The vast coal resources of North Slope, Alaska, can be expected to attract substantial interest because the nearly flat-lying coal beds of the coastal plain are specially amenable to surface mining. Mining on a scale large enough to justify coal development in this area could have severe environmental effects. The mitigation would be uncertain because large-scale coal mining and reclamation operations have not been carried out in the arctic. The deficiency of the scientific data base is another factor that requires consideration if coal mining has to develop in accordance with the objectives of PL 95-87. The objective of this paper is to establish the inter-relationship between the problems due to permafrost and factors in reclamation of post-mining land in order to find ways to transform nature in a rational and purposeful manner and to suggest specific reclamation approaches that may be appropriate in this region.

Land reclamation and rehabilitation of depleted coal mines in the wider area of Ptolemais-Amynteon is practiced by the Division of Mines of the Public Power Corporation of Greece in order to conform to the concept of environmentally sustainable economic development of its operations. Detailed chemical and mineralogical studies were performed on reclaimed soils and their crops in order to evaluate the results of land reclamation and rehabilitation while similar studies were undertaken in adjacent, regularly cultivated, soils. Results indicate that trace element concentrations as well as concentrations of elements of environmental concern to be higher in regularly cultivated soils than the reclaimed ones. However, the concentration of the elements in wheat grains harvested from both, regular and reclaimed, group of soils is the same. The reason for this behavior is the very low water solubility, of the elements in the soils, due to their high pH values and the nature of their occurrence. As a result, wheat crops produced from reclaimed-rehabilitated soils developed on depleted lignite mines in the wider area of Ptolemais-Amynteon do not pose any health problem on either humans or animals when consumed.

Perimeter mining is a special form of very productive partial extraction method practiced at some mines in the United States. In the Illinois Basin mines where all major coal seams have weak underclay in the immediate floor, experience shows that any long-term ground control issues will arise due to floor failures rather than instability of the coal pillar itself. While there is a significant amount of work done on floor stability associated with regular pillars, no work has been done so far on the stability of perimeter pillars. This paper reports the results of a comprehensive study that was conducted for the first time on floor stability during perimeter mining in the Illinois Basin mines. A special plate template, which mimicked a common perimeter pillar configuration was created to conduct in-situ bearing capacity tests at five mines in three states of the Basin. Additionally, because of the complex shape of pillars created in perimeter mining that defies any closed-form solution, floor bearing capacity was studied using three-dimensional nonlinear numerical modeling. Based on these in-situ and numerical studies, some guidelines are provided for perimeter pillar stability analysis.

INTRODUCTION Uranium mill tailings, by-products from the mining and milling of uranium oxide contain all decay products of uranium-238, uranium-235 and all the Th-232. The ore containing all daughter products of the parents U-238, U-235 and Th-232 is ground to approximately 50% under 200 mesh particle size and after extraction of uranium, the residue, described as tailings, is discharged into natural depressions confined by dams. These deposition sites are referred to as tailings ponds. Tailings ponds are located in two mining districts, Bancroft and Elliot Lake in the Province of Ontario, Canada. Some parts of tailings ponds are dry up to a depth of several meters, whereas other parts have a water table very close to the surface and still others are covered with water. The extent to which the daughters of uranium isotopes are in equilibrium with the parents U-238 and U-235 is dependent on the age of the deposit in which uranium occurs and the extent to which the decay products are removed by geochemical processes. In the mining district of Bancroft, the deposit is known to be approximately 1 billion years old, whereas in Elliot Lake, the deposit is considered to be approximately 2 billion years old. The ratio of radiogenic lead isotopes Pb-206 and Pb-207, can provide some estimates concerning the age of the deposits. If the tailings are not affected by geochemical processes, the tailings would contain all the daughters of the 4n+2 and 4n+3 series in equilibrium concentrations. The equilibrium activities of some members of the 4n+2 series are calculated in Table 1. [ ] The amount of radiogenic stable lead isotopes depends on the age of the ore deposits. If the deposit in each district is of the same age, a definite relationship is expected with respect to the activity of Pb-210 and the radiogenic stable isotopes. Approximately 33 million tons of the tailings have been deposited in the early 1960's, approximately 20 years ago. During this period of storage, the segregation of uranium daughters, like radium, the diffusion of gaseous product, Rn-222, and removal of precursors by geochemical processes, can cause dis-equilibrium. Earlier work concerned with the uptake of Ra-226 and Pb-210 by plants (Kalin and Sharma, 1981), indicated that the concentrations of Pb-210,in samples of the tailings taken, were lower than the expected equilibrium. The diffusion of radon from a variety of matrices has been studied (Tanner, 1964). It has been shown that the diffusion coefficient is dependent on the particle size in which its precursor is present, the moisture content and the surface conditions. The direct measurement of radon concentrations in the environment near the ponds is dependent on the metereological conditions. Kramer, Schroeder and Evans, 1964, have examined the variations in the concentration of radon near the ground level with respect to atmospheric variables, such as changes in barometric pressure, precipitation, wind velocities, thermal atmospheric instability. It is difficult to relate the total release of radon from the ponds to the atmosphere over an extended period. Our measurements of Pb-210 and total lead on tailings samples taken from 16 sites indicate that the ratios of the activity of Pb-210 to the mass of total lead can provide parameters which are helpful in the estimation of the total amount of radon and its decay products diffusing from the tailings ponds. In this paper, we present the results of measurements of activities of Ra-226, Pb-210 and total lead in samples from various ponds situated in both mining districts. The measurements were confined to samples taken at 0-25 cm depth from the surface.

