Equity investments and loans are made in oil and gas and mining projects by the World Bank Group (WBG) as one piece of a multi-faceted quest to reduce poverty. The Bank mandate to reduce poverty through private sector investments has been contested by civil society organizations, so the Bank has established an independent review, entitled the Extractive Industries Review (EIR) www.eireview.org. The EIR is reviewing, from the perspective of affected stakeholders, the impacts and benefits of WBG development policy. In this paper, we review the indicators used by the WBG, academics and others to measure the effectiveness of investments. We argue that currently used frameworks and indicators do not capture local or regional data sets, and instead focus on available and easily aggregated information at the national level. A case review of the WBG?s International Finance Corporation (IFC) and Multilateral Insurance Guarantee Agency (MIGA) investments and loans in Sub-Saharan Africa provide material data buttressing the argument. Poverty studies in the extractive industries have a long way to go toward measuring and accounting for dollars spent and invested. The paper concludes with a call for project level and regional indicators to track poverty alleviation. Data gathered for this research was funded in part by the Extractive Industries Review.

"This paper deals with an innovative mechanized method to bore and simultaneously line circular shafts, adopted in the Naples Metro project for the installation of 10 vertical shafts for ventilation purposes. With this method, excavation of shafts is carried out under a positive head of stabilizing fluid by a milling machine, temporarily set at the bottom of a permanent lining made of precast reinforced concrete segment rings. The debris is evacuated by inverse fluid circulation. The shafts in Naples are 4.5 m I.D., from 34 to 44 m deep and they are all located downtown in a highly urbanized area. They were bored and installed into volcanic soils under a hydrostatic head of up to 30 m. Displacements and groundwater level were constantly monitored to keep control of the effects on the surrounding buildings and utilities. INTRODUCTIONThe extension of Metro Line 1 in Naples (Italy) from the previous terminal of Piazza Dante to Piazza Garibaldi is also called the “low stretch”. Most of it runs along the coastline, encompassing the historical city center, the Greek-Roman Neapolis. The Metro Line crosses under densely urbanized areas for the whole way (Figure 1). It runs beneath Via Toledo, which follows the layout of the ancient Aragonese walls. The first station (Toledo) is located halfway along this street. Then, after a wide bend, the line reaches Piazza Municipio, where the second station is located. From there, the line moves along the axis of Via Depretis and Corso Umberto I, where the stations Università and Duomo are situated. The fifth station is in Piazza Garibaldi and the end of the stretch is located at the Naples Business Center. The twin single track tunnels were bored into volcanic tuff by TBM. This design choice simplified by far the construction of the tunnels and reduced to practically zero the interactions between tunnelling and surface buildings and utilities. Nevertheless, this choice entailed that the line had to be located at depths to the order of 35-45m below ground level and 30-35m below the water table. At each tunnel segment between stations, a pair of ventilation chambers were constructed (10 in total). Each ventilation chamber is connected to one TBM tunnel by a vertical shaft and a horizontal drift at the base of the shaft. The shafts, in addition to tunnel ventilation, provide a safety access/escape."

