Safety management can best be described as how each company deals with the control of hazards (human or mechanical) to reduce costly accidents and employee injury caused by accidents. Properly used, effective safety management can mean the difference between being a highly productive, cost-efficient operation or one that "walks the fence," that is less productive with higher product costs. At Utah Power & Light Co's mining division, effective safety management has been used as tool to achieve this difference and remains as the number one priority to maintaining that difference.

Zeolite ores and protores occur in extensive deposits in the western United States. A recent paper1 describes the general geology and mineralogy of these deposits and their geographical distribution. The zeolites are alkali-and silica-rich varieties of mordenite, erionite, chabazite, phillipsite, ferrierite, and clinoptilolite. The zeolites were formed primarily by the alteration of Tertiary pyroclastics and in some cases by the alteration of Tertiary siliceous flows. The altered pyroclastics are of principal economic significance. The volcanic ash and tuff were deposited in restricted basins where saline lakes developed. The pyroclastic layers often are of uniform thickness and macrotexture for miles from the center of the basin and interfinger with detritals toward the edge of the basin. Thus, in addition to unaltered volcanic glass, the gangue minerals in these deposits include some combination of primary minerals in the pyroclastics, alteration products of the glass other than the zeolite of interest, and detrital minerals. The gangue minerals include quartz, cristobalite, tridymite, opal, orthoclase, micro cline, montmorillonite, hornblende, calcite, gypsum, thenardite, and iron oxides. The presence of one or two other zeolites in the layer in some cases also is considered as gangue. There are no quantitative mineralogical descriptions of these deposits in the literature; this: study was undertaken to obtain this information. As the zeolites occur as single crystals, crystal aggregates, zeolite-glass particles and in cemented aggregates, a method of study was chosen which would give the size distribution of the zeolite in these types of association. For this reason dispersion of the rock was achieved with a minimum of grinding action. This excluded those zeolite ores, silicified by hydrothermal altera¬tion which require grinding. A relative index of the ease of disaggregation of the zeolite ores thus is obtained, but the technique does not give absolute size distributions of the zeolite crystals. Samples were selected for analysis which do not necessarily represent the best ore horizon, but do represent a spectrum of zeolite occurrences from significant deposits. They are mordenite, erionite, and phillipsite from Rome, Oregon, clinoptilolite and chabazite from Reese River, Nevada, chabazite (and var. herschelite) from Bowie, Arizona, erionite from Jersey Valley, Nevada, and erionite from Pine Valley, Navada.

The discussion of water and pit mining together is most appropriate. In fact, water can be considered a mineral and a well a narrow pit. Thus, of all the mineral resources mined, water is probably the cheapest, most valuable and least valued. The delivered price, including mining, transportation, storage and marketing rarely exceeds ten cents per ton, and our economy would cease without it. The time has come when the public must recognize that the extraction of a mineral resource from the land is a necessary and inevitable result of the industries? attempt to meet the demands of a growing economy. In so much of Florida, the lands mined can, with forethought and planning, be left as improved real estate, water conservation and management lands. On the other hand, the mining industries must face up to the need for the reclamation of land and compact with themselves, appropriate governmental agencies and with the mining states to restore mined lands to usefulness. Of limestone, sand, and clay 90 to 100 percent of the mined material is used, but with planning and specing, these pits, if they penetrate the water table, become valuable as real property. Phosphate, which returns about 70 percent of the mined materials to the pit, can reclaim the land for many purposes.

Forecasting mined grade variability from exploration information is a challenging task in mine planning. For effective planning of activities such as workplace scheduling, ore grade quality control etc. development of realistic numerical/simulation models of in-situ variability from exploration information is an essential first step. Geostatistical conditional simulation (GCS) is one of the well known methods to develop these simulations. Recently, stochastic fractal models based on the assumptions of scale-in variance and self-similarity have been used for developing simulations of several natural phenomena. It has been suggested that these models might permit generation of short-scale variability information from exploration data with greater fidelity when the data satisfies the attendant assumptions. In this paper the stochastic fractal models are reviewed and their relationship to geostatistical variogram models is examined. A comparison of the two simulation techniques has been per-formed using coal sulfur data from a mined out coal property. The results of this comparative analysis are also presented in the paper.

