This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. Acid rain legislation, the new tax package, excess coal capacity, the effects of low oil prices, how to increase coal exports: These were among the items discussed at the May 4-7, American Mining Congress coal convention in Pittsburgh. Some 2000 people attended the convention, which also offered 15 technical sessions. As always, the state of the domestic coal industry might be characterized as "long-term promise, short-term problems." And one of these problems is acid rain. Acid rain The proposed acid rain legislation in Congress could be the most costly piece of environmental legislation ever written. In its present form, the measure could cost the nation up to $110 billion over the next 15 years. Rep. Henry Waxman's (D-CA) bill, HR 4567, would mandate large reductions in sulfur dioxide emissions from coal-fired power plants. The bill has more than 150 Republican and Democratic cosponsors. Ed Addison is president of the Southern Co., one of the nation's largest utilities and users of domestic coal. Addison noted that America's electric utility industry buys and uses nearly 85% of the coal consumed in this country. He said Waxman's bill would drive up prices of low-sulfur coal, raise electric rates, and force miners out of work in high-sulfur coal regions. In repeating a standard coal industry response, Addison said the Clean Air Act is doing the job. In recent years, while coal use has gone up, S02 emissions have gone down. Current air pollution standards are producing cleaner air, he said. Despite concern over HR 4567, the bill's future is uncertain. Several coal industry executives and analysts predict the bill will die under weight of opposition from coal, utility, and steel interests. But the acid rain issue is gaining momentum. Future legislation of some kind is likely. Meanwhile, research continues to develop clean coal technology to deal with the S02 problem. Commercialization of these front-end technologies currently lags public sentiment for acid rain legislation. Ground water runoff and contamination is another area where future legislation would seem likely. Already, one bill has been introduced in Congress. A second is being drafted. The impact of such legislation may be significant according to Bruce Leavitt, a hydrogeologist with Consolidation Coal Co. He said if current proposals are adopted, there will be more federal, state, and local government involvement in ground water regulation. In any event, the coal industry can expect to see more emphasis on preventing acid mine drainage and on water replacement, according to Leavitt. He urged those in the coal industry to present information about mining and ground water. That is needed to prevent misdirected state and federal programs, he said. Another coal industry concern is excess capacity. The industry has the mines, equipment, and employees to produce 15% more coal than at present. Problem is, the markets are not there. Slower-than-predicted growth in electric utility coal use has kept sales sluggish. There are also tax uncertainties. Congress is considering repeal of the investment tax credit and elimination of black lung payments and excise taxes as deductible expenses. One analyst estimates the coal industry would lose $1.1 billion in five years, if the changes are approved. In addition, there are the usual concerns about excessive governmental regulations involving safety and environmental matters. Bill Kegel, for example, said these regulations mean extra costs and delays in developing mines. Kegel is president and chief executive officer of the Rochester & Pittsburgh Coal Co. More than half the electrical power in the US is generated by coal-fired plants. That percentage could slip by a couple of points as nuclear generators come on-line the next few years. About 1990, though, we will see the end of US nuclear plant construction. No new nuclear plants have been scheduled since 1978. So any growth in electric power use should benefit the coal industry. BethEnergy - High Power Mountain During 1985, BethEnergy - a Bethlehem Steel Corp. - subsidiary developed High Power Mountain, a 1.8-Mt/a (2-million-stpy) surface mine in West Virginia. Construction saw movement of more than 3 hm3 (4 million cu yds) of earth. A computerized 544 t/h (600 stph) heavy media cyclone prep plant and a 3.6-kt/h (4000-stph) railroad loadout facility were built in six months. And a 5.6-km (3.5-mile) railroad spur and loop bridging a major highway were constructed. Larry Willison of BethEnergy noted the project's ambitious construction schedule. It was forced by the need for the project to be market driven and - lacking available capital - externally financed. BethEnergy did several things before obtaining with Detroit Edison a market for 0.9 Mt/a (1 million stpy) of coal. Willison said his company prospected and proved the eastern half of its 8-km2

The search for mineral deposits is a difficult high-risk enterprise whose likelihood of success is influenced by a great many factors. Among the most important of these factors are the knowledge and judgment brought to bear on an exploration problem. If, for example, a panel of expert highly experienced geologists could be convened to examine every prospect, it is at least plausible that fewer deposits would be overlooked in the exploration process. Unfortunately, whether a project is undertaken by a private company or a government agency, it is not usually feasible to convene such a panel. Our purpose in this chapter is to describe an experimental system of computer programs called PROSPECTOR that is intended ultimately to provide expert consultation on problems of mineral exploration and resource evaluation. Ideally, PROSPECTOR would serve as a surrogate for a panel of expert economic geologists. However, because the cost of computation is very low and is projected to drop by a factor of about 100 over the next two decades, systems like PROSPECTOR could be made available to the exploration enterprise at large. When consulting about a prospect, the PROSPECTOR system first gives the field geologist an opportunity to tell the program about the most significant features of the site: the major rock types, minerals, and alteration products. The system then compares these observations with a number of stored models of various types of ore deposits and forms alternative hypotheses about the types of deposits that might be present. The system next engages the geologist in a dialogue in order to obtain additional data that would be useful in resolving the multiple hypotheses. The geologist can interrupt the system at any time to obtain clarifications of questions, volunteer additional data, request the reason a particular question has been asked, or obtain a general summary of the state of the consultation process.