Roller Press grinding has become an accepted technology in the cement industry, and finds a growing application in iron ore processing. Its introduction to the gold industry will depend on anticipated benefits such as a reduction in power requirements, the increase in throughput, and higher gold recoveries from the ground ore. The presentation highlights some of the specific features of the KHD Humboldt Wedag Roller Press and the effects of various operating parameters on the grinding result. Based on recent experiences examples are given on the use of the Roller Press in mineral applications. The anticipated reduction of grinding energy when using the Roller Press is discussed, together with the reduction in Bond Work Index.

Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities. Using K-oleate as a collector and alizarin red S (ARS) as a modifying agent, selective depression of dolomite from francolite was achieved in alkaline medium (pH> 9.0). Interestingly. ARS was also found to depress igneous apatite in alkaline medium in oleate flotation of apatite and calcite. Adsorption of ARS alone on dolomite was found to be higher than that on francolite. Complimentary adsorption experiments of ARS and K-oleate showed that oleate adsorption was increased in the presence of ARS on francolite but not on dolomite. K-oleate adsorbs on both francolite and dolomite and causes precipitation of calcium and magnesium oleate. Such precipitates can be pre-vented when ARS is present. The results are explained in terms of competitive adsorption for the active sites on francolite and dolomite by oleate and ARS, and their interactions with dis-solved mineral species in solution.

The US Bureau of Mines is cooperating with Cyprus Mineral Park Mining Co., Columbia University, and the US Geological Survey in investigating the feasibility of applying in situ leach mining methods to fracture-hosted, supergene copper sulfide (chalcocite) ores. This paper presents the initial findings of mineralogical, hydrogeological, and geochemical characterization studies conducted at the Mineral Park mine, located in the Wallapai mining district of northern Arizona. A design for in situ leaching is proposed that would minimize the need for blasting prior to leaching, and would enable economical development of deep reserves at the Mineral Park mine. The in situ leaching design would also reduce the potential for long term acid rock drainage.

For centuries tunnellers have made use of the experience of miners. In West German coalmining tunnellers have returned the impulses in recent years by giving the miners valuable stimuli with the result that a technology has evolved which benefits drill and blast heading, opens the door to TBM heading and has developed special measures for difficult strata conditions in deep coal mines. WHAT DO THESE ROCK HEADINGS LOOK LIKE? The main roadways dealt with in this paper have crosssections of 20 to 40 m2, big enough to allow the massive airflows needed to aircondition the mines. Because of the difficult strata conditions they have to be supported: in shotfired headings mainly with multi-element arches, in TBM headings with rings of 6 to 6.5 m diameter. In West German coalmining the majority of rock headings are blasted. The proportion of rock headings driven by TBM was 11 % in 1980 and 16 % in 1981, a rising trend expected to continue. Drill and blast headings Drill and blast headings are normally equipped with two or three-boom electro-hydraulic jumbos, electro-hydraulic crawler-mounted loaders with 1.2 m3 shovel capacity, a movable working platform and both chain and belt conveyors for dirt clearance to the minecar loading point. Fans and air-condition plant complete the equipment. Spacing between arches is usually 0.8 m. Investment for this type of mechanisation works out at around 1.3 m DM.