"The goal of the protocol for reclaiming in-pit tailings ponds to exceed federal and state regulations was to develop a series of steps that can be followed to design, operate, and reclaim a tailings disposal pond that will develop into grazing land with a wetland for open pit sand mines in warm dry climates. By incorporating a wetland into the reclamation design, the post mining land use gives back to both the wildlife as a source of water as well as providing for a diverse range of post mining land use including but not limited to livestock grazing and ranch land use. An example design was completed using this protocol to demonstrate how the protocol can result in in a well-designed, reclaimed tailings disposal pond. BACKGROUND In an industry plagued with decaying historic mine sites, the public’s perception of mining appears to be poor. While modern mines are closely monitored and generally managed by ethical professionals, history still influences how the public perceives the mining industry. From collapsing abandoned underground workings to historic tailings dam failures, the failure to account for the environment in the past seems to affect public perspective on mining today. In a 2013 “Opinion Former Survey,” a survey conducted through interviews with a diverse range of stakeholders in various gold companies, it was noted that the most serious challenges facing the mining industry were environmental concerns and the permitting challenges associated with them (Council). In another article, this time focusing on Australian citizens and their perspectives of the mining industry, it was found that the majority of those surveyed had a big concern over the environmental impacts of mining especially when it comes to water quality and quantity (Scan). The statistics portrayed in these articles illustrate that today’s mining engineers needs to make more of an effort to change the public’s perspective of mining by being more environmentally aware. These engineers should be continuously asking themselves what they could be doing better from an environmental perspective to ensure that history is not repeated and that natural resources are used as efficiently as possible."

One of the purest gypsum deposits in the United States is located in northwest Oklahoma about 90 miles northwest of Oklahoma City. Gypsum beds of the Blaine Formation (Permian) are each 10 to 15 feet thick and 97 to 99 percent pure; they are being quarried by four companies in the area. Most of the stone mined by U.S. Gypsum Company is calcined for the manufacturing of wallboard and special plasters, but some of the crude gypsum is marketed for cement manufacture and for use as soil conditioner. Reclamation of the mined lands at Southard, Oklahoma, has been carried out since 1968, and the company is now involved in a cooperative program of land revegetation to aid in erosion control, provide for wildlife, and for beautification.

Federal laws mandate the presence of refuge alternatives (RAs) in underground coal mines and provide guidelines for harmful gas removal. After an explosion, harmful gases can follow survivors into an RA and can reach a deadly concentration. Investigators from the National Institute for Occupational Safety and Health (NIOSH) tested 12 ventilation system configurations (VSCs) to purge sulfur hexafluoride (SF6) tracer gas from a built-in-place (BIP) RA in the Experimental Mine in Bruceton, PA. Using a borehole air supply, tests were conducted with airflows of 750 and 1,000 standard cubic feet per minute (SCFM). Excluding a VSC where the air inlet was 1.98 m (78 in) from the air outlet, the results show that the time to purge the SF6 concentration from 1,000 parts per million (ppm) to 25 ppm ranged from 26 to 29 minutes for an airflow of 750 SCFM and ranged from 18 to 23 minutes for an airflow 1,000 SCFM. Mines can use this information to reduce purge time in case of a mine disaster and determine which VSC to avoid. INTRODUCTION After a fire or an explosion in an underground mine, the concentration of carbon monoxide can reach a fatal level. In a mine disaster, the main goal is to escape. However, if miners cannot escape, they have to migrate to a location to find refuge and, if possible, communication, and a borehole source for a fresh air supply. To ensure survival of the miners, Federal laws mandate the presence of a refuge alternative (RA) within 304.5 m (1,000 ft) of the nearest mining face. In addition, Code of Federal Regulations Title 30 CFR Section 7 sets the guidelines for personnel tracking, RAs, and the removal of noxious gases in underground coal mines (Mineral Resources, 30 CFR, 2014). Federal regulations define an RA as a protected, secure space with an isolated atmosphere and integrated components (Mineral Resources, 30 CFR, 2014). There are three types of RAs: portable metal RAs, portable tent-type RAs, and built-in-place (BIP) RAs. A BIP RA is constructed using masonry or other stoppings to create an isolated space in a mined-out area. Blast doors are installed in one or both of the stoppings for the miners to enter the RA. Furthermore, RAs must provide the following components: breathable air, food, water, air monitoring, and harmful gas removal. Federal regulations have emphasized the mandate for breathable air and harmful gas removal in the following words: “Purging or other effective procedures shall be provided for the airlock to dilute the carbon monoxide concentration to 25 ppm” (Mineral Resources, 30 CFR, 2014). The purpose of the mine ventilation system is to provide a sufficient quantity of air to the underground mine workings, to dilute methane and other contaminants, to maintain a suitable working environment, and to prevent accidents from happening (Cheng and Wei, 2014). In addition, the organic nature of coal amplifies risks from poisonous gases, explosions, and fires (Engström et al., 2018). If an underground coal mine ventilation system fails after an explosion, the concentration of toxic gases, most notably carbon monoxide, will increase. Carbon monoxide is dangerous because it creates tissue hypoxia by binding to hemoglobin (Özmen and Aksoy, 2015).