After Abe Lee discovered gold (in April 1860) near the site of present-day Leadville, Colorado, he and is group staked nearly all of California Gulch with "speculative claims." They did so in an effort to grab any property that might be potentially profitable. But the plan did not work. New prospectors demanded a miners' meeting, from which arose the official "Bylaws of California Mining District, California Gulch, Arkansas River." These bylaws, adopted on May 12, 1860, established provisions as to the number, size and type of claims that could be filed. Fair laws invited more newcomers. By mid-summer, 5,000 people with tents and wagons were scattered from one end of the gulch to the other.Among the earliest arrivals to the region that spring were Horace Austin Warner Tabor and his wife, Augusta. H.A.W. Tabor, who was to become a pillar in the development of Leadville, arrived at California Gulch during a food shortage. He sacrificed his oxen so that hungry miners could eat. By doing so, he immediately became the friend of many. Augusta established a little store where she sold her baked goods and provided meals. Like most of the men, Horace prospected the surrounding hills. He only did so, however, for a short time. California Gulch yielded more than $5 million in gold during the next five years. By 1866, however, the placer gold was gone and most of the miners had packed up and left. Charles J. Mullen and Cooper Smith, who were grubstaked by a Philadelphian named J. Marshall Paul, found a new, rich lode at the Printer Boy Mine in 1868. It was the first underground gold mine in the Leadville area and marked the transition from surface mining to underground hard rock mining. Its discovery created a new but modest flurry of activity. Heavy black sand covered the region and made gold mining difficult. In 1875 William Stevens and Alvinus Wood decided to have the sand assayed. They discovered that it contained 15 ounces per ton of silver and was rich in carbonate. Stevens and Wood kept their find a secret for nearly two years. When the word spread in late 1877, the silver boom was on. In 1878 prospectors, merchants and others trickled into town from all directions. Dr. David H. Dougan closed his office. in Alma, crossed Mosquito Pass and set up shop in Leadville. Nobody seemed to need a doctor, however, and Dougan sat in his office for 28 days without a customer. On the 29th day he received word that there had been a mining accident and he was needed immediately. -That was the begin¬ning of his illustrious career in Leadville. Dougan was a successful physician, became mayor in 1881 and was later president of the Carbonate National Bank. Leadville was a simple community of log structures in 1878. By June of the following year, however, it had blossomed considerably. According to Cass Carpenter, as of May 1,1879, Leadville had "...19 hotels, 41 lodging houses, 82 drinking saloons, 38 restaurants, 13 wholesale liquor houses, 10 lumber yards, 7 smelting and reduction works, 2 sampling works for testing ores, 12 blacksmith shops, 6 livery stables, 6 jewelry stores, 3 undertakers and 21 gambling houses where all sorts of games are played as openly as the Sunday School sermon is conducted." Additionally, there were 36 brothels. When George E. King and other architects arrived, Leadville took on an air of elegance and sophistication. In sharp contrast to some of the Victorian-style, gingerbread-laced homes in Leadville, its suburbs were comprised of many tenement shacks and plain cabins mixed with a few commercial buildings, many mines and smelters. Mines sprinkled the area east of Leadville like pepper from a pepper shaker. Wherever there was a cluster of mines, a camp usually sprang up. Most were very close together. South of Leadville the giant Arkansas Valley lead smelter sprawled out between Stringtown and Bucktown in an area known as Smelter Valley. Founded in 1879 as the Billing and Eilers Smelter, the Arkansas Valley plant was operated by the American Smelting and Refining Company. Several other smelters operated in the vicin¬ity. In April 1878, Horace Tabor grubstaked prospectors August Rische and George Hook. For $64 worth of supplies and tools, he was guaranteed a one-third interest in their findings. Rische and Hook discovered the Little Pittsburg (often spelled Pittsburgh) Mine and made Tabor an instant millionaire. Tabor once purchased a "salted" mine, the Chrysolite; but instead of considering it a bad deal, he further developed the property and struck rich silver ore. Later, Tabor purchased the Matchless Mine for $117,000, possibly the only investment he made without partners. During its peak years, the Matchless yielded $1 million worth

Gold Fields Mining Corporation started processing ore from it's Chimney Creek operation in northern Nevada in November, 1987. Since that time production has averaged about 200,000 ounces per year from the milling and dump leaching circuits combined. The events that led up to commissioning of the plant started in January of 1985 when the Gold Fields exploration team drilled their first hole in an area now known as Discovery Hill. The major orebody was located later in the year in what is currently the major focus of activity, the North Pit. Subsequent drilling since plant startup has found another 14 million tons of ore two miles south of the original orebody. This South Pit orebody is currently being stripped and metallurgical testing is underway. Engineering Engineering on the Chimney Creek plant started in earnest in May, 1986. Davy McKee Corporation from San Ramon, California, did both the engineering and the construction management. Before engineering began the entire senior staff of the Plant Department was hired and assigned to the project. Senior staff included the Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist. Gold Fields does not employ an internal central engineering staff to design their plants. We feel that the people who design the plant should be the ones who will be required to run it once it has been commissioned. This philosophy affords a continuous accountability from start of design through commissioning and operations. All four of the senior staff spent the most critical phase of the engineering stage at Davy