INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. Mining always leaves a mark behind. Dealing with this legacy is not only a tremendous challenge in Germany, but internationally too. The Technical University Georg Agricola (THGA) in Bochum, Germany, has established a Research Center for Post-Mining. Researchers combine expertise from a variety of technical and nontechnical fields in their quest to shape the post-mining era that completes the mine life cycle. In this respect, the Research Center focuses on four research areas: Perpetual tasks and mine water management, Geomonitoring, Material sciences and site transition. With more than 200 years of successful partnership with the mining industry in Germany and abroad, THGA offers a perfect setting for fresh and sound ideas in order support mining’s social license to operate. The aim of the paper is to describe the Post-Mining Research Center along with exemplary research projects that are of interest to the mining industry globally and to foster technical communication and research networking.

The primary use of coal in the US is for electric generation. The problems associated with the use of this vast amount of coal is the central theme of these sessions. The problems discussed include: production capacity, mining problems, coal cleaning, transportation, combustion, and various environmental problems, such as health effects of coal combustion, water and air pollution, and solid waste disposal.

Crushing and grinding practice in Sweden follows largely the international pattern. Certain special circumstances, however, have had an influence on the development. Most mines are worked underground in either quite small or in very large units. To utilize small sulphide ores, custom milling is rather common. Apart from the cement industry, the rock species treated are hard and abrasive. Another important factor is the increasingly strict requirements placed on the mechanical condition of different products, especially lump ores and coarse iron ore concentrates. A significant feature in the design and development of Swedish crushing and grinding practice has also been close cooperation between machinery manufacturers and the users. An account of these conditions and an outline of the crushing and grinding techniques employed in Sweden are presented in this paper with emphasis on the mining industry. For background purposes it may be mentioned that crude ore production in Sweden last year included 45 mill. tonsx) of iron ore, of which some 20 mill. tons from Kiruna alone, and 4 mill. tons of sulphide ore from 22 other mines, fig. 1. In addition 8 mill. tons of limestone were quarried for cement production and several million tons of stone and sand for roads, aerated concrete, etc.

Cortez Gold Mines, the United States' third largest primary producer of gold, commenced continuous operations on January 10, 1969. The decision to proceed to production was made in March of 1968 and construction of the mill and stripping operations for the pit began in April and July, respectively. Anomalous conditions on the slope of Mt. Tenabo along the Roberts Mountain thrust fault zone were discovered by the U.S.G.S. while conducting geochemical surveys in the old Cortez silver district. Following the discovery of gold an intensive program of drilling was organized. Drilling outlined an orebody with 3.5 million tons of ore averaging 0.28 ounces of gold per ton. It was on the basis of this reserve that a 1700 t. p.d. cyanide plant was designed. Needless to say, with such a limited ore reserve, economies in design and construction would have to be observed. Cortez Gold Mines is a joint venture with American Exploration & Mining Co., The Bunker Hill Company, Vernon F. Taylor, Jr., and Webb Resources, Inc. , as partners. Latin America is in the path of economic growth characterized by increased privatization, joint-venture projects, and reduced trade barriers. Privatization is changing the industrial operating mode from Government-owned/Government-operated to a privately-owned/government-regulated regime. The establishment of joint ventures, such as in construction and management of infrastructure, energy and mining projects, and deregulated industries (electricity/gas/ telecommunications), is now a common practice in the region. These changes, coupled with the growing awareness of environmental protection issues, have led to a sincere effort on the part of the countries of Latin America to establish reasonable environmental regulations and controls (RERCs) for all industries, including mining and energy, for the benefit of present and future generations. However, RERCs require further consideration of many factors with respect to environmental, geologic, economic, and social impacts in the region. The process must find a balance between the need to sustain profitable operations and the need to adequately protect the environment. While striving to find a balance between continued industrial profitability and environmental protection, the RERCs must be scientifically sound, pragmatic, flexible, and enforceable. There has been worldwide attention focused on the environment, and international symposia have been held on such issues as global warming, water pollution, air pollution, and hazardous wastes. Organizations such as the United Nations (UN) and the Organization of American States have performed rather extensive studies on the environment for various industries and activities, and have developed some broad general plans to address environmental concerns. This technical information is available for the asking, and should be considered a starting point for countries embarking on the passage and enforcement of their own RERCs.

