In recent years in situ leach mining has emerged as a viable technology for the recovery of uranium from strata in South Texas which contain relatively low concentrations of uranium ore. Because the ore bodies lie within groundwater aquifers, a significant determinant in the economics is the requirement that such aquifers be protected from contaminantion. Since ammonia is one of the constituents of the leach solutions now being field tested, one environ- mental problem to be resolved is the removal of ammonia at the end of mining. A second related question is the fate of the ammonia which is not removed by the restoration procedure. This paper considers the displacement and migration of ammonium in a flowing electrolyte with concomitant ion exchange. The ion exchange is an important feature since, during the solution mining phase, ammonium saturates the mineral exchange sites and must be removed from these sites. A mathematical model is used to simulate this process and the model is tested against the results of laboratory experiments. It is found that the simulations are adequate if an appropriate selection of parameters is made. The model is then used to investigate the effect of cation composition and concentration of the restoration medium as well as dispersion on the overall effectiveness of the process. It is concluded that increasing the concentration of monovalent ions in a solution containing a mixture of both monovalent and divalent ions decreases the adsorption selectivity of the divalent ions with respect to all monovalent ions including ammonium. Thus increasing the ionic concentration of a restoration fluid by increasing the concentration of a nonselectively adsorbed (with respect to ammonium) ion may have a very limited benefit. Dispersion attending the flow of fluids in a porous medium is also shown to be an important factor. The effect of dispersion can greatly reduce the benefits of having a displacing cation which is adsorbed selectively with respect to ammonium. Since dispersion increases almost linearly with fluid velocity, an optimum displacement rate may exist.

The mining of coal in Alaska receives special treatment in the Surface Mining and Reclamation Act passed by the U.S. Congress in 1977 (PL95-87). Section 708 of the Act required that the National Academy of Sciences (NAS) perform a study of "Surface Coal Mining Conditions in the State of Alaska, In Order to Determine Which, If Any, of the Provisions of the Act Should be Modified with respect to Surface Coal Mining Operations in Alaska'. The special committee on Alaskan Coal Mining and Reclamation of NAS completed their study in 1980 and prepared their report (NAS, 1980). At this time, the Secretary of the Interior and the Congress have taken no special action with regard to either special regulations geared specifically to Alaska or to submitting special draft legislation to the Congress requesting amendment of PL95-87. The Alaska Department of Natural Resources (DNR) has drafted legislation which was submitted to and passed by the 1982 session of the State Legislature. The State regulatory agency has also drafted the requisite regulations necessitated by the amendments to the State's Basic Coal Mining Act. It is expected that by mid 1983 DNR will have applied for "primacy" to the office of Surface Mining, U.S. Department of the Interior (OSM). They will be submitting the amended State Law, the revised State Regulations and an operational plan as called for by OSM regulations. The presumption is that primacy will be granted to the State of Alaska under PL95-87. The Usibelli Coal Mine continues to be the only operational commercial mine for coal in the State of Alaska. It produced 7.26 x 10 kg (8 x 10 " T) of coal during 1981. The current mine was started in 1920 by Captain Lathrop, an early developer and pioneer in Alaska. It was continued by Emil Usibelli and was taken over after the death of E. Usibelli (in the 1964 earthquake) by his son Joseph Usibelli who is the current President of, the firm3 Their latest improvement is a 27.5 m (36 yd. )Bucyrus-Erie Dragline which handles most of the overburden removal. The coal is removed by a loader-truck combination. They are currently starting up the use of a unit train loading facility which handles forty cars every two hours. This loading system was a development necessitated by the Sun Eel Export contract. The Alaskan Railroad was a major cooperator in the development of the first unit train loading facility in Alaska.

Microtunneling provides a necessary solution for multiple utility crossings associated with the New York Metropolitan Transportation Authority Capital Construction Company?s (MTACC) Eastside Access Project for the Long Island Rail Road. Construction of four TBM tunnels and their approach structures at the eastern end of the project in Sunnyside, Queens required significant modification and expansion of the railroad infrastructure at this location. Maintenance of railroad traffic during project construction is a principal requirement. As a consequence fourteen (14) utility crossing segments are being installed under active traffic by microtunneling methods. Microtunnels were installed in a variety of conditions including depths, types of soils and construction restraints.

Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. One responsibility of the Minnesota Department of Natural Resources is to encourage the development of mineral resources within the state. A second responsibility is to ensure that mineral development does not adversely impact other natural resources, including the water resources of the state. One approach the Division of Minerals has taken to fulfill these responsibilities is to conduct cooperative research with the mining industry. To encourage mineral development the Division has cooperated with industry on projects related to exploration, mining, and mineral processing. To examine environmental issues the Division has worked in concert with iron ore, base metal, and precious metal exploration and mining companies, as well as the Western Governors' Association, US Bureau of Mines, US Bureau of Land Management, and the US EPA for the past 20 years. These projects were conducted to evaluate methods of predicting, preventing, controlling, and treating problematic mine waste drainages, as well as mine waste revegetation. This paper I) briefly summarizes cooperative projects conducted, 2) enumerates elements which have contributed to the success of cooperative projects, and 3) describes changes implemented for future projects at the Division's new field and laboratory research facilities, as well as at existing mine and plant sites.

"As engineers, we are trained to use logical, rational problem solving to insure our mines operate at maximum efficiency. We tend to use the same technical approach to design safety into all mining systems. This works well for machines, but not so much for the human component. Recent insights in the field of behavioral economics provide useful ideas for addressing the fact that we are driven by emotions more often than by rational thought. Understanding the nonrational aspect of human behavior is an important piece of any safety system design. INTRODUCTION The most common economic model is based on humans making rational decisions; that given the proper information, we will make a logical, rational decision based on what is best for ourselves (Ariely, 2009, p. xviii). In many cases this is an accurate description of how we make decisions. As an engineer, I was trained to apply the precision of mathematics and logic to solve problems. As an engineering professor, I now teach this approach to bright young minds preparing them for a life of professional effectiveness as practicing engineers. That said, we are not only rational. Daniel Kahneman, winner of the Nobel Prize in Economics, describes a model for how we think (Kahneman, 2011). System 1 is the part of our mind that is fast, intuitive, and emotional; while our logical, slower, and deliberative mind is System 2. According to Kahneman’s model, System 1 runs automatically, most of what you think and do originates in System 1. System 2 takes over when things get difficult, including the application of math and logic, and the resolution (or avoidance) of conflict. As engineers, we would typically assume that we operate in System 2 mode most of the time. This is where the model becomes useful, for Kahneman points out two important aspects of the dynamic between the two systems in our mind. First, System 1 has biases, systematic errors that lead to answering questions with an easier answer (rather than a right answer) before System 2 is engaged. Second, we can be blind to the obvious, and also be blind to our blindness. Complicating things further, System 1 cannot be turned off (Kahneman, pp. 24-25)."

Abstract. This cater presents the development of and results from a computer model of in-situ uranium leaching. This model uses a streamline-concentration balance approach and is useful with a vide range of reservoirs. It can be used with any type of veil system, in a reservoir with or without boundaries, and with any form of descriptive kinetics. The model also includes the effects of dispersion and consumption of oxidant by minerals other than uranium. The effects of areal sweep, variable uranium concentrations, variable permeability, and the presence of oxidant consumers on uranium production are shown and discussed.

This paper presents the results of an extensive study concerning a series of roof falls in a room-and-pillar coal mine located in West Virginia. Three dimensional finite element modeling was employed to identify the possible causes for the roof falls. The effectiveness of possible roof control measures for alleviating or eliminating the adverse roof conditions is analyzed, discussed, and compared. The best mining alternatives are recommended. It has been found that large overburden depth and typical roof geology are the major reasons for the roof falls. Angle bolting may not solve the problem encountered in the mine studied. Changing the mine layout currently used in the mine appears to be the best alternative. The recommended pillar size and entry width which will eliminate the problem completely are 90 ft. x 90 ft. and 14 it., respectively.

A 16.5-kt/d underground molybdenum mine is being developed at Questa in northern New Mexico by Molycorp Inc., a wholly-owned subsidiary of Union Oil Company of California. The new $200-million underground project will revitalize mining and milling activity at Questa, where small scale underground mining first began in 1920. Large scale open-pit mining was initiated in 1965 but now, because of the high stripping ratio, surface mining is being phased out. Construction of the underground mine began in 1979, and first produc¬tion is scheduled for early 1983. The company expects full capacity-9 Gg of molybdenum per year-to be reached in 1984.