At present, discounted cash flow analysis is generally accepted as the preferred method of valuation of mine projects in surface coal mining. One of the major reasons for that is its ability to take into account the time effect of money over the life-of-mine. As a looking-forward method, it requires forecasts be made with regard to economic, technological, technical, geological, and environmental conditions that will prevail in the future. All forecasts are inherently uncertain as they are a function of the uncertainty of all variables of the discounted cash flows analysis. This indicates that the only alternative for modeling the uncertainty in the project evaluation is the development of adequate risk models to serve the decision-making process. The paper offers a model of project cash flows at risk in strip coal mining, which is an integrated corporate risk management solution. The model is based on a stochastic approach that provides the answer to the question about how large is the deviation between stochastic cash flows and the planned value (or that used in the budget) at each time step of the discounted cash flows analysis, that is due to the uncertainty in the model variables. A solution is worked out for the allowable range of the stochastic cash flows variation that determines the probability of achieving the planned value of a mine project. The Monte Carlo simulation technique is used to model the stochastic behavior of the project variables. A case study of an opencast coal mine project is provided to illustrate the applicability of the risk model. The results obtained provide a new understanding of the mine project risk as a component of the project discount rate.

The establishment of a retreat system of longwall mining in this submarine coal field has been under study for many years and, although in special cases there have been limited local applications of this method of mining, there has been no attempt until quite recently to establish a uniform system of longwall retreating' in this area (see Figure 1) Where retreat walls were established, it was strictly as a result of physical, rather than economic conditions. In some of the operations- of the Corporation, where the coal was liable to spontaneous combustion- or the area subject to bumps as in No. 2 Mine of the Cumberland Railway and Coal Company in Springhills the recovery of the coal on a retreat system was more or less a necessity.