Ladies and Gentlemen, There have been no less than ten major coal project financings in the last eighteen months. Each of these has been in the order of $100 million to $1 billion for the development of a coal property and its associated infrastructure. It is appropriate at this time to review the nature of these past financings. Why has there been so much activity? There are primarily two reasons. The first is due to the large number of contracts which were signed as a result of OPEC oil shocks. High projections were made for increased coal consumption particularly in world trade. This is distinct from domestic coal mine/power plant projects which often tap a government source of funds. Second is the high cost of coal development in the 1980's compared with a typical company's corporate borrowing capacity.

The purpose of this study is to investigate the index-mechanical properties of igneous rocks by using the electrical resistivity method. Electrical resistivity, index (P-wave velocity, dry density, and porosity), and uniaxial compressive strength values of 48 different igneous rock samples were measured in the laboratory. Simple regression analysis was performed between index-mechanical properties and electrical resistivity values. Strong exponential and logarithmic correlations were found between electrical resistivity and the index-mechanical properties of the igneous rock samples.

Introduction Basis For System San Juan Coal Company (SJCC) is a subsidiary of BHP Billiton. Until recently, BHP Billiton operated three surface mines in northwestern New Mexico: Navajo, San Juan, and La Plata. The San Juan and La Plata Mines supplied the San Juan Generating Station operated by Public Service of New Mexico. Stripping ratios at those operations were increasing, and by 2000 a feasibility study was underway to develop SJCC’s vast underground reserves as a replacement. Early in the evaluation and planning phase for the San Juan Underground Mine, it was determined that the target seams (Fruitland #8 and #9) had a high propensity for spontaneous combustion. Spontaneous combustion was identified as a risk, both to personnel and equipment, and to the ability of SJCC to reliably fulfill its obligation to the power plant. In the last 20 years, several western US coal mines suffered underground spontaneous combustion events and/or mine fires. Included in this group were Colorado Westmoreland’s Orchard Valley Mine (1987), RAG’s Willow Creek Mine (1998 and 2000), Oxbow’s Sanborn Creek Mine (1999), the West Elk Mine of Arch Coal (2000), Arch’s Skyline Mine (2002), Western Fuels’ Deserado Mine (1996), and the West Ridge Mine of Andalex Resources (2003). The cause for the majority of these fires was spontaneous combustion. Fighting the fires required injection of an inert gas or foam. Nitrogen and carbon dioxide were the predominant choices of inert gas. In all cases, the gasses had to be trucked in from considerable distances. Before the inert gas could be used, injection holes had to be drilled into or near the suspected fire locations. This drilling and trucking caused costly delays in the timing of the fire fighting effort, and was not as precise as desirable. Emergency purchasing of gas and pumping services was extremely expensive, running as high as $70,000 per day at one mine. As a result of the experience of other western US coal operators, and the risk inherent with spontaneous combustion at SJCC, it was decided to pursue installation of a nitrogen delivery facility on-site at SJCC. This decision was later expanded to include a continuous supply of nitrogen.

This study examines the isothermal and non-isothermal reduction behaviors of iron ore compacts in a pure hydrogen atmosphere and compares the results obtained during the reduction process by CO. The different phases accompanying the reduction reactions were identified using X-ray diffraction (XRD) and its morphology was microscopically examined. In isothermal experiments, temperature plays a significant role in the reduction process. At any given temperature, the reduction rate during the initial stages is higher than that during the final stages. The reduction rate in H2 atmosphere was faster than in CO gas. The comparison of activation energy values suggested that reduction with H2 is more efficient thanwith CO. At the same temperature, the time required to achieve a certain degree of reduction was lower when using H2 gas than CO atmosphere. In non-isothermal tests, the heating rate has a significant effect on the reduction rate and reduction extent. At the same heating rate, the degree of reduction was higher in H2 atmosphere than in CO gas. Based on experimental data, the parameters of reaction kinetics were deduced by application of model-free and model-fitting methods. The reduction in H2 atmosphere was controlled by nucleation model (Avrami-Erofeev model), while the CO reduction reaction was controlled by gas diffusion.