McKee, so the plant is truly a reflection of all four disciplines. In bringing on the Maintenance General Foreman from the start, there was a focus placed on ease of maintaining the plant. Another philosophy that was adopted from the start was that the plant be easy to work in and maintain for both operators and maintenance personnel. Numerous design criteria were given to Davy McKee to ensure this. For example, we required that every piece of equipment could be reached easily with a crane or fork lift. All conveyors were required to have walkways on both sides for ease of maintenance and a minimum of 30 inches of clearance under them for ease of cleanup. Visibility for operators was considered very important and the control rooms and general plant layout were designed with this in mind. A list of about 100 general rules were given to Davy McKee during the early layout meetings and these were held as the general design criteria throughout engineering and construction. While engineering was progressing in San Ramon, California, dump leach test work was being done at the site. Three 6 foot diameter fiberglass columns were constructed and filled to a 20 foot height with low grade ore. Leaching characteristics were determined and the dump leach design was based on information collected from these columns. Construction The major contractors on the project were The Industrial Company for the bulk of the piping and structural, EMKO on the electrical/ instrumentation and Hunewill for most of the earth work and leach pad construction. All plant operating and maintenance personnel were employed eight weeks before startup for intensive training. Instructors were Gold Fields personnel, including foremen, and Davy McKee engineers. On occasion, selected suppliers representatives were brought in to discuss major pieces of equipment. Project completion was targeted for January, 1988 at a projected cost of 78.9 million dollars. Actual startup was about 1 1/2 months ahead of schedule and slightly under budget. Full design capacity was achieved the first full month of operation. Crushing Run of mine ore is delivered to the crusher and dumped into a 90 ton hopper which is topped with a 30" X 30" opening stationary grizzly. Acid rock drainage is one of the most complex issues facing regulators and mining companies for management and remediation of mining wastes. All mining waste units, including open pits, underground workings, tailings, waste rock and leached spent ore have the potential to generate acidic leachate based on the acid generation or neutralization potential of the material. This paper uses a case study of the Walker Mine in northern California to give an overview of the available control and mitigation methods. Wetland design is emphasized as a low-cost alternative treatment option for wastewater remediation. The Walker Mine is located on the eastern flank of the Sierra Nevada, 20 miles north of Portola in Plumas County, California. The Walker Mine was an active copper mine between 1915 and 1941. During active mining, tailings were discharged into an area 1 mile west of the site at the confluence of Dolly Creek and Grizzly Creek. In addition, there were two main sources of metal-rich, acid waters impacting Dolly Creek: discharge from the mine tunnel portal, and seepage and surface runoff from waters contacting mine waste downslope from the portal area. A mine portal seal was installed in 1987 which prevented the majority of mine water drainage from further contaminating the area. Minor drainage from the portal and seeps discharge into a holding pond which overflows into Dolly Creek when elevation exceeds 6,200 feet. A site characterization study was performed to evaluate the potential water quality threat to Dolly Creek from mine tunnel discharge and waste rock seeps. Based on the results of this study several remedial options were investigated, both on a design and cost basis, to determine which abatement alternatives could be realistically implemented. The remedial options considered include both in situ containment (landfill, waste pile) or removal (backfilling into underground workings and/or sinkholes) of solid wastes. Waste water remedial options include long-term, seasonal treatment of the portal mine water, or long-term, passive treatment of portal discharge and waste pile leachate.

Potash is a generic term that includes potassium chloride, potassium magnesium sulfate, potassium sulfate, potassium nitrate, and sodium-potassium nitrate mixtures. In the ceramics industry, potash is also used to refer to potassium oxide. Potash, primarily in the form of potassium carbonate, was the first industrial mineral produced in the United States, and the first US patent issued was for an apparatus and process developed in 1790 for its production (Paynter, 1990). Prior to the 1860s, potash was primarily sold as an impure form of potassium carbonate produced by burning hard- wood trees and leaching the potassium salts from the ashes. The major early uses of potash include soap and glass making, dyeing fabrics, baking, and saltpeter for gunpowder. In 1859, the development of a purification process to remove the sodium and magnesium chlorides was developed for the carnallite found at Stassfurt, Germany, and mined potash became available. With the appearance of mined potash and the earlier (1840) discovery in Germany by Justus von Liebig that potash was a nutrient for crops, potash started to be used for high valued crops such as cotton and vegetables. The German potash companies quickly developed a manufacturing process for producing potassium sulfate for tobacco fertilization. German potash supplied nearly all American needs until the embargo of the First World War when imports from Germany were interrupted (Bateman, 1918). With the discovery of potash deposits in New Mexico in 1931, the United States became self-sufficient in potash. In 1962, the United States began importing potash from Canada, and two years later domestic apparent consumption began to exceed domestic production. Along with nitrogen and phosphorus, potassium is one of the three essential plant nutrients, the "K" of NPK terminology. As a result, 95% of potash production is used as plant fertilizer. In all plants, inadequate