The article presents the concept of the application of the Finite Element Method (FEM) and ABAQUS software in the global monitoring of changes in the rock mass and on the surface of the area, as a result of backfilling the workings. Waste materials applied for stabilizing old mining workings can have a strong influence on the rock mass and surface. According to the regulations, this process should be carefully monitored, especially in terms of the safety of surface structures and rock mass stability. The article presents the concept of an analytic and graphic presentation of the results of the measurements of old workings, applying the Finite Element Method and ABAQUS software in model studies. The main purpose of such interpretation of the geodetic observations results is the application of methods providing wide possibilities to present the geometry of workings, their changes and the influence of the rock mass and surface.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Mt Giona situated in the floristic hot-spot of southern-central Greece has an especially rich flora that counts more than 1000 native vascular plant taxa (species and subspecies) and an important plant endemism that is estimated to be about 10% of the native flora. The danger of population reduction of rare and endemic plant species and the opportunity to use rare native species in rehabilitation projects are two different aspects of rehabilitation planning in Mt Giona. In this study, an inventory of rare and endemic species of the area, their classification into IUCN threatened categories and an estimation of their habitats vulnerability are provided. The results emphasize the necessity to develop a monitoring program to analyze population viability of certain threatened plant species. The creation of artificial micro-reserves on calcareous spoils derived from bauxite mining for the conservation of water-stress tolerant rare and endemic plants is also proposed. An inventory of the species that have colonized the mining spoils was also undertaken. Twelve of them are endemics. Seven native species, because of their biological and ecological features, were selected for rehabilitation purposes of disturbed areas by mining activities. Seed germination, aspects of their reproductive biology and seedling emergence after sowing in pots under field conditions were studied. The seed germination study in the laboratory led to the identification of the optimum germination conditions and the creation of germination protocol for each species. Seedling emergence depends on the sowing season and the mulching. The use of the above species is recommended for rehabilitation purposes. The creation of artificial micro-reserves on calcareous spoils derived from bauxite mining for the conservation of water-stress tolerant rare and endemic plants is also proposed.

Panned stream-sediment,geochemistry-based gold exploration in those parts of the southeastern Piedmont proximal to the Fall Line must take into account potential contamination from basal fluvial gravels of the Coastal Plain. Anomalies attributable to the incorporation of placer gold of Coastal Plain origin into modern Piedmont drainages have been identified in portions of Lee, Macon, and Tallapoosa counties, Alabama, and Baldwin and Hancock counties, Georgia. Identification of such multicyclic anomalies must be based on knowledge of the local maximum Cretaceous transgression, paleotopography, modern and paleofluvial system dynamics, and fineness trends and Au-Ag zoning in gold grains.

"A long-term mine production schedule optimization based on stochastic integer programming is presented that manages the risk due to geological variability and uncertainty while jointly considering mine profitability, truck fleet requirements and waste management. The evolution of the pit is controlled so that space within the mined-out pit is continuously provided to allow for tailings and waste rock to be replaced, thus minimizing the project’s environmental footprint. The method is applied at a taconite iron ore deposit and has a project net present value that is 16.9 percent higher than that of a conventional schedule and has a higher chance of meeting production forecasts. The stochastic schedule reduces equipment requirements by delaying waste mining and by mining selectively in order to meet plant ore feed requirements without stockpiling material, resulting in 23.7 and 26.2 percent lower mining capital and operating costs, respectively. IntroductionThe LabMag iron ore deposit is part of the Millennium Iron Range, a 210-km (130-mile) belt of taconite in northern Quebec and Labrador, Canada. LabMag has significant economic potential. It contains more than 3.3 Gt (3.6 billion st) of proven reserves at an average total iron content of 29.8 percent and is very low in impurities. However, on a project basis of 23 Mt/a (25 million stpy) of product, the required capital expenditure is estimated at more than $5 billion (SNC-Lavalin, 2014), which necessitates careful evaluation of all sources of risk. Resource estimation is one of the main sources of risk in a mining project as knowledge of the orebody is primarily based on drilling, which is often sparse because it is expensive. If the expected ore tonnages and qualities are not obtained when mining, the project cash flows are directly affected. The expected quantities and qualities of ore and waste are defined by the mine production schedule, which specifies the sequence of extraction and is dependent on the resource estimation. The goal of mine production scheduling is thus to maximize the expected profit, while also meeting all production targets and constraints, by creating an extraction schedule that is robust in the face of geological risk and has the highest chance possible of actually being realized."

Work that has culminated in the manufacture and testing of a old-selective resin on a pilot-plant scale is dcscribed. Following a brief discussion about the nature of commercially available resins which identifies them as poor candidates for a gold extraction application, the improved properties of the new type of resin are illustrated using results from comparative loading tests. Further results from continuous countercurrent extractions using synthetic leach liquors and elution work using thiourea as the eluant demonstrate the superiority of the new resin over commercial resins and hence, its potential for use in a resin-in-pulp process for gold.