The Lower Cretaceous McMurray Formation in northern Alberta contains bituminous sands interbedded with other sediments which form the reject encountered during mining operations. Grade prediction is based on a combination of geological interpretation, computer modelling and past mining experience. In addition to estimates for ore, an accurate estimate of "waste" or "reject," are required for Mine Planning. This study investigates the ability of point-kriging using geostatistics, to augment the existing data base of drill-holes in a study area on Syncrude's leases. This approach enables the assessment of potential "worst" case - "best" case scenarios within the context of Mine Planning.

"The overall goal of this study is to develop a suitable flow sheet to extract rare earth elements (REEs) from coal ash. A total of 14 coal samples of different ranks were examined for REE concentration, and an anthracite coal sample with the highest REE concentration of more than 700 ppm in the coal ash was selected for REE extraction tests. This paper reports on the results of the experimental program completed in the first part of the study, which included hightemperature leaching with nitric acid followed by solvent extraction tests using various organic extractants, namely, tributyl phosphate, Cyanex 572, di-(2-ethylhexyl)phosphoric acid (D2EHPA) and their combinations. A 4×2×2 experimental design was used to conduct a total of 32 high-temperature leaching tests by varying acid molarity at four levels, solids content at two levels and leaching time at two levels. The highest recovery rates of 90 percent for light rare earth elements (LREEs) and 94 percent for heavy rare earth elements (HREEs) were obtained from the optimum leaching test conditions while maintaining impurity recovery to the leachate at less than 40 percent. D2EHPA was found to be the best extractant in this solvent extraction test series, providing an REE recovery rate of nearly 99 percent.IntroductionGlobal demand for rare earth elements (REEs) and other strategic metals is increasing rapidly due to their use in a variety of advanced technological applications, with more than 100 kt of rare earth oxides used worldwide on an annual basis. The United States has less than 10 percent of the world reserves of REE mineral deposits, and in 2013 imported more than 60 percent of its rare earth oxides from other countries, mainly China (United States Geological Survey, 2017). China’s institution of export quotas has significantly reduced supply to the United States, raising the urgency of finding new ways of producing REEs and/ or substitutes. Coal combustion byproducts, which are usually discarded as waste materials, are known to contain REEs in low concentrations that could be extracted with a suitable process flow sheet. This may be a worthwhile route to pursue, considering the short supply of rare earth minerals and the abundance of coal ash in thousands of ash ponds in the United States. More than 110 Mt of coal combustion byproducts are produced annually in the process of satisfying the country’s need for electricity (American Coal Ash Association, 2016), and less than 50 percent of these byproducts are being successfully used in various applications, with the remainder dumped as waste materials in landfills and ash ponds."

Proper use of natural resources is multiple use. Underground space resulting from mineral extraction offers opportunities for deep geologic waste disposal (DGWD) which can solve many environmental problems. U.S. government projects plan to use specially mined excavations to dispose of radiotoxic and mixed waste. DGWD takes careful planning, technology transfer, and true partnership between waste generators and mine/repository operators. Using the experience, accumulated by domestic projects in preparation, and by foreign repositories in operation, U.S. mines can claim their rightful share of the growing market for DGWD.

The Henderson mine has more than 20 years experience and has placed a combined total of more than 400,000 m3 (520,000 cy) of shotcrete and concrete. Over the last 20 years the mine has used a variety of equipment for placing concrete, wet shotcrete and dry shotcrete and is constantly trying to cut costs and increase efficiencies. Henderson has recently received a state of the art wet shotcrete placer, automated its batch plant, fabricated a mobile concrete form jumbo and is soon to receive a new concrete transport truck.

