In order to maximize the extraction of high grade pillars at The Doe Run Company, artificial pillars are created using cemented rock fill (CRF). CRF pillars aid extraction of pillars in two ways. One is to offer back support for the immediate area where pillars are being extracted. The second is to increase the post failure residual strength of pillars surrounded by backfill. The CRF is produced using a combination of minus 1.0 m run of mine (ROM) rock and minus 5 cm crushed rock. Depending on the operation the CRF slurry is either produced in an underground or a surface batch plant. The slurry and rock are transported to the fill area by truck where they are mixed and placed in 1 m lifts. To reduce the amount of CRF needed, fill fences are constructed around the perimeter of the CRF pillar. Within these fences ROM CRF is placed in lifts until within 0.6 m of the back after which minus five centimeter CRF is slung tight to the back utilizing slinger trucks. In constructing these artificial pillars a number of set procedures have been established to ensure that the work is done both properly and safely.

In situ mining is now considered an alternative mining method for some ore bodies. The in situ operation consists of a well field designed from reservoir properties and geological information; the wells for such a field are then drilled, cased, and cemented, using good designs and practices to eliminate future problems. Injection and production (recovery) systems are required to be corrosion resistant. Hand in hand with the mining operation is the metal extraction plant, the entire operation offering an environmentally acceptable method for metal recovery. Great opportunity exists in this field for mineral engineers; presently, they must borrow knowledge from other fields, since the schools have not yet addressed this specialty.

Investment activity in the Pacific Rim of Fire has seen a phenomenal surge from epithermal gold exploration. Individual countries are attractive because of lower up-front minerals lease costs (US, Canada), better geological prospectivity (Chile, Indonesia), or cheaper equities (Australia). Since the October 1987 stock-market crash, large companies are shedding minority joint venture interests to focus on core businesses. Some vertical integration is evident in Japanese coal investments in the Pacific Rim. This paper does not cover the aluminum industry oligopoly which is multi-national in character nor does it cover the many Canada to US minerals investments. It will be interesting to see if the new US-Canadian free-trade treaty will reverse that investment flow.

Inco acquired majority interest in the nickel laterite concessions in eastern Guatemala in 1960 and, through its subsidiary Exmibal, extensively explored the deposits until 1965 to define the site for project development on the north shore of Lake Izabal. This paper outlines the exploration methods used to evaluate the Guatemalan laterite deposits.

In 1994, Lone Tree Mine invited Hunter Hawk to participate in a problem-solving arena at their mine located in Valmy, Nevada. Lone Tree was experiencing consistency problems with autoclave valve component quality and delivery. Based upon a prior working relationship at Homestake Mining Company's McLauglin Mine, located in Lake County, California, both customer and vendor enjoyed a measure of rap­po1i and trust - the keys to problem solving communication. This paper is an overview of the problem solving process that has contributed to Lone Tree's excellent record of 95 per cent autoclave availability since 1995.

The mining business in general, and coal mining in particular, is exposed to frequent and significant swings in the business cycle. Marginal coal production enters the market place in a nearly perfect competition. It must be priced aggressively if market share is to be gained. The minimum price acceptable from the standpoint of the producer is reached at the point where total variable cost are recovered. Competition occurs as companies move to reduce their variable costs in an effort to cover some portion of their fixed costs at reduced market prices. Production planning and scheduling plays a critical role in reducing costs. Multiple scenarios based on changing market conditions require that competing firms have tools available to evaluate the economic impact of transportation, blending, and processing options. In certain applications, significant cost savings can occur as a result of blending or altering preparation levels. Linear programming provides a tool with which to evaluate options and acts as a like between the mine plan and marketing decisions.

Public Law 91-190 - January I, 1970 states that, "The purposes of this Act are: To declare a national policy which will encourage productive and enjoyable harmony between man and his environment; to promote efforts which will prevent or eliminate damage to the environment and biosphere and stimulate the health and welfare of man; to enrich the understanding of the ecological systems and natural resources important to the Nation; and to establish a Council on Environmental Duality." The administrative aspects of this National Environmental Policy Act of 1969 have in essence established the requirement that all agencies of the Federal government assess the consequence of their actions with an Environmental Impact Statement. Furthermore, five states have already enacted environmental legislation, and others will surely follow. The Environmental Services Project Director for Dames and Moore has stated in the June issue of that company's publication, "Elements," that, "The nuclear power industry has perhaps been most affected to date by the Act [NEPAL but recent court decisions, legislative trends and general public concern will accelerate the spread of the Act's impact on other industries. Mining and petroleum are already involved in environmental affairs." There can be little doubt that within a very short time all environmental aspects of the minerals industry will be strictly regulated and monitored by some agency of Federal and/or state government. Indeed, it is probable that any future effort to extract natural resources will be contingent upon a favorable review of an Environmental Impact Statement. It is also quite possible that continuation of present operations will have to be justified on the basis of proof of an acceptable environmental impact. It is the objective of this paper to present some ways in which remote sensing technology can be applied toward an efficient collection of environmental data necessary for the preparation of an Environmental Impact Statement.