Molybdenite is the world’s principal source of rhenium (Re), a critical element in multiple high-tech applications. However, the Re contents in molybdenite vary by orders of magnitude on scales ranging from single grains to whole deposits. In order to better understand the systematics of this variation and what geochemical factors control molybdenite Re concentration, and hence overall Re resources, we examine global patterns in molybdenite Re contents through a compilation of > 3000 measurements of Re in molybdenite from > 700 mainly ore-bearing moderate- to high-temperature hydrothermal systems of different types. Our results are similar to but expand on those of earlier studies. Rhenium concentration in molybdenite has a lognormal distribution and varies systematically with type of geologic system, intrusive lithology, and Mo grade. The lowest-Re molybdenite occurs in greisens (geometric mean 1 ppm ± a multiplicative standard deviation of 9), quartz vein-hosted W-Sn deposits (2 ± 5 ppm), unmineralized granites and granodiorites (12 ± 8 ppm), intrusion-related deposits (24 ± 8 ppm), and porphyry W-Sn deposits (16 ± 11 ppm). Rhenium is most enriched in molybdenites from volcanic sublimates (23,800 ± 5 ppm), with skarn Fe and Au (560 ± 5 ppm and 540 ± 3 ppm respectively) and porphyry Cu and Cu-Au deposits next (470 ± 4 and 430 ± 7 ppm respectively). Among porphyries, skarns, and quartz vein-hosted deposits, Re is most highly concentrated in molybdenites from Cu and Au systems and its concentration decreases systematically through Cu-Mo, Mo, Sn, and W deposits. In nearly all cases, molybdenites from systems associated with intermediate igneous rocks contain more Re than molybdenites from systems of the same type with more felsic rock associations. The disparity between Re contents of molybdenite in felsic and intermediate systems is largest for porphyries, quartz vein-hosted, and skarn deposits and is near zero for subeconomic or barren granite and granodiorite Mo systems; felsic intrusion-related deposits have slightly higher molybdenite Re than their equivalents associated with intermediate intrusions. In most systems, molybdenite Re content does not correlate with metal grade, but may have an inverse correlation with Au grade in intrusion-related deposits (based on a small number of data points) and does exhibit a strong inverse correlation with deposit Mo grade. Dilution of Re through larger amounts (higher deposit grades) of molybdenite explains about 40% of this correlation, but the relative enrichment of Re in molybdenite from low-Mo deposits must also reflect some selective enrichment of Re/Mo in porphyry Cu systems compared to porphyry Mo systems. We found no evidence for secular increase or other systematic temporal variation in molybdenite Re content. The data regarding the use of molybdenite Re content as a proxy for mantle influence are ambiguous. Nearly all observed empirical correlations can be traced back to differences in redox state and sulfide concentration, the two geochemical factors identified here and by previous experimental work as the controlling influences on Re mobility under hydrothermal conditions. Hydrothermal systems with reducing conditions (W- and Sn-rich) tend to have low molybdenite Re even though compiled whole-rock data indicate that their source rocks have as much or more Re as those of more oxidized systems (e.g., Cu-rich). Vapor-phase exsolution, crustal assimilation, and mixing with external fluids may all enrich molybdenite Re concentrations in individual deposits and deposit types, but their extent and importance in overall hydrothermal concentration of Re is uncertain. Thus, it appears that the available molybdenite Re resource in an ore deposit largely depends on how the deposit’s redox and sulfidation conditions have varied over time and space during the timespan of hydrothermal activity. Oxidized, high-sulfide conditions tend to concentrate Re in molybdenite, whereas reducing conditions tend to leave Re dispersed at low concentrations in the bulk rock.

The Gilt Edge Superfund Site is a former heap-leach gold mine that currently is being remediated in the Black Hills of South Dakota. Mine runoff water is treated before release from the site. The field pH, before treatment, is about 3, and the water contains arsenic and some heavy metals, in addition to sulfate concentrations of about 1400 to 1500 mg/L. In the Keystone area of the Black Hills, naturally occurring arsenic has been detected in ground-water samples from wells. Keystone City Well #4, which is not used currently, showed arsenic concentrations of 36 parts per billion (ppb) and sulfate concentrations of about 19 mg/L. With field samples of water from these sites, a limestone-based method was successful in reducing arsenic and heavy metals concentrations. The results are significant because previous research with the limestone-based method mainly had involved samples prepared with distilled water in the laboratory, in which interference of other ions such as sulfate did not occur. The research indicates the potential for broader field applications of the limestone-based removal method.

The degree of fragmentation obtained in primary quarry blasting has always been a factor in the speed of digging' the muckpile This paper will discuss a case history of increased production and associated lowered costs from increased fragmentation. The quarry under discussion is fairly new, located in Georgia, and is in the large operation .category. Loading is done by three yard shovels, and, primary crushing by a 48" x 60" haw crusher preceded by a 5' wide feeder. The stone is a hard granite gneiss, of Los Angeles rating 22, and apparent specific gravity is 2.68. The product is shipped to points in that state for railroad ballast, concrete aggregate, and road building stone. Inasmuch as fairly large shovels and a large Jaw were to be utilized, initial drilling and blasting were pointed toward producing fairly large sized muck for this large equipment. This was following a concept somewhat in vogue for some years in the Southeast wherein many large equipment plants would tend towards larger fragmentation, and smaller equipped plants would conversely tend toward attempts at smaller sized rock piles for smaller shovels and crushers.

The 17th Annual Mining Hall of Fame Induction banquet will begin with a reception at 6 p.m., followed by the dinner and program at 7 p.m. The five inductees are Georgius Agricola, David William Brunton, Herbert E. Goodman, David Ray Mitchell and Robert Peele. Georgius Agricola (1494-1555) wrote De ReMetallica, an original and valuable work that discussed everything known about mining during the first half of the 16th century. In De Re Metallica, Agricola reviewed practical means of finding ores, methods of surveying and mining, the assaying of ores, types and uses of mining machinery, smelting, mine administration and more. Silicon is the second most abundant element on earth, exceeded only by oxygen. Silicon dioxide forms a crystalline structure of repeating SiO2 molecules which form characteristically hard, durable crystals. As a result, crystalline silica is Ubiquitous in the crustal rocks, sediments and the mineral products derived from mining. An examination of the history of studies that identify silica as a human and animal carcinogen is presented in the context of the development of a public health policy in California. The implications for the cost of conducting aggregate and other mining operations in the state are discussed.

As was the case with many other mining companies, the management of Tennessee Copper Company' viewed with some interest reports in various trade and technical journals of the successful use of ammonium nitrate-fuel oil mixtures as an explosive in coal stripping., construction, open pit mining and finally in underground salt mines. The apparently simple transition from the "interested" stage to a point where in excess of 80% of the ex¬plosives used is ammonium nitrate may be of interest. The Tennessee Copper Company operates five mines in the "Copper Basin" of Polk County which lies on the extreme southeast corner of Tennessee. The ore is a massive sulfide principally pyrrhotite and pyrite with some tough lime silicates as gangue while the walls are greywacke interbedded with schist. Average total production is 28,000 tons per 5-day week and an average of 422 feet of development per week. Development work consists of 8'x 8?, 6?x 7?, 5'x 7? and 4'x 6? drifts driven with drifter drills using 1-5/8" carbide detachable bits and 5'x 5' raises driven with stopers using 1-5/8" bits.

Grouting is mainly used to improve mechanical properties or decrease the permeability of rock mass around civil and mining projects. The purpose of this paper is to present the most effective factors on grout penetration depth in rock mass. Such factors are essential for reliable estimation of the grout penetration depth and the expense for cement take of any grouting project. In this paper, about 50 different types of the relations presented so far by various researchers to estimate the depth of penetration in fractured rock were studied. The effective factors are classified to rock mass properties, grout properties, and operational factors. Results show that firstly, the discontinuities aperture and Lugeon value are respectively the most investigated factors of rock mass properties influencing on penetration depth. Secondly, the yielding stress, viscosity, and density of grout are the most effective factors of grout properties. Finally, grouting pressure has an intense effect among other operational factors. A new generation of hydraulic efficient pumper and auxiliary impeller designs is the result of an extensive research program focused on improving the overall performance of optimized SX/EW plants. Combined with the proper scale-up, these optimized designs will greatly reduce aqueous and organic entrainment losses, reduce or eliminate air entrainment and crud formation, enhance mass-transfer and maximize the overall copper yield. Currently, these new pumper and auxiliary impellers are installed full-scale in numerous plants ranging in flow rates from 90 to 15000 G.P.M. and developed heads up to 51 inches. Operational results reported by the independent metallurgist at each processing plant are reporting the lowest entrainment results in the industry. Further R&D has just been completed on a new mixing configuration that separates the systems mixing and pumping requirements. Results from the system pilot test document further improvements in reduction of both chemical entrainment and crud formation, while keeping mass transfer stage efficiencies.