Recovering vanadium from vanadium titanium-magnetite (VTM) ore using ( NH4)2C2O4 is a clean hydrometallurgical process, but the drawback is the low recovery and slow kinetics due to the formation of inhibitor. A novel energy-efficient mathematical model was derived for green leaching of VTM in which the mechanical activation (MA) removed the inhibitor “δ” (formation of impermeable product layer of CaC2O4) covering the reacting core of the CaV2O6 leaching process in ( NH4)2C2O4 solution. Before the MA processing, the formation of the CaC2O4 layer affects the kinetics (slow) and NH4VO3 leachability (low recovery). The dissolution rate enhancement and economic importance (in terms of leaching kinetic/recovery) of mechanical activation (MA) pretreatment in hydrometallurgical processing cannot be overemphasized. It is shown from the experimental and developed mathematical model results that the rotating speed of the ball mill (ωb) has a significant effect on the NH4VO3 recovery. At 360 rpm, the experimental result gave an 82% optimum recovery rate and a reaction rate constant of 0.01889s−1 with close correlation with the present models at 82.8% and 81% for liquid-to-solid layer diffusion and chemical reaction controls, respectively, with a reaction rate constant of 0.018883s−1. The close correlation between the experimental recovery rate results and the diffusion recovery rate model result justifies that the leaching process is diffusion control shrinking core kinetic with experimentally measured activation energy (Ea) value of 19.502 kJ/mol . This present model proved that MA enhances the dissolution rate regardless of the formation of a passivation layer on the material and best describes the kinetics of the MA hydrometallurgical processes compared to the shrinking core model.

The 3RPORT project is a 5-mile-long, 16-foot-internal-diameter tunnel excavated in hard rock by Slurry TBM in Fort Wayne, Indiana. Two-component grouting can be separated into two core areas of operation: batching and underground operations. This paper addresses the challenges faced and solutions implemented in these fundamental areas. The effects of external factors and their impacts on mix design and batching of grout will be explored. Underground, challenges of monitoring parameters and ensuring a proper mix between the two-components will be discussed, focusing on the adopted technical solutions and considerations to be taken in the design stage of tailskin grout ports.

In this study, recovery of copper from solid material (obtained by leaching of chalcopyrite with oxalic acid in the presence of hydrogen peroxide) with a copper oxalate structure was carried out selectively using HCl. The chemical composition of the solid was as 29.3%, 9.7%, and 13.3% for Cu, Fe, and S, respectively. Selective recovery of copper by degrading the copper oxalate structure with a low-solubility product (Ksp = 4.43 × 10−10) was performed by conventional leaching in the presence of HCl. The optimum leaching conditions were determined as 5 M of HCl concentration, 318 K of leaching temperature, 120 min of leaching time, 25 ml/g of liquid–solid ratio and 400 rpm of stirring speed. Under these conditions, approximately 77% of copper and 3% of iron were taken into the solution. According to the characterization of the leach residue that was obtained, the oxalate structure was degraded. Moreover, the results of XRD analysis showed that the sulfur (S) and cubanite (CuFe2S3) phases were mostly observed in leaching residues, and this was supported by the SEM-EDX data. Based on the results, it may be stated that selective copper extraction can be obtained from a chalcopyrite concentrate by a two-step leaching method using a conventional hydrometallurgical technique.