Equivalent-pressure ventilation is a method of balancing the air pressure between a productive face and its gob to extinguish fires and prevent the infiltration of toxic gases, so that the production of the face can be maintained. The method was successfully applied in Coal Mine No. 1 of Hebi Coal Mining Administration in north-central China. In this article, a practical application of the equivalent-pressure method to prevent carbon monoxide from entering an active longwall face adjacent to a fire breeding area is described, and four steps to achieve equivalent-pressure are discussed. The reliability of using this method and measures to maintain the equivalent-pressure are analyzed. It was observed that this method could maintain high production level while no sacrificing safety at the longwall face.

In underground mine production units that employ discrete-vehicle face haulage, feeders are used in the belt network so that vehicles can unload rapidly without transmitting to the conveyor network the high material flow rates that result from rapid unloading. They prevent production bottlenecks at the face, while reducing capacity requirements for downstream materials handling equipment. Similarly, surge bins may be installed at intermediate locations in the network to smooth flows from a number of upstream sources, thereby reducing downstream belt capacity requirements. This paper introduces new stochastic process models to temporally describe loading patterns from unit operations and techniques for computing the probability of various fill levels for the feeder or surge bin. These results may be used to analyze the effect of alternative bin or feeder capacities and discharge rates on the performance and costs of the materials handling system.

In order to ascertain the environmental fate of flotation reagents (fatty acids, fuel oils, and amines) associated with phosphate rock processing with confidence, it was necessary to first establish laboratory methodologies to identify and quantify flotation reagents. This approach was necessitated by the fact that the reagents used in the flotation process are either reclaimed or by-products of other industries and is dictated by their cost. Initially, several blind performance evaluation samples were prepared by spiking water samples with known amounts of either single reagents or reagent mixes and then analyzed. Reagent recovery for the blind performance evaluation samples was within acceptable limits for similar compounds established by the US Environmental Protection Agency. Averification process involving the use of standards and the refinement of analytical methods was utilized to develop standard operat- ing procedures (SOPS) and method detection limits (MDLs) specific to the identification and quantification of the flotation reagents used in the phosphate industry. These procedures and MDLs were critical to support the project's primary goal of assessing the fate of selected flotation reagents in the environment.

The ultimate recovery in a heap leaching operation is related to the degree of exposure of the valuable minerals in comminuted particles. Recently, high-resolution cone beam x-ray microtomography (XMT) has been used to determine this parameter. XMT technology consists of examining the extent of mineral exposure for each size fraction of ore in 3D, then, by algebraic calculations, the ultimate recovery can be estimated for different particle size distributions (PSD). To confirm the usefulness of the XMT technology for mineral exposure analysis, column tests were performed to determine ultimate recovery using three PSDs for two composites obtained from the copper heap leaching operation at Zaldivar-Chile.

The 4000 acre historic Robinson Mining District outside Ely, Nevada hosts a continuum of oxidelsulfide waste rock dumps of different ages. In an effort to develop a paradigm to explain past, existing, and future conditions at the site profiles of oxygen, pH, temperature, and specific conductivity were collected from various waste rock dumps using a hand-driven soil gas probe and a down-hole sampling device. The resulting data are useful in interpreting the fate and manner of pyrite oxidation within the dumps and in identifying waste rock dumps that may require remedial measures compared to those that require only minimal action prior to closure.

This paper presents results of field monitoring and finite element studies to analyze and improve a room-and-pillar retreat mining system. Fie1 d instrumentation was utilized to monitor pi11ar load changes, roof to floor convergence and differential roof strata movement as retreat mining progressed and to determine in-situ horizontal stresses. A two-dimensional finite element model depicting strata behavior at this mine was developed and used to analyze existing and alternate improved mining geometries. The results showed excellent correlation between fie1 d observed and model predicted behavior. Some of the recommended changes in mining geometry based on the study were incorporated in the mining system.