The Metropolitan Water District of Southern California has undertaken the Lake Mathews Outlet Facilities project to replace the existing outlet facilities. In the late1990s, consulting engineers for the District determined that the Lake Mathews Outlet Facilities were susceptible to a catastrophic failure during a seismic event. To ensure a reliable supply of water to Metropolitan’s customers in the Los Angeles area, the District decided to construct new outlet facilities. This Project consists of excavating a large diameter junction shaft, a 6.10 m (20 ft.) horseshoe tunnel, three short 4.88 m(16 ft.) horseshoe bypass tunnels, and a large excavation within a cofferdam that were all driven in difficult rock conditions. Additionally, a new concrete outlet tower was constructed and connected to the existing tunnel by the new bypass tunnels and through the junction shaft. The J.F. Shea Co., Inc. of Walnut, California, is currently finishing the construction of the Lake Mathews Outlet Facilities Project for Metropolitan. The large diameter junction shaft is 50.60 m (166 ft.) deep, excavated 16.15 m (52 ft.) in diameter and lined with a61 cm (2´-0?) thick steel reinforced concrete lining to a finished diameter of 14.63 m (48ft.). The shaft was excavated full face with one stationary shaft three-boom jumbo, modified for the large diameter. The shaft also consists of four sets of gate guides extruding from the shaft wall towards the center of the shaft that provide the ability to operate up to four mechanical gates at any time, to open or close each tunnel. This paper will present the junction shaft excavation and concrete construction techniques, including the innovative slip form method utilized to construct the junction shaft.

Timber support of mine openings continues to be an effective system for ground support, due to its avail¬ability, flexibility, and ease of installation. Timber support of mine openings as a primary method to support loose rock has been replaced to a large extent by rockbolting and by filling systems. How¬ever, the many designs of square-set timber and varia¬tions of crib and stull support that have been developed to suit many stope configurations have proven reliable over many years of application. Integrated in modern excavation and stoping methods, timber remains an im¬portant ground support material for today's mines. ADVANTAGES AND DISADVANTAGES OF TIMBER SYSTEMS Timber, when used as a part of the total support system, is recognized for its unique support properties. More than a cover to prevent minor falls of ground, timber systems have been carefully designed to provide adequate support with sufficient compressive qualities to achieve a safe working environment in extremely diffi¬cult ground conditions. In some cases, a timber support method is designed to yield while retaining its protec¬tive support qualities. Little or no initial investment in equipment or plant is required for incorporating timber into the mining support system. Low cost cutoff saws and portable chain saws are sufficient equipment for effective use of dimen¬sioned (sawed) or round (stull) timber support. Until recently, small sawmills of various complexity were com¬mon at mine surface plants. Sawmills at the mine sites have generally been replaced by timber vendors' mills. Suppliers have been able to use efficient cutting and lumber handling methods to reduce the cost of mine timbers. Most suppliers will package dimensioned mine timber into bundles that are suitable for handling down mine shafts and on level conveyances. The principal disadvantage of timber as a support method is higher material cost and labor cost associated with its labor-intensive installation. Furthermore, stand¬ing timber reserves of mine quality wood are in short supply in some areas, and heavy competition exists for alternative uses of the timber supplies. Vendors are reluctant to supply large cross section dimension tim¬bers relatively free of defects. Some mine operations require 4.8-m (16-ft) lengths of firm timber over 0.09 m2 (144 sq in.) in section and these are difficult to obtain in large quantities. APPLICATION OF TIMBER FOR MINE SUPPORTS Timber used in mine support has been cut from many species of trees. A firm hardwood with physical properties similar to western Douglas fir has been pre¬ferred in the US. Other harder and softer woods, how¬ever, have been used when readily available or where the specific strength or crushing quality of the wood is a desired specification of the support system design. Hard¬ wood, commonly oak, has been used where maximum crushing resistance is required. Mahogany and fir are widely used for shaft guide timber. Normally, timber is used with its core axis parallel to the long axis of the timber dimension. However, in some cases, it is placed normal to its core in a "butt" log position, so as to provide maximum resistance to abrasion of the ore passage adjacent to the cut end of the block. By selective placement of timber block¬ing, controlled resistance to ground closure can be achieved which will prevent early failure of primary sup¬port members of the timber structure. Timber is widely used in modern mining operations as a construction member for chute-lip support. These designs are tailored to each operation to conform to the dimensions of the haulage equipment being used. As a construction material, wood requires none of the spe¬cial equipment necessary for placement of concrete or steel support. Placement of these alternate support ma¬terials requires carefully dimensioned and engineered excavation for their installation. Wood can be easily sawed to fit on location. The successful use of timber in heavy ground de¬pends on the careful and accurate placement of block¬ing and bracing to achieve the controlled yielding re¬sistance needed to support the mine opening. Similarly, frequency, size, and placement of top and bottom block¬ing stulls in flat-bedded deposits are carefully determined to provide adequate support at the mining face. Con¬trolled caving through failure of the stulls may be required as the scope retreats from the earlier mined-out sections. The support program must achieve both of these dimensionless qualities by specification of stull frequency and size. The utility of the square set-system of ground sup¬port and timber support is described in Chap. 2, re¬printed from US Bureau of Mines Information Circular 6691. Four examples of effective use of timber for support of stoping and other mine openings are pre¬sented in other chapters in this section. The Gilman mine's use of Mitchell slice stoping described in Chap. 3 is an early modification of the square-set mining system. This application proved reli¬able for heavy ground and overcame some of the dis¬advantages of conventional square-set timber. Chap. 4 describes the Burgin mine's use of timber with other reinforcement material. This combination of materials achieved high strength and control with yielding com¬ponent members necessary for heavy, squeezing ground. Chap. 5 describes the Bunker Hill mine's use of square¬set timber in a new configuration that provides an effi¬cient and safe support for stoping using small load¬haul-dump (LHD) mobile equipment. Mineral exploration in the United States relies heavily on theoretical geologic concepts and indirect methods such as geophysics and geochemical prospecting, as there are few exposed areas of mineralization which have not already been explored at least once. In Mexico ore-grade samples can be cut at the surface on vein, replacement, and disseminated types of deposits in many areas. Here the problem is not in finding a mineralized area but in deciding which mineralized area can be explored and developed at the least risk and cost, and have the greatest profit potential, within the framework of Mexican mineral economics and government policies. Mexico's min¬eral industry is regulated through a system of permits for various phases of mineral exploitation, and by taxes. This regulation and its effects are not unlike those which may be expected in the United States if present legislative and administrative trends continue.