INTRODUCTION A shuttle car is a self-propelled rubber-tired haul¬age vehicle designed specifically for underground min¬ing, primarily in coal mines (see Figs. 1 and 2). The drive mechanism is located on the sides of the vehicle, and the load is carried in the center. A chain-and-flight conveyor distributes the load when the car is being loaded by a loading machine or continuous miner and also discharges the load onto a conveyor belt or into a mine car. As the name implies, the shuttle car shuttles back and forth between the working face and the un¬loading point and is not required to turn around. Shuttle cars have served as primary haulage in this country since 1940 and still perform this function in most coal mines today. TYPES OF SHUTTLE CARS Shuttle cars may be battery-powered, diesel-powered, or cable-reel electric powered. Battery-powered cars were used between 1940 and 1950, but are almost out of existence today because of their limited power. Diesel cars have been used in coal mines, but are used mostly in noncoal mines where rules and regulations are not as stringent. Also, objections by organized labor have limited the use of diesel-powered shuttle cars in coal mines. Today, the largest number of shuttle cars are cable-reel cars. Electric power is fed through a cable stored on a cable reel that may have a capacity from 152 to 244 m (500 to 800 ft), depending upon the size of the cable and the cable reel (see Table 1). This, of course, limits the travel of a shuttle car. However, time studies have shown that for the most efficient haulage cycle, the length of haulage should not exceed 91 m (300 ft). As haulage distance increases, the waiting time for the loader or miner becomes longer, and haul¬age efficiency suffers. Cable-reel cars are manufactured in standard hand and opposite standard hand models. A standard car has the operator's control on the left front side and the opposite standard car has the opera¬tor's controls on the right front. Generally a loader or miner operates with two shuttle cars, one of each type. This allows the trailing cable to lie on either side of the entry and prevents the cables from fouling each other. Shuttle cars are designed to operate with either dc or ac power. Cars using dc power are designed for 250-v supply and ac cars are designed for either 440, 550, or 950 v, three-phase voltage. Most coal mines that are relatively level can use dc cars where dynamic brak¬ing is not required. For mines having steep grades (in excess of 15%) ac cars are used because ac traction motors have inherent dynamic braking and are safer when tramming downgrade. A recent innovation in shuttle car design in the last five years has been the introduction of an ac/dc car. This design utilizes ac input power through the cable, and the power is rectified on the car to 250-v do for traction motors. The pump motor and conveyor motor are powered by ac voltage. The main advantage of this design is efficiency-a much smaller cable may be used and the smooth operating characteristics of the dc traction motor is obtained. This prevents shock loading on the traction drive train, which is an undesirable feature of ac traction motors. SHUTTLE CAR FEATURES Elevating Discharge Today, all shuttle cars are equipped with an elevating front conveyor that allows the shuttle car to discharge into a mine car or belt feeder without the use of ramps. The Bureau of Mines measured the geochemical changes as H2S04 was used for in situ uranium leaching by Rocky Mountain Energy Company near Casper, Wyoming. Cores and ground water were analyzed before leaching. Water samples were taken from observation wells located between injection and production wells as the leach solution was brought up to full strength in several steps. Measurements were made of pH, Eh, temperature, conductivity, total dissolved solids, dissolved oxygen, HC03, U, V, Na, K, Ca, Mg, SO4, C1, Mo, Mn, Fe, Al, Si, F, P, As, and Se. The data were gathered to assist in geochemical modeling of leaching and to study the potential environmental effects of acid leaching. Environmental considerations appear favorable. For example, the concentration of Se, a toxic element often found in uranium deposits, stayed below the EPA standard for drinking water.

EASTERN COAL CORPORATION is located in the heart of the Appalachian Mountain area of extreme Eastern Kentucky, The mountains are of sedimentary origin, and have been deeply eroded by streams as the area has been thrust up during geologic time. There are many seams of coal interspersed between beds of shale and sandstone. While some of the seams are thin, there are a number that can be economically mined. We are mining the Pond Creek, or No. 2 Gas Seam, at a rate in excess of 6,000 tons per day. Our central preparation plant utilizes tromp baths for the plus 3/8" size and Rheolaveur for the minus 3/8" portion. No provision was made to recover the fine coal, which was included with the plant effluent pumped to a 12 acre refuse pond. The pond is impounded behind the coarse refuse dump. This pond rose 15 feet last year. Obviously, no pond could stand many years at this rate. Limited pond space in this rugged area of steep hills and narrow valleys dictated a revised disposal method. Our first thought was that it would be necessary to dry the fine refuse sufficiently to permit inclusion with the coarse refuse, which is hauled uphill by monitor and then trucked to final disposal.