potassium diminishes growth, causes increased disease, stalk and stem breakage, and susceptibility to other stress conditions. Plants take up large quantities of potassium from the soil, and potash fertilization replaces this loss so that each new crop can be grown with the same vigor and productivity as the previous year's crop. The potassium depletion of the soil from growing repeated cotton and tobacco crops is well known in the history of southern agriculture in America. George Washington was known to have studied alternative crops that could be grown on soil that had been depleted by repeated tobacco crops. Most of the remaining 5% of potash consumption is by the chemical industry, as potassium hydroxide to produce soaps and detergents, glass and ceramic products, dyes, explosives, alkaline batteries, and medicines. Potash as chemical is used in oil field drilling mud, the aluminum recycling industry, and the electroplating industry. Additional minor uses for potassium chloride include water softener regeneration, sidewalk deicing, and salt substitution for human consumption. Potash is used in the food industry as potassium phosphate, and in production of glass products as potassium carbonate or nitrate. GEOLOGY Potassium is the seventh most abundant element in the earth's crust and the sixth most abundant element in seawater. It is found in silicate minerals of igneous, metamorphic, and sedimentary rocks and is also a major constituent of many surface and subsurface brines. The majority of world potash resources are found in subsurface bedded salt deposits which yield high grade, large tonnage ore bodies and are amenable to low cost mining and beneficiation. Because of the relatively high solubility of potassium minerals, potash from salt deposits is ideal for use as fertilizers. Some potash production is from evaporation of naturally occurring brines, but the vast majority of current domestic and international production is from bedded salt deposits. Sylvite, carnallite, kainite, and langbeinite are some of the more important potassium minerals (Table 1). Sylvinite, a mixture of KC1 and NaCl is the highest grade potash ore. Carnallite can be considered a potash ore when removal of magnesium chloride is included in the beneficiation, but it can also be considered a contaminant when mining for sylvite. Potassium sulfate and potassium nitrate are typically manufactured products. Potassium sulfate is produced from mined minerals through conversion processes in Italy, Germany, and Carlsbad, NM, and from brines in southern California and at the Great Salt Lake in Utah. Natural deposits of potassium nitrate occur only in small amounts in Chile. The majority of potash-bearing bedded salt deposits are believed to have originated from the evaporation of seawater or mixtures of seawater and other brines in restricted marine basins (Schmalz, 1969). The reflux depositional model for evaporite deposition was first described in the literature in 1888 by Ochsenius. A shallow bar, or sill, across the mouth of a basin lets in a restricted flow of seawater which evaporates into a salt-precipitating brine (Fig. 1). The density of the brine at the distal end increases with increased salinity, sinks to the bottom, and sets up a reflux current of higher density brine back toward the ocean. The sill, which restricts the inflow of seawater, allows inhibited flow of evaporation-concentrated brines back to the ocean. The least soluble salts are precipitated nearer the sill, and the most soluble components come out of solution in the deeper parts of the basin. The result is a lateral facies change in a tabular-shaped deposit that is due to the salinity gradients in the brine (Fig. 2A). The asymmetrical facies distribution of the Paradox Formation (Middle Pennsylvanian) Utah (Hite, 1970), the Prairie Formation (Middle Devonian) in Saskatchewan (Holter, 1972), and the Salado Formation (Upper Permian) in New Mexico (Lowenstein, 1988), might prompt explanation by such a model. Other deposits, such as the Salina Formation (Upper Silurian) in Michigan (Matthews and Egleson, 1974), show a facies distribution that could be described as a bull's eye pattern. Although some small subbasins of high grade sylvite are found near the margins, the potash is generally located in a central part of the basin surrounded by successively less soluble facies (Fig. 2B). In 1981, North American Degerstrom Contracting began gold mining on the Little Rocky Mountain Range, near Zortman, MT. In the past four years, the price of gold has fluctuated from a high of $16/g ($500 per oz) to a low of $9.60/g ($300 per oz). With that kind of a moving target, profitability presents a management challenge. Based in Spokane, WA, Degerstrom employs 85 people at the mine. It is one of the largest heap leach operations in the nation. Last year, 8 Mt (9 million st) of low-grade ore was moved to the leach pads in a two-shift, five-day operation. The current pit being worked produces 218 kt/m (240,000 stpm) of leaching ore. Ore fragmentation critical The gold bearing ore has no defined patterns or seams. It is an igneous intrusion resulting from volcanic activity. It occurs spontaneously throughout the range. To recover the gold, areas are staked out and core samples are taken and analyzed. These data determine if the ore is rich enough to mine. Once mining begins, an average of 150 holes are drilled and blasted on a two-day rotation. Five Ingersoll-Rand T4s drill on a 4- x 4.5-m (14- x 15-ft) spacing to a 7.6-m (25-ft) depth. "When we first came to this site, we drilled on a 3.6- x 3.6-m (12- x 12-ft) pattern," said Paul Baker, superintendent for N.A. Degerstrom Contracting. "We did some experimenting using a high density emulsion in the bottom of the hole and filling the rest with regular Anfo." The high density emulsion saved the company on overall drilling and blasting costs since the holes could be spaced on a wider pattern and still achieve the high degree of fragmentation needed for leaching. Blasting is important because the gold lays in the natural strata of the rock. Also, the ore is not crushed before it goes to the leach pads. So complete fragmentation is critical. Terrain dictates loading/hauling system The shot ore is worked