Preface Pipe heading is a customary and proven technology for the underground installation of all types of piping. In over 90 % of all cases, straight pipe sections are used between shaft constructions since, e.g. this follows roadways or it is necessary from the operational aspect due to pipe control methods, e.g. to use a remote control pipe sensor or comparable control devices within sight from shaft to shaft. Frequently, a straight pipeline is impossible, and is replaced by a more or less spatial alignment due to surface conditions, structures in the ground or foundations. This situation applied for the construction of the Nebensammler Neuland (intercepting sewer) in Hamburg-Neuland for sections IV and V. The following paper is not intended as a description of the complete project. It deals mainly with the special features of this pipe heading, with what I believe to be its somewhat unusual route. Research was conducted to develop a simulation and animation model for an aggregate (sand and gravel) mine operation. This model can assist the mine engineers to investigate and consider the various options of haulage systems which are critical for the mine operation productivity. Discrete-event system simulation studies can be used for the typical haulage issues that mining engineers are often faced with: using truck fleet haulage, conveyor belts, or a combination of both. The simulation has identified some strengths and weaknesses in the current loading and hauling fleet of the mine, and has resulted in some suggestions for improving the system. The simulation includes animation of the operation. Animation is needed to enhance the benefit of any mine simulation model. By combining the visual power of animation with a mine simulation, a complete picture of the mine system is obtained and displayed. The mine is modeled and animated using GPSS/H® and PROOF Professional®, both of which have shown great applicability in discrete mining simulation projects.

Estimating ground-water inflows in rock deep tunnels is critical to the safety of personnel constructing the tunnel and the cost of construction. This paper presents two case studies, including the Chattahoochee and Nancy Creek tunnels, for estimating steady-state ground-water inflows into deep rock tunnels. Statistical methods were applied to packer test data obtained from exploratory borings during geotechnical site investigations, and a semiempirical procedure was used to estimate ground-water inflows. The Chattahoochee and Nancy Creek tunnels are deep rock tunnels that exhibit radial flow conditions. For the radial flow condition, a statistical analysis presented in this paper indicates that the semiempirical procedure works well; however, variations in the procedure and/or an insufficient amount of testing could lead to underestimations of the inflow quantities. Modeling using Monte Carlo simulations was observed to be an effective tool for removing data distribution irregularities and incorporating high-end permeability data to derive reasonable ground-water inflow estimates.

The presence of calcium ion in iron ore pulps causes heterocoagulation of montmrillonite on hematite leading to indiscriminate dispersion. Two methods were investigated to control the adverse effect of montmorillonite: chemical method using such complexing agents as EDTA and sodium tripolyphosphate, and mechanical method involving ultrasonic treatment. Their roles in controlling the adverse effect were investigated by zeta potential measurements, starch adsorption tests, and flocculation and selective flocculation tests.

Nonbauxite ores such as aluminum silicate clays and coal fly ashes have been widely considered as potential resources of alumina (Al2O3). The interest focused on these ores is due to their high alumina content. Over the years, in countries where there are little or no bauxite reserves or where the recovery of existing bauxite ores to produce alumina with the Bayer process is not economical, alternative processes have been explored. Among these processes, acid leaching is seen as the most attractive process. In the acid leaching process, heat treatment for thermal activation to destruct the refractory structure of the minerals in the ores is generally recommended as a pretreatment method. Recently, the applicability of high energy ball mills, which are useful for mechanical activation as a pretreatment method before leaching, has attracted much attention. This is a short summary of our previous review [1], giving the details of alumina manufacturing from thermally and mechanically activated clays and coal fly ashes by acid leaching.

A probability-based analysis method in conjunction with the finite element structure modeling technique to evaluate an entry system stability is developed. Variability of the rock properties and loading surrounding the entry system is taken into consideration to predict a roof stability by using the probability of failure instead of the common safety factor concept. A dynamic programming is applied to establish a recurrence relationship between the degree of potential roof fall and accumulated roof fall index in an area of interested. A probable distribution of roof fall is assessed by using a developed computer program, RFSTAB. The assessment of the roof falling boundary in the longwall entry system is used as the example to illustrate the procedure and effectiveness of this analysis method
