemic failures. Performance of the process is measured and improved by determining the extent of particle misplacement and by making timely adjustments to the unit to reduce the misplacement. Used in this manner, the CMWTSPM is not only a long needed processing control monitor, but it is also a very powerful diagnostic tool which, in the hands of skilled operators, has

In China, an enormous amount of Au-Ag bering calcines, residues and tailings are produced each year from various sources in mining, metallurgical and chemical industries. For a long time, these materials have been either stored up in dumps or disposed of into rivers, resulting in not only waste of resources but also severe environmental pollution. It is therefore of great significance, both from economical and public welfare points of view, to recover efficiently and make full use of the metallic values from these miscellaneous materials. In this paper the physical and chemical properties of these Au-Ag bearing calcines, leached residues and tailings are described and the current status of their utilization are briefly outlined, followed by a more detailed description of some innovative processes now in practice. Lastly, the potential prospects of gold and silver recovery from these materials in China, particularly in the Hunan province, are envisaged.

INTRODUCTION There are currently around fifteen companies in the United States and Europe manufacturing hard rock tunneling machines. In recent years upwards of 200 hard rock tunnels of lengths up to 12 miles and diameters to the order of 30 ft have and are being successfully driven by over 100 different machines. It has been predicted that within the next decade over 2,000 miles of tunnels will be driven for transportation purposes in the United States alone (OECD Advisory Conference on Tunneling, Washington, 1970) and it is expected that eventually most tunnels including mine drivages will be excavated by machines. All tunneling machines have certain common basic functions; thrust is applied to drive or hold the rock cutting tools into the face, and torque is applied to rotate the cutting tools over the face so that they can continuously break out rock. The speed of head rotation, together with the torque requirement, determines the cutter head power. (The power required to push the head forward is usually negligible.) There are many factors which determine how successfully a given tunneling machine will perform in a given rock but one of the most important is effective utilization of cutter head power. This paper is a review of the specifications and performance of hard rock tunneling machines, obtained from manufacturers' catalogs, published literature, talks with manufacturers and visits to operating machines throughout the United States and Europe.

"193 United Nations members are signatories of the 17 Sustainable Development Goals (SDGs). Even though it does not make it legally binding to the country members, the SDGs establishment incites national and managerial frameworks to achieve the SDGs. The mining industry inserts itself in this context by its global presence and frequent location within ecologically sensitive and less developed areas. This paper aims to consolidate the state of academic research on mining, sustainability and sustainable development, by organizing the results of previous studies within a systematic review on the SDGs set. To do so, the ISI Web of ScienceTM Core Collection database was chosen as a database of record, as it is one of the most widespread databases of academic journals. We have used all years available in the ISI database, from 1945 to 2016 (for complete years). The systematic review process comprised of five steps: (i) to search terms [(“sustainability” or “sustainable development”) and mining] on the database and to apply filters of criteria; (ii) organizing papers; (iii) metrics and relations between papers and authors; (iv) classification of the results through content analysis techniques; and (v) synthesis. The results were divided in two groups: the highly cited and the most recent papers, to include papers that have academic impact and those which show the newest contributions to the field. The results showed that, in spite of a growing amount of publications in the past years that relates to mining and sustainability, the main focus of these publications are still on the environmental dimensions of the UN goals. This suggests that more practical and academic work in the mining sector are required to fill in the blank spaces regarding the other set of goals that compose the SDGs framework.Introduction A total of 193 United Nations members are signatories of the 17 Sustainable Development Goals (SDGs). This paper aims to consolidate the state of academic research on mining, sustainability and sustainable development, by organizing the results of high impact previous studies and recent publications, within a systematic review, on the SDGs set. By doing so, the results can portray the actual concern and the lacks that the academic field had on this subject in comparison to the UN contemporary agenda."