in 6 m (20 ft) benches by two Caterpillar 245 front shovels equipped with 3 m3 (4 cu yd) buckets, a 992C wheel loader with a 12.6-m3 (16.5-cu yd) bucket, and a 988E high lift fed by a D9H. A Caterpillar D10 tractor trap dozes to the loader. According to Baker, the 6 m (20 ft) bench is an efficient lift for the front shovel and the wheel loader. In tight quarters or in a pocket of ore, Degerstrom uses the 245s. For high production areas, the wheel loader is used. The hauling fleet includes 28 Cat 773 off highway trucks. The 45 t (50 st) trucks are seven pass loaded by the 245s with a 25-second cycle time per bucket load. The 992C loads the trucks in two passes in less than 30 seconds. The cycle time is four to five minutes for a 1.2-km (4000-ft) haul on grades that average 10%. Grades, in some places, exceed 16%. "We use the 773s because they have a low weight-to-horsepower ratio - that's what you need in steep country," Baker said. The trucks haul the shot ore to the leach pad. Currently, Degerstrom is working a pad that has a capacity for 5 Mt (5.5 million st) of ore. Building the leach pads The base of the pads resemble a large drainage basin. They take about one month to construct. A 0.3-m (1-ft) layer of impervious bentonite clay is hauled in and leveled by a Cat D9H tractor. A 30-mm (1.2-in.) PVC liner is then laid in place on top of the clay base. It, in turn, is covered with tailings from an old on-site mill. Degerstrom uses the tailings to protect the liner from tears when the ore is dumped. The ore is leveled and built up in 9 m (30 ft) lifts by the D9H. The tractor rips the top layer. Then, a network of plastic irrigation pipe is put in place to distribute a cyanide solution over the surface. The leaching solution percolates through the ore and dissolves the gold. The solution drains from the pads and is pumped to a 22.7-ML (6-million gal) pregnant solution holding pond. The liquid then goes through two separate filtration units. One unit removes entrained solids and the other side adds a zinc dust to precipitate the gold. This is collected on filters. The affluent then returns to a solution holding pond for redistribution through the pipeline network. Typically, 80% of the pad's potential recovery takes place in the first 30 days of leaching. The process stops when the ambient temperature falls below the cyanide's freezing level. And each pad has a leach cycle of four to five years before recovery values decline to a point where further leaching becomes uneconomical. At Zortman, it takes 9 t (10 st) of ore to produce 31 g (1 oz) of gold. It is therefore critical to keep total production costs down and efficiency high.

2.1 INTRODUCTION This chapter provides the reader with a sense of how a heap leach project may make an orderly, and hopefully non-traumatic, transition from discovery or acquisition to project construction. In making this transition a project can pass through several project development phases (i.e. ore definition and delineation, conceptual engineering, detailed engineering, and ultimately on to project construction and operation). "Go" or "no go" decisions may occur at any point in each of these phases. The transition from ore definition to detailed engineering should be accomplished via a well thought out program of interdisciplinary studies and an integrated, interdisciplinary project team. This chapter also describes, in general terms, a "roadmap" approach to the project evaluation process that must occur as project planning and development progress. It is the experience of the authors, as well as a myriad of companies who have been through the heap leach project development process, that a systematic approach will save many headaches, and many dollars. In fact, it is safe to say that a project with no formalized system of "objectives setting" and "milestone charting" may well flounder along the way, even if an economic ore body exists. Many papers and technical articles have been written about various aspects of mineral resource appraisal, economic evaluation, and mine development. Most of these invoke the same general philosophy of a systematic approach to project evaluation and development, although methods cited for attaining goals are quite variable. This is undoubtedly appropriate, given the fact that there is great variation in approach to project development (e.g., climatic considerations, ore body size and physical ore characteristics, permitting constraints, etc.). For the purposes of this chapter, two primary sources of information have been used to highlight the "road map" approach previously alluded to. These sources are cited throughout the text as Mackenzie (1980) and Snow and Michel s (1986). A brief summary of each of these sources is provided below: Brian GJ. For thousands of years gold has been not only a commodity, valued for its comparative scarceness, immutability and homogeneity but also a medium of exchange which has no nationality. Approximately 90% of the gold produced is still accessible in the world, although some of it in museums, galleries, jewellery and dental work is not immediately available for circulation. The majority is held as bars by central banks for their reserves; the balance circulates as coinage or bullion held for investment. The value is further enhanced by the political aspect that gold cannot be debased as paper currency can and, therefore, it always becomes an investment refuge. It has always been possible to buy and sell gold at a price which is readily established by reference to bullion's weight and purity; and it is this fact which makes a loan denominated in gold, rather than one in currency, a viable alternative means of finance. The purpose of this paper is to discuss some general aspects of what is considered to be one of the more effective and presently popular methods of financing the development of a gold mine - the gold loan. This is not intended to discuss all the minute details which must be uniquely designed to fit each individual situation, but rather to provide general guidelines. You will all be aware of the traditional sequence whereby companies primarily finance exploration work by the raising of equity through the sale of shares to the public or by that unique Canadian form.