A series of studies currently underway in the Tucson area prompted by foundation failures and breaking, of buried service lines serve to illustrate some of these relationships between the geological environment and history, and engineering problems.

Over the last few years, new methods to characterize the flow properties of bulk solids have been developed. Abrasive wear and particle attrition can now be accurately measured in a laboratory and scaled up to field conditions. In addition, the effect of large particles on a material's flow properties (cohesive strength, bulk density, wall friction) can be determined as well as the effects of various additives such as Freeze Conditioning Agents. New developments have also taken place in terms of devices to improve the reliability of solids flow. Much attention has been paid to finding ways to provide a mass flow pattern with relatively shallow hopper walls through the use of inserts. Such devices can also provide reliable in-bin gravity blending of bulk solids and/or completely non-segregated discharge. Other developments have occurred in the area of belt-to-belt transfer chutes and sealing screws. Many of these developments have direct application in the mining and minerals processing industries. Examples of each will be highlighted.

"INTRODUCTIONThe shales of the Greater Toronto Area (GTA) have been known to experience time-dependent deformations (TDD); those initiated by excavation-induced stress relief which progress with time as a function of rock porewater salinity, access to freshwater (or air) of lower salinity, clay and calcite content, and the buildup of swelling pressures within the rock mass. These deformations can induce long-term pressures on shaft walls and tunnel linings, especially if the permanent works are constructed soon after excavation, with very little time delay. This paper presents measurements of time dependent deformation of recent shaft and tunnel projects constructed in the GTA, and draws conclusions regarding the main influences on the TDD. The key input parameters for the numerical predictive model are critically assessed. Projects which are discussed include the Billy Bishop Airport Pedestrian Tunnel, Hydro One Midtown Tunnel and Hanlan Feedermain (Contract 3).MECHANISM OF TIME DEPENDENT DEFORMATIONExplanation of MechanismThe Georgian Bay Shale unit consists of typically moderately weathered to fresh, grey to dark grey, fine to very fine grained fissile shale interbedded with slightly weathered to fresh grey, fine grained calcareous siltstone and limestone interbeds. There are two distinctive features of the shale in the Greater Toronto Area (GTA). One is a high horizontal stress regime, and the second is long-term time dependent swelling behavior which develops when the following factors occur (Lo and Micic, 2010):• Stress relief of the rock mass• Outward salt concentration gradient from pore fluid of the rock to the ambient fluid• Availability of fresh waterThe swelling is a consequence of the reduction in confined stress in the rock which occurs upon excavation in combination with a differential gradient in salinity between the saline rock porewater and freshwater or even humid air. Osmotic and diffusive processes result in a decrease in the salinity of the rock porewater achieved by an overall increase in the water content, resulting in volumetric expansion of the shale rock over time. In this study, with the primary goal of capturing ongoing digital transformation and automation impacts on the mining industry and its workforce, we conduct several interviews with mining industry experts in the United States and analyze our survey reports qualitatively and quantitatively through exploratory analysis. After the interpretation of the insights of industry experts, we proceed to generate a personalized and customized data analysis through a novel metric based on skills, knowledge, competencies and occupational requirements, which quantifies the job similarities for occupations in the mining industry based on the publicly available database of the U.S. Department of Labor. We use text analytics to tokenize and classify the interviews to capture a better understanding of major response categories. The temporal analysis shows that the critical competency needs in the data science and autonomy category increases from 28 percent in current demands to 43 percent. In defining our metric, we also calculate Kullback–Leibler (KL) divergence for each job profile that enables determining whether and to what extent that job is transitionary in our test set based on the mean, standard deviation and kurtosis of each job of interest. Our analysis reveals that the in-group job transitions are significantly easier than the between-group transitions, proving our initial assumptions and common sense. The generated heat maps provide the opportunity to present the gap between the current job and desired job profiles that provide feasible career change options, among others, offering individualized career paths for job seekers and promoting potential job transitions. Through the collection of industry-specific individual employee data, the AI system is envisaged to continue to learn as end users engage with the system, thus creating a central data hub specifically for the future workforce in the mining industry. Although the study has limitations on generalizability for qualitative assessments, it presents itself as a valuable application of how qualitative and quantitative approaches could be of value for future worker training in the mining sector.