Introduction Extensive testing in the past ten years has shown that where a uniform natural gamma background is present in the strata bordering a seam, the thickness of the boundary coal left in place after mining can be determined by measuring the attenuation of that radiation (Nelson and Bessinger, 1989). Measurements made by the authors in underground mines in Pennsylvania, West Virginia, Ohio, Illinois and Kentucky and by others in Wyoming and New Mexico have shown the presence of such a gamma background (Nelson. 1989). Natural gamma coal-thickness sensors of several configurations have been tested in mines owned and operated by the Consolidation Coal Company (Consol) in Pennsylvania and West Virginia (Nelson and Bessinger, 1988). This paper describes the installation of a natural gamma coal-thickness sensor on an operating continuous miner. Previous tests had shown that the NGB-1000 coal-thickness sensor manufactured by American Mining Electronics, Inc., of Huntsville. AL, is an accurate, mine-worthy instrument. This large gamma detector consists of a sensing head and a control panel. The sensing head contains thallium-doped, sodium iodide scintillating crystal, which is coupled to a photomultiplier tube. The control panel contains the electronic components required for calibration, count conversion and display to the operator. Methods Conditions at a Consol mine in northern West Virginia require that 10 to 15 cm (4 to 6 in.) of coal be left at the roof boundary of continuous miner development sections. This roof coal is required because the shale of the immediate roof is friable and unstable. In the past, operators have used a dirt band that is usually visible near the top of the seam as a guide in maintaining the proper cutting horizon. However, this is not always reliable. Earlier observation showed that the actual thickness of the coal left on the roof varied widely; further, it was noted that occasional, accidental excursions into the immediate roof required supplementary roof control measures, such as installation of planks or center bolts. Thus, it was concluded that operators needed a better source of guidance for control of the cutting horizon, and a roof-coal thickness sensor was scheduled for installation. The NGB-1000 sensor was installed on a Joy 12CM10 continuous miner in June 1988. The sensing head was mounted on the cutter boom of the miner, and the control panel was mounted in the operator's cab. Power for the sensor was initially derived from an intrinsically safe battery power supply. Initial measurements with the sensor showed that the calibration was the same as that used in earlier tests at two other mines, indicating the uniformity of the natural gamma background above the Pittsburgh seam. Operating personnel were initially skeptical of the instrument's accuracy, and were hesitant to use its readings as a guide in maintaining a proper cutting horizon. Because gamma attenuation, the instrument's operating principle, is somewhat abstract, attempts to demonstrate the instrument's accuracy by explaining that principle were generally ineffective. It was found, however, that an operator could usually be convinced of the usefulness of the instrument by placing a large piece of coal of fairly uniform thickness over the instrument's sensing head and allowing the operator to see that the instrument reading increased by an amount very near his estimate of the thickness of the piece. The mine was provided with seven battery power supplies and a charging station. The charging station was kept in the lampman's office, and the mechanic on each shift was instructed that he was responsible for two battery power supplies each day: a freshly charged one to be taken in at the beginning of his shift and a depleted one to be brought out at the end. This system worked well for a few weeks, but eventually some battery power supplies were left in use so long that their batteries were discharged too deeply to allow recharging. In addition, transport and recharging of the batteries represented an additional task for the mechanics, who were already very busy. Consequently, a request was filed with MSHA to allow the sensor to be powered through intrinsic safety barriers by an electronic power supply connected to machine power. The permit was granted, and the sensor was connected to machine power. After the sensor was connected to machine power, the only operating problem experienced was occasional failure of cables. A supply of the required cables was made and delivered to the mine so damaged cables could be quickly replaced. Much of the cable damage could be eliminated by slight modifications to the miner during a rebuild, so that cables could be installed in more protected locations. After the sensor had been in operation for about two months, a survey was made to determine its effect on continuous miner operations. In previous research, coal thickness measurements made in 88 locations by the natural gamma method were compared to measurements made in the same locations by observing drill cuttings and by inspections of drill holes with a borescope. That research showed that the gamma method is at least as accurate as the other two methods (Nelson and Bessinger, 1989) and is also much easier to use. The object of the survey described here was not to assess the accuracy of the natural gamma measurements. but rather to determine the effectiveness of the sensor output as a guide for the operator in maintaining control of the cutting horizon. Intensive hydrologic monitoring of the Powder river basin has been on-going since the early 1970's. Data were used in environ- mental assessments and for determination of hydrologic consequences associated with coal mining activities. For most coal mine operators, data collection has continued in this baseline mode with little or no statistical analysis of the data and with no statistical procedure established to detect changes in groundwater quality. For the past four years Powder River Coal Company has studied several statistical techniques to analyze groundwater quality. Three objectives were pursued: 1) to determine the baseline water quality for key aquifers; 2) to determine which wells could be deleted from the monitoring program without reducing monitoring effectiveness; and 3) to define a statistical test to determine water quality changes. Knowledge of the regional geo-hydrologic system was combined with an analysis of the water quality monitoring in order to identify homogeneous aquifer zones. All wells within an aquifer zone were treated as one population, and a t-test was used to determine the minimum number of samples needed to define the water quality for each aquifer zone. Results indicate that the data for each aquifer zone were nor- mally distributed and that groundwater quality could be defined using a fairly small number of samples. Because of the minimum sample size test, groundwater quality sampling was reduced by between 75 and 85 percent.