During the past 50 years, significant research has been performed in the ecology and physiology of plants that colonize soils containing elevated concentrations of heavy metals. Similar work has also been performed on plants that are able to survive acidic and saline environments. Efforts have focused on the ecological analysis of plant communities that occur over a range of metalliferous mining wastes. Investigations have been performed on the mechanisms that allow selected varieties of plant species to survive in normally phytotoxic environments and on the potential applications of metal-tolerant varieties of plant species. The purpose is the remediation and reclamation of mining wastes and soils that contain unusually high concentrations of so-called heavy metals. Characteristics of some mineral wastes Metalliferous mining wastes present special environmental restoration problems because of their toxicity. Potential toxicities are mostly caused by residual metals derived from weathering of low-grade ore or the waste products of mineral processing. In cases where pyrite forms a part of the mining waste, acid generation by oxidation may exacerbate the toxicity problem by promoting heavy-metal mobilization in aqueous solution.

Open cast surface mining requires blast hole drilling with many interesting facets in order to achieve mine planning forecasts. Interestingly, no single method or combination of theoretical hypothesis of mining economics is right for all conditions. On occasion mine planners introduce a project with little or no regard to drilling and blasting. Generally, drilling and blasting costs are a significant percentage of total mine overhead. One such drilling and blasting method which can be utilized to reduce overall mine expenditure is inclined or angle hole drilling. One must bear in mind, that angle hole drilling per-se mill not reduce costs, unless a set of required circumstances is met. An attempt will be made to detail when conditions of the mine design criteria dictate the use of angle drilling.

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to supplement its two existing main fans. The third fan will operate in parallel with the two existing fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, NM, is a US Department of Energy (DOE), Carlsbad Area Office, facility that is designed to permanently dispose of US defense-generated transuranic waste in a deep, bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for modifying, supplementing or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel et al., 1997) to identify and quantify operational concerns, evaluate possible alternatives and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness and improving system performance. The fan installation project accommodates several operational and scheduling con¬straints. WIPP was scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP 's ability to declare facility readiness. Therefore, operational disruptions during the system tie-in had to be minimized. All engineering for the project has been com¬pleted, and physical modifications were begun in July 1997. The project was completed in 1998.