In this paper the effect of the ratio of grinding and grindable size classes (ore lumps, particles and grains) and the guantity of intermediate size classes in the feed of the primary wet autogenous grinding "Cascade" mill is studied and the features of the influence of these factors on the mill capacity are shown. On the basis of the experimental data from Lebedinsky mineral processing plant, where magnetite guartzites are processed, a coefficient of the "total ratio of size classes" in the feed of 9x3 m "Cascade" mill was estimated. It helps to get an evaluation of the effect of ore size classes ratio in mill media on the mill capacity and to work out some ways for its optimization in closed or semiclosed technological circuites of primary autogenous grinding. The operation of the specific energy effects for some intermediate size classes, removed from the mill as circulating load, is proposed to improve its efficiency before regrinding in "Cascade" mill and decrease negative influence of such classes accumulation in the mill media.

Wear is an extremely important topic when considering high-pressure grinding rolls (HPGR) for any new application. Given the inevitable variations in ore properties throughout a mine’s life, it is difficult to predict the effect of material and operating conditions on the wear parts: specifically, the HPGR rolls. However, the possibility of continuous scanning of rolls provides ample information to review the wear pattern and ways to optimize it. In this regard, as part of a broader investigation, the feasibility of in-line scanning of HPGR rolls in a laboratory-scale HPGR is studied and presented. The choice of scanners and methods adopted to achieve high-level accuracy for determining wear is discussed in this paper, and the inherent variability affecting the measurements is evaluated.

"Bastnaesite is one of the important mineral resources for the production of rare earth materials, and it is typically associated with calcite and quartz as gangue minerals. Fatty acid or hydroxamic acid are recommended collectors for bastnaesite flotation. In this research, potassium lauryl phosphate was expected to provide a stronger flotation response for bastnaesite than for the calcite and quartz gangue minerals. Using potassium lauryl phosphate as collector, the results of captive bubble contact angle measurements, zeta potential determinations and microflotation experiments for bastnaesite, calcite and quartz are reported. Greater selectivity for bastnaesite was achieved using potassium lauryl phosphate than using octyl hydroxamate as collector. These results indicate that potassium lauryl phosphate might be a promising collector in the flotation of bastnaesite ores. The computation results of universal force field (UFF) interaction energies for the mineral-reagent interactions are also reported and were found to correlate well with the experimental microflotation results.IntroductionBastnaesite ((Ce,La)FCO3) belongs to the mineral class of semisoluble salt minerals, whose characteristics include ionic bonding and limited solubility in water. Bastnaesite, for the most part, contains the cerium subgroup or the lighter rare earth elements (Zhou et al., 2014). The Mountain Pass deposit in California in the United States and the Bayan Obo deposit in Mongolia in China are the two major deposits of bastnaesite (Azizi et al., 2016; Satur et al., 2016). Calcite and/ or quartz are common gangue minerals in these and many other rare earth deposits (Jordens et al., 2014)"