4.1 INTRODUCTION Metallurgical testing is required on any ore, waste or tailing material before amenability to heap leaching treatment can be accurately determined. The amount of testing necessary to determine and optimize heap leach amenability and conditions for any feed material is determined by the ore type, grade, size of deposit, and the overall financial commitment a particular company is willing to make. It is very easy to either "under-test" or "over-test" a particular deposit or feed material. A good heap leach testing program will provide the necessary design information without "bogging" down in too much detail. The three basic stages of ore testing include: • Preliminary--bottle roll tests and small column percolation leach tests; • Detailed--larger column tests, different feed sizes, and feed size optimization; and • Pilot-Scale--Column or field heap. The following subchapters describe the stages of heap leach testing necessary to put a viable property into production. 4.2 PRELIMINARY METALLURGICAL TESTING The two types of preliminary tests that can be undertaken include bottle roll or cyanide agitation tests and small column leach tests. Each of these is described below, along with information about what the test results provide in terms of furthering knowledge of ore qualities. 4.2.1 Bottle Roll Tests The first step in a heap leach testing program is preliminary bottle roll tests at a relatively coarse feed size to determine the ore's leachability. Bottle roll tests are usually conducted on reverse circulation drill cuttings samples (= 1/4 inch (6 mm) in size). Bottle roll tests provide initial information about precious metal recovery, recovery rate, and reagent requirements. The recovery results are to be considered maximums because attrition grinding creates fines and liberates recoverable values that would not be liberated from the material during a static leach. Bottle roll tests can be conducted on up to 25 lb (11 kg) ore charges of up to two inches (50 mm) in size. However, the coarser the feed the more attrition grinding occurs during rolling.

The Bowie chabazite deposit has yielded the most mined tonnage of any natural zeolite deposit in the United States. Since 1962 the deposit has yielded about 12,000 tons of crude chabazite, with an estimated market value of S30 million when sold as an activated molecular -sieve product. Between 1,000 and 1,500 tons of high-purity crude lump chabazite is now produced annually by stripping and selectively mining the lower, massive, half-foot-thick, "high-grade" bed. All of the chabazite is still shipped out of State for grinding prior to extrusion and activation. Zeolite minerals were discovered at the Bowie deposit in 1875, when Oscar Lowe identified a hydrous silicate related to chabazite or stilbite from a tuff bed that cropped out in the San Simon Valley. It was not until 1959, however, that chabzite, erionite, and clinoptilolite were positively identified as the principal constituents of an altered vitric-tuff horizon that crops out in the area originally described by Lowe. Shortly after the rediscovery of zeolite minerals in the San Simon Valley, several of the major producers of synthetic zeolites acquired land positions covering the outcrops, including projected extensions, and began exploration drilling. By 1980 all of the known chabazite reserves had been acquired by five companies and two individuals. The more than 3,000 holes drilled to explore the deposit and the excellent exposures provided by the strip-mined areas indicate that the chabazite-bearing horizon (known as the marker tuff) is confined to a flat-lying lacustrine section known to the operators as the Green Lake Beds. The deposition of the parent airborne vitric ash and subsequent zeolitic alteration was controlled by many factors, including the lake-bottom topography, depth and cation content of the saline-alkaline lake water, and proximity to post-depositional erosion surfaces. Zeolitic alteration was complete when an extensive system of younger paleochannels deeply eroded the Green Lake Beds. This left only a few erosional remnants of the marker tuff and the lower "high-grade-bed" that constitute the present deposit. Both the channel gravels and the Green Lake Beds are overlain by a section of halite-bearing brown mud-stones, known as the Brown Lake Beds. The bowie chabazite deposit can be used as a model to guide the exploration and development of other zeolite deposits that formed in saline-alkaline lacustrine environments.

If you haven't, I'd suspect you've never really run a mill. This is what we call "Horrible Spill Areas We Had When We Started Up the Plant and How We Fixed Them." Our next speaker has had a really great operating career. He had many years with Newmont in the Carlin area, and now he's executive vice president and chief operating officer of Independence Mining Company: Jim Komadina. I don't have to be nice to the speakers anymore, do I? [laughter] You may wonder why we picked Jim Komadina to give this talk. I was involved many years ago in the start-up of Newmont7s Gold Quarry plant. Jim held quite a responsible position there. I'm not going to say anymore, but I have in the back of my mind this picture of the pump floor and a rowboat and a guy rowing around on the pump floor. [laughter] Jim, was that you? [laughter] JIM KOMADINA: Probably. I wasn't responsible for the design. [laughter] Actually it's amazing. I've seen a lot of these plants and actually had the opportunity to walk around them, so when I say this, "Horrible spills I have seen and done," it's because I've been responsible for more than my fair share of them. This paper describes a graphical mini computer system called MPASS 2 (Mine Performance Analysis/Simulation) which has been designed to conduct analysis of underground room-and-pillar mining operations using both conventional and continuous mining methods. Dynamic, graphic displays of mine face machine activities are presented on the CRT screen to provide extensive visibility into underground mining activities. MPASS 2 consists of: an interactive inputting system that graphically creates a room-and-pillar mine and describes the mine when production is initiated; a time-step simulator that produces statistical summaries of shift activities and uses CRT screen graphics for accelerated-time display of machine activities and delays; a statistical analysis subsystem for analyzing mine performance data; an industrial engineering system that permits users to enter actual machine activity statistics and replay mine operations on the CRT screen; and a data management system to store historical performance information on mine characteristics and operations. MPASS 2 operates on a Hewlett-Packard 9845B mini computer with 450 K bytes of extended memory, and is written in H-P BASIC. It has been installed at Freeman-United Coal Mining Company in West Frankfort, Illinois and at the U. S. Department of Energy Pittsburgh Mining Technology Center. Applications include production system simulation, industrial engineering analysis, production scheduling, new equipment evaluations, and training.

INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores such as cobalt, platinum, gold, silver, etc. Froth flotation is a physico-chemical process for separating finely ground minerals from their associated gangue material. The process involves chemical treatment of a finely divided (ground) ore in a water pulp to create conditions favorable for the attachment of certain of the mineral particles to air bubbles. The air bubbles then carry the selected minerals, called valuable, to the surface of the pulp to form a stabilized froth which is removed and recovered. The unattached gangue material remains submerged in the pulp and is either discarded or reprocessed. To obtain the adherence of the desired mineral particles to the air bubbles, at least two specific steps must occur: a hydrophobic (water hating) surface film must be formed on the particles to be floated along with a hydrophillic (water wetting) film on all other particles; and a controlled bubble surface tension interface must be maintained, allowing for high particlelbubble collision frequency and efficient attachment or sticking of the particle to the bubble once collision has taken place. In most flotation applications, the above two steps are controlled by chemical flotation reagents. The collector is a chemical reagent which produces the hydrophobic film on the valuable mineral particle and is the primary driving force that initiates the flotation process. The frother is a chemical reagent which influences the collision frequency and attachment efficiency of hydrophobic particles and air bubbles. Thousands of research papers and books have been published on the chemical theory behind sulfide mineral collectors, e.g., Fuerstenau (1962), Fuerstenau (1976), Fuerstenau, et. al. (1985), King (1982), Leja (1982) and Moudgil and Somasundaran (1987), This article will only address and summarize some of the more practical aspects of collector usage. The industrial scale practice of froth flotation in sulfide mineral concentration has changed little since the 1950's. For example, of the approximately 80,000 metric tons of sulfide mineral collectors used commercially (1980) in the free world, almost 98% were known and manufactured in some form 25 years ago. A very interesting and informative history of collector development has been given by Crozier (1984). In addition, the industrial scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully at an industrial scale for many years. As a result of the above environment which makes reagent cost/performance analysis difficult for new reagents, there is a strong tendency for the flotation operation to use, and reagent companies to supply, as cheap as possible raw materials and manufactured products that are quite general in application. In the last 20 years or so, there has been increasing technical effort to tailor make reagents for specific applications, but to date such work has had little commercial impact. It is clearly the hope of this author and others that this situation will change in future years as technology improves and pressure for improved flotation performance intensifies. This article is a condensation of collector usage trends quantified as part of a comprehensive industrially oriented applications program on froth flotation organized by Klimpel and coworkers (1979-1987) and as reported in various countries that participated in the program from 1978-1983. The National Mining Hall of Fame and Museum in Leadville, CO seized the opportunity to show off during its 10th anniversary induction banquet on Sept. 6. "We wanted to make people more aware of the mining hall of fame and museum," said Carl Miller, its executive director. The annual event honors inductees into the Mining Hall of Fame. This year, the inductees included Paul Wheeler Allen, Joseph Rosenblatt, Arthur Fay Taggart, Joseph Toy, Joseph Wharton and John Benjamin Zadra (ME, August, pp. 60-63). Allen, of Pasadena, CA and Rosenblatt, of Salt Lake City, are both living. Only Allen was able to attend. This year's induction banquet was the first held in Leadville, North America's highest incorporated city, at 3,094 m (10,152 ft) above sea level. The banquet gave attendees an opportunity to see the museum in its century-old 6,500-m2 (70,000-sq ft) Victorian schoolhouse. Many of the 350 guests came in 1890s dress to the black-tie affair. The evening included a cocktail reception and an open house along with a catered, prime rib dinner. During the open house, attendees had the opportunity to tour the museum's 12 rooms of exhibits and displays. Among items of interest, it was noted that a framed directory of inductees now enhances the entrance to the hall of fame. The directory is organized by the inductees' names and the location of their plaques, allowing visitors to quickly find hall of fame members. Noted mining historian and author Duane Smith delivered the keynote address at the banquet. After the induction of the six honorees, attendees danced to the big-band era music of the Leadville 17-piece band BandAge. Karl Elers was the master ceremonies for the evening's program. He is a member of the hall of fame's board of directors and is chairman of Battle Mountain Gold Co. Allen was honored by the presence of 26 former colleagues and associates. He told the audience that he originally thought the museum should have been located in Denver. "But I have been proven wrong," he said. For many years, Allen was the operational executive of Cyprus Mines Corp. and a key participant in the company's growth. Allen received a replica of his mining hall of fame plaque from Thomas Falkie, chairman of the hall of fame's board of governors and president of Berwind Natural Resources Co.