The recovery of manganese from lower grade resources has been studied for a number of years. Of key importance of prior work, was the discovery that higher valent manganese resource can be readily leached with sulfurous acid. This eliminates the need for high temperature reduction roasting that is conventionally used in processing high grade material. High temperature roasting is energy intensive, emits a large amount of carbon dioxide, and would not be economical for processing lower grade material. While the prior work provides important information to extract manganese from lower grade resources, the production of unwanted by-products, and high water and energy usage has limited its commercial use. This paper describes the results from laboratory work that demonstrate solutions to problems, which to this point preclude commercial development. Preliminary mass and energy balances show that a significant opportunity exists in producing manganese with this hydrometallurgical scheme in a low cost, environmentally friendly manner. Emphasis of the work is on low water use, low overall energy use and economic destruction of unwanted by-products.

As most mining companies are taking advantage of the high market prices for base metals such as steel, copper and zinc, numerous challenges still face them. While demand is strong from countries like China and the United States, demand is still mixed in Europe. This leads to the question of how long these high prices and overall high global demand will last. The tremendous market prices of most precious and base metals have enabled many companies to pay down a significant amount of debt accrued during acquisition and capital expenditure phases. Additionally, mining companies have been able to internally fund and engage in large projects to address future growth, (Less, 2006), thus maximizing the performance of the existing asset base, driving maintenance costs down, and improving and empowering the work-force (Mining Journal, 2006). Market prices and general efficiency gains have addressed these issues to some extent. However, critical issues still face operating managers in the mineral pro-cessing side of the industry. Energy prices, for example, continue to have a negative impact on cash costs for producing an ounce of gold or ton of a given base metal (Cummins, 2003).

Increases in the price of gold starting about five years ago, and rapid fluctuations since then, have caused a substantial popular interest in the noble metal. Gold prospecting had been at low ebb since the end of World War II in most of the United states except for a flurry of activity in Nevada occasioned by the Carlin and Cortez discoveries. The last five years, however, have seen a great awakening of interest in gold exploration as well as an opportunity for education for many explorationists in the geology and other vagueries of gold deposits. The present writers have participated over the last few years in a search for gold deposits throughout the United States. This search was greatly influenced by the geologic studies of Dr. Wm. Spence at the Haile Gold Mine in South Carolina as reported in a companion paper. Spence's studies resulted in definition of a geologic model that has proven useful in a number of other geologic environments in the united states. These programs were all carried out under the auspices of Cyprus Mines Corporation and permission by Cyprus to present these results is gratefully acknowledged. The writers, however, reserve for themselves all responsibility for the results and conclusions. The exploration program to be described began in the southeastern United States. Spence's studies provided a reasonable basis for interpreting and understanding the geology of the Haile deposit and also provided a means for predicting additional occurrences. This concept was then expanded to other gold occurrences in the Piedmont and became an effective tool for evaluating other prospects. Finally it became evident that the concept could be applied in some western gold districts. The following discussion will then include descriptions of other Piedmont examples and a few western districts that also appear to fit the pattern.

There is a growing interest among transportation planners to make more use of the subsurface to preserve the landscape and make transportation more efficient and economical. At the present time, utilization of the underground for transportation facilities is severely restrained by the adverse environmental impact and high construction costs. However, recent studies performed by the United States Department of Transportation indicate that, in spite of such problems, the volume of underground construction has significantly increased during recent years and projections point to continuation of these trends(1). It is estimated that the total volume of transportation tunnel construction will exceed $4 billion in this decade. This level of Investment justifies a significant research program. Due to the common interest in transportation tunnels and to the similarities of problems encountered during their construction, the tunneling research activities of the Federal Highway Administration (FHWA) are closely coordinated with the programs other agencies of the U. S. Department of Transportation DOT); specifically, the Federal Railroad Administration (PRA) and the Urban mass Transportation Administration (UMTA). The FHWA is responsive to the particular needs of these agencies but will benefit from the research results obtained also. In 1971, the Office of Secretary, DOT, initiated plans for an overall coordination of the DOT, FICA, UMTA, and FHWA tunneling research activities. The objectives of this effort have been to reduce tunneling costs by 30% and to increase the rate of excavation by 200% within 10 years. Attractive geology does not guarantee mining investment if a region’s policies are bad, according to mining executives surveyed in the Fraser Institute’s seventh Annual Survey of Mining Companies. Companies responsible for a combined US$642.4 million in international exploration (during 2002) rated the policy attractiveness and mineral attractiveness of mining jurisdictions around the world. Jurisdictions like Chile, Australia, Quebec and Nevada bolster their attractive geology with mining-friendly policies, the report said. These locations do well on the overall investment attractiveness index. On the other hand, jurisdictions like British Columbia and Indonesia, each with excellent geology, are hurt by their policies, which have lowered their score.