Although many notable scientific investigations relating to roof control have been made, roof control still must be considered one of the more baffling problems confronting the miner. Each year contributions are made to our understanding and techniques in dealing with various single phases of the overall problem, however, an equation considering all the variables involved in roof control, if formulated, would indeed be hopelessly complex. Among the factors to be considered is first, gravity which is always acting but which is sometimes less of a problem than lateral forces. There are lateral forces due to expansion, resulting from the weight of overlying rock; to these must be added lateral stresses of orogenic or tectonic orgin, which may be enormous. Stresses due to plastic flow of beds, water pressure, gas pressure, expansion due to absorption of water, faults, joints, fractures, pot heads, and the like may complicate the solution. Therefore, we must base decisions on roof control, and roof bolting in particular, largely on experience, and far too often on few "knowns" and many "unknowns", The development of "in situ" roof trusses may prove of benefit because, they unlike roof bolting, promise positive calculable roof support. These trusses require installation of steel tensioned rods in the roof, which rods are arranged to produce a stress pattern similar to a bridge truss, the roof rock acting to transmit the compression forces. The simplest form of truss (see figure 1) consists merely of two steel rods anchored at the back of holes drilled at an angle of approximately 45° over the pillars, collared near the the middle of the room, the lower ends of the rods being connected together by tierods and turnbuckles. Used in this way, a 3/4" diameter rod can offer greater support than a 10" x 5-3/4" wide flange steel beam. By tightening the turnbuckle, uplist on the roof can be produced,, the downward reaction being transmitted to the pillars by the rods. This simplest form of truss has been used in rooms up to 24' in width. Trusses of four panels, that is, consisting of a truss within a truss, as shown in figure 2, have been used successfully in rooms 30' wide. (figs 2 & 3) It appears a 6 panel truss could be used in a 40, wide room.