Over the past few decades, ELM based separation processes have become an attractive and efficient way to remove toxic metal ions from the various aqueous waste effluent streams. This paper provides a comprehensive review of the generation, characterization, and applications of emulsion liquid membrane (ELM) from the more than 280 papers and books published so far. First, the ELM formation and the transport mechanism are introduced. Then the ELM stability and emulsion splitting methods are discussed in detail, followed by the latest research and findings of the extraction of copper and nickel using the ELM technique during the past few decades, including a thorough discussion of ELM operating parameters that impact ELM stability and extraction. In addition, the kinetics study and industrial application of this technique for the removal of coppers/nickel solutes are also presented and discussed.

The total energy demand in the United States increased about 4 per cent annually during the 1960's 1 and is expected to increase at the same rate during this decade. Z Fuel oil growth in the 1960's was only Z per cent per year until 1968, but it increased to 8 per cent in 1969 and 11 per cent in 1970. Fuel oil demand is expected to grow at a 6 per cent rate through the 1970's. Part of this rapid increase in demand has been caused by restrictions placed on the sulfur content of fuels. High sulfur coal can no longer be burned in many parts of the country and has been replaced by low sulfur fuel oil. An insufficient supply of natural gas has also contributed to fuel oil demand. Air pollution regulations have not only caused an increase in fuel oil consumption, but they have also caused a reduction of sulfur content in residual fuel oils. Current regulations call for 1 per cent maximum sulfur content fuels over much of the country. Sulfur contents of fuels are limited to 0. 3 per cent in certain areas on the east and west coasts. Sulfur in residual fuel oils from high sulfur imported crude oil is reduced to 1 per cent currently. However, sulfur reduction to 0. 3 per cent is difficult and expensive.4 As a result, refiners may be hard pressed to supply the market for low sulfur fuel oil. The oil shale deposits in Colorado and Wyoming potentially are a huge source of low sulfur fuel oil. It will be shown that the low sulfur content and more importantly the sulfur

[INTRODUCTION] The significance of gamma exposure to uranium miners has been recognized only in the last few years. Most ore deposits which have been underground mined, were 1% or less U308. Full-time mining of this grade ore can result in exposure exceeding 1 Rem per year. Several companies in Saskatchewan are planning to mine recently discovered ore bodies which contain ore pods in excess of 10% U308. The purpose of this paper is to present dose data which can be used to estimate gamma exposure from high-grade ore deposits, and to present mining techniques which will minimize miner exposure. [Dose Estimates] When one has a point source of radiation, the conventional laws of isotropic emission and the fall of dose with square of the distance, make dose calculations relatively easy. However, if one has an area source of infinite thickness, the assumption must be made that a uniform gamma flux is being emitted from all faces of the source (Figure 1). Dose from gamma emission would fall off only due to air attenuation up to such a distance at which the source can be considered to be a point source (usually 10 times the largest dimension of the source). For short distances, such as to the cab of ore-moving equipment, the dose reduction would be negligible. Assumptions: 1) Radium and gamma-emitting daughters are in secular equilibrium with uranium. 2) All gamma radiation is emitted from radium and its daughters. 3) Average gamma energy of 0.8 MeV. 4) Uranium ore has a linear attenuation coefficient of 0.212 cm-1, similar to that of Si02(sand). 5) Uranium ore density of 3.0 gm/cm3. 6) One curie of radium emits 6.84 x 1010 photon/sec(l). 7) One percent uranium ore contains 1 x 10-8 Ci/cm3 of radium. 8) Each MeV of 0.8 MeV photon results in a dose of 2.10[ ]10-3 mRem/hr. per MeV/cm2 -sec. 1) 9) Minimum ore depth 100 cm. 10) Linear attenuation coefficient instant for radium gamma of 0.374 cm -1 [ ] The photon flux from a radioactive slab is computed as follows: [Flux = photon/cm3 3(1) 2u S] [where, us is the linear absorption coefficient of s the source (uranium ore).] Thus, 1% uranium ore, in the form of an infinite slab, emits 1613 photon/cm2-sec, which results in a dose rate of 2.71 mRem/hr. When I reached Warren after the "de luxe" South American expedition I had little idea what was in store for me. From the large check Thayer had handed me just before I left New York I was pretty sure the future would be good, and that before long it would involve Anaconda. Evidently, Mr. Thayer had left it to Dr. Ricketts and John Greenway to work out the details The next morning Greenway asked me to come to his office and told me that he and Dr. Ricketts had discussed the question and that Anaconda would make me an offer I could not refuse. They proposed to pay me almost $1000 a month, more than twice my current salary. They had agreed that I should stay with Calumet and Arizona for the rest of the year to help with Bisbee development and anything I could to assist with the New Cornelia plans and construction Of course I could not turn down such a flattering offer, as I had about reached the limit of advancement with a much smaller company in anything save a high executive job, and it would be a long time before I could be ready to change from exploration and geology to operating. Greenway and I agreed that I would stay with him for the remaining eight months of 1916 without any particular title but helping in any way I thought would be most useful. Bisbee and Ajo Study It turned out to be a busy half year, in addition to many good times with my Bisbee friends. The Uplift Club did not meet as regularly as in earlier years, but Mason Ross, Jim Lewis, Bill Gohring, Roy Mitchell, Hubert d'Autremont, Arthur Notman, and I did have many "bull sessions" and poker games.