Introduction The Summitville Mine located in southwestern Colorado was added to the National Priorities List in June of 1994. Summitville was the site of mining operations that began in 1873 with the discovery and development of gold placer and lode deposits in the late 1800's. The mine site is located about 25 miles south of Del Norte, Colorado in the San Juan Mountains adjacent to the Rio Grande National Forest at an approximate altitude of 11,600 feet. The site was mined for gold, silver and copper between 1873 and 1947. The Summitville Consolidated Mining Corporation, Inc. (SCMCI), a wholly-owned subsidiary of Galactic Resources, Ltd of Vancouver, Canada ran a large tonnage open-pit mine and cyanide heap leach operation from 1986 to 1992 (Pendleton and Posey, 1992) During the mine operation by SCMCI, approximately 10 million tons of gold ore was mined, crushed and stacked on a lined leach pad. Heap leach operations experienced water balance and unplanned solution discharges from the start of the mine life. Despite the production of 249,000 troy ounces of gold during the mine operation, SCMCI was unable to meet remedial requirements and notified the state of Colorado of its intention to file a Chapter VII bankruptcy in December 1992. The EPA Region VIII Emergency Response Branch took over site operations on December 16, 1992 to prevent a catastrophic release of hazardous substances to the environment. The multiple contamination sources at the mine site are due to both historic and SCMCI mining operations. Emergency response operations at the site have prevented releases of severely contaminated solution and a permanent treatment for all waste units at the site is under investigation. A Request for Proposal (RFP) was issued in October 1993 by Environmental Chemical Corporation (ECC) at the Request of EPA Region VIII, Department of the Interior and Bureau of Reclamation. The RFP requested that interested companies provide information on their ability to implement innovative treatment technologies to improve treatment efficiency and reduce treatment costs for remediation of the heap leach pad (HLP) spent ore and ore leachate solutions. Dames & Moore and Pintail Systems, Inc. (PSI) jointly submitted a proposal suggesting application of biotreatment processes for detoxification of cyanide in spent ore and HLP leachate solutions. The proposal was accepted for pilot and field demonstration under the SPA Superfund Innovative Technology Demonstration Program (SITE) with additional funding from EPA Region VIII. This report discusses the test program and results of a Focused Feasibility Study which demonstrated biotreatment processes for spent ore cyanide detoxification.

Introduction Gold exploration in the Dominican Republic has not received much publicity. The fact is, however, that a continuous program has been underway for some time. For the past two years, the Restauracion area of the western Dominican Republic, near the Haitian border, has been the scene of mineral exploration by the Dominican Department of Mines geologists, and later by geologists of Rosario Dominicana. The latter is a state-owned gold mining company and operator of the Pueblo Viejo open-pit gold mine. The exploration is for mineral deposits with the goal of finding another Pueblo Viejo-type deposit. Geology Exploration is being carried out in the western central Cordillera, the backbone of the Island of Hispaniola. Geology consists of quartz veins and veinlets and ramifying stringers carrying pyrite, barite, minor amounts of copper, and significant amounts of gold in places. They are associated with regional faulting in a complex of Cretaceous beds of andesites, dacites, argillites, siltstones, and shales. They are intruded by tonalites, diorites, and gabbros. Lesser amounts of zinc-lead mineralization occur in some locations. The showings appear as disseminations along the faults. To date, the work has been mostly geologic mapping - 1 to 50,000 with details on a scale of 1 to 20,000 and 1 to 10,000-stream and soil lithogeochemistry, and geophysics. Trenching and sampling were used to follow possible vein extensions. Particular emphasis has been placed on the Los Candelones district that was taken over by Rosario Dominicana. Here is where drilling has been initiated in the past months. The first hole drilled showed assays of 21 g/t (0.6 oz per st). The second hole intersected an interesting oxidized zone that reminded observers of the original Pueblo Viejo oxidized zone. A third drill hole went deeper than 75 m (246 ft), the depth to which the first two holes had been scheduled. An assay of 50 g/t (1.46 oz per st) was cut during drilling. In the last twenty years, the mining industry has made marked efforts to improve its reputation in regard to its social performance. These efforts have been expressed in the 9th ICMM (International Council on Mining and Metals) principle as a commitment to contribute to the social, economic and institutional development of the local communities. Towards this goal, which has been increasingly highlighted because of its importance for sustainable development, a number of practices and methods have been developed. The international development literature describing these practices is full of so-called development buzzwords, such as stake-holder participation, empowerment, capacity building. This paper argues that none of these development catchwords are neutral, but contain assumptions based on a specific view of development. Since capacity building is a central task in development, the paper focuses on this concept and takes a critical look at the assumptions that underlie this concept and influence strategies employed by the mineral sector. It suggests that the notion of capacity building in some earlier approaches implies a set of asymmetric power relationships between developed and developing countries where capacity is transferred from the developed countries to the developing ones. The developing countries are seen as passive recipients while the experts, i.e. the developed countries through their mining companies ultimately control the capacity-building process. The paper also points out that the mainstream capacity development approach has been based on the assumption that local or indigenous communities are mainly made up of needs and capacity gaps. The goal of development projects should then be to address these needs, which are perceived and prioritized by the ?experts?. Critiques of this development model suggest that in order for the mining industry to embrace more successful and sustainable practices, it should rethink the notion of capacity building. It should move towards alternative approaches that see it as a two-way learning process which will serve to enhance not only the capacities of the communities, but also of the development practitioners and which will build on the strengths of the community, and move away from attitudes of superiority and practices of dependence.