INTRODUCTION Mine No. 95 of the Consolidation Coal Co., a divi¬sion of Continental Oil Co., is located in Shinnston, WV. Mine No. 95 was opened in January 1967 and has been operating continuously since that time. The mine has 544 hourly and salaried employees. In 1974 this mine was the largest coal producer in West Virginia. Opera¬tions include two longwall sections and eight Marietta Borer continuous miners. Originally there were also two Jeffrey Heliminer continuous miners, but use of these was discontinued in June 1978. Production averages 12 727 t/d (14,000 stpd). Two portals now service the mine with a third portal proposed for 1978. GEOLOGY Mining takes place in the Pittsburgh coal seam which dips 0.04 rad (21h°) northwest. The working seam is steam coal with an average height of 2.2 m (86 in.). Immediately above the seam, the overburden is com¬posed of 6.1 m (20 ft) of shales followed by 6.1 m (20 ft) of weak sandstone and 51.8 (170 ft) of shaley limestone. The shale weathers when exposed to mois¬ture. Surface water has been a problem due to a fire¬clay floor which turns to paste when mixed with water. GENERAL DESCRIPTION The present mining plan for Consol's No. 95 mine has a proposed life of 35 to 40 years. One set of main headings has been driven in the north direction and one set in a western direction. These are the areas in which the majority of the virgin coal lies. The panels are driven off of the mains at 2134 to 3048-m (7,000 to 10,000-ft) intervals. The continuous mining sections are set up 133 x 610 m (600 x 2000 ft). Longwall sections are 259 x 1220 m (850 x 7000 ft). All of these mining sections are retreating uphill. Development is with continuous miners. A Marietta Borer miner is used for the main development work. These miners cut 4.1 m (13 ft 6 in.) wide and 2.1 m (7 ft) high, leaving an arch cut. Along with the arch, a 152.4-mm (6-in.) thick layer of roof coal is left in place to protect the roof from weathering. The combi¬nation of the self-supporting arch and the roof coal al¬lows the entries to be driven 30.5 m (100 ft) without bolting. Full bolting, however, is carried outby the last open crosscut. This bolting is done on 1.5 x 1.5-m (5 x 5-ft) centers using 1.5-m (5-ft) long roof bolts with tandem anchors and 152.4-mm (6-in.) steel washer plates. When needed, crib blocks with a 50.4-mm (2-in.) drill hole are used as supplemental supports. Three-hole steel channel with the ends curved down¬ward to conform to the borer arch may also be used. In the mining sections, a 14 BU loader is used be¬hind the Marietta miner to load two Torkar shuttle cars. These haul to Long-Airdox feeder breakers which load onto a 1.07-m (42-in.) wide conveyor belt. With the exception of the shuttle cars, which use 275-V d-c power, the face equipment operates on 550-V a-c power. The main power line is 7200 V ac. The same loading and hauling equipment is used with the Marietta Borer miner for driving both panel and development entries. In the retreat sections, the same equipment with the exception of the miner is utilized. Because of the advantage of a variable cutting hight, Jeffrey Heliminer ripper-type continuous miners were employed in these retreat sections. For longwall mining the first unit uses an Eickoff EDW 300-L double-drum ranging shearer. Drum di¬ameter is 1.69 m (66 in.) with a drum rotation speed of 45 rpm. The drum is equipped with 48 Carmet 34-L-1 bits. The 300-kW (400-hp) motor operates on 1000 V. Tramming of the shearer head is done through a hydraulically driven 26-mm wide chain. Maximum cutting speed is 7.93 m/min (26 fpm), and maximum tram speed is 12.8 m/min (42 fpm) with an average cutting speed of 3.66 m/min (12 fpm). Web cutting depth is 762 mm (30 in.) and the cutting height is 2.13 m (7 ft). The conveyor width is 686 mm (27 in.). It uses a single chain, 26 mm thick, with flights on 0.91-m (3-ft) spacing. The face conveyor speed is 64.3 m/min (211 fpm) when driven by two 112-kW (150-hp) 1000-V Louis Allis motors through torque convertors. The roof support used is Gullick Dobson chocks [6-legged 77.3 t (85 st) per leg, 463.6 t (510 st) total capacity] with double-acting leg jacks. The hydraulic pressure for the legs is 13.8 MPa (2000 psi), and the hydraulic pressure for rams is 6.8 MPa (1000 psi). The yield valves are set at 57.8 MPa (8500 psi). Each chock weighs 4.09 t (4.5 st). The stage loader is an Eickoff drive, with a 68-kW (90-hp), (00-V Reliance motor. A 26-mm thick single strand chain with flights on 0.6-m (2-ft) centers runs at 75.89 m/min (249 fpm). The stage loader is self-advancing and is connected to the belt tail piece with a special fifth wheel attachment so that the stage loader can advance and guide the tail piece. The hydraulic pressure for the roof support is supplied by two 45-kW (60-hp) Reliance motors op¬erating on 699 V, with 1.26 L/s (20 gpm) constant volume Gullick hydraulic pumps. Each pump services alternate chocks, with the two pressure lines connected at the tailgate by 25.4-mm (1-in.) hydraulic hoses, rated at 27.21 MPa (4000 psi). The 6.8 MPa (1000 psi) pressure rams advance is supplied by a 45-kW (60-hp), 600-V Reliance motor and a 1.26-L/s (20-gpm) con¬stant volume Gullick pump. Return lines are 35.5-mm (1.4-in.) diam hydraulic hoses with rated capacity of 27.21 MPa (4000 psi). The fluid used in the hydraulic system consists of 95% water and 5% Hy-chock fire resistant water soluble oil. Water is stored and mixed in a 6096-L (2000-gal) track-mounted tank and goes to a 655-L (180-gal) reservoir at the pump. One of the rare consensual points among different resource-based economic analytical approaches refers to the strategic role of rent from mineral extraction, as a decisive tool to ensure that the temporary wealth generated in the present can turn into permanent income in the future. For this reason, evaluation, distribution and use of mining rent plays a central role in the sustainable development of mining cities. Brazilian legislation provides for this at the municipal level by means of participation in the financial results of mineral extraction accomplished in these municipalities, with the Financial Compensation for Mineral Exploration (CFEM). CFEM is a type of ad valorem royalty, which charges taxes of up to 3% of the net revenue of mineral production. However, legislation does not establish how these resources should be used. Therefore, there is wide variation in the use of CFEM income among Brazilian mining cities. A study from a sample of the 15 largest mining cities in eight Brazilian states made possible identification of two main patterns with regards to the use of CFEM which were labeled "sustained use" and " the pitfall of the single treasury." In that regard, this article discusses the pressuring factors that contribute to these patterns, as well as the institutional arrangements which may be more favorable to inducing more sustained use of CFEM.