We evaluate the exploration effort by diamond drilling for zinc in central Tennessee and southern Kentucky through a statistical analysis comparing the Middle Tennessee district with the older Tri-State and Upper Mississippi Valley districts. All of the ore deposits are of the Mississippi Valley type and are similar geologically. Through statistical analyses we attempt to answer these questions: Had the drilling density in the Middle Tennessee district been applied to the Tri-State district, how much of the ore in the Tri-State would have been discovered? Had this drilling been done in the Upper Mississippi Valley district, how much of the ore in that district would have been found? Which of these two older districts does Middle Tennessee more closely resemble in intensity of zinc mineralization? Is more drilling warranted in the Middle Tennessee district? Our data base includes tonnage and area distributions of ore deposits in the Tri-State dis¬trict, sizes of ore bodies and probabilities of their recognition in the three districts, and data for the Elmwood mine in the Middle Tennessee district. Our statistical analysis considers the consequences of drilling holes in the three districts on square grids at coarse, intermediate, and fine spacings. We conclude that the drilling pattern assumed for Middle Tennessee would have found some but not all of the ore in the two older districts. We believe that in intensity of mineralization Middle Tennessee more closely resembles the Tri-State than the Upper Mississippi Valley district, and that more drilling is warranted in the Middle Tennessee district.

In 1993 Ispat Inland Mining Company began mining its Laurentian ore reserve, which has six distinct ore types that are extremely variable. Initially batch processing was necessary to optimize mining equipment utilization. The variability as found in the ground was compensated for in plant operation, which proved ineffective. When the last of the six ore types was introduced in 1997, production, quality, and cost were seriously impacted. In-pit blending was the solution developed by the process management team to provide the plant feed required to economically process all six ore types in the Laurentian reserve.

These are exciting times for those of us involved in the discovery, development, beneficiation, sales and end uses of industrial minerals. The known sources of traditional raw materials are rapidly being consumed or covered up with highways and urban developments. We would never knowingly cover up a source of gold, silver, diamonds, or even base metals with a shopping center, but it has been difficult to justify not locating construction atop a limestone, granite, or sand dune deposit. During the last ten or so years most of the users of significant amounts of industrial minerals have established task forces made up of geologists, mining engineers, beneficiation experts, ceramic and refractory scientists, and senior members of their purchasing departments whose duty it is to determine where the raw materials for their particular finished products will come from now and farther down the road, like 20 years from now. Likewise, these same ceramic and refractory scientists are developing new materials which require a never ending change into different raw materials and the traditional materials must be refined by selective mining, exotic beneficiation practices and expensive but necessary post-beneficiation treatments to produce minerals for commercial use that were either theoretical minerals or at best showcase specimens when most of us here today were in school studiously acquiring a vocabulary which included Calcite, Magnesite, Dolomite , Feldspar, (Labradorite had the play of colors the prof could see but which I rarely focused on) Wollastonite, Celestite, Chromite, Olivine, Barite and Lepidolite to name a few.

A conference on coalbed and coal mine methane was held March 27 and 28, 2000, in Denver, CO. The conference, organized by the Strategic Resource Institute, was attended by leaders in the coal mining and gas energy industry. The conference focused on the recovery of methane from coal beds as an energy resource and the removal and utilization of coal-mine methane (CMM) related to underground coal mining. The two-day conference discussed methane resources around the world, methods of recovery, methane markets, underground coal mining, health and safety issues and environmental issues related to methane. The consensus among the presenters is that the future looks promising for coal bed methane (CBM) and CMM.