Built-in-place (BIP) refuge alternatives (RAs) are designed to provide a secure space for miners who cannot escape during a mine emergency. Heat and humidity buildup within RAs may expose miners to physiological hazards such as heat stress. To minimize the risk of heat stress, Title 30 Code of Federal Regulations (CFR), or 30 CFR, mandates a maximum allowable apparent temperature (AT) for an occupied RA of 35 °C (95 °F) (MSHA 2008 [1]). The National Institute for Occupational Safety and Health (NIOSH) has conducted extensive research on the thermal environment of occupied RAs intended for use in underground coal mines. NIOSH research has demonstrated that a fully occupied BIP RA can exceed the AT limit by > 5.6 °C (10 °F) in mines with elevated mine strata and air temperatures (Bissert et al. 2017 [2]). In this circumstance, an RA cooling system could provide a solution. This paper provides an overview of test methodology and findings as well as guidance on improving the performance of a cryogenic air system prototype by optimizing the flow rate, increasing the tank storage capacity, and improving the efficiency of the heat exchanger of the cryogenic system. This may enable BIP RAs to meet the 35 °C (95 °F) AT limit in mines with elevated temperatures. Neutron activation analysis for mineral identification has attracted the attention of numerous investigators, judging from the publications on this subject in the past few years. 1-9 The appealing aspect of this method of mineral analysis is its proven sensitivity in the laboratory. In principle, activation analysis is one of the few petro-physical methods whereby a direct analysis for a mineral itself is possible in a borehole. The successful application of activation analysis requires the use of particular neutron reactions, measurement of selected gamma-ray energy intervals, and optimum bombardment and detection times. For copper analysis, Labanov et al., 10,11 using a low-energy PuBe source, reported an acceptable logging means. On the other hand, Pradzynski12, in analyzing ores and process tailings, used high-energy neutrons and photons for surface measurements of process samples. The work of Labanov et al. was based on measuring the rate of decay of the activated copper and hence was not as definitive as might be desired. Equipment is commercially available to carry out activation studies in the field 13,14 Gamma-ray spectra can be successfully transmitted over ordinary logging cables and, with borehole high-energy neutron accelerators and lower-energy chemical neutron sources, a variety of neutron activation methods can be studied. The purpose of the study discussed in this paper was to determine the feasibility and practicability of logging for copper using neutron activation techniques and commercially available equipment. The laboratory study showed that Cu could be detected in rock samples in the laboratory by high-energy neutron activation of 63 Cu. In the field, however, due in part to the large volume irradiated, the direct detection of copper using high-energy neutrons was not as promising. Detection of copper by measuring both the direct gamma-ray emission and the excessively strong low-energy gamma-ray absorption appears promising. Copper was not detected either in the laboratory or

Public Law 91-190 - January I, 1970 states that, "The purposes of this Act are: To declare a national policy which will encourage productive and enjoyable harmony between man and his environment; to promote efforts which will prevent or eliminate damage to the environment and biosphere and stimulate the health and welfare of man; to enrich the understanding of the ecological systems and natural resources important to the Nation; and to establish a Council on Environmental Duality." The administrative aspects of this National Environmental Policy Act of 1969 have in essence established the requirement that all agencies of the Federal government assess the consequence of their actions with an Environmental Impact Statement. Furthermore, five states have already enacted environmental legislation, and others will surely follow. The Environmental Services Project Director for Dames and Moore has stated in the June issue of that company's publication, "Elements," that, "The nuclear power industry has perhaps been most affected to date by the Act [NEPAL but recent court decisions, legislative trends and general public concern will accelerate the spread of the Act's impact on other industries. Mining and petroleum are already involved in environmental affairs." There can be little doubt that within a very short time all environmental aspects of the minerals industry will be strictly regulated and monitored by some agency of Federal and/or state government. Indeed, it is probable that any future effort to extract natural resources will be contingent upon a favorable review of an Environmental Impact Statement. It is also quite possible that continuation of present operations will have to be justified on the basis of proof of an acceptable environmental impact. It is the objective of this paper to present some ways in which remote sensing technology can be applied toward an efficient collection of environmental data necessary for the preparation of an Environmental Impact Statement.