A number of investigators have studied the electrokinetic potential (?) of kaolinite as a function of pH. (1,2,3,4,5) These investigators all agree that the ? is negative except at quite acid pH values. The actual shapes of the curves reported by the several authors vary considerably. In spite of the general negative character of kaolinite the mineral has a rather high anion exchange capacity. (6,7,8) The cation exchange capacity is the lowest for the clay minerals. (6) It has been shown that anionic surfactants adsorb readily onto the mineral even up to neutrality, often in quantities exceeding the reported anion exchange capacity. (7,8) At least part of the anionic adsorption should be onto positive edge sites thought to exist on the mineral. (9,10) In the present study ? of kaolinite was measured as a function of pH using both the streaming potential (sp) and microelectrophoresis (m.e.p.) methods. In addition ? was measured at various pH values as functions of sodium dodecyl sulfate (SDS) and trimethyldodecylammonium chloride (TMDAC) concentrations. In some experiments decyl alcohol (DA) was added.

The issue of miner safety in case of an underground mine fire has been extensively examined by both government and industry. These efforts have intensified in recent years following a number of fatal fires at underground coal mines. As a result, there is an increasing interest in the reliability of coal mine escapeways during a mine fire. This paper discusses the use of fault tree analysis for evaluating escapeway reliability. A fault tree is developed using standard logic formulations. It is later evaluated using commercially available software. The computer model uses Boolean reduction to obtain the minimal cut sets and minimal path sets of the tree. A brief analysis is also conducted to determine the occurrence probability of the TOP event. This study shows that fault tree analysis is a viable means of analyzing escapeway reliability. The cut and path sets reveal those event sequences leading to fatalities. Such information is useful in safety training and accident prevention. The probability of the TOP event shows the frequency of occurrence for fatalities in an underground mine fire. The usefulness of this value, however, is limited by the accuracy of the data for the initiating events. For mining events, the data is difficult to estimate precisely.

Your committee doesn't assign any easy topics to us speakers. How do you define "successful" in what is essentially a losing game? I am reminded of the fellow who returned from a one-week vacation in Las Vegas, and proudly stated, "I only lost $150." To him, that was "success." I am afraid that workers' compensation is a losing game for employers, too, and success has to be defined in terms of how much or how little is lost. We have no chance of producing a profit for our employer. We will narrow down to some suggestions about conducting a workers' compensation program at the plant level, but first I want to discuss the general legal, social and legislative climate in which your plant program operates. Workers' compensation is a statutory program with its general parameters established by the legislature. These parameters are then amplified by the boards and commissions established to administer workers' compensation. What influences the legislature and the boards and commissions as they establish the framework in which we must function?

It is common practice in Appalachia, when extending the life of an existing mine, to acquire the adjacent reserves and extend the existing mine into it. Also, often the existing mine is renovated to accommodate the new conditions. The existing mining system and the track and belt haulage systems may be modified while the new property is integrated into the old one. All of these changes create new constraints for the mine ventilation system (M.V.S.) that require proper planning and control procedures. The authors describe and present the study that was carried out for the ventilation system of a newly expanded underground coal mine located in the Appalachian coal region. Discussed first is the process of correcting the ventilation system of the existing mine. Then, some of the stages of controlling the expanded system are discussed. Finally, numerical data for these steps are presented.

The Seismic Interactive Interpretation Workstation (IIW) integrates various sets of geophysical and geological data to form a network of information which is stored in a database. Computer models are generated from known drillhole information and later correlated with the processed seismic data. Seismic color processing adds another dimension to the interpretation process. Complex trace attributes provide better definition of subtle features not easily observed from black and white sections. Utilizing the computer workstation, the explorationist gains valuable insight and conducts more intelligent interpretation of seismic data through a more comprehensive network of data analysis.

The initiation of a panel cave is an extremely important and infrequent event in the life of a large underground caving operation. A new cave was initiated at the Henderson Mine in 1991, 15 years after its first cave had been developed in 1976. The original cave was started after a half billion dollars had been invested in the development of the mine, mill and 23 km haulage system. Many things had changed since 1976, the most significant of these being much lower realizations for molybdenum. In 1976 the high demand for molybdenum and uncertainty of caving characteristics, formed the basis for a very conservative cave initiation sequence with miles of boundary weakening and inspection drifting. In 1991 the highly competitive molybdenum market in conjunction with 15 years of caving experience made for a very different mining climate.

Commissioning of a 150 tpd continuous vat leaching pilot plant at Ariel Resource's San Martin Mine began in October, 1995. Functioning of the systems proved to be as designed. Initial tri­als, however, were besieged with problems associated with clay fractions that were much higher than in the ore originally tested. Nevertheless, leach rates were good in the initial and subsequent trials. Difficulties with the viscous solutions generated by the clay fraction continued, requiring modifications to the solution collection methods and investigation of flocculant types and mixing points. Trials with deslimed ore and sand feed demon­strated continuous flow. Current modifications will be tried in late May, 1996, along with selected flocculants, with the objec­tive of leaching continuously without the need to deslime.