I am happy to report that our system of mining has worked out, with minor modifications, as well or better than was predicted. This, in a period of rising labor and material costs, has been most gratifying. Gilsonite is a solid hydrocarbon which occurs in vertical fissures cutting the sandstone and shale beds of the Uintah formation in south¬eastern Utah. It is found in other parts of the world under similar occurrence but nowhere else is it now being mined commercially. The Gilsonite veins on entering the shale members of the Green¬river formation break into small veinlets separated by shale, These veinlets are not now economical to mine.

Introduction In 1987, the US economy continued to grow steadily, reaching an annual rate of $4.6 trillion in the last quarter. The value of domestically processed mineralbased materials rose slightly to $250 billion. The value of US metals rose sharply to more than $7 billion. Industrial minerals rose slightly to $18 billion recycled scrap was valued at $4 billion. Metal prices rose sharply toward year-end. A number of mining and metal companies experienced increased profitability, fostering more optimism about the future. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and federal debt continue to rise. 244 million citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production fell 9% to 7.1 million units, but truck and bus production rose 9% to 3.8 million units. New housing starts fell 10% to 1.6 million units. Excess productive capacity exists not only in the US, but also in many other countries. Consequently, the US mineral industry is encountering stiff competition from others, as well as increasing competition from newer engi¬neered materials. Domestic production of plastics rose 9% to 25 Mt (27 million st) - on a volume basis, double all metals. Some 7% of petroleum goes to make petrochemicals including plastics. Imports of nonfuel mineral-based materials in 1987 were valued at $37 billion and exports at $24 billion. Imports supplied a significant proportion of total US consumption of several important mineral materials, including many classified as strategic and critical. In December, the Congress mandated that any major changes in stockpile goals be made only by law, and that the Department of Defense submit annually detailed stockpile supply/demand analyses. Concern about apartheid in South Africa continued, resulting in increasing interest about chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The National Critical Materials Council continued to monitor the US materials position. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve continues in effect through Sept. 30, 1989. Under the DPA, the US Bureau of Mines maintains the Emergency Minerals Administration. Further consultations were held with Canada to strengthen the North American defense industrial base. Coal production, 60% from open pits, rose 2% to 825 Mt (910 million st) valued at $21 billion. Nearly four-fifths was burned to generate 56% of US electricity. Exports included 42 Mt (51 million st) of metallurgical coal and 24 Mt (27 million st) of steam coal, with a total value of $3.3 billion. Domestic petroleum production fell 5% to 480 Mm' (3 billion bbl). Uranium mining, including recovery from phosphates, fell 4% to 5.9 kt (6500 st). Nonfuel minerals Major metals: Raw steel production - a major consumer of many minerals - rose 7% to 79 Mt (87 million st). This paper describes the development of a trim blast design to improve the stability of a final pit wall. Description is given of the effects of rock characteristics, rock type, and pit plans on the blast design. Currently, six benches have been mined with trim blasting. A more stable final wall has resulted and the successful program has reduced mining costs over an extended time period. Low cost blast monitoring and field observation were used to determine peak particle velocity and blast damage. Using criteria developed from this relationship, trim blasts were designed and evaluated